Naturally, such studies have been more extensive in European countries, where mining conditions are less favorable than in the United States. As a part of its work in the conservation of coal resource and prevention of accidants in mines, the Bureau of brines began systematic measurements of the movement of roof strata to in coal mines in the fall of 1935. It was decided- that, in the beginning, work on a rapidly retreating rib line in a mechanized mine would give the greatest amount of information in a reasonable time. To this end w cooperative tine agreement was made with the Pittsburgh Coal Co., through Dr. L. E. Young, vice: president in charge of operations, for conduct of work in that company's Montour 10 mine operating in the Pittsburgh coal bed. This paper gives an account of the methods used in the investigation, excerpts from the data obtained, and such generalizations as appear to be justified.]

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. OPTICAL PROPERTIES of U.S. coals of differing rank have been investigated by the Bureau of Mines, for about 20 years. These investigations have been remade to further the development of an objective basis for petrographic analysis of coal and to add to knowledge of the structure and composition of coal and coal components by determining their optical constants in various regions of the electromagnetic spectrum. Various experimental techniques have been used in these studies, including determination of reflectance from bulk specimens and transmittance of thin and ultrathin sections, interferometry, electron microscopy, and election diffraction. Similar studies leave also been made of graphite, the end product of coal metamorphism. The bureau of Mines conducted the first U.S. investigation of reflectance properties of coal components, laying the foundation for petrographic analysis based on arbitrary reflectance classes and for automated reflectance analysis of coals. Optical constants of coals of differing rank and of graphite have been determined in the ultraviolet-visible-near infrared spectrum. Maxima in the optical constants of graphite were observed in the ultraviolet region and were interpreted to be related to transitions of electrons between the valence and conduction bands. Similar maxima for coals, especially high-rank coals, appeared to be characteristic of the presence of graphitelike layers. A special application of optical theory to absorbing, anisotropic materials like graphite and high-rank coals has been developed. Electron microscopic and electron diffraction studies of coals have revealed various ultrafine structures in coal components and have shown the evolution of an oriented, crystalline graphite structure in high-rank coals.

"While conducting investigations in connection with the helium program of the Bureau of Mines, the Cryogenic Laboratory has improved an apparatus for the rapid and accurate determination of the helium content of natural gas and gaseous mixtures derived from that source. The separation of helium is effected by the use of activated coconut charcoal which, when cooled to liquid-air temperatures, absorbs the nitrogen and other constituents of the gas, leaving the helium in a. spectroscopically pure state. This absorptive property of activated charcoal was discovered- by Dewar3/ in 1875. Several years later, while conducting their original researches on helium in natural gas, Cady and McFarland employed the charcoal method for the absorption and removal of the common constituents of natural gas and constructed an efficient apparatus in which this operation could be effected.4/ Shortly after initiating the government's helium activities during the World War period, the Bureau of Mines adopted, with Minor modifications, the Cady and McFarland apparatus and method of analysis. Seibel.5./ described this modified apparatus and method of procedure as part of a publication on helium-bearing natural gas. Subsequently, the Bureau's apparatus for helium analysis has been simplified and improved to facilitate more rapid and positive operation. The apparatus and method of procedure now being used by the Bureau of Mines Cryogenic Laboratory arc described in this paper.The personnel of the Bureau of Mines Cryogenic Laboratory has improved and brought the helium apparatus described herein to its present state of perfection. The writer's contributions have been-of minor importance, and he wishes to give the various members and former members of the laboratory staff full credit for the improvements they have made. He also desires to express his appreciation for suggestions and criticisms offered during the preparation of this paper to the following members of the Petroleum and Natural Gas Division, Bureau of Mines, which now includes the Amarillo Helium Plant and Cryogenic Laboratory: H. Kennedy.The quantitative determination of helium in a gaseous mixture is accomplished by the removal of the other constituents from the sample, either by chemical or physical Means, leaving only the helium which can be measured directly. Chemical methods, when applied to natural gas, require the burning of the hydrocarbons in oxygen, the, absorption of the resulting carbon dioxide in a caustic solution, the removal of the excess oxygen in a suitable solution such as an alkaline pyrogallate, and the elimination of nitrogen by sparking or by combination with hot calcium or magnesium.. Such procedures are very slow and tedious compared with the physical method which employs the absorptive property of activated charcoal to effect the separation of the other constituents from the helium."

The potassium mineral polyhalite (K2SO4.MgSO4.2CaSO4.2H20) found in large deposits in western Texas and southeastern New Mexico is associated with varying amounts of halite (sodium chloride, NaCl) and anhydrite (calcium sulphate, CaSO4). Although the anhydrite, because of its low solubility and slow rate of solution, is relatively inert, the halite is dissolved immediately in any process solution with which the polyhalite comes in contact. Limited quantities of sodium chloride in the liquors used for the hot extraction of polyhalite materially improve the results obtained,4 but only a very small sodium chloride content may be desired in the entering polyhalite in other procedures, such as Bureau of Mines process 75. In. all of the processes suggested for the recovery of potassium sulphate from polyhalite the control of the sodium chloride content will be desirable, if not absolutely essential to efficient operation. OCCURRENCE OF HALITE IN POLYHALITE A preliminary estimate of the amount of halite associated with typical deposits of polyhalite may be derived from drill cores, although it should be remembered that only 50 or 60 core tests have been made in the many hundreds of square miles of the Permian basin. From a mineralogical study of 41 of these cores, Schaller and Henderson6 state: In many of the sections of core that seem when viewed by the unaided eye to consist essentially of polyhalite, both halite and anhydrite are present in greatly varying quantities - with very minor quantities of clay and magnesite.

In carrying out the provisions as set forth by an Act of Congress (36 Stat. 369) approved May 16, 1910, effective July 1, 1910, and the amended Act of February 25, 1913, (37 Stat. 681), the Bureau of Mines, among other activities, conducts inquiries and scientific and technologic investigations concerning mining with a view to improving health conditions and increasing safety and disseminates the general information gained by these studies. Through the medium of these publications, the causes as well as the methods that have been found most satisfactory in combating undesirable conditions are brought to the attention of the mining industry. This bulletin describes health and safety reports that have been published for the period July 1, 1955, through June 30, 1961. Technical Paper 705 issued in 1948 contains a listing of all Bureau of Mines publications dealing with health and safety in the mineral and allied industries from 1910 through 1946; Bulletin 558 contains a bibliography of such reports that were issued from January 1947 through June 1955.

It deals with the physiological aspects of exposure to air contaminated by organic matter, noxious and toxic gases, and dusts that emanate from various sources in underground workings; part II will discuss the relation of abnormal mine temperatures and humidities to the health and efficiency of minors; and part III will describe theoretical and practical methods of air conditioning mines to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts or the world.

"INTRODUCTION Zinc must be of high grade to satisfy the present demand. Even when the amount of premium paid is small, the purer metal as the buyers' preference. The following specifications for spelter were taken from the American Society for Testing Materials for 1927, Part I, pane 524. (The specifications for 1930, p. 582, are tile same.)Another specification for zinc of a much higher grade than any of the above has been established lately by the same society. The committee on zinc die-casting (Proc. Am. Soc. Test. Mat., vol. 31, 1931, p. 263) reached the following, conclusions: I. ""That the purest of zinc is necessary to produce stable zinc-base die castings, and as a result requested specifications for zinc spelter .with total impurities not over 0.02 percent."" Their tests showed that the die castings made of the purest zinc had the least elongation and the greatest tensile strength, and exhibited the least changes with temperature.Still more far-reaching claims are made for the properties of zinc containing over 99.99 percent metal. Zinc foil, for instance, may someday be made as a common commercial product. It would seem likely that the demand for zinc of high grades rill continue and that even purer varieties may be desired. This demand fits in with the modern trend in manufacturing plants of reducing the number of variables to a minimum by using pure materials, and of controlling the processing of metals during their various stages of fabrication by mechanical means instead of by expert laborers."

The U.S. Bureau of Mines, in cooperation with Carter Mining Co., conducted vibration tests of four off-road vehicle seats. The purpose of the tests was to determine which seat provided the best vibration attenuation under laboratory conditions. Laboratory tests were constructed to simulate the mining vibration environment within the limitations of the test equipment. The acceleration test levels and corresponding response of the seats were low compared to IS0 2631's fatigue-decreased-proficiency time limits. Two of the seats employed mechanical suspensions and two seats employed air suspensions. The seats were tested using a 22,241-N (5,000-lbf) electrodynamic shaker. Mechanical suspension seats were tested with various preload-to-mass ratios (PMR's) and cushion densities. Air suspension seats were tested with various air pressure levels and seat cushion densities. Air suspension seats provided good vibration attenuation if pressurized greater than 552 kPa (80 psi). Mechanical suspension seats' attenuation performance decreased if the PMR exceeded 9.8. Seat cushions of lower density provided less vibration damping.

Occupational exposure to hand transmitted vibration (HTV) arises from the hand held powered tools extensively used in the mining and construction industry such as rock drills, chipping hammers, chain saws etc. Regular exposure to HTV is the major cause of a range of permanent injuries to human hands and arms which are commonly referred to as hand-arm vibration syndrome (HAVS). In addition to this, the percussive tools generate overall sound power levels in excess of 110dBA in most cases. Such a high sound power level greatly exceeds the maximum permissible exposure limit (PEL) of organizations such as National Institute for Occupational Safety and Health (NIOSH) and the Occupational Safety and Health Administration (OSHA). Long term occupational exposure to this noise has been diagnosed as the main reason for permanent hearing loss in the operators. It is therefore important to develop an understanding of the mechanisms which lead to these high vibration and sound levels and in order to do this a detailed computational model of a pneumatic chipping hammer has been made. This paper presents a nonlinear computational model of a pneumatic chipping hammer. In order to better understand the dynamics of the chipping hammer, the hammer was subdivided into components that are shown in figure 1 (a) (based on a chipping hammer manufactured by Atlas-Copco). The hammer mainly consisted of a center body, a moving piston and a chisel. Compressed air is used to drive the piston inside of a cylinder and on the downward stroke this piston impacts the chisel to create the hammer effect. The machine has one pneumatic valve and this valve regulates the air supply either to the upper chamber or to the lower chamber. The valve changes according to the relative pressures in the two chambers and the supply pressure. There are also twelve different exhaust ports at two positions along the cylinder labeled upper ports and lower ports. As the piston moves the ports can be closed or open (allowing exhaust). Fundamentally, the computational model was made up of two different sub-models, a fluid model and a structural dynamic model as shown in Figure 3 (a) and (b) respectively. The first sub-model takes into consideration the fluid dynamics of the machine since the hammer is driven by compressed air. Equations for the mass flow rate though bleed orifices (assuming an isentropic process) 1 is used to determine the mass flow into and out of the upper and lower chambers. Reconnaissance studies of beach deposits along approximately 220 miles of the shoreline of Bristol Bay, Alaska, were made to determine if more detailed investigations were warranted. In addition to preliminary mapping of the deposits, samples were obtained from auger borings spaced at 1-mile intervals in key areas; shovel samples were collected to supplement the borings. Most samples were roughly concentrated in the field; magnetic separation tests, petrographic analyses, and determinations for radiometric equivalent uranium, gold, platinum, iron, and titanium were made in the Bureau of Mines laboratory at Juneau, Alaska. Spot samples from some beaches along the shores of the Alaska Peninsula indicate small deposits containing up to 10 percent recoverable titaniferous magnetite; some larger deposits were indicated to contain from 1 to 2 percent total heavy metal, principally as titaniferous magnetite. Significant amounts of other commercial minerals were not detected.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. This report is a self-contained User Manual for a computer program called SPASID -- Subsidence Prediction and System Identification. The program has two primary functions: (i) Precalculation of ground movements due to underground mining operations using the influence function method; (ii) Computation of influence function and site parameters from measured displacements. SPASID is written in FORTRAN and consists of four modules: (i) Preprocessor Module that prepares and maintains surface and mine data bases; (ii) Subsidence Computation Module that predicts movements of the surface; (iii) System Identification Module which is used to calculate the optimal influence function parameters, and (iv) Postprocessor Module for generating graphic displays of subsidence data. The last module is somewhat machine dependent but has internal documentation to indicate potential changes. All of the modules may be run in either batch or interactive mode. The manual does not assume previous knowledge of the influence function method or programming competence.

The existing computer programs for the simulation of ventilation systems under normal ventilation conditions are reviewed and a suitable program for including the influence of mine fires is selected. New program parts are written for the consideration of methane productions in coal mines, heat and gas productions of mine fires, temperature and air composition changes in ventilation systems, and the ventilation forces resulting from the latter. Other program parts are provided for the detection of danger zones and reversed air currents and for the inclusion of recirculated air currents in the network analysis. Existing program and new program parts are combined. The resulting new program can be used for a multitude of assignments. It is designed for the practical ventilation engineer and should be applicable to all types of ventilation emergency plans, in particular mine fire plans. The organization of the program and its mathematical basis are described. A FORTRAN IV listing and several flow diagrams are included. Eight executed examples are discussed, input and output for these examples explained. Storage requirements and execution times are estimated.

Effective control of respirable dust is one of the most serious problems associated with longwall mining in the United States. This report describes the development and the underground evaluation of ventilated cutting drums, on a double ended ranging drum shearer. The ventilated drum uses high pressure (1,500 psi) water sprays to draw air (3,500 cfm) through 12 airmoving tubes mounted in the drum hub. The sprays draw dusty air from the face side of the drum, scrub the air, and discharge the clean air on the gob side of the drum against a deflector plate. During a three week underground evaluation, the cutting drums reduced shearer generated dust levels at the shearer operators position by 40%, at the shield operators downwind of the shearer by 55%, and at the tailgate by 55%. Cutting and loading performance of the drums were superior to the mine?s conventional drums. After the evaluation, the mine continued to use the ventilated drums to finish mining the panel. During this 3 month period, there were no mechanical or seal failures demonstrating excellent system reliability.

The mining industry of Cameroon continued to be dominated by crude petroleum. Crude petroleum production has become the most important facet of Cameroon's economic development. Oil production was estimated to be 6.3 million tons in 1983 compared with 5.2 million tons in 1982 and 4.3 million tons in 1981. Over two-thirds of its export income was attributed to crude oil. The country's only refinery, dedicated in 1981, has a production capacity of 2 million tons. Cameroon has become self- sufficient in petroleum products since commissioning the refinery. The oil sector contributed approximately 13.5% to Cameroon's gross domestic product in 1982-83. Oil production was expected to rise from 125,000 barrels per day in 1983 to 156,000 barrels per day in 1985 when output peaks. Cameroon's ultimate recoverable reserves have been calculated at 100 million tons, or 750 million barrels of oil.

This report describes a computer-based model for estimating the tangible costs of injuries and deaths from work-related accidents in underground coal mines. The study undertook to identify and quantify the elements of accident costs, including field visits to coal mines, insurance carriers, and public agencies. The mathematical models developed for each tangible element of accident cost are presented in Volume I -of the report. A listing of the computer programs which comprise the model and instructions for using the programs are presented in Volume II. Statistical distributions of mining family characteristics, data on 95 miners killed in underground accidents, and other basic data used to develop the model are presented in Volume III. Application of the model to a data base of 9,286 accidents which occured in underground bituminous coal mines during 1974 yielded a total of $56,900,000 in tangible costs to industry, mining families, and public agencies. Loss of income to the families of miners injured or killed in these accidents accounted for 47 percent of the total.

The names of the sections indicate broadly the fields covered by each, and in the following, pages the objectives and type of work of each section will be summarized briefly and their active problems listed. The work clone during the fiscal year 1937 will also be summarized.
