This Bureau of Mines report and its companion report (Information Circular 9142) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of beneficiation of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the costs for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mineral processing unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. The mineral processing handbook includes individual cost estimation sections for unit operations associated with comminution, beneficiation, solid-liquid separation, hydrometallurgy, and special applications as well as infrastructure and plant general and administrative costs. When using this system for estimating cost data for a mineral processing facility or for checking or verifying processing costs from an existing facility, a minimum amount of background information is necessary.

Mining and processing of bastnaesite ore, (Ln)CO3F, for lanthanides extraction is investigated in this paper. This series of elements proved to be applicable for a wide range of high-tech uses. In spite of the strategic importance of lanthanides, no LCA and energy analyses of their extraction have ever been published. We perform in this paper a Life Cycle Assessment of the Lanthanide production cycle, based on available database and literature data from Mountain Pass mine (USA) and other worldwide mining and processing sites, most of which in China. We investigated three main steps: mining, milling (including transport, grinding and drying), and flotation (for lanthanide chloride extraction). We do not investigate here the separation of pure oxides from lanthanide chloride, a compound which is also marketed as such. The conventional LCA was integrated by means of energy and emergy evaluations, aimed at investigating respectively the global energy cost and the environmental sustainability of the process. Indicators of material intensity, thermodynamic efficiency, and environmental impact (including LCA and ecological footprint impact categories) are calculated and discussed.

This report by the Bureau of Mines is the first of two proposed papers on evaluation of spectrophotometric, spectrographic, polarographic, and other analytical methods for quantitatively determining impurities in high-purity tungsten. Some of the methods described are standard methods that have been successfully applied to determine low-level impurities, several are modifications of known methods, and some procedures are entirely original. The Bureau of Mines is actively engaged in tungsten research because tungsten has an extremely high melting point, in fact the highest of any known metal. The metallurgist must know the content of impurities in tungsten because of the marked effects even micro amounts of impurity elements have on its physical properties. The Bureau procured a number of analyzed samples of above-average purity from research laboratories of companies engaged in production and fabrication of tungsten. These samples were investigated by the analytical procedures of those companies for several metallic impurities. Subsequent analytical laboratory determination of impurities in these samples agreed with the analyses as reported. With this assurance that analytical methods were basically accurate for metallic impurities, procedures for the determination of several of these elements were modified to lower the limits of detection and increase the sensitivity of methods. Carbon and the gases hydrogen, nitrogen, and oxygen were determined by standard instrumental methods, modified to provide greater sensitivity for reliable determinations when content of these elements was low. After the reliability of the modified procedures was affirmed, they were used as a product evaluation guide in the development of a vapor-plating technique for the production of high-purity tungsten. The following list of elements can be determined by one or more of these methods: AI, B, Be, Ca, Co, Cr, Cu, Fe, Mg, Mn, Mo, Ni, Pb, S1, Sn, Ti, V, and Zn. In addition, a vacuum-fusion method for the determination of H, N, and 0, and a conductometric method for carbon are described. Lower limits of determination and detection for each element listed are given.

The Richmond-San Rafael Bridge was built in the early 50s' and was first opened to traffic on August 31, 1956. Among California's longest steel bridges, it spans more than 21,000 feet across the northern portion of San Francisco Bay. It is one of six toll bridges currently undergoing seismic retrofit in the Bay area. Current retrofit criteria require the structure not to collapse in a Magnitude 8.3 earthquake lasting 45 seconds on the San Andreas Fault. The earthquake epicenter is 10 miles to the west of the Bridge, near the mouth of San Francisco Bay. Another major fault is the Hayward Fault, with a potential of a 7.5 magnitude earthquake. It is only 4 miles east of the eastern end of the bridge. The retrofit criterion is that the structure survives these earthquakes without collapse or loss of life, and that they are capable of repair within a period of one year. Therefore an energy absorbing, ductility and nominal resistance based approach to the retrofit design have been adopted for the retrofit of this bridge. Foundation Retrofit The foundation retrofits were designed to satisfy of drift criteria of 6 inches at the base of the footings, and to keep the existing H-piles from experiencing unacceptable levels of permanent soil displacement and /or structural rupture. Full-scale structural lateral load testing of BP14x89 piling, to rupture, has helped to determine the drift criteria. However recent non-linear analytical results, have led to a redesign, which may allow for 12 inches of drift. The as-built analysis of the Micropile piers determined that those piers would not exceed the 6-inch drift criteria so lateral resisting shear piles were not needed at those piers.

The cost of corrosion as measured by such cost components as the renovation or replacement of coated steel, or the use of expensive coating systems on steel, is considerable. Extrapolating from figures for the USA would place the overall cost of corrosion for South Africa as a figure of the order of magnitude of something over 1% of the GNP. This is a sizeable amount, of which costs associated with atmospheric corrosion would be a significant proportion. The corrosivity of an atmosphere can be defined as the ability of the atmosphere to cause corrosion in a given metal or alloy (International Standards Organization [1]). The ISO Standard 9223 specifies the key factors in the atmospheric corrosion of metals and alloys, and defines categories of corrosivity on the basis of these factors. Prior to the publication of that ISO standard, Callaghan published the results of his twenty-year exposure programme and his excellent corrosivity map of Southern Africa [2]. The present author published updates of the corrosivity map in 1999 [3] and again in 2003 [4]. The summary of the individual areas of corrosivity around Southern Africa was published in the latter paper, and is reproduced here as the following TABLE 1. Of significance in TABLE 1 are the numerous regions of very high corrosivity (C5 or beyond), particularly the rural West Coast shoreline, the North East Coast (KZN) shoreline, and the coastal cities Cape Town, Durban and Richards Bay. The corrosivity map as published is obviously based on much extrapolation as only a small number of points have been measured. During the past three years further measurements have been made, mostly however at the same sites in order to give greater reliability and to monitor long-term trends with changes in pollution. These two aspects are incorporated in this update. There has become available a greater amount of air pollution data for centres in South Africa than was the case some years ago. In this present paper the pollution data are used to extrapolate the corrosivity over areas where little or no direct corrosivity measurement has been made. This methodology is described in ISO 9223.

A study of the various components contributing to energy costs and their relationships to generally trended operating data, such as tonnage, operating costs, etc., over progressively shorter time periods provides information for an energy audit. A study of annual data gives some insight into the importance of various energy components. As the time frame of the study progresses through monthly, daily and, finally, into quarter hourly data, the variations become more evident and, most important, strategies develop to minimize energy costs. The results of an audit conducted during the summer of 1978 at Wesfrob Mines Limited are reported to illustrate this important phase, prerequisite to a meaningful energy cost avoidance program. The balance of the paper deals with the energy conservation program at Falconbridge Nickel Mines Limited's Sudbury operations, the metering and control equipment, the commitment, the new energy accounting practices and, lastly, the policies. Examples of successful energy conservation endeavours include automatic peak electrical load control, waste heat recovery from mine air and compressor cooling water, energy reductions resulting from lower building temperatures and curtailment of idling loads. The use of pulse meters to measure the flow of gas, steam, compressed air and electrical energy, with their signals interfaced to process computers, allows monthly, daily and, if necessary, immediate reporting of energy and energy per unit of production information The program so reported at Falconbridge's Sudbury Operations is credited with an annual cost avoidance of .9 million dollars in a 14.0-million-dollar annual energy account

Direct transfer, or community translocation, comprises salvage and replacement of intact æsodsÆ of vegetation together with underlying soil. It has been applied to New Zealand mine sites restoration of native grasslands, wetlands, scrub lands, and forest. It is an equivalent technique to æinstant lawn or tree gardenÆ, commonly used in urban landscaping. Two to six m2 scoops of vegetation, with up to 0.7 m of soil attached, and including root plates of trees and shrubs, are relocated from stripped areas ahead of mining to sites prepared for restoration. Direct transfer uses hydraulic excavators or face shovels and dump trucks, possibly with the aid of bulldozers and other earthmoving machinery. The main advantages of direct transfer, compared with sowing or planting systems for mine site restoration, are the recycling of plant and soil materials which were often wasted by burying under overburden materials, a significantly faster revegetation process, and restoration of the whole ecosystem (plants, animals, birds, invertebrates, and microbes). The main disadvantages are higher costs of stripping and dumping, a greater degree of machine operator skill required, and scheduling becomes critically important. To illustrate the key principles, this paper gives examples of successes and failures of the technique for a variety of New Zealand mining situations. Direct transfer has been successful for a range of communities, from fern wetland and sub-alpine tussock grasslands to 5 m-tall beech forest under storey and seral shrub land, and from temperate to sub-alpine climates. Successful examples show both rapid recovery of indigenous vegetative cover and conservation of habitat for birds and invertebrates. Failures have resulted from excessive death of plants because of inadequate soil salvage depths, acidic leachates, inappropriate handling of stripped sods by inexperienced machinery operators, or prolonged drought conditions immediately following relocation. Change in plant species composition has occurred where clumps of vegetation are too far apart, or shifted plants were too small - in both cases invasive weeds have smothered the original vegetation. Changes in hydrology can also have significant impacts. Our experience indicates that the advantages of direct transfer far outweigh the disadvantages and is now used as the preferred restoration method, where practicable, at mines where it has been trialled.

"The New Britannia Minesite is located in Snow Lake, Manitoba, 420 miles north of Winnipeg (figure 1). The mine previously operated from 1949 to 1958 extracting some 5.39 million tons of ore at a 0.150 opt gold grade. From 1959 to 1986 the property was held by Nor-Acme and Hudson Bay Exploration and Development and in 1987 High River Resources Ltd. Optioned the property, dewatered the mine and conducted a diamond drill program between the 1 780 and 2400 levels. In 1988 two companies, Nor-Acme Mines Ltd. and High River Gold Mines Ltd., negotiated an option agreement with INCO Gold whereby !NCO assumed management control of all site exploration work. During this period, a bulk sample of 10,000 tons was extracted from the 1780 level with no further exploration recorded after its removal. Both Hudson Bay Exploration and Development and INCO Gold conducted feasibility studies on reactivating the property but at a calculated capital cost of Cdn $70 to $80 million found the rate of return on their investment unacceptable.In 1991 !NCO Gold merged its interest with the assets of TVX Gold Inc. and in February 1994 TVX Gold Inc. and High River Gold Mines Ltd. entered into a joint venture partnership to develop the Snow Lake property, naming TVX Gold Inc. the operator. Upon completion of a feasibility study in April 1994 by Bharti Engineering Associates Inc., a decision was made to reopen the Britannia Mine at an established project cost of US $33 million.Project construction commenced in July 1994 with the hoist house excavation. The first concrete for the hoist house level footings was poured on August 4, 1994 and the project was completed on October 1, 1995 at a cost of US $36 million. The first gold pour took place November 4, 1995.This paper not only presents the metallurgical aspects of the operation but also describes the novel approach used to complete the design and construction of the site facilities."

The Freeport McMoRan El Paso Refinery uses co-generation to produce some of its electricity and all of its steam. This paper will cover the operation of the co-generation plant natural gas turbine at a fixed RPM for blade longevity and energy output. The by-product heat from the turbine passes through boilers with additional heat from a duct burner to produce steam for the Tank House and auxiliary operations. The steam demand varies dramatically throughout the day based on unloading activities in the Tank House. The use of an automated steam control system within the El Paso Refinery will help stabilize line pressure by incrementally controlling steam consumption based on electrolyte temperature. This will minimize steam line pressure fluctuations. INTRODUCTION In the mid 1920’s the Nichols Copper Company of Laurel Hill, New York recognized the need for a modern copper refining facility in the southwest. Due to the many railroad heads, affordable power and abundant labor supply, and the close proximity to regional copper smelters in Mexico, Arizona, and New Mexico, El Paso became the logical location. In December 1928, ground was broken for the joint venture refinery between the Nichols Copper Company, Phelps Dodge, and the Calumet and Arizona Mining Company. In September 1930, Nichols Copper Company became a part of Phelps Dodge Corporation after a stock exchange. In July 1938, Nichols Division officially became Phelps Dodge Refining Corporation. In March 2007, Freeport McMoRan Copper & Gold acquired Phelps Dodge. Energy costs (electrical and thermal) are critically important in the viability of modern copper electrorefineries. The El Paso Refinery produces electricity and steam through its cogeneration system. The El Paso cogeneration facility is a natural gas, 15-megawatt facility containing five turbine generators and associated waste heat recovery boilers. The facility is divided into two phases. Phase I consists of two Allison 2.2-megawatt turbine generators. Phase II consists of three Solar Taurus 3.5-megawatt turbine generators. Presently three units in Phase II are operated. The Phase I units were purchased and installed in 1986 and the Phase II units in 1992 (Solar 1991). The facility operated at full capacity until 2003 when steam demand was significantly reduced due to decrease in cathode production and closure of the copper sulfate and precious metal operations. Phase I units were taken out of service and put on care and maintenance status.

"Abstract A series of centrifuge model tests was conducted to investigate the failure pattern and stability of cement treated clay ground having an unsupported vertical slope. The model ground was subjected to monotonically increasing centrifugal acceleration until it failed due to the enhanced self-weight. The test results were compared with the numerical analyses in which the treated soil was simulated by the Smoothed Particle Hydrodynamics (SPH) method. In the simulation, the Dracker- Prager model is employed as the constitutive model. In order to simulate the brittle behavior of the cement treated soil, it is assumed that the unconfined strength is gradually reduced to a certain value which corresponds to the residual strength due to accumulated plastic strain. It was found that the simulation by using SPH method can express the brittle failure observed in the centrifuge model tests.IntroductionBecause of economical and environmental concerns it has become more difficult in recent years to obtain enough soil to construct reclaimed land for airports, electric power plants, manufacture plants and so on. On the other hand, it has become difficult to find and construct disposal sites for waste subsoil or dredged soil. These circumstances have encourage geotechnical engineers at present to use these poor quality materials as filling materials more than they were used one or two decades ago. Several soil admixture methods have been developed to improve their properties and to manufacture high quality fill materials.The deformation and strength characteristics of cement treated soils have been investigated in Japan, which have revealed that the treated soil is characterized by a brittle behavior with quite high compressive strength and quite small strain at failure, and the treated soil with relatively high strength shows tensile failure instead of shear failure. Regarding to evaluate the stability of structures adjacent to or buried in the treated ground, Kitazume (1998) and Kitazume et al. (2003) investigated the earth pressure of cement treated ground by the centrifuge model tests. And they emphasized that the failure pattern of the cement treated ground was much different from that of ordinary ground. After the Hyogoken- Nambu earthquake in 1995, many design codes for the seismic stability were revised in Japan, so that seismic stability must be evaluated more precisely. The dynamic earth pressure of ordinary grounds is usually calculated by a pseudo-static limit equilibrium method based on the Mononobe- Okabe’s method (Okabe, 1924; Mononobe and Matsuo, 1929). This calculation method is also applied to the cement treated ground, although its applicability has not been thoroughly clarified."

INTRODUCTION This paper discusses the design of the subsurface nuclear waste repository at Yucca Mountain, Nevada; and possible concepts for construction of the subsurface facility. Subsurface construction at Yucca Mountain is planned to last for 20 or more years, and may be accomplished using tunnel boring machines (TBM), drill and blast methods, raise bore machines, and roadheaders. The design of the subsurface facility includes approximately 107 km (66 miles) of tunnels and drifts. The vast majority of the repository will be excavated with TBMs. Design and construction concepts for the subsurface repository discussed in this paper are based on the License Application that was submitted to the U.S. Nuclear Regulatory Commission (NRC) by the U.S. Department of Energy (DOE) on June 3, 2008. The License Application was subsequently docketed by the NRC in September 2008. When a Construction Authorization is received from the NRC, notices to proceed with subsurface construction at Yucca Mountain will be issued by DOE. The Yucca Mountain site is located in the Mojave Desert approximately 150 km (90 miles) northwest of Las Vegas, Nevada. The site is on federal land in southern Nevada and is shown in Figure 1. Yucca Mountain is a ridge of volcanic rocks com-posed primarily of solidified volcanic ash. Previous underground construction work at Yucca Mountain included excavation of two tunnels using two different TBMs. The first tunnel, the Exploratory Studies Facility (ESF), is a 7.62 m (25 ft) diameter tunnel that is 7,877 m (25,843 ft) long and was described by Morris and Hansmire at the Rapid Excavation and Tunneling Conference (RETC) in 1995. The second tunnel, known as the Enhanced Characterization of the Repository Block (ECRB), was a TBM drive of 5.0 m (16 ft, 5 in.) in diameter and 2,681 m (8,796 ft) long. The second tunnel was excavated in 1998 and was described by Fulcher, Eastlund and Copeland at RETC 1999 and is named the East?West Cross Drift in that paper. (These previously excavated tunnels are shown in Figure 2.) In the volcanic rock formation where the vast majority of the planned repository will be con-structed, previous tunneling conditions were generally very good.

"INTRODUCTION The introduction of mechanized pining in coal mines, which has speeded loading, has emphasized the importance of efficient underground transportation systems. The purpose of this investigation is to study and analyze various systems now in use, and to derive conclusions therefrom. This report may be helpful to operators who are planning new systems of transportation or who are revising present systems to increase their efficiency. This paper is the first of a series on this subject and describes some systems of transportation utilizing rail haulage.ACKNOWLEDGMENTThe information used in preparing this report was obtained through the courtesy and cooperation of the officials of the companies whose mines wore studied. Introduction Any person concerned with the welfare of mining in British Columbia cannot help being perturbed by the fact that the industry, to an alarming extent, is living on its capital. The great majority of mines and mining camps of today represent a heritage handed down by the prospectors of yesterday. It is true that mining engineers, geologists, mineral dressers, metallurgists, and their fellow scientists and engineers have played an honourable, indeed a vital, part in he1ping to make our producing mines, often after costly and extensive underground development and extended researches. It is also true that the mineralization at the Sullivan, Britannia, and Copper Mountain mines was all discovered before the turn of the century. Likewise the Cariboo, Bridge River, Hedley, Ymir, Rossland, Boundary, Slocan, Salmo, and Portland Canal mining areas, although they had not all been developed, were all known more than fifty years ago. Furthermore, every one of these camps owed its discovery and eventual exploitation to the fact that encouraging ' mineralization occurred at the surface. Where would the mining industry of British Columbia be today had those precious outcrops been buried beneath twenty to forty feet of glacial drift or other overburden? Anybody familiar with the geology and geography of British Columbia will probably agree that finding new mining camps is going to be an increasingly difficult and costly business: disappointments there will be in abundance. Nevertheless, most persons will probably also agree that other valuable mines and even mining camps await discovery by those who will prove resourceful and lucky enough to unearth them. It has become increasingly obvious to the authors of this paper that any new too1s which can aid either prospectors or engineers in their search for new orebodies should be welcome. This paper outlines our efforts to develop biogeochemistry and related techniques to the point where they may be considered as useful tools in the search for hidden mineralization.

A survey of the literature on ELF and VLF atmospheric noise has been made. Most measurements have concentrated on the vertical electric field and the horizontal magnetic field rather than the vertical magnetic field which is of interest in transmission between horizontal loops. The limited vertical magnetic field data indicates that the vertical component is generally 10 to 20 dB below the horizontal component. Three laterally inhomogeneous earth models have been analyzed for conversion of horizontal to vertical magnetic field. The rough surface model examines surface effects, the inhomogeneous thin sheet model treats volume effects, and the buried cylinder model treats localized man-made effects. All three models predict the possibility of significant conversion from horizontal to vertical magnetic field. A thin sheet model has also been used to examine transmission from a buried magnetic dipole source. It is found that the predicted fields more nearly model the measured data than does the homogeneous half-space model.

Three conventional uplift tests and 12 Rapid Pile Load Tests (RLT) were performed on total of fifteen 16-inch square pre-cast concrete driven piles at a test site in Emeryville California in December of 2000. The uplift tests were performed in accordance with ASTM standards, and the RLTs were performed using a FUNDEX RLT. The RLT is carried out by dropping a mass of 25-tons on top of the pile, thereby inducing a force that is measured by a load cell. An optical lens records the vertical deflection of LED's that are mounted on the pile. Ultimate uplift and compression capacities of each of the fifteen piles were determined using the Davisson method. Soil parameters were calibrated by back-calculation (cohesion and internal angle of friction) using both the results of conventional uplift load versus deflection curve, as well as the results of the triaxial compression tests. A two-dimensional finite difference model including soil elements, and structural elements representing the test pile was setup using the computer program Fast Lagrangian Analysis of Continua (FLAC). FLAC was used to simulate both the uplift as well as the RLT. Strength increase of cohesive material was also accounted for in the analysis. Numerically simulated and theoretically computed pile capacity curves and axial deformation variation with applied load curves are in close agreement to the observed curve during the field test. Conclusions are made from this test site regarding the factors influencing results of RLT.

Toolbox training is often described as short, informal training conducted at a worksite by technically competent persons for the benefit of a work team. The key feature of toolbox training is the focus on a work team and what is important to that group in its workplace. Toolbox training conducted by peers can connect miners and establish the feeling that the hazard is a real threat to them. This feeling can bridge the gap between delivery of a safety message and behavioral changes that can prevent an accident. Toolbox training is a popular form of "maintenance" training that should not be used to teach a new skill. The 10- or 15-minute toolbox session is simply too short a time to teach or learn a new skill and test for skill development. However, the toolbox format is an excellent way to inform workers of changes in workplace rules, conditions, or hazards by bringing the discussion of change to the level of the work group and suggesting how a change will affect the way workers perform their jobs. Toolbox training should be structured to address a very specific hazard. That is, the hazard source should be identified and the effect of the hazard on the worker described. The temptation to discuss a safety subject in broad terms will result in an equally vague result. For instance, discussing "equipment guards" is inappropriate for a 15-minute training session. There simply is not enough time to cover all the hazards and their remedies. A more appropriate topic would be "placing guards on a conveyor return roller" or "hazards of cleaning a conveyor return roller." Each topic is concise enough to allow the trainer time to define a particular threat to the safety of miners and discuss ways to defend against that threat. The clearest way to a safe workplace is to identify hazards methodically and eliminate them. This cannot be done with sweeping, generalized training. Some best practices that will protect a worker from the hazard should be presented, and the hazard should be located at the specific worksite. Toolbox training is an opportunity for the work team to participate in learning and share experiences and knowledge, often through storytelling. Storytelling is an ancient form of passing along information in an entertaining way. It is entertaining because it draws the listener in with imagination and creativity. Stories told within work groups are a way for miners to exchange experiences in which they made mistakes that resulted in an accident or a near-miss and learned a valuable lesson. Thus, co-workers can learn from others without the pain or fear that accompanied the storyteller's learning path. To encourage these shared experiences, the people in the group must be comfortable with one another. Participation doesn't stop with listening to a near-miss story or informing the group of an unsafe work practice. Participation by sharing experiences, knowledge, and skills should lead toward action in changing the unsafe tool, practice, or machine (Wallerstein, 1992). This power to change is called empowerment. Empowered workers use toolbox training sessions to discuss a problem; direct their own knowledge, experience, and talents in the context of their work environment to solve the problem; and put into practice what they have learned by sharing (Baker, 1992). A worker is much more likely to implement changes they have contributed to creating than changes forced upon them. Toolbox training functions best when the group size is small (under 20) and composed of workers with similar job functions. While combining all workers on a shift or multiple shifts may be convenient, the level of participation will drop dramatically as group size increases and participants are less connected. Similarly, when the work group participants are from different job functions, keeping the materials relevant to the individual becomes more difficult. The role of management in the toolbox training system is to communicate among various groups so that all groups at a mine site are hearing the same message. In very small operations, combining work groups can be productive if the trainer can promote open discussions and lead the group to solutions that address the needs of all and not let one group or individual dominate the discussion. WHY USE NARRATIVE METHODS An effective communications tool is to use stories as a means of describing a hazard and its consequences. Historically, using stories to transfer knowledge between individuals of the same and different generations is well established. All good stories share the same elements required to communicate safety principles. Stories require a setting (the part of the workplace), a plot (the circumstances that lead to a hazard), the solution (best practices), the lesson (what can happen), and the result (what will be done to prevent the hazard) (Dennehy, 1999).

Development of metallurgical flowsheets from drill core to production of finished metal involves two main domains: process mineralogy to sample the ore and develop a successful flowsheet producing saleable concentrate; and extractive metallurgy to convert that saleable concentrate to finished metal. Effective flowsheet development for a new or brown-field concentrator and processing facility is essential to project schedule and return on investment. Over the last decade in particular, the integration of geology, mineralogy, sampling, and mineral processing have empowered the development of an improved practice in flowsheet development. The use of geometallurgical units as a basis for best-practice sampling delivers representative study material to the laboratory. Modern automated mineralogy characterises the whole rock assembly and paymetal mineral hosting, to address downstream process implications. Batch scale flotation testing then uses this information to design and perform well-focused strategies. At early stages of the project, the Extractive Metallurgy team is engaged to determine processing constraints or other economic drivers in conversion of the saleable concentrate into finished metal. The team evaluates available technologies, assesses the impurities and key properties of the given concentrate. In many cases, changes to mineral processing flowsheet are required to maximize value per tonne of concentrate. Site conditions, availability of infrastructure, energy and power all play an important role. Modern metallurgical simulation tools such as FactSage™ and METSIM™ can quickly define the appropriate test program for each process. Bench scale testing and appropriate scale of piloting can confirm simulations and provide design criteria. A case study demonstrates how effective use of these tools and a multidisciplinary team can accelerate flowsheet development, while reducing costs and ensuring that the designed processing facilities maximize project value with minimum risk.

Brown coal production in Victoria's Latrobe Valley Region (Figure 1) continues to rise and currently stands at around 50 Mt per annum. With the exception of around 2 Mt used to produce some 700 Kt of brown coal briquettes, this coal is mined by the State Electricity Commission to fuel large thermal power stations with a total installed capacity of just over 5 000 Megawatts. The moisture content of the coal as mined typically exceeds 60 per cent, making Latrobe Valley coal a markedly low rank fuel. The lack of heating value is, however, compensated for through power station design and by the fact that ash yield is very low, usually within the range of one per cent to four per cent on a dry basis. This means that compared with most other coals, the burning of Latrobe Valley brown coal produces relatively small quantities of waste products and discharges a minimal level of pollutants into the atmosphere. Even so, the inherent quality of Latrobe Valley coal does vary significantly from one area to another (Gloe, 1991; Barton et al, 1992) both on a local and a regional scale. Such variations need to be recognised and understood in order to not only realise efficiency gains in existing power stations but to properly assess resource potential for future utilisation and the application of new technologies. The principal aim of this paper is not to describe coal quality variation in detail or to speculate on the nature of and reasons for such variation. Rather, it is to simply underscore that significant differences do occur and that this is clearly a factor which needs to be considered in any evaluation of Latrobe Valley brown coal as a resource for the future.
