The author attempted to concurrently apply the US Uniform Standards of Professional Appraisal Practice and the Australian VALMIN Code to a complex mineral property appraisal assignment. This led the author into many severe difficulties. These difficulties included the high standards needed in the work of others, and information and statements needed from the client. The exercise also highlighted many positive features of both documents. Some conflicts were found between the two documents. Implications and thoughts regarding the development of a set of US minerals appraisal standards are discussed.

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. The application of statistical analysis software programs has proven useful for investigation of rockfall runout distance along a designed slope. Rockfall modeling programs are continually being upgraded with more sophisticated analysis tools, such as the use of the rigid body versus lump mass models. Engineers at mine sites utilizing the software may have varied experience related to these models, their associated input parameters, and how to interpret the generated results. To address this concern, researchers at the Spokane Mining Research Division (SMRD) of the U.S. National Institute for Occupational Safety and Health (NIOSH) investigated the influence of slope height, slope angle, slope material, and rock size for both rigid body and lump mass models in a 2-D statistical analysis program. Based on a literature search and industry input, specific ranges common to that of an open pit mining environment were chosen for each of the input parameters to determine 90% rock runout distance as well as their sensitivity to change. Data collected from this numerical analysis and simulation will be compared to empirical rockfall data gathered through the duration of the Highwall Safety project conducted by NIOSH from 2022–2026.

Introduction Will cogeneration be a major power source in the future? The location of electric power generating plants has changed. In 1900, more than 50% of electricity was generated by industrial plants. Since then, industrial plant generation of electricity greatly decreased to 17% in 1950 and to only 3% in 1980. Changing economics in electric power generating costs, though, may allow cogeneration to reverse this trend. Cogeneration has been defined as the simultaneous production of electric (mechanical) and thermal energy from a single energy source. Some applications are considered to be byproduct generation of electricity from industrial, thermal operations. Cogeneration is not new to the mining and minerals industry. Smelters and steel mills have used waste heat to generate electricity. Public Utilities Regulatory Policies Act of 1978 The potential for increased industrial cogeneration of electricity is related to the March 9, 1978 enactment of the Public Utility Regulatory Policies Act (PURPA). The US Supreme Court ruled that PURPA is constitutional. The court upheld requirements that utilities interconnect to cogenerators. It also ruled that 100% of avoided costs be used as the guideline for electricity sales by a qualifying facility (QF) to a utility. The state of New York established a floor price $0.06/kWh for electricity sales from a QF to a utility. It is obvious, then, that a cogenerator must first establish price and then become a qualifying facility in order to sell electricity to a utility. Proposed cogeneration plants The estimated industrial cogeneration potential for the years 1986 to 2000 is 9500 to 25,000 MW. Industries represented in this cogeneration estimate are pulp and paper, petroleum, chemicals, food, textiles, rubber, plastics, steel, lumber and wood, cement, glass, metal fabrication, and industrial parks. A cogeneration plant has been proposed for the Union Carbide chemical plant in Institute, WV. A steam turbine/generator would be installed to replace the pressure-reducing valve in the 2.7 MPa (400 psig) header. Scott Paper Co., Mobile, AL, proposed a cogeneration plant using a coal- and wood-fired boiler and a turbine/generator to produce process steam and electric power. A cogeneration system has been proposed for a large oil refining plant. A pulverized coal boiler would produce high-pressure steam to operate a turbine, generator. The exhaust steam from the turbine will go to the process and an existing turbine. Kansas City, MO's Armour meat-processing plant has proposed a cogeneration plant. This proposal is to use a natural gas or oil-fired, gas-driven turbine and a generator. The waste heat from the gas turbine would go to a heat recovery boiler for use as process heat. Dade County, FL is implementing a central energy system to supply electricity, air conditioning, and domestic hot water for five buildings in downtown Miami. The cogeneration system is to provide flexibility, to optimize fuel use efficiency while serving the variable thermal demands. Generation of electricity from municipal waste is not considered to be a cogeneration process but is covered by PURPA. Special considerations are provided for waste/electric power generation to encourage the development of these systems. ?

The Mine Safety and Health Administration's (MSHA) Ventilation Division continues to evaluate proposed explosion-resistant seal designs. There are currently eleven specific designs for explosion-resistant seals that are suitable for construction in underground coal mines. Seal construction in operating mines must be equivalent to those constructed in the Experimental Mine during the explosion testing program. Accidental failures of seals have occurred due to explosion pressures below 138 Kpa (20 psi). The possibility exists that the failed seals were not properly constructed. Also, conditions in the vicinity of the seals may change. Water may accumulate against the seals, heave or sag may cause detrimental effects on the seals, and sloughage of the ribs may negate hitching. If seals are not properly installed or maintained, they could fail when subjected to explosion pressures. If seals fail for any reason, the possibility exists for explosion propagation throughout large areas of the mine. There could be catastrophic consequences to an event of this nature. This report will present a limited discussion on the construction of each of these seals and will address related issues.

Traditionally, chromite ores are regarded exclusively as a monomineral raw material for extraction of chromium. The results of the investigations indicate a wide range of PGM in the Ray-Iz chromites, amounting to 1-3 ppm PGM. The study of products of primary gravity concentration from heavily and lightly disseminated ores (Tsentralnoe deposit, Ray-Iz block), showed that the platinum-group minerals are concentrated in the tails and slimes of the processed products, containing 10-30 ppm total PGM. Preliminary data make it possible to conclude that an in-depth study of the platinum mineralogy of the Ray-Iz block chromite ores is necessary to develop a process that will produce both chromium and the PGM.

I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon's pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon's pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (15%) of Professor Gershon's pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

Six companies mined fire clay in Missouri and Ohio during 2004. Production, based on a preliminary survey of the fire clay industry, was estimated to be 398 kt(438,700 st), valued at $9.81 million. This was slightly less than the production and value figures from 2003. Missouri was the leading producer state. It accounted for more than 70 percent of the U.S. production. Consumption Domestic producers sold or used fire clay primarily for refractory applications. This application accounted for 79 percent of the market. Refractory products made using fire clay include firebrick and block, grogs, high-alumina brick and specialties, refractory mortars and mixes, and saggers.

Today’s mining occurs in a dynamic world of conflicting objectives. Mining companies have to look further than a traditional cash flow analysis to determine the potential value of developing a mine. In particular, proposals for new mine developments undergo rigorous scrutiny by a variety of stakeholders including regulators, NGO’s, and the local communities. From a business risk perspective, how mining companies address stakeholder concerns can have a dramatic impact on the success of the project. In today’s mining environment mining companies must continue to ‘walk the talk’ to stay in business, particularly during downturns in the business cycle. Falconbridge’s Raglan Mine is an example of a project that was successfully developed in a region that is sensitive from many perspectives, including environmental, socio economic, and regulatory. Close working relationships with local stakeholders along with strong environmental management systems are necessary elements of continued success for the project.

The ability to accurately model the movement of grade boundaries during a typical bench blast would be of significant benefit to mine operators. The movement of grade boundaries during the blasting process may have significant impact on grade recovery if not accounted for. The paper describes the preliminary stages of a research project which combines numerical blast models and conventional mine planning software to allow practical use of the results of a numerical blast simulation. A two dimensional bench blast is simulated using the Universal Distinct Element Code (UDEC). The results of the simulation are used to provide input to the Surpac mine planning package which can be used to generate grade control plans.

Alternating current electrocoagulation (AC/EC) may be an alternative to chemical coagulation in the thickening of tailings in the mineral, coal and petroleum industries. In the current study, ground silica (d50 as received, 20 µm) served as the model tailings solid with characteristically poor settling behavior. Its natural initial settling rate was 1.6 x 10-3 cm/min. This paper discusses the indirect application of AC/EC via aluminum electrodes to the enhancement of the settling behavior of the silica. ?Indirect AC/EC? means that the silica was coagulated upon dispersion in water that had been treated by AC/EC. The effect of AC/EC retention time on settling behavior is examined and the water chemistry is analyzed. Test results show that the initial settling rate of silica was enhanced by a factor of 4,000 at its maximum of 6.4 cm/min, under the conditions employed. Settling enhancement was achieved upon contact between the AC/EC-treated water and the silica, and the enhanced initial settling rate was dictated by the floc size. The aluminum dosage increased with AC/EC retention time, reaching a maximum concentration that was equivalent to 13.1% of that predicted by Faraday?s law. Complex aluminum ions are considered to have adsorbed onto the silica surface and an adsorption mass ratio of 0.3 mg Al/g silica was the most effective in enhancing settling behavior. Owing to pH change or slow kinetics, aluminum hydroxide precipitation did not lower the ion product ([Al3+][OH-]3) below the KSP of 6.3 x 10-32.

Success in mining demands the creative application of equipment, systems and processes to the unique needs of each mineral deposit, market and, though often overlooked, the culture of the individual business. In recent years, domestic coal mining companies have become more attentive to the contribution safety and loss control programs have on their financial results. Although most have adopted fairly conventional safety programs, some have created systems and processes tailored to their unique circumstances. While each coal mining business must consider the typical risks inherent to our industry, excellence in safety is most likely achieved when a safety program is customized to meet the needs of the individual business.

Ion exchange (IX) has been in use for a long time, references to IX are made in The Bible, Exodus Chapter 15 vs. 22-25 ?and the waters were made sweet?.1, 2 Aristotle noted a reduction in the salt content of water when passed through certain types of sand, a phenomena probably associated with ion exchange characteristics of zeolites. Ion exchangers can be naturally occurring or synthetic; the majority of ion exchange materials in use today are synthetic resins based upon organic polymers such as polystyrene or methacrylate. Into more modern times the use of ion exchange for metal recovery was first proposed for the recovery of gold using zeolites in 1909.4 In 1939 copper was being recovered from the manufacturing of Rayon using ion exchange5 a development that continued applicability through to current times in the production/recovery of copper and nickel in ammoniacal leach processes. In early 1949 researchers at the Rohm & Haas Company discovered that hexavalent uranium existed as an ionic complex in sulfuric acid leach liquors, and that quaternary ammonium anion exchange resins exhibited a high selectivity for this ionic species6 The first commercial application of this technology went on-stream in October 1952 at the West Rand Consolidated Mines, Ltd operation in South Africa. 7 Ion Exchange has been applied for the recovery and purification of a range of metals;8 ? Uranium, Thorium and transuranic elements ? Rare Earths ? Gold, Silver and platinum group metals (PGM?s) ? Chromium, Copper, Zinc, Nickel, Cobalt ? The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. In 2011, the value of mineral production increased in the United States for the second consecutive year (Table 1). Production increased modestly for most mineral commodities mined in the United States, and price increases, especially for precious metals, resulted in increases in the value of production. Minerals remained fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels, including mining, processing and manufacturing finished products. Minerals? contribution to the GDP increased for the second consecutive year. Trends in other sectors of the domestic economy were similar to those in mineral production and consumption rates. U.S. apparent mineral consumption (industrial) of 11 mineral commodities decreased substantially from 2005 to 2010 (aluminum, cadmium, cement, copper, iron, lead, salt, soda ash, steel, tin and zinc). Data for 2011 were not calculated, but the data show a sustained decrease (especially for the metals) preceding the recession through 2010, so consumption seems to be behaving differently than production and GDP. After continued decline following the 2008?2009 recession, the construction industry began to show signs of improvement during 2011, with increased production and consumption of cement, construction sand and gravel, and gypsum ? mineral commodities that are used almost exclusively in construction. Crushed stone production, however, continued to decline.

In an effort to reduce the risks to underground miners of health hazards associated with exposure to high concentrations of diesel particulate matter(dpm), the Mine Safety and Health Administration(MSHA) published proposed rules in 1998 limiting dpm exposure in both underground coal and metal and nonmetal mines. The proposed rule for underground coal mines would require removal of 95% of dpm by mass, while the rule for metal and nonmetal mines would eventually limit total carbon exposure from dpm to 160 micrograms per cubic meter of air over an eight-hour shift. The comment period for both proposed standards ended on July 26, 1999.In this session, representatives from MSHA, the National Institute for Occupational Safety and Health (NIOSH), equipment manufacturers, labor and industry will discuss the impact of the proposed regulations on mine operations and worker health. Questions will be taken from the audience after brief presentations from each panelist. This paper provides a compilation of written summaries of each panelist’s opening presentation.

Estimated domestic production of pumice and pumicite in 2004 increased about 23 percent since 2003, according to the U. S. Geological Survey (USGS). The USGS estimate of domestic production of 687 kt(757,000 st) for 2003 turned out to be 870 kt (959,000 st)of actual production. The USGS estimated the value of pumice and pumicite sold or used in the United States to be $26 million in 2004, up $4 million from the value in 2003. There was an estimated decrease in the mine, or mill, average price to $24.14/t ($21.90/st) in 2004 from $25.19/t ($22.85/st) in2003.

Surface coal mining in the Appalachian region consumes a significant amount of energy in the form of diesel fuel and blasting agents. emission of oxides of nitrogen (Nox) from these sources represents an environmental challenge to the mining industry. this paper presents the results of research work related to determination of Nox emission of mining equipment and blasting agents, which is part of a broader industrial project conducted by the Appalachian research Initiative for environmental research (ArIeS). Data for this project are collected from an operating surface coal mine in West Virginia. the research work presented here may be used by mining professionals to aid in quantifying Nox emission and determine strategies for reducing its overall environmental impact.

Illinois No. 6 coals of IBC 101 and IBC 112 were treated in solution with sodium hypochlorite to remove their sulfur contents, especially organic sulfur. The lab experiments were conducted in two steps of leaching at room temperature and hydrolysis at 90oC. The removal of organic sulfur from IBC 101 was by 37.8% while that from IBC 112 was only 13.7% under their respective optimum conditions. This large difference in organic sulfur removal is considered to be due to difference in concentration of surface total acid group, 3.14 vs. 0.88 mmol/g of coal.

Sufco coal mine, a subsidiary of Arch Western Bituminous Group, recently purchased a reverse osmosis (RO) system. The systems intent was to remove impurities in the water being mixed with the hydraulic oil to maintain the viability of critical longwall hydraulic systems and to prevent degradation. This project not only ensured hydraulic components from corrosion, but also revealed a cost savings by reducing the percentage of hydraulic oil mixed with the RO water. SUFCO WATER TREATMENT HISTORY Sufco coal mine has been in operation for approximately 70 years. Old works extend up to 15 miles one way, not including adjacent mined out longwall panels. Due to the geologic conditions and strata, water treatment has been as simple as putting water in at a high point of a mined out area and recovering it at a low point to discharge. Doing this reduces the total suspended solids (TSS) to less than 25 parts per million (ppm) and the total dissolved solids (TDS) less than 1,200 ppm which complies with Sufco?s water discharge permit. Even though the requirements for the permit were met, the water is still corrosive in nature. A portion of this water is piped back into the fireline (makeup) water system. It is then boosted to pressures of up to 500 psi to support mining sections, belt systems, equipment, fire fighting systems and the longwall.
