In the summer of 1937 the authors began a series of time studies of the various processes employed in' the production of crushed stone. These studies, made at quarries situated in the eastern and southeastern parts of the United States, have not been completed, but to make results available to the industry as early as possible, it was decided to publish summaries of the studies made to January 1, 1939, as a series of progress reports. The first of these dealt with power-shovel loading and was issued as Report of Investigations 3461 in September 1939. The second, issued in September 1939 as Report of Investigations 3467, dealt with quarry haulage. The present report discusses analyses of time studies of primary drilling at the same group of quarries. OBJECT Or STUDY Pressure of business problems frequently requires the entire attention of quarry management, and in consequence internal plant economies often are neglected. Also, operating officials absorbed in their local problems are prone to overlook possible economies that would attract attention immediately were they critically examining another plant. The authors felt that technical studies at a number of plants, made by impartial engineers, might disclose opportunities to reduce costs or improve efficiency in internal plant processes.

In the Pennsylvania anthracite region, the principal source of U.S. anthracite, refuse disposal problems are common since cities and towns are located over the anthracite measures. The Bureau of Mines surveyed refuse banks in the area, determining that 863 banks containing aver 910 million cubic yards of material occupy a total area of about 19 square miles. The vast bulk of the refuse is located within 2 miles of the traffic centers of incorporated c unities which have a total population of 625,000. Twenty-seven banks are burning, causing considerable distress in a number of communities.

U.S. Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine mineral resources and resource potential in and adjacent to the North fork Smith RARE II study area. Most mineral resources identified in this area are in laterites, highly-weathered residual soil zones. In the RARE II area, resources of nickel, cobalt, chromium, and magnesium were identified at 15 laterite properties and chromium resources at one chromite mine. Other commodities include copper, gold, silver, and mercury (fig. 1). Approximately 1,100 lode and 1,200 placer claims have been located in or adjacent to the area. Most placer claims are for literites. There are no patented claims or mineral leases. Forty laterite deposits on 15 ,properties within the RARE II area (fig. 2) contain about 16 million tons of identified marginal reserves and subeconomic resources containing nickel, cobalt, chromium, an magnesium (table 1). Most deposits have keen explored and are currently claimed. California Nickel Corporation is developing laterites on Gasguet Mountain, within and adjacent to the southeastern and western parts of the study area. If this project proceeds to production, a laterite processing plant on Gasquet Mountain would enhance the minability of other deposits in the study area. The Climax, PFM, DF, and Stone Corral properties (fig. 1, nos. 1, 6, 9, and 23) have deposits of sufficient tonnage and grade to attract mining interest; resources at these properties are in and adjacent to the RARE II area.

"INTRODUCTION The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heat¬ing value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions./ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made.Analyses of the delivered coal and ""tipple"" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.The Government purchased approximately 5-1/2 million tons of coal in fiscal year 1951. In connection with these purchases, the Bureau analyzed 10,700 samples. These are published for the use of Government officials and the public. A series of publications s been completed on coal analyses by States, or, where production is small in any State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications contain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The percentage of coal cleaned mechanically has increased greatly in the past 30 years. This technological change in preparation methods, accompanied by mechanical innovations in most phases of coal mining, has enabled the industry to supply quality coals at competitive prices. The Bureau of Mines has contributed to this progress by conducting research on coal-preparation problems, by evaluating the performance of domestic-and foreign-made preparation equipment, and by recording advances as they occur in industrial coal-cleaning practices. The Bureau's work in this field is recorded in the more than 150 technical and scientific publications listed in this volume. These reports, published by the Bureau over the past half century, document the Nation's progress in a vitally important phase of fuel technology.

The 350,000-barrel-per-day Bahamas Oil Refining Co remained closed throughout 1986. Financially troubled Charter Oil Co., joint owner of the refinery with Chevron Oil Bahamas Ltd., agreed in principle to have Chevron assume full ownership in return for canceling debts owed Chevron. Finalization of the agreement was pending at yearend. Burmah Oil Ltd. took more than a $30 million loss on the sale of its interest in South Riding Point Grand Bahama Transshipment Terminal to South Riding Point Terminal Holding Ltd.

Copper-Nickel ores in northeastern Minnesota could establish a new industry in a region where underground mining has not been active. This study reviews geotechnical data relevant to the selection and design of underground mines in this region and by numerical structural analysis evaluates the importance of some geotechnical parameters to mine method selection. Because of the rapid development of computer modeling many new techniques have become available for modeling rock mass behavior in recent years. An overview of these methods is presented and their applicability to mine design reviewed. Methods included in this summary were the differential continuum models, such as finite Pint and finite difference, integral continuum models, such as boundary element, displacement discontinuity and boundary integral equation methods, and discontinuum methods such as the distinct block model. The displacement discontinuity method was used to evaluate the influence of geotechnical parameters on some aspects of mine design. Three problems; room stability, pillar stability on a weak inclined contact and sill pillar thickness influence on sill pillar stability, were analyzed to evaluate the relative importance of insitu stress field and joint properties on design. It was concluded that for stability analysis the initial horizontal stress is of most importance in all aspects of design. The position, orientation, persistence and strength of joints is also of primary concern. In a more general sense, however, it was concluded that detailed geotechnical parameters have much less influence on mine method selection than more general factors such as rock quality, initial stress state, orebody shape and economics.

Probably over 95 percent of the coal production of the United States depends upon the use of explosives before it can be placed in the railroad car at the mine, and up to the present time it has been impossible to obtain Pry kind of practicable explosive that isn't dangerous unless handled carefully. In other words, no "foolproof" explosives have been found to date and inspection of the accident records of the coal mines of this country indicates that the use of explosives in coal mines has taken a sad toll of lives. ACCIDENTS PROM EXPLOSIVES IN COAL MATES Of the 2,000 to 2,500 persons killed annually in the coal mines if the United States, 100 to 125 have been killed from explosives without an explosion of gas or dust; these accidents have been due to misfires, hangfires, premature blasts, or accidental setting off of explosives through carelessness or otherwise (but chiefly through carelessness in some form). In this type of accident the flame character of the explosive is not necessarily involved, although an unexpected or premature blast is initiated much more easily with black blasting powder, which has a long flame, than with a permissible explosive, which has a flame much shorter and of briefer duration. By far the greater number of such accidents are caused by black blasting powder or dynamite rather than by permissible explosive.

Several investigators have obtained solutions for the concentration of stress around circular, ovaloidal, elliptical, and rectangular holes in an elastic, isotropic, semiinfinite plate subjected to uniaxial and biaxial stress. These solutions are used to evaluate the changes in stress around openings immediately under the undercut normally used in conventional block caving operations. The evaluations are based on the assumption that a horizontal undercut removes most of the vertical component of a biaxial stress field. The location and magnitude of the significant changes in stress concentration around the opening are computed. Conditions under which the assumptions used in the evaluations may or may not be consistent with conditions around block caving mines are discussed, and examples of preferred opening shapes for a biaxial (hydrostatic) stress field are shown. This report is a summary of one phase of an investigation to establish design methods for the size and shape of mine openings used in block caving mining methods .

To measure the loading behavior of friction bolts, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) installed strain gauges on the interior of friction bolts and developed a battery-powered miniature data acquisition system (MIDAS) that fits inside the hollow portion of the friction bolt. The advantages of this system are that it is protected from face blasts and eliminates the need for external wiring. Laboratory pull-out tests showed that friction bolts installed in a concrete block with resin were loaded to about 1.8 tons/ft of bolt length; bolts installed without resin were loaded to 1.3 tons/ft. Three strain-gauged friction bolts were installed at Hecla Mining Company’s Gold Hunter Mine, Mullan, ID, in the wall or rib of a mechanized cut-and-fill stope. The object of these tests was to establish an installation procedure for the bolt-and-MIDAS combination and to evaluate performance. The stope was advanced in three 15-ft increments and strains induced in the rock bolts by stress changes in the rock were recorded every 30 minutes. The MIDAS proved to be rugged enough to withstand the shock and vibration from nearby (5 ft) face blasting. Data from MIDAS showed that the friction bolt installed with resin was the most sensitive to each face advance. It showed a steady increase in loading to a maximum value of 1000 microstrain. The friction bolt installed without resin showed stick-slip behavior with loads to a maximum of 400 microstrain before the stope was completed.

As part of its mission to develop technology that will help increase the supply of critical and strategic minerals from domestic resources, the Bureau of Mines has investigated methods for beneficiating platinum-group metal ores from the Stillwater complex, Montana. This report presents the result of a bench-scale study employing froth flotation to recover a sulfide concentrate containing platinum-palladium values from a mineralized gabbro. Best results were obtained with a flotation scheme utilizing a mercaptobenzothiazone collector and sulfuric acid. Rougher concentrates containing approximately 11 oz Pt-Pd/ton and 90 pct of the metal values in the ore were obtained. Subsequently, cleaner concentrates containing approximately 26 oz Pt-Pd/ton and between 80 to 85 pct of the Pt-Pd values in the ore were prepared.

Although there are exceptions, oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. When these ores are of high enough grade they can be smelted; indeed, some rather low-grade ores of this type have been smelted at a profit because of their fluxing value. In the past, when these ores could not be smelted, they either were not treated or were treated at low efficiency, generally by cyanidation. The need for thorough investigation of the problem was therefore evident for some time before the writers began their research. The problem of treating manganese-silver ores seems to have been recognized first about 35 years ago by C. W. Goodale in applying pan amalgamation at Tombstone, Ariz. He attributed the low extraction of silver to the fouling of the mercury by manganese rather than to the presence of a refractory compound of manganese and silver. Although definite knowledge as to the cause of the poor extraction of silver was lacking, a more or less effective preliminary treatment, that is, a chloridizing roast, was applied.

In the experimental concentration of Vermont talc-magnesite ores, talc concentrates and tailings rich in magnesite were obtained. On account of the possible market value of the magnesite, the tailings are given consideration' in this report along with the talc. After some comments about the talc industry, the magnesite that accrued as tailings will be considered. Then the flotation results will follow.

This report presents the methods and results performed pursuant to the U. S. Bureau of Mines contract entitled "Noise Abatement in Mining Machinery," Number H0122054. 2.1 Background Until the Congress of the United States created and passed Public Law 91-173, the Federal Coal Mine Health and Safety Act of 1969, there were no directly-applicable standards for noise exposure for underground coal miners.1 Section 206 of this law, approved December 30, 1969, provided for standards of noise to be applicable to each coal mine. The Huntsville study area in northeastern Alabama consists of Jackson, Limestone, Madison, and Marshall Counties. Major emphasis was placed on the Huntsville urban area in Madison County to analyze the relationship of urban growth and the minerals industry. Huntsville was delineated into its component urban, suburban, and rural parts for 1964, and the primary area of growth was predicted for 1990. Population estimates were made for the four-county area as a unit and Madison County separately, and projected to 1990. Demand estimates for crushed stone and sand and gravel were made for the same area units and projected to 1990. Analysis of quarry sites in the Huntsville area was made for the present and for the future. The mineral operations of the study area are all located in rural areas; in the case of Huntsville, the mineral sites are located in areas defined as "rural" in the component urban-suburban-rural system. The operations outside Madison County can expect to have minor problems with urban encroachment, while those operations in Madison County can expect major problems associated with urban growth and development. Some of the problems associated with limes tone production can be reduced if producers invest in capital equipment that will reduce the nuisances inherent in this activity. Although urban expansion endangers some quarry operations in Huntsville, topographic and political restrictions which prevent urban expansion can effectively shield quarry operations for some time.

The Bureau of Mines, United States Department of the Interior, has established a testing adit on the Government reservation at Mount Weather, Virginia, to facility to research on the fundamental tats of mining under actual metal-mining conditions. A number of sites in several Eastern States were investigated, out Mount Weather was selected because the rock seemed best suited for rock drilling and other mining tests and because the ground was already owned by the Federal Government, the site having been acquired in 1902 for use of the Weather Bureau. The testing edit has an advantage over en active metal mine for certain investigations because variable conditions affecting any particular research problem can be controlled and maintained in a fixed status, whereas in an operating mine this seldom is feasible. Operations were begin September 1935, with a crew of four laborers under a resident engineer. The laborers were recruited from, nearby farms, and. although they had no previous mining experience, they have developed into satisfactory miners.

The NIOSH suite of coal mine ground control software addresses nearly every aspect of coal mine ground control planning, including geologic characterization, mine layout, pillar design, and support selection. Mine planners who use the soft-ware have access to the knowledge gained during years of NIOSH research—packaged in a simple, easy-to-use format. Several of these software packages have recently been updated and improved. Analysis of Roof Bolt Systems (ARBS) (Figure 1) helps select the proper roof bolt system design from the immense variety of available bolt types and patterns. It was developed from statistical analysis of extensive bolt performance and roof fall data. New features in Version 2 include— • The capability to analyze roof bolt systems that use two types of bolts; and • A roof support cost module that estimates the total in-stalled cost of different patterns, considering the costs of consumables, labor, maintenance, and other factors. The Support Technology Optimization Program (STOP) (Figure 2) can be used to make judgments regarding which secondary support system will be the most effective in a particular mine condition and to evaluate the advantages or dis-advantages of alternative support systems. Version 3.0 includes additional improvements: • Supports with large load-shedding following yielding can be designed based on the peak loading capability as well as the residual loading capability; • Seven new support systems have been added to the program; and • Easier access to photo gallery has been provided. The Coal Mine Roof Rating (CMRR) replaces com-plicated geologic information with a simple numerical rating that mine planners can use in many ground control applications. The CMRR can be readily integrated into a geologic exploration program, and the software package is capable of generating an AutoCAD CMRR "layer." Version 1.2 contains— • The complete CMRR database with more than 250 ratings obtained from 70 different U.S. coal seams; and • An all-new "Help" file that clearly explains all aspects of the program. Analysis of Horizontal Stress in Mining (AHSM) can help find the optimum mine layouts for control of horizontal stress. It can be used to analyze both development and longwall retreat designs, and it shows how the stress condition varies as the entry, crosscut, and panel orientations are changed. Version 2 features— • Improved graphics that enable the user to observe the effect of design changes without adjusting the display on the computer screen; and • Resource files containing information on stress map-ping, advance-and-relieve mining, stress measurements in U.S. coal mines, and other topics.
