China, India and South Korea are three developing/newly industrialized countries that can show a very positive economic development in latter years. Moreover the three countries also feature amongst the countries with the highest level of activity in deep seabed mining today. India was the first country to achieve Pioneer Investor status in accordance with the UN Convention on the Law of the Sea. The country has carried out comprehensive exploitation of nodule deposits in the Central Indian Basin. India has an active programme for development of mining technology and internationally, India is probably the leading nation today as far as processing technology is concerned. China for its part has established a central coordination unit for its deep seabed involvement and its exploration and technology development is already well underway. South Korea has applied for Pioneer Investor status and much indicates that it will be allocated its own minesite in the autumn of 1994. The three countries are in mutual contact in the area of the Law of the Sea. Korea contacted both China and India when drawing up its application for pioneer investor status and allocation of minesite. However, no cooperation exists between the three regarding for example technology development, economic analysis or in studies of the environmental consequences. The main purpose of this paper is to focus on why and how the three countries would be well advised to cooperate in the above areas. Economic, technological and organizational aspects all point in that direction.

The Korea Ocean Research and Development Institute conducted its first exploration for deepsea mineral resources in 1983, and began a systematic deepsea prospecting in 1989 among Micronesian islands and in central and eastern parts of Carion-Clipperton fracture zones of eastern Pacific. With the arrival of R/V Onnuri in 1992, KORDI commenced a full-scale national program for nodule exploration. The total area surveyed by KORDI covers more than 1,500,000 km2. At the end of 1993, based on the collected data, Korea designated 300,000 km2 in the Clarion-Clipperton fracture zone as prospective mining area for manganese nodules, and accordingly, the government of Korea submitted the application in January of 1994 to the United Nations for registration as a pioneer investor and for the allocation of a pioneer area. This application was approved by the General Committee of the Preparatory Commission in August 1994. As a result, Korea became the 7m pioneer investor under the United Nations Convention on the Law of the Sea. KORDI is now carrying out detailed exploration survey and environmental studies in the registered area to fulfill required obligations to UN, and Korea will continue exploring the last frontier on earth. It is KORDI's unshaken calling to be successful in exploiting deepsea resources to provide our nation resources it lacks. It is not only a challenge to explore deepsea, but it is also our national mission to explore and succeed in our endeavor for future generation.

The Kuroko-type seafloor massive sulfides (SMS) in the western Pacific have received much attention as sources for economic recovery of gold (Au), silver (Ag), copper (Cu), zinc (Zn), and lead (Pb). Since the end of the 1980s, the Kuroko-type SMS have been found in the back-arc basins and on oceanic island-arc areas. In Okinawa Trough (Halbach et al., 1989) and on the Izu-Ogasawara Arc (Iizasa et al., 1999) are the typical representatives in the Japan’s EEZ. They yield a higher concentration in Au and Ag than the SMS found in ocean ridge areas (Rona, 1985). Similar formation processes with the Kuroko ore deposits on-land in Japan have been expected and outlined by many researchers (Sillitoe, 1982; Scott, 1985). The higher Au and Ag contents have increased the chances for profitable mining operation, which is under consideration by a private company (Malnic, 2001). Information about the resource potential of the targeted Kuroko-type SMS deposit, such as the amount of SMS ore body, the inside structure, the mean metal yields, and the geographical details are necessary for a technical and economic validation analysis for the development. The Sunrise Deposit of Myojin Knoll on Izu-Ogasawara Arc in the Japan’s EEZ is selected as a target for the technical and economic validation analysis. The relatively higher amount of information on its resource potential is the reason why the deposit is selected.

Typical coastal placers leave no doubt that placer accumulation can result in significant concentration of heavy minerals in marine shallow water environment. However, the same situation is quite predictable for guyot?s slopes at stages of submarine volcano formation and later submersion of guyots to a depth of up to 3-4 km. Where these placers could be found is also clear ? in coastal facies (as typical coastal placers), and in morphological traps down guyot slopes in zones of active submarine currents. The latter could be cracks in rocks, shallow depressions, spurs, and structures, such as coral reefs, stromatholiths, and even ferromanganese crusts. The last of these have been studied carefully by the author in the Magellan Seamounts and on the Mid-Pacific Rise: tens of minerals, including mineral forms of PGE, REE, Mo, W, Te, Cr, Co, Ni, Cu, &Zn were identified as a xenogenic (trash) minerals. The detailed study of polished epoxydized sections, showed that interstitial spaces of Fe-Mn botryoids are enriched in heavy minerals (predominantly titanomagnetite). Taking into account the irregular character of crust surfaces and their position in active water environment, we can definitely state that they are the ideal traps for placer minerals. Study of guyot basaltic matter showed the presence of similar REE, PGE minerals that are in the crusts, and the same (mostly) micron sizes of minerals. High content of PGE in some basaltic varieties (up to 1 ppm) suggests that this is a reasonable source of these elements in the crusts, rather than the water column (which is normally considered to be the case by most marine scientists). Predominance of Pt in hydrogenous (?) crusts is interpreted as due to the better stability of Pt mineral forms during weathering and transportation (these are isoferroplatinum, and silicides). Comparison of 143Nd/144Nd values in bulk crusts, heavy fraction of crusts, basalts, and water column supports the author?s idea, that a significant part of REE also comes from basaltic matter (in form of monazite, CeO2 etc.).

Co-rich hydrogenetic ferromanganese crusts are typical marine interface products of growth processes taking place on sediment-free substrate rocks on the seafloor. They grow very slowly and preferentially in water depths below the oxygen-minimum zone (OMZ) and have so far been found even in water depths of up to more than 5000 m, i.e. also below the calcite compensation depth (CCD); these deep ferromanganese crusts are particularly rich in Fe. It is assumed that the O2-minimum zone is the most important source layer of dissolved manganese, the decomposition of fecal pellets here also contributes to this Mn-budget. The process of hydrogenetic precipitation is basically an inorganic colloidal-chemical as well as a surface-chemical mechanism. Microbial mediations can be assumed, in particular since steps of redox-reactions are involved. The two main components of the hydrogenetic substance are hydrated d-MnO2 (vernadite) and x-ray amorphous Fe-oxyhydroxide, both of which are intimately intergrown with each other forming the extremely fine-grained hydrous oxidic material. In seawater, elements occur as dissolved hydrated ions or as inorganic as well as organic complexes which, in general, have either a positive or a negative surface charge depending on the pH of the respective marine environment. These complexes form hydrated colloids that interact with each other or with other dissolved hydrous metal ions. The main agent to oxidize the dissolved Mn2+ ions is oxygen, transported upwards from deeper water by turbulent eddy diffusion and turbulent rise processes at seamount slopes.

The Marine Minerals Technology Center (MMTC) was established by Congress in FY 1988 as part of the Mineral Institutes Program, administered by the U.S. Bureau of Mines under the auspices of the Department of the Interior. The primary objective of the MMTC is to encourage the development of selected mineral materials from U.S. seabeds by providing opportunities for appropriate engineering systems research, development, and technology transfer within academic, government, and industrial communities. The center will also provide the leadership and facilities required for the education and training of the nation's scientists and engineers in the field of ocean mineral development. Because of the broad spectrum of study encompassed by the field of ocean mining and mineral resources, the MMTC is organized to include separate divisions for nearshore and deep ocean research. The Continental Shelf Division is administered by The Mississippi Mineral Resources Institute (MMRI) of the School of Engineering at The university of Mississippi. Natural methane hydrate has been scientifically studied as a global carbon reservoir. However, in Japan, it?s potential as an energy resource has been industrially highlighted, because there are few domestic oil and natural gas resources in Japan, but many potential deposition areas for methane hydrate in the sea around Japan. Less CO2 discharge from methane compared with coal, oil and conventional natural gas for the same calorie value is considered an advantage for its use as an energy resource. Because methane hydrate is distributed at shallow depth in sediments on the ocean floor, accidental leakage of methane may occur while we utilize methane hydrate. Methane itself has a considerable impact on the greenhouse effect, if it reaches the atmosphere. Therefore, it is necessary to estimate its behavior in the environment after leakage if we want to use methane hydrate as energy resource. The mass balance after leakage of methane on the seafloor and in the water column can be studied through the analyses of natural cold seepages and hydrothermal activity.

There are generally two methane passes in conjunction with the seafloor natural cold seepages, as is schematically shown in Fig. 1. The first pass consists of the coupled anaerobic oxidation of methane and anaerobic sulfate reduction, as well as sulfur oxidation in the bacterial mats and immobilization thereafter in the sediment layer and on the seafloor. Through the first pass, calcium and organic carbonates are formed in biological and chemical processes from the methane (Luff and Wallmann, 2003; Luff et al., 2004). The detailed structure of the seafloor methane consumption process unit and its biological and chemical processes were introduced in Yamazaki et al. (2005). The other pass consists of direct bubbling into the water column. Through this pass, organic carbonate is formed with biological oxidation, and a small amount of the methane escapes into the atmosphere. Methane flux is supplied to these two passes through the sediment layer from the deeper structures. The structure of the methane supply process unit was introduced in Yamazaki et al. (2006).

The aim of the paper is to analyze the viability of commercial exploitation of polymetallic nodules, the time aspect for exploitation and the probable organization of commercial projects. METHOD My methodological point of departure is to view the various factors in context, and to differentiate between the various groups of actors. This involves taking as my starting point the interaction that exists between economics, technology, politics, law, the environment, and even psychology and ideology, and acknowledge that the various actors may well have differing motives for their engagement.

A C-CORE study on behalf of the government of Newfoundland identified the inner continental shelf off northeast Newfoundland as having a relatively higher potential for hosting placer gold than other parts of the inner shelf. Under the auspices of the Canada-Newfoundland Cooperation Agreement on Mineral Development, the Geological Survey of Canada conducted a three-year project to map the distribution of surficial sediments and the abundance of placer minerals (particularly gold) from White Bay to Cape Freels. Much of the study area is a fjord coast, with steep rocky slopes and scattered gravel beaches. The extreme east, from Hamilton Sound to Cape Freels, has a wide, shallow inner shelf, sandy beaches, and extensive coastal dunes. Relative sea level was high in the late glacial period. It has fallen continuously in the west, but in the east it dropped to -19 m, before rising to within several metres of the present level by 3 ka. In terms of surficial sediments and processes, five zones are identified: (1) Deep offshore deep basins that contain thick postglacial mud overlying glacialmarine gravelly sandy mud. This zone is below a depth of 370 m in White Bay, 300 m in the Notre Dame Basin. 2) Basin transition zone in which the sea bed has been eroded by currents, so that glacialmarine sediments are exposed in places. Winnowing has formed an uppermost layer of muddy gravel. There is a slight potential for enhanced levels of fine particulate gold, but the gold would not be exploitable. (3) Iceberg impacted zone Above 200 m the keels of icebergs impact the sea bed, causing furrowing and pitting. Furrows predominate in deeper areas, and pits are concentrated at the inner boundary of this zone. Iceberg turbates have developed in shallow waters (60-100 m). Combined with winnowing, iceberg turbation could enhance the potential for concentration of fine particulate gold, but not into economic quantities. 4) Wave dominated zone Above approximately 60 m the sea-bed sediments are highly mobile due to waves, currents, and iceberg impact. The paper concerns with some questions of Autonomous Underwater Vehicle (AUV) control system design, which allows a motion at rough undersea terrain. The AUV advantages reveal itself completely during exploration of such objects as seamounts and reefs area. These objects are characterized by steep slopes (30 degrees and above) and chaotic situated obstacles (rock debris, pinnacles, escarpments). Uses of other technical facilities for operating in such formations are difficult, dangerous or impossible. These regions take an interest due to the presence of iron-manganese crusts. Modern AUV can estimate density of mineral by means of still camera or video recorder. For this reason the vehicle has to move with the distance of 3-5 meters from seabed. Under such conditions micro- and mesorelief presents a considerable danger for AUV. The AUV can bypass underwater obstacles in the various ways. However, in any case AUV motion will be characterized by intensive maneuvering on various speed (from 0 up to 1.5 m/s), circular change of tractive force vector and, hence, a circular flow about the hull. So, AUV is equipped with the propulsion system, which provides free modes of motion. AUV control system (CS) has tri-level structure to allow a motion in a rugged seabed terrain. According to the generally accepted categorizations, CS includes execution, coordination and strategic levels. The strategic level contains the goals of AUV mission. Obstacles avoiding and route choice are realized by means of simultaneous maneuver in vertical and horizontal planes. Sonar system is used for data acquisition about obstacles. It consists of a few echo-sounders with fixed directivity pattern. The route choice algorithm operates at two lower levels of CS. Basic (?reflex?) functions of spatial motion are realized within the execution level and considered in the paper. The choice of motion modes is carried out at the coordination level of system. All accessible navigating information (the data from flight sensors and from multichannel echo-sounder systems) is used for this purpose. In addition the bypass of characteristic types of obstacles is carried out with the help of basic motion modes combination. The modeling results of bypass of various typical obstacles, and also their combinations are described in the paper.

Underwater intervention operations have been supported by robotic systems such as remotely operated vehicles (ROV) for a long time. In particular challenging scenarios such as the deep sea, the use of ROV systems for environment awareness is in fact the main tool of choice. With the technical advances in autonomous robotics, there is an increased effort in substitute ROVs whenever possible for autonomous underwater vehicles (AUV). These systems don't have tether and thus provide large advantages from the operations and logistic point of view. However the limited options for underwater communications render them impracticable for many tasks were real time environment awareness and direct human control is needed. Emerging applications in underwater mining, both at sea [1] and in inland flooded mines [2] pose additional requirements in terms of operation support needs and environment restrictions. Two main tasks are to be addressed by assisting robots in these underwater mining operations: providing adequate environment awareness for human operators and obtain precise realtime 3D environment modelling (particularly relevant for the mining planning). The use of ROVs with umbilical cable, has in this case large limitations due to the nature of the mining cutting (performed by dedicated systems) that limit manoeuvrability and pose high risk of cutting the cable or damaging the vehicle. In this paper we present EVA (Exploration VAMOS AUV) an innovative hybrid ROV/AUV system developed for operations support in inland underwater mining operations. This robot is always operated without tether, and the can be used in a wireless ROV tele-operation mode using very short range high bandwidth underwater communication systems and in autonomous AUV mode.

A concept of plate-tectonic controls for the formation of seafloor massive sulfide (SMS) deposits in back-arc settings was established by Franklin et al. (2005). According to Franklin et al. (2005), a consequence of extension and rifting is subsidence, thinning of the crust, and the rise of hot, athenospheric mantle into the base of the crust. Underplating of the crust by mafic magmas results in low-pressure partial melting of the hydrated crust at a <15-km depth, and the generation of felsic anhydrous melts. The rapid ascent of hot felsic melts, along with mantle-derived mafic melts, results in bimodal volcanism that characterizes rift and volcanogenic massive sulfide deposits (VMS) environments. The rapid and focused advection of the magmatic heat within the rift to the near-surface environment which are required to sustain vigorous long-lived VMS hydrothermal systems. Faults within rift environments may also allow seawater to penetrate into subvolcanic intrusions and mix with magmatically generated metalliferous fluid or allow a direct magmatic contribution from shallow crustal level (3–12 km) magma chambers (Franklin et al., 2005, and references therein). In addition, the caldera-forming processes are favorable for the formation of VMS deposits and the focused high heat flow and cross- stratal structural permeability that is restricted in time and space to caldera development provides an explanation for the clustering of VMS deposits and their restriction to specific time-stratigraphic intervals and structures in the evolution of submarine central volcanic complexes (Franklin et al., 2005, and references therein). The concept is persuasive, although it is based on a series of logically constructed reviews mainly focused on ancient on-land deposits.

In response to anthropogenic climate change, the way in which we use and generate energy is changing. To facilitate these developments, it is essential that we increase and diversify the supply of ‘E-Tech’ elements essential for cleaner energy generation and more efficient usage. The vast majority of these materials (e.g. cobalt, lithium, niobium, platinum group metals, rare earth elements and indium) come almost exclusively from mining and new resources must be found and developed in order to secure supply and meet the demands of the future. Ferromanganese (FeMn) crusts are rich in cobalt, tellurium and rare earth metals, and are common on seafloor hard grounds at water depths over 1000 m. The mining of both FeMn crusts and nodules is potentially viable dependent of the balance of cobalt and nickle prices (Martino & Parson, 2012), however, crusts need to be at least 4 cm thick with cobalt contents of at least 0.8% (International Seabed Authority, 2008). The difficulty for those wishing to exploit these resources is firstly finding them, and secondly assessing their potential remotely. Such capability would not only save time and money, but also allow mining operations to be more focused, reducing needless destruction of seafloor habitats from exploratory mining or mining of noneconomically worthwhile deposits. In this contribution, we examine the distribution of crusts on a single Atlantic Gyot (Tropic Seamount), the morphology of FeMn crusts, their variable growth patterns and the characteristic geophysical response from crusts in various datasets, including ship based 60 m resolution multibeam and high resolution bathymetry, backscatter and sub-bottom profiler data acquired using an Autonomous Underwater Vehicle (AUV).

Efficient and successful mineral processing is dependent on detailed knowledge of the materials and minerals that are to be separated and concentrated. Common bulk methodologies such as XRD and XRF are fast and easy, and can provide an overview of the mineralogy and bulk chemistry of the material. However, they will not provide any textural information. Knowledge of the often intricate interaction between minerals in seafloor massive sulfide deposits is crucial in plant design for mineral processing. Samples from the Loki’s Castle hydrothermal vent have been characterized by X-ray diffraction (XRD), X-ray fluorescence (XRF), optical microscopy, Scanning Electron Microscopy (SEM), QEMSCAN, Electron probe microanalyzer (EPMA), and Electron Backscatter Diffraction (EBSD). Processing experiments used froth flotation and leaching techniques. The typical line of operation in ore characterization is shown in Figure 1. Mineral processing may be commenced after any stage of ore characterization. However, it is ideal to have completed as many steps in the ore characterization as possible in order to have the most information of the initial feed material. The main economic minerals in the samples are isocubanite (CuFe2S3), chalcopyrite (CuFeS2), and sphalerite (ZnS), with minor galena (PbS) and trace amounts of Au and Ag. The minerals show complex intergrowth textures down to the nanometer scale. These samples exemplify the need for advanced microtextural analyses to adequately characterize ore material prior to processing. The complex textures hamper the use of flotation as an efficient technique, due to the inability to sufficiently liberate the different minerals and problems with selectively floating isocubanite. Thus, leaching was the preferred method for extracting metals.

"Lifting riser in deep-seabed mining (DSM) is exposed to acute and chronic stresses of materials, whose yield will result in the most critical loss of total mining system. For freehanging riser (FHR), the axial vibration and local bending of riser may produce acute stresses, in the meanwhile, vortex-induced vibration (VIV) in relative current, friction and collisions of solid particles with inner-wall, and material corrosion in seawater are representative causes of chronic stresses. The chronical stresses bring about fatigue failure or abrupt failure by material loss. Hydraulic lifting is effective and promising for transportation of minerals, however, ecofriendly treatment of operating seawater is an unease hurdle to come over. Sizing of riser section confronts multi-directional problems, i.e. safety of slurry transportation (flow assurance), material safety of riser (wall thickness), seawater treatment on board, etc.A free-standing riser (FSR) might exclude a part of design problems of free-hanging riser and give a way to sustainable mining. FSR stands vertically by means of sub-buoyancy part(s). The top of FSR emerges above sea surface and is connected with mining platform through jumper line (supported by external yoke). Total amount of sub-buoyancy and location(s) have to be carefully determined in viewpoints of dynamics of FSI (fluidstructure interaction) in waves and currents. The concept of FSR gives more freedom for design of multi-functional riser system in view of sustainability of DSM. In DSM, sustainability concept may be focused on eco-friendly treatment of seawater and sediment, and safety of total mining system. For feasibility of FSR, however, installation, maintenance and repair need to be investigated thoroughly in collaboration with industry experts"

The marine diamond industry off south-western Africa is maturing rapidly. Some of the larger explorers have reached an advanced stage in their resource development and new mining operations have been started in the last year. Most of the major exploration, mining and marine engineering companies have offices in Cape Town. As a result of the increased activity and experiences to date, new approaches to marine diamond exploration and mining are now evolving. Primary factors contributing the new approaches are namely 1) the concentration of expertise in a localised area 2) the significant increase in the base of available exploration and production results and 3) parallel advances in the marine engineering design and geophysical survey equipment. The sea floor geology and setting of the marine diamond exploration areas is now better understood. Consequently the strategy for exploration and the selection of appropriate survey equipment is improved. Due to new equipment developments, different exploration alternatives now exist, depending on the programme objectives. Significant advances have also been made in the data processing and modelling undertaken to assist in the identification and targeting of potentially diamondiferous prospecting features. Similarly, the design of appropriate prospecting tools and programmes has also been improved. Following exposure to the requirements of the marine diamond industry, the design engineering and operating companies have responded with innovative designs for new prospecting tools. In recent years the availability of relevant information on marine diamond prospecting and production has increased. As a result, there is now sufficient basis for the construction of meaningful financial valuation models that can be effectively used to control and guide the exploration projects, to the benefit of both the explorer and the investor.

Fine-scale geochemical, mineralogical, and structural variations in ferromanganese crusts are believed to be the long-range records of paleoceanographic conditions and geological events on the small to global scales in the world oceans, which is useful in reconstructing marine environment. The chemical profiles of thick hydrogenetic ferromanganese crusts and nodules were determined by ICP/ES at 2-3 mm intervals at several locations over the Japanese Islands, Magellan Seamounts, Marshall Islands, and South Pacific Basins, together with Be-10 dating. We found general trend of Co enrichment (or high ratio of Co/Mn) in the upper layers of crusts, or outer layers of nodules, which formed in younger period probably after the late Miocene. This general trend of higher Co concentration in the surface may be true over the western to the Pacific, but local variations in growth patterns and shorter-range fluctuations in chemistry and structure were found as well. The growth rate is sometimes three times faster at the shallower depth even in a single seamount. The in-depth fluctuation of Co is well correlated with the ratios Mn/Fe ratio and Ce/La, suggesting changes in redox conditions during the growth of hydrogenetic ferromanganese crusts.

Two major Kuroko-type deposits and minor sulfide deposits have been found in the middle Izu-Ogasawara (Bonin) Arc, Japan (Fig. 1). The Hakurei deposit, one of the major Kuroko-type deposits, was recently found in Bayonnaise knoll caldera in the nascent rift zone, which lies 20 km westward of the Sunrise deposit in Myojin knoll caldera on the Izu-Ogasawara volcanic front. The Hakurei deposit is a huge hydrothermal field measuring 500 m by 700 m in plan view. The Bayonnaise knoll caldera is mainly composed of dacite lavas and fragmental material on the caldera wall and rim, and its floor contains sediment composed of pumice, volcanic fragments, and hydrothermal clay. It is associated with a post-caldera dome and has a slightly ellipsoidal caldera rim that measures 3 km by 2.5 km, with about 200 m relief. The water depths of the caldera floor range from about 840 m to 920 m. The Kuroko-type deposit in the Bayonnaise knoll caldera occurs on the southeastern caldera floor where the caldera boundary faults intersect with a N-S-trending normal fault of the rift zone. In the deposit, many sulfide chimneys are generally less than 10 m high, and sulfide mounds are distributed around the caldera floor and on the sloping talus at the foot of the caldera wall. The deposit is buried in part by talus composed of pumice and volcanic fragments. Sulfide chimneys are still active, and inactive ones and their fragments are partly oxidized to reddish material. Chimney sulfides are mainly composed of sphalerite associated with chalcopyrite, galena, pyrite, and barite, and chemically enriched in Au up to 14 ppm and Ag up to 1400 ppm with major Zn, moderate Ba, and minor Pb, Hg, Cu, and Fe.

Large scale, profitable, offshore mining of cassiterite started in 1907 around the coast of south Thailand and continues today in Indonesia. The more complex marine mining of diamonds commenced in the early 1960?s and is now an established industry off the coast of Namibia in southern Africa. The activities have involved many diverse organisations, and have required the development of new marine mining equipment. De Beers Marine, more recently as contractor to Namdeb, has been the dominant producer since 1989. Smaller, public, mining companies, registered in South Africa, Canada and the U.K., have achieved mixed performance results, but the total annual revenue from offshore diamonds now exceeds about US$ 180 M. With the benefit of hindsight, there are some useful lessons to be learned from the experiences. Mining of placer deposits at sea is more difficult and more costly than on land. It justifiably commences in response to a market demand for a product that cannot be supplied in sufficient quantity from onshore sources, not because the marine resource exists. The high costs can be offset in places by submarine grades so high that they have not been seen on land for a century. Technical and commercial success requires a combination, and a sufficiency, of ore reserves, capital, experienced people, and technology. Economic viability is not achieved easily and some diamond mining companies have experienced a very short productive life, terminating in their acquisition or liquidation. The reasons for failure in marine mining, regardless of whether the product is diamonds, gold, or tin, invariably are similar and fall into two categories. Those outside a company?s control include the sea conditions, taxation and fiscal climate, security of lease tenure, and the diamond market. The others, assignable to the company, provide important instructions for those who may aspire to advance the cause of marine mining.
