Keywords: Pyrometallurgy, circular furnace, PGM, platinum, Peirce-Smith converter, Zimbabwe The Zimplats Smelter, located on the northern part of the Great Dyke, at the Selous Metallurgical Complex, is the only PGM smelter in Zimbabwe. Zimplats? operations currently consist of the Ngezi Platinum Mine, which is a 1.5 Mt/a open-cast and 0.7 Mt/a underground mine, and a Concentrator and Smelter to which ore is transported 80 km by road. The final converter matte product is transported to Impala Refining Services in South Africa for refining and marketing. The Zimplats Smelter operations consist of a concentrate filtration plant, a Drytech flash dryer, a modified Elkem / Hatch 13.5 MVA circular furnace, two 10? x 15? Peirce-Smith converters, and a matte granulation plant. The Zimplats smelter uses a three-field electrostatic precipitator, supplied by ELB-Brandt, for removal of particulates in the gas streams from both the converter and furnace. Construction of the smelter commenced in 1995, under the BHP / Delta Gold of Australia joint venture. The furnace was lined mid-1996, and smelting operations commenced in 1997. Due to design challenges, the Elkem furnace was modified by Hatch in 1998, and the smelter had not reached full capacity when operations were suspended in 1999. Re-commissioning took place in January 2002.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

Strategy is about making choices. Mining companies choose to do certain things and not to do other things. Mining is a long-term business, and the choices made typically have large investments attached to them, long payback periods, and significant socio-economic consequences. In today’s uncertain world, it is important to make the right choices. The mining industry in South Africa finds itself in a difficult situation. Operating conditions are tough, the socio-political environment is complex, and financial performance is under pressure. The choices made by all the stakeholders in this industry in the short term will shape the future of the industry. This paper characterizes some of the big, difficult decisions faced by the mining industry in the South African context, and discusses how these decisions could be approached in a fact-based and robust way.

"Coal mining is a thriving industry and 53% of the coal mined in South Africa is used for electricity generation. Mechanization has made coal mining more efficient, but fines generation has subsequently increased. Up to 6% of the run of mine material can report to the -200 µm fraction. Common problems associated with fines handling include dust formation, storage problems, and high moisture levels. A method to turn this material into a saleable product instead of stockpiling it can add value to a company.Briquetting is a pressure agglomeration method where loose material is compacted into a dense mass (FEECO International, 2014). The briquettes must be able to withstand rigorous handling and transport operations without disintegrating. This study aims to investigate the optimum binder and moisture conditions required to produce a mechanically strong briquette using two different binders - a PVA powder (binder A) and a starch powder (binder B).It was found that for binder A the optimum moisture level was 12% to 14%. At this moisture level the greatest compression strength gains were observed, and low amounts of fines produced in impact and abrasion tests. The minimum amount of binder added while still obtaining a strong briquette was 0.5% binder A. For binder B the optimum moisture level was also 12% and the minimum amount of Binder B to be added was found to be 1%. Briquettes that were dried outside reached their peak strength after about four days, whereas the briquettes that dried inside took about 20 days to reach their strength plateau. Hardly any degradation took place on the surface of the binder A film after exposure of 300 hours of artificial weathering. Thermogravimetric analysis confirmed that neither binder A nor binder B will add to the ash content of the coal fines, as both binders totally decompose above 530°C.Binder B yielded stronger briquettes after 15 days and also generated less fines. The reality of rising electrical power costs and the haunting prospect of decreasing electrical power availability are a threat to the growth of new projects and expansion programmes that could negatively affect the sustainability of mining operations. These threats require the adoption of effective power saving measures aimed at three principal objectives: the elimination of wastage, the reduction of power usage particularly during peak demand periods and, more importantly, improving the efficiency of high power-demand processes. It is reasonable to assume that the greatest impact will be achieved by concentrating on those processes that are large electrical power consumers. For Anglo Platinum operations, mine ventilation and, currently to a lesser extent, mine cooling are two continuous processes that fall in this category. It is estimated that these may consume fifteen to thirty-five per cent of the power delivered to the shaft head-depending on the shaft's design. Mine ventilation systems suffer from inherent, historical inefficiencies that lead to excessive power consumption. Air cooling systems are designed to be energy-wise in terms of modulating refrigeration plant operation to meet the underground requirements while maximizing use of 'free' cooling from surface conditions. Currently about ninety-five per cent of the refrigeration capacity used in Anglo Platinum mines is dedicated to surface bulk air coolers. The net thermal efficiency of these systems is compromised as mines expand in depth and on strike. Looking to the future, this practice will be complemented by more energy demanding underground cooling tactics requiring considerably higher electrical power consumption per unit ton produced. To counter this increase in power consumption, more energy-efficient systems and advantageous transient strategies such as thermal storage and the use of ice-on surface and possibly even underground-are being considered. This paper describes work currently undertaken and planned by Anglo Platinum operations to reduce power consumption by main fans during off-shift periods, the associated efforts currently introduced to reduce underground air leakage, the possibility of introducing more efficient auxiliary ventilation systems, the feasibility of thermal storage, and a brief look at energy recovery system as a means of countering the anticipated power demand associated with underground cooling. Mining has always been, and still is, an activity which is vital for the development of mankind. This is because a predominant proportion of industrial products and energy is produced from raw materials that are excavated using mining methods. The need for environmental protection and the close proximity of urban settlements and mines in Slovenia have necessitated ever stricter requirements for the excavation of raw materials and introduction of more environmentally-friendly mining methods. This is achieved by implementing a closed eco-technological cycle of raw material excavation within the scope of mining methods. In surface mines, this means prompt reclamation of the degraded surfaces, and in underground mines the use of methods with minimized impact on the surface and on underground water. In underground mines, mining methods with backfilling installed according to the multi-barrier disposal system are the only ones that allow the possibility of implementing a closed eco-technological cycle of excavating raw materials. Various industrial waste materials are also included in the backfilling material in order to improve its strength properties. Backfilling consisting of several different waste materials is produced in the form of a composite. Before backfilling consisting of waste material composites can even begin to be used in mines, an environmental impact assessment of its suitability for mines needs to be made. In order to make such an assessment, a pressure leaching cell and an open diffusion cell were made, i.e. a pressure leachate test and a sorption test were developed. The two cells and the developed tests will enable the study of the influence of backfilling on the environment if installed in an underground mine. The pressure leachate test performed with the use of the pressure leaching cell simulates leaching from a consolidated backfill during the seeping of underground water into the backfilling material under pressure. The sorption test performed in an open diffusion cell simulates the flow of eluate leached from the backfilling material through the rock/geotechnical barrier. The two tests were developed in such a manner that they are performed either in succession immediately after one another, but they can also be performed separately at a certain time interval. The paper presents an assessment of the suitability of backfilling made of different waste material composites. This paper explains the politics of mine nationalization in contemporary South Africa. Nationalization and privatization typically occur in the oil, mineral resources, and state utilities sectors, and they tend to follow one another in a long-term cyclical pattern. The paper explains why the current international environment has encouraged demands for nationalization and other forms of ?resource nationalism? in the South African minerals sector. It goes on to describe how the resurgence of resource nationalism has been influenced by internal factional politics in the African National Congress. It concludes that nationalization is unlikely to be the outcome of current policy deliberations within the ANC.

The need to establish and harmonise methodologies to quantify air emissions, atmospheric dispersion and the consequences of air pollutants (especially hexavalent chromium) from the ferrochrome industry became important aspects with the increasing demands for comprehensive impact assessments. The paper includes a synthesis of current knowledge on the following aspects: ? Locally and internationally accepted methodologies for the quantification of chromium emissions, including sampling methods and emission factors; ? A compilation of recognised and accepted air quality sampling and laboratory analysing techniques; and, ? Dispersion modelling and impact assessment tools. Depositing and removing materials from the chromium ore stockpile and wind erosion of exposed stockpiles result in mainly chromite emissions unlikely to contain significant amounts of hexavalent chromium. Pre-treatment processes such as drying, crushing and screening also produces chromium emissions, but mainly as trivalent chromium. The smelting of chromium is the major source of chromium emissions - open furnaces have the highest uncontrolled chromium emissions, followed by semi-closed and closed furnaces, respectively. Based on the current knowledge on emission rates, interim emission factors for particulate, total chromium and hexavalent chromium releases are provided. Ambient sampling and analytical methods to determine environmental exposure of the general public require that hexavalent chromium needs to be quantified in very low concentrations. Suggested sampling and analytical methods for both source characterisation and ambient monitoring are provided. The selection between dispersion models needs to be based on the size of the modelling domain and the complexity of the terrain. The discussion on dispersion models includes the US EPA?s Industrial Source Complex Model (Version 3), the AERMET/AERMOD suite of models and the CALMET/CALPUFF suite of models. Guidelines are also proposed for environmental exposure assessments including cancer and non-cancer health effects.

The role of dedicated operational support in the ramp-up and stabilisation of the FeNi-II furnace for ferro-nickel production at PT Antam?s smelter located in Pomalaa, Indonesia is described. The furnace was uprated to 32MW capability in a rebuild performed in 2005. This primarily involved installing a larger transformer, coupled with adoption of HATCH water-cooled copper plate, waffle and flanker coolers with integrated metal and slag tapblocks, HATCH air-cooled copper fin lower sidewall cooling and HATCH vertical sidewall binding system ? ?holddowns?. Following a smooth commissioning period, the progress in attaining the preliminary ramp-up target load of 24MW is described. This initial target was set by Antam, subject to some prevailing smelter equipment constraints, particularly kiln capacity. Stabilisation of the furnace operation is discussed, together with some of the specific commissioning and operational challenges surmounted by the joint Antam-HATCH team. These included: ?Mastering furnace integrity monitoring and operation with copper coolers, especially metal tapblock planned maintenance and repair strategies; ?Transition from traditional ?immersed electrode? to ?brush-arc? mode of operation approaching as closely as possible to the productive ?shielded-arc? mode of operation within existing equipment constraints; ?Reductant selection and control issues; ?Utilising the sophisticated furnace monitoring to provide detailed indication and warning of potentially destructive furnace upset conditions such as Si reversion and CO boils.

Anhydrous zirconium tetrafluoride can be used as a precursor for the manufacturing of nuclear-grade zirconium metal. This can be done by fluorinating plasma-dissociated zircon with ammonium bifluoride in a batch reactor. This paper describes the batch process. It was proved that anhydrous zirconium tetrafluoride can be manufactured by this route as confirmed by X-ray diffraction. The process shows potential for scaling up to the kilogram scale and possibly the tonnage scale.

Due to limited available level ground, Nkomati Nickel Mine cut a weathered rock slope at the base of a mountain spur in order to create a platform for construction of the primary crusher plant and run-of-mine stockpiles. As space is limited around the mining area, ore processing at Nkomati is based on a high reliability of flow of material through the crusher plant, with minimal usage of other and larger designed stockpiles. Evidently, any crusher plant shutdown will render the mine as a whole unproductive and put excessive strain on the medium- to long-term large ore stockpiles, the deposition rates for which are restricted by founding material consolidation requirements. At the onset of the 2012 rainy season, movement was identified on the slope monitoring system and cracks developed on the slope. After a minor failure on the crusher slope an assessment of the slope stability was conducted and a slope management plan recommended, which included deployment of real-time monitoring. An evaluation of the conditions leading to instability was conducted and the likely causes for the failure identified. A full evaluation of the slope monitoring, rainfall, and mining conditions was undertaken and movement triggers were determined. This paper describes the events leading to the development of the failure and the evaluation of the monitoring data to determine a management plan for the failure that allowed for minimal shutdowns of the primary crusher.

The beneficiation of fine iron ore will increase in importance in the future because most new iron ore resources will be in the form of lower grade ore deposits that will require liberation of iron ore minerals at finer sizes. Generally this fine iron ore will be beneficiated to produce a pelletizing concentrate with very strict chemical and physical specifications. In addition, because of the increasing demand for iron ore there are now more opportunities to produce by-product iron ore from mining operations producing other commodities. In the past the associated iron ore minerals would report to final tailings but now there is potential value to be realised from by-product revenue. These by-product iron ore opportunities are almost all centred on producing pelletizing concentrate. Currently pelletizing concentrates are produced mainly by various combinations of flotation and magnetic separation. The selection of the beneficiation route will depend on ore mineralogy and considerations around plant capacity and final concentrate quality. The main economic iron minerals are magnetic, haematite being paramagnetic and magnetite being ferromagnetic. This, therefore, means that magnetic separation can be applied, in principle, to all fine iron-ore beneficiation plants. While flotation has a considerable capacity advantage over magnetic separation, the real advantage of magnetic separation over flotation in fine iron-ore beneficiation is that treatment of -10 µm iron ore is possible-in flotation, the feed is deslimed at 10 µm and the -10 µm stream is considered to be final tailings, even though there is often a significant amount of contained iron ore. This paper describes a study around the recovery of fine magnetite in the form of a pelletizing concentrate. The study is based on an evaluation of an iron ore by-product opportunity from an iron oxide copper-gold (IOCG) deposit. Experiments were conducted to quantify the differences in magnetic separation performance with decrease in particle size treated. A mineralogical evaluation of all the test work products was undertaken to facilitate the interpretation of the test work results. These results were then used to propose an economically viable flowsheet for maximizing fine magnetite recovery using magnetic separation.

It was investigated in which form sulphur is bonded in ladle slags. For this purpose, the mineralogical phases of the ladle slags were qualitatively and quantitatively evaluated by means of a microprobe. This slag characterization allowed reconstructing the bonding of sulphur into the phases of the ladle slag. Moreover, the reaction process with regard to the ionic theory as well as the structural formula for the mechanism of sulphur bonding were discussed. The bonding of sulphur into calcium aluminate slags is determined by the sulphide ion content in the slag as well as by the ratio of (CaO)/(Al2O3). Calcium sulphide separates only if the slag contains a large number of sulphide ions. When Ca12Al14O33is separated, the sulphide ion is successively integrated into the lattice. The crystal lattice of Ca12Al14O33is characterized by an open, three-dimensional anionic network composed of aluminium-oxygen tetrahedrons linking the edges. In this network, large interstitial spaces are formed, which may be filled with calcium ions on the one hand and statistically with a free oxygen or sulphide ion on the other hand. Analysis of the major and minor components of raw zircon as well as plasma-dissociated zircon was undertaken using inductively coupled plasma optical emission spectroscopy (ICP-OES). Microwave-assisted acid extraction as well as flux fusion using lithium tetraborate were investigated as digestion methods. Microwave-assisted acid extraction samples were analysed with matrix-matched standards. The most successful microwave-assisted acid extractions yielded 44.3(1), 49.75(7), 78.3(3) and 90.0(7) per cent recovery for Zr, Hf, Al, and Fe respectively using sulphuric acid. In no instance was acid extraction capable of complete digestion of the sample matrix. A standard addition method was applied to the flux-fusion samples due to the high complexity of the sample matrix. Method validation for the flux fusion procedure was performed using the SARM 62 certified reference material (CRM) with acceptable recovery ranges being based on the 95 per cent confidence intervals of the CRM. Successful analyses were achieved for Zr, Hf, and Ti with apparent content of 66(6), 1.7(1) and 0.15(1) per cent respectively.

Reduction of CO2 emissions is the key driving force behind the development and implementation of new solutions for energy production. One solution is circulating fluidized bed (CFB) combustion technology combined with a high-efficiency once-through water-steam cycle. Foster Wheeler's CFB technology is today commercially available in capacities up to 800 MWe with ultra-supercritical steam parameters. Simultaneously, the Flexi-Burn® CFB technology is being developed to provide capability of flexible operation in air firing and oxy-combustion for carbon capture. CFB technology can offer an attractive solution for the reduction of CO2 emissions, owing to advantages such as fuel flexibility and low emissions that the air-fired CFB technology offers today. Pilot test facilities provide information about the performance of CFB oxy-combustion technology, and the acquired knowledge is being incorporated in boiler modelling and design tools. One of the European R&D initiatives on carbon capture and storage (CCS) is the Technological Centre for CO2 Capture and Transport, which is supported by the Spanish Government through the Fundación Ciudad de la Energía (CIUDEN). CIUDEN is a research and development institution created by the Spanish administration in 2006 and fully conceived for collaborative research in CO2 capture, transportation, and storage. The Technology Development Centre for CO2 Capture and Transport comprises two technologies on oxy-combustion: pulverized coal (PC) and circulating fluidized bed (CFB). This paper will focus on the design and main characteristics of the 30 megawatt-hour thermal capacity (MWth) oxy-CFB boiler. Foster Wheeler is the technology provider of the Flexi-Burn CFB unit, for which commissioning has been completed in the first quarter of 2011. The CFB unit design allows operation either under conven¬tional combustion with air or under oxy-fuel conditions. The size of this experimental boiler is sufficient to allow the scaling of the results to commercial units. In this way, multiple fuels and operating conditions can be tested economically. The results will validate the design of a future 330 MWe supercritical Oxy-Combustion Power Station (OXY-CFB-300 Compostilla Project) intended to demonstrate the CCS technology at commercial scale. The Compostilla OXY-CFB-300 Project is one of the six CCS demonstration projects funded under the European Energy Programme for Recovery (EEPR) of the EU. The project is based on a future 330 MWe CFB supercritical oxy-combustion plant, with CO2 storage in a deep geological formation. The first phase of the project, granted by the EEPR programme and led by the Spanish utility ENDESA, includes all studies and characterization work needed on CO2 capture, transport, and storage, as well the costs, financing, and regulatory and permitting required, prior to the final investment decision for the construction phase of the plant by the end of 2012.

The scheduled power cuts of early 2008 were a disturbing reminder that South Africa needs to expand its power-generating capacity. Low-grade and discard coals, of which South Africa has much, are a source of energy and amenable to combustion in circulating fluidized beds (CFBs). Foster Wheeler (FW) has a long record in developing this technology in boilers. The technology is flexible in burning a variety of fuels; low-grade, high-ash coals, good quality bituminous and anthracite coals, and biomass and waste fuels have all been used. CFB boilers are efficient, reliable and can be designed to meet tight emission standards. In recent years once-through supercritical (OTSC) CFB technology has been developed. It enables the next stage in CFB development to proceed to a medium-scale (500 MWe) utility in such projects as Lagisza, which runs at a net efficiency of nearly 44%. Scaling the technology up to 800 MWe with a net efficiency of>45% is planned to be commercial during 2009. CFB technology can reduce CO2 emissions in the repowering of coal-fired and greenfield power plants. It does so through greater efficiencies and by co-combusting coal with biomass. FW has also developed CFB technology for the gasification of biomass, as, for example, in a pressurized gasifier to produce syngas, which can be used for the production of biodiesel, thereby reducing CO2 emissions from vehicles. Carbon capture and storage (CCS) can potentially cut CO2 emissions in the generation of power from fossil fuels in the short term, provided that it gains public acceptance, that the required regulatory framework is created, and that emission-trading mechanisms or other incentives provide a solid return on the major investments required. Oxyfuel combustion is an option in CCS; Foster Wheeler is adapting its CFB combustion technology for oxy-fuel combustion to meet this challenge. It is developing Flexi-burn?, which enables a plant to be operated either with or without carbon capture. This paper describes the status of CFB technology in terms of boiler efficiency and fuel flexibility. It highlights the advantages of CFB technology for oxyfuel combustion, presents a development plan for Flexi-burn?, and discusses a pressurized gasifier for biodiesel applications.

This paper describes how knowledge of the orebody morphology and ore morphology can be used to optimize the planning, mining, and metallurgical output from an open pit copper mining operation, such as to significantly increase the stability of the whole value chain process, and increase the reliability and value of the process outputs. In the case under consideration, the orebody contains both copper and cobalt. This in itself provides a challenge, in that the two metals do not occur in consistent ratios across the orebody as a whole. Furthermore, mineralogical differences within the orebody have a significant impact on plant performance in terms of throughput rates, acid consumption, and recoveries. In order to stabilize and optimize the plant performance, it is necessary to firstly have a complete understanding of the geometallurgical factors that affect performance, and then to have a sound knowledge of how these are distributed within the orebody. These models then inform the mine planning strategy that optimizes cash flow and NPV, and also allow the development of a stockpiling strategy that not only stabilizes the plant, but also allows variations in the plant feed according to ore type and grade in volatile price scenarios. Integral to the realization of these opportunities is the establishment of an appropriate measuring, control, and reconciliation system, customized to the optimization objectives. The paper describes how all of these factors and strategies can be integrated to produce optimal value from the orebody through to final dispatched product. It also shows the significant value that can be released through such an approach.

This paper highlights several management practices from the oil and gas industry to support the proposition that financial performance in the finite, non-renewable resource business relates more to upstream rather than downstream activities. Based on the analysis of nine oil and gas companies, this study supports a previous study involving fourteen mining companies that showed reserves growth is one of the main levers of value creation in mining. Interestingly, this study also finds that the oil and gas industry has been historically more profitable than mining. The reason, it is argued, is that oil and gas companies count on management practices that focus primarily on the upstream segments of the business, compared to the traditional downstream focus of mining. This paper delves into these ideas to conclude that what mining may need to improve its competitive advantage is a new organizational framework. Another conclusion is that the upstream management focus is vital not only for strategy formulation in the resource business, but also for policy formulation in economies based on the export of finite, non-renewable resources.

The subject of optimal planning of level and raise spacing for inclined narrow reef deposits has received intermittent attention over the years because the subject matter is inherently complex. Previous work has approached the problem as simply that of simultaneously minimizing the total excavation and haulage cost associated with the development workings. However, when level and raise spacing are altered, other factors such as productivity are negatively affected, thus requiring a delicate trade-off of contradicting planning or optimization criteria. The paper concludes that the problem is actually of the multi-criteria decision analysis (MCDA) type, contrary to traditional thinking that the planning problem is achieved solely by minimizing waste development.

Elongates are commonly used as stope support in South African gold and platinum mines. To evaluate the effect of the inherent strength, stiffness and yield variability associated with elongates, a statistical method is presented which addresses and quantifies the support performance at various levels of certainty. The analysis, which is based on a normal distribution, makes use of force-deformation curves determined from multiple laboratory compression tests on the same support type. The applicability of the method is illustrated making use of actual performance capabilities of various types of elongates. In order to ensure a high probability that support units installed underground exceed the standard support performance curve established by means of laboratory tests, the statistical mean of a suite of tests based on the same support type is downgraded. The ?correction factor? is a function of the mean and standard deviation of the test data, as well as the sample size of units deemed to control the local rock mass stability. It is shown that downgraded performance curves based on a high probability (90 to 95percent) of support units exceeding this performance level are suitable to ensure that the design of support systems will in variably meet the design criteria. In the highly discontinuous hangingwall rock mass typically associated with intermediate- and deep-level mining operations, the interaction between adjacent support units is comparatively limited (at the support spacings commonly used). Therefore, the appropriate sample size (n) of the support units controlling the local rock mass stability should be n= 1. In shallow mining conditions, sample sizes of up to n=5 may be warranted, depending on the spacing of joints and other discontinuities in the hangingwall.
