(San Francisco Meeting, October, 1911.) My previous paper is entitled, The Laws of Igneous Emanation Pressure. The present paper lays no claim to the exactitude and completeness of a law, since it is of a provisional nature and may be disregarded when experiments have established a basis for more exact reasoning. The general physical states in which aqueous emanations may occur are first considered. The possible physical conditions under which the mineral elements may occur in emanations are then discussed, and a classification of deposits, dependent on emanation, is proposed. A system of scientific experimental investigation is outlined, and it is shown that the physical and chemical properties of emanation may be exactly determined thereby. The investigation is urged as feasible and simple, and not necessarily requiring large and costly apparatus. It is the only step necessary to make possible the formulation of a complete set of laws of igneous emanation. Process of Emanation. In a rising column, magma ranges in temperature from 900° to 1,200°C. Exhalation must begin at some fairly great depth. What this depth may be we can only surmise, since no experimental evidence is available. Exhalation, however, continues as the magma flows upward, until at another level the occluded gases have all escaped. This depth is probably upward of 5,000 ft. (See Fig. 1.) All exhalations must come from between these two levels. As the whole emanation is the sum of the exhalations and residues, the residues must come from below the uppermost level. They will be most abundant when coming, from those parts of the intrusion which have solidified below the lower level.

Under a cooperative agreement between United States Bureau of Mines and the Truax-Traer Coal Company, some operating-scale experiments have been made with the cyclone thickener in the preparation plant of the Shamrock No. 1 mine at Kayford, West Virginia. These tests were made with a 14-in. cyclone of the type developed by the Dutch State Mines in Limburg. It was applied experimentally to the thickening of solids in washery water to obtain performance data to show the range of sizes that may be recovered and other operating characteristics that would indicate the field of usefulness of this device in coal preparation practice. This is a progress report only. It covers results obtained in a series of 17 tests of the operation of what has been considered a unit of commercial size operating on suspensions of fine coal mixed with a relatively small amount of freeimpurities. The underflow material, after further dewatering in centrifuges, is a marketable grade of coal.

In the USSR, the Moscow Institute of Radio Electronics tronics and Mining Electro-Mechanics (MIRGEM) has started what it hopes will become a nationwide movement to educate mining students in the precise specialties that industry has come to require. Courses for mining engineers, the MIRGEM faculty proposes, should dovetail as exactly as possible with specific jobs available in the mining profession. Acting upon this thesis, MIRGEM revised its own curriculum in 1962 and has since presented an over-all plan for Soviet mining education before two mining school conferences as well as the Ministry of Higher Education and a number of major Soviet industrial ministries. The plan was universally approved with some suggested revisions. SOVIET MINING EDUCATION TODAY At present, mining education in the Soviet Union covers the exploitation of solid minerals and raw materials, including coal as well as ferrous and nonferrous metals. The extraction, storage, and refining of oil and gas is treated as a separate discipline. In all, there are 33 Soviet universities and institutes that train mining engineers for careers in the industrial, research and educational fields.

THE growth of the spirit of progress and mutual aid which motivated the founders of the Institute sixty years ago in Wilkes-Barre was vigorously demonstrated at the sixtieth anniversary meeting held there on May 22. Committees headed by Cadwallader Evans, "resident director" of the Institute, and Paul Sterling, chairman of the local section, had arranged for a full-day tour of the northern anthracite field, so that the hundred and fifty members and guests who had come for the celebration of the anniversary might see the changes and progress made in that field in recent years. More than forty automobiles were in line in the cavalcade which left the Westmoreland Club at nine- thirty. Operations visited were fully described in the May issue of MINING AND METALLURGY, so it is enough to say that after a seventy-five mile drive through the beautiful Susquehanna Valley and over the rolling green hills of northern Pennsylvania a stop was made for lunch at Forest City. Carey, Baxter and Kennedy, contractors at the stripping operations there, had provided, in the shelter of tents, a well-prepared luncheon and other refreshments. The return trip was made by way of Scranton, arriving at Wilkes-Barre at five- thirty.

IN SEVERAL papers and addresses during the past two years, I have dwelled upon some of the economic consequences of the war. The fundamental thought that I have sought to convey is that the world became immensely poorer by the war, not only in material wealth and population, but also in the psychology and morale of the people. I do not see how there can be any intelligent dissent from that statement. All the ideas of post-war prosperity were manifestly fallacious, manifestly fallacious from the outset. If there had been any truth in them it would have followed logically that a great war, with all its destruction of wealth, health and life would be a good thing. Therefore, let us have a great war every ten years or so. Such an idea would be both monstrous and absurd. Assuming then the acceptance of my premise, I have tried to show that the losses by the war could be made good in a short time, i.e., in a relatively short time, only by doing things a great deal better than formerly, and that the accomplishment of such a result called for greater transparency in industry, for industrial cooperation, for thinking in terms of industries as a whole, and for the greater exercise of engineering functions. All of this introduced, of course, the position and psychology of labor. I say frankly that I do not look for labor to contribute any constructive thought to the upbuilding. I neither expect it nor hope for it. This is a pity, for it could do so much for its own economic advancement if it would. However, it never has done so, but rather has benefited only from the exercise of the talents of the few, and the main hope now is to bring it into a passive state, dispelling the resistive fallacies that developed during the war. Let us briefly examine the nature of these.

GROUND movement and subsidence is an important matter from several points of view and it is regrettable that more papers have not been written on this subject in the past year. Damage may be done to surface buildings or to the higher workings of a mine, and a study of the subject gives valuable in- formation on hanging-wall or roof control. The latter objective is strikingly shown in a recent paper presented by Jack Spaulding on Oct. 21, 1937, before the Institution of Mining and Metallurgy, of Great Britain, entitled "Theory and Practice of Ground Control in the Kolar Gold Field, India." All may not agree with some of his theories that were deduced from studies of the many violent rock bursts at depths of 5000 to 7000 ft., but the data obtained are of great value. His theories of symmetrical ring stresses and symmetrical domes which are pictured as perfect are rather hard to understand as such uniformity is un- likely in view of the irregularities in the formation due to folds and fractures of various kinds. All will agree in principle with this idea of domal effects, which have been observed in many countries, but they are generally irregular.

One of the greatest factors in our industrial development is cheap and convenient power. Long-distance electrical transmission has now reached such a stage that it is feasible, and practicable, to utilize the water-power of the country which was heretofore too remote for consideration. In all of the changes of energy from its various sources to its electrical applications, water-power stands pre-eminent in point of economy. Power-users the world over have endeavored to utilize this force in preference to any other, and until long-distance transmission was found practicable it seemed that every available water-power in this section of the country was doing its full share for the benefit of mankind. The success of each great industrial development has been clue in a greater part to some one man one who is just a step in advance of the rest in his particular field; one who is able to grasp a situation and foresee possibilities; and, above all, one who has that indomitable pluck and perseverance which sees in each obstacle one more step toward success. Such a mail is Eugene L. Ashley, for it was through his efforts that the development of the greatest power on the Hudson river was made possible. For several years prior to 1897 the various properties along the river between Glens Falls and Palmer Falls were in the hands of speculators. These men knew the value of waterrights, but they had not the ability to assemble the properties and finance such an undertaking. In 1897 Mr. Ashley began buying these water-rights, and, after two years of litigation, title mas secured to all of the properties along each side of the river, and the Hudson River Water-Power Company was organized to construct a dam and transmit power to the surrounding cities and villages. The South-Central Osa Peninsula produced around 30,000 kg (100,000 troy oz) of gold since prehistoric times. Gold freed by erosion from quartz lodes in the Mesozoic Nicoya ophiolite complex was reconcentrated through three generations of Quaternary sedimentary deposits. Resultant gold placers grade upward from 1 g/m3 (0.03 troy oz/m3) and are of moderate size.

The correct sampling of coal and coke is becoming important to an ever increasing number of producers and consumers. This, therefore, may be an opportune moment to examine where we stand with regard to existing and proposed methods. In this paper an attempt will be made to review, as briefly as possible, some of the considerable amount of painstaking research which has been done in the last 10 years, and which has unquestionably led to a much better understanding of the subject. In so doing we shall try, on the one hand, to make clear where substantial progress has been made, and on the other hand, to draw attention to points that require further investigation. The paper is divided into sections in order to emphasize the major divisions of the subject; further, in order to retain this emphasis, detailed consideration of some of the points has been relegated to appendixes. No attempt has been made to give a complete survey of the literature, as this has already been done by L. A. Bushell.2 The following abbreviations will be used: A.E., average error; P.E., probable error; S.W.R., size-weight ratio; B.S.I., British Standards Institution. It is generally recognized that "low temperatures" have a definite effect on the properties of metals and alloys. Furthermore, it is also generally understood that the effect is decidedly adverse. The possibility that the same low-temperature treatment might be employed for the purpose of improving certain properties of the alloys has received less attention until recently, and the experimental and theoretical knowledge consequently is meager. The effect of low temperatures may be studied in two ways: by studying such properties as tensile strength, hardpess, impact resistance, etc., at low temperature, and by studying the properties of alloys at room temperature after these alloys have been subjected to a low-temperature treatment. Even in the latter case, certain properties will differ materially from the same properties obtained on identical material but without cold treatment. In other words, subjecting alloys to cold treatment results in an irreversible change in mechanical properties. Changes of this character are usually indications of the appearance of a new phase or phases, and would be likely to occur in alloys which, either by virtue of their composition or by heat treatment, are retained at room temperature in a metastable condition. Consequently, studies of the effect of low temperatures logically should be conducted from the physicochemical point of view, since the results of such studies not only would furnish metallurgists with interesting theoretical data but would clearly indicate the classes of alloys that would hold promise of improvement, and, possibly, of new applications. As the present investmigation deals with chromium and chromium-nickel alloys of iron of the stainless variety, it has been thought desirable to present the data concerning low-temperature properties of these alloys, available from the most recent and most comprehensive work of H. It is generally agreed that cold-working mechanically refines the grains into smaller fragments and with continued working these are oriented with certain crystallographic directions bearing a relation to the direction in which the metal is worked. Some of the energy expended on the metal during plastic deformation appears in the form of heat, but a very small portion remains in the metal as stored energy. The entropy, specific heat capacity, temperature at which recrystallization will just begin, density, ductility, elasticity, tensile strength, and resistance to corrosion are affected. These properties have been studied extensively and some of the changes in the physical properties due to cold-working were attributed to lattice distortion.l-8 The broadening of the Ka lines on the X-ray diffraction diagrams of plastically deformed metals is believed to indicate lattice distortion, and consequently the existence of internal stresses. The evidence supporting this theory rests solely upon the observed experimental fact that the diffraction lines are broadened and the Ka doublets are completely diffused. Elam9 has reviewed the matter of lattice distortion in relationship to the hardening of metals by plastic deformation. The X-ray diagrams of plastically deformed metals differ in general from annealed metals. The hardening of a metal was believed due to lattice distortion.9 The resolution of the doublet is lost when a metal is cold-worked and the Laue spots are elongated. At one time this elongation was thought to indicate the elastic bending of the crystal planes. However, more careful work showed that the asterism was due to new orientations developed within the fragmented grains during plastic deformation. Some theories attributed the hardening to fragmentation of the grains into smaller units. Jeffries and Archer,ll after carefully considering the problem of work-hardening from many angles, came to the conclusion that cold-working mechanically refines the grains into smaller crystal fragments, some of which at least differ in orientation from the parent grain. A study has been made of the decarburization of low-carbon sheet steels at temperatures from 1100" to 1475°F in mixtures containing hydrogen, nitrogen, water vapor, and in some instances carbon monoxide. Decarburization occurs principally by the reaction C (in steel) + H20 = CO + H2 and follows a first-order rate law. The decarburization rate appreciably increases with an increase in temperature up to about 1325°F, but the increase in rate is small with fur- Use of a dry hydrogen atmosphere results in a relatively slow decarburization of steel and use of a wet hydrogen atmosphere results in relatively rapid decarburization. It is now generally recognized' that the reaction C (in steel) + H2O = H2 + CO [l] accounts for most of the decarburization that occurs in wet hydrogen-containing atmospheres. The present article is concerned with the decarburization of low-carbon sheet steel in H2-N2 atmospheres ther increase in temperature. The limiting rate of decarburization can be predicted from a knowledge of the solid solubility and diffusivity of carbon and this rate is approached as the water-vapor content of an atmosphere is increased. Hydrogen contents above about 8 pct are beneficial only in that they permit higher levels of water vapor to be used without oxidation of the steel. A buildup of CO in the atmosphere lowers the rate of decarburization. containing various amounts of water vapor and carbon monoxide. The effectiveness of these atmospheres and the influence of temperature on decarburization rate will be considered. EXPERIMENTAL WORK The chemical compositions of the three steels used in decarburization-rate studies are listed in Table I. Steel A was a commercially hot-rolled rimmed steel that was cold-reduced at the Laboratory to furnish specimens 0.025, 0.041, and 0.059 in. thick. Much work has been done recently in an attempt to analyze the physicochemical mechanism involved in the production of steel by the open-hearth process. This has resulted in reducing the process to a series of interrelated phenomena obeying the usual laws of mass action and diffusion. Of these, the reaction of the iron oxide and carbon in the molten steel is of most interest from a technical point of view as it constitutes the main action in the usual steelmaking processes. A. L. Feild' has formulated a basic differential equation expressing the open-hearth reactions and Herty has done considerable experimental work on the determination of a number of constants involved in the basic open-hearth reaction. In considering the application of the law of mass action to the reaction FeO + C + CO + Fe, the iron will be taken as constant, as is the case in the open hearth and the carbon monoxide pressure will be assumed constant at one atmosphere. From this xy = m at equilibrium, where x is the percentage weight of carbon, y percentage weight of iron oxide and m the weight-concentration equilibrium constant. While it is customary for physical chemists to express equilibrium constants in terms of molar concentrations, the constant is here expressed as the product of the percentage-weight concentrations for ease of comparison with the constants quoted by Herty and by Beild, and for more ready applicability to the open-hearth reactions. Herty and his associates have attempted to calculate the value of this constant from data on open-hearth heats. So many variables affect these results that an adequate calculation presents very great difficulties. A value of 4 X lop2 was first arrived at, but this was later changed to 1.6 X 10-2. Feild, in order-to illustrate the operation of the differential equation of the open hearth, has assumed a value considerably lower than Herty's, namely, 1.0 X 10-2, the largest value consistent with certain theoretical

REGARDING the results of preferential flotation at Cananea, Weinig has stated that "The concentrating mill of the Cananea Consolidated Copper Company at Cananea, Mexico, furnishes an excellent example of modern flotation practice. The complete figures are given because they present so forcibly the advantages of modern selective flotation."' L. O. Howard notes that "Perhaps the outstanding example so far published of improvements in results through the use of selective flotation is that at Cananea, Mexico." The following notes indicate the conditions under which the results were obtained at Cananea; also the effect of preferential flotation at the concentrator and at the smelter. In the majority of cases the full benefit of selective flotation is not fully realized, as the concentrates are shipped from the mill to smelters owned by other companies. The saving made at a certain concentrator by this method of flotation may be well understood but the saving resulting at the smelter from the results of preferential flotation at the mill is not so apparent, as the data are contained in the smelting records of some other company. Even at the smelter the great gains following preferential flotation may not be noted, as a variety of ores and concentrates from various sources are received and the difference from the changed concentrator operations of a certain mill may be obscured. As noted by Professor Weinig and Professor Howard, the results obtained at Cananea brought about a veritable metallurgical revolution at the smelter. There are probably plants at which a better preferential separation is being made than at Cananea. Many ores contain barren iron pyrite which, when depressed, does not carry copper into the tailing. Some concentrators use clean uncontaminated water for milling and in others the ore is ground much finer than at Cananea. All of these items are concerned in perfect separation. COMING over from the plant on the Denver and Rio Grande yesterday afternoon I was an interested listener to a smoking-room conversation that had to do with the experimental plant near Rifle. The people who were talking didn't know me and I didn't know them, but I learned quite a little. I understood that the plant would never operate; that it was not intended to operate; that the "oil trust" would keep it from operating; that our tramway had eaten up all our money and still was not working and would not work; that the plant was run by a bunch of kids, and that the superintendent was probably the biggest kid of the bunch. I plead guilty to the latter. But the people who were talking were misinformed. The plant is producing oil. The first sample of oil that came from our unit at the Bureau of Mines experimental plant at Rifle, Colo., was produced on Sept. 18, the first that came out of the condenser, and it is still coming. This sample of oil may mean to the United States what the first oil produced from the first well meant.

A grain boundary in a metal interacts with second-phase particles, which exert a pinning force (first estimated by Zener) on the boundary opposing its motion. We have computed the shape of boundaries which interact with more or less spherical second-phase particles and have constructed a soap-film model to reproduce the shape of the boundary surface. An important result is that measurement of this shape allows the pressure, or driving force, on the boundary to be measured. We hare applied this technique to grain boundaries in two alloys and hate measured the pinning force exerted by single second-phase jwrticles on the boundaries. It is in good agreement with Zener's estimate. J\. boundary between two grains, or two bulk phases, interacts with small inclusions or particles of a second phase, whether they are gas or solid. This interaction means that the boundary, forced to migrate by a difference in free energy between the material of the two grains or phases which it separates, exerts a force on a particle which it touches, tending to drag it forward. (The movement of inclusions through metals under the influence of this force, has, in fact, been observed. 1-3) Equally, the particle can be thought of as exerting a pinning force on the boundary, tending to hold it back. Zener (in a celebrated private communication4) first realized that this interaction, and the resulting pinning force, existed. His calculation of its magnitude was crude but adequate: a spherical inclusion of radius r blanks off an area nr2 of the boundary on which it sits; since the boundary has an energy of rMM x per unit area, the blanlung-olf decreases the energy of the system by MM: this energy is returned to the system if the boundary is pulled free from the inclusion— a forward movement of the boundary by a distance r will do this—so that the maximum pinning force is Trrym.M- A similar argument can be made for inter-phase boundaries. The nature of the particle itself did not enter this, or two subsequent treatments.5,6 When it is considered, tic leifthe energyoftheb a) The boundary may enter and pass through the particle if the energy of the boundary is lower within the particle than in the matrix. Fig. l(r/). Certain coherent precipitate particles behave like this. h) More usually, the boundary will bend round the particle, enveloping and bypassing it. Fig. l(b). In doing so, it changes the structure and energy of the interface between the particle and its matrix. This means that the boundary does not touch the particle surface at right angles, as early treatments assumed,5'9 but at some angle a which depends on this change in surface energy of the particle, and can be calculated from the equilibrium of surface tensions. Most precipitate particles and inclusions behave like this. Gas bubbles or liquid drops can be regarded as belonging to either group. The progress of bypassing is conveniently measured by the angle shown in Fig. 1. When the nature of the particle is ignored, its maximum pinning force is exerted when - 45 deg. When it is considered, this critical value of is found to depend on a and thus on the nature of the particle. The maximum pinning force lies between nryMM and 2jtjMM (Appendix 1). not very different from Zener's result. In reality, a boundary between crystals has a specific energy and tension which varies with the orientation of the boundary. Furthermore, recent experiments7 indicate that such a boundary is not atom-ically smooth, but has steps on it: migration of the boundary corresponds to the sweeping of these steps across the boundary surface, like the Frank model of crystal growth from the vapor. This means that the interaction of a boundary with particles should really be considered in terms of the way in which particles hinder the movement of these steps. To suppose a grain boundary or interphase boundary to be smooth, and to ignore the variation of its energy with orientation, is to liken it to a soap film. The advantage of this soap film approximation, which we have used throughout this paper, is that interaction energies and boundary shapes can be calculated easily. We have done this by numerical computation and by using a soap film model, and have compared the results with grain boundaries in an aluminum-based and a copper-based alloy. It turns out that the shape of the boundary which bulges between particles allows the pressure an it to be calculated; that is, the local driving force an the boundary can be measured. This has allowed us to check the Zener relationship experimentally.

LATEST estimates of Russian steel production for 1951 give rise to the belief that on at least one vital front, the Western bloc of nations has maintained a definite advantage. On the surface, we are outproducing the Eastern bloc by more than twice. The United Nations Economic Commission for Europe estimates Russian output at 31.30 million tons, a 15 pct increase over the previous year. Production for the entire Iron Curtain is figured at 40.93 million tons. Western Europe alone produced 17 pct. more steel during the same period. The figures are misleading in one sense. We have no precise idea of how much steel is being used for arms. The Western nations are still expending much of their production for consumer goods, and you cant throw washing machines in a shooting war. It is significant to note that Russian production is well, beyond estimates made by world authorities prior to the current international situation. INTERIOR Secretary Oscar L. Chapman warns that the United States must make use of the resources of other nations or face mineral impoverishment once the time of struggle is over. He pointed out that the present struggle between two ideologies can leave the United States in such a state as to preclude anything but political' victory-with an accomp anying economic loss that will be irreparable. Chapman scored the attitude whereby conservation programs are looked upon as a luxury, pointing out that the nation faces an ever increasing need for action on that front. He also announced that the Bureau of Mines doubled its facilities for producing pure zirconium during 1950-51 at the request of the Atomic Energy Commission. Zirconium may be an important structural metal for atomic power devices. The Interior Secretary also said that the AEC has provided the Bureau with funds for the study of radioactive minerals and to help test and evaluate about 9000 ore samples believed to contain uranium.

(communication to the Secretary) : Mr Hartman says (p. 4 of the pamphlet) that the penetration of air into the crucible of the blast-furnace " is, of course, a function of the diameter of the nozzle." To this I would emphatically take exception. Fig. 1 represents a vertical ideal section of tuyere, cruciblewalls and charge, immediately at the tuyere, in which the currents of air are represented, both in quantity and in direction, by the tortuous black-lines emanating from the nozzle-opening and passing through channels of the least resistance. As an electric current, flowing by various conductors to a common point, is carried in quantity inversely as the resistance of those conductors, so here the air ramifies through the most open cavities or channels, relatively little of it passing where the resistance due to fine materials is great. This figure represents the course of currents in the vertical plane only. As a matter of fact, they pass away in every plane, as opportunity offers. The effect of blocking or decreasing the area of the nozzleopening would certainly only decrease the quantity of air entering by that particular tuyere, without assisting penetration. The large channels (b, b, Fig. 1, for example) would still carry the larger part of the air, while again the smaller channels (a, a, a) would continue small and take no larger percentage of the air than before. These channels momentarily change, however, with the slow descent of the coke. Further on (p. 5), Mr. Hartman describes the dispersive effect of a single lump of fuel. He has only to conceive the entire spaces before the tuyere-nozzles as filled with such lumps, in order to parallel the condition of affairs I have just explained. It is where the large pieces of the charge come down, that the mass is the most open, and the blast passes most freely. On the other hand, wherever the fine ore collects combustion proceeds slowly, because of the smaller supply of air. The
