Throughout Mexican history, mining has been an important, traditional activity. Before the "Discovery of America," native miners worked a variety of deposits throughout the country, including Mixtec gold and gem mines in Oaxaca State and Aztec gold, silver and copper from mines in Michoacán. The 500th anniversary of Mining in Mexico after the "Discovery of America" was initiated by the Mexican mining sector on April 15, 1991. As early as 1548, when the Guanajuato mining district was discovered, Mexico had become a leading world producer of precious metals. Since then, Mexican mineral production has developed in cycles, responding to changing technological, economic and political conditions. During the 20th century, Mexican mine output reached its peak in the decades of the 1930s and 1940s, when it was producing about 40% of the world's silver, 15% of its lead, 10% of its zinc, 4% of its copper and 3.5% of its gold. In 1990, by way of contrast, these percentages of world output stood at 13.5% for silver, 4.7% for lead, 4.1% for zinc, 3.2% for copper, and 0.43% for gold. The lowest production levels were recorded during the 1960s and 1970s, when Mexicanization of the industry and increasing state controls weakened mineral economics to a point that mineral exploration budgets were sharply reduced or eliminated, along with the industry's future. Only the noble old mining districts continued to supply production, with occasional eruptions of "bonanzas" and new extensions in established mining districts.

Globalization was the key word for the mining industry during the 1990s, just as productivity was the key word of the 1980s. And globalization will remain the key word as the industry enters the 21st century, according to speakers at the Colorado MPD Meeting held in Colorado Springs, CO in May. The meeting, put on by the Colorado Section SME Minerals Processing Division, drew about 120 people to the Broadmoor Hotel. “Operating Globally” was the theme of the 49th annual conference. Speakers addressed the reasons why mining companies have limited their spending in the United States and have moved into Third World and developing nations.

Talc is a layered, hydrous magnesium silicate mineral. It has a soft, soapy feel and typically a smooth texture. Talc is also known for its insulation, heat resistance, chemical stability, oil absorption and strong covering quality. Talc, Mg3Si4O10 (OH)2, has a theoretical chemical composition of MgO at 31.7 percent, SiO2 at 63.5 percent, and H2O at 4.8 percent. However, talc’s chemical and mineralogical composition can vary depending on its geological history/parent rock association. These mineral associations and variable levels are usually chlorite and carbonates (magnesite, calcite and dolomite). Two key elemental substitutions that can occur in the talc crystal structure are iron for magnesium and fluorine for hydroxyl. These compositional differences may limit or enhance the talc’s usage in specific market niches. The United States remains self-sufficient in most grades of talc.

Underground construction often requires working within a very congested urban environment, including excavating shafts adjacent to highly sensitive and multistoried structures, sometimes even within such structures. Shafts adjacent to heavily loaded column footings are often required due to space constraints. Invariably, footing surcharges must be considered during the design of shaft rock reinforcement. Rockwedge stability evaluation reveals that column surcharges can greatly impact the ability to meet the desired factor of safety. Design methodologies and examples to deal with these special circumstances are presented.

Asbestos, an extremely useful natural resource, has been studied extensively mineralogically and for industrial application. Its extraction from ores has been greatly improved with respect to safety in the work place. In spite of that, there is a decisive effort in many countries to ban its use on the grounds that it is a toxic substance. This action resulting in drastic decrease in production and the possibility of destroying the industry. The chelation of asbestos with organic dyes seems to be a promising way to abate its toxicity. Dyeing can be done when the fibers are slurred in water at ambient conditions in the same way as textile fibers.

QIT Madagascar Minerals (QMM)’s heavy mineral sand deposit located near the Village of Fort Dauphin, Madagascar was recently drilled using Boart Longyear Company’s Mini-Sonic drill. Continuous sand core samples were obtained to a depth of up to 30 meters for analysis and compared with the existing drilling data. Results were used as part of a validation process of the resource estimate, based on approximately 1,500 exploration holes drilled to date.

The ST separator utilizes electrical charge differences between materials produced by surface contact or triboelectric charging. When two materials are in contact, material with a higher affinity for electrons gains electrons and thus charges negative, while material with lower electron affinity charges positive. This contact exchange of charge is universally observed for all materials, at times causing electrostatic nuisances that are a problem in some industries. Electron affinity is dependent on the chemical composition of the particle surface and will result in substantial differential charging of materials in a mixture of discrete particles of different composition. In the ST separator (Figures 1 and 2), material is fed into the thin gap 0.9 ? 1.5 cm (0.35 -0.6 in.) between two parallel planar electrodes. The particles are triboelectrically charged by inter-particle contact. For example, in the case of coal combustion fly ash, a mixture of carbon particles and mineral particles, the positively charged carbon and the negatively charged mineral are attracted to opposite electrodes. The particles are then swept up by a continuous moving open-mesh belt and conveyed in opposite directions. The belt moves the particles adjacent to each electrode toward opposite ends of the separator. The electric field need only move the particles a tiny fraction of a centimeter to move a particle from a left-moving to a right-moving stream. The counter current flow of the separating particles and continual triboelectric charging by carbon-mineral collisions provides for a multi-stage separation and results in excellent purity and recovery in a single-pass unit. The high belt speed also enables very high throughputs, up to 40 tonnes per hour on a single separator. By controlling various process parameters, such as belt speed, feed point, electrode gap and feed rate, the ST process produces low carbon fly ash at carbon contents of 2 % ± 0.5% from feed fly ashes ranging in carbon from 4% to over 30%.

The Old Hickory mineral sands ore body in Virginia (>2000 ha) currently supports a productive rowcrop agriculture. Reclamation experiments were implemented on pilot-scale mining pits from 1995 to 1998. Half of each mining pit was topsoiled (25 cm) while the remaining half was left as either (1) mixed tails/slimes or (2) re-graded subsoil over tails/slimes treated with 112 Mg/ha yardwaste compost. Post-mining productivity was estimated to be reduced by 23%, 3%, 27%, and 20% for each crop (wheat/soybeans/corn/ cotton) in sequence when compared to undisturbed soils. Integrating a research and development department into an engineering company's corporate structure can be rewarding to the engineering division, the R&D group, and, most of all, the company's clients. Actually, the R&D department is a logical extension of the conventional processing group within an engineering organization-but the R&D group provides services as needed to the engineering department while it is carrying out regular testing, pilot plant, and preliminary feasibility studies. Backup Services Provided With an R&D group, the engineering division does not need a process engineering group as such. The R&D group provides project backup services for feasibility studies, preliminary and detailed engineering, construction, and startup. The R&D group, in turn, benefits from its close association with project engineers, draftsmen, estimators, and computer capabilities in the engineering division. The client also benefits from the arrangement because R&D and engineering skills are available to both departments on an as-needed basis without standby eost. To handle the integrated responsibility of R&D projects, as well as conceptual design and preliminary feasibility studies, the R&D staff must be carefully selected. These research engineers should: • have a good background in plant practice as a mill superintendent or chief metallurgist; • be capable of organizing and supervising a testing program or a pilot plant campaign; •be innovative and willing to accept new ideas and concepts; • be able to translate lab test results into a workable flowsheet through sound conceptual design and feasibility studies; and •be able to communicate with clients. In short, the R&D engineer must be a jack of all process-engineering trades to successfully take a project from concept to operating reality. A part of the East Bay Municipal Utility District?s Folsom South Canal Connection Project, 430 feet of raw water pipe was installed using micro tunneling beneath the Mokelumne River. The access shafts for this crossing were constructed 50 and 35 feet deep through very dense sands and soft sandstone and siltstone. High groundwater and the immediate source of recharge from the river required watertight shaft construction methods. The shaft contractor, Drill Tech of Antioch, CA, used a brand new Bauer cutter-soil mixing (CSM) rig to construct the large shafts. The structural concept is similar to secant piles, but instead of creating cylinders of soilcrete, the CSM rig creates interlocking rectangular panels. This technology has been used previously in Europe, Asia, and Canada, but this was the first project to use CSM technology in the United States. Cutter-soil mixing technology has other applications beyond shaft construction, including retaining wall construction and levee reinforcement.

Whilst mine planners almost universally assume deterministic forward commodity prices when undertaking valuations of mining projects, historical data well demonstrates that those prices are quite volatile. This paper seeks to understand and quantify how this forward price uncertainty will impact mining project valuation. This paper will also present a way of computing an upper bound on the expected Net Present Value (NPV) of a mining project given forward commodity price uncertainty.

The Empire mine began operations on 1963. Low grade Magnetite ore is processed to produce iron pellets for blast furnace feed. Three expansions were added to the original plant and several equipment upgrades have been completed to improve the plant performance as the ore characteristics have been changing through the life of the mine. Size reduction is carried out by two grinding stages, the first one using autogenous grinding and the second one using pebble mills. Pebble crushing is also used to break the critical size fraction and increases primary grinding capacity. This paper describes changes in the configuration of the grinding circuits that have helped increase plant throughput and reduce power consumption by more efficiently utilizing assets available. Understanding the different components of the size reduction circuits and plant sections has allowed shifting part of the load from one section of the plant to another without affecting plant throughput.

Installation of a horizontal air blocking shelf around the inside perimeter of the surface mining drill deck shroud is proposed to improve dust capture. Without the use of this shelf, a strong coanda effect airflow pattern results in dust leakage to the environment, especially at the shroud-to-ground interface. Bailing air exits the drill hole and travels along the drill steel to the underside of the table, where it fans out across the bottom of the drill table and continues down the sides of the shroud. This dust-laden bailing air then strikes the ground and fans out under gaps between the shroud and the ground. The proposed shelf prevents dust-laden air from striking the ground by redirecting it toward the center of the enclosure, where it can be captured. Laboratory tests demonstrated that the shelf reduced dust levels outside of the shroud by 81% under operating conditions consisting of a 1.9:1 collector to bailing airflow ratio, and a 5.1-cm (2-in) gap between the shroud and ground. The shelf was 15.2-cm (6-in) wide and located at a height equal to 2/3 the distance measured from the bottom of the shroud to the bottom of the drill table. The air blocking shelf was also capable of overcoming the adverse impact of vertical leakage along the shroud seams as long as this leakage was confined to an area below the horizontal plane defined by the shelf location.

Fans used to ventilate subway, passenger rail and vehicular tunnels are similar to the fans used to ventilate underground mines. However, tunnel ventilation fan systems are typically designed to meet NFPA 130 or 502 standards, while mine ventilation fan systems must comply with the appropriate federal mine safety regulations. As a result, fan operation requirements and performance criteria, as well as typical fan and duct configurations differ significantly for tunnel and mine ventilation applications. Variations in environmental conditions in tunnels as compared to mines also result in differences in fan performance and material specifications. The need to enclose tunnel fans within building structures creates space restrictions impacting fan size selection that are not commonly encountered in mine fan installations, resulting in different approaches to selecting fans for the two types of tunnels. This paper discusses the various similarities and differences in design considerations for tunnel and mine ventilation fans.

The OptiPit® software program is developed based on expertise gained at the Colorado School of Mines (CSM) using Mixed Integer Linear Programming (MILP) techniques. This program has been developed to satisfy the need in the mining industry for a multi-time period schedule and cutoff grade optimization tool that handles large scale open pit and underground mining operations involving many dumps, stockpiles, complex processing options and blending requirements. The current software (or earlier development versions) has been beta tested and used on various large scale projects within Placer Dome Inc., Newmont Mining Corporation, and Phelps Dodge Corporation since 2003. Through the use of this software, these companies experienced additional value creation by optimizing mine sequences, cutoff grades, material process flows and stockpiles under complex operational and processing constraints. This paper will present simple case study results to demonstrate the power of OptiPit® when used as a cutoff grade optimization tool. Furthermore, the paper will show, by example, how significant the difference in the Net Present Value (NPV) of a given project can be, depending on whether results are obtained by way of cutoff grade optimization using OptiPit®, or by using traditional breakeven cutoff grade approach.

South Coast Water District (District) operates the Beach Interceptor Sewer Tunnel (BIST) in South Laguna, Orange County, California between Mon-arch Beach and Aliso Beach (Figure 1). The 10,424-foot long BIST houses a 24-inch Techite gravity sewer pipeline critical to the District Sanitary Sewer Collection System that conveys 1 MGD of raw sewage to a wastewater treatment plant. The original tunnel was constructed in 1954 and the sewer line replaced in 1974. Periodic inspections by sewer pipeline maintenance crews have documented deterioration of specific intervals of the tunnel within the past few years (Sancon 2003). Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline. A 50-foot section of the tunnel was determined to be in need of immediate repairs, which were carried out from January to August in 2007. This section was enlarged to a horseshoe shape and lined with shotcrete. The pipe was encased in concrete in the invert of the new enlarged cross section. Hatch Mott Mac-Donald (HMM) designed the emergency repairs, carried out an assessment of the rest of the tunnel alignment, and is currently developing a work plan for rehabilitating the entire tunnel.

Introduction Precambrian shield terrains the world over are experiencing an unprecedented level of concerted exploration for lode gold deposits. Reasons for this include: • The increase in the price of gold (following 40 years at $1.13/g or $35 per oz) has transformed targets that were once unattractive into viable exploration propositions. • The relatively suppressed market for other metals produced from shields (base metals, nickel, iron, and uranium) has further focused exploration attention on gold. • The preeminence of gold production from rocks of early Precambrian age, as shown in Fig. 1. • The relatively high grade of gold in these mines (averaging about 10 Wt or 0.29 oz per st) permits profitable extraction even under depressed gold prices. A number of these mines have been in continuous operation for more than 50 years. • The recent discovery of the major Hemlo deposit, in well exposed rocks adjacent to the Trans Canada Highway, has had a world-wide impact. This demonstrates that a major new deposit can be found even in an accessible, well exposed area of a shield; gold mineralization is susceptible to rational exploration; and new target types for gold exploration exist. This paper reviews exploration activity for gold in shield terrains worldwide (Fig. 2), excluding Early Proterozoic paleoplacers of the Witwatersrand type. Emphasis is on the Archean, which is traditionally the most productive part of the Precambrian shields. There is also an emphasis on the Canadian shield (Fig. 3) because of its vast areal extent and exceptionally broad range of mineralization styles. Geological Approach A basic problem exists in gold exploration when compared to exploration for base metal massive sulfides that predominated during the 1960s and 1970s. Gold concentrations cannot usually be detected by airborne geophysical instruments. The majority of massive sulfide deposits were detected using airborne electromagnetic detectors and magnetometers. A full 75% of Canadian gold discoveries can be credited to surface prospecting. The percentage is even higher in other countries. This observation allows for great optimism for two reasons: • Large areas of shield terrain are obscured by either surficial deposits (glacial tills, clays, and desert sands) or deep surface weathering. This makes them inaccessible to prospectors. Logic dictates that such obscured areas should have the same potential for gold concentration as has exposed bedrock. • The Hemlo style of mineralization, a roughly tabular ore body where gold is associated with disseminated sulfides, is different from the traditional prospecting target. The presence of hydrogen sulphide in sewerage systems leads to severe concrete corrosion. Acid causes breakdown of the concrete matrix, and attacks reinforcement. Older sewer systems under acid attack are often found to be acutely corroded, sometimes after short operational periods. Consequently secondary liners are now almost always used. Polymer concrete is extremely acid resistant and if used in segmental linings can forgo the need for a secondary lining. Combined with fibers and/or GFRP rebar Polymer Concrete can produce a very strong acid resistant lining, saving considerable time in the installation of additional liners. This paper explains the problems and advantages of using Polymer concrete in segmentaly lined wastewater tunnels, addressing areas of design, cost, and programming.
