IN 1925 the writer undertook a detailed statistical study of all producing areas in the Joplin district as a basis for evaluating programs and measuring objectives. For this purpose, the published figures in the yearly volumes of Mineral Resources were used, supplemented for earlier years by publications of the Missouri Geological Survey and other local and less official sources. When all else failed, the available data were projected backward to hazard a reasonable guess as to the unrecorded early output of important areas. Fortunately, the proportion of such prehistory production is not a large factor in any of the totals. These results were used during the next few years to measure the relative importance of various producing areas and to predict the peak period of development of the all-important Picher field. For the purpose of this review, the charts have been completed to the end of 1950. During World War 11, the U. S. Bureau of Mines became interested in a similar study and issued comprehensive statistical tabulations of data up to 1945 ( Info. Circular 7383), which have been checked against the figures used herein. This tabulation, however, does not include all the earlier data used by the writer nor does it offer any estimates of the wholly unrecorded era in the beginnings of the earlier camps.

When I had the honor of presenting to the Institute at the Buffalo meeting in October, 1888 (Trans., xvii., 226), my paper on " Steel Rails and Specifications for their Manufacture," I expressed my hesitancy in submitting my ideal rail-sections. Since then, continued residence in Chicago, perhaps, or greater intercourse with railroad officials, has either given me more courage or has taught me that so little is really known on the subject that one is safe in expressing one's views, let them be ever so erroneous. As a further personal excuse, I may remind you that " fools rush in," etc. At all events, I would now call attention to certain rail-sections which I believe to be good. I do not say they are the best, but I feel sure they have more merit than the majority of the adopted heavier-sectioned rails. In determining the proper form for a rail, the subject should be considered from two points; first, and most important, the duty required ; second, and of almost equal importance, the influence of existing details of manufacture upon the character of the finished product. It is perfectly proper that all the strains to which the rail will be subjected should be considered and calculated. But its ability to resist them will depend quite as much upon the character of the metal as upon the form of its section. That which would be the realization of the ideal with good steel would be disappointment with poorer metal. Therefore, the railroad engineer should always have in mind and pay due respect to what the metal worker may give him—the may being the factór of danger to be covered by his factor of safety, and possessing greater importance than any formula laid down by never so eminent authorities. It is well-known how positive is my conviction that high heat during manufacture and good rails cannot go together; hence, if we insist upon the avoidance of this evil by rail-makers, we must give them sections which can be made at low temperatures with commercial as well as technical success. Permian salt measures carry extensive lenses of soluble potash salts in north central Germany. Potash deposits of Oligocene age are found in the Upper Rhine Graben of Alsace (France), and in the Catalonian Basin of Spain. These deposits are found in a wide range of structural settings. Reserves are large, and the production of potash salts is an important phase in the economy of each of these countries.

D EC. 20-The spirit of Christmas and good will toward men has managed a few brief appearances on the front pages, welcome relief from man's usual ill-will toward man. A couple politicos did their best to brighten the scene by well-publicized romances. There was a general exodus to Florida to patch up nervous systems, and even the UNO quieted down as Mr. Vyshinsky departed for home via Eastern Germany. Before going he opened up a preliminary bombardment for the worldwide "communist peace offensive," and it is now the duty of the 600 million (according to the Cominform) ideological converts to press home the attack. In Washington, Mr. Lilienthal resigned as Chairman of the Atomic Energy Commission and demonstrated again the difficulty of government to retain the services of capable men. The President has yet to appoint another victim- possibly someone nicely noncontroversial and timid. So might the critics be appeased, but it would bode ill for the rapid exploitation of peaceful uses of atomic energy, the relaxation of excessive secrecy, wider sharing of developmental work with friendly nations and possible revision of the Acheson-Lilienthal proposals for inter- national control of the atomic bomb.

In this paper, as in so many discussions of an historical nature, there is little chance for original material and much has had to be rewritten from older papers, documents, accounts, reports, and the like, some of which are of doubtful authorship or contain conflicting statistics. Fully aware of these pitfalls, the authors have tried to quote the origin where possible, and also to seek further confirmation when the statement warranted it, but they cannot assume responsibility for certain facts and dates. The Encyclopedia Britannica was frequently consulted. The authors wish to acknowledge assistance from Mackintosh-Hemp-hill Co. (formerly the Fort Pitt Works) and also from officials of the Watertown Arsenal who loaned valuable books and gave much necessary information. They are particularly indebted to Colonel Dickson of that institution. The data on modern guns were furnished by Mr. F. Brauer of the Watertown Arsenal; Mr. H. S. Chaffee assisted by obtaining records and data of work carried on by the Builders' Iron Foundry of Providence, R. I. Three Epochs in History of Cannon Among the great industries of New England, the manufacture of iron was the first to receive attention. Iron ore in considerable quantities was known to exist within the territory of the Massachusetts Bay Colony; and as early as 1629 some steps appear to have been taken toward the manufacture of iron by the Court of Assistants in London, under whose patronage the colony was founded. During the next ten years, deposits of bog ore were found in numerous ponds in the Plymouth Colony; and, in 1652, iron manufacture was begun at Raynham. The "Old Colony" was known as the main seat of this industry in New England, out of which grew a concern which was later to become one of the principal

A two year study was made of the waste disposal of the pebble rock phosphate industry. Solid slimes are impounded in large settling areas and the process water is re-used. Clear effluent was not found to be toxic to fish, or animal life in field tests or in controlled experiments.

The uranium industry is booming. In Texas alone, there are about 22 different companies with active exploration programs. Twelve solution mines have been permitted; three surface mines have been authorized; and two mills are currently in operation. However, the industry also has a problem, and that is the disposal of radioactive wastes. Over the past several years, stories concerning nuclear wastes have appeared frequently in the news. One of the most frequently cited cases occurred in Grand Junction, Colorado. In 1966, after ten years of investigations, the U. S. Public Health Service (PHS) discovered that tailings from a uranium mill were being used as fill material and aggregate for local construction purposes. It was estimated that between 150,000 and 200,000 tons of material had been removed and used under streets, driveways, swimming pools, and sewer lines. In addition, tailings had been used under concrete slabs and around foundations of occupiable structures. Further studies prompted the Surgeon General to warn that the risk of leukemia and lung cancer could be doubled at the measured radiation levels. More recently, the L. B. Foster Company discovered that its building site in Washington, West Virginia, was radioactive. While digging a foundation, the ground erupted and a ball of fire 30 feet high shot out. Evidently, the dirt was laced with radioactive thorium and zirconium, a potentially explosive mixture contained in a Nigerian sand which had been used by the previous site owners in the manufacture of nuclear fuel rods. Just this month we have read about legal suits to stop exploration for a nuclear waste disposal site in Randall County, Texas. The U. S. Department of Energy is trying to locate a deep underground nuclear waste depository for final burial of over 76 million gallons of high-level wastes. The problem is acute, the wastes are accumulating at a rate of about 300,000 gallons per year. Nor do these numbers include the spent fuel elements from nuclear power plants that are in temporary storage facilities. Fortunately, public awareness of these and other related issues is high. Unfortunately, the differences in the waste products from the nuclear fuel cycle are not always apparent to the general public. There are two distinct types of radioactive wastes: "high-level", which consist of spent fuel or wastes from the reprocessing of spent fuel; and "low-level", which, in general, are by-product wastes. There are numerous non-technical definitions that can be applied to help the layman differentiate between high-level and low-level wastes. For this latter purpose, it is best to think of them in terms of what we can see and feel. In general, high-level wastes are physically hot and can cause acute radiation sickness in a short period of time. Low-level wastes are not hot, but may cause chronic health effects after long exposure. The wastes which we are concerned with in the uranium mining and milling industry are low-level wastes. As recently as ten years ago, there were very few controls or regulations governing tailings disposal methods. At the same time, mine reclamation was not enforced through either state or Federal laws and the long-term viability of abandoned tailings ponds was not assured. The regulatory climate has changed significantly in the last decade, however. The low-level radioactive wastes generated by uranium mining and milling are generally contained in a tailings pond. Approximately 85-97% of the total radioactivity contained in uranium ore is present in the mill waste that goes to such tailings ponds. The isotope Radium-226 is probably the most potentially harmful radioactive parameter in the ponds. Radium emits gamma radiation and is also an alpha particle emitter. Because gamma radiation is very penetrating, it presents a potential health problem when a source is located external to the body. Gamma radiation will go through the body, causing damage to each cell encountered on the way. Although alpha particles have very little penetration capability, they can cause extensive cell damage. For this reason, alpha particles are a problem after inhalation or ingestion. Radium creates a health hazard by both of these mechanisms. Radium decays to radon gas which can be inhaled and serve as an alpha particle emitter. Additionally, radium is very soluble and readily enters the natural hydrologic cycle if allowed to leach from a tailings pond. With a half-life of 1620 years, radium has plenty of time to be taken into the food chain and end up in our bodies, emitting alpha particles. Because the potential health problems are better understood today than ten years ago, and because the Nuclear Regulatory Commission (NRC) has developed increasingly stringent government regulations, the uranium mining industry applies a high level of technology to the disposal of nuclear wastes. In most cases, low-level radioactive wastes are disposed of at or near the site where they are produced. There are six commercial burial grounds for low-level wastes, but it would not be economical to ship all mine or milling wastes to these sites. During the past year considerable progress was made in the exploitation of Iraq's resources, although no new fields were discovered. The principal development was the completion of the much heralded pipe line from Kirkuk to the Mediterranean, by the Iraq Petroleum Co., Ltd., and the beginning of crude exports to Europe on the second of August. Official ceremonies for the opening of the lines took place in January, 1935. The line in itself is sufficient achievement under the existing natural handicaps to deserve a moment's attention. It is 1151 miles long, composed of two independent lines made up mostly of 12-in. with some 10-in. and 8-in. pipe, and extends from Kirkuk westward 156 miles to beyond the Euphrates River as a double line. From that point, near the village of Haditha inside the Iraq border, it bifurcates, one leg going as a single line to Haifa through the British Mandated Territories of Trans-Jordania and Palestine, and the other to Tripoli through the French Mandates of Syria and the Leban(on)ese Republics. The total length of the Tripoli line is 532 miles, of the Haifa line 619 miles. The line leaves Kirkuk at an elevation of 1013 ft., drops to 350 ft. at the Tigris, to 200 ft. at Wadi Tharthar west of the Tigris and again to 300 ft. at the Euphrates, rises to more than 3150 ft. at mile 451 on the central Arabian steppe along the south line and to more than 2500 ft. at mile 466 along the north line. On crossing the rift valley of the Jordan River south of Galilee, it drops abruptly below 850 ft. below sea level, requiring the use of extra heavy 8-in. pipe and a relief station to reduce the pressure. A picked group of American welders, under H. S. Austin, of the Ajax Pipe Line Co., laid the line. It is coated, wrapped, and buried 30 in. beneath the surface in solid rock along much of the route. It crosses four large rivers and wide stretches of alkaline soils. Twelve pumping stations are employed, three of which are double east of the bifurcation. Each single station houses three 500-hp. crude-burning deisel engines flexible-coupled to reciproratirig pumps. Despite the uncertain political situation in Katanga, copper and cobalt mining and metallurgical operations of Union Miniere du Haut-Katanga were normal at the time of this writing. In fact operations continued normal after Congo independence on June 30, 1960, with copper and zinc production for that year being slightly higher than in 1959. United Nations military operations from September to December 1961 resulted in death, shutdowns and damage to company persons and installations. Nevertheless, results for that year were only slightly off normal production. Moise Tshombe delared Katanga a separate state after Congo independence. Although there has been tribal unrest, the new State has enjoyed relative calm and normal industry by comparison with other parts of the Congo as a result of the firm hand of Moise Tshombe's government and the continued presence of Belgian officials and technicians.

ARTHUR CROWFOOT, Morenci, Ariz. (communication to the Secretary*).-In order to set at rest any doubts in regard to the reasons for selecting the Callow pneumatic flotation process for use in the concentrators of the Arizona Copper Co., Ltd., at Clifton and Morenci, I am presenting the following facts gained from the results of test work carried out on the Callow and Cole-Bergman types of flotation machines at Morenci. Prior to the comparative test of merit between the Callow and Cole-Bergman machines, many months' time and a large amount of money had been expended in the development and testing of the Cole-Bergman machine, and it was necessary to decide quickly what make of machine was best to install. The Callow pneumatic flotation process was recommended for installation in our concentrators for the following reasons: The results indicated: 1. That the Callow system made the highest extraction of copper values from the feed treated. 2. That the Callow system was simpler to operate and could he operated it a lower cost. 3. That the Callow system operated with a lower air pressure. (The question of the actual power consumption of the two types of machines was not definitely settled at this time.) During the official test period the Callow flotation apparatus showed an additional recovery of from 1 to 1.5 lb. of copper per ton more than the Cole-Bergman machine, this difference being maintained by further treatment of the tailing from both machines. The simplicity of the operation of the Callow flotation system is one of its notable features, two operators per shift being able to handle 90 standard cells and blower equipment.

A matter of much concern at present to the coal-mining industry of Great Britain is the effect of the working of the Coal Mines Act, 1930. This Act, which received the Royal Assent on Aug. 1, 1930, contains five parts: (1) production, supply and sale of coal; (11) the reorganization of the coal-mining industry; (111) hours of work; (IV) the Coal Mines National Industrial Board; (V) general. The first three parts are of major interest and discussion can be confined to them. Part I.—Production, Supply and Sale of Coal Under Part I of the Coal Mines Act, 1930, provision is made for central and district schemes to regulate the production, supply and sale of coal by the fixation of standard tonnage, quota and minimum prices. By Nov. 1, 1930, all the district schemes came into force with the exception of that for Scotland, where the majority of the coal-owners did not see their way to accept the amendments to their draft scheme demanded by the Mines Department. A compulsory scheme for Scotland was thereupon prepared by the Mines Department and put into force on Nov. 24, 1930. It is administered by the coal-owners of the district. The essence of the schemes is the allocation of tonnage for each district by a Central Council, and the allocation of quota for each pit in a district by an Executive Board for that district. Up to Dec. 31, 1930, the various bodies of coal-owners engaged in administering the schemes were employed in work preliminary to their full operation. Standard tonnages had to be determined and coals had to be classified. In consequence, it was not found possible to put the regulation of output into force until Jan. 1, 1931. The determination of minimum prices proved to be an even longer process, and only in a few districts were minimum price schedules operative during the first quarter of this year. The working of the schemes during the March quarter, 1931, has been reviewed in an official publication by the Mines Department,' which can be summarized as follows:

By now most readers of this column are aware that it no longer has a regular editor. Tom Murphy, who did the job so well, has had to bow out because of his duties in Australia---duties that keep him from the luxuries of such things as typists and typewriters for rather extended periods of time. We will miss his regular contributions but hope and expect to hear from him as a guest columnist from time to time. Finding an editor to function on a regular basis turns out to be no simple task. This does not mean that there may not be candidates around who would secretly enjoy having their arm twisted into a "yes" position, but at the moment none has been found. Anyway, at the Salt Lake City business meeting it was agreed that we should try to spread the load around. To that end, the Regional Vice Chairmen were specifically singled out as one potential source of contributions. These fellows should have an opportunity for a hearing during their term in office. The existing organizational set-up of the IndMD Division may be a little unfair to this group of officers. The limited responsibility outlined in our Manual of Official Duties and Responsibilities does not offer them much chance for self-expression. Probably the by-laws were written so as to have a geographic representation of membership in case it should be needed at some time. But that is another subject. The point is that now these regional officers have an opportunity to speak out on topics of their own choosing through this column. Some have already done just that. There are also other potential contributors to the column. One is the Secretary, who twice a year uses the column for distributing the minutes of our business meeting to the members. Another is the outgoing Division Chairman. In Salt Lake City, it was decided that this officer should be challenged to contribute something each year as a means of reviewing events of the past year or explaining what should have happened but didn't. I am, therefore, trying to accept that challenge.

Y.-I should like to ask Mr. Neale how the members of the production committees at the individual mines, who came from the mine workers themselves, were chosen or appointed; also from what classes of employees they usually came? J. B. NEALE.-In the union fields, they were chosen by a local. In the non-union fields, they were chosen either by the men in mass meeting or by the company officials. The last way was very unsatisfactory because it gave the men an opportunity to say that they were going to be passed upon as to whether they were slackers or not, by men chosen by the company. When they were chosen by the locals or at mass meetings of the workers, the appointments have been very much more satisfactory. R. D. HALL, ? New York, N. Y.-The matter of inefficiency on the part of the operator is one that I think we may well take into account, because there is a very large inefficiency on the part of the coal operator; it has arisen from reasons almost beyond his control and will continue for these same reasons. It is no use arguing a moral responsibility on the part of the operator, when you make efficiency very largely a loss to the operator who puts it in force. If you ask a man working on a clay wage to work with more efficiency. he says, "Well, I may do it or I may not," it all depends how he feels, but he does not lose anything financially by not working hard. If you ask the man who is working by the ton to put out more tons, he makes a profit by putting out more tons. How is it with the operator? If he gives a man all the cars he needs and all the power he needs, if he runs after his working men and waits on them, he does not get his coal out any cheaper than before.. He gives the man a better chance and there is more efficiency, but at the same time he has increased his expenses all along the line. At the end of the year he finds that his profits have been less than if he had had less efficiency. The efficiency is really against him in many ways. Because he gets a larger tonnage, he reduces the overhead to a certain extent; but hiss tonnage may not be any greater because he may work fewer days. As Mr. Taylor remarked some tine ago, supposing he puts in a machine that is very much more effective than any he had before, he has the same scale; the miner gets out more coal, but he himself does not get any benefit out of it because he has a scale fixed, so much per ton.
