The amendment' to the By-Laws providing for the increase of the Executive Committee from five to seven members, having been formally presented at the annual meeting of June 18, 1915, and duly announced for consideration at this meeting, was voted on and unanimously adopted. Prof. Robert H. Richards of the Massachusetts Institute of Technology; made a short address on the subject of ore concentration. The paper on the Geology and Ore Deposits of Mojave, County, Arizona, prepared by F. C. Shrader, was presented to the meeting by the Secretary and was discussed by Allen Burris and Dr. L. D. The Bureau of Mines developed a detector for controlling sorting devices to separate the copper-bearing fragments from the barren portion of Michigan native copper and western prophyry copper ores. A successful sorter could be used to preconcentrate the ore and eliminate costly hoisting or hauling of waste. An induction balance unit was developed and used in sorting tests on crushed sized - 2.5 + 1.3-cm (- 1 + 112- in.) ores from the Kingston (0.9% Cu) and Centennial (1.6% Cu) mines of Upper Michigan. Concentrates of 4.0% and 7.5% Cu, respectively, were obtained at recoveries of 85 and 80% of the copper in the feed. Eighty percent of the sorted ore was rejected as tailing. Sorting larger fragments improved the separation efficiency. Tests on - 10+ 5-cm (- 4 +2-in.) sized Kingston (1.6% Cu) and Centennial (2.1 % Cu) ore samples yielded concentrates of 4.3 and 4.5% Cu, respectively, with corresponding recoveries of 92 and 91 %. A bout 60% of the sorted ore was discarded as tailing. Porphyry copper sulfide ores also responded to electronic sorting but at a lower separation efficiency. Sorting response was affected by the degree of segregation.

FRom the beginning of its activities, the members of the National Production Committee have felt that the following points were essential to the success of its work: The operators must feel that their operations were not 100 per cent. efficient; that they should be courteous and fair in their treatment of their employees; and that they should set an example of hard work and patriotic interest in increased production. Every move made must appeal to the sense of fairness of all parties concerned. The men must feel that in working more faithfully, and consequently producing more coal, they are rendering a distinct service to their Government in the time of its great need. As the workers feel that greater efficiency on their part results only in greater profits to the operators, the advantage to the operator should be lost sight of, as far as possible, and the advantage to the Government in fighting the war emphasized. Both operators and workers should know that the Government considered increased production an obligation, and opportunity for service, resting on both parties and not on the operators or the workers alone, and that both parties could very much better the efficiency of the pre-war period. Had the committee intimated that it thought the coal shortage was due entirely to the idleness and inefficiency of the workers, its campaign would have failed, for the men would have resented the charge because only too frequently their efforts to produce more coal were thwarted by bad management; besides, the operators would have lacked stimulus to better effort. On the other hand, had the impression been given that the committee thought that the coal shortage was due entirely to bad management, the operators would have resented the charge because only too frequently their efforts to produce more coal were thwarted by the idleness and inefficiency of the workers; and the workers, having been thus indirectly pronounced 100 per cent. efficient and patriotic, would have lacked stimulus to better effort.

The influence of modifications in the molybdenum, vanadium and, to a limited degree, carbon and boron content to a basic composition of 5 pct Cr, 0.75 pct Mo, 1 pct V hot-work tool steel composition, was studied in respect to hardenability, grpain- coarsening temperature, and tempering charactevistics. Tensile, impact, and fatigue pvoperties were studied for the most promising compositions. An alloy with a typical composition of 0.43 pct C, 4.97 pct CI-, 0.33 pct Si, 2.25 pct Mo, and 1.00 pct V uas found to offer the most favorable combination of properties in respect to high-strength applicntions when tempered at 1100°F. MANY 5 pct Cr high-strength steels are at present being manufactured in North America which fit well into the classification of the AISI-SAE system. Much interest has been shown in these materials as ultra-high-strength steels for use at elevated temperatures. The limiting temperature of use lies at the point where the steels begin to soften rapidly. Although a great deal of information has been made available in the past two years on the properties of selected alloys in this series, little information exists on the effect of systematically varying the ccntent of one or more elements in the 5 pct Cr-base alloy. This paper presents the results of an investigation of the effect of variations of the carbon, molybdenum, vanadium, and, to a limited extent, the silicon, manganese, boron, and niobium content of a 5 pct Cr steel to the AISI H-13 base analysis. A COMMITTEE, representing a number of the larger oil companies in California, met in San Francisco on Nov. 12, 1919, for the purpose of discussing the depletion deductions to be allowed in computing the Federal income taxes under the Internal Revenue Act of 1918. It was the general sense of the committee that a system based on sound engineering principles should be formulated for estimating the value of oil properties, so that better and more uniform results might be obtained by the various companies in filing their returns with the' Bureau of Internal Revenue. A subcommittee, consisting of five petroleum engineers, was thereupon appointed to collect information and draft a report. The committee consisted of G. C. Gester, Carl H. Beal, J. H. G. Wolf, E. G. Gaylord, and E. D. Nolan; this report is the work of that subcommittee.

Consider an investor who, knowing future costs and revenues, can choose how rapidly to produce from a given mineral source. If the investor elects to make that choice to maximize present value of future profits, how do policies affect the choice? Various alternative policies are examined. Some, such as higher royalty rates, lead to slower production rates than would otherwise obtain. Clearly, the chosen rates of production are policy-dependent. One is wisely counseled to consider how mineral policies affect the rate of production from given sources when analyzing current and alternative policies.

The annual report f the Secretary of the Navy for the fiscal year, ending June 30, 1917, but including operations and recommendations up to Dec. 1 of that year, contains the following remark about the activities of the Naval Consulting Board. The members of the Institute who are members f this Board are William L. Saunders, Benjamin B. Thayer, Thomas A. Edison, Thomas Robins, Lawrence Addicks, Joseph W. Richards, W. R. Whitney, assisted by 47 other members f the Institute, in the capacity of associate members of the Naval Consulting Board. During the year, the work of this board, organized and approved by Congress in 1915, has increased very materially in importance and volume, its meetings have been frequent and the work of its individual members has been such in some cases as to occupy almost their entire time in the service of the Government. As shafts and tunnels move deeper levels in underground mining, development planning becomes more complex. The most serious problem is the aggravation of environmental conditions due to the imposition of higher-than-natural temperatures upon exposed strata. Since such a problem is a potential hazard to health, safety, and production, the authors have developed a system of computer-derived ambient-air temperature data for every major point of an underground mine under a given set of conditions. This system is comprised of two subsystems: 1) Ventilation network analysis, 2) Estimation of air - current temperature. The former is based on the Hiramatsu-Oka method, an improvement of the Scott-Hinsley method. The Hiramatsu-Oka method allows fast convergence and consideration of various fan characteristics. The latter subsystem considers heat radiation from strata, and the humidity. In several tests conducted at Besshi and Sazare Mines of Japan, the computer-derived data correlated with actual conditions.

Copper blast-furnace construction in America has long recognized a general standard in the rectangular water-jacketed shaft with separate forehearth. The details, however, and especially those relating to shaft dimensions, have had to meet a great variety of conditions, and show no uniformity whatever. Selecting a few of the present day Western plants, we find furnace lengths varying from 12.5 to 87 ft., widths at tuyere level from 42 to 84 in., and heights above tuyeres from 5 ft. 4 in. to 22 ft. 4 in.; and comparing present designs with those of the past, we meet contrasts no less striking. Unlike its transverse section, the length of a furnace has come to depend rather on the size of unit desired than on the requirements of smelting; and if the question of length be ignored, several of the various existing designs can be grouped together on the basis of a common transverse section. This section, having a width at tuyere level of 56 in. and a height above tuyeres of 18 ft., was developed at Great Falls, and the story of its development contains some interesting features. THE most important non-metallic mineral industries from a tonnage standpoint are those that are allied with the construction industries and are engaged in handling sand and gravel, crushed stone, building stone, cement, lime and gypsum. The greatest problem facing a number of these industries at this time is over-production. They have experienced un- usual, and in some instances phenomenal, growth during recent years, stinlulated by extensive highway and building construction, but in some localities expansion of producing plants has far outstripped industrial needs. The cement industry is operating at about two- thirds capacity. Over-production tends toward price- cutting and unprofitable and interrupted operation, involving maintenance expenses for idle plants and disorganization of working forces. This condition has encouraged active efforts toward reducing production costs by the introduction of labor-saving equipment. Also, there is a tendency toward the location of manufacturing plants, wherever possible, near the centers of consumption rather than at points of production of raw materials. In order to reduce overhead expense, or for other reasons, many consolidations of companies into larger units have taken place. An economic study of conditions in these industries is highly desirable. The U. S. Bureau of Mines has taken one step forward in this direction in the issuance of Economic Paper 7, entitled "Economics of New Sand and Gravel Developments." Briefly, this report emphasizes the importance of making a thorough study of all the economic factors involved before undertaking new .enterprises.

FOR more than 2500 years, natural gas issues in the Surakhany district of the Apsheron peninsula were the object of pilgrimages by fire worshippers and Hindoos from Burma and India. Even as late as 1890, Hindoo priests conducted ceremonies in a temple at Surakhany, which probably replaced a more ancient one; but later, the visits of the pilgrims were prohibited in order to check the spread of Asiatic diseases in that region. For centuries, limited supplies of oil have been abstracted from shallow excavations in the Caspian oil belt and dispatched into the interior of Asia and elsewhere for medicinal and industrial purposes. Statistics show a yield of 37,400 bbl. in 1863, but only since 1869 has there been serious development; in that year the yield was 203,000 bbl. At that time, hand digging was supplanted by drilling, and the enormous wells that resulted from tapping sources hitherto beyond the reach of operators completely demoralized the industry for a time, owing to inadequate outlets for the products. The early activities in this area were greatly hindered by annoying taxation, monopolies, imperial land grants, etc., but when these were revoked or adjusted, in 1877, the industry sprang into prominence and, between 1898 and 1901, the Baku fields produced practically one-half of the world's supply of oil. Within a few miles of Baku lie the two richest oil fields in the world; viz., the Balakhany-Saboontchy-Romany and the Bibi-Eibat, the latter constituting almost a suburb of the city. For many years the gasoline obtained in the refineries of the Baku area was burned in pits, being considered an undesirable product, and until 1870 the residue also was destroyed, its value as a fuel not being recognized. Kerosene was the main product sought by the refiners. It was shipped across the Caspian Sea and up the Volga to the industrial centers of Russia. MANY experimental and theoretical investigations have been made on the processes involved in annealing and recrystallization of metals. Most of these, however, have treated the time element as constant and heat-treatments used have been for relatively short times. Aside from the early work by Carpenter and Elam,1 the few that have investigated the effect of time on the processes have usually done so for fairly short time periods. During recent years the growing interest in long-time creep properties of metals and alloys under stress has made increasingly important a better knowledge of the recrystallization during prolonged heating. The recrystallization temperature of 70-30 brass given by Clark and White2 in 1932 was somewhat above 400°F. (204°C.) but under 500° (260°C.), whereas in our laboratory recrystallization has been observed in creep specimens at 204°C, the lowest temperature of Clark and White's range. Since the creep properties are quite different above and below the recrystallization temperature, erroneous conclusions can readily be drawn by the application of short-time recrystallization data to creep problems. It was thus considered of both practical and theoretical value to make long-time annealing studies near the minimum recrystallization temperature. In this way useful additions could be made to data on recrystallization temperatures and, since the reactions in this range are relatively slow, additional insight could be obtained into the factors involved in annealing. Several comprehensive reviews of recrystallization processes have been written,3-5 therefore only a brief review of the generally accepted facts will be given here.

MY first article on Canadian Gold, published in the Canadian Mining Magazine in 1911 expressed the view that the Hollinger mine would repay all the money invested and that other mines would be developed in this area. Many published forecasts have since been made. Quoting from the Northern Miner of Oct. 29, 1931: "It will be noted in studying the chart prepared by this engineer that his forecast for 1931 at $50,000,000 was too modest, as the output for this country this year will be closer to $54,000,000."

For more than 100 years, the Republic of Chile has been one of the leading copper-producing countries of the world. Between 1877 and 1880 Chile accounted for over 50 pet of total world copper production. Today it has the world's largest known reserves of copper ore and a capability of producing over 600,000 tons per year. This capacity can and will be increased as the world demand for copper grows steadily during the remaining years of this century. The Potrerillos mine of Andes Copper Mining Co., a subsidiary of The Anaconda Co., was developed in the rugged, high Cordilleras in the early 1920's, and the townsite, concentrator, leaching plants, smelter, railroad, power and port facilities were completed so that it came into full production in 1927. Since then and until the closing o f the mine in June of last year, 1,762,192 tons o f copper were produced.

Measurements have been made of carbon diffuswn in the five ternary austenites Fe-C-Si, Fe-C-Ni, Fe-C-Co, Fe-C-Mn, and Fe-C-Cr in which the carbon (component 1) diffuses through interstitial sites and the ternary addition (component 2) diffuses substitutionally. Values of the diffusion-coefficient ratio, D12/D11 were determined for each system with finite couples using the transient equilibrium method. The effect of temperature and of concentrations of both the carbon and substitutional component upon D12/D was examined and was found to agree with the theoretical predictions. It is concluded that within an experimental uncertainty of 10 to 15 pct, it is possible to calculate the ratio D12/D11 from purely thermody-namic data. Difficulties of measuring the other off-diagonal coefficient, 4,, are discussed. Any quantitative attack on the fundamentals of the hardenability problem in steel must begin with the multicomponent diffusion formalism and with the accumulation of data pertaining thereto. In a recent paper Kirkaldy and purdy 1 employed the formalism derived from irreversible thermodynamics to treat the problem of diffusion in ternary austenites. In the latter solutions, carbon diffuses through interstitial sites and the substitutional component diffuses through the lattice. Examples were given of diffusion in the systems Fe-Mn-C and Fe-Si-C. In the present paper, we present new results on and discuss their agreement with the thermody-namic theory. Since the theory has been slightly modified from the original presentation of Kirkaldy and Purdy, their results on Fe-Si-C and Fe-Mn-C have been recalculated and are presented here for completeness. The flux of the interstitial component with respect to a fixed lattice framework can be written as a linear expansion in the independent concentration gradients, where X1 and X2 are the independent thermody-namic forces in the lattice fixed frame of reference. These forces can be obtained from the general statement for forces in a volume fixed frame2 if the partial molar volume of carbon atoms is set equal to zero and that of the substitutional component 2 is set equal to unity, viz where the are the chemical potentials and the N's are mole fractions. Introducing into [3] and [4] the function If, as suggested by statistical arguments, the off-diagonal interaction L12 is sufficiently small, [6] reduces to i.e., the coefficient ratio becomes purely thermo-dynamic. IN 1936 the foreman at one of the oldest limestone quarries in northern Virginia discovered the remains of three old well-drill holes that contained dynamite. As consulting engineer for the property, I was then called upon to devise a method for removing the explosive. As no exact formula for the handling of unexploded dynamite exists, the proper steps for removing it must always be dictated by local conditions. A description of the procedure in this case may, therefore, be of interest to others faced with a similar problem.
