In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. A non-notified resource consent was sought which necessitated that environmental effects be shown to be æless than minorÆ, and resulted from robust science and a pragmatic approach to design. As part of the assessment of environmental effects, there was a need to understand the effects of boron concentrations on aquatic organisms (ie algae, plankton, plants and invertebrates) in the receiving environment. Boron is a naturally occurring element that is found in the form of borates in the oceans, sedimentary rocks, coal, shale, and in some soils but Waikato coals and ashes have particularly high boron content. Boron is an essential micronutrient for higher plants with interspecies differences in the levels required for optimum growth. As aspects of the ANZECC (2000) derived boron limits are based on toxicity of aquatic algae and plants to boron it was important to assess these components in the environment. The effects on the receiving environment of the Awaroa Stream were assessed using predicted water chemistry and comparing actual boron concentrations in a comprehensive and multifaceted reference-condition approach of catchment ecological indicators. In addition a toxicological-based assessment of boron and a re-calculation of the ANZECC trigger levels were undertaken and applied to the ecological indicators. The reference-condition approach revealed that habitat and overall water quality attributes at and between sites was more influential in determining the aquatic biotic communities than boron concentrations alone. There was no evidence of any gradient of changes in ecological indicators with changing boron concentrations, nor evidence of any residual effect of high historic boron concentrations on the aquatic biota.

"I had been requested earlier this year by MetSoc, our sister society of CIM, to contribute a chapter on technical developments in Canadian mineral processing over the past 50 years to their 50th Anniversary volume. Accepting the challenge of assembling such a chapter seemed at first a reasonably straightforward task, until one realises that the list of contributions by Canadians to mineral processing over this period has been more than just significant. It turns out to have been an extraordinarily fertile time for innovation and impact for Canadian-based technology. The list is necessarily a subjective one, however I had no trouble identifying twenty technology developments that are clearly outstanding, and there are undoubtedly others. As much as possible, I approached the individuals themselves who played key roles in each technology and asked that they tell the “story”. Without exception, all who were invited accepted eagerly and delivered more than I had hoped for. The technologies have been grouped into those that are truly Canadian innovations, such as the Knelson gravity concentrator and the McGill gas dispersion sensors in flotation, and technologies where Canadians and Canada played a very significant role in their success and implementation, such as AG/SAG grinding and ion-beam surface analysis. Also included are what may be termed technology transfer initiatives and institutions that have risen to a world class level, such as SGS Lakefield and the Canadian Mineral Processors Society of CIM. The challenge is now for the coming generation to continue this record of innovation and contribution to the industry, and that includes the (mostly) Canadian mining and metallurgical companies who have taken the longer term view and supported many of these initiatives, through their critical early years, with both financing and project sites for these ideas. Let us hope that the current trend of mining company globalization will not dampen their enthusiasm to participate. This plenary presentation will highlight many of these technologies, the individuals behind them, and their significance to the mineral processing industry."

Compagnie Miniere Esperance (CME), a mining company based in French Guyana, operates a gold primary ore body in open pit. The ore is processed through crushing, grinding and gravity separation. Tailings are stored in a ?fine? pond. Analyses of the fine ponds proved a residual gold grade sufficient for a chemical treatment. However, direct cyanidation would require a too large installation, regarding the local conditions (accessibility, supplying and rainforest meteorological conditions). It has been then decided to test the feasibility of a pre-concentration using flotation. Lab tests have been carried out by SGS Lakefield (Canada) in March 2007, which proves the technical feasibility. Therefore, CME asked Caspeo to: ? Carry out an on-site flotation pilot campaign. ? Design an industrial flotation circuit. The tailings reprocessing will contribute to a better tailings management and a dry up of the gold resource, limiting the risk of illegal mining after remediation of the CME site. CME MINE The Esperance gold mine is located in French Guyana, in the vicinity of several gold deposits as Omaï, Rosebel or Camp Caïman, holded by Iamgold and Newmont. These main gold deposits are located on the figure 1. Esperance was put into operation in the early 90?s. The first years were devoted to the mining of alluvial gold in the gravel of the Esperance Creek. Since then, operation was led in the primary gold deposit. Annual production is on average 254kg for a total production in fifteen years of 4300kg. Geology Esperance deposit is located in the greenstone belt of the Guyana Shield. Mineralization is in tectonic contact between sedimentary basin of Maroni and a granitic massif. Clastic series, composed of conglomerate and lamina sandstone, overlie a volcano-sedimentary basement (series called "Paramaca"). The area is strongly folded by shear movements, resulting from granite deposit. Gold is in interlacing quartz veins intersecting the clastic series. Gold is present in association with pyrite. Other elements, as silver or arsenic, are in negligible quantity. Exploitation The Maroni River is the only access to the Esperance mine. Only the saprolite and a part of the transition rock are extracted in the open pit. Excavation works are done using shovels Hyundai 450 (4 units) and haulage works using articulated dumpers Terex TA35 (4 units). These two sorts of equipments are presented figure 2. Mill The mill is composed of crushing and grinding processing plants. After gravity concentration, both plants produce tailings that are stored in two ponds: the first pond contains coarse product which segregates the particles crushed to 2mm upstream and settled clays downstream; the second pond contains the fine product made of particles ground to 200µm. These two ponds, bordered by dams and diversion canals, are located on former alluvial sites of Esperance Creek (see figure 3). [ ] The CME mill is currently producing gold concentrate, with a global recovery of about 67%. The ore is crushed by one jaw crusher and two hammer crushers. Heat and humidity buildup within refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. The Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a life-sustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 h while maintaining an apparent temperature (AT) below 95 °F (35 °C). The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in its underground coal mine facilities to investigate the thermal environment over a 96-h period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners (SMs) increased over the 96-h test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating the interior heat and humidity temperature profiles for occupied RAs not tested in situ

The project consisted of filling an abandoned underground limestone mine to facilitate construction of a new entrance ramp to I-470 in Lee?s Summit, Missouri. Due to collapse of mined areas near the project site, design included determination of the limits of remediation for the project and minimum construction requirements for mine infilling. The Judy Company, contractor selected for the mine infilling, experimented in the laboratory with several grout mixes to determine the appropriate mix for the project. Infilling was accomplished from the ground surface, and camera observation was used to monitor the barrier wall construction and infilling process. It was discovered that some of the mapped rooms were larger and some were smaller than indicated on the construction plan.

The Bushveld Complex of South Africa contains almost 90% of the world’s reserves of platinum group minerals (PGMs). In the flotation of PGMs, there are significant challenges arising from the need to treat ever-decreasing grades of the relevant ore deposits. The major challenge in the flotation of these ore bodies is the control and management of the gangue minerals, particularly silicates such as orthopyroxene, plagioclase feldspar, and pyroxene which are often rimmed with talc which makes them naturally floatable. It has been shown that various polysaccharide depressants such as CMC and guar have different properties in terms of depressing the gangue minerals. Since the PGMs are often associated with sulphides, copper sulphate is widely used as an activator in PGM flotation but can inadvertently activate the gangue minerals as well as reduce the recovery of PtTe2 which accounts for up to 40% of the Pt in the Platreef ore body. Depressants also reduce the mass of solids reporting to the froth and can thus destabilise the froth. This effect on the froth can be mitigated by using higher frother dosages or water of higher ionic strength. Reducing chromite recovery is of critical importance since high levels may negatively affect the downstream smelting process. Chromite recoveries can however be reduced through the application of gravity separation or reducing entrainment through reduced water recovery. In summary, due care needs to be taken to carry out site test work to develop an optimum ratio of collector, frother, activator, and depressant to ensure that the highest grades and recoveries of the PGEs are obtained while reducing depressant dosage as much as possible.

It is with great pleasure that we announce the availability of this fourth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment. On behalf of the members and leaders of the IPMI, we hope you will find value in this new publication.

Zarshuran gold deposit, with the total reserves of some 12.5 million tons of 4.18 g/ton ore, is considered to be an important gold mining project in the area. In this paper the feasibility studies of the whole project is carried out on the basis of several economic variables. Given that mining data are often of uncertain nature, these economic variables have therefore been estimated under the conditions of uncertainty. The resultant Net Present Value is hence also obtained under the same conditions. For this purpose, a model is first devised with the help of Excel and COMFAR software. The model is then developed that considers different scenarios which would result in different expected values for the economic variables. It is concluded that the NPV of the project is most sensitive to gold and silver price and that other variables such as discount rate, operating and capital cost all affect the feasibility of the project with lower degree of severity. Finally, risk analysis is also carried out using Mont Carlo technique, in order to estimate the most probable value of NPV. The average NPV calculated in this way is US$ 49.7 Million, whilst without due consideration of risk, this would be US$ 36.6 Million. The techniques used, together with the procedures adopted in this paper, can be used in feasibility studies of all mining projects. Such decision would result in more accurate Net Present Values than expected from other frequently used methods.

Analysis of rock discontinuities, collected using a scanline method, has been undertaken at the Iron Duke open cut mine, on the southern margin of the Middleback Range in the Gawler Craton, South Australia. The iron mineralisation, which is a product of supergene enrichment of carbonate sediments, is located on the W (western) limb of a gently N plunging D2 macrosyncline. Mesofolds plunge shallowly to the NE or steeply to SE, suggesting two shortening events, of which the second produced significant macrofolds. Discontinuities include:faults and shears which display variable orientations, mainly striking WNW dipping steeply N; mesofractures or joints maintaining a well constrained orientation, dipping steeply S, subvertical striking E-W; and bedding surfaces which are folded about a gently N plunging axis. Through this example of the regional control exerted on local discontinuities, it is clear that discontinuities are not randomly distributed as often assumed in purely statistical approaches. Commonly for rocks of any age there is a distinct discontinuity pattern, reflecting the geological deformation history. If the controls exerted on local rock discontinuities can be determined and assigned a number related to their significance, the way forward is available to develop a site specifc knowledge base that can make realistic predictions for any position in a given rock mass. Such a procedure would involve assessment of the regional geology, linked to scanned discontinuities either via manual or automatic means. Recent advances in automatic scanning rock faces (eg by the I-SiTE Laser Radar) to determine discontinuities distributions, enable the rapid calculation of rock characteristics. This is a significant advance in rock engineering, providing a method of safe and quick collection of data. However it creates problems in the presence of an increase in the geotechnical data available, which should be assessed in the context of the regional geology. Although techniques are underway to analyse post-blast discontinuities, the next signifant potential advance in this area could be the integration of a knowledge based system to assess discontinuities ahead of mining, incorporating regional assessment and human intuition.

Development of aggregate resources for use in structural concrete has been encouraged in Japan to support infrastructure improvement and national land conservation. Natural aggregate is a valuable resource necessary for sound economic development, and its importance is growing. After completion of aggregate mining projects, planting and afforestation are implemented. But sandy soil in excavation sites is not optimum for the growth of vegetation, and many years are needed before forests are restored. Planting techniques should be improved to support efficient reforestation in a shorter period of time. For this purpose, problems hampering growth of vegetation must to be solved through application of physical and physicochemical techniques to ensure that the environment and the ecosystem will be conserved in project sites.

In the last 20 years, In Line Inspection (ILI) using intelligent pigs has become the principal tool used by pipeline operators to assess the condition of their pipelines. New pipelines are normally designed to take intelligent pigs, but many older pipelines require some modifications and special procedures for their inspection. This paper is aimed at practicing engineers and managers of pipelines, or people aspiring to those positions. The paper describes the benefits of ILI and some of the practical issues regarding pipeline preparation and cleaning, choice of inspection tool, running pigs in pipelines, and what to do with the data collected. What are the responsibilities of the Pipeline Engineer ? ? Maintain reliable and acceptable performance of the pipeline in terms of safety and product delivery at economical cost. ? Provide a defined margin of safety for operating the pipeline at its designated pressure. ? Provide timely information on all pipeline defects such that repairs can be carried out according to a managed schedule. What Defects does the Pipeline Operator have to cope with ? A useful record of actual incidents seen in pipelines can be obtained from the web site of the US Office of Pipeline Safety (OPS) - http://ops.dot.gov/stats/stats.htm. US pipeline Operators are obliged by Law to report all pipeline incidents exceeding certain threshold criteria (e.g loss of life, escape of product, cost of incident etc). These OPS statistics show that corrosion and third party damage have remained consistently the prime causes of reportable incidents in the US, with similar experience elsewhere. I. INTRODUCTION West Virginia has a long history of coal production.1 The state at one time led the nation in total coal production, while at the same time coal from West Virginia constituted one quarter of total U.S. coal production.2 In more recent years, however, West Virginia’s level of coal production has been reduced in comparison to that of other states due to the high relative cost of producing coal in the state.3 Another blow to the producers of coal in West Virginia is the action known as Bragg v. Robertson.4 In 1998 various individual plaintiffs, as well as a conservation group known as the West Virginia Highlands Conservancy, filed a civil action under a provision of the Surface Mining Control and Reclamation Act of 1977, Pub. L. No. 95-87, §522, 91 Stat. 445 (codified at 30 U.S.C. §§1201-1328) ("SMCRA" or the "Act") that allows declaratory and injunctive relief against state and federal officials for non-compliance with the Act.5 The plaintiffs generally claimed that the Director of the West Virginia Department of Environmental Protection ("WVDEP") had exhibited a pattern of violating mandatory non-discretionary duties under SMCRA and the West Virginia state regulatory program.6 These non-discretionary duties involved many areas of regulation, including water quality standards, disturbance of wetlands, hydrologic reclamation plans, Approximate Original Contour ("AOC") requirements and AOC variances, post-mining land uses, contemporaneous reclamation, and as explained later, the "buffer zone rule."7 In addition to these claims against WVDEP, the plaintiffs also alleged that certain individual members of the Army Corps of Engineers (the "Corps") had failed to carry out statutory duties under the Clean Water Act (the "CWA") and the National Environmental Policy Act ("NEPA").8 Generally, the complaint stated that the Corps did not have statutory authority under the CWA to regulate valley fills created for the purpose of the disposal of waste material, i.e., the overburden associated with mountain top mining.9 Alternatively, the plaintiffs claimed that even if the Corps could regulate valley fills, the Corps violated NEPA by issuing nationwide permits without required analysis. Finally, the plaintiffs asserted that the issuance of a nationwide permit for surface mining valley fills is unlawful.10

"Usually, steady state mass balances are used for the design of mineral processing plants. However, this tool does not take into account the impact of process inputs variability nor does it evaluate process transient behaviours between stationary states, such as mill start-up and shutdown. The use of advanced simulations enables the integration of dynamic behaviours in process design decision-making by highlighting situations that are undetectable by using only steady state mass balances. Applying these simulation tools to brown field projects allows the simulator performances to be calibrated and validated on actual plant data before it is used as a prediction tool for the modified plant.Three (3) simulators were implemented at the design stage of a major upgrade project for an ore processing plant in order to assess process behaviours under different production scenarios. These simulators were built to evaluate the impacts on major elements such as mine production, ore stockpile, concentrator production as well as water demand. A validation of individual equipment models was performed whenever sufficient measured data was available. The simulators were then used to study the impact of ore variability (grade, hardness, throughput), to assess day-to-day production special events, and to evaluate the true stockpiles live capacity.The use of a stochastic simulator for equipment sizing allowed a more precise sizing of many pieces of equipment and avoided important expenses in the fresh water pumping system. The dynamic simulator also confirmed that the water in place system would suffice, even in the most demanding production scenario. Finally, the stockpile simulator allowed an important production bottleneck to be quantified and then made possible the assessment of various practical solutions for the stockpiling-reclaiming issues.Post start-up, process data underlines the fact that using advanced simulation tools was useful to mitigate process-related risks associated to the plant expansion, showing generally accurate prediction and adequate equipment sizing, leading to smooth process commissioning. The presented methods are part of what is now routine in Soutex’s participation in both greenfield and brownfield projects."

A slag-metal equilibrium study of the system SnO-FeO-(Si02+Al2O3)/Sn-Fe was carried out at 1250°C. The distribution coefficient, k =(Sn/Fe)metal X (Fe/Sn)slag was found to range from 246 for an iron contentof 0·53 per cenrt in the metal to 82 for an iron content of 6·4 per cent. The value of the ratio ?SnO/?FeO was calculated and found to be approximately a function of per cent SnO in slag alone in the region (Si02+Al2O3)/ FeO = 0·4 to 1·2. Comparison with other published work suggests that the addition of CaO to slags having (SiO2+Al203)/FeO ratios of about 1·1 raises the value of ?SnO/?FeO...

This paper describes certain analytical methods used at the Rosepery Mine and Treatment Plant of the Electrolytic Zinc Co. of Australasia Ltd., which are not generally in use and may therefore be of more interest than a description of the normal routine methods which are used in most of the mining assay laboratories of the Commonwealth, and which have been published previously.The ore mined and treated at Rosebery is of a complex nature and demands closer control in the concentrating plant than is necessary on some other similar mining fields.It is necessary for the mill shift supervisors to keep constant control on the grade of lead and zinc concentrates produced on their respective shifts, and further, it is essential to maintain an economic compromise between grade of concentrates and the recovery of the particular concent:t:ate. This necessitates a more frequent check on concentrate grade tp.an is provided by the daily assays carried, out by the assay office. Rather than employ trained ,assayers on shift work, "quick methods" of analysis, which could be carried out by the operators, 'were adopted.'In such methods, it is desirable that the necessary manipulation should be reduced to the following:-a. Taking the sample, drying and mixing.b. Weighing the necessary amount of sample-for assay.c. Adding the reagents for use in the assay without change of beakers.d. THE Yallourn chimney has aroused interest, as it is, for the time being, the tallest structural erection in Australia. Its height was not decided on, however, with the object of breaking records, but is purely incidental to the purpose which it serves. Theboiler plant at the briquetting works (first instalment) consists of five Babcock and Wilcox land-type water-tube boilers, each of 4510 sq ft. heating su:r£ace and 225 sq. ft. grate area in the form of step grates. Four boilers will normally produce 73,000 lb. of steam per hour at a gauge pressure of 265 lb. and a temperature of 6500 F., the fifth boiler being a reserve. Each boiler will consume about 100 tons of Yallourn coal per 24 hours. Provision is made for future installation of economizers, should it be found desirable. Designing for this condition, and allowing for a waste gas temperature of 3500 F. and an air temperature exceeding 1000 it was found necessary to have a draft of about 1.3 in. (water gauge) at the base of the chimney, and to deal with about 2000 cub. ft. of gases per second. Estimates were made of the cost of providing the necessary draught by means of fans and by means of a tall chill).ney. The annual charges of the two methods differed only slightly, and the tall chimney wasselected as being the more general practice in briquetting factories.Estimates were prepared for brick and concrete chiIlllleys. Yallourn bricks at that time were hand-made, and, while very suitable for domestic work, were not capable of withstanding high compressive stresses. The chimney design to suit these bricks thus required to be on very ample lines, resulting in high cost. Machine-made bricks from Melbourne would cost about £5 10s. per thousand on the site, with extra for radials, so that high cost again resulted. On the score...

This is the ninth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for more than 30 new entries. Several articles and publications crossed the author's desk this past year that relate to mineral valuation and mineral royalty. Tom Loucks presented a paper, "The Valuation of Hard Rock Mineral Property," at the Rocky Mountain Mineral Law Foundation in Santa Fe, NM in July, 1990. His paper gives an indepth explanation of the definitions and concepts related to mineral valuation. It includes descriptions of numerous legal cases that have dealt with mineral valuation and proper reference is given for each case. Loucks works for the Denver Mining Finance Co. Gold royalties generally range from 5% to 7%, net smelter return. However, Severn Brown sent information that shows a much wider variation. Echo Bay Mines reported in its 1989 annual report royalties that range from 1.5 % to 30% for gold from various gold properties. Brown also sent a copy of an article that appeared in the Dec. 27, 1982, issue of Fortune magazine. This issue carried an article by Walter Guzzardi, Jr. "The Huge Find in Roy Ash's Backyard." The article gives the history of Newmont's leasing in Nevada on property that became the Carlin, Bootstrap and Blue Star Mines. The article states that the initial royalty was 10% that escalated to more than 16%. Another property, the site of Gold Quarry, provides an 18% royalty to the same own¬ers. The article makes interesting reading for those interested in mining history.

THE method depends upon:--1. The position of the mill.2. The space available for stacking the residue.3. The nature of the residue as discharged from the mill.4. The value of the residue for re-treatment.5. The requirement of the residue for underground filling.Originally the conditions in this district varied mainly in the position of the mill, some mills having an elevated site with plenty of dumping space for the time being, whilst others had a flat site, and very little dumping space near at hand; but in most cases the residue discharged was in the form of filter-press cakes, suitable for conveying on belts, or in trucks, and stacking in a high clump; and, while a portion of the residue was used for underground filling, the dump was regarded as a valuable asset, to be re-treated later. Under these conditions, conveyor belts, electric trams, aerial trams, and hose trucks, all gave satisfactory results, and the following figures, taken from "'West Australian Metallurgical Practice," will show how these methods compared as regards costs...

"Silver and gold leaching by cyanidation is a well-known process used around the world. This reaction is often accompanied by the leaching of other species throughtout the cyanidation circuit that causes the diversion of cyanide towards non valuable by-products (SCN-, Cu(CN)x, Fe(CN)x, etc.). One of the detrimental impacts of the formation of these by-products is the precipitation of silver-cyanide complexes that occurs when cyanide concentration is too low. Without any extra-addition of free cyanide, the precipitated silver is lost and cannot be recovered causing an important economic loss. To overcome silver precipitation, cyanidation circuits are often operated at higher cyanide concentrations. Recently, COREM’s research team has been working on a technology to measure and control silver precipitation during the cyanidation process. Moreover, a methodology has been elaborated in order to evaluate threshold cyanide level which corresponds to the cyanide concentration at which silver starts to precipitate. This technology has been tested on site on a real cyanidation circuit at Agnico Eagle’s LaRonde mine."
