This paper discusses the results of two recent case studies in which high-tech prototype instruments were used. The first case study describes the results of a ground-based hyperspectral imaging tool used to map the geology of an open-pit mine highwall. The second case study outlines the use of interferometric synthetic aperture radar and how this type of radar can be used in a variety of geotechnical situations. These case studies are part of an on-going research project at the National Institute for Occupational Safety and Health’s (NIOSH) Spokane Research Laboratory. The project objective is to implement engineering controls and design methods in order to reduce the number of injuries and fatalities associated with slope failures at mining operations. Project personnel are hopeful that these new developments in technology will lead to better geotechnical monitoring and design in slope stability and other important areas of rock mechanics.

This U.S. Bureau of Mines report describes a system to determine the position and heading of a continuous mining machine during the maneuvers required at the face area of a mine. The system consists of commercially available angular position sensors and a computer interface developed and tested at the Bureau. The sensors employed are laser-based scanning devices that report the angular location of retroreflective targets within their 90° field-of-view. The targets are mounted on the continuous mining machine; the laser scanners are mounted on an external reference structure. The computer interface consists of a single-board computer-controller programmed to gather and process the angular position information, and to calculate the machine's position and heading relative to the reference structure. A sensor fusion algorithm will be incorporated into the computer interface programming to increase the accuracy and reliability of the system.

At a mine in central PA, high horizontal stresses have caused long running roof falls resulting in hazardous conditions for the miners and the premature abandonment of panels. Because of these conditions, the mine requested assistance of the National Institute for Occupational Safety and Health (NIOSH) in utilizing the 'advance and relieve method to mitigate the affects of horizontal stress on the mine roof. "Advance and relieve" mining involves the removal of a pillar or a portion of a pillar during development, thereby creating a cave along one side of the panel. Following cave development, the horizontal stress is relieved over the workings adjacent to the cave in the active panel. The mine has used this system in three panels with a significant reduction in stress damage and no large roof falls.

Low-temperature carbonization product yields for 129 coals representative of 12 Utah coalfields were estimated, using regression equations developed from heating value and proximate and ultimate analysis data. It was shown that yields of char, tar plus light oil, water of decomposition, and gas, as well as the gas volume and the heating value of the gas, could be predicted with reasonable accuracy. Published and experimental results from eight Utah coals carbonized at selected temperatures in the 4500 to 1,000° C range were used to determine the effect of temperature on product yields. Carbonization temperature, heating value) oxygen, and volatile matter of coal appear to be the principal variables influencing carbonization product yields. Data presented show that the heating value and the residual volatile matter in low-temperature char may be predicted using relationships developed from proximate analysis data for 220 coals.

DOMESTIC OUTPUT of white arsenic, As2O3, was derived entirely as a byproduct of smelting arsenic-containing copper ores by The Anaconda Company at Anaconda, Mont., and American Smelting and Refining Company at Tacoma, Wash. Arsenic metal was not produced. Consumption, and Uses.-Most of the white arsenic produced in 1964 was consumed in manufacturing lead and calcium arsenate insecticides. In the 12 year period since 1951 the production of lead arsenate insecticide has varied between 7,800 tons and 4,900 tons, indicating that lead arsenate has maintained its position in competition with organic insecticides.

Studies on stress tell us that shifting your focus away from what is causing your stress increases your ability to cope. Counting to 10 is one method. Science proves mom right. The stress response We are born with the stress response, which is a survival instinct, sometimes called the "fight or flight" response. When approached by a tiger in the jungle, our ancestors would perceive danger and prepare to fight or run. The body prepares for the fight or flight response in a number of ways. The bloodstream brings extra glucose and oxygen (fuel) to the heart, the sense of pain is dulled, and memory and thinking improve. The pupils dilate for better vision and the lungs take in more oxygen, while heart rate and blood pressure increase. Body hairs become erect, as puffed-out hair makes an animal look bigger and more dangerous. Once the perceived danger is gone - we have run fast enough to get away from the tiger or won the fight - the body returns to normal functions. Unfortunately, civilization gives us too many opportunities to experience this response. If activated too often, it can create wear and tear on the body, which may lead to injury and illness. Chronic and traumatic stress There are two key types of stress: chronic stress and traumatic stress. Both types can cause both physical and psychological symptoms. Chronic stress builds up from the day-to-day hassles. Traumatic stress results from a traumatic event such as a natural disaster, a mine disaster, or the sudden death of a loved one. Chronic stress is associated with an increased risk of a number of health problems including heart disease, depression, back pain, and carpal tunnel syndrome. Traumatic stress may lead to post- traumatic stress disorder (PTSD), Miners may experience both chronic and traumatic stress in their work.

This report describes the initial phase of Bureau of Mines research in the hydraulic mining of bituminous coal. The mining site and equipment are described, and the test procedures and results obtained with a bar-mounted monitor are given. Tests showed that hard Pittsburgh-bed coal can be mined hydraulically from a solid face at water pressures of 4,000 pounds per square inch.4 Coal was penetrated to a depth of 4 feet in 20 seconds with 225 gallons of water per minute coming from a 3/8-inch nozzle at 4,000 pounds per square inch pressure. Some difficulty was encountered in cutting the binders occurring in the coal; it was not possible Lu penetrate directly the overlying draw slate.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The maximum net return from the sale of ores and concentrates of gold, silver, copper, lead, and zinc accrues to the producer when these mine products are marketed to the best advantage. Data are presented that the producer, especially the small mine operator, can use to survey available markets and make a preliminary estimate of the net return to be expected from an ore, on the basis of typical mill, smelter, and freight schedules. A review of the industry is presented by States in which recent production statistics are given, marketing facilities are discussed, and locations of principal mining districts, custom mills, and smelters are shown. Explanations of treatment processes, ore types, treatment charges, payments for metals, and deductions are given. Published rail and truck freight rates for mine products, based on marketing patterns developed over many years, are listed and explained.

"INTRODUCTION In accordance with the outline of investigation described in a previous report 5 of the Bureau of Mines dealing with the use of acrolein for detecting leakage of methyl chloride from unit--type refrigerating systems, the work has been extended to include an investigation of its use in a multiple system, This report gives the results of analysis of samples of the gas from representative units of a multiple system charged with methyl chloride containing approximately 0.9 per cent acrolein by volume, The results furnish a basis for estimating the Warning that would be given in event of leakage. To determine the availability of lead and zinc from demonstrated resources, the Bureau of Mines evaluated 235 mines and deposits in 31 market economy countries. Of the 235 mines and deposits evaluated for this study, 186 were evaluated as zinc operations, 30 as lead operations, and 19 as copper operations. Demonstrated lead-zinc resources of market economy countries in 1981 were approximately 4.3 billion metric tons (t) of ore containing 221 million t of zinc and 97 million t of lead. Of these amounts, approximately 154 million t of zinc and 70 million t of lead are estimated to be recoverable. The analyses indicate that demonstrated resources in market economy countries should be sufficient to satisfy projected demand for primary lead and zinc through the balance of the century. The U.S. lead industry will continue to have a comparative advantage over the rest of the world industry, barring any drastic increase in the cost of compliance with pollution control regulations. It appears that the comparative disadvantage faced by the U.S. zinc industry will probably intensify owing to the relative quantity of lower cost zinc resources in other countries, especially Canada, Australia, Mexico, and Peru.

This report is the result of the engineering efforts performed by the Mining Equipment Operations of FMC to develop methods of automating a continuous miner. This work was done as part of modification number three of the contract for the development of a miner/bolter system. As the demand for energy places an ever-increasing pressure on the coal mining industry to produce more coal, methods for underground mining which will increase productivity with a con-current increase in safety are being actively sought. Removing the machine operator from his station on the continuous miner and placing him at a safer location behind the machine while retaining his control functions via an umbilical cable or a radio link was an important first step. However, the problems of poor visibility, no control "feel", and the judgmental problems of controlling the sump distance and the shear limits have not been conducive to the productivity increase that is desired.

[This paper gives the details of tests to determine the design of stoppings capable of withstanding a pressure, applied to either side, of 50 pounds per square inch,6 as required by section 104 (a) of the Operating Regulations to Govern Coal-Mining Methods on Leased Lands on the Public Domain, issued in 1921 and quoted oil page 3. The regulations stipulated that the design for such stoppings must lie approved by the United States Bureau of Standards. The engineers of that organization felt that knowledge of the strength of such structures with respect to the effect of explosion pressure in comparison with static pressure and the strength of the walls which furnish the abutments was insufficient to justify drafting specifications; therefore, tests were needed to give information upon which a rational system of design could be based. A study was then begun; and several series of tests, made by the United States Bureau of Mines and the United States Bureau of Standards in cooperation, grave information upon which are based the detailed specifications offered in a later section. Slabs representing concrete stoppings, with and without reinforcement, were tested at the Bureau of Standards in Washington D. C.; afterwards, full-scale stoppings were tested at the Bureau of Mines Experimental mine near Pittsburgh. It was assumed that in most coal mines the strength of the floor and roof could not be relied on, but dependence must be placed upon the strength of the coal ribs. The tests developed that the maximum strength of an unreinforced concrete stopping was obtained when it acted as a flat arch buttressed against the coil ribs; but its ultimate strength depended upon the resistance to movement offered by the coal strata against which its ends were restrained or buttressed.]

The direct method test was developed for general mine safety applications by the U.S. Bureau of Mines in the early 1970's to measure the gas content of coal samples obtained from the relatively shallow depths of eastern U.S. coal mines. Over time, applications for gas content data evolved which required increasingly accurate desorption values. It became evident that some of the inherent weaknesses in the original direct method test could best be addressed by abandoning the water displacement based desorbed gas volume measurements. The ideal gas law based modified direct method (MDM) and associated desorbed gas volume measurement apparatus was developed to provide the most accurate desorption values possible for rock samples obtained from any gas-bearing strata. The MDM has a number of significant advantages, including: (1) increased accuracy, especially for low gas content samples, (2) a test apparatus with an integral sampling port to facilitate the collection of uncontaminated gas samples, (3) an inherent head space effect correction in the periodic MDM desorbed gas volume calculations, (4) measurement of positive and negative desorbed gas volumes, (5) elimination of differential gas solubility effects as a source of error inherent in the water displacement methods, and (6) a compact and rugged test apparatus that along with the elimination of the ?glassware? required for the water displacement methods, facilitates its use in the field.

Implementation of the joint Federal-State control program established in 1955 to cope with the mine water problem in the Pennsylvania anthracite region is described in this report. The increasing severity of the water problem in the anthracite mines has necessitated major adjustments as this continuing program has progressed. Since 1941 the Federal Government has recognized the mine water problem as an important factor in the worsening economic condition of the anthracite region by initiating scientific and technologic investigations and establishing the Anthracite Flood-Prevention Section in the Bureau of Mines in 1948. On the basis of comprehensive investigations and studies, the results of which were published in numerous reports and bulletins, the Anthracite Mine Drainage Commission of the Commonwealth of Pennsylvania formulated a plan that served as a background for legislative action in 1955, resulting in Public Law 162, 84th Congress (Act of July 15, 1955 (69 Stat. 352; 30 U.S.C. 571-576)), for the Federal Government, and Act No. 82 of the General Assembly, July 7, 1955, for the Commonwealth of Pennsylvania. The report covers 29 mine flood control projects approved and executed in implementing the aforementioned legislative acts. Essential engineering and cost details for each project are given, together with an evaluation of the effect that the installed facilities have on alleviating the mine water problem as it concerns individual mines and the anthracite industry as a whole.

1. The Pittsburgh bed is the most important bed in Ohio County, and virtually the entire production of coal in the county comes from this bed. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of-coal in place, are estimated at 365 million short tons as of January 1, 1954. Of this total, 356 million short tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Noise is one of the most pervasive health hazards in mining. A compilation of Mine Safety and Health Administration (MSHA) noise survey data for fiscal year 1990 shows that approximately 40% of the total samples taken for longwall occupations exceeded the Permissible Exposure Limit (PEL) of 100% (Gigliotti et al., 1991). To effectively determine worker noise exposures on longwall coal mining systems, it is necessary to provide accurate baseline measurements for these mining systems. This research was designed to develop measurement methods and test procedures for identifying noise sources that are major contributors to the underground noise exposure of longwall coal mining system workers. The measurement system that was used to analyze the noise sources around a stageloader used stationary dosimeters in a documented repeatable pattern to record the sound pressure and dose levels. A time-motion study of the cutting cycle and stageloader operator’s work cycle was done to correlate the sound levels at measurement locations and the resulting operator’s daily dose with significant noise events. Results from the underground measurements show that the highest sound levels recorded were at the stageloader discharge segment and tailpiece controls, where sound levels remained about the same throughout the test.
