From the standpoint of tonnage and dollar value copper is the most important nonferrous metal mined in North America. The opening of copper mines has had an important bearing on the development and settlement of many sections of the continent. The prosperity of many of the mining States or provinces depends directly upon the copper-mining industry. Normally, about 35,000 men are employed in the copper mines, mills, and smelters of the United States. The United States is the most important producer of copper among the nations; more copper is mined in North America than in any other continent, and for many years the United States alone produced about half of the copper of the world. During the last 10 years increasing production in South America and Africa has reduced the relative importance of North America and the United States.

West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation's total annual production. Cod occurs in seams of minable thickness in all but nine of the state's 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia's regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.

This report describes the engineering feasibility and economic advantages of a unique new mining machine using cutting bits that take a constant-depth linear cut in the coal face. The studies show that this innovative new cutting concept, being developed by the Bureau of Mines, can be designed into the basic continuous mining machine. The resulting miner would be attractive to mine owners because coal could be mined with minimum generation of airborne respirable dust, substantial increases in productivity, and elimination of methane ignition due to cutting.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. The objectives of the Continuous Shaft Lining (CSL) System are to reduce the costs, safety hazards, and time currently required in lining mine shafts with concrete. The CSL will line machine bored shafts downward from the shaft collar on a continuous basis using an inverted, pressurized slipforming technique. The technique for slip-forming downwards has been demonstrated and refined under this program. The approach taken involved laboratory scale testing of key features of the CSL concept. These feature tests included concrete distribution, concrete sealing, concrete slipforming and development of a reliable concrete mix. Based on these results, a full scale above-ground test facility and CSL were designed and fabricated. The objectives of these tests were to demonstrate the viability of the basic concept; to establish operating limits; and to provide input data and information for the design of a second generation shaft lining system. The results of the program have led to a CSL design and operational philosophy which will need to be tested in an underground environment before industry will accept the technology. However, the next generation CSL promises to meet all the original program technical objectives.

The Farlin Creek study area encompasses 610 acres managed by the Bureau of Land Management in Beaverhead County, Montana. A mineral survey was conducted by the U.S. Bureau of Mines and U.S. Geological Survey in 1984. Bureau of Mines personnel reviewed literature and county mining records, and examined prospects or mineralized areas to determine its mineral potential. Geological Survey personnel evaluated the area by geochemical sampling and geophysical surveys. The study area is included in the Mount Baldy mining district. Nearby mineralized Quartz veins or tactite bodies apparently do not extend into or exist within the study area. No significant gold or economic detrital minerals were found in samples from streams draining the area. All of the study area is leased for oil and gas.

"INTRODUCTION The Ahles iron mine, also known as the Pequest mine, in Warren County, N. J., was operated continuously for 15 years and was still in ore when it closed in 1916.Tie property was examined by an engineer of the Bureau of Mines in March 1943. 3/ This examination led to an investigation of the deposits by the Bureau by diamond drilling two holes under the old workings to determine whether the extends downward.This report describes the work done at the Ahles mine by the Bureau and presents the data obtained.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Background: Frictional ignitions continue to be a problem facing the U.S. underground coal mining industry. Many methane igni-tions are associated with the impact of mining machine cutter bits on quartzitic material (e.g., sandstone) during the coal-cutting process. Most ignitions result in small methane-air fireballs often only a few feet in size and limited to the cutter head location. However, under certain conditions, frictional ignitions can lead to larger methane explosions and/or fires with the potential for causing serious injury or death to the mining machine operator and other nearby miners. The requirements for a frictional ignition are a flammable volume of methane-air and an ignition source. This source is usually the hot streak caused by the frictional impact of the mining bit on hard rock, and the frequency of occurrence increases with increased bit wear. Another possible ignition source is the fric-tional impact of rock on rock during a roof fall.

"INTRODOCTIONIn an earlier communication 1 from our laboratory it was reported that mechanical crushing of coal and quartz under normal air atmosphere generates of free radicals on the particle surfaces, and that these radicals decay with time, hence pointing to a higher toxicity of fresh dusts in relationship to pneumoconiosis and silicosis. More recently Fubini et al.2 have also reported the detection by electron spin resonance (ESR) of the formation of SiO. and Si-type of radicals from quartz particles crushed under atmospheric conditions. In agreement with earlier ESR studies on single crystals of quartz crushed under high vacuum ( -10-10 torr>3 and subsequent exposure to air,3 and to other gases,4 these radicals were identified2 as being formed by the homolytic cleavage of the Si-0-Si bonds and the reactions of the Si• and SiO- radical with atmosphere. Fubini et al.2 also suggested that these radicals might be involved in the mechanism of the fibrotic action by silica, either by transforming the particle surface into a selective oxidating agent or as an initiator of a sequence of reactions leading to fibrosis. Earlier Gabor and Anca5 bad reported that lipid ·peroxidation caused by free radicals on the silica surface might be involved in the red blood cell membrane damage. Thus far, however, no parallel cytotoxicity, fibrogenicity, and free radica1 studies on a given quartz dust sample have been reported, except for some earlier work from our laboratory.1·6·7 We now present more recent results obtained from parallel cytotoxicity, fibrogenicity, and free radica1 measurements on a freshly made quartz dust. The dust's free radica1 content was measured using ESR spectroscopy while its cytotoxicity potential was estimated via hemolysis. Hemolysis was employed as the toxicity test because it is a widely used method for estimating the potential of a dust for disrupting the cell membrane. 8 The fibrotic potential was followed by measuring the dust-induced lipid peroxidation, using linoleic acid as a model lipid. As discussed below, the results obtained suggest new clues to the mechanism of the quartzrelated cytotoxicity and fibrogenicity. MATERIALS AND METHODSReagentsCrystalline quartz particles with a size range of 0.2-2.5 mm were obtained from the Generic Respirable Dust Technology Center, Pennsylvania State University, University Park, Pennsylvania. These particles were crushed in air to obtain quartz dust samples with particle sizes smaller than 20 microns. We chose to work with a dust with mixed particle sizes, rather than a specific range, as an effort to simulate the mining atmosphere. An agate mortar-pestle arrangement was used for the crushing and grinding because of the close similarity of the structure of agate to that of quartz. Diethylenetriaminepentaacetic acid (DETAPAC) were purchased from Sigma. All other chemica1s were purchased from Fisher or Aldrich.Hemolysls ExperimentsHemolytic activity of silica was measured, following an established procedure,9 as the amount of hemoglobin released from a 2 % suspension of sheep erythrocytes after incubation with 10 mg of silica dust for one hour at 37 °C. The hemoglobin release was estimated via the absorbance at 540 nm using a Gioford spectrophotometer. The procedure was calibrated by substituting the silica dust by a phosphate buffer solution as a negative control (background) and O.S % Triton-X-100 as a positive control (100% hemolysis). The presence in the Cripple Creek district, Colo., of irrespirable gas or gases, generally known to consist mainly of nitrogen and carbon dioxide, has been recognized by members of the mining industry in that region almost since underground mining was begun there; the occurrence, origin, and possible control of these gases have been discussed in several articles cited at various places in this report. Similar gases have also been studied in other metal-mining districts, as later discussed. In March, 1925, there were two fatalities from rock-strata gases in the shaft of the Index mine, near Cripple Creek. Two men repairing the bell or signal line preparatory to reopening the shaft were lowered into irrespirable gases and died. Their bodies were recovered by rescue crews from the United States Bureau of Mines and .the Portland mine, Victor, Colo. These crews found it necessary to use oxygen breathing apparatus. In October of the same year a miner was trapped on the 6 level of the Midget mine by an influx of gases that filled the shaft to a point above that where he was working. Oxygen breathing apparatus was again used by Bureau of Mines employees, who were in the vicinity, and the man was brought out in time to save his life. These two fatalities and one near fatality seemed to show that additional investigation of the gases and methods of control might be warranted. Accordingly, field and laboratory studies were begun by the authors of this report after a visit to the district by M. van Siclen, then engineer in charge, mining research division, Bureau of Mines, and after conferences with the Mine Owners' Association of Cripple Creek and with J. T. Joyce, metal-mine commissioner of the State of Colorado. The mine operators of the Cripple Creek district and the State mine commissioner's office gave whole-hearted cooperation in this work.

Probably no year in the history of the United States showed greater progress in the mineral industries than 1916. Although this progress was undoubtedly stimulated by the war in Europe, which caused extremely high prices for some of the metals, yet the fact remains that mining is being regarded more as a business and less as a speculation, and the benefits of business methods are becoming evident. Practices that were almost universal a few years ago have been largely abolished, the mining public has been brought to recognize the folly of wasteful and dangerous methods, and there is a gratifying unanimity of opinion in regard to the conservation of life and health, as well as of our mineral resources. The people of the United States realize more fully than ever before the extent and value of the country's mineral resources and the possibilities that await intelligent and well-directed efforts at utilization. In the past, economic reasons caused deposits of valuable metals and industrial materials to lie idle; commercial reasons, many of them not truly economic, led to the waste of valuable constituents in many ores; the recovery of minerals from the ground was too often incomplete and accompanied by uncalculated loss; and the treatment of ores in mills and smelters saved altogether too Iowa proportion of the metals sought. Now better methods are being tried on every hand, and the unparalleled record of the year is largely due to the success of these efforts. According to the preliminary estimates of the United States Geological Survey the output of metals and minerals in this country in the calendar year 1916 had a total gross value of slightly more than $3,000,000,000. In 1910 the Richmond-Eureka Co. suspended all operations except small-scale leasing, but company and other geologists contended that the El Dorado dolomite would also carry ore in its continuation from fault block north and northeast of the productive old working. The company began to explore the fault block in 1923 by diamond drilling from the,900 level of the Locan shaft, but for various reasons the hole was drilled to a depth of only 2 feet and was then abandoned. Eureka Corporation, Ltd., planned an extensive diamond-drilling program, which included four deep diamond-drill holes, one designated ""A"" fig. if it is to be drilled from the surfaced, and three designated ""E"", ""C"" and ""D"" figs land to be drilled from the 900 level of the Locan shaft. Of these only B and C were completed by the company. Hole C was a contribution,of the hole started by the, started by the Richmond Eureka Co. The site for hole D (figs. 1 and 2) was prepared, but the hole was not drilled. Both B and C holes penetrated sulfide ore carrying good percentages of zinc, lead, gold, and silver. The ore bodies were 40 feet thick and were found approximately 1,400 feet below the 900 level of Locan shaft.On the basis of the very favorable results obtained from the drilling program, the Eureka Corporation planned extensive development of the property and in 1942 commenced sinking the Fad shaft (figs. 1 and 2). The shortage of equipment and materials brought on by the war and difficulties with water in the shaft greatly hindered progress. However, early in 1943 the Eureka Cor¬poration, Ltd., of Canada submitted to the War Production Board a proposal for developing the mine and milling 500 tons of zinc-lead ore a day. The proposal involved an expenditure of $2,890,750."

In 1980, the U.S. Bureau of Mines conducted a mineral survey of the 23,500 acre Garcia Mountain RARE II area (No. 5107) in the Los Padres National Forest. Bureau of Mines data indicate a low potential fur gold, silver, and mercury resources. Twenty-nine placer samples, representative of small yardages, showed small amounts of gold or other economic mineral values. Mercury deposits in faulted siliceous rocks in the Franciscan Formation occur north of the area. Similar rocks are in the southwest part of the study area, but apparently contain no mercury deposits. Geothermal and oil and gas potential is low.

The local geology, the lack of recorded mining activity, and our field investigation and associated sampling indicate a low potential for mineral resources. Claim records and the literature review failed to show any lode or heavy mineral placer mining claim locations that are definitely in the area or anomalous mineral concentrations in the study area. Field investigations revealed no claims, prospects, or mineralized areas.

Results of the minerals survey indicate low potential for the discovery of placer gold along Deck Creek aid for copper, silver, and gold in PreTertiary rocks within the boundaries of the Lake Fork RARE II area. Potential for oil, natural gas, coal, and geothermal resources is negligible. No evidence of economic mineral resources was found during the examination of the study area, and no assays of rock or placer samples taken from the urea showed economic mineral values. There are no producing or developing mines within the boundaries o of the lake Fork study area. SETTING Mining Districts The Lake Fork RARE II area is on the eastern fringe of the Cornucopia Mining District, which is centered about 6 mi west. It is also on the western edge of the Homestead district, centered about mi east.

1. The investigation shows that the Poplar Creek and Big Mary beds contain the largest known recoverable reserves of coal in Morgan County, Tenn. The Poplar Creek bed has been the most productive. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 96 million tons, as of January 1, 1954. Of this total, 59 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics were too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

The determination and publication of data o the chemical and physical properties of American coals have been primary functions of the Bureau of Mines since its creation in 1910. In recent years this program has been expanded to meet increasing needs for information on the suitability of coals for the production of coke, gas, and byproducts, and within the last year an experimental coal-hydrogenation plant has been completed. With this addition, the Bureau is able to cover every phase of coal utilization, including combustion, carbonization, liquefaction, and complete gasification. The need for this information is increasing not only to meet the requirements of consumers but also to give the data required to establish the classification and minimum selling price of coal by the National Bituminous Coal Commission.

The peacetime activities of the Bureau's petroleum and natural-gas program have been reoriented to serve the needs of a national-defense program. When the United Nations sent troops to Korea after the North Korean Army crossed the 38th parallel in the latter part of June 1950, the Bureau's coordinated national program on petroleum and natural gas, with each major project forming an essential member of its framework, was carefully reviewed by those in charge of the work. As a matter of fact, the era of normalcy in which the petroleum and natural-gas research of the Bureau of Mines prospered during the fiscal year 19502/ was no sedative to the need for alertness on a national-defense front. The program, although conducted along peacetime lines in general, was scanned critically and repeatedly during that period to see where - if the need should arise -the emphasis could be shifted from peace to defense or war. Judging from the experience of two wars, it would not be long before the Bureau would be asked to use its trained technical personnel in applying techniques already learned in peacetime research to the requirements of munition and fuel needs of national defense. Near the end of January 1951, petroleum and natural-gas engineers of the Bureau of Mines began a comprehensive study of reservoir conditions in the Canyon Reef fields of Scurry, Borden, and Kent Counties, Tex. This work was preceded by published analyses of crude oils from Scurry County as early as April 1950. Well-informed persons in industry have estimated that these fields hold reserves that will yield 3 to 6 billion barrels of stock-tank oil. Although generally accepted good operating practices have been followed, engineering tests have shown that the natural energy, except in some favorable parts of the reservoir, will not be adequate for obtaining a high percentage of recovery. Correct information regarding the extent and availability of this vast reservoir of hydrocarbons is therefore of great concern to the Petroleum Administration for Defense in carrying out its responsibilities under the Defense Production Act.
