In November 2016, a 7.8-magnitude earthquake caused more than 100,000 cubic meters of rock and debris to tumble down and bury the transportation infrastructure below Ohau Point in New Zealand. All routes between the northern and southern portions of South Island were severed. To undertake the rebuilding efforts, the New Zealand government established North Canterbury Transport Infrastructure Recovery (NCTIR) – an alliance to repair the road and rail networks between Picton and Christchurch. NCTIR’s aim was to have the road open by Christmas 2017, but work also continued into 2018 to complete a number of safety improvements along the highway. The presentation will review the initial remediation attempts, the necessity to re-evaluate the original efforts, the need to incorporate techniques that were “outside-the-box” and different from traditional methods, and the logistics and planning that were required to complete the work safely. INTRODUCTION Shortly after midnight on Monday 14th November, a magnitude 7.8 earthquake struck the small South Island settlement of Waiau in North Canterbury, 100km north of Christchurch. The quake was the largest in New Zealand since the magnitude 7.8 Dusky Sound earthquake in 2009 (GNS 2016). While shaking was widespread with over 15,000 recorded ‘felt reports,’ the worst shaking occurred about 50 seconds after the quake rupturing started. The energy of the tremor progressed north over several minutes with surface rupture recorded on a total of 21 faults. The length of all the fault ruptures combined was close to 100km (GNS 2016). The degree of ground shaking was high, recorded as Modified Mercalli Intensity Scale (MMI) Level 8 – Severe. This level of shaking causes considerable damage in ordinary buildings with partial collapse including fall of chimneys, factory stacks, columns, monuments, walls, etc. At a human level, people experience difficulty standing; while furniture and appliances shift. Geologically, the damage depends on the geological setting. In Kaikoura and the surrounding area, especially the coastal highway State Highway 1, north and south of the town, many of the slopes consist of over steepened weathered, fractured greywacke. During the quake, the shaking caused significant and widespread damage with a total of 26 major slips (and many smaller slips); closing both State Highway 1 and the Main North Rail Line between Picton and Christchurch.

Fully resin encapsulated threaded bar and cement grouted cable bolts are common forms of reinforcement for underground mining excavations constructed at great depth. These elements are frequently installed to dissipate the dynamic loads caused by violent rock mass failure mechanisms. Failure of the ground support scheme without rupture of the reinforcement elements implies that the maximum energy dissipation capacity of the scheme was not utilised. The ground support damage mechanisms are useful to identify in this context as they reveal vulnerabilities which limit the scheme performance. This paper presents a number of field observations of reinforcement performance following a range of dynamic loading conditions. It was observed that fully resin encapsulated threaded bars exhibit variable behaviour. In particular, inconsistent resin encapsulation was frequently observed in combination with surface support failure, indicating that the retention function of these elements may allow preferential loading of the surface support system. Observations of cement grouted, twin-strand plain cable bolts reveal a common mode of damage involving differential displacement across the steel-grout interface and slip of the cable within the borehole. This is common where strands are not mutually tensioned with barrel and wedge assemblies. Surface fixtures that exceed the strength capacity of the cable strand are required in order to minimise the occurrence of this response. Improved load transfer from the rock mass and surface support to the cable can thus be achieved, particularly where small block size failure occurs.CITATION:Drover, C and Villaescusa, E, 2016. "The use of paste technology for surface tailings disposal may offer economic, technical, safety, and environmental advantages for both underground and surface mining operations. Paste is a non-Newtonian fluid having some shear strength during transport and placement. The strength is augmented after placement by consolidation, water loss, and by addition of chemicals. Economical dewatering systems are necessary to the success of surface paste tailings disposal. In an underground mine, the paste backfill plant can produce paste for surface disposal about 50% of the time because only about 1/2 of the tailings are needed for backfill. The distribution of paste to the surface stack involves expensive pumping equipment and thus a nearby location of the stack is desirable. The viscosity of paste can often be manipulated by modifying pH. Placement of the paste in a designed stack configuration depends on topographic and climatic factors as well as paste properties.INTRODUCTIONThe use of paste technology for mine backfill is becoming accepted for underground mines mainly because of ground control and economic reasons. Paste technology is just starting to be applied for tailings disposal with only a few hardrock metal mines worldwide using the technology; however, it has been used extensively for red mud disposal in the aluminum industry. The disposal of dry tailings is very attractive from environmental and safety points of view because of limited water which might potentially escape and pollute river systems. Dry stacking systems, however, are expensive because of filtration and truck transportation costs. Paste can be produced from most tailings streams by special types of thickeners. Furthermore, it can be transported in pipelines, therefore paste technology may be more economic than dry stacking but still have some of the major advantages. Understanding of paste technology has improved through experience with operating underground backfill systems in recent years and because of testwork and research programs by mining companies, consultants and equipment vendors. Thus we may be on the verge of taking a new look at tailings management using paste technology."

Properties of coal which are significant in relation to preparation for carbonization and conversion are reviewed, and existing coal preparation technology which has been used for production of cleaned coal of suitable ash content and petrographic composition for carbonisation, pyrolysis, hydrogenation and similar processes is described. Possibilities for application of this technology to some Australian coal seams is examined briefly. It is concluded that further survey work is required related to the optimization of selective crushing and concentrating operations, with the aim of maximizing production of quality products for carbonisation, etc mainly from Australian seams with only moderate coking characteristics.

Eleven workshops were held in various locations throughout the country in an attempt to reach the many diverse groups working in various mineral commodity areas and special ties. These meetings were held between March 1, 1974 and June 25, 1975. They were held under the auspices of the Bureau of Mines Contract to the University of Missouri-Rolla which was designed to help define Bureau research and development priorities. At each workshop a summary of current Bureau research and development was presented and the attendees were asked to present their ideas on what Research and Development programs should be undertaken to meet their needs locally. Participants included representatives of federal and state agencies, educational institutions, mining companies, equipment companies and other interested parties. The workshops covered under this report include lead mining in Missouri, limestone mining, coal mining both surface and underground in the midwest and in the Rocky Mountain area, iron mining in Minnesota, two top management meetings on institutional problems and, finally, a special two-day meeting on roof control.

The behaviour of coal in a process is a function of both the coal properties and the processing conditions. In the case of the Loy Yang coal deposit, extensive testing has been undertaken to determine: ò the extent, distribution and structure of the coal resource; ò the variations in properties throughout the resource; and ò evaluation of the behaviour of the coal during processing. This has involved the conduct of an extensive borehole drilling program, backed by geological modelling and material characterisation (chemical, physico-chemical and petrological). Evaluation of the behaviour of the coal during processing has ranged from theoretical modelling, laboratory-scale investigations through to pilot scale and full-scale tests. Until recently, the bulk of the work was directed at evaluating the behaviour of the coal for existing pulverised fuel (pf) firing/steam boiler technology and a high level of understanding has been developed of both the coal resource and its behaviour within these systems. More recent efforts have been directed towards the evaluation of new technologies directed towards cheaper and more efficient power generation using this coal. Loy Yang coal has been evaluated in the following technologies: ò Hydrothermal dewatering/direct coal-fired gas turbine; ò Steam fluidised bed drying; ò Solar drying/densification; ò Briquetting; and ò Gasification.

Synthesis of fibrous Ni-Co alloy powders was achieved by thermal decomposition of precursor of complex Ni-Co oxalates solid solutions obtained via modified coprecipitation method among intimate mixing solution of NiCl2?6H2O , CoCl2?6H2O and H2C2O4?2H2O in the presence of surfactant polyvinylpyrrolidone (PVP) and organic solvent ethanol. Scan electron microscopy (SEM), X-ray diffraction (XRD), X-Ray photoelectron spectroscopy (XPS), disperse energy X-ray analyses (EDX) were used to characterize the structure features and chemical compositions of the as-prepared fibres. The influences of decomposition conditions, including temperature, time, the flow rate of N2+H2, and the heating rate, on the morphology, average size and specific surface area of the Ni-Co alloy powders were investigated. It is found that a trend of the mutual alloying of nickel and cobalt: the formation of perfect solid solution for any compositions NixCo100-x was indicated and corresponding NixCo100-x alloys with fcc phase can be obtained under the optimal conditions.

A simulated rockburst experiment was conducted underground at a deep level gold mine. This was done by means of a large explosion detonated in solid rock close to a tunnel sidewall. The resultant shake-out damage is typical of that associated with a small seismic event in close proximity to a tunnel that is subjected to the estimated field stress, as in this case, of 50 MPa. The experiment involved: ?the design of a blast to mimic a seismic source ?seismic monitoring using a dense seismic array ?high speed video filming ?a study of rock mass conditions (fractures, joints, rock strength etc.) before and after the simulation using mapping and ground penetrating radar ?special investigations to evaluate the mechanism and the magnitude of the damage ?a study of support behaviour under excessive dynamic loading.

This paper presents the metallurgical results of column and stockpile leach tests with forced aeration to determine the usefulness of this process in the operational leaching at Sociedad Minera Cerro Verde S.A.A. The evolution of the aeration system is presented and also an innovative solution developed to overcome forced aeration’s main problem, which is the early obstruction of the aeration pipes located at the base of the stockpile, causing a decrease in air and oxygen levels and therefore a reduction in the metallurgical benefits.

The Camp Dresser & McKee (CDM) has been retained by the Sacramento Regional County Sanitation District (SRCSD) to design the Mather Interceptor, a portion of the South Interceptor and Mather Interceptor program. The Mather Interceptor consists of 14,667 feet of 54 to 72 inch gravity interceptor. Approximately 90 percent of the alignment will be constructed via tunneling. Cobbles and boulders in a sand/gravel matrix dominate the ground conditions combined with seasonal perched groundwater table at some of the deeper reaches of the alignment, impacting design consideration. This paper will present the results of a comprehensive geotechnical investigation conducted for this project and in-depth technical evaluation of various trenchless techniques feasible for tunneling in the cobble and boulder laden formations of this project. This paper will also present the risks and issues of the design alternatives and selection criteria.

For low density materials such as coal, density-based fractionation of particles via the sink-float method is relatively simple due to the availability of liquids of suitable density; however, for high density minerals, suitable heavy liquids are less available and those that are available are expensive and pose significant hazards. At best, sink-float separation can be performed up to densities of 4400 kg/m3 with the use of Clerici’s solution at elevated temperatures. Hence the direct measurement of grade-recovery and density-partition curves is problematic. Therefore, in most cases, beneficiation plants must rely on methods such as QEMSCAN, density tracer particles or very limited information to guide them in the design and optimisation of their plants.This paper describes a density-fractionation method utilising laminar flow through a system of parallel inclined channels to generate a series of overflow fractions at different flow velocities. Here the particles are subject to precise hydrodynamic forces with minimal dispersion or mixing. The size distribution of each overflow fraction at a given flow velocity is obtained using a laser particle size analyser, and combined with a laminar flow model to deduce the corresponding density distribution. The paper describes the application of the method to measure the separation achieved using a REFLUX Classifier to obtain the corresponding feed, product and reject ‘washability curves’, and in turn the full partition surface. "Pressure leaching is an option for copper recovery from chalcopyrite. Leaching takes place at high temperatures and pressures in the presence of an oxidising agent. This work shows how the performance of pressure leaching circuits may be improved by optimising the configuration of autoclaves and the heat-removal method. The objective was achieved by creating an autoclave model by combining mass balances, energy balances and population balances. A base-case circuit consisting of a single autoclave was chosen, and this base case was compared with options for increasing capacity by adding more autoclaves to the circuit. These capacity–increase options include circuits in which the additional autoclave is added in parallel, in series and in series with thickening between the two autoclaves. The copper extraction, productivity and cooling requirements for these options are compared. The series circuit with inter-stage thickening has the highest extraction and productivity, however, the cooling duty in the first autoclave is high. In addition to comparing circuit options, three options for heat removal were investigated: cooling coils, quench water and flash recycling. The flash-recycle option results in the highest copper extraction, and the quench-water option gives the lowest copper extraction. INTRODUCTION Background Copper sulfide ores and concentrates containing chalcopyrite are typically hard to leach under atmospheric conditions. Smelting of these ores may also be a challenge, due to the inability of smelting processes to handle low-grade ores, as well as impurities such as arsenic and antimony. Alternative hydrometallurgical routes to treating chalcopyrite are therefore required. One option is pressure leaching, which is the focus of this work. In the pressure leaching process, sulfide ores and concentrates are leached in autoclaves at temperatures of 200 to 220°C and a pressure of about 3000 kPa (Schlesinger et al., 2011). An oxidising agent, usually oxygen, is required to oxidise sulfide ions to sulfate ions. The oxidation of sulfur to sulfate is exothermic; consequently, a method of heat removal is necessary in order to maintain the temperature in the autoclave."

Clean energy production from coal, oil, and gas, and the development of these and other energy sources continued to be a major objective of the energy research program of the Bureau of Mines.3 In 1971 increased emphasis was placed on the production of fluid fuels and chemicals from coal. Advances were achieved in the development of the Synthane and Hydrane gasification processes for producing pipeline gas from coal (page 31), and progress was made in research on solid wastes utilization (page 2), and on liquid fuels production from coal (page 37); Coal mine safety, solid waste disposal and utilization, coal preparation and transport, and fundamental research on coal and related products also continued to be the subject of extensive research. Improved methods for extracting petroleum and natural gas without surface and subsurface pollution featured research on these vital fuel and energy sources. This research was highlighted by studies of the fracturing systems of reservoir rocks, including subsurface fracture mapping and new fracturing techniques to achieve optimum production of oil and gas (page 52). Of equal importance were projects on oil recovery by water or gas flooding (page 52), by steam injection (page 57), on the identification of oil spills (page 63), and on means to reduce vehicular exhaust emissions (page 66).

This Bureau of Mines publication consists of an overview of the mine waste management research currently being conducted by the Bureau. The following papers, given at a Technology Transfer Workshop, emphasize the increasing importance of research related to the safety and environmental considerations of mine waste disposal In recent years. Current work related to legislation passed in the last 10 years and their subsequent standards includes the development of adequate monitoring systems, development of stability and seepage prediction and control techniques, control of runoff water, and control of leaching solutions. Selected topics are included here that cover coal mine waste disposal, embankment slope stability monitoring, flow failures of mine tailings impoundments, and controlled burnout of abandoned coal mine fires. The projects described provide a current documentation of problems being addressed.

A mining feasibility study is currently being undertaken on the deposit by BHP Minerals (New Zealand) Limited, who are the managers and operators of a Joint Venture with Home Reef Mining Limited. BHP has a 70 per cent equity in the project area.

A most renewing and promissing soil displacement screw pile is called the O-pile. The O-screw pile is a soil displacement auger pile based on a screwing in - screwing out procedure. The displacement auger head consists of a discontinuously diameter - increasing steel tip, on top of which the continuous screw flange with variable pitch is mounted. The soil displacement is kinematically ensured by downwardly oriented slots mounted on the auger head at different well chosen locations on the flanges. This leads to a very efficient lower energy screwing-in sequence of the pile and consequently to a high penetration rate. A test loading program of instrumented O-piles has been carried out in order to evaluate the load settlement behaviour, the shaft and tip capacity of the O-pile, including its specific installation parameters.

Using a Three Dimensional Laser Profiler, persomrel from Austin Powder were able to determine drilling patterns for use in underground mine Room and Pillar blasting operations, The faces had got out of alignment, causing concave faces across the 100 feet wide, 28 feet high tunnels. This was leading to poor drilling and poor blasting results. By profiling the faces, modifications could be made to the drilling pattern to help gradually straighten the faces. The Laser Profiler was also used to check the accuracy of collaring the holes and also perform post blast surveying of the positions of the bootlegs. This allowed recommendations to be made to improve drilling operations at the face. In addition, other volumetric calculations could be performed using the systems’ surveying software, all a lot more easily and quickly than by standard methods.

Many concepts for the commercial production of deep-seabed manganese nodules have been studied since the 1970s. However, the bearing capacity of the deep seabed is not strong because it is composed of fine particles with high moisture content. So it is impossible to carry manganese nodules in the collection system. Therefore, the validity of continuous mining by riser pipe from the seabed to the vessel is highly appreciated. A continuous mining system is composed of mining vessel, lifting pipe, buffer system, transport tube (flexible pipe), and self-propelled mining robot. A conceptual diagram of this system is shown in Fig. 1(a). Korea Research Institute of Ships and Ocean Engineering (KRISO) developed a deep-seabed self-propelled mining robot called "MineRo" to collect manganese nodules in 2012 (as shown in Fig. 1(b)). In 2013, real sea experiments at around 1380 m depth were carried out to evaluate the collecting and driving performance of MineRo. However, we found that the roller in MineRo did not work well at times. To elucidate the problem, we analyzed the rheological characteristics between the bushing and drive shaft under deep-water conditions.

In 1976 the Pitjantjatjara Council was established under the Associations Incorporation Act 1985 (SA), for the initial purpose of organising and bringing together three similar Indigenous groups. These members of the Pitjantjatjara Council of Central Australia were demanding land rights and to legally protect their traditional lands. The Land Rights movement was more focused on the South Australian Government that became more receptive to the general notion that Aboriginal freehold land could be attainable.For almost five years, Pitjantjatjara CouncilÆs intense negotiations took place with the Dunstan and Tonkin Governments culminating in the final passage of legislation by 1981. A bi-partisan approach by Government and opposition applauded by all South Australians for its mature and socially responsible actions, in line with the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Despite the similarities between South Australian and the Northern Territory Land Rights legislation, there still remains one obvious distinction. In the Northern Territory case, its legislation established æLand CouncilsÆ as statutory authorities that are responsible for the management and use of designated Aboriginal lands. On the other hand, South Australian legislation fails to include any reference to æLand CouncilsÆ as defined in the Northern Territory Act. The intention of establishing such æLand CouncilsÆ in the Northern Territory was, and is to provide legal, anthropological and other expect advisers that respond to the wishes and opinions of Traditional Aboriginal Owners. Negotiations between mining companies and Land Councils, will, after the granting of mining leases, monies are then transferred to those Councils being a percentage of royalty entitlements. While the Pitjantjatjara Land Rights Act 1981 (SA) (Act) does provide royalty arrangements to Anangu Pitjantjatjara (AP), a body corporate pursuant to the Act as a Landholding Body (and not as a æLand CouncilÆ), it does not provide any royalty payments for the legal and anthropological services by the Pitjantjatjara Council for providing essentially similar services as the Northern Territory Land Councils. The limited services by AP do provide complimentary services from other organisations û including the Pitjantjatjara Council. There are approximately 4000 Anangu members who reside on AP Lands and more than 1000 other Anangu members live near AP Lands in Western Australia and the Northern Territory. These people are defined as APÆs æTraditional OwnersÆ by virtue of their affiliation to portions of AP Lands. As a result, the depth and understanding of spiritual beliefs and customs are strongly present as it relates to the whole of the Lands. Most of these members reside at permanent communities that spread unevenly about the northern and south-western parts of AP Lands. In addition, there are numerous æHomelandsÆ where families and extended families have establish homes, with electricity and water supplies on those Traditional Lands (see Appendix 1 and 2 of this paper depicting the map showing AP Lands and also showing stunning photographs taken during late last year). All roads and airstrips are unsealed between communities and Homelands and the essential services to all communities are limited and costly to provide, and require continuous upgrading. Capital expenditure on infrastructure is sorely needed and alarming levels of unemployment is of serious concern. Tjilpi (older) Anangu members have continually discuss the urgency to provide employment and education for the future of their children and grandchildren while balancing the needs of maintaining cultural and spiritual considerations. It is thus a growing realisation by many Traditional Owners that long-term benefits occur as a result of exploration and production of oil or minerals. There are promising results from Primary Industry and Resources of South AustraliaÆs (PIRSA) Aero-magnetic Surveys on the Musgrave and Mann Ranges and soon to be completed surveys of the remaining southern half of AP Lands (see Appendix 3). PIRSA and mining companies û such as Rio Tinto Exploration Pty Ltd and Delta Gold NL û have been more conscious of the necessity for improving the dissemination of information to Traditional Owners and to AP members. With recent findings of large nickel deposits just over the border in Western Australia, there is a strong indication that discoveries may occur on AP Lands as similar geological information is present on the east Musgrave Block. Consequently there are concerted efforts by the legal and anthropological services of the Pitjantjatjara Council to arrange Workshops and Summit meeting to give extra information û particularly information concerning the true effect of large-scale mining operations û to members to properly consider these proposals. Pitjantjatjara Council will play a major role in any decisions effecting Traditional Owners and AP, and will ensure orderly and professional services when dealing with legal, cultural and sensitive matters. This paper addresses the historical and current relationship between Pitjantjatjara Council and AP, with an emphasis on mining operations on AP Lands. It argues that future economic and social development on AP Lands hinge predominantly on the legal recognition of the Pitjantjatjara Council for its ongoing role, responsibilities and protection afforded to AP and its Traditional Owners.
