The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

New sedimentological and biostratigraphic data indicate that the Leron Formation in the Markham Suture Zone, Papua New Guinea (PNG) represented Pleist- ocene alluvial fan-delta deposition in shallow marine to lacustrine environments. The distribution of sedimentary regimes in the Leron Formation indicates that during collision zone evolution, various tectono-sedimentary regimes do not always track the movement of the triple-junction systematically as idealized by Crook's (1989a) model. The migration of various tectono-sedimentary regimes are also controlled and influenced by the effects of second-order geometric features of the convergent margins. Leron Formation in the Markham Valley represents late to post-collisional marine to fluvial molasse. Foraminifera indicate that the collision and concomitant suturing of the Markham valley occurred after 1.32Ma.

This discussion is concerned with the method of manufacturing, the design possibilities, and the properties of pole pieces for direct-current electric . motors and generators made from iron powder. In such applications as pole pieces, the electric and magnetic properties of the material are of major importance, therefore they are discussed somewhat more fully. However, the main advantage in making pole pieces from powders lies in the rapid and inexpensive method of manufacturing these pieces, and in the flexibility of design, rather than in their superior electrical properties. As a matter of fact, pole pieces from iron powder have found their principal field of usefulness in small electric motors for controls and similar applications where the highest possible flux density in a given design is not required. Fig. I shows a number of different designs for pole pieces made from iron powder. The steps involved in fabricating them are: (I) briquetting—with each stroke of the briquetting press a complete . pole piece is produced; (2) sintering, and (3) sizing, which is a one-step coining operation in a hand-operated punch press. Conventionally small pole pieces are made from laminated electrical sheet steel stock by punching out the laminations and riveting them together (Fig. 2). The powder method has the advantage of being rapid and inexpensive; also, it makes possible the molding of pole pieces with a round hub, which are better from a design standpoint, as will be shown later. It is difficult to make such round-hubbed pieces from laminated stock. The pole pieces could, of course, be machined from solid stock, but this method is not widely used. The raw material for making pole pieces from powder is straight iron powder without the addition of any alloying ingredients. However, the grade of powder used is of considerable importance, as will be shown later when the influence of the grade of iron powder upon the magnetic properties is discussed. Pole pieces are briquetted in the same way that other iron-powder machine parts are made. Because the pole pieces are flanged—i.e., they have a hub and a wing section—they are made in presses that apply pressure from both ends. For best mechanical and magnetic properties, the density throughout the piece should be even and also should be constant from piece to piece. For that reason a powder of constant compressibility from batch to batch is needed for briquetting pole pieces. One method of obtaining the required magnetic properties is to sinter the pole pieces at temperatures higher than are used for most iron-powder parts. A temperature of 2400°F. and an atmosphere of hydrogen has been found satisfactory. No automatic furnaces of the roller hearth or mesh-belt type have yet been developed for such high temperatures. The health & safety of all workers in an underground environment is paramount to the success of our operations. The diesel emission reduction projects are key to improving such an environment. However, care must be taken to reduce the risk to personnel during such tests and prevent exposure to other hazards. VALE Inco works in a close partnership with its unionized employees, manufactures, suppliers, researchers and government officials to ensure projects are done safely and efficiently to successful completion. The Creighton Mine Diesel Particulate Filter (DPF) project is an example of such a project that is currently under way to evaluate new and innovative technology that will further our search for improved environment for our workplace. This paper will discuss the issues and processes that are followed to ensure Diesel Particulate Filter (DPF) field tests are conducted safely and productively.

The primary purpose of these investigations is to determine dewatering requirements and likely impacts associated with mining operations. Standard aquifer testing techniques were carried out at multiple locations within the Ord Range near Pardoo, Western Australia. Aquifer properties of an oxidised haematite orebody were calculated from test pumping data conducted in five fully penetrating test bores. Hydraulic properties of the Ridley magnetite orebody were calculated based on short term constant rate pumping tests, and packer tests. Packer tests were conducted in undeveloped and uncased exploration holes and diamond core holes. The new data sheds light on the hydrogeological properties of this previously unexplored region of Western Australia.Aquifer testing procedures for each bore included a preliminary step test followed by a constant rate test. Recovery data were collected in each bore over a period of four to six hours. Prior to testing, background water levels and water samples were collected in a network of monitoring and exploration bores to establish baseline water levels, gradients and water quality. Water quality within the bedrock of the Ord Range varies from 2000 to 5500 mg/L TDS whereas water quality within the alluvial sequence of the De Grey River is highly variable (400 to 2500 mg/L TDS), but is predominantly brackish with some water of potable quality which is used to supply Port Hedland. Test pumping supports the conceptual hydrogeological model that consists of a pod like orebody (aquifer) surrounded by low permeability waste rock (BIF), with very weak hydraulic connection to the adjacent alluvial systems. Calculated hydraulic conductivity from test pumping data across Pardoo ranged from 0.01 to 59 m/d, depending on deposit tested.A groundwater model was used to simulate dewatering required in proposed pits and to estimate the impact of dewatering on the surrounding shallow alluvial aquifers. Test pumping and numerical groundwater flow modelling indicate the proposed below water table pits can be successfully dewatered utilising in pit dewatering production bores. Yields from individual dewatering bores will reduce with time due to the reduction in saturated aquifer thickness.Based on the numerical groundwater modelling and field investigations the likely impacts to the adjacent De Grey River alluvial aquifer system (within the Priority 1 De Grey River Water Reserve) resulting from mining and dewatering activities is considered minimal. Recalibration of the groundwater model will be undertaken once several months of dewatering data are available.The aim of this paper is to present a range of aquifer parameters derived through standard aquifer testing techniques for an area previously unexplored in terms of hydrogeological characteristics. It is the goal of the authors to provide this comparison data set for future work in similar geologic media.

The electrowinning (EW) circuit involves using DC current in the electro-deposition of metal ions dissolved in an electrolyte solution. This paper reviews a method to generate an electrical model of an EW circuit and the resulting DC current flow and voltage distribution within the circuit. Topics include: calculations of electrolyte conductivity and the equivalent electrical resistance of the electrolyte within the electrolyte pipelines connected to the EW circuit; the breakdown and classification of the EW cell voltage into thermodynamic and ohmic potentials; methods to calculate current flow and voltage distribution throughout the EW circuit; and the development of an interactive visual computer model to simulate an actual EW circuit. Stray current can pose an electrical shock hazard to employees in electrolytic tankhouses. Increased awareness and understanding of the voltage distribution and potential stray current in an EW circuit can help mitigate the risk of tankhouse workers becoming exposed to electrical shock hazards. INTRODUCTION Copper electrowinning tankhouses include rectifiers that deliver large amount of DC current to a series of electrolytic cells consisting of electrolyte solution and electrode pairs. The design also includes metallic conductors in the circuit which include the rectifier’s positive and negative busbar, inter-cell busbar, and the anode and cathode frames. The electrolyte acts as an electrical conductor that transfers current via ions between the anodic and cathodic electrodes within the cell. Electrolyte, as a conductor, is also capable of conducting DC current outside the main EW circuit through the connected electrolyte feed and return pipe systems. DC current that follows a path other than the intended path through the series of electrolytic cells is referred to as “stray current”. Developing an electrical model enhances understanding of voltage distribution and current flow in an EW circuit. This paper discusses the derivation of the various representative components of the model as well as the output from the model. An interactive visual computer simulation incorporates the model output in order to aid in the understanding of voltage distribution and current flow throughout the EW circuit.

The Bright water Conveyance System includes 21 km of tunnels mined by two earth pressure balance Tunnel Boring Machines (TBMs) and two slurry TBMs. The probabilistic baseline approach defined in the Geotechnical Baseline Report (GBR) can representatively be verified by use of a comprehensive tracking system to identify face conditions that allows comparison with the baselines. The glacial geology includes a high lateral variation in soil types that, when combined with the pressurized face tunneling methods, creates challenges for documenting face conditions. Baseline tracking using spoil samples and TBM operational parameters provides information to document actual conditions and support resolution of differing site condition claims.

Jacked pile is the only piling system in which the load capacity of the pile, at any penetration depth, could be monitored directly during its installation process. Each installed pile could have a graph of jacking load versus depth of penetration. For safety purposes, the maximum applied jacking load during installation of a pile could be assumed as the minimum load capacity of the pile. This load capacity will increase with time since the drop in soil strength due to the installation process will recover later on. In order to determine accurately this jacking load, a research was carried out by comparing the load capacity of a pile at certain depths to the jacking load recorded during the installation process. The load capacity could be calculated using cone resistance, qc, and local friction, fs, from Dutch Cone Penetration Test. A graph could be drawn of the load capacity against the depth. By applying a correction factor, a, to the data of local friction, the calculated graph could be matched to the graph of recorded jacking load. The a factor is found to depend on the soil type, which is in this case, represented by the magnitude of cone resistance. The soil type is divided into 3 categories according to qc values (qc < 500 Kpa; 500 Kpa < qc < 2000 Kpa and qc > 2000 Kpa). Graphs of the a factor versus depth and a sample of calculation are presented in this paper for easy application.

"Quang Ninh province is located in the north east of Vietnam and the coal mining in the province generates two thirds of the province’s GDP. The coal is extracted from both open pit and underground mines for the country’s complete coal export and by a share of more than 90% for domestic coal usage. Overburden generated through open pit mines is piled up nearby in the form of large waste rock dumps. The side-hill fill dumping near open pit mines is the source of environmental degradation in the region. Among the current problems at solid waste rock dump sites are dust emissions during and after dumping as well as Acid Rock Drainage (ARD). One of the major existing problems at waste rock dumps is dump stability (comprising erosion, sliding and subsidence issues). The RAME R&D project (Research Association Mining and Environment in Vietnam) is - among other activities - actively involved in the research for stabilisation and rehabilitation of mine waste rock dumps in Vietnam in the form of several sub-projects. The Institute of Mining Engineering I of RWTH Aachen University is leading the sub-project of mine waste dump stabilisation in co-operation with Chair of Geotechnical Engineering and Brenk Systemplanung GmbH. Mine waste dumping in the form of layers as an alternative to the side-hill fill dumping is expected to bring up environmental and economical benefits by minimising the problems of dump sites with the contribution to a sustainable development. Reduction of the post construction settlements, long term stable dump profile with minimum erosion, improvement of material parameters for geotechnical slope stability through compaction from hauling trucks as well as economical evaluation of new dumping concepts are the areas of the current research. The project has been financed by German Federal Ministry for Research and Education (BMBF). The ultimate aim of the sub-project is the compilation of the project results in the form of a "Best Practice Guide" and software based "Decision Support System" for planning and management of solid mine waste dumps."

Linking Ashford International Station to the new Channel Tunnel Rail Link required over 5000 rotary bored and CFA (continuous flight auger) piles to form tunnel walls and viaduct foundations and to support overbridges and trackside barriers.. Much of the work was carried out close to the existing railway infrastructure. Plunged columns were used to maintain traffic flows over the tunnel site during construction. The results of an extensive programme of vertical and lateral load tests on bored and CFA piles in heavily overconsolidated Weald Clay are compared to illustrate the relative importance of stress relief and of prolonged exposure to bentonite. The completion on schedule of this major piling and ground engineering contract (value £30 million) demonstrates that collaborative working in partnership produced cost effective solutions to a series of challenging technical and logistical problems.

"Lax, misguided, and dangerous" is Rep. James Santini&apos;s description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation&apos;s economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter&apos;s incomplete Non-fuel Minerals Policy Review also drew the committee&apos;s ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry&apos;s inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government&apos;s approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter&apos;s Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

It is now generally conceded that coal is the product of deposition and transformation of debris of forests and swamps.29 Ample data are available to illustrate the metamorphosis of biochemical substances through biological action; other data show the progressive regional metamorphism existing in coal beds;25 and numerous examples of change effected by intrusion of igneous dikes into coal deposits have been established.23 However, often the relative importance of the biological and the geological factor in determining the character of the various natural coals is a debatable question. Since both biological and geological factors are ever present in nature, the problem, at first glance, would appear to resemble certain probability problems: specifically the simultaneous toss of two coins, with the biological factor as heads and the geological as tails. The probability is 2:I for the combined effect of both factors, as compared to the exclusive effect of either one, if the a priori probability is the same for each factor. This condition can be analyzed by a thermodynamic treatment of data, which may be obtained from a consideration of pertinent biological, chemical, geophysical and geological facts. Synopsis of Biological and Chemical Facts The biosphere is not sterile; i.e., microorganisms are always present. Microor- ganisms have been established in the ocean deep, under the ice of the polar regions, in the sand of the deserts, and in swamps far below the surface. The various biological media may be acid, neutral, or alkaline, and they may or may not be readily accessible to air. Microorganisms are encountered almost everywhere, except where the temperature is not within the range tolerable by microbial life. Of course, with changing conditions, the type of microorganisms will change. All chemical products of life—proteins, fats, carbohydrates, lignins, waxes, resins— may serve as a habitat of microorganisms. In the decomposition of a medium, some microorganisms macerate organic matter mechanically and remove certain constituents for their own nutrition; others decompose a large part of the organic matter but may leave certain constituents undecomposed. Some attack only certain specific ingredients of the organic matter. All of them build up cell substance. The nitrogen content of the medium largely determines the degree of decomposition. Below 1.7 per cent nitrogen, growth of microorganisms and hence decomposition of organic material is retarded; consequently organic material will accumulate.17,32 Such accumulations of organic material may give coal eventually. Coals differ in type and rank. The nature of the original vegetation and the conditions attending the transformation of the accumulated debris determine the type of coal such as bright, splint, cannel, and algal or boghead coals. It is shown that factors associated with conditions whIch are thermodynamically favourable for the formation of CuS04 in roasting lead to high copper recoveries on leaching. One of these factors is the ratio of the air to solids used for roasting. This can be varied widely without loss of temperature control in the sulphating roasting of many Australian copper concentrates.Thus, the prediction of the air to solids ratio corresponding to a maximum p(SO3) value, for a given concentrate and temperature, is of importance in fluidized bed roasting, since this could be associated with the formation of a maximum quantity of CuS04. Calculations are presented which predict this air to solids ratio, not only for a given concentrate composition, temperature, and pressure, but also for air which is enriched with sulphur dioxide or oxygen.

A linear motor properly wound can serve as a mechanism for separating paramagnetic sulphide minerals, like pyrrhotite, from other sulphides and associated gangue minerals. The effectiveness of separation depends on the energising current of the separator, the frequency of the ac cycle, and the particle size of the minerals. The speed of travel of the minerals over the surface of the separator is also a function of particle size, and appears to be constant. The movement of pyrrhotite, magnetite and iron filings of comparable size fraction (150 ¦m +74 ¦m) on the linear motor surface has been observed using a cine camera. An attempt, has been made to give a theoretical basis for the movement of the particles by calculating the minimum electrical energy required to move them. Further, the rate of decay of magnetic moment of the particles has been estimated for magnetite and it has been found that sufficient residual magnetism existed in the particles after they had been exposed to the first half of an ac cycle for them to have like polarity with the second half of the cycle. The particles are therefore repelled from the motor surface every second half of the cycle. This repulsion due to remanent magnetism is the probable cause of particle movement over the linear motor surface.

The full history of exploration successes, failures and related costs from initial greenfield exploration in 1987 to the current brownfield stages was analysed for the Plutonic Marymia Gold Belt of Western Australia. This belt, which had escaped the attention of turn-of-the-century prospectors and had not produced any gold until 1990, is an ideal area for a collectively exhaustive, progressive value and risk case study of expected return on gold exploration. The study analyses the progressive screening of over 200 greenfield and near mine prospects, through various stages of exploration to the establishment of 38 mining sites, ranging from a few large mines to small satellite operations. It provides empirical estimates of the historical Bayesian probability of projects advancing to successive stages of exploration, eg from reconnaissance, to systematic drill testing, resource delineation, feasibility and mine development, given a successful outcome in any exploration phase. The ratio between the estimated value of the gold discovered and the corresponding historical exploration expenditure in each year and cumulatively, ie the average cost of discovery per ounce of gold, are then computed as measures of historical return on the exploration investment in this belt. These, together with an estimate of the æresidualÆ gold endowment, ie of the number and size of possible as yet undiscovered deposits, generated through the use of rank statistics (ie ZipfÆs law), provide a basis for future strategic consideration in exploration targeting in this and similar geological terranes.

Minerals and Metals Group (MMG) subsidiary Lane Xang Minerals Ltd operates a single site copper and gold mine near Sepon in Lao PDR. Gold production commenced in 2002 and first cathode copper production was in March 2006. Plant throughputs for gold and copper are currently 2.5 Mt/yr and 1.4 Mt/yr respectively; use of a second tailings dam has commenced accordingly. Although the increased catchment area creates opportunities for more storage to reduce demand on other water sources, especially during the dry season, it also creates greater requirements for water treatment capacity.The water balance for mining operations in a tropical monsoon environment with dry winters presents on going management challenges. A successful mining operation depends on a careful balance of water inputs and outputs. The challenge prior to every wet season is having enough storage capacity to absorb potential rainfall. Plant operation in the dry season benefits from water captured and stored from the wet season which reduces the dependence on river water. Release of excess water to the environment is necessary to cope with the overall positive water balance and depends on suitable and effective treatment of water in accordance with the environmental guidelines.Ausenco has recently built and commissioned a second water treatment plant at the Sepon Copper Plant to process tailings decant water.&nbsp; The objective of the second Sepon water treatment facility is to increase the site water discharge capacity to maintain the water balance and reduce the dependence on river water.&nbsp; Decant water treatment is required to precipitate the contained heavy metals prior to discharging to surrounding wetlands.&nbsp; The main metal that needs to be removed from the site water to meet discharge water quality requirements is manganese, as heavy metals are already precipitated to required levels in neutralisation before the tailings are sent to the storage facilities. A site layout provision for removal of manganese to produce a saleable carbonate precipitate is incorporated in the polishing plant design (future installation).
