Hong Kong has a dense distribution of utility services laid under its road network. Utility undertakers frequently demand road openings to install new services and/or maintain existing ones. Road openings can cause troubles to the road network and negatively impact the public interest. Highways Department is responsible for managing road openings in Hong Kong under the Land (Miscellaneous Provisions) Ordinance. Highways Department has spent a lot of efforts to computerize excavation permit processing and utility management. The computerized system has gone through several generations and the current one is called the excavation permit management system (XPMS). On the one hand, the XPMS handles various excavation permit processing functions including permit application/approval/refusal/issuance/extension/termination, fees/costs, permit conditions, and permit period assessment; on the other hand, the XPMS accounts for some important utility management issues such as spatial check, coordination of multiple openings, traffic management, audit inspection, and defect liability. This paper discusses how the application, coordination, and other administrations of an excavation permit are eased by using the XPMS in Hong Kong. Background information such as the governing legal and regulatory framework, and Highways Department?s administrative structure is introduced. The system architecture and advantages of the XPMS are presented. The work procedures and various functions of the XPMS are studied in detail.

A resource document, prepared for the Royal Commission on the Health and Safety of Workers in Mines, which outlines aspects of occupational health and safety in the Canadian metallurgical industry has been expanded to provide examples of some practical solutions. General process descriptions are provided in conjunction with some of the major potential hazards associated with each step. Emissions to the working environment, particularly around converters, are discussed. Newer metallurgical processes, the role of automation and other advances in the metallurgical industry are described with respect to their impact on the work place. The role of staff and unit employees in providing safe working conditions in the complex metallurgical plant of today is outlined and the need for close cooperation within the human sector emphasized. The technology is available and is being applied to integrate the complex process requirements with realistic regulations to control emissions and provide a safe, healthy environment in metallurgical plants.

"Abstract - The Xiaoqingling Mt. area is one of the most productive gold districts in China. The gold-bearing quartz veins are controlled by a series of east-west shear zones within the Archean Taihua Group, and related to the late Yanshanian (Cretaceous) granite. The major metallic minerals are native gold, electrum, pyrite, galena, chalcopyrite and sphalerite, with gangue minerals dominated by quartz, sericite, ankerite, and calcite. The host rocks are mainly amphibolite, plagioclase gneiss, and migmatites. Principal alteration is sericitization, silicification, pyritization, and carbonization.There are four generations of hydrothermal quartz in altered rocks of gold deposits. The earliest generation of quartz, (Q1), occurs in altered amphibolite gneiss and migmatite, and typically contains fluid inclusions with halite crystals (type A) and two phases, (L+V), of fluid inclusions (type B). The salinities of type A inclusions are 32 wt% to 52 wt%, with dissolution temperatures of halite crystals being from 155°C to 465°C. The second generation of quartz, (Q2), occurs as a fine-grained aggregate associated with sericite, and has small (less than 3 µm) type B inclusions. The third generation of quartz, (Q3), occurs in mylonitic, intensively altered rocks and specially beresite (a type of rock composed of quartz, sericite, and pyrite) near the veins, and contains large amounts of CO2-rich fluid inclusions (type C-fluid inclusions with liquid CO2 and type D-fluid inclusion with high density CO2). The CO2 contents of type C range from 72.6 to 87.4 mol% in gas phases, and 35.7 to 68.3 mol% in liquid phases, based on Laser Raman analysis. The homogenization temperatures of fluid inclusion type A and C are from 215°C to 380°C, and from 210°C to 325°C, respectively. The minimum trapping pressure of fluid inclusions is estimated as 80 MPa to 170 MPa for type A, and from 57 MPa to 190 MPa for type C, which approximate to those of fluid inclusions in vein quartz.The ?18O of quartz are from 10.4‰ to 11.0‰ for Q3 of altered rocks, and from 10.7‰ to 12.8‰ for stage I quartz. The calculated ?18O of fluid inclusions varies from -1.3‰ to 6.0‰. The ?D of fluid inclusions ranges from -67‰ to -59‰ and from -81‰ to -48 ‰, respectively. It is concluded that the water in the hydrothermal fluids both reacting with wallrocks and precipitating orebodies could have been mainly of magmatic and/or metamorphic nature. However, local meteoric water might have been important in late mineralization, because of a distinct oxygen-shift toward the meteoric water. The ?34S values for pyrite of the ores range from -7.1‰ to +7.1‰, with an average of +2.9‰. Those of other sulfides (chalcopyrite, galena, and sphalerite, range from -12.5‰ to 8.3‰. The ratios of lead isotopes for galena of the ores are: 17.06 to 17.31 (206Pb/204Pb), 15.43 to 15.74 (207Pb/204Pb) and 37.58 to 38.45 (208Pb/204Pb). In summary, ore-forming fluids in the Wenyu-Dongchuang gold deposits may have originated from a mantle and/or lower crust source, and ore materials were derived from the Precambrian basement, the Taihua Group."

The critical problems in commercialization of the present solid oxide fuel cells (SOFCs) and useful electrical and physical properties of IT-SOFCs electrolytes are discussed briefly. The conductivity behavior of the perovskite-type and perovskite-related structure metal oxides are summarized. Perovskite-type La0.9Sr0.10ao.8Mgo.203_8 (LSGM) exhibits high ionic conductivity of 0.1 S/cm at 800 °C. In order to improve the electrical conductivity of LSGM and the In analogue of LSGM, substitutions have been made at the A-and B-sites. Substitution of trivalent La3+ by isovalent Pr3+ in LSGM and La09Sro ilno.sMgo.202.85 (LSIM), yield new mixed conductors. Among the investigated compounds in the present study, La0APro.4Sro.21no sMgo.2028 exhibits the highest total electrical conductivity of 3.2 x 10-5 S/cm at 200 °C in air with the lowest activation energy of 0.44 eV (200-700 °C). LSIM and Pr-substituted LSGM and LSIM perovskites show p-type electronic conductivity in the oxygen partial pressure range 10-5 ? 0.21 atm at 750 °C. The perovskite-type solid solution SrSn1-xFex03 exhibits compositionally driven phase transitions. For example, compound of the composition x = 0 to 0.3 crystallizes in an orthorhombic GdFeO3-like perovskite structure, where as that of x = 0.4-0.9 crystallizes in simple cubic SrTiO3-like, and that of x = 1 in orthorhombic structure. The electrical conductivity of SrSn1_xFex03 increases with the increasing Fe content and reaches a value of about 10-1 S/cm at 25 °C in air for x = 1. Compounds with low Fe content exhibit both ionic and electronic conductivity, while the higher Fe content 0.5) perovskites are electronic conductors over a wide range of oxygen partial pressure of 10-22? 0.21 atm at 750 °C.

THE object of this paper is to present the various facts that l1ave been revealed during lengthy investigations into the performance of all types of ropes on different hoisting installations. "It is frequently necessary to excavate a tunnel for Civil Engineering purposes, or wells for petroleum exploitation, in laminated rock mass like schists or phyllites or in highly foliated gneisses. The determination of the pre-existing in situ stresses is essential, in order to assure the stability of these excavations. In most cases, the pre-existing triaxial stress field is arbitrary in relation to the tunnel or well axis. For these rock masses the concept of Generalised Plane Strain can be correctly utilized.There are closed form solutions for the calculation of stresses in anisotropic rock masses under Generalised Plane Strain conditions (Lehknitskii, 1981 and Hong , 1994). Based on these analytical solutions, established for the cases of Generalised Plane Strain, a synthetic problem will be formulated: the theoretical in situ stress tensor acting on this rock mass will be determined, with the aid of Bayesian Inverse Problem Techniques, as developed by de Mello Franco (2009). Additionally, the reliability of results obtained will be evaluated, in accordance with the research performed by this author. INTRODUCTIONThe Inverse Problem Technique, as developed in the paper, is based on the definitions and concepts obtained from the current literature and used for the solution of Inverse Problems, but the innovation to be presented is the utilisation of Bayesian Techniques and the determination of the reliability of the results obtained. This will be shown in a synthetic example where the determination of the in situ stress tensor, from strain measurements in a drill hole is supposedly performed. It is assumed that this drill has its axis arbitrarily placed in relation to the rock mass. Generalised Plane Strain conditions will hold for use with problem. The equations of Beltrami – Mitchel, in agreement to Lekhnitskii (1981) and Ong (1994), will be used in this synthetic case, for calculating strains, hypothetically measured in the hole before the final excavations. Finally a synthetic example for the determination of the in situ stress in a fully anisotropic rock mass, based on Bayesian Techniques and its reliability, developed in de Mello Franco (2009) is presented."

"A major consideration in the design of high capacity tiedown anchors for dam, bridge and tower foundations is the tensile resistance of the rock mass to pullout, typically as a result of overturning moments or hydrostatic uplift. Rock mass pullout capacity for installed anchors is developed from the tensile strength and fracture propagation properties of intact rock, the orientation and physical properties of the discontinuities and anchor confinement at depth. The typically assumed, but generally conservative, design approach is to calculate anchor pullout capacity using the dead weight of a uniformly shaped inverted “cone” with an assumed initiation point and breakout angle. In some cases, some tensile or shear strength is considered across the area of the assumed pullout cone, however, these strength estimates are based primarily on based on limited historic testing data, empirical relationships for rock mass strength developed for other applications, and engineering judgement.As an alternative to the current foundation anchor design method, this paper presents a new approach to the rock cone pullout problem using Discrete Fracture Networks (DFN) combined with numerical simulations. The simulations presented in the paper investigate the influence of fractures in a synthetic rock mass on ultimate anchor strength. In addition, the global influence on fracture network statistics on rock mass pullout failure is also discussed and it is contended that some of the aleatory and epistemic uncertainty inherent in the design of rock anchors can be reduced by considering fracture statistics in anchor design."

"There is a world-wide trend toward underground bulk mining methods employing hydraulically placed backfill. This trend is recent and therefore there is little in the literature to assist an operator in the design of backfill properties, the design of drainage facilities, the calculation of the operating forces on a bulkhead, and the control procedures considered necessary before, during and after pouring. This paper presents recommended procedures that are based on over to years of experience in the various aspects of backfilling large openings. Free-draining timber or concrete block bulkheads are shown to be a viable alternative to massive reinforced concrete bulkheads for the containment of backfill pours. Hydrostatic pressures cannot develop in backfills provided adquate drainage facilities are installed.IntroductionThe increasingly adverse relationship between mining costs and mineral values has led mining companies to develop more productive, lower-cost, bulk mining methods. This has led to the increasing use of large, more or less continuous, hydraulically placed backfill pours to enable the recovery of a higher proportion of pillar ore. The success of any bulk mining method depends on the degree of stability maintained during the stoping operations with reference to the mining rate, the performance of the backfill with respect to the per cent extraction of pillar ore, and the control of the mine structure with respect to safety and productivity. One such method has been previously described(I) where a steeply dipping orebody is being mined with a sub-level method that employs large, hydraulically placed tailings pours for delayed pillar recovery. The paper describes the rock mechanics analysis undertaken to establish the stope and pillar geometry and the approach taken to establish backfill strength requirements to prevent dilution during pillar recovery. Production with this method started in 1970 and because few, if any, large bulk pours had previously been used in- this way (judging by the lack of information in the literature), design data and criteria were needed for several aspects of the work. Methods to establish backfill quantities and pertinent ""in-place"" fill properties are described in 2, 3 and 4 in the list of references. Results of field measurements taken to establish fill pressures for bulkhead design purposes are described in 5 and 6. Laboratory large-scale model tests undertaken to confirm a fill strength design equation, which takes into account fill arching, have recently been completed. A paper describing these tests and the results will be forthcoming in the near future."

This article is based on a detailed heat investigation conducted at the Rokana Division of Nchanga Consolidated Copper Mines Limited while both authors were employed in Zambia. Mindola Mine is one of the three underground mines comprising the Rokana Division on the Copperbelt of Zambia, producing about 270,000 tons of ore per month at 1.9% Cu and 0.14% Co. The total volume of air being circulated by means of five primary fan installations slightly exceeds 1,000 m3/sec at standard density. Sectional bulk cooling is practised where air cooling coils are installed at primary splits some considerable distance from the stoping operations. Total capacity of the refrigeration complex is 10,500 kw (3,500 R. tons), of which about 7,000 kw is available as effective cooling power after losses, but the heat removed from the coifs is about 3,500 kw with 61% over-all plant performance. An extension program is planned for a further five production levels with the re-deepening of a sub-vertical shaft. Thermal heat will become a major problem at increased depth associated with higher rock temperature, higher thermal conductivity of the rock groups encountered and fissure water flowing into working areas through the strata with increased rock temperature. This paper describes the ventilation and refrigeration practices in Mindola Mine, with special reference to future thermal heat problems. These are discussed with a view to mining at depth.

Potential problems associated with groundwater inflows are a major concern to many Saskatchewan mining operations. Rock mass behaviour and stability have been linked to groundwater inflow potential. An estimate of the hydraulic conductivity of the rock mass is an important factor for assessing groundwater inflow potential. This paper presents a procedure that was developed to conduct air permeability tests, for estimating the hydraulic conductivity of the rock mass. Tests were conducted near underground excavations with the goal of assessing links between measured air permeability, rock mass classification and the rock mass response to adjacent excavations. Measured changes in air permeability corresponding to the distance from excavation boundaries may indicate changes to joint properties such as joint aperture, continuity and frequency. This study outlines the instrumentation, the experimental and analytical procedures, and the preliminary results from testing.

"In the production of high quality steel, the understanding of the interactions between liquid steel and refractories and of their effect on steel purity and cleanness are becoming more and more important.An experimental study has been per-formed in order to estimate the importance of the reaction between a MgO-based tundish refractory and an Al-killed steel. The results show a pollution of the liquid steel:•the silicon content of the liquid steel increases due to the reduction of the silica of the refractory by the aluminum contained in the steel; and•a reoxidation of the steel occurs and the formation of an oxide layer on the refracto-ry, mainly composed of spinel crystals and of Ca-aluminates is observed.The transfer mechanisms of the various elements are analyzed."

"IntroductionIN THE preceding paper we have learned about Canada's resources of metallurgical coal. There is an adequate amount in Nova Scotia, a very large reserve on the eastern flank of the Rocky mountains, and a strictly limited supply on the Pacific coast. Added to these is an unknown quantity of coking coal in the Peace River district, at present rather isolated but possibly capable of industrial development in the future.The chief use of metallurgical coal is to make iron and steel. For this, an adequate supply of iron ore is required. So we should now scan the Canadian supply of iron ore, the possibility of its increasing use at home, and the probable markets abroad.Trade in iron ore tends to be international, as is the case with many other raw materials. The present tendency with iron and steel, in contrast, is to keep its manufacture within national boundaries, and there is no evidence that this will change much in the years to come. We should keep these two points clearly in mind when considering the disposal of iron ore from Canadian mines. We should remember, also, that the modern blast furnace and steel plant has such a large output that a correspondingly large population, reasonably compact, is needed to consume its products.Large Ore Supply in East, Small in WestCanada has now four major iron ore fields, well situated to serve adequately the eastern half of the country. Wabana .and Labrador are well placed to serve overseas markets and plants on the eastern seaboard and eastern interior of the United States and Canada."

The Strathcona mine, with a large new underground operation and concentrator, was recently brought into\ production by Falconbridge Nickel Mines Ltd. The tailings disposal and water utilization problems at Strathcona are described in this paper, with sections devoted to the Moose Lake watershed system, tailing impounds, the construction of dams and the operation of the Moose Lake neutralization plant for the elimination of acidity, including the equipment used.

Kemess South Mine ended operations in March 2011. Final reclamation works began during operations in 2008 in anticipation of closure. The focus of reclamation during mine operations was on the inactive areas of the tailings dam, waste rock dumps, and expended borrow areas. The general reclamation strategy for the Kemess Mine site marries long-term erosion control with successional reclamation principles. For disturbed areas, this requires application of growth media, proper preparation of surfaces, and introduction of native pioneer plant species to initiate successional processes of recovery. Tailings are retained behind an earthfill dam of approximately 140 m in height, with a crest length in excess of 1 km. Reclamation activities at the dam have included placement of growth media, specialized surface preparation and construction of diversion ditches. The final closure spillway is currently being constructed, with completion scheduled for summer 2011. The two main waste rock dumps contain segregated non-acid generating (NAG) waste rock and potentially acid generating (PAG) waste rock. Resloping of the NAG dump for long-term stability commenced in 2009, followed by placement of growth media and ground preparation. The PAG waste rock will be fully relocated into the expended open pit for final, permanent subaqueous disposal.

"A growing public awareness of work-related diseases such as pneumoconiosis and the impact of this awareness on legislative bodies and on the skilled labour market are reasons why the Canadian mining industry must consider dust control of top-drawer importance. Measurements and standards related to the hazard are necessary to control a dust situation and to avoid excessive risk. The author discusses some of the methods of measurement, standards proposed and terminology used in this developing technology. The purpose primarily is to give a better understanding of the basic advances achieved by those who have applied current knowledge with a measure of success."

Pressure oxidation tests have been conducted by Sherritt for a refractory gold-silver project located in China. The feed contained 39 g/t Au and 970 g/t Ag; the major gold-bearing minerals were pyrite and arsenopyrite. Since the feed contained a significant amount of silver, which can be refractory to cyanide leaching after pressure oxidation due to the formation of argentojarosite, the test program included investigation of methods to enhance silver recovery. The "lime boil" process proved successful and was incorporated into the flowsheet. Gold extraction from the lime boil product solids was 95 to 98%; silver extraction was up to 94%.

The comparatively recent developments in the Wilberforce area, and the consequent arousal of public interest in radium, seemed to call for the publication of such a paper which would be intelligible to the layman. To satisfy this apparent need, the writers submit this paper which contains material derived from various sources, and for which the writers make no claim of originality. Direct references are made throughout the paper to sources of information.

The development of the Granduc mine presents a number of problems which are peculiar to its location and surrounding terrain. Because the development tunnels portal onto an area which is covered by an extensive glacier, and the mountain-side is subjected to dangerous snow slides, it was decided to construct an underground powerhouse to supply the necessary electric power and compressed air. This paper deals with the special problems inherent in the design and -construction of an underground plant. It involves the installation of diesel-electric generating equipment having an aggregate capacity of 1,050 kw.,and of air compressors with a total capacity of 2,400 cfm. Items dis-cussed include the selection of equipment to meet site conditions, the ventilation and cooling of the underground room, and the protection of personnel and equipment from explosions and fire. A short discussion on the automatic supervisory and alarm installation is also included. THE Granduc mine is located 135 miles north of Prince Rupert and 25 miles north of Stew-art. Degradation by sulfur gases is an important lining wear mechanism in the copper industry. SO2/SO3 gases infiltrate into the pores of the basic refractory bricks, combine with their raw materials through expansive reactions and significantly modify the bricks’ structure. This study presents a comparison of the corrosion resistance against sulfur attack of different magnesia-based refractories using a simple, low-cost and quantitative method. Recipes containing sintered MgO grains showed lower resistance to corrosion by sulfur oxides compared to basic grades containing fused grains. Chromium corundum grades were used as a reference and showed very good resistance to this corrosion mechanism under the test conditions. The novel test provided relevant results that agree with what is commonly observed during operation and in previous post-mortem studies. This tool could be very useful in selecting refractory grades for the copper industry and predicting their performance. INTRODUCTION Oxidation of matte sulfides during copper production leads to the formation of sulfur oxides, which infiltrate into the pores of the refractory lining and react with the basic oxides below 1000°C to form magnesium and calcium sulfates. This reaction is accompanied by an expressive volume increase, consequent densification of the refractory microstructure and weakening of the brick bond (Malfliet et al., 2013). Thus, corrosion by SO2/SO3 is an important wear mechanism in the non-ferrous industry and the resistance to this compound should be considered when defining refractories for this application. Previous studies on this matter include expensive and complex testing methods involving pressurized SO2 gas cylinders in order to investigate the corrosion resistance of MgO-containing materials by sulfur oxides (Gerle & Podwórny et al., 2016; Fotoyi & Eric, 2011; Fotoyi, 2009; Podwórny & Piotrowski et al., 2008). The current study was based on a test developed by Pacheco & Fonseca (2018) to assess alkali infiltration and aims to provide an evaluation method of the corrosion resistance of refractories by SO2/SO3 in a simple and quantitative manner. This novel test is useful to compare the corrosion resistance of different refractory recipes and properly select the grades that should be employed in the non-ferrous industry. A case study is provided to illustrate the damage caused by sulfur oxides in refractory linings.

"14.1. INTRODUCTION1The boilerplate of an agreement is not a single provision, but a series of provisions that are expected in “every agreement”. They are sometimes also referred to as the “lawyer’s provisions”. Many businessmen consider the boilerplate to be superfluous and, to some extent, window-dressing by the lawyers – even legalese. They will often offer advice to the effect that it can “pretty well be ignored”. Such advice could not be more wrong.Most boilerplate provisions are essential parts of every agreement. Some may be part of a “standard package” and may have little relevance to the agreement at hand, but these are the exception rather than the rule. The exceptions should not be treated as justification for giving all these provisions short shrift. The boilerplate should receive the same review, consideration, and negotiation as the provisions that set forth the business deal. It is often these provisions that make the deal work or that are turned to at the time of disputes. If they are inadequate, as they sometimes are (unfortunately, some draftsmen are also loath to review or update their standard boilerplate provisions or to tailor them to the deal at hand), they can create problems, rather than offer solutions. Such problems can be costly and time-consuming for the parties to address. Inadequate or incomplete provisions may ultimately be one of the reasons for the parties to turn to the courts to settle their differences. On the other hand, good boilerplate provisions can help keep them out of the courts.One of the principal objectives of an agreement should be to provide procedures, or mechanics, for implementing agreed principles and for the parties to follow to settle their differences, real or perceived, without going to the expense and disruption of a lawsuit. An agreement should aim to keep the parties away from the courts, not serve as a springboard to the courts. It must nevertheless be acknowledged that, if there is a major falling-out among the parties to an agreement, the chances are that, however carefully the provisions of that agreement have been negotiated and drafted, the parties will end up before the courts or some other adjudicating body."
