RECENT contributions to the literature relating to the problems of coal mine management have discussed the pros, and cons of unionism among the miners as bearing upon the immediate problems of the industry, but have devoted singularly little thought to the underlying causes, and the fundamental reasons. for the remarkable growth of union sentiment among the miners, a growth paralleled only in the case of the railroad workers. It is all very well to revile their organization, its obvious stupidity and stubbornness, its multitude of economic and social crimes, but it is also well to realize that there have been deep-seated causes for all these things, causes that, while operating in all industries and amongst all workers, have in none of them found the optimum conditions for development such as exist in the coal mining industry. The rise of the United Mine Workers of America to a position of importance in the industry synchronizes roughly with the introduction of short-time operation; of course seasonal shutdowns and slow-time working have always been evident in our bituminous fields, but these evils have grown steadily worse since 1895 and the U. M. W. of A. has grown steadily stronger; yet short-time operation alone cannot account for this tremendous growth for, witness the signal failures that have always attended the attempts to organize the harvest workers, the fruit packers and other highly seasonal workers.

Numerous contradictory statements have been made in the past regarding the importance of the seasonal influence of demand for motor fuel on prices of oil securities. It has often been said that the time to buy oil securities is in the spring, or just prior to the heavy consuming season for gasoline. The fallacy of this argument is brought out in the following paragraphs. Seasonality of Oil-security Prices The indexes used in this paper as indicators of prices of oil securities and general industrials are those compiled by Standard Statistics Co. The oil producing and refining stock index includes 14 representative petroleum companies, while the all-industrials index is made up of 347 issues. All figures are stated as relatives, with 1926 = 100. The primary basis of the index, and one that gives a good weighting of the relative importance of the company within the industry, is the total market value of the stock issue outstanding; i.e., the market price times the number of shares outstanding. Adjustments are made for the addition or elimination of issues from the group index, for stock dividends, split-ups, stock rights, et cetera. At the present time the oil producing and refining index includes the following companies: Atlantic Refining Co., Consolidated Oil Corporation, Continental Oil Co., Gulf Oil Corporation, Humble Oil & Refining Co., Ohio Oil Co., Royal Dutch Co., Shell Union Oil Corporation, Socony-Vacuum Oil Co., Standard Oil Company of California, Standard Oil Co. (Indiana), Standard Oil Co. (New Jersey), Texas Corporation, Union Oil Company of California. In calculating the seasonal for oil-security prices several periods have been selected as indicat,ive of major changes in the industry, as follows: 1. 1918 through 1936. This gives an over-all picture of the industry during the motor-vehicle, motor-fuel era. 2. 1927 through 1936. This period includes the control stages, both voluntary and coercive. 3. 1927 to September, 1933. This is the pre-code period of control.

This paper deals primarily with the advantages realized from the adoption of methods more suitable than those previously used. The improvements noted include: (1) modification of practice in shrinkage stoping, (2) use of sublevel caving over grizzlies, (3) improved haulage and loading, (4) use of contract wages wherever possible. The Washington mine is on Jonestown Hill, one mile south of Oxford, in northwestern New Jersey. It is producing 16,000 tons of concentrates a month, which are being shipped to the Alan Wood Steel Company's furnaces at Swedeland, Pennsylvania. History The first settlement in this region is reported to have been in 1735, and the magnetite ores were recognized immediately. The first furnace, built in 1741, began operation in 1743. During the Revolutionary War the output was chiefly used for making cannon balls, which, owing to the sympathies of the community, without doubt found their way into the hands of the British. This old furnace is still standing. Several important veins were soon developed, including the Martin, Strayley, McKinley, Adelaide, Welsh and Lanning. Mining was carried to a depth corresponding to the capacity of the pumps available. When these became inadequate, the workings were abandoned, and another vein was opened up. The Washington vein was probably discovered about 1850, and the first shaft started in 1854. In 1879, William H. Scranton made the first complete magnetic survey of the district and serious exploration of the deposit was begun. Rather indifferent success attended the earlier efforts of the many companies that attempted to mine and smelt the ore. In 1929 the property was leased by the Warren Foundry and Pipe Co. to the present operators, and the modification of practice then inaugurated is described in this paper. Geology These veins, like most eastern deposits of magnetite, are formed from, or are contemporaneous with, pegmatite intrusions into a gneissic country rock. MANY requests for information as to the possibility of washing coals to some predetermined percentage of ash or sulfur have suggested that the producers aim to satisfy some degree of purity set by the user of the fuel, rather than to attain the greatest economic benefit to all concerned. This paper is written to show that the highest economic purity of washed coal can be determined from washability studies of the raw coal, costs of mining and washing coal, and data on the effect of ash and sulphur on the value of the coal for the particular use for which it is intended. COKE FOR BLAST-FURNACE USE For purposes of illustration, we take the case of coal washed for coke to be used in the iron blast furnace. The method outlined can be made general in its application by substituting for the figures used here the actual operating figures for the particular case under consideration. In general, it costs the blast-furnace operation from 8 to 25 c. per ton of pig iron to slag out each 1 per cent. of ash introduced into the blast furnace by the coke. This figure depends on which one per cent. of ash is removed, and decreases with decrease in ash: When blast furnaces and coal mines are considered as a whole, the figure decreases to zero and then becomes negative, on account of low recovery of washed coal. Various figures1 have been given by different investigators: These figures necessarily differ, not only on account of the differences in operating costs but on account of the difference in the respective fuels as well. For the purpose of this paper, which, as explained, is to point out a method of attacking a certain problem, the figures used in the exposition of the method are of secondary importance. It is apparent that no universally applicable figures can be used, because there are none. Each plant has its own coal,2 its own operating cost, and its own conditions.

We at Hughes Tool Co. are extremely proud of the quality of the hardware and techniques introduced through our efforts in tunnel-machine development and of the ready acceptance of them by manufacturers and contractors throughout the world. All of us who attended the conference and who are represented in the book, we believe, anticipate an increasing need for improved methods of underground excavation. The development of such methods will permit the further exploitation of our underground resources plus providing underground space for transportation and habitation at a rate compatible with demand. We hope that our comments, derived from the application of Hughes Tool Co.'s rotary boring experience, may provide a better understanding of the boring method as a possible avenue through which the desired improvement in underground excavation may be attained. We hope you may also become aware of some of the problems Hughes, as a pioneer developer of raise, shaft, and tunnel-boring equipment, must face prior to further major undertakings in this very interesting field. Our task is to acquaint you with the present status of the Hughes Tool Co. development program as it relates specifically to tunnel-boring machines. We feel this task can best be accomplished by a brief review of the general sequence of events leading to and constituting an equipment development program and more specifically the manner in which these events have occurred to either influence or further our boring-machine development program. The development of a machine to accomplish a certain function or series of functions is usually a very long and tedious process to which any number of individuals must contribute, perhaps over a period of centuries. Of particular irony is the fact that often those who contribute most generously do not necessarily reap the greatest immediate benefit. A marketable ma- chine will, however, result from a sequence of events such as these: 1) A problem or need is defined. 2) An idea is born to eliminate the problem.

The mineral industry of today is faced with a number of dilemmas, not the least of which grows out of the series of related facts-world mineral consumption is growing, and is expected to continue to grow; maintaining adequate capacity to meet needs will require very great capital investment over the next decades, investment which must be measured in billions of dollars; much of the new production must come from remote and relatively underdeveloped countries; many of the areas in which such development must take place are not areas in which private capital enters without some trepidation. There are real problems in financing new mineral development-problems which have occupied the thoughts of many in the industry. One group which is currently providing part of the answer, and perhaps pointing the way to further progress in the future, is the World Bank. Loans from the World Bank are arranged usually for countries which are attempting to develop their economies through expanded industrial production. More often than not they are for the development of electric power projects or transportation facilities. Although we consider the mineral industries to be basic factors in industrial development and very important factors in the early stages of development of a country, few of these loans are for mineral development-no more than a half dozen out of a total of well over 300 loans which have been granted to date. Yet the World Bank has played a far more important part in world mineral development than these figures would indicate. The few loans for mineral development which it has made are important, but of considerably greater importance are the secondary effects of many of the non-mineral development loans and some of the special services which the Bank also offers.

Flotation has been so closely allied with the sulfide minerals and their early and associated oily reagents that the term "oil flotation" has erroneously been applied to the entire flotation process. Today, the term "chemical flotation" might be used to advantage. Flotation literature has dealt primarily with the removal of sulfides from non-sulfide gangues, and the separation of one sulfide from another. Now, the application of the process to the separation of nonsulfide minerals is coming to the fore; and from the standpoint of the number of commercial minerals involved, the flotation of nonsulfides offers the larger field. Here, soap or soap-forming substances, such as the fatty acids and their derivatives, are used; hence there may well be a subdivision of the chemical flotation process called "soap flotation." Early experimenters learned that it was easy to form a froth or foam that would carry a part or all of the ore charge over the lip of the flotation machine; but this could not be regarded as flotation because of the lack of selectivity. Doubtless soap was one of the first reagents tried, and doubtless it was rejected on account of its gangue-carrying properties. Now this same gangue-carrying ability makes soap an acceptable reagent, for we are dealing with that which, among sulfides, is considered "gan-gue." As in the flotation of sulfides, so in the flotation of nonsulfides, the selective flocculation of the mineral and the dispersion of the gangue are the first objectives. In fact, these two phenomena epitomize flotation. They depend upon the unlike surface properties of the respective minerals; and as long as the components of an ore have unlike surface properties, a separation is possible, at least in theory. Often in nonsulfide flotation it makes little difference which mineral floats and which is depressed; generally only a separation is sought.

The first to appreciate and foresee the value of applying electrical measurements to structural studies was Prof. Conrad Schlumberger, Professor of Physics at the School of Mines in Paris. One of his earliest practical undertakings in this line was carried out, in the field, at Fierville-la-Campagne, Normandy, in 1912. His book, published in 1920, still stands as an authoritative, fundamental treatise on the use of the electric current in geological studies, in spite of the rapid evolution of geophysics during the last seven years. A remarkable feature of this book is that, even then, it stressed the role of electricity in structural investigations and made public the first successful results obtained therewith. Stratigraphic studies have been pursued continuously by Conrad Schlumberger and his associates since 1912, the only interruption being the World War. The results attained demonstrate the wide possibilities of electrical exploration in structural work. This field of activity is, at the least, as varied and valuable as the search for ore. It is curious that until very recently it has so slightly attracted the attention of geophysicists and geologists on this continent. The purpose of this paper is to present briefly some examples of the practical application of the potential methods to geological studies. These examples are chosen from a number of problems solved in the field by our firm, in the course of its consulting practice. Certain fundamental points are briefly stated before the field operstions and interpretations are described. Conductivities of the Rocks Compared with metallic substances, rocks are poor conductors. However, it would be a grave error to affirm that they are completely insulating and that no electrical current can flow through them. It is surprising to encounter, even now, in certain discussions about the applicability of the potential methods, deductions based on this assumption that rocks are absolutely nonconductive.

The older coal chemist had a much simpler conception of coal than we have today. To him coal was a mineral composed essentially of carbon, hydrogen, oxygen, nitrogen, sulfur, ash, and water, in various proportions. His studies on the constitution of coal were directed along the conventional lines of proximate and ultimate chemical analyses and making deductions from these data without any real appreciation of the fact that coal is a conglomerate of various chemical compounds, including many of the most complex structures known to organic chemistry. The view of the modern coal chemist is well expressed by Franz Fischer,' who says that while proximate and ultimate analyses are important both from the scientific and technical point of view, they tell the chemist no more concerning the number and kinds of chemical compounds that constitute coal than the reader would learn of the contents of a book if told that the printed contents consisted of 15 per cent. of the letter "e," 5 per cent. of the letter "n," 1 per cent. of the letter"g," 4 per cent. of the letter "b," etc. As the reader must have the grouping of letters into words and words into sentences, so the chemist must have the grouping of atoms into molecules and the proportion of each molecular compound in the coal aggregate before he acquires an adequate knowledge of the constitution of coal. Modern investigators2 are laying the foundation of a new chemistry of coal based on the biochemistry of plants and the chemical changes involved in processes of fermentation and decay. As

In a previous paper upon the enrichment of mineral veins by later metallic sulphides,? the writer has shown that certain masses of rich ores, such as are found in many mines, either near the water-line or as bonanzas in depth, are of secondary origin, and are due to a leaching of lean ore and the concentration of the material by reaction between the solution and the unaltered ore below. The geological and mineralogical evidence is believed to form an adequate basis for a chemical and physical explanation of the phenomenon. In the present paper the writer will give a brief synopsis of this theory, and will apply it more particularly to deposits of the precious metals, laying special emphasis upon the dependence of such enrichments upon the presence of iron sulphide (as pyrite, etc.) in the primary ore, and upon structural features which control the circulation of the enriching solutions below the water-level. It is believed that many, though not all, of the bonanzas arid pay-shoots of rich sulphide ores, especially those carrying gold and silver, which are encountered in ore-deposits, are of such secondary origin. Apparently it is essential that the occurrence and structural relations of such ore-masses should be understood, as the success of the mine is often dependent upon the finding and extraction of these ores. A legitimate deduction, too, is that such ore-deposits decrease in value With depth. As my own studies have been mainly in Montana, my illustrations must be drawn from the ore-deposits of this and adjacent States, with such as I have noted in hurried visits else-

NATURE has provided us with many metals, but with few really good ones, and frequently the better metals are the rarer. It is to this circumstance that many physical metallurgists, inventors, and just plain experimenters owe their employment, for much of their work is directed, consciously or otherwise, toward the alleviation of some of the more serious shortcomings of the cheaper, less noble, and weaker metals; by alloying, age-hardening, passivating, cladding, plating, and other useful dodges, which sometimes permit the substitution of one of the less gifted metals for one of the really good ones. As a matter of fact, the varied needs of our complex civilization could be quite well met with only five metals, if they were sufficiently abundant, and one of the five would certainly be platinum, the most noble and versatile that nature provides. Many metals are difficult to handle and seem to take pleasure in defying their investigators to find good uses for them, and finally when a use is found it is frequently quite a specific one; in other words, a hole has to be found--or perhaps made-to fit the peg. It is for this reason that a large amount of research must be con- ducted before the more recalcitrant metals become really useful. In platinum, however, we have a metal that inherently possesses so many valuable attributes that it became useful as soon as methods for producing it in massive ductile form were devised, and once its complicated chemical behavior was understood it became principally an aid to research rather than the subject thereof. Land is a precious resource and should be treated as such by all members of our society. The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb the earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and surface mining. This chapter discusses the relationships of the environment to land as it applies to surface operations ill the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds. abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled. ACTIVE SURFACE MINING OPERATIONS Mining by surface methods includes rock quarries; sand and gravel pits; huge open pits to extract iron, copper, phosphate, and other ores: and coal mining. Production of coal by surface methods is now approaching 300 million tons annually, amounting to almost 50% of the total coal output. Surface coal mining can be classified into the following four broad categories: Open pit mining is practised where the coal beds are extremely thick, as in some western states, or where the coal beds are sharply pitching, as in the anthracite region of the eastern United States. A typical open pit mine, with coal beds of 10 to 100 ft or more thickness and a relatively small ratio of overburden, generally employs large scraper-loaders to re-

Mr. ASHBURNER's paper on the Classification and Composition of Pennsylvania Anthracites, read at this meeting, well shows the need of new and accurate determinations of the heating value of these coals. A similar need exists for the determination of the value of bituminous coals, since the variation in quality of the latter is greater than the variation in anthracites. The recent extensive use of liquid and gaseous fuels, " patent" fuels, tan-bark, and other refuse fuels, also makes a necessity fix some correct method of determining the relative values of each of these fuels. Mr. Ashburner has recommended that tests of coals should be undertaken by the Second Geological Survey of Pennsylvania, and Professor Dewey, as stated in Mr. Ashbnrner's paper, has suggested a plan for tests of American coals, by the Smithsonian Institution, for which an appropriation by Congress will be asked. It is to be hoped that if any extensive series of tests of coals is carried on under either Government or State auspices, the erroneous methods of test which were followed by Professor Johnson in 1842, and by Quartermaster-General Meigs in 1882, will not be adopted.* The first requisite in determining the heating-power of a fuel is proper apparatus, such as has not been used in any of the tests of American coals yet reported. In the hope that more accurate means may be used in future tests, the writer desires to call attention to an apparatus which he has designed for the purpose. Not having had opportunity for making a trial of it, nor even of having it criticised by others, he does not offer it as the best possible apparatus; but if it contains any points of value, and leads to the design of still more suitable devices by others, the object of the presentation of this paper will be accomplished. The tests by Professor Johnson and General Meigs were made by evaporating water into steam in ordinary steam-boilers. A steamboiler of ordinary construction is not a good apparatus for determining the heating power of a fuel, for the following reasons:

This paper is a brief description of the design and equipment of a new coal mine in southern Illinois, which has many features not common practice in shaft coal mining and which is laid out and equipped for such unusually large capacity that it promises soon to become one of the largest mining operations of its kind. Shaft sinking for the mine, New Orient, was commenced in May, 1921, by the Chicago, Wilmington & Franklin Coal Co. In October, 1924, the plant was practically completed and was producing over 6000 tons of coal per day. There is good prospect that within a few years, when the mine is fully developed and manned, the output will attain a daily rate of 12,000 tons. The coal seam at New Orient lies approximately horizontal, about 500 ft. below the surface, and may be said to run from 9 to 12 ft. in thickness. The tendency in Franklin County has been toward large mining units (5000 to 6000 tons per day) with great care being given to protection against fire and explosion hazards, and usually with quite elaborate surface plants permitting careful preparation of the coal into graded sizes comparable with those made in the anthracite region. The field is unionized, with uniform conditions of wages for various classes of work, hours, etc., and the Illinois mining laws are quite specific with regard to fireproofing and safety measures. These conditions make it difficult for any hut well-equipped and well-operated mines to meet the competition of the numerous fine properties of which this county can justly be proud. The coal company's property was already developed on the western side by the Orient mine—a much visited and written about operation (with which many of you are possibly familiar through the Department of Mines' film "The Story of Coal") which until recently held the 8-hr, production record with 8218 tons and usually ran quite consistently with production of slightly over 6000 tons per day. Experience at Orient wat naturally one of the greatest influences in determining the location and character of the New Orient.

During the first half of the year 1935, the oil industry in California was on a fairly profitable basis, owing mainly to the operation of the Petroleum Marketing Agency. Coincident with the discontinuance of enforced curtailment, California production surged upward from an average of about 500,000 bbl. per day (over the first five-month period) to approximately 625,000 bbl. per day (over the last seven-month period). On Dec. 9 the state production had reached a peak of over 700,000 bbl., a figure that had not been approximated since the early days of voluntary curtailment (Fig. 1). A price cut was instituted during the last half of August, but had no deterring effect on operators that were determined to take advantage of the breakdown of curtailment and produce to capacity. New reserve figures, compiled from actual potentials, available after cessation of curtailment, revealed the startling fact that California reserves were rapidly declining. This situation, coupled with the desire among operators to obtain a more equitable price for their dwindling reserves, caused a restoration in November of a portion of the August price slash. A further rise in price was effected in early December, and crude quotations at the end of the year closely approximated those in effect during the first right months. At the close of the year, the industry felt confident that the production situation was under control. In all fields where competition is keen because of close spacing, production is gradually declining. In the Los Angeles Basin especially there is no likelihood of a large amount of overproduction, unless a new pool is discovered or deeper drilling reveals a prolific source of crude. As long as the fields that are operated by a few companies, such as Kettleman Hills, North Belridge, Ventura Avenue, West Coyote, Dominguez, and some others, can be controlled, it is believed that the overproduction problem in California will be solved.

The major development in stabilization of the oil industry during 1933 was the transition in the United States from state control to federal control in many of the functions that government is presumed to exercise. A brief review of the influences leading to that transition is given here to suggest its significance and to assist in forecasting its further development. Bitumens were known to the ancients and have been applied to minor uses since earliest historic times, but it was not until after the discovery of oil in considerable quantities near Titusville, Pennsylvania, in 1859 that it was made the basis of extensive commercial undertakings. In 1859 little was known about the origin of oil and gas, the nature of these deposits, and the physical laws that controlled their accumulation. Scientists soon began to study them, but 50 years or more of active oil-field development had elapsed before sufficient geological information had been accumulated to point the way toward efficient recovery of these products. In fact, only within the past five years has the function of reservoir energy become widely understood, yet it is a primary factor in oil recovery. discovery near Titusville, this infant industry has developed into an industrial giant. In complete ignorance of their destructive effect, wasteful development methods were initiated in Oil Creek and these became industrial habits. These habits in turn became oil and gas law. Under that law vast sums of money have been expended, rights have become vested and development methods fastened on a great industry that not only bring upon it periodic demoralization but cause ruthless destruction of the nation's reserves of these important natural resources. This is occurring in the midst of a petroleum era when oil is essential to the nation's security, its industrial supremacy, and the personal convenience of every citizen. Its conservation, therefore, has become a question of grave national concern. By streaming potential techniques, the zeta potential of quartz has been measured as a function of the concentration of dodecylammonium salts at different pH values. These experiments indicate that adsorption of dodecylammonium ions takes place as individual aminium ions until a certain critical concentration is reached in the double layer, at which point the adsorbed collector ions begin to associate into patches of ions, called hemi-micelles. Because of its effect on the surface potential of quartz, pH controls the adsorption of dodecylammonium ions. The value of cooperating agents and nonionized constituents of flotation systems is discussed. A PREVIOUS investigation' of the role of pH in the flotation of quartz with anionic collectors is here extended to an inquiry of how the cationic collector, dodecylammonium acetate, is adsorbed at the quartz-solution interface. The equilibrium amount of this collector adsorbed by quartz has already been measured as a function of concentration and pH.2,3 The weight of prior evidence has suggested that two mechanisms are involved in the adsorption of this collector by quartz, but with existing adsorption measurements alone it is not possible to determine what the mechanisms are. Gaudin and Bloecher2 postulated that a polymolec-ular adsorption coating begins to form before the first monolayer has been completed. Gaudin and Morrow4 indicated that a similar situation might exist in the film of dodecylammonium ions on hematite. A study of electrokinetic potentials at the quartz-solution interface provides some detail toward a fuller understanding of the adsorption mechanism. Experimental Results The zeta potential at the quartz-solution interface was calculated from streaming potential data measured with the apparatus described in detail in a thesis by Fuerstenau5 and briefly in a paper by Gaudin and Fuerstenau.1 The quartz used in these experiments was a 48/65-mesh fraction prepared in the manner described previously.'
