U.S. demand for building and construction materials, such as construction aggregate, gypsum, and cement, remained strong in 1989. Cement imports declined slightly, representing about 17% of apparent consumption compared with 19% in 1988. Mexico, supplying 29% of the total, was the primary source of imports, followed by Canada with 21 %, Japan with 14%, and Spain and Greece with 10% each. Mexico was also the target of an antidumping petition, filed by producers in Arizona, Florida, New Mexico, and Texas, alleging that Mexican cement was being sold in these areas at less than fair value. This was the second petition filed against Mexico in the last 3 years. The International Trade Commission made a preliminary determination that the cement industry in these regions was materially injured by Mexican imports. U.S. demand improved for construction aggregate for the fourth consecutive year and was at a near-record level. The U.S. gypsum industry performed well, even though new housing starts decreased for the third consecutive year. Increased U.S. exports of gypsum wallboard and strength in the remodeling markets offset the impact of declining housing starts.

In October, the Aluminum Company of America restarted the fourth of seven pot-lines at its Point Comfort, Tex. primary aluminum smelter. The price of primary aluminum ingot, as quoted by American Metal Market, was increased from a range of 60.5 to 63.0 cents per pound at the end of September to a range of 66.0 to 66.5 cents per pound at the end of October. BERYLLIUM On October 15, Brush Wellman, Inc., of Cleveland, one of two U.S. producers of primary beryllium products, announced a planned $6 million expansion of its extraction plant at Delta, Utah, increasing the plant?s capacity to extract beryllium from bertrandite ore by 25%. Another $5 million will be spent on two mine expansion programs in Jaub and Millard Counties, Utah. Other mineral claims and 1 eases he 1 d by The Anaconda Company will be taken over by Brush Wellman through lease or purchase. This expansion, when completed in 1981, will decrease U.S. dependence on imported beryl ore.

Electric power curtailments resulting from the coal strike, required Noranda Aluminum, Inc. to shut down its 140,000 ton-per-year (tpy) primary aluminum smelter at New Madrid, Mo., and layoff 308 workers. Other primary aluminum production facilities affected by the coal strike included the Aluminum Company of America plant at Evansville, Ind. which shut down half of one potline; the Eastalco Aluminum Co., smelter at Frederick, Md., which cut production by 7 percent; and the National-Southwire Aluminum Co. plant at Hawesville, Ky. which cut production by 6 percent. Alumax, Inc. announced that construction had started on a 91,000 tpy potline at the Eastalco primary aluminum smelter. The new potline will be owned 65 percent by Alumax and 35 percent by Mitsui & Co. Ltd. Howmet Aluminum Corp., which currently owns 50 percent of the existing 176,000 tpy facility, has the option of becoming a 50 percent owner of the third potline in 1982. Construction of the new line was scheduled to be completed in 1980.

This paper is the second of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. This paper deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in this paper applies to all forms of placer mining. The third paper deals with dredging and other forms of mechanical handling of placer gravels, and drift mining.

Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate. Taxes and the U.S. Minerals Industry. - The General Accounting Office completed a report to Congress on "Assessing the Impact of Federal and State Taxes On the Domestic Minerals Industry." the study presents a quantitative method to assess the effect of taxes on profitability, and suggests ways to use taxes or tax credits to help marginal mine operations and possibly to increase mineral production, Limited copies of the 139-page report are available free of charge from U.S. General Accounting Office, Documents Handling & Information Sevices Facility, P.O. This report documents work performed under Bureau of Mines Contract J0265029 to study and develop two innovative mining systems: ? An underground auger capable of augering into the right and left ribs without repositioning the machine ? A conventional mining system employing recently developed innovative machinery. The report is separated into two volumes to document the two studies separately. Volume I describes work performed and the recommended concept for a bidirectional auger. Volume II describes the studies of mining equipment performance and mining plane developed to determine a conventional mining plan offering improved productivity.

During the period January 1, 1977 through July 31, 1977, 5 percent (264,000 tons) of U.S. capacity was closed due to power curtailments in the Pacific Northwest because of the shortage of water. During July, one plant in Tennessee cut production by 50,000 tons annually due to a power reduction by the Tennessee Valley Authority. Full capacity production was resumed at a West Virginia smelter during September. If demand for aluminum is strong it seems likely that aluminum supply during the remainder of 1977 and in 1978 will be tight. The price was increased 3¢ per pound to 51¢ per pound effective March 28, 1977, and by an additional 2¢ per pound to 53¢ per pound, effective July 5, 1977. New projects and expansion of existing facilities are planned by Australian aluminum companies over the next 2 to 3 years. The companies listed have committed themselves to spending approximately A$801 million: Alcoa of Australia Ltd. -New alumina plant at Wagerup, south of Perth. Darling Ranges bauxite is located near the proposed project. A$650 million. Coma 1 co Industries Pty. Ltd. -Increase bauxite mining capacity and upgrade or replace other facilities at its Weipa mines on Cape York Peninsula region of Northern Queensland. A$81 million. Alcan Australia Ltd. -Expansion program that will increase capacity of the Kurri Kurri aluminum smelter north of Sydney about 50 percent, and improvement of other facilities at the plant. A$70 million.

This glossary is publi~hed- by the Bureau of Mines as a contribution' to the mining literature in the belief that it will fill a long-felt need. It contains about 20,000 terms; these include both technical and purely local terms related to metal mining, coal mining, quarrying, petroleum, and natural gas, and metallurgical works; names of useful, important, and common minerals and rocks; an<lgeological terms. It presents in one comprehensive volume the available standard, technical terms relating to the mining and mineral industry, as well as provincialisms that have been or are now in use in English-speaking countries. The glossary also includes many terms relating to ceramics and the clay industry, glass making, foundry practice, railway and building construction, electrical installation and power-plant equipment, and chemical terms relating to metallurgical practice. Complete lists of terms for' each of these allied industries are beyond the scope of this glossary. Paleontological terms, although closely associated with geology, are far removed from mining and metallurgical operations, and for this reason have been omitted. In a compilation of this magnitude, it is difficult, within a reasonable time to verify all definitions as to the latest usage. Much verifying was done and it is hoped that the best and latest definitions have been used. Reference to the publications cited will enable the reader to determine approximately the period when the definition was used. Definitions in use by engineers of high national or international reputation are given first preference. When definitions from different sources are the same, credit is given to the earlier author as being the original or nearest to the original source. Immediately following each term the name of the locality wherein the word is presumed to have originated or is widely used is given, where such information is available. The name of the author or source from which the definition was obtained follows the definition, and serves as a key to the publications listed. According to reports in August, Botswana RST&apos;s copper- nickel-cobalt smelter at Selebi-Pikwe produced 7 percent above the rated capacity of about 3,500 metric tons of matte per month. This record production occurred after 2 years of plant production difficulties and was brought about by a new management team. A shutdown for furnace maintenance had been planned for this year, but was postponed because of the improvements in production and operations. However, the mining operation continued to face problems relating to higher costs and some outstanding claims. COPPER: Effective December 1, ASARCO, Inc. and Phelps Dodge Corp. reduced their domestic copper prices by 54 per pound. Within a period of 3 days, a11 other producers (Kennecott Copper Corp., Newmont Mining Corp., Cities Service Co. , Copper Range Co. , Duval Corp., and Inspiration Consolidated Copper Go. ) had either lowered or discounted their market postings by 5¢ to 65.625¢ per pound on electrolytic wirebar and 65$ on cathode plate. Between November 29 and December 3, New York merchants decreased wirebar quotations by 1.8¢-2¢ to within a range of 57.8¢-58¢ per pound. New York Commodity Exchange (COMEX) spot-contracted copper in the week was priced at 57. 1¢ on Monday, 56.7¢ on Wednesday and Thursday, and 57.4¢ on Friday, resulting in a 5-day average of 56.9¢, London Metal Exchange (LME) cash (prompt) wirebar averaged 56.3¢ last week, opening Monday at 56.6¢, falling from Tuesday?s high of 57.2¢ to Wednesday?s low of 55.6¢ and closing Friday at 56.1¢. Foreign producers, guided by LME market transactions, lowered wirebar quotes to 56¢ per pound. Copper stocks as of December 3 totaled 187,702 short tons at COMEX warehouses and 654,573 tons at LME depositories, compared to 97,413 and 537,481 tons, respectively, for the corresponding 1975 period.

In July, 1918, the attention of the Secretary of the Interior WItS called to the rapidly increasing cost of producing gold and the declining output of that metal in the United States. Realizing the importance of the gold-mining industry, the Secretary appointed a. committee, consisting of Hennen .Iennings, chairman, J. H. Mackenzie, and Charles Janin, of the Bureau of Mines, and H. D. Me- Caskey and F. L. Ransome, of the United States Geological Survey, to,make a thorough study of the gold-mining situation in the United States. The study was to cover the increased cost of recovery and the decreased output of gold, and to consider the different measures that had been proposed to relieve the industry and stimulate production. This report embodies the results of the investigation and study made by the committee. The report presents statistical data compiled from various sources, showing the production of gold in the United States and other countries, with comparative figures for coal, iron, and other mineral products, and describes the sources and distribution of gold output in the United States. It discusses the relation of gold' production to finance and credit, the causes for the decline in gold output, and measures for the relief of the industry. The Interior Department publishes this report in the belief that the widest publicity possible should be given the findings of the committee in order that attention may be directed to the serious conditions revealed therein, and in the hope that wide discussion of the subject may result in some action being taken that will aid in upholding the gold standard ,and the gold industry.

The extremely cold weather and heavy snowstorms of January and February in northeastern Pennsylvania--with frozen mining equipment, diminished preparation and lack of railroad cars--severely hampered the production and distribution of anthracite. As a result, the previous estimates for the 2 months have been revised. On March 1, 1977, at the Porter Tunnel of the Kocher Coal Company at Tower City, Pa., an underground flash flood, which apparently broke through the wall of an adjoining abandoned shaft, swept through the mine. As of March 9, 1977, four miners were reported killed, three injured, and five trapped in the wreckage. The Kocher Coal Company began operations at the Porter Tunnel in 1968 and has had no fatalities until this current tragedy. The mine employs 20 persons on the surface and 115 miners underground, producing 750 tons of coal per day. Of the 109 underground mining operations in the anthracite region, this is the one remaining large mine that employs over 100 men.

The Particulate Mineralogy Unit has been established at the College Park, Maryland, Metallurgy Research Center. The Particulate Mineralogy Unit will have the responsibility within the Bureau of Mines for the characterization of particulate minerals which have potential for adverse environmental effects. The Unit will provide a focal point for identifying particulates in connection with environmental problems related to the activities of agencies such as OSHA, HEW, EPA, and MESA. The Particulate Mineralogy Unit is seeking to clarify the ambiguities surrounding the mineralogy of and terminology used for asbestiform minerals and other mineral particles. The Unit?s investigations of the morphology, composition, and structure of asbestiform minerals and their nonasbestos analogs have made its members recognized experts in this field. The information which it develops on the characterization of asbestos and other particulate mineral forms such as silica should provide a technically rational basis for decisions by regulatory agencies. This paper gives the results of a reconnaissance of the mining districts in Humboldt County, Nev., made during the month of June, 19373/. During the field work, virtually all the mining districts in the county were visited and many data were obtained on a number of active and inactive properties. No attempt has boon made to include in this report all the properties in the various mining districts, and it should be emphasized that whether or not a property is mentioned herein has no being on its merit. The report covers the location of the various mining; districts, types of deposit, information on past operations and current activity, and general information likely to be useful to operators, investors, and others interested in mining. The geology of the deposits is discussed only briefly. The names of the various mining districts mentioned in this report are those generally used when they were organized for purposes of record and regulation. As organized, the districts embraced largo areas with no definite boundaries, and the names have little significance.

New Copper Deposit in Chile. - The recent copper discovery in Chile, made jointly by U.S.-owned Empresa Minera Utah de Chile, Inc., and Getty Mining Chile), Inc., awaits the passage of Chilean legislation which is expected to govern the terms of new foreign investment in the country&apos;s mining sector. Named La Escondida, the discovery is reported to have the potential for producing 100,000 tons of refined copper per year. This compares with Chile&apos;s total refined primary copper production in 1980 of 811,000 metric tons, and to U.S. refined primary production in 1980 of 1,122,000 metric tons derived from domestic material, and 89,000 metric tons from foreign material. U.S. Firms Buy Chilean Properties. - A bid of $18.1 million, made jointly by Chevron and St. Joe Minerals Corp., won over competing bids for the purchase of the Libra and Mena gold-silver-copper deposits in northern Chile. Chevron is the lead partner and owns 70% of the venture. The two properties purchased have not been developed to any significant extent. They are located near St. Joe&apos;s El Indio gold-silver-copper mine. The venture is also looking at the possible purchase of two other mines in the area.

Entering June, U. S. producer pricing of 99.5 percent unalloyed aluminum ingot was divided at 53-57 cents per pound. The Kaiser Aluminum and Chemical Corp. took the initiative and raised its June 1 ingot values by 4 cents to 57 cents. Consolidated Aluminum Corp. announced plans to increase ingot prices by 4.5 cents per pound to 57.5 cents per pound effective May 15. Dealers increased their May ingot quotes by 1.5-2 cents to 50-50.5 cents. CADMIUM While producers in the United States kept May cadmium at $2.25-$2.50, dealers increased their quotes by 15-30 cents to as high as $2.15.

This study gives an analysis of the copper system byproducts and discusses the identification and classification of byproduct metals and their supply systems. Arsenic, platinum-group metals, silver, gold, selenium, tellurium, molybdenum, rhenium, uranium, aluminum, magnesium, and byproduct copper, lead, and zinc from complex ores are covered. The report describes several metallurgical systems, the marginal and incremental products costs of byproduct subsystems, industry structure and organization, and the historical data on price, consumption, and supply. Supply curves are presented for about one-half of the byproduct metals studied. The study develops a conceptual framework for analysis by reviewing the present concepts of byproduct supply and the related price theory. It gives the sources of supply of the individual byproduct metals to indicate the importance of the byproduct supply to the total supply. Mills, smelters, and refineries processing byproduct materials for their metal content are identified by geographic location and company ownership, The study also includes information on the reserves-resource base supporting byproduct output, reserve estimates, and the demand aspects of each byproduct metal.

U.S. producers for more than 5 months have priced 99.5 percent primary aluminum ingot at 486 per pound. Sales by independent dealers in this same period reportedly declined by 0.5$-2.5$ to 43.50- 44.56 per pound. CADMIUM: U.S. producer-published cadmium prices for the last 5 months have been at $3 per pound. Dealer quotes in the same period fell by almost 504 and ranged from $2.45 to $2.55 per pound.

The Aluminum Company of America announced a temporary reduction of the operating rate at its primary aluminum plant at Palestine, TX where it is developing a new process to produce aluminum metal by electrolysis of aluminum chloride, Output will be reduced by half to about 7,500 tons per year while some improvements are being made on the chemical segment of the plant. The modifications were expected to take 3 to 4 years to complete. Alcan Alumininum Ltd., a major U.S. supplier of aluminum, reported declaration of force majeure on aluminum ingot shipment commitments following the shutdown of its primary aluminum plants at Arvida, Isle Maligne, and Beauharnois, Que. The shutdowns, which began early in June, resulted from management and labor differences.
