The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

It is now generally conceded that coal is the product of deposition and transformation of debris of forests and swamps.29 Ample data are available to illustrate the metamorphosis of biochemical substances through biological action; other data show the progressive regional metamorphism existing in coal beds;25 and numerous examples of change effected by intrusion of igneous dikes into coal deposits have been established.23 However, often the relative importance of the biological and the geological factor in determining the character of the various natural coals is a debatable question. Since both biological and geological factors are ever present in nature, the problem, at first glance, would appear to resemble certain probability problems: specifically the simultaneous toss of two coins, with the biological factor as heads and the geological as tails. The probability is 2:I for the combined effect of both factors, as compared to the exclusive effect of either one, if the a priori probability is the same for each factor. This condition can be analyzed by a thermodynamic treatment of data, which may be obtained from a consideration of pertinent biological, chemical, geophysical and geological facts. Synopsis of Biological and Chemical Facts The biosphere is not sterile; i.e., microorganisms are always present. Microor- ganisms have been established in the ocean deep, under the ice of the polar regions, in the sand of the deserts, and in swamps far below the surface. The various biological media may be acid, neutral, or alkaline, and they may or may not be readily accessible to air. Microorganisms are encountered almost everywhere, except where the temperature is not within the range tolerable by microbial life. Of course, with changing conditions, the type of microorganisms will change. All chemical products of life—proteins, fats, carbohydrates, lignins, waxes, resins— may serve as a habitat of microorganisms. In the decomposition of a medium, some microorganisms macerate organic matter mechanically and remove certain constituents for their own nutrition; others decompose a large part of the organic matter but may leave certain constituents undecomposed. Some attack only certain specific ingredients of the organic matter. All of them build up cell substance. The nitrogen content of the medium largely determines the degree of decomposition. Below 1.7 per cent nitrogen, growth of microorganisms and hence decomposition of organic material is retarded; consequently organic material will accumulate.17,32 Such accumulations of organic material may give coal eventually. Coals differ in type and rank. The nature of the original vegetation and the conditions attending the transformation of the accumulated debris determine the type of coal such as bright, splint, cannel, and algal or boghead coals. The health & safety of all workers in an underground environment is paramount to the success of our operations. The diesel emission reduction projects are key to improving such an environment. However, care must be taken to reduce the risk to personnel during such tests and prevent exposure to other hazards. VALE Inco works in a close partnership with its unionized employees, manufactures, suppliers, researchers and government officials to ensure projects are done safely and efficiently to successful completion. The Creighton Mine Diesel Particulate Filter (DPF) project is an example of such a project that is currently under way to evaluate new and innovative technology that will further our search for improved environment for our workplace. This paper will discuss the issues and processes that are followed to ensure Diesel Particulate Filter (DPF) field tests are conducted safely and productively.

The full history of exploration successes, failures and related costs from initial greenfield exploration in 1987 to the current brownfield stages was analysed for the Plutonic Marymia Gold Belt of Western Australia. This belt, which had escaped the attention of turn-of-the-century prospectors and had not produced any gold until 1990, is an ideal area for a collectively exhaustive, progressive value and risk case study of expected return on gold exploration. The study analyses the progressive screening of over 200 greenfield and near mine prospects, through various stages of exploration to the establishment of 38 mining sites, ranging from a few large mines to small satellite operations. It provides empirical estimates of the historical Bayesian probability of projects advancing to successive stages of exploration, eg from reconnaissance, to systematic drill testing, resource delineation, feasibility and mine development, given a successful outcome in any exploration phase. The ratio between the estimated value of the gold discovered and the corresponding historical exploration expenditure in each year and cumulatively, ie the average cost of discovery per ounce of gold, are then computed as measures of historical return on the exploration investment in this belt. These, together with an estimate of the æresidualÆ gold endowment, ie of the number and size of possible as yet undiscovered deposits, generated through the use of rank statistics (ie ZipfÆs law), provide a basis for future strategic consideration in exploration targeting in this and similar geological terranes.

"The Eglinton Crosstown Line was conceived as the Eglinton Crosstown LRT, a partially underground light rail line, announced in 2007 as part of the Transit City plan, which included the implementation of six other light rail lines across Toronto.There were 43 stops planned for the Eglinton Crosstown LRT, 13 of which would be underground . For those underground stations a lot of specialty foundation works needed to be carried out. King piles, soldier piles with lagging and secant piles were mainly required fulfilling the tasks of installing the retaining wall system.The paper will focus on the original design and alternative solutions, discussing the benefits and limits of these. It will also explain the installation process in general as well as some specific features related to specific site conditions, e.g. limits in installation depth, soil characteristics etc. The required equipment will be explained showing the benefits and limits.INTRODUCTIONThe Eglinton Crosstown project is a 19-kilometre LRT line that will bring much needed relief to the transit woes of Torontonians. Traversing the city in an east-west slice across the midtown artery of Eglinton Avenue, the Crosstown rail line involves a combination of 15 underground stations and 10 atgrade surface stops. It is one of the largest transit infrastructure projects under way in North America today. Aecon has joined partners ACS Infrastructure Canada, Ellis Don, and SNC-Lavalin to form Crosslinx Transit Solutions (Crosslinx).As with many of today’s mega public transportation projects, the Crosstown LRT follows the Public- Private Partnership (P3) model. Aecon is an equal partner in the $5.3-billion Crosslinx consortium to develop the Eglinton Crosstown LRT project in Toronto. Upon the LRT's completion in 2021, Metrolinx, the region’s transit authority and also the project client/owner, will turn to the Toronto Transit Commission (TTC) to operate it. The impact of this highly anticipated LRT line on commuters in the Greater Toronto Area (GTA) is expected to be dramatic and immediate once the first train leaves the station five years from now. In fact, Metrolinx is estimating that within its first 10 years of service, the Crosstown line will be carrying 5,500 passengers per hour (in peak direction) and making 100 million passenger trips annually."

Hazards such as vibration, dust emission and fragment projection can result in an area called the Danger Zone being set around a blasting site. Traditionally Danger Zones have been set solely on the basis of consequences (e.g. based on the maximum distance of rock projection or expected ground vibration plus a defined safety margin). Advances in risk assessment and its growing acceptance as a safety management tool have led to the setting of Danger Zones based on both consequences and frequency of occurrence. This allows distances to be optimised on the basis of acceptable risk levels rather than the potential consequences of infrequent events. The U.S. Bureau of Mines (USBM) was established in the public interest to conclude inquiries and scientific and technologic investigations on mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increaseee efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the U.S. Bureau of Mines to "disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act." In accordance with this directive, USBM reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-USBM publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make this kind of list both necessary and valuable. The objective of this paper is to demonstrate how site-specific slope stability analysis can be performed entirely from the desktop with satellite images, Geographic Information Systems (GIS), and slope stability software packages. This type of analysis would effectively eliminate or restrict the need for expensive field testing of geotechnical properties of a hillside, pit wall, berm, or embankment, and would be particularly useful for slope failure mitigation at remote or otherwise inaccessible locations.

The decrease in quality of Australian iron ore, coupled with the demand for more efficient energy use, necessitates closer monitoring and optimisation of process conditions for iron ore sinter production. Sinter properties are correlated with the mineralogical content and traditionally, quality control has relied on methods such as Fe2+ determination, point counting via optical microscopy and automated electron beam techniques such as QEMSCAN; these can have a typical turnaround time of several days between sampling and reporting of results. As well, there is additional uncertainty around quantifying some of the complex mineralogical phases in sinter such as silico-ferrite of calcium and aluminium (SFCA) and SFCA-I, which are key phases influencing sinter quality. There is a clear need for the implementation of alternative analytical methodologies that offer a turnaround in hours or even minutes to provide information to accurately maintain production conditions.X-ray diffraction (XRD) is a technique widely used for the quantitative mineralogical phase analysis (QPA) of ores and processed materials in the iron ore industry. Partial least squares regression (PLSR) analysis methods have recently been suggested as an indicator of sinter Fe2+ content from powder XRD data without the need for rigorous and often time-consuming mineralogical analysis by the operator. In this study we provide results from the implementation of PLSR to predict the strength of iron ore sinter. Results are sourced from a well-constrained data set comprising strength properties (as quantified by a tumble index (TI)) from a series of compact laboratory test samples. Using this data set it was determined that PLSR has potential to be used as a method for calculation of sinter TI from powder XRD data and, therefore, process control.CITATION:Webster, N A S, Pownceby, M I, Ware, N and Pattel, R, 2017. Frithia humilis is an endangered succulent plant species. Its distribution range overlaps with the coal fields of Mpumalanga and it is therefore threatened by opencast mining activities in particular. One of the 11 known populations of F. humilis was translocated from a licensed coal mining site to three suitable receptor sites within the species? distribution range. A longterm monitoring programme was initiated to track the progress of the newly established populations. Temporal trends in population demography, size classes, and fecundity were recorded. Population numbers of size classes fluctuated annually. However, flower frequency increased over time and seedling recruitment contributed significantly to population growth. Receptor sites with similar geological conditions to the donor site had more persistent cohorts, which suggest that such sites should receive priority during the translocation of endangered edaphic specialists. This study not only confirms that a Frithia humilis population can successfully establish after a translocation, but also serves as an important baseline for future comparative purposes to gauge the long-term success of the translocation effort.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

Gypsum, the dihydrate form of calcium sulfate, has a history of usefulness to man dating back several thousand years, and a worldwide industry has been built on the mining and processing of this versatile industrial mineral. However, anhydrite, the other prin¬cipal calcium sulfate mineral, has very limited use, so much so that separate statistics for it are not always kept, but are usually included with those for gypsum. Although often found in close association, the two minerals have important chemical differences in that anhydrite is the anhy¬drous form of calcium sulfate (CaSO4) whereas gypsum is the dihydrate (CaSo4.2H20). These two molecules of combined water result in significant differences in hardness, density, and solubility of the two minerals. Of most importance, however, is the difference in thermal properties wherein gypsum, upon the application of a modest amount of heat, can be converted to the hemihydrate of calcium sulfate (CaSO4 '21H20) or plaster of paris, an intermediate product upon which is based over 90% of the value of all calcium sulfate end products. Anhydrite, on the other hand, is inert at these temperatures and its uses have been limited to only those few cases where calcium sulfate in the anhydrous form may have an advan¬tage. The earliest known use of gypsum plaster dates back some 5000 years to the time of the Pharaohs of Egypt who had discovered that gypsum rock, when exposed to fire, broke down into a powder which, when mixed with water, would form a putty that could be plastered on a rough mud brick or stone wall to make a smooth finish. It was used down through the centuries in a limited way for ornamental purposes, but did not achieve wide acceptance because of the quick (25 to 30 min) setting or hardening time which made it difficult to use. The first real understanding of gypsum chemistry was developed in France about 1755, and the gradual growth of its present utilization dates from that time. In the United States, the first utilization of gypsum was to grind it to a fine material for use as a soil conditioner at about the time of the Revolutionary War, and the term land plaster for ground gypsum was coined and has remained in use. Another cementitious material-lime or calcium oxide-had become the usual plastering material, but by about 1870 a method for retarding the set of gypsum plaster was discovered; today it has almost completely replaced lime as a plastering material. In recent years, gypsum products sold in the United States have reached a total valuation of approximately $2 Gpy as illustrated in [Table 1].

Recent theoretical, experimental, and field studies conducted by the Bureau of Mines suggest that rock failures may be predicted and, in some instances, controlled. Theoretical studies that were later corroborated by laboratory and field studies predict that a seismic anomaly will precede rock bursts and/or roof falls in mines. The seismic anomaly is predicted to consist of an increase in the number of seismic events occurring in the immediate vicinity where the failure 1s nucleated. This increase will then be followed by a dramatic decrease of seismicity in a broad region that surrounds the location of the impending failure. The dimensions of this region allow a preliminary estimate of the time to failure (measured from the time the seismicity increase began) as well as an estimate of the energy that will be released at the instant of failure. Field observations indicating that this predicted behavior does precede rock bursts and a roof fall are presented in this report. Implications of results to the problem of failure control in mines that experience massive rock failures are discussed.

Ground characterized by hard boulders embedded in soft matrix represents one of the most challenging conditions for TBMs, as the cutterhead must cope with the non-optimal conditions of cutting hard blocks while simultaneously excavating through soft, soil-like matrix material. Dowden and Robinson (2001) and Hunt and Mazhar (2004) summarize several case histories relating to the problems of advancing a TBM through boulder-laden ground and provide guidance with respect to appropriate site investigations and baselining strategies. Some rock types constituting boulder-laden ground include: ?Sedimentary Rocks?cemented alluvial channel deposits, colluvium/talus, landslide debris, and glacial till. ?Igneous Rocks?agglomerates, lahars, and pyroclastic deposits. ?Metamorphic Rocks?tectonic mélange and cataclastic fault zones. ?Decomposed Rocks?corestone bearing saprolites. Disc cutters are commonly utilized to cut the hardblocks; however, as compared to the understanding of disc cutter behavior in hard continuous rocks, little is known regarding fundamental cutting mechanisms in highly heterogeneous bouldery ground conditions. To advance this understanding, a suite of full scale tests have been performed using a linear cutting machine at the Colorado School of Mines (CSM). This paper summarizes the observed cutting mechanisms and their practical implications for TBM excavations through boulder-laden ground.

What is a nugget effect? In the early development of geostatistics, the term ?nugget effect? was coined for the apparent discontinuity at the beginning of many semi-variogram graphs. This name was chosen to reflect the large differences found between neighbouring samples in ?nuggety? mineralizations such as Wits gold reefs. Geostatistical theory assumes that the difference between a sampled value and a potential repeat sample at the same location is actually zero. Included in this ?nugget effect? would be true variation between contiguous samples due to the nature of the mineralization, micro-fracturing, nugget or crystal size and so on. Also included in the nugget effect would be any ?random? sampling variation which might occur due to the method in which the sample was taken, the adequacy of the sample size, the assaying process, etc. Arguments were put forward that ?sampling errors? actually exist at zero distance. Some geostatistical schools actually maintain that ?nugget effect? is all sampling error. This would imply that ?perfect? sampling would eliminate the nugget effect entirely. There is now a dichotomy both in the geostatistical world and in the software packages provided for geostatistical analyses. It may seem academic to argue over whether the semi-variogram model should take a value of zero, a value equal to the nugget effect or a partial value at distance zero. However, the decision can have a profound effect on both the estimated resource and in our confidence on that resource. Whereas most geostatistical texts define the semi-variogram model as taking the value of zero at zero distance, others imply that the full nugget effect should be used at zero distance. Hydro-Jex© releaching was undertaken during the summer of 2010 at the Valley Leach Facility (VLF) at AngloGold Ashanti?s Cripple Creek & Victor Gold Mine. Several advancements to the technique were made in response to the technical design and operational challenges posed by the unique site conditions. New geophysical resistivity monitoring techniques were developed to monitor solution migration during the injections. These developments are presented along with discussion of gold production resulting from the project.

Minerals and Metals Group (MMG) subsidiary Lane Xang Minerals Ltd operates a single site copper and gold mine near Sepon in Lao PDR. Gold production commenced in 2002 and first cathode copper production was in March 2006. Plant throughputs for gold and copper are currently 2.5 Mt/yr and 1.4 Mt/yr respectively; use of a second tailings dam has commenced accordingly. Although the increased catchment area creates opportunities for more storage to reduce demand on other water sources, especially during the dry season, it also creates greater requirements for water treatment capacity.The water balance for mining operations in a tropical monsoon environment with dry winters presents on going management challenges. A successful mining operation depends on a careful balance of water inputs and outputs. The challenge prior to every wet season is having enough storage capacity to absorb potential rainfall. Plant operation in the dry season benefits from water captured and stored from the wet season which reduces the dependence on river water. Release of excess water to the environment is necessary to cope with the overall positive water balance and depends on suitable and effective treatment of water in accordance with the environmental guidelines.Ausenco has recently built and commissioned a second water treatment plant at the Sepon Copper Plant to process tailings decant water.  The objective of the second Sepon water treatment facility is to increase the site water discharge capacity to maintain the water balance and reduce the dependence on river water.  Decant water treatment is required to precipitate the contained heavy metals prior to discharging to surrounding wetlands.  The main metal that needs to be removed from the site water to meet discharge water quality requirements is manganese, as heavy metals are already precipitated to required levels in neutralisation before the tailings are sent to the storage facilities. A site layout provision for removal of manganese to produce a saleable carbonate precipitate is incorporated in the polishing plant design (future installation).

Six simulations by the Mpnte Carlo method employing both classical and geostatistical techniques are presented for the determination of the probability distribution of the in situ value of a coal seam. To avoid the problem of qualitative estimation of parameter variability in the calculation of an arbitrary seam value, only data values from borehole information were used to quantify the variation in four coai seam parameters.The method which is suggested as being the most appropriate is a particular geostatistical approach that employs the best linear unbiased estimate and the error of estimation for a number of two dimensional blocks. The results indicate that the variance of the coal seam unit value may be much higher than that indicated by the classical approach because of the spatial variability that is properly incorporated in the geostatistical approach.The model used in the Monte Carlo simulation to determine the economic value of a coal seam can be extended to incorporate all those parameters which are necessary for a true estimation of the probability distribution of the coal seam value. A time value concept for discounting can also be incorporated to optimize the economic return of a coal mining project.
