In the planning and erection of smelting-works, especially of such as contain the modern large water-jacketed blast-furnaces, we are often confronted with an insufficiency in the watersupply. It may be impossible to find in the immediate neighborhood of the selected site a sufficient supply to furnish the jackets with cold water. Or there may be enough water for this purpose, but it may be highly charged with scale-forming minerals held in solution. Or, the main water-supply, if pumped from the workings of a mine, may carry iron- or copper-salts, or even some free acid in solution, all of these substances being derivable from the oxidation of sulphuret-ores in the mine. Moreover, such mine-waters sometimes contaminate the waters of the creeks, so that these become unavailable, and we have to fall back on an inadequate supply of pure water furnished by some spring or springs, entirely too small in

EVERY engineer and user of wire rope is desirous of information that will enable him to determine whether the performance of any particular piece of rope is satisfactory, and what conditions can be changed so as to increase the life of a rope. In most cases, it is far from easy to analyze the conditions of service and tell which is the greatest factor in determining the life of wire rope. If we start on a layout for an entirely new rope system, the task of making conditions satisfactory is simplified so far as the engineering details are concerned; but if the plant requiring wire rope is in operation, any change is likely to involve the expenditure of consider-, able money to replace and change over machinery that must be kept in constant operation, because a large monetary loss will result from a shutdown for even a few days. Often wire rope is kept operating under bad conditions, as the user thinks that it is cheaper and quicker to replace the rope than to make alterations in the hoisting machinery. A typical case is a metal mine operating in what is now almost the center of a large mining city, where it owns a few acres of mineral rights. It was expected that the shaft would go to a depth of 1000 ft. (305 m.), so a moderate sized rope, about 1 ¼ in. (31.7 mm.), was used on a 6-ft. drum with a 7-ft. head-frame sheave and rather short lead from drum to head sheave. This mine has gone deeper each year until, it is now 2500 ft. deep and the rope speed has been increased from 1500 ft. per min. to over 3000 ft. The original rope just filled the drum in one layer, now it overwinds three layers. The original ropes were probably 6 X 19 crucible steel and lasted from 12 to 18 mo.; now, the highest grade plow steel is used, yet the average service is only about 6 mo. The cause is not hard to find. If the engineers had known at the outset what would be done with this hoist, the design would have been very different. Conditions at this mine, from a wire rope standpoint, have gradually become worse and it is difficult to see how rope service on this hoist can be com-pared with the service of previous years with any fairness to the wire-

THE possibility of oil and gas production in Alabama has been little considered as yet. Gas and some oil have been found in northwestern Alabama, near Birmingham, in the Pennsylvanian beds, but the oil and gas possibilities in the Cretaceous beds are not generally appreciated. The recent activity of oil companies in that State has attracted much attention, and in this paper the main structural and the general stratigraphic features are described. Four favorable areas are outlined. These contain folds of major interest. There are other favorable areas which have not been mapped. Commercial pools discovered in this area would have the advantage of being near tidewater. Mobile, Ala., on the Gulf, of Mexico, would be the logical site for refineries and shipping facilities. A pipe line could readily be laid to that city from the Hatchitigbee and the Jackson areas. The logical outlet for the Geneva and the Gordon areas would be Panama City, Fla., on the Gulf of Mexico.

Located in virgin coal acreage near Gilbert, W. Va., Massey Coal Mining Co.'s Ben Creek No. 2 mine afforded the company's engineers the opportunity of designing and laying out the entire mining operation from the mine faces to the railroading loading site. However, the topography of this region posed difficult problems in haulage of coal for, in this extremely rugged terrain the uppermost coal seams lay in the mountain-top ridges, approximately 1400 ft above the valley floor. The decision for mining equipment naturally leaned to the new high-capacity continuous miners where seam conditions permitted: otherwise, to the new super-high capacity conventional cutting and loading machines. Since the coal seams lay in ridges and points of considerable outcropping, the decision was to keep the transportation on the surface and mine the coal with multiple entries into the outcrop. This way, the major problems of underground haulage, drainage, and ventilation are eliminated, and the opportunity to take advantage of a-c underground power becomes a much simpler proposition.

In 1950 the phosphate fertilizer market warranted the design and construction of a new fertilizer plant by Cominco at Kimberley, B.C. The initial rated capacity of the plant was 70,000 tons per year of high- grade ammonium phosphate. The plant was placed on-stream in 1953. One of the major problems in operating the fertilizer plant was the disposal of the gypsum tailings slurry which was a by-product of phosphoric acid manufacture. The original weight of dry tailings produced by the mill was 500 tons per day. This quantity increased over the years until a projected 2200 tpd was selected for the pond design described in this paper. The original gypsum tailing area was located south of the fertilizer plant and adjacent to the St. Mary's River. By 1965 the original disposal area had proven inadequate and Cominco's engineering staff had selected a 500 acre disposal site to the east of the plant.

In an investigation of the decomposition of the solid solution in a cold worked high-purity aluminum alloy containing 7 pct Mg, aged at temperatures from 30o to 82°C, the nucleating sites at the earliest stages of precipitation were observed to be of two types. Nucleation occurred at the high angle grain boundaries both when the alloy was initially cold worked and when solution annealed. Nucleation also occurred at certain unique deformation markings which began to appear in abundance at approximately 30 pct reduction in thickness by cold rolling. These deformation markings were identified as deformation (kink) bands rather than as the usually assumed "slip planes." A data-classification scheme was developed to detect potential uranium mineralization in the Montrose l º x 2º quadrangle, Colorado. The methodology developed is a rapid and efficient method of resource evaluation on a reconnaissance scale. The necessary techniques were developed and refined to digitize, integrate, and register various large geological, geochemical, and geophysical data sets for the Montrose quadrangle, Colorado, using a grid resolution of 1 km. All data sets for the Montrose quadrangle were registered to the Universal Trans- verse Mercator projection. The data sets include hydrogeochemical and stream sediment analyses for 23 elements, uranium-to-thorium ratios, airborne geo- physical survey data, the locations of 90 uranium occurrences, and a geologic map (scale 1:250 000). Geochemical samples were collected from 3965 locations in the 19 200 km2 quadrangle; aerial data were collected on flight lines flown with 3-5 km spacings. These data sets were smoothed by universal kriging and interpolated to a 179 x 119 rectangular grid (each grid block is 1 km2). A mylar transparency of the geologic map was prepared and digitized. All possible combinations of three, for all data sets, were examined for general geologic correlations by utilizing a color microfilm output. Subsets of data were further examined for selected test areas. A classification scheme for uranium mineralization, based on selected test areas in the Cochetopa uranium district, is presented. Areas favorable for uranium mineralization, based on this scheme, were identified and are discussed.

FEB. 17-The past month found the average citizen backed off just a little more into his blind corner staring glassily at hydrogen bombs, unbalanced budgets, John L. Lewis, more inflation, a rising wave of strikes, the country's only active battleship on a mudbank, a famous scientist in gaol as a traitor, a favorite actress on a Roman holiday, and rising mountains of potatoes, butter and eggs begging for destruction. About the only bright spot has been industrial activity and employment, but even these are menaced by the coal shortage. Most industries have orders on hand or in prospect to warrant high operations for some time to come. The trend of the Reserve Board's production index is upward except as strikes may interfere. There has been heavy buying at the seasonal merchandise shows, particularly in furniture and house-hold goods. The demand for goods of this kind illustrates greater confidence in the Spring outlook than was generally felt a year ago. Further, the demand also reflects improved market positions due to curtailment of output and reduction of inventories in 1949 and sustained consumer buying power. It demonstrates the strong support that is given directly to many businesses, and indirectly to all, by the phenomenal construction activity that is now under way. The Commerce Department places the number of new dwelling units started in 1949 at the new all-time high of 1,019,000.

The use of water-cooled breast-jackets or cinder-tap blocks is a great convenience in lead-smelting, even when siliceous slags are made. If the charges are at all basic it is almost imperative. Jackets of riveted wrought-iron or steel are expensive; those of cast-iron are liable to crack; those of bronze are costly and not durable, being easily penetrated by tapping-bars or destroyed by streams of matte impinging against them. To overcome these objections I introduced at the Hanauer works, in April, 1886, castjackets of steel, which have been in constant use since that time and are to-day as good as new. These jackets were made for us by the Chester Steel Castings Company, of Chester, Pa., at a cost of ten cents a pound at the works of that company. The metal is 5/8-inch thick, and the jackets were cored and tapped for l1/2-inch bushings, affording two large holes for the removal of dirt and incrustations. The same holes are used for feed- and discharge-water through 3/4-inch pipe. I hope the successful introduction here of cast-jackets of steel will lead to their more extended use in all branches of metallurgy where water-cooled surfaces are severely taxed, and where the size and thickness of the castings are not unfavorable to the production of a sound article, impervious to water and of high tensile strength.

From L. K. Armstrong, Secretary of the Columbia Section of the Institute, we have received information as to the activities and plan of the Spokane Engineering and Technical Association, which was recently organized under the joint auspices of the local sections of the American Institute of Electrical Engineers, the American Society of Civil Engineers, and our own Institute. The first meeting was held on September 20, at which a program for the following year was adopted. The, meeting was then conducted by the Civil Engineers., the principal business being the reading of a report by Mr. Flinn, Secretary of the United Engineering Society. The second meeting was held on October 18, of which the Columbia, Section of our Institute took charge. According to the program adopted, meetings will be held regularly on the third Friday of each month, except June, July and August. It is understood that these meetings shall not interfere with nor abridge the independent activity of the participating societies. The proposed work of the Association is to be conducted by a large number of committees, whose attention will be devoted to such subjects as the following: Municipal, Highways, Resources, Manufacture and Industries, Legislative, Educational, National and State, Patents and Inventions, Americanization, Safety and Rehabilitation, Research, Emergency. When all of these committees shall have been filled, and their work begun, it is expected that the engineers of Spokane and vicinity may take a more active part in things affecting human welfare in that vicinity.

THE-Institute of Metals Division opened on Tuesday afternoon with Wheeler P. Davey as chairman and G. E. Edmunds as vice-chairman. Four papers were on the program, two being of a fundamental character. A paper on "Internal Surface in Minerals and Metals," by R. S. Dean and J. Roster, was presented by the latter; C. H. Gottschalk discussed coercive forces in powders. In answer to a question by the chairman. The author stated that he had not investigated [he temperature coefficient of resistance. A paper on "Recrystallization and Grain Growth in Cold Worked Polycrystalline Metals," by L. W. Eastwood, Arthur E. Bousu, 'and C. T. Eddy, was presented by Mr. Eastwood. A. great many quantitative data were given, with little reference to the theory. Theoretical considerations were discussed by Dr. Gottschalk, and C. A. Edwards of the University College of Wales, contributed very interesting comment on the relationship of size and critical strain. Dr. Edwards discussed the necessity of considering strain with time and temperature.

An open pit rock structure usually contains geological planes of weakness. They are formed by joints, faults, bedding planes, fractures, and cleavages. Rock slope failures often occur in the form of sliding of rock blocks along a plane or several planes. Such a rock block has three- dimensional geometry, and consequently a vector method of analysis has been found useful in evaluating its stabi1ity.l-3 Rock blocks of a tetrahedral shape with one free surface have been analyzed by Londe.3 Rock blocks formed by sets of parallel joints have been analyzed by Wittke.1,2 The present chapter presents the analysis of rock blocks formed by planes of weakness of arbitrary orientation, and of three-dimensional geometry. A plane of weakness is represented by its dip and strike in vector form and is reduced to the form of a linear equation. The geometry of the rock block is defined by solving the linear equations. The geometric characteristics of a rock block are based on triangles and tetrahedrons. By this treatment, the three-dimensional geometry is simplified and the number of calculations of forces and moments is reduced. Methods of finding the geometric characteristics are presented, along with equations for calculating the resultant forces and moments and the factor of safety. BASIC ASSUMPTIONS The following assumptions are used : The solid part of the rock mass is much stronger than the rock mass at the plane of weakness and the rock mass will only fail along planes of weakness.

One of the main functions of rock mechanics research has been to find ways of determining in-situ stresses. Many methods have been suggested, the most significant ones calling for measurements inside bore- holes. These methods usually employ some instrumentation for the purpose of measuring hole deformation. Several years ago, a new method was suggested by Scheidegger,l based on previous work by Hubbert and Willis.2 It was the method of "hydraulic fracturing," which had been introduced by the oil industry in 1948 for the purpose of oil-well production stimulation. Basically, hydraulic fracturing consists of sealing off a section of a borehole, pumping in a fluid, and pressurizing it until fracture occurs. If pumping is continued vigorously, the fracture is opened up and extended. In an oil field, such an artificial fracture increases the overall permeability of the formation and usually enhances production. During the entire operation, the variation of pressure with time is ordinarily recorded. Hubbert,2 Scheidegger,1 Kehle,3 and others have shown that the recorded pressures can be theoretically related to the magnitudes of the principal in-situ stresses; the orientation of the fracture can often be used to determine the direction of the principal stresses. The advantage of hydraulic fracturing over the present in-situ stress determination methods is simplicity: no sophisticated instrumentation is required inside the borehole; hence, the stresses can be measured at any depth. J. J. Predali and J. M. Cases (Attachè de Recherche and Charge de Recherche, respectively, Centre de Recherches sur la Valorisation des Minerais, Institut Polytechnique de Nancy, Nancy, France)-The role of CO, in carbonate flotation is one of the parameters of a complex phenomenon: the adsorption of salts of fatty acids onto minerals. The authors therefore must be congratulated for their work. Their experimental results suggest some questions: 1) Recovery with C02, benzoic acid, or HCl, look very similar [(Fig. 1)] to that with the use of air; however, the recovery decreases very slightly (<10%). But in these two kinds of experiments, two parameters are different: the pH which is near 5.8 (with C02) becomes 9.1(without C02) and the concentration of Ca* I x 10-3 mole per 1 (without C02) becomes 1.9 X 10&apos; mole per 1 (without COO. 2) Adsorption experiments (Fig. 2) permit computing the surface coverage 9 which is 7.4% (without C02) and 8% (without CO_.) for an initial concentration of 12 X 10-6 mole per 1 in sodium oleate. It seems doubtful to us that this small variation can produce large increases of the recovery in flotation. 3) It is difficult to correlate adsoption and flotation experiments because they do not seem to have been done with the same size of particles. The concentration needed to obtain 95% recovery (Fig. 1) is about 3.0 X 10_" mole per l, that is, 1.13 X 10-6 mole for about

INTRODUCTION Economic deposits of phosphate are found at shallow depths (80 ft.) in central and northern Florida (Figure 1) where they have been mined since the late19th century(l).The present (1978) mining rate is approximately 40 million short tons per year of product (called “phosphate rock1”), which represents approximately 80% of the total U.S. production and 30% of the world production. The principal use of Florida phosphate is for the manufacture of fertilizer. There are 10 major mining companies and 20 active mines in Florida at the present time, strip mining approximately 5000 acres per year. The ore, known as "matrix," consists of gravelly clayey sands containing phosphate minerals (principally carbonate fluorapatite), quartz, and clay minerals. The clay to phosphate ratio is generally about 1:1 by weight and the sand to phosphate ratio ranges from, 1:1 to about 3:1. Mining is done by large electric draglines, which strip and cast the sandy overburden soils, generally 10 to 40 feet deep, and remove the matrix, generally 10 to 25 feet deep. Dragline bucket capacities are generally 20 to 45 cubic yards, but range up to 65 cubic yards. Mining cuts are usually 300 to 500 feet wide and up to several thousand feet long. The ore is cast into an earthen sump where high pressure water guns are used to slurrify it. Centrifugal pumps move the slurry through a pipeline to a beneficiation plant where the phosphate rock is separated from the waste sand and clays.

PETROLEUM&apos;S importance in World War II can perhaps be better realized by the recitation of a few facts and figures: Gasoline needs in this war are already eighty times greater than in the last war. It takes nearly three pounds of gasoline to deliver one pound of bombs, filled with petroleum explosives, on an enemy objective. Every American soldier overseas requires an average of more than fifty gallons of petroleum products per week, with the oil used by Navy and supply ships and America&apos;s Allies boosting the consumption of oil per soldier to an even higher figure. Every oil well in the United States now must produce each day an average of four barrels of oil for war and combat jobs. More than fifty million gallons of gasoline, fuel oils, lubricants, and other petroleum products are now going directly to the fighting forces every day.

PROGRESS on the earth depends to a large extent upon the rapid inter-change of ideas and commodities between the various nations of the world. The smooth flow of commerce, by which these ideas and com-modities move, is accelerated by accurate and complete maps of the various land and water areas of the earth, The production of accurate maps depends upon a complete knowledge of the figure and dimensions of the object to be charted, therefore a knowledge of the shape of the earth is a prime necessity for accurate charting purposes. Gravity observa-tions were first undertaken to aid in determining the shape of the earth so that the geodetic surveys of its land and water areas might be more accurately connected to form an undistorted map. A large part of the earth&apos;s surface is water and it is therefore necessary to get gravity values at sea as well as on land before a complete and accurate figure of the earth can be determined. Dr. F. A. Vening Meinesz, of Holland, was the first scientist to perfect a pendulum instrument that would accurately measure gravity at sea. He had previously developed a multiple pendulum apparatus for measur-ing gravity upon swampy and unstable land areas in Holland and it was therefore quite natural that he should adapt the instrument to give accurate results upon a still more unstable support, the surface of the sea. His instrument as perfected gives satisfactory results when mounted in gimbals on any vessel where the roll and pitch are not more than about 5° and where the vibrations from rotating machinery and wave action are not large enough to cause the pendulums to shift on the knife-edges. This degree of stability can be obtained on surface craft only in protected waters or on very calm days. Therefore, Dr. Meinesz mounted his instrument in a. submarine so that he could submerge below the disturbed surface waters and get the desired stability in nearly any kind of weather by simply diving to greater depths. Most of the gravity-at-sea work has been done with a Meinesz instrument and a very large number of the observations have been made by Dr. Meinesz himself. He has occupied nearly 1000 sea stations and probably has traveled as many miles by

not weaken. I saw him shortly before he was killed; his conduct under fire was splendid and an inspiration to his men. His loss is felt deeply by all ranks. Thanks to him and to others, who like him, paid the full measure of devotion to their country, our line was held until the critical situation in that vicinity was at an end. He died the true death of a soldier, with his face to the enemy. As we now look back, it is easy to believe that this holding of the line of defense intact by General Carey and his men was a determining factor in the outcome of the war. To have played so important and noble a part in this vital effort as that taken by Perry is assuredly the privilege of few. Our lives, it seems, are like capital entrusted to us to be expended as wisely and effectively as we may. With them we purchase whatever of accomplishment the stuff that is in us permits. It is impossible to escape profound regret that a career so full of the highest promise, and a personality so overflowing with all that is fine and lovable, should have been cut short at the age of thirty-one. Yet who can doubt that in a few months Perry bought with his life the fullest achievement of a life-time—a glorious part in the salvation of Liberty and Justice and Decency, indeed of Civilization itself! Introduction In a previous investigation on the effects of repeated strains of large magnitude on the aluminum alloy 24 ST, it was found that the reduction in ductility by straining in tension was partially restored by a subsequent compression.&apos; As illustrated by the dashed line in Fig I,$ the ductility (e~) retained after prestraining in tension by a certain amount (el) and measured in a subsequent tension test is represented by a straight line sloping down under 4s°. If a compression of the same magnitude as the first tension is inserted (€2 = — €1) between prestraining and final testing in tension, such a "balanced" tension-compression cycle yields a ductility considerably higher than that present after prestraining in tension only. The results of these tests can be correlated with those of an investigation on the effects of prestraining in compression.~ As also shown in Fig I, the ductility in subsequent tensile tests decreased with com- pression, at a rate considerably slower than that after prestraining in tension. The above discussed testing conditions can be considered as special cases of a general straining cycle, consisting of first, straining in tension by an amount el, subsequently straining in compression by an amount e2, and finally determining the retained &apos;ductility, e,, in a tensile test. Prestraining in tension is then represented by el > o and e2 = o. Prestraining in compression is given by e~ = o and e~ < o. Balanced cyclic straining is defined by the condition el > o and cz = — 61. In order to obtain further information on the effects of straining cycles consisting of tension and subsequent compression, further tests were made, varying both the tension strain, el, and the compression strain, e2, within extreme limits; el varied between 0.06 and 0.28 and e2 between — 0.008 and —0.h approximately. Apparently, such tests have not been previously performed. They revealed phenomena which have not been recognized to date, The results of the investigation are herewith reported, without attempting to correlate them with internal processes within the metal structure. However, in order to assist in an analysis of this type, the results have been represented in various manners. Two types of decline curves are considered and their applications are discussed. The first is the well-known semilogarithmic decline curve having the rate of production plotted on the logarithmic scale and the time on the horizontal scale. The other curve is the percentage of oil in the fluid versus cumulative production, and it is plotted on Cartesian coordinate paper. These curves are illustrated by carefully and adequately labeled graphs. Where conditions permit application of both types of curves for rationally determining the reserves of a well, both should be applied and the most conservative reserve should be chosen. Formulas are given for determining the economic limits. For a semi-l~~arithmic~decline curve the formula is: A = B X C X D X E X F or B = A/C ? D X E X F A = total monthly operating cost (average of past year), B = economic limit in barrels of oil per day, C = days in an average month = 30.4, D = market price of crude per barrel, E = 1-royalty, F = 1-gross production tax, G = water production in barrels per day at the economic limit, H =per cent oil in fluid at economic limit. The economic limit for a per cent oil in the fluid curve is: H = B/B+G X 100 The semilogarithmic decline curve is treated first. Straight-line extrapolations on semilogarithmic paper follow the compound interest compound discount law, hence the ensuing formulas derived from this law may be used in computing reserves for such extrapolations: [1___1/(1+Y)]
