WHEN a subject, such as the manufacture and service of chilled car wheels, as has been fruitlessly discussed for ten or fifteen years, it is difficult to revive interest and action by the mere repetition of statements and arguments that have been made before. And when a situation involves serious responsibilities for conditions that have grown up under circumstances beyond the control of any particular individuals or authority, it is even more difficult to deal with. But there is one phase of every subject that need not involve these particular points if presented in a, proper manner; and that is, " the future state." I will try to present the subject of this communication from the latter standpoint and with the hope that all of those interested will feel disposed to give the matter attention from the basis that it is a, vitally important one to all that travel on railroads, whether as employees or officials, or as dependent on those in charge of the operation, or in the matter of materials and equipment used. The conditions of chilled wheel service have been changed so radically in the past ten or fifteen years by the use of freight cars of 40 and 50 tons capacity, that it is fair to say in the interest of all concerned in the use and in the manufacture of such wheels, that the increased strains and loads have been quite sufficient to account for much of the service results that have transpired. That proper provision was not made for increased possibilities of strength and wear, in fact that previous factors of the kind were allowed to deteriorate, is no proof that such wheels cannot be made equal to heavy service conditions as shown in the data given herein.

Maps and Mining Data for the Library. I suggest that the Institute Library can increase its usefulness by systematically soliciting from the engineers and mining companies all published reports and maps, and parts of reports and records, not of a private or confidential nature. If this is done an engineer assigned to report on a well-known property or district may depend on finding at the library a large amount of preliminary data and general information from these official and engineering reports relating to his prospective investigation. In many mining reports a large part of the report is of a general technical and scientific character, and there could be no good objection on the part of either the engineer, or his client to making such information thus of record. I believe there would be a great deal of information furnished by the engineers if they were properly solicited under this plan. I have found on different occasions that much work could be saved by such records now in the Library. The plan would also have the advantage of keeping the Library in closer touch with the active engineers, a feature to be desired. I also have in mind that the Library should undertake to collect all the prospectuses and financial literature which is issued in connection with mining. Of course a great deal of this is unreliable, but even this is valuable for record in the matter of legal and other investigations. I shall be glad to co-operate with you, and do anything I can to develop more in detail the general ideas above noted. The graphic methods and records described in this article have been developed, with satisfactory results, for the use of executives of the Chino Copper Co., in Hurley, N. Mex. Particular attention is directed to the use of large wall-charts, the quick reference display of large charts, the scale notation of metallurgical charts shown in Pig. 3, and the inclusion of mesh extraction on screen analysis diagrams. To properly comprehend the operation and metallurgical results from a concentrating plant, a daily record of essential data is kept, usually involving the dry weight of ore milled or treated, dry weight of concentrate or metal produced, assay values of heading, assay values of tailing, assay values of concentrate, and percentage of extraction or recovery. In addition it is often necessary to record moisture, pulp density, or dilution, percentage of weight of oils and reagents employed; screen analyses of grinding conditions, oversize, etc.; assay values of non-valuable or interfering substances; cost data; and such special information as may be required. GRaphic Presentation . Close analysis is necessary of a daily operation involving such a number of factors, the relation and influence of which may be of great importance in the treatment scheme. When the analysis is made from a numerical tabulation, the chance for one or more obscure, but perhaps important, factors to escape notice is considerable, therefore the need for an accurate, readily digestible presentation of metallurgical data is obvious.. Graphic records of milling operations are frequently used, but owing to the wide range of magnitude and values, and the number of factors involved, the customary practice of assigning different values to the same ordinates, as in Fig. 1, results in a complex and intricate record which makes little appeal to a busy operating official. The methods shown in Figs. 2 and 3 are devised to display such data in a clear and legible manner, without confusion.

IN international affairs, the great event of June was the meeting of representative bankers at Paris -for consideration of the arrangement of a large loan to Germany. The conference dissolved in futility. Following this abortive conference, the delegates to the parley at the Hague assembled there on June 15. America is not represented at the Hague, any more than at Genoa. The British view the conference seriously and have Leslie Urquhart, the highest authority on Russia, attending in an official capacity. The Irish had their election and voted by strong majority in favor of the treaty with Great Britain, which was happy, but the general situation in Ireland is miserable. In China there were spectacular military and political events. Economically, Japan was in trouble. Conditions are becoming better in India, although no yet settled. Egypt has troubles still. Australia has a better chance for welfare, following the overthrow of its labor govern-ment early in April last. In Europe it is hard to discern any improvement except in Great Britain. Business in Great Britain has been slowly widening. The future of Great Britain, which is chiefly an in-dustrial country, depends on finding employment for its, 1,750,000 idle men. Personalities figured largely in June. Lenin's health was represented as having failed so that the govern-ment of Russia has had to be-turned over to a trium-virate. All of this has been denied. It is clear that some. mighty events are transpiring there. The assassination of Doctor Rathenau in Germany is probably also an occurrence of portent. The murder of Field Marshal Wilson, in London, tended to in-crease anger in England against the Irish. In the United. States the attention of Congress was concentrated on the soldier bonus, the tariff bill and the subsidy for shipping. All of these projects are economically bad and are of the same nature, viz., the allotment of a bounty to some classes of people, without consideration to the general national interest and welfare.

DURING 1931 the petroleum industry has faced the most hazardous periods of its existence, caused by large potentials, overproduction, and demoralized markets. Two state governors actually resorted to the use of the militia in an effort to restore a semi-stabilized condition within the industry, to prevent waste of the states' natural resources, and to restore prices to a level that would yield the states a reasonable tax revenue. These conditions have made it necessary to put into effect most. stringent economies and have produced a spirit of cooperation between companies to an extent that never before existed. The necessity for unified action on such matters as proration and the advantages to be gained by unit operation are being realized by the oil industry as a whole. Fewer wells have been drilled and wildcat operations almost eliminated: development and operation costs have been greatly reduced and more attention is being paid to efficient recovery methods. The net work of oil pipe- lines has grown rapidly especially in the area of East Texas. The construction and operation of natural gas and gasoline pipelines into areas far distant from the source of supply has been one of the outstanding accomplishments. Refining efficiency has continued to increase and the public is being supplied with a better grade of gasoline at a lower price. The unreasonable tax which state politicians have succeeded in placing on gasoline has encouraged tax evasion and unfair competition by un- scrupulous dealers and has misled the public as to the true price of gasoline.

The co-operation of the members of the Institute is earnestly sought by the Committee on Nominations, recently appointed by the Board of . Directors, in its work of formulating a ticket for officers and places falling vacant in the Board of Directors in February, 1916. The Committee must present the official ticket of nominations to the Board of Directors at its October meeting. Members are, therefore, urged to send promptly their nominations for officers and Directors in order that the Committee may have an opportunity to give them full consideration. The officers to be elected at the annual meeting in February, 1916, are: One officer, known as Director and President. Two officers, known as Director and Vice-President. Five officers, known as Director; The attention of members is called to Articles V and VII of the Constitution, and to By-Law XIII, which reads as follows: "The geographical districts to be considered by the Committee on Nominations shall he as follows, until otherwise ordered by the Board. (New Haven 'Meeting, February, 1909.) AWAKENED public interest in efforts to conserve natural resources will certainly be appreciated by the members of the American Institute of Mining Engineers, and a discussion upon conservation may well form a part of one of the Institute meetings, for the records of papers and discussions which appear in the 38 volumes of its Transactions are replete with evidence of effort's in this direction. Every process which reduces the fuel consumed or the power applied per unit of product; every utilization of waste material, or employment of that formerly rejected, to obtain something of value ; every feature of construction or operation which lessens the labor required or increases the output per employee, is an advance in the direction of true conservation. This may not appear from the records of late conferences or from published articles, in which the effort seems to be concentrated upon reducing the consumption and presenting to the people of the country estimates of exhaustion of natural resources. I rejoice in the awakening of public interest in a matter so important for the present and future welfare of our nation; I appreciate the possibility of much good following conferences of the Governors and delegates from various States and from national societies; and I recognize the interdependence, not only of different States, but of contiguous nations. In fact, the marvelous development of transportation by land and by water, and the decreasing rates at which commodities can be moved great distances, have in many cases practically obliterated geographical boundaries, and nearly every country on the globe can either market its product in other lands or draw upon them for raw or manufactured materials ; hence, conservation is an international subject.

The metric system is now in official use in the Republic of Mexico, having been adopted by the Government in the year 1862. Athough it is used to compute all customs and other duties to be paid to the General Government, in the measurement of public and private lands arid in all freight and other transactions on the railroads, and is taught exclusively in the public schools, the system has made but slight head way among the people,and has not succeeded in displacing the old-time weights and measures, which are still used in ordinary commerce. The latter were founded on old Spanish models, but, owing to the inexactness of the first standards and to subsequent changes, differ at present very widely from their originals. As to local modifications, weights are the same all over the Republic, but measures of the same name differ greatly in capacity in different States, and even in neighboring towns. The value in the metric system here assigned to each denomination of the old weights and measures is that fixed by the Mexican Government at the time of the adoption of the metric system. The equivalents in American weights and measures were calculated by me from data found in Trautwine's Pocket-Book as to the comparison between the French and American weights and measures, and are believed to be correct. I shall be thankful for early notice of any error that may be detected, that it may be corrected before the final publication of this paper in the Transactions. Linear Measures. Kilometers. SEEPAGES Of oil in Ecuador have been known for many years. The locality first to receive attention, and still worked in a modest way, lies on the north shore of the Santa Elena peninsula, between La Puntilla and Salinas. Operations were first conducted largely by local capital. Later, foreign companies acquired large blocks of land, where they have done considerable drilling. For details concerning present drilling activities in Ecuador, we are indebted to Leon Price, an American resident engineer of Ecuador. The information solicited, came to the author through the office of the American Consulate,' with permission to use it. The coastal plain bordering the Province of Tumbes, Peru, continues to the northeast, but narrows on passing the Zarumilla River. From this, point northward it widens toward Santa Rosa. In fact, the pampas, as shown on the official Wolf map, correspond fairly well to the areal extent of the coastal plain as far as Guayaquil. This is shown in a general way on the accompanying map. The author understands that the Guayaquil embayment is bordered on all sides by the coastal plain, as recognized at Tumbes and farther southwest, and that it can be followed without a break as far north as Palmar. This view is supported by the mapped area regarded by Mr. Price as favorable or possible oil territory. Moreover the islands in the Gulf of Guayaquil are the same geologically as the coastal edge, being composed of Tertiary sediments. The author understands also that Tertiary formations occur north of Palmar. According to a report by Mr. Cardon, of Guayaquil, Tertiary sediments are exposed in the region of San Francisco and extend to and beyond Pta. Calera. There is also reason to believe that at least the lower part of the valley of the Santiago River is occupied by Tertiary sediments, which probably border the coast line and extend into the River Mira basin, and into Colombia.

THE electric motor has steadily replaced the steam and air engine for use in mine hoists, until today a new installation with other than electric drive is a rarity. Much existing steam-driven equipment has been changed over to electric drive. Driving power has grown in capacity since the initial electric unit rated 10 hp installed at Aspen, Colorado, in 1888, to 3000 hp and 4000 hp in the United States, and to 5500 hp in Canada-the largest in the Western Hemisphere. Electric installations now total in the thousands of units, a growth largely made possible by the development of large central electric-power stations and the extension of electric-power service to more mining areas.

Essentially all production for Peru came from the three established fields in coastal northwestern Peru (Fig. 1). These fields are known as La Brea-Parinas, Lobitos, and Zorritos, in order of importance. Together they produced 13,496,880 bbl., as compared with 15,838,605 bbl. in 1938. Zorritos Field.—Of the total production shown on Table 1, the Zorritos field was responsible for a relatively negligible amount estimated at 40,000 bbl. This small field, which is over 50 years old, was purchased by the Peruvian Government in the spring of 1939 from the Piaggio interests. The Government operated this field along with its near-by National Reserve areas, largely under supervision of Department of Mines officials, and the total production rate for both old and newa-areas was estimated to have increased by Oct. 1 to 166 bbl. per day. as compared with the 1938 average of 110 bbl. per day. Construction is said to have begun on a refinery that is to have a capacity of 1000 bbl. per day and is to include a gasoline-extraction plant, and on a pipe line to bring fresh water 20 miles from the Tumbes River. Lobitos Fields.—The Lobitos fields, some 70 miles south of Zorritos, produced approximately 2,650,000 bbl., or almost the same amount a* in 1938. La Brea-Parinas.—The International's La Brea-Parinas property, immediately south of the Lobitos property, produced 10,806,880 bbl., or 80 per cent of Peru's production. During the year 73 wells were drilled on the Estate, mostly in the semiproved area: 44 by rotary, 13 by cable and 16 by star rigs, as compared with 34 by rotary, 11 by cable and 20 by star in 1938. The most important of the several semiexploratory wells sunk was No. 3075, which late in December was brought in at a depth of 4500 ft. with an initial production of 1500 bbl. per day, based on

JUST as 85 per cent of the total ore produced annually in the United States comes from the Lake Superior region, so does one of its six producing districts-the Mesabi --dominate that region both as to production and total reserves; also in ore Treatment, Mesabi practice is dominant. Therefore, in discussing future reserves or ore treatment one may visualize one big district with five smaller districts as so many satellites. In considering the future less thought need be given to processes than to, economic policies. For thirty years experimental work has now been in progress and every possible ore-treatment process now known has been given attention. This work was started when there was no recognizable danger of running short of ore because of rapid consumption. Thirty years ago the annual production had just progressed beyond the twenty-million bracket for the first time. Today fifty million tons is considered a small production, and last year the aim was for 65 million. At the recent rate of production the life of the estimated reserves of good ore is about 35 years. All who know the local terrain are convinced that, unlike thirty years ago, the chances for discoveries of new big deposits are nil; treatment of lean ores obviously is to become an all-important topic.

The discovery well in the Rock River field, in Carbon County, Wyoming, came in May 1, 1918. The field is on a large anticline having more than 1500 ft. of closure and production is obtained from three sands of the Dakota group. At its peak, production approximated 10,000 bbl. daily and is now averaging 2200 bbl. Total production to Jan. 1, 1930, exceeded 12,500,000 barrels. So far as known to the writer, Rock River was the first light oil field in the Rocky Mountain region to be produced under what we now term unit operation. Though this type of operation was not popularly acclaimed by the oil industry, the Federal Government and the public until many years after the inception of development at Rock River, the officials of the Ohio Oil Co. when acquiring this property were fully cognizant of the economies to be effected by unit ownership and the consequent elimination of competitive drilling and producing of wells, and had this in mind at the time. Thus unit management was introduced in this field at an early date by this company. Area and Management Fig. 1 shows the location of all wells drilled on the Rock River structure and the outline of the productive area as now defined, which amounts to 1380 acres. The hachured line indicates the area now under unit ownership; originally a much larger area was so owned but leases have been canceled as progressive development indicated their lack of oil. The management and operation of the entire productive area is handled by the Ohio Oil Co., which owns the majority working interest. The Continental Oil Co. with a 20 to 35 per cent. interest in much of this acreage, and smaller interests owned by others in some of the leases, constitute the remainder of the ownership. The effect of small additions of oxygen on the hardness, density, and lattice parameters of high purity zirconium has been investigated. Precision parameter values and density of oxygen-free zirconium are given as: a,, - 3.2258 kX units, C = 5.1373 kX units, O23 = 6.507 g per cc. THE effect of oxygen on the hexagonal-phase lattice constants of pure zirconium is of interest for several reasons. The extensive hardening effect of oxygen noted by previous investigators' must be due in part to the lattice distortion accompanying its introduction and possibly to the preferred position of the oxygen atoms. De Boer and Fast' have shown that oxygen is taken into solid solution in large amounts, appearing to occupy an interstitial position. These authors also found that expansion of the lattice was not uniform since the a axis attained a constant value after the addition of 10 atomic pct while the c axis continued to expand. It was thought in the present work that this expansion of the zirconium lattice with increasing amounts of oxygen

Prime topics of conversation these days are the new concepts of rail haulage for bulk items such as iron ore, potash and coal. We have heard such ideas as the "integral train" and the "unit train" discussed frequently during the past two years at various AIME meetings, and progress reports have kept up a steady appearance in the technical press and in local newspapers. While no railroad has a complete "unit train" in service at this moment, one has 50 fast-discharge cars under construction and the Pennsylvania Railroad has experimented with radio-controlled motive power distributed at intervals throughout the train. To a great extent, however, the promise for greater efficiency and lower costs held out to industry by these new haulage methods is dependent not on greater speed or larger cars or more dedicated equipment alone but, rather, on the utilization of modern practices in the loading and unloading of rail cars. It is the purpose here to examine these two key steps and the up-to-date procedures and equipment they entail.

KAISER Bauxite Co., a subsidiary of Kaiser Aluminum & Chemical Corp., has been mining and shipping Jamaican bauxite for over a year. On Feb. 10, 1953 the first boat load of bauxite left Port Kaiser, Jamaica, for the company's alumina plant at Baton Rouge, La. To provide its own source of the aluminum ore, a Kaiser Aluminum & Chemical Corp. exploration party started initial reconnaissance in 1947. This work, and subsequent exploration, led to the acquisition of reserves sufficient to warrant a full-scale mining operation for several decades.

Klopp et al. have reported data on tensile and creep properties of are-melted and electron-beam-melted tungsten. We would like to point out some similarities between their creep results and ours on are-melted and powder-metallurgy tungstenand offer some alternate interpretations of the data which lead to different rate-controlling mechanisms. Klopp et al. observed extensive transient creep in the 2250" to 3500°F temperature range where the acthetivation energy is 106,400 ± 3300 cal mole-1. They suggest cross slip as the possible rate-controlling mechanism since "cross slip may occur only by the movement of screw dislocations, and not edge dislocations, thus allowing only partial recovery of the strain hardening and resulting in a continuously decreasing creep rate, characteristic of transient creep.'' Our tests on are-melted tungsten and powder-metallurgy tungsten displayed an extensive transient creep stage in the same temperature range but they also displayed a steady-state creep stage. The stress levels and strain rates of the two investigations, 1.4 to 7 kg mm-2 and 10-7 to 10-4 sec-1 for that of Klopp et al. and 4.5 to 10 kg mm-2 and 10-8 to 10-4 sec-1 for those of Gilbert et al., are overlapping. The activation energy for creep of our powder-metallurgy tungsten is 105,000 cal mole-1. This close agreement with the value found by Klopp et al. suggests that the same mechanism may be common to both types of materials. It may be possible to gain some additional insight into the rate-controlling mechanism by applying the analysis made by conrad22 in terms of the activation volume. The value for the activation volume depends upon the dislocation mechanism and may be used to help differentiate between various dislocation mechanisms. The activation volume for cross slip is 10 to 100 b3. Values determined from our data were 130 to 220 b3 which are in better agreement with the range of 102 to 104 b3 for nonconservative motion of jogs. Values determined from data of Klopp et al. are 240 to 1040 b3. We suggest that the rate-controlling mechanism for creep in this temperature range may be nonconservative motion of jogs assisted by enhanced diffusion along grain boundaries or dislocations. This model requires an activation energy lower than that for self-diffusion as is observed. If this is the controlling mechanism, a higher activation energy which is closer to that for self-diffusion might be expected for tests conducted on specimens with reduced grain boundary area, i.e., larger grain size. In support of this premise we have conducted tests on speci- mens having one to three grains per cross section for which a higher activation energy of 130,000 cal mole-1 was observed. Also, in agreement with results of Klopp et al., a faster creep rate resulted from the increased grain size and probable decreased dislocation density. Further argument against the cross slip mechanism is based on the constant activation energy we obsserved over the range of 5.0 to 10 kg mm-2,21 whereas the activation energy for cross slip displays a significant stress dependence.23 In addition to this, the powe on the stress term for the strain-rate dependence appears too high for cross slip. The values for tungsten fall in the range of 4.5 to 7 (Klopp et al. and Ref. 21) whereas values of approximately 2 are observed in creep by cross slip for hep metals.24 At temperatures from 3300° to 4000°F, Klopp et al. observed an activation energy of 141,000 ± 4000 cal mole-' which is less than that for self-diffusion, 153,000 cal mole-1, 25 and less than that reported for high-temperature creep of powder-metallurgy tungsten by Green:' 160,000 cal mole-1. Klopp et al. suggested that recovery of strain hardening by dislocation climb is the rate-controlling mechanism in this temperature region. Actually an activation energy larger than that for self-diffusion is predicted by this model if the temperature dependence of the elastic modulus27 is taken into consideration. Klopp et al. attributed this lack of correlation to the compositional differences between powder-metallurgy tungsten used by Green and their own arc- and EB-melted tungsten. It is our position that the value of 141,000 ± 4000 cal mole-' represents a transitional value between the higher and lower activation energies and does not represent a discrete mechanism of deformation. If the tests had been extended to higher temperatures the higher value of activation energy would have been observed as has been demonstrated by both our analy sis'' of isothermal test data by GE-NMPO28 and differential temperature tests28 on are-melted tungsten. The activation energies determined (170,000 and 160,000 cal mole-1) were greater than that for self-diffusion and are in better agreement with the value found by Green. The model of dislocation climb is associated with ; activation volume of 1 b3 according to Conrad.22 The activation volume calculated for the creep data of fou independent investigators in the temperature range where the activation energy for creep is near that for self-diffusion (Klopp et al. and Refs. 26, 28, and 30) is 110 to 2800 b3 and is in the range suggested for nonconservative motion of jogs. In the case of tungsten this mechanism may be preferred over that of dislocation climb. Sincere appreciation is expressed to Messrs. J. E. Flinn and F. L.
