West Virginia's basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

The use of phosphate depressants in the cationic flotation of silica from francolite in the Florida phosphate industry is rarely practiced. The occasional use of gelatinized starch derivatives and pH adjustments to assure a slightly alkaline flotation feed slurry pH have been used in some processing plants to improve selectivity. This paper presents a preliminary laboratory comparison of several potential phosphate depressants for use with the flotation of siliceous phosphates. It was found that starch is ideal for floating fine (-35 mesh) silica from phosphate, while sodium tripolyphosphate may be the best for coarser (+35 mesh) feeds.

Mining engineers are ready to take a big step into a new field-oil mining. To understand the subject, one must look at the world's oil supply and demand as well as petroleum technology successes and failures. The US has an abundance of solid hydrocarbon and uranium energy resources, but 75% of its energy for industry, transportation, manufacturing, and space heating comes from liquid petroleum and natural gas. So there are increasing efforts to discover new oil reserves; today the number of drilling rigs operating in the US is at an all-time high. But with 80% of the world's wells already located in the US and Canada, good new exploration prospects are difficult to find. The cost of drilling deep new wells has also greatly increased. The US faced a similar situation in the early 1950s, when primary oil production declines began. During that time, the petroleum researcher introduced secondary recovery techniques such as water flooding and gas injection. This increased the average amount of extractable oil from discovered US reservoirs from 17% to 33%. Production soared and the world petroleum price remained stable until the end of the 1960s. Secondary recovery techniques were then supplemented by tertiary oil recovery technologies-increasing sweep efficiency with such things as CO2 injection-that are, so far, only partially successful in most petroleum fields. Even so, these technologies could raise cumulative recovery expectations to 35-38%. The "lost" oil in depleted US reservoirs equals 48 km3 (300 billion bbl) of conventional oil, or 12 times the current recoverable reserve base. At the present rate of US consumption-1 km3/a or 6 billion bbl/a-this is enough to run the US for 50 years without importing any oil. Moreover, there are 16-24 km3 (100-150 billion bbl) of as-yet unrecoverable heavy oil and tar sands in the US.

An Automated People Mover (APM) transit system is planned for the growing Phoenix Sky Harbor International Airport. The APM will improve passenger movements between the terminals, and provide a link to parking facilities, a new rental car facility, and the planned metro Light Rail. The underground works will include shallow twin bored tunnels, taxiway crossings, and underground stations constructed beneath critical airport facilities. Challenging soft ground conditions will require extensive underpinning and ground improvements. Design is underway, and construction is scheduled to begin in 2007 with project completion in 2015. The owner’s planned delivery method for the APM Project will be Construction Manager at Risk (CMAR) with a Guaranteed Maximum Price.

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. Part I in this series of papers considered the chemistry of medium-temperature pressure leaching of copper sulfide concentrates and reviewed the metallurgical testing and initial process development for this technology. This initial work resulted in the development of a process flowsheet utilizing superfine grinding (to a P98 of 12 to 15 µm and P80 of 6 to 7 µm), pressure leaching at 160° to 170ºC, followed by conventional solution extraction (SX) and electrowinning (EW) for the recovery of copper. However, this process required a significant amount of concentrated acid to be fed to the pressure leach vessel to meet the reaction requirements, representing a cost of between $0.03 and 0.05/lb copper (2006 basis) produced by the process. It was immediately recognized that the development of a process that did not require such a large acid addition would be advantageous. This paper, which is Part II in the series, describes the development of a process that incorporates medium-temperature pressure leaching and direct electrowinning (DEW) in a novel and innovative process flowsheet. Phelps Dodge (a subsidiary of Freeport-McMoRan Copper & Gold Inc.) refers to this as the ?MT-DEW-SX? process. Part III in this series covers the large-scale demonstration of the MT-DEW-SX process at Bagdad, Arizona; and Part IV addresses the development and design of a full-scale commercial application at Morenci, Arizona.

Historical mining operations in Colorado and other western states have resulted in thousands of remnant mine openings. Many are sources of metals loading and acid water generation in surface and ground waters. It is estimated that more than 965 km (600 miles) of streams in Colorado have been impacted by past mining activities. The Animas River watershed in southwestern Colorado is one of the most heavily affected areas in the state. Abandoned mine features pose significant safety hazards to those who enter them. These hazards can include bad air, unstable rock or falls into open shafts, stopes and winzes. Backcountry skiers and snowmobile enthusiasts are particularly vulnerable to falls into snow covered mine openings.

The speed and internal accuracy of today's electronic calculators can be utilized to write an efficient slurry calculation program. The calculator's input/output printing feature offers additional benefits for data organizing and record keeping. This program allows slurry calculations to be performed without the urgency of immediately transferring a calculated result onto a process flowsheet or specification sheet. The number of flowsheets required for some hvdrometallurgical processes means the number of process stream blocks or ladder diagram entries can become substantial. Slurry calculations for such projects tend to become repetitious and tedious, and the chances for errors increase both in calculation and data entry onto process documents. Using this program has minimized both types of errors. Checking process flowsheets is particularly expedient with the program because you may "walk" through the flowsheet on a weight basis, i.e., solids rate and solids density, and have the program verify and/or correct the volume entries, gallons, and specific gravities. The program was initially used on a beneficiation project to check some 500 data entry values on ladder diagrams covering seven process flowsheets. Numerous hand calculation errors were determined and corrected, and the time for completely checking and correcting the flowsheet ladder diagrams was substantially reduced.

The Washington Suburban Sanitary Commission (WSSC) has recently completed design for the Bi-County Water Tunnel Project. The project will include a 10-foot diameter, 5.3-mile long hard rock tunnel located within the Piedmont Physiographic Province in Montgomery County, Maryland. The rock formations present along the alignment are comprised of igneous and metamorphic lithologies. This paper presents the steps taken to characterize the complex geology along the tunnel alignment into a single ?Engineering Unit? based upon the intact rock and rock mass properties. The Rock Mass Rating (RMR) system is planned to be used as the basis for dividing the ground into three ?Excavation and Support? classes. This RMR approach was selected to establish contractual baselines as presented in the Geotechnical Baseline Report (GBR) and is intended to facilitate management of the ground support characterization during construction.

OHSAS 18001 is a series of international standards for occupational health and safety management. It is comprised of two parts, 18001 and 180029. OHSAS 18001 was formulated by international certifying bodies and is based on BS8800 and was first published in 19996,11. OHSAS 18001 was developed to be compatible with ISO 9001 and ISO 14001 in order to facilitate integration of quality, environment, and occupational health and safety management systems5. It is a voluntary standard and the overall aim of OHSAS 18001 is to enable organizations to control their occupational health and safety (OH&S) risks and improve overall health and safety performance5. OHSAS 18001 is widely accepted in the UK, Europe, and Asia, is gaining momentum in North and South America, and it was used as the basis and conforms to the requirements of ANSI/AIHA Z.10-2005: American National Standard for Occupational Health and Safety Management Systems. It defines a set of requirements for an occupational health and safety management system suitable for any kind and size of organization4. Businesses of all sizes are developing and implementing occupational health and safety management systems (OHSMS) that are in compliance with the OHSAS 18001 standard.

INTRODUCTION Content of this Report The 1300m long twin-bore 8.1m diameter Airside Road Tunnels (ART) were excavated beneath the busy taxiways and stands of Heathrow Airport between 2002and 2003. The tunnels were fully completed and handed over to the client for use early in 2005. This paper will describe the purpose of the tunnels, and the measures put in place to minimize the impact of construction on the daily activities involved in running an international airport. Terminal 5 Construction Heathrow Airport is the busiest international airport in the World, with a current capacity of circa 67 million passengers per year, based on existing infrastructure of4 passenger terminals, 1 cargo terminal, 2 runways and 170 aircraft stands. Terminal 5(T5) is being built to increase Heathrow’s passenger capacity by providing the following: 12 additional aircraft stands through redevelopment of the south apron area, in the autumn of 2004 A main terminal building (T5A) and a first satellite (T5B), and 43 additional stands by the spring of 2008, most of which will be able to receive the new generation large aircraft (Airbus A380) A second optional satellite (T5C) by year 2010 A third optional satellite (T5D) by year 2015 The total value of the project is approximately 4.2 billion pounds for the main phase of the works spanning from 2000 to 2007. Purpose of the Airside Road Tunnel The ART has been constructed to support the internal road traffic of the airport between terminals, aircraft stands, runways and taxiways, for passenger buses, service and technical vehicles. The majority of the traffic will be buses transporting passengers between the terminals and their aircraft.

According to the U.S Department of Energy (DOE), mineral processing activities including comminution (size reduction) uses 4% of the world electrical energy consumption. Such numbers reinforce the need to invest in energy savings initiatives in order to produce more using less. ENERGY EFFICIENCY OPPORTUNITIES AND CHALLENGES IN MINING OPERATIONS In addition, DOE, in its Mining Industry Energy Bandwidth Study, has identified huge potential for energy savings for the coal, metals and mineral industries. Even knowing the overall causes of energy waste and some potential tools for remediation, mining companies may struggle to apply such tools and get the desired results due to the following reasons: ? Limited staff ? Lack of accurate economic and investment analysis to justify energy savings projects ? Lack of knowledge to identify low or no-cost savings opportunities ? Internal competition for resources According to the workforce and talent management experts, the Talent Strategy Advisors, the demand for mining engineers is expected to exceed supply by 30% by 2013. Mining personnel are likely to be burdened with increasing and varied workloads with limited training. This will result in the need for automated and simple tools to support energy efficiency activities. Mining engineers will simply not have the time and resources to create such tools, collect and analyze the data to make decisions, and track results.

Have technological advancements in underground coal mining driven people's skills to new highs or have the expanded skills of mining people driven the industry's technological advancements. Who knows? What we do know is that both our technology and our people have made meaningful and significant advancements. Overall, longwall systems continue to increase productivity and retreat faster. Globally, gate road development is the primary bottleneck in a longwall mine. The primary bottleneck in gate road development is roofbolting. Generally, roofbolting is the bottleneck in room and pillar operations as well. This paper will present an integrated manufacturer's (Joy Mining Machinery) vision of the future in comparison to current equipment performance. Particular emphasis will be placed on roofbolter technologies.

The CTRL London Tunnels The Channel Tunnel Rail Link (CTRL) London Tunnels comprise 36km of internal diameter bores that were driven by Earth Pressure Balance (EPB) Tunnel Boring Machines (TBMs). The tunnels were constructed between the autumn of 2002 and the spring of 2004. The permanent works also included the 1.1 km long station box at Stratford, five ventilation shafts of depths between 30 and 54 m, 29 cross passages and various large diameter sprayed concrete lined connecting tunnels. The concrete lining for a long 8.05 km (5 mi) section of New York City Water Tunnel No. 3 was cast in place. The contractor, Grow-Perini-Skanska, placed over76,841 m3 (100,505 cy) of concrete, pouring 24 hours per day, 5 days per week. The concrete was dropped 204 m (670 ft) to the tunnel level, transported by rail to a concrete remixer and pump, and placed in 146.3m (480 ft) of full circle forms. Some of the many challenges include the sheer magnitude of the job, navigating through drifts, a raise and curves, dealing with ground water inflows, and placing the concrete within time limits.

The Office of Surface Mining Reclamation and Enforcement (OSM) is preparing an Abandoned Mined Lands Reclamation Control Technology Hand- book. (l) GAI Consultants, Inc. , recently prepared Chapter 2 on Mine Subsidence Control which contains a summary of subsidence abatement measures plus two new decision matrices for evaluating the subsidence abatement options that might be considered for a particular problem. These decision matrices are presented for information. Review of the subsidence abatement methods resulted in identification of items where research may impact the current state of technology in mine subsidence control. These research needs are presented to stimulate discussion of their importance in subsidence abatement and to encourage funding agencies, researchers, and practitioners to work on them.

In 2010, MSHA began holding hearings on a new coal mine respirable dust rule, which proposes a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the ?hot spots? where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines? compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, seam height, and selected ?hot spot? counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications on the need for better dust control methods.

Primary cementing is the process of placing cement in the annulus between the casing and the formations exposed to the wellbore. Portland cement was first used in 1903 in the Lopoc Field in California for well cementing. Since then, the major objective of primary cementing has always been to provide zonal isolation in oil, gas and water wells, i.e. to exclude fluid(s) in one zone from another zone in the well. To achieve this objective a hydraulic seal must be created between the casing and cement and between the cement and the formations, while at the same time preventing fluid channels in the cement sheath. This requirement makes primary cementing the most important operation performed on a well. Without complete isolation in the wellbore, the well may never reach its full producing potential. The industry knowledge on cements relies heavily on empirical data, but the chemistry, physics and structure of cement are not fully understood yet. The strength of concrete can be increased essentially by reducing its porosity through optimizing the size distribution of its components and filling the residual porosity of the hydrated cement phase with inorganic fillers. This approach has successfully utilized in different ways and several technologies for placing high performance oil and gas well cements have been developed over the last few decades. There are reasons to believe that the next source of improvement will lie in the fine-tuning of the hydrates themselves and of the different parameters that drive short (ionic?covalent bonding) and long (ionic correlation) interactions.

A dedicated tunnel construction version of the Caterpillar 328D LCR compact radius excavator is proving highly productive on the A9 Autoroute construction project near Visp, in Switzerland. It is the first machine of its kind to operate on a Swiss contract and uses a special dedicated front attachment designed and constructed by German Caterpillar dealer Zeppelin. The machine offers a powerful, stable and compact solution for tunneling contractors. A rear overhang of just 305 mm (12 in.) provides a tail swing radius of just 1.9 m (6.2 ft). The 328D LCR is ideal for the restricted working areas within a tunnel construction site. The machine is equipped with the wide tracks from the 330D L conventional crawler excavator, ensuring maximum stability when operating. In addition, the boom mounting has been moved further toward the center of the machine for the tunnel model, creating an increased lift capacity over the front end compared with a standard 325D L. The boom itself features a robust box section construction, with high-strength steels, additional supporting struts and reinforced bearings for maximum durability. All pins have hard-chromium plating for optimum protection against wear. Stick digging force is a powerful 134 kN, with up to 212 kN of bucket digging force available, for maximum penetration in blasted material. The 328D LCR is also equipped with a heavy-duty dozer blade as standard. This ensures outstanding stability when working and providing a useful secondary tool for clearing and leveling within the jobsite. Two 45° tilting mechanisms in the boom construction, allow the boom to be swung to 45° on either side of the machine. So the specially designed attachment linkage provides increased rollback for access to the roof of the tunnel. A Caterpillar CW45S mechanical quick-coupler allows rapid changes between specialist tunneling attachments, standard Caterpillar buckets and a range of Caterpillar work tools. The machine is powered by a Caterpillar C7 diesel engine. This six-cylinder EU Stage IIIA diesel motor [ ] offers 8 percent more power than its predecessor, with 140 kW (190 hp) available at just 1,800 rpm. Caterpillar?s ACERT combustion technology results in lower fuel consumption and reduced exhaust emissions. However, the tunnel machine is also equipped with a diesel particulate filter as standard, to further cut exhaust gases within the tunnel working. The 328D LCR is designed for use in transport tunnels of 6.8 m (22.3 ft) in height. With the tunneling boom in place, the machine has an operating weight of 42,540 kg (93,783 lbs), yet retains a transport height with the tunnel boom of just 3.9 m (12.8 ft). Transport width with 600 mm (23.6 in.) track shoes, is just 3.2 m (10.5 ft). On the A9 tunnel contract, the machine is being used by a consortium of Swiss and Austrian companies working for the canton of Valais? Routes Nationals Construction (RNC) department. The 31.8-km (19.7-mile) A9 Autoroute construction project will connect Sierre in the west and the town of Brig to the east. The tunnel that is bypassing the town of Visp is just one of a number along the mountainous route.

During the last several years, implementation of trusses, in lieu of wood cribs, has been successful for supplemental tailgate support in the Pittsburgh seam. This paper reviews, the truss support system provided by the new high strength 0.6" tensioned cable truss, which is now also being used in cribless tailgates. Cable loading and roof deformation were monitored to evaluate roof and floor performance. The test results indicate that the cable truss system successfully controlled the roof and floor during the first and second panel extraction. This paper will describe the advantages of cable trusses and their load transfer mechanism as well as mine evaluation.
