High Voltage Pulse (HVP) technology is a novel process that could potentially be the step-change needed in ore processability in the mining industry. The propensity of high voltage pulses towards mineral-enriched ore particles during treatment makes this technology selective and has the potential to enable ore pre-concentration by size separation. In this study, the potential for pre-concentration of a low grade copper-gold ore sample subjected to HVP pretreatment is investigated and compared to that achievable after mechanical breakage in JKMRC’s rotary breakage tester (JKRBT). The data show that a better pre-concentration result can be achieved after HVP processing than conventional breakage. The gold pre-concentration potential is much better than that observed for copper. 4D HVP pre-concentration characteristic curves were produced to assess the metallurgical performance possible as a function of energy input. The case study shows that when targeting a nominal metal recovery of 90 per cent for gold, the HVP pre-concentration technique can split the low grade ore (0.9 ppm gold and 0.28 per cent copper in the feed size 26.5-37.5 mm) into two components – a low grade oversize material (0.3 ppm gold and 0.15 per cent copper) and a high grade undersize material (1.0 ppm gold and 0.3 per cent copper). The mass split to the low grade is 23 per cent. Under this mass split scenario, gold recovery to screen undersize is 90 per cent and copper recovery is 85 per cent. The HVP treatment of this feed size requires a specific energy (spark) of 2.8 kWh/t.There is further research that would be required before industrial uptake of the HVP pre-concentration technology would be possible. Good morning. I am very pleased to be invited to present the Opening Address to this inaugural New Zealand Minerals & Mining Conference. It is indeed a pleasure to see so many representatives of this industry, which is so important to New Zealand's economy, present here today.   I extend a warm welcome to all delegates, particularly those from outside New Zealand. To those of you who have travelled from offshore, please closely observe our industry, and do not hesitate to ask Crown Minerals staff here for any further information you may want. I trust you will soon come to the same conclusion that my two following speakers have; that New Zealand is a good investment destination, and further that many of you will decide to invest in New Zealand's minerals and mining industry.   In New Zealand the minerals industry - minerals, coal and petroleum - together constitute an approximate $2.5 billion per year business. In broad terms this is about 3% of our Gross Domestic Product.

For any processing plant there will be deleterious elements or minerals which affect production or quality, and a strategy to predict their occurrence and mitigate their impact is required. An early objective of the Olympic Dam geometallurgy program was prediction of the acid consumption and gelling behaviour of the ore, which affects leach recovery, throughput and circuit availability. The geometallurgical test program measured the response of a wide range of ore types, and then relationships between mineralogy, metallurgy and chemistry were developed. Thus the drivers of acid consumption and triggers for gelling events could be described in ways that were meaningful to plant operations.To enable optimisation of the mine planning and ore blending processes, the parameters driving metallurgical response must be translated to the block model. Data support is critical in populating a block model. Assay information is easily obtained, but mineralogical and metallurgical information is more expensive and time consuming to collect. Hence population of a block model with mineralogical and metallurgical values using a conventional geostatistical approach is not always possible.An alternative approach employed at Olympic Dam was the development of a suite of assay-to-mineral algorithms. These algorithms were calibrated using all available mineralogical information, and this enabled the calculation of mineral abundances for more than 1.5 million assayed samples. Estimation of the minerals in the block model, and the generation of acid consumption values for each block could subsequently occur.The use of back-calculated mineralogy from assays as part of process model generation is an innovative tool which can be used for mine planning and optimisation and to ensure the plant does not receive any unwelcome surprises. Ultimately, one purpose of geometallurgy is to predict potential processing issues and their drivers so that these can be mitigated. A strategy to achieve this is outlined hereafter.

"The index A*b, determined from the Julius Kruttschnitt Mineral Research Centre (JKMRC) drop weight tester (DWT) results, has become well-known in the mining industry as a reliable measure of ore hardness in impact or crushing, having the inferred units of t/kWh. This index evolved from a long history of comminution studies at the JKMRC, including the development of the now superseded JKTech twin-pendulum, the industry standard JK Drop Weight Tester (JKDWT) and the faster alterative JKMRC rotary breakage tester (JKRBT). A reduced version of the DWT, the semi-autogenous grinding mill comminution test (SMC test®), also provides estimates of the A*b though the testing of only one particle size at five specific energies. Experimental determination of A*b using the above devices/tests requires samples, with sufficient mass, to be sent to designated laboratories, registered to conduct such tests. This protocol is fine for bankable and commercial testing, where material characterisation data is used in conjunction with machine specific data in modelling and simulation, and power based calculations. However, for comparative testing, where results are required at the time of sampling (eg for plant troubleshooting or spot-surveys), or for rapid ranking of geometallurgical samples, these existing tests simply do not provide a timely, viable and cost-effective solution. In order to address this critical void in the realm of comparative testing, a new device has been developed, exploiting a central feature of single particle impact testing – that the A*b can be reliably estimated using one precise low energy test. This device, for which a patent is currently pending, called the HIT (Hardness Index Tester), has been precision engineered to allow users to break narrowly sized fragments at a set specific energy, in a safe and easy manner. The manufacturing materials have been chosen carefully to ensure compatibility with the intended use and portability to any site, whilst minimising cost. The device is supplied with a novel quality assurance / quality control (QA/QC) feature, to ensure that the targeted potential energy is consistently delivered. The product from the HIT breakage test can be quickly sized using a single screen to determine the mass per cent undersize, from which the A*b index is calculated directly at site – eliminating the need to send the raw data off-site for analysis. On presized fragments, a single test using 20 fragments takes less than five minutes to complete, and the results are immediately available. The HIT is currently being tested at a major mining laboratory in the US and the results to date have proved it can deliver on all fronts. This paper describes the new prototype device, which offers users a low cost in-house mechanism for estimating the A*b at any mine site, with potential applications on fragments up to 25 mm from drill core, blast chip rejects or the grinding circuit feed. It also outlines the results of field tests carried out by an objective third party mining group and compares the results with those from current industry standard tests conducted on the same material.Citation:Kojovic, T, 2016. It is predicted that underground coal mines in the Bowen Basin will have a significant rise in heat problems as mines aim to increase production, depth of extraction and length of longwall panels. At an actual Bowen Basin mine, extended longwall panels greater than 4 km in length are planned to be mined at depths with a virgin rock temperature (VRT) of more than 40¦C. Research has been completed into the reasons for the substantial increase in temperature at the face for underground coal mines in the Bowen Basin. An analysis into heat loads produced at the Bowen Basin mine for the development and production phases shows a significant amount of additional cooling will be required to ensure safe working temperatures. All of the major sources of heat, which included both natural and mine induced heating, were considered for the analysis. Maximum heat loads were assessed, together with peak intake surface temperature to determine the maximum cooling capacity required at a Bowen Basin mine. These maximum heat loads were assessed for a specific longwall panel, Longwall A, which extends to over 4.1 km in length and at a maximum depth of over 330 m, resulting in a VRT above 40¦C. The cooling system positional efficiency was analysed, determining that underground cooling via an indirect heat exchanger was preferred to increasing the capacity of the current bulk air cooling (BAC) on the surface. "Characterisation of sulfide minerals (eg pyrite, sphalerite) in historic tailings can assist in determining whether there are economic benefits of reprocessing such materials using modern metallurgical practices. In addition, there are associated environmental advantages if the historic tailings are actively generating acid and metalliferous drainage (AMD). At the Old Tailings Dam (OTD), Savage River, Western Tasmania, 38 Mt of pyritic tailings were deposited from 1967 to 1982; consequently it has been recognised as an AMD source. Long-term management options considered for this site have included the establishment of either a water, hard-engineered or vegetation cover. However, due to geotechnical challenges posed and the lack of success demonstrated by previous pilot studies, these strategies have not been implemented. Instead, resolving the pyrite chemistry can allow for a first-pass assessment of whether reprocessing these tailings is a feasible option as part of a long-term management strategy for this legacy site.Tailings samples (n = 144) were collected across the OTD from up to 2 m depth from five facies (A–E), and four zones (1 to 4; defined by hydrological regime and grain size). These materials were subjected to acid-base accounting (ABA) and mineralogical evaluations to determine their geoenvironmental characteristics. Following this, 26 samples were selected for in-depth laser ablation inductively coupled plasma mass spectrometry (LA-ICP-MS) investigations to evaluate pyrite chemistry across different tailings facies. The results revealed enrichment of Co and Ni in these materials. Specifically, Co content was up to 3.0 wt per cent, particularly within facies C to E, and Zones 3 and 4. Cobalt is recognised as a critical metal, therefore, reprocessing should be considered as a future rehabilitation option for the OTD, pending resource definition using established codes and practices.CITATION:Parbhakar-Fox, A, Fox, N and Jackson, L, 2016. Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. The iron ore mining district of Labrador West and adjacent Quebec is Canada's largest iron ore producer with almost 50 years of production. The area is currently experiencing a period of renewed activity not seen in decades that includes new mine development, mine expansion and exploration for new iron ore resources. All of the past and present production and exploration programs in the district are centred on the Lower Proterozoic Superior-type iron formations of the Knob Lake Group, located within the Grenville tectonic province of the Canadian Shield. The Knob Lake Group is a continental margin sedimentary sequence which was deformed and subjected to greenschist to upper amphibolite facies metamorphism during the Grenville orogeny. Regional deformation and metamorphism plays a key role in making the iron formation of the Knob Lake Group economic. The distribution of orebodies in the district is controlled by superimposed F1/F2 synclines which causes thickening of the iron formation through repetition. Ore mineralogy consists of specular haematite, magnetite and locally martite with quartz as the major gangue mineral. Regional metamorphism has caused an increase in grain size of the ore minerals making it more amenable to concentrating and pelletising. Altius has been active in Labrador West since 2003 and is now the second largest licence holder in the district with several iron ore exploration projects. The Kamistiatusset project is located in the heart of the region's transportation, power and mining infrastructure. The property has seen limited previous exploration, but covers several significant iron ore prospects. Work by Altius includes a helicopter-borne magnetic survey, ground magnetic and gravity surveys, geological mapping, sampling and 6000 m of diamond core drilling all of which confirm both a favourable geologic setting and ore mineralogy.

This paper explores development of a novel ore characterisation method for the precise measurement of practical minimum comminution energy. A monolayer of particles with a narrow size distribution is broken using a precision rolls crusher (PRC); an ore characterisation device developed to overcome the shortcomings of conventional tests. For energy measurement, PRC uses two shaftmounted rotary torque transducers. These transducers acquire precise torque and angular speed data in response to the load applied to the rotating shafts during breakage events, which is converted into energy. The test progressively crushes feed particles down to final product size in many controlled breakage stages. The generation of fines in each breakage stage is then plotted as a function of input energy. The inverse of the gradient of this plot provides the size specific energy (SSE) in kWh/t of material generated below a predefined marker size; -75 μm in this case. The PRC has potential to evolve as a geometallurgical ore characterisation test—it is simple, fast, requires small sample mass (200–300 g), covers a wide feed particle size range (10 mm to 115 µm), and provides ideal SSE measurements that can be used for the calibration of on-site production equipment.

The Phu Kham Copper-Gold Operation (Phu Kham) is located in northern Laos, approximately 140 kilometres from the capital, Vientiane. The operation is a producing asset for Australian-based copper and gold producer, PanAust Limited (PanAust) and is operated by Lao-registered company, Phu Bia Mining Limited (Phu Bia Mining). PanAust holds a 90 % interest in Phu Bia Mining. The Government of Laos owns the remaining 10 %.The Phu Kham Operation has recently undergone a series of process improvements to treat the anticipated competent ores scheduled for 2017 and 2018. The operation’s comminution circuit, which comprises a semi-autogenous (SAG) mill and two ball mills, each with 13 megawatts (MW) of installed power, was expected to be SAG mill limited when treating competent basement rock. Ausenco Services Pty Ltd (Ausenco), was engaged to help optimise and enhance the productivity of the Phu Kham comminution circuit over an eight-month period. The work involved participating in and overseeing the redesign of the SAG mill liner systems and developing operational strategies for maximising throughput through to the end of mine life. Ausenco’s comminution optimisation tool, Ausgrind, was used to benchmark and analyse plant data with empirical models, predict circuit performance for varying ore characteristics and evaluate liner wear and predict the life for varying operating parameters. Variances between the actual and the predicted values were assessed in detail to identify missed opportunities, and guiding operating parameters were redefined to maximise throughput and productivity. In combination with the redesigned liner system, optimised process controls for varying ore competencies, and improved operational practices and troubleshooting strategies, increased Phu Kham overall production, exceeding the milling capacity when treating competent ores. This paper highlights strategies used at the Barrick operated Kibali Gold Mine (KGM) to improve the drilling accuracy and blasting effectiveness for longhole open stoping. The mine currently uses Solo DL421 for the required stope drilling and has experienced an average deviation of 10 per cent. Strategies are raised to eliminate or at least mitigate the adverse effects of blasthole deviation and the impact of blasting induced effect at the stope faces including the stope crown. The integration of deviation trends in the design would allow the actual blastholes to be established within their required positions to then facilitate a proper energy distribution with the eventual production blasting. The implementation of stope undercutting reduces the hole length from 35 m to 30 m which in return decreases blasthole deviation by 3 per cent. Another strategy adopted to improve the drilling accuracy is to slow down the penetration rate with the use of several operating approaches, including 135 MPa percussion pressure, 65 rev/sec rotation speed and 17 MPa feed pressure. To this penetration rate, a constant k factor is applied to increase the rate when the bedding inclination is less than 45° from the horizontal or when the hole length is under 10 m. This reduces deviation by a further 4 per cent. Where the rock mass is highly jointed it is advised to use the average penetration rate over the entire length of the hole. Furthermore, the paper shows the effect of deviation on the blasting results through a prediction of fragmentation blasting model optimised with reduced deviation and highlights the effect of presplit mining and timing delay on the blasting effectiveness. Although the size pattern increases with deviation, a strategy pertaining to timing delay with blasting would be to align to the work of Grant (1990) where the optimum hole to hole delay is found to be between 7–10 ms/m of spacing, while the optimum delay between adjacent ring varied between 110–160 ms. Stabilisation of crowns and wings will perform with the implementation of presplit blasting.

Column flotation cells have been installed in numerous base metal operations around the world. The majority of these cells utilise conventional air-only spargers to introduce air into the bottom of the column. The recent development of instruments to measure the bubble characteristics in these columns has provided a renewed understanding of column behaviour. These new tools provided insight into why the columns at Red Dog Mine had never performed up to expectations. After efforts to optimise the spargers failed to substantially change the bubble size and air efficiency, alternate sparger systems were investigated. The Metso Minerals CISA Microcel sparger system appeared promising and was selected for a full-scale plant trial. The Microcel sparger system was originally developed for the coal industry at the Virginia Centre for Coal and Minerals Processing. In October 2003, a Microcel was retrofitted into one of two 3.66 m diameter flotation columns in the zinc retreat circuit at Red Dog Mine. The operation of the two different sparger systems in parallel allowed a detailed comparison. This paper discusses the performance of the Microcel based on the data collected during several detailed surveys. Bubble size measurements carried out in the pulp zone using the McGill University bubble viewer showed a significant difference in bubble size. The mean Sauter diameter of the bubbles decreased from 3.4 mm for the jetting-type sparger to 1.9 mm for the Microcel sparger. The overall recovery and the recovery by size fraction for both valuable and gangue minerals were compared. Paired t-tests demonstrated that the Microcel column produced a higher concentrate grade (0.6 per cent zinc absolute) and a higher unit recovery (2.8 per cent zinc absolute) than the existing Canadian Process Technologies Inc (CPT) SlamJet column. These improvements provided a payback period of 1.5 months for the $109 000 investment.

The Karara Mine concentrator commenced operation in November 2012 to produce high-grade magnetite concentrate. The circuit consists of three stages of comminution plus magnetic separation at each stage for early gangue rejection. High-Pressure Grinding Rolls (HPGRs) are used for fine crushing, followed by ball mills and TowerMills in secondary and fine grinding duties respectively. In recent times, the plant throughput rate has had to exceed design by 18% to maintain the targeted concentrate productivity. Meanwhile, the ore hardness has increased by 25% to 15 kWh/t, leading to changes in the circuit operation and design. These changes led to coarser and harder feed to the TowerMill circuit that affects the subsequent separation processes. Nippon Eirich (the TowerMill manufacturer) has partnered with Karara Mining Limited (Karara) to optimise the TowerMill circuit operation to achieve a circuit product with an 80% passing (P80) of 35 µm. Several activities, including a TowerMill circuit audit and performance evaluation, multi-component analysis, modelling and simulation, were carried out as part of the optimisation exercise. The circuit audit results revealed that the TowerMill circuit feed size F80 had increased and ranged from 67–75 µm. The circuit product P80 ranged between 42–55 µm. The average circuit specific energy was 3.4 kWh/t. Moreover, the differences in density between magnetite and gangue minerals had affected the hydrocyclone performance where the efficiency curve exhibits coarse end deflection indicating that low-density coarse material was bypassing to the overflow stream. A multi-component analysis was carried out to further investigate the coarse end deflection of the hydrocyclone efficiency curve. The analysis showed that the magnetite and gangue minerals had different cut sizes of 32 and 64 µm respectively. Furthermore, 33% of the magnetite (below 35 µm) was being recycled back to the mill due to the density effect. Based on these findings, several recommendations for process improvement were identified and implemented including:• converting to a bottom feeding configuration to improve the grinding efficiency in the mill• additional grinding power in the fine grinding duty to compensate for the increase in plant throughput and ore hardness• improved classification efficiency by converting to smaller size hydrocyclones. Simulation studies carried out to evaluate the impact of these implementations had indicated that a P80 close to 35 µm with a steeper size distribution could be achieved by using the bottom feed configuration with additional grinding power. The TowerMill circuit was converted to bottom feed configuration and the performance was evaluated. The operating work index, size specific energy and circulating load were 30% lower than the top feed configuration, indicating that the bottom feed configuration had a higher grinding efficiency. Dust suppression is an important environmental control in most mining operations. The poorest quality water within a mine site is often used for dust suppression since it provides an effective means of reducing the volume of poor quality water. The ultimate fate of contaminants or salinity associated with water used in dust suppression is important to consider for optimising water management and assessing the environmental impact and life span and maintenance requirements of roads associated with dust suppression.The propensity for remobilisation of contaminants or salts depends on a range of factors such as the application rate, climate, road construction, water chemistry and soil geochemistry. This paper describes a typical study approach which could be used to assess the short- and long-term impacts of mine water application for dust suppression. The steps of the study are: reviewing the environmental setting, estimating water requirements for dust suppression, reviewing source water chemistry, developing a mass balance model and assessing the mobility and fate of contaminants with a geochemical model.This approach identifies which salt species are likely to form and whether they are prone to remobilisation. It is possible to quantitatively assess the risk of exporting contaminants or salt from roads and to refine the dust suppression strategy to minimise the environmental risk. The approach can be applied at mine sites to address regulator concerns, aid decision-making and improve the understanding of short- and long-term environmental risks.CITATION:Gimber, C, 2013. This paper presents an assessment of the Robertson (2010a) method within the CPTu inversion parameter framework of Been et al. (1987), using CPTu calibration chamber data presented by Jefferies and Been (2015) and in other literature to assess the validity of the method, with particular focus on applicability of the method to TSFs (i.e. its applicability to loose silts and silty sands). The assessment demonstrates that although the method estimates values of k consistent with calibration chamber data, the method estimates values of m that are generally 1.5 to 2 times greater than calibration chamber data. As a result of this, the method generally overestimates Ψ for values of Ψ less than 0, and underestimates Ψ for values of Ψ greater than 0. This may result in both overly conservative assessment of materials as potentially liquefiable and unconservative predictions of material behaviour for loose materials.

Flotation has been in use at Broken Hill for nearly 100 years, and the process has gone through many different optimisation studies over that time. This paper reviews the current flotation practice at the Perilya Broken Hill Mine, and details one of the recent optimisation studies conducted using mathematical modelling and simulation tools. The optimisation study consisted of surveys of the lead and zinc circuits, mapping of the floatability components of the ore and developing models of the lead and zinc circuits. The models were then used to conduct simulations to simplify the circuit. The study allowed plant personnel to identify optimum operating conditions for their current flotation cells, as well as possible improvements in circuit configuration and cell capacity.

Reconciliation is a powerful tool used by mining operations to compare the mass and grade of ore produced with what was estimated before mining. The primary objective of reconciliation is to verify that the estimated planned metal production is achieved during processing, allowing issues to be identified for which adjustments can be made throughout the mining value chain to improve recovery and maximise efficiency. Traditionally, the mine plan is based on estimated mine grades using sampled exploration drill hole or blasthole grades. Reconciliation discrepancies between the mine plan and mill are common due to such factors as insufficient or non-representative sampling, poorly conceived models, or unrecognised blast movement. MineSense Technologies Limited® (MTL) has developed an X-ray fluorescence (XRF) sensor-based ore classification system that is installed on mining equipment to provide real-time grade estimates of run-of-mine material at bucket, truck, or belt-scale. Bucket level grade estimates provide insights into grade variations at the mine face that were never before available. This data set eliminates some of the leading causes of reconciliation discrepancies and enables tracking of tonnages and grades from the mine face to the processing plant at bucket resolution with confidence. Bucket-by-bucket grades at the mine face enable dynamic optimisation of the mine plan to stabilise the mill feed grade through blending of mine and stockpile loads. Beyond stabilising feed grade, Mine to Mill reconciliation combined with the full XRF spectrum response can generate proxy relationships to ore characteristics like hardness and recovery. These properties can then be predicted at the mine face, enabling further optimisation of the downstream mill feed, not only for grade, but also for power and water consumption, reagent addition, and recovery. Building and Maintaining Community Relationships   In mining terms, the town of Waihi is distinctive with the Martha mine situated right in the heart of the town. MarthaÆs central location and other mining activity nearby means there is an increased community focus on the happenings at the mine and the effects and impacts of mining. While WaihiÆs proximity to the mine is unique, all mines have a community context that they operate within.   Issues of proximity simply heighten awareness and emphasise the need for building and maintaining good community relationships. In the three years we have been working alongside the Waihi community, we have worked together with concerned and supportive residents, representatives of Newmont Waihi Gold and representatives of Hauraki District Council, to develop a collaborative framework for addressing the economic, social, environmental, cultural and spiritual wellbeing of the people of Waihi. This could not have occurred without the genuine commitment of all participants.   This collaborative focus has resulted in some tangible progress in Waihi which, in part, stems from people taking an interest in the town because the town is taking an interest in itself. As we have worked and learned within the process of building and maintaining a collaborative and sustainable community environment, we have tried to adhere to a philosophy and a set of basic principles. We believe that this approach, combined with a teachable skill set, helped to create the opportunity to develop a truly collaborative community environment which continues to grow. Our paper will describe this philosophy, these principles and the skill set that we have applied.   The application of the process in Waihi has resulted in a series of outcomes unique to Waihi. These outcomes include formation of the Waihi Community Vision committee, the Vision Waihi Trust and the subgroups set up to further the interests of particular groups, for the collective benefit of all the community.   Based on our experience of other situations, and on the way the Waihi process has developed, we believe that the identified principles and skills can be transported and used in other cultures and contexts. While the resultant outcomes may differ, the underlying principles will still apply. Progress will come from creating a sustainable environment within which the community (including residents, industry and regulatory authority) can determine its own internal relationships and the vibrant growing sense it has of itself.

This paper describes the acquisition, exploration, development, initial operation and subsequent financing of the Bulawan mine by means of a listing on the Toronto Stock Exchange of a subsidiary of the parent company, Philex Mining Corporation.Located on the island of Negros in the Philippines the property is unique on at least two counts: it is a disseminated gold deposit that occurs in a region of predominantly porphyry copper mineralisation; and it is a gold deposit that is mined by a bulk method of extraction (front and block cave) instead of the normal selective mining methods.

Coal mining legislation makes frequent reference to æSafety Management SystemsÆ but there is a chronic shortage of useful guidance material as to how these might be applied to hazardous exposures. Several studies have indicated that for each death that is reported as a result of an industrial æaccidentÆ, there are five deaths that caused by occupational exposures. Because the deaths from occupational exposures do not occur on site and often well after employment has ceased, they are generally unreported. Improved access to mortality data from coroners, the Australian Institute of Health and Welfare and superannuation service providers (early claims from death and total permanent disability), has given rise to some analysis of death and disability data that provides evidence that there are emerging opportunities to develop and improve safety management systems for hazardous occupational exposures. Issues explored include how safety management systems might be developed in relation to dusts and chemicals and other hazardous exposures to ensure the risk of disorders with long latency periods are reliably assessed and the exposures effectively managed. The current standards and guidelines which refer to safety management systems in general or to management of exposure related hazards are examined. Many standards are based on dose-response studies that provide for an acceptable percentage of workers to suffer adverse health outcomes. An alternative management system might be to apply dose-response relations to health surveillance to identify æat riskÆ individuals and effectively manage health and related safety risk at an early stage.
