The Nancy Creek Tunnel is a deep tunnel, designed to store and convey wastewater by diverting flows from trunk sewers currently at or near capacity in the northwest of the City of Atlanta. The tunnel, constructed in hard rock, has an overall length of 13,300 m (43,700 ft), and a finished diameter of 4.9 m (16 ft). The project is currently under construction by a joint venture of Obayashi/CJB for the City’s Department of Watershed Management. This paper describes the contractor’s techniques and equipment, as well as discussing challenges which were overcome. The project is scheduled to be complete in October 2005.

Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

Utah has produced about one billion troy oz. (31.7M tonnes) of silver, more than any U.S. state except Idaho. Several very high grade ore systems, now closed, occur within large polymetallic limestone-hosted districts related to plutonic complexes. These Utah mines fed several major lead smelters for nearly a century. Interaction of magmatic chloride-rich fluids with carbonate rocks localized significant bonanzas within these districts. A low sulfidation state was produced in the fluids by their passage through limestones. The Bingham porphyry mine has also yielded more byproduct silver than other porphyry copper-gold systems. Away from exposed intrusive rocks, some large silver-only systems occur in Mesozoic sandstone and in caldera-related veins in volcano sedimentary rocks. Thick permeable latest-Proterozoic basement meta quartzite sequences present beneath western Utah may have been important, as perhaps they were in the Coeur d’Alene district of Idaho, in providing chloride and silver-rich ore fluids. However, it is clear that specific Tertiary magmatic events played an essential role in the evolution of the Utah silver-rich metallogenic province. The largest silver districts in the state are genetically related to porphyritic plutonic rocks.

In creating a surface mine design, a complicated series of events may be required to meet both mining and environmental objectives. Envisioning the mine at every step of the operation can greatly assist the engineer to identify design and operational problems that might otherwise go undetected until the field operations reach the problem. Providing operations a visual progression of the mine ensures that critical designs generated by the engineer are understood and effectively communicated to operations. Providing the plan as electronic data to the surveyors and/or on-board GPS systems can ensure successful implementation of the design. This paper discusses using computer technology to generate a virtual mine plan and strategies to consider when communicating a virtual mine plan through electronic and paper formats.

There has been a continuous interest in chemical aids for processing Canadian oil sands by hot water extraction process since the first commercial industry operation in 1967. Several inorganic and organic chemical systems have been introduced, of which sodium hydroxide is the most widely used extraction process aid by major producers. Use of NaOH, however, results in accumulation of sodium ions in recycled water, causing higher clays dispersion and producing tailings with poor geotechnical properties that turn into mature fine tailings. This is especially true for low grade and oxidized ores, which present the greatest challenges in bitumen recovery and produce the major portion of fine tailings. In this paper, we are presenting a novel method based on use of inorganic polymers as process aids for various low grade oil sands ores. Denver flotation cell and a laboratory scale hydrotransport loop were utilized to evaluate the effect of chemical dosage and operating parameters on the processability of oil sands samples from Athabasca region. Process tailings were examined for properties such as water chemistry, suspended solids, settling rate and the ease of tailing treatments. Our results demonstrate that the use of inorganic polymers during the froth process lead to a significant improvement in bitumen recovery from low grade oil sands and can improve further tailing treatments. This offers a viable solution that can be easily incorporated into current processing facilities and deliver several operational and economical benefits. Advantages in use of inorganic polymers versus sodium hydroxide are presented in details.

We look at the empirical evidence of coal block auctions in India to understand how competitive intensity affects the bid amounts in common value auctions. The results suggest that competitive intensity measured through the number of bidders for a coal block is instrumental in determining the bidding outcomes. The presence of higher numbers of bidders in the auction leads to higher bids - every additional bidder causes the bid amount to rise by INR 142.67 per tonne of coal for auctions studied for 127 coal blocks from 2014 to 2023. The paper also examines the moderating and mediating effect of competition on bids and on excess of bids from the comparative market price of coal from alternative source of Coal India Limited. The results indicate that competitive intensity does not have statistically significant impact on the relationship between common value of coal blocks and bids, neither as a moderator nor as a mediator. The strategic behavior of the bidders has also been observed as bidders have been seen to bid in a higher than market price in order to outbid the competitors.

This paper provides estimates of large-scale temperature gradients that can be used to support modeling of natural convection and cold-trap processes in thermally perturbed drifts. Temperature influences estimates of the quantity and chemistry of water contacting engineered components (e.g., drip shields and waste packages) in a potential high-level waste repository at Yucca Mountain, Nevada. Temperature gradients drive natural convection and cold-trap processes, which could affect the distribution, quantity, and chemistry of liquid-phase water contacting drip shields (waste packages).The confluence of high temperatures, liquid-phase water, and high chloride may lead to corrosion of drip shields and waste packages. An overview of the evolution of environmental conditions in thermally perturbed drifts is presented to provide a context for the estimates of temperature gradients. A mountain-scale conduction-only model is used to estimate temperature gradients and temperature differences for a drift located at the center of a potential repository. Thermohydrologic models and heat transfer algorithms are used to evaluate the reasonableness of the conduction-only results. Estimates of temperature using an in-drift heat transfer algorithm account for the possibility of drift degradation and formation of a rubble pile on the drip shield. Temperature differences between the center and ends of the drift are estimated to rapidly increase to 80 °C soon after repository closure. That temperature difference decreases over time to 15 °C after 10,000 years. Local temperature gradients are generally estimated to be less than 0.2°C/m, though the gradients can be much larger near changes in lithology and near the end of the drift. The estimates of temperature gradients do not account for intermediate- and small-scale variations, such as those influenced by differences in heat loads between waste packages, intra-layer variations in thermal properties of the surrounding fractured rock, or localized drift degradation.

Narrow vein mining, with enough challenge and also where the cutting edge technology can be applied, is still a very important and exciting portion of the mining industry. Based on the deposit characteristics, the most flexible mining method, cut and fill, has been being tested mining this high grade Northern Nevada property, Hollister, since the year of 2008. In the last three years, 254,000 tons of ore were hauled out of the portal and 23,000 feet of development were excavated underground with the winning of several safety and environmental awards. Together with mine geology, the essential segments include mining cycle, ground control, ventilation, grade control and backfill method in cut and fill stopes were covered in this paper.

The planning and operation of ventilation network systems for uranium mines require special considerations since ventilation is the primary technique of controlling ambient concentrations of radon progeny. The major environmental challenge facing the ventilation engineer is the requirement to dilute radon progeny to below the Working Level Month per year of worker exposure required by law. The application of large airflow volumes and the utilization of low residence times constitute some of the factors considered by the design engineer. Good mine planning and sequencing are also critical for protecting the health of miners. The mine ventilation must have such characteristics as flexibility, high air distribution efficiency, rapid air transit times, zero recirculation and no short-circuiting. A well established maintenance program for all ventilation appliances must be in place to guarantee control of the distribution system. Real-time monitoring systems permit assurance the adequate quality of air is delivered to working places. A case study for an operating mine is used to demonstrate how the ventilation system is successfully managed and operated using the above concepts.

Interest in the western oil shales of the US began in about 1908, with the first retort in Colorado constructed in 1917. The most successful early developments were near Elko, NV, where the Catlin Shale Products Co. produced more than 1.9 dam3 (12 000 bbl) of shale oil during 1920-1924 and at Rulison, CO, where a US government operation produced about 570 in 3 (3 600 bbl) of shale oil during 1926-1929. Plentiful low-cost crude oil was developed about this time and shale oil was of little or no interest until after World War II. From 1944 to about 1972, several companies, and the US government, operated shale oil mines and recovery plants in Colorado. While technical successes were achieved and an estimated 40-56 clam' (250 000-350 000 bbl) of shale oil were produced, economics were not favorable and commercial production was not achieved. In recent years domestic production of crude oil supplies has not kept pace with US consumption. The growing shortfall has been met with imports. The cost of imported oil has continued to escalate and increased US dependence on petroleum imports are national concerns, because of the negative impact on US balance of payments and an increasing dependence on other nations for US energy needs. In 1978, petroleum imports equaled about 44% of demand, up from 23% in 1970, but down from 48% in 1977 because of availability of Alaskan North Slope crude oil. Reduced domestic consumption and other factors have reduced current imports to about 40-45% of de¬wand-but at ever increasing cost. The growing shortage of crude petroleum and its increasing cost have resulted in renewed worldwide interest in oil shales. In the past, the main obstacle to oil shale development (progress toward commercial production) has been economics-shale oil cost too much to develop and thus could not compete with conventional petroleum crudes. Even with today's inflated energy prices, some experts say the production of synthetic crude oil from oil shale is, at best, marginally economic. The concept of using fluid dense media to separate heavy ore constituents from the lighter gangue dates back to 1858, when it was patented by Sir Henry Bessemer. Its use in coal did not begin until after 1917, however, when Chance invented a process (which bears his name) in which lighter coal floats in a suspension of fine sand in water while heavier refuse sinks. Conklin used fine magnetite in suspension as a medium for floating anthracite in 1922, DuPont designed a plant employing organic liquids in 1936, and Belknap used a solution of calcium chloride (which Bessemer had suggested, among other media) in 1937. Separation of magnetic media by magnetic separators from the suspensions in which they were carried was introduced in a Butler Brothers ore concentrator pilot plant in 1937. The media first used were crushed steel and various grades of ferrosilicon. Since 1940, when American Cyanamid used magnetic separators to recover and clean magnetite in a coal washing circuit, virtually all heavy medium circuits have been of that type. As long as static baths are employed, as they are in the processes above, coal smaller than 9.5 mm or 6.4 mm cannot be cleaned economically in heavy medium. The settling velocities of the fine material are very low, and consequently the time required to separate the lighter coal from the heavier refuse becomes excessive. In addition, stray currents in the vessel and the upward velocities induced to keep media solids in suspension affect the finer solids to the degree that physical size becomes a more important factor than specific gravity.

The pollution of our water supply, Lake Michigan, is a continuing threat so long as our overflows from combined sewers exist. The problems have become even more acute during recent years, due to the increase of paved area- which accelerates and enlarges the flows of storm water. After each storm, mixtures of raw sewage and storm water spill into our waterways. If the storm is too large for the drainage systems, the mixture backs up into our streets and basements. Under severe conditions, it may even become necessary to open the locks, and discharge the polluted water into Lake Michigan. Consider the scope of the problem, as shown in Figure 1. The area in which combined sewers exist is 375 square miles, located in the central parts of Chicago and 49 suburbs. There are an estimated 640 overflow outlets to the waterways, each requiring attention. The capacity of outlets tributary to the waterways has increased dramatically over the years. Each time a pocket of upstream flooding is drained into the channels, the problem of its rapid disposition increases. Another difficulty is that the bottom of our waterways is covered with a blanket of accumulated sludge, ranging in depth up to 3-feet. Improvements in miners? safety and health, as reflected by injury and illness statistics, have reached a plateau and even been reversed. Research into miners' OSH is a necessary adjunct to regulatory enforcement. Under the National Occupational Research Agenda (NORA) mining experts have come together to draft a national agenda for this research. The Mining Sector Council, one of ten NORA Sector Councils, has produced a draft national research agenda to guide all mining research entities: academia, government, and industry. The agenda has seven major objectives, each of which has a sequence of sub-objectives: Reduce the likelihood of disasters in mines; Improve mine disaster response; Improve the health of miners; Improve atmospheric control (ventilation) in mines; Improve health and safety through behavioral research; Improve mine design, systems operations, and management performance to enhance mine health and safety; Apply ergonomics, human factor engineering, to increase health and safety. Long-term maintenance of the Mining Research Agenda requires input from the public, both here and abroad, monitoring of the impact of research results using OSH data, and partners who will translate the research to practice.

The ability to efficiently process lowgrade ores has allowed the Gold Fields Mesquite Mine in Imperial County, CA to expand from a 2.1 Mt/a (2.3 million stpy) rate in 1986 to its present 7.3 Mt/ a (8 million stpy) processing rate. Increased tonnage demands led to the 1989 construction and startup of a dump leach pad to supplement the existing heap leach operation. This resulted in an excellent opportunity to compare the two processes at the same operation. Additional operating costs associated with the crushed ore heaps are justified through enhanced recoveries, even at very low ore grades. Gold Fields' Mesquite Mine is a gold heap leach facility located about 55 km (35 miles) east of Brawley in southeastern California. Five open-pit mines will be developed over the projected life of the property, covering a total area extending to a maximum of 5.5 km (3.4 miles) to the east and west, and 2.4 kin (1.5 miles) to the north and south. Mesquite will process 7.3 Mt (8 million st) of ore and produce more than 6.2 t (200 000 oz) of gold in 1990.

Whether you buy your minicomputer from a manufacturer or another vendor, the first thing you must do is define your needs. With good planning, the initial cost will be low and your return on investment will be maximized over the long term. Involving all members of your staff who will he using the new computer in the planning phase is also important. Their participation will alleviate any potential concerns they may have about new equipment, and their suggestions will provide valuable input for your specifications. After you define your proposed system, survey available hardware and software. The survey will help you in the next step, preparation of specifications. The specifications, along with a quote request, are then sent to various manufacturers. Consider the Manufacturer When selecting your minicomputer, one important item to consider is the manufacturer. Remember, when you buy a computer, you're also buying the services of a computer company. A firm that makes a commitment to its customers and provides a product that is field tested before releasing it for sale is preferable. Examine the company's maintenance and support packages, since every machine requires preventive maintenance. Does your manufacturer or original equipment manufacturer (OEM) support service sites in your area? Has their service record been commendable? Will they provide training for your personnel and a supply of circuit boards so you can retain a degree of self-service autonomy? Three methods of buying a computer involve the manufacturer, an OEM, and the systems house. Buying direct from the manufacturer means you go straight to the source, using no middleman. This gives you maximum flexibility; you can consider every alternative and many possible combinations of computers, peripherals, and software until you find exactly the right system for you. The OEM buys computers direct from the manufacturer and builds them into his own computerized, special purpose product. He usually sells a complete package, including software and hardware, and often noncompetitive equipment as well (a scientific or engineering instrument, for example), designed for the mining market. Because he offers a packaged product, the OEM can often charge less for the system than if you put the pieces together yourself. In many ways, the OEM also provides a unique system. And while the OEM sells a packaged solution, he also usually has the special market knowledge necessary to modify the system to meet your unique needs, if necessary.

Samples collected during the exploration phase of mining represent baseline conditions at the site. As such, they can be very important in forecasting potential environmental impacts should mining proceed, and can become measurements against which future changes are compared. Constituents in stream water draining mined and mineralized areas tend to be geochemically, spatially, and temporally variable, which presents challenges in collecting both exploration and baseline water-quality samples. Because short-term (daily) variations can complicate long-term trends, it is important to consider recent findings concerning geochemical variability of stream-water constituents at short-term timescales in designing sampling plans. Also, adequate water-quality information is key to forecasting potential ecological impacts from mining. Therefore, it is useful to collect baseline water samples adequate for geochemical and toxicological modeling. This requires complete chemical analyses of dissolved constituents that include major and minor chemical elements as well as physicochemical properties (including pH, specific conductance, dissolved oxygen) and dissolved organic carbon. Applying chemical-equilibrium and appropriate toxicological models to water-quality information leads to an understanding of the speciation, transport, sequestration, bioavailability, and aquatic toxicity of potential contaminants. Insights gained from geochemical and toxicological modeling of water-quality data can be used to design appropriate mitigation and for economic planning for future mining activities.

Coal preparation plant simulators are used to study flowsheet alternatives and determine product quality and quantity that can be produced under various operating conditions for individual circuits. Some simulators also provide an estimate of the cost per ton of clean coal by determining the number and size of different processing units required for a specific raw coal tonnage and by computing both capital and operating costs for individual units. However, to the authors? knowledge, none of these simulators have the ability to optimize plant performance while satisfying multiple product quality constraints and selecting the most profitable flowsheet from many alternatives. A novel coal preparation plant simulator (SIU-Sim) that maximizes the overall plant yield using a robust optimization tool and selects the best plant cleaning circuit configuration based on maximum plant profitability is presented. The simulator also identifies the best operating conditions for individual circuits of a plant to satisfy multiple quality constraints for the overall clean coal product. It uses a genetic algorithms- (GA) based technique to maximize the overall plant yield for each cleaning flowsheet alternative and uses a net present value (NPV) analysis technique to maximize plant profitability for the entire life of a new plant or the remaining life of an existing plant. The step-by-step development of the simulator along with a case study demonstrating its specific features is presented.

When pumping abrasive slurry mixtures, special attention must be given to pump design and construction. The second article in this two-part series describes some design features to consider when selecting centrifugal slurry pumps. Hydraulic Design Most centrifugal pumps are conventionally designed to achieve the desired hydraulic performance at the highest efficiency and lowest cost when handling clear fluids in reasonably clean environments. Manufacturing limitations are not imposed on the configuration of the pump, since conventional materials such as cast iron, bronze, and stainless steel are used. Manufacturers and buyers usually select the highest specific speed commensurate with the lowest cost attainable. Part life is almost infinite. When a centrifugal pump is designed for slurry service, the important factors in pump design are wear and materials of construction; size and efficiency assume lesser importance. The pump must operate at low rotational speed and the impeller has to be a truly radial flow design. These factors immediately determine that the pump must be of a low specific speed design in the range of 600 to 1800. The specific speed is a type number that is constant for all geometrically similar pumps; it designates the geometry of the impeller and casing. [ ] where n = rpm, Q = flow (US gpm), H = total head (ft), and Ns = specific speed. Since wear is a function of velocity it can be shown that for a given head and capacity, wear will increase with increased Ns. Centrifugal Pump Casing The casing has a profound effect on performance. If designed incorrectly it can destroy a large part of the energy given to the flow by the impeller, resulting in low efficiency, high hydraulic forces, and excessive wear on both the casing and impeller. In a conventional spiral volute, the static pressure around the impeller is uniform only when there is a free vortex velocity distribution in the volute, i.e., when the spiral flow from the impeller coincides with that of the volute spiral. This occurs only at the best efficiency point (BEP), between the pump's best operating zone and over capacity zone. Departure from the free vortex velocity distribution in the volute at partial or over capacities produces circumferential pressure gradients at the impeller periphery, which is directly proportional to the specific gravity of the mixture being pumped. At partial or over capacities, the flow will not tolerate the abrupt deflection at the tongue and severe energy losses and wear are created near the casing throat and on the impeller. Concentric and semi-concentric volute designs produce uniform static pressures at the impeller periphery and make the pump, much less sensitive to "off"' BEP operation. Hydraulic forces and wear are considerably reduced-eliminating the tongue prevents abrupt deflection of the flow, turbulence is minimized, and the velocity in the casing volute and throat is reduced. Good efficiency is sustained over a wider operating hand. Casings of this design are easy to cast. • Spiral volute (conventional)-Radius to the outer periphery of the casing and the volute area constantly increases. • Semi-concentric casing-Radius to the outer periphery of the casing and volute area remain constant within a certain angle. • Concentric casing-Radius to the outer periphery of the casing and volute area remain constant through 360°. The degree of concentricity must be reconciled with efficiency, hydraulic radial load, and wear for each specific speed chosen. Up to 1200 Ns the casings can be fully concentric without sacrificing too much efficiency. Above 1200 Ns, the casings can be semi-concentric. The angle of concentricity

Introduction The ore mining industry has been successful because of technological progress and huge sums of capital investment. But new technology and plants have not come cheap. The problem now is companies will run out of money before they run out of ideas. Survival Strategies Industry survival strategies demand restructuring and new plans. Inland's prescription for the future includes: • Continued emphasis on technological improvements to upgrade pellet quality and lower costs; • Effective use of human resources resulting in employee satisfaction and improved planning and productivity; • Deliberate, well planned, and documented cost-control programs for the short- and long-term; and • Capital investments to support the first three initiatives. Technology Technological changes are not only required by the need for operational improvements, but by product quality improvement dictated by the user - usually the blast furnace operator. Established ambient measurements of pellet quality, such as tumble index, compression strength, porosity, size distribution, and chemical composition, are no longer considered meaningful in predicting pellet performance in a blast furnace. New specifications, called low temperature and intermediate temperature properties, have been recently introduced. Low temperature specifications are characterized by disintegration of pellets in the 500°C (930°F) range in the upper portion of the granular zone during the hematite-to-magnetite transformation in blast furnace stack. Intermediate temperature properties (measured by 1000°C or 1800°F) are characterized by swelling, reducibility, and compression strength after reduction, reflecting conditions in the lower portion of the granular zone of the furnace. These new parameters are being used for pellet quality evaluation at Inland, and will be introduced at its Minorca mine for more routine analysis and correlation with the pellet furnace operation. With increased emphasis on quality, effective communication between the blast furnace operator, research, and the pellet plant operator is critical. At Inland, this is accomplished through technical meetings where the opportunity is provided to solve problems, establish a common understanding on the value of quality, and develop future quality standards and programs. With the degree of sophistication in determining pellet quality as it affects blast furnace operation, the future pellet plant operator will actually be producing a custom pellet. Human Resources Technological change has been a strong point at Inland, and will continue to be. However, human resource management is equally important. Is management giving sufficient attention to employee motivation and involvement? It is a way to improve productivity, reduce costs, and enhance employee job satisfaction. The industry is beginning to understand the principles and the potential for tapping employee brainpower. The payoff can be handsome. Management has to be willing to share both information and power if participative management is to live up to its potential. It has to become more flexible and be willing to adapt to change on the human side. Management should embrace rather than fear employee involvement. Given time, joint problem solving will replace adversarial attitudes and pay dividends for both sides. Productivity and product quality will improve and new dimensions of employee job satisfaction will be achieved. But, it will not happen overnight. Attitudinal change must permeate the organization from top to bottom. This change is needed to support the working relationships and give everyone a sense of direct and meaningful involvement.

Over the past decade the number of contractors working in underground coal mines has nearly doubled; however, the effect this has had on the industry?s injury rates has been the subject of much speculation. The confusion exists because the U.S. Mine Safety and Health Administration (MSHA) database does not assign contractor hours to the individual mining operations where they worked. To better understand the safety record of the contractor segment of the industry, the National Institute for Occupational Safety and Health (NIOSH) undertook a comprehensive analysis of the data contained in the MSHA database. The first part of the study compared overall contractor and operator trends from 1983 to 2009 related to employment, hours worked, injury rate, and days lost. One unexpected finding was that the larger contractors tended to have higher injury rates than the smaller ones. The second part of the study directly addressed the role of contractors on the safety record of 10 large underground coal mines. A detailed analysis provided both injuries and estimated contractor hours worked at these mines for the period 1992?2007. Comparison between the estimated contractor injury rates and the reported operator injury rates at these mines indicated that the contractor injury rates were significantly higher at most of the operations studied.
