The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. At Sams Creek a gold-bearing, peralkaline granite pophyry dyke intrudes Ordovician-Silurian metapelite and quartzite. The granite porphyry dyke has a thickness of up to 40 m, extends discontinuously for about 8 km, and intrudes thin lamprophyre dykes along its contacts. The granite dyke and gold-bearing sulphide and quartz-siderite veins within it have been deformed and recrystallised during several phases of folding, the youngest of which is Early Cretaceous.   The unaltered granite porphyry is composed of phenocrysts of perthite, arfvedsonite, aegerine and quartz in a groundmass of the same minerals, with accessory ilmenite, rutile and fluorite. K-Ar dates of amphibole from the granite gave ages of 226 and 246 Ma, but these ages may be a minimum due to resetting during the thermal and deformation events that have affected the area. Unpublished Ar-Ar data on amphibole from the granite show disturbed spectra with high temperature steps around 300-315 Ma, which is consistent with the age of A-type granites in the Buller region. Further age dating of primary and hydrothermal minerals in the granite is continuing. At least three stages of hydrothermal alteration have been identified in the granite. Stage I alteration is characterised by high fO2 magnetite-siderite ¦ biotite, which is cut by thin quartz-pyrite veinlets (Stage II). These are cut by Stage III sulphide, quartz and siderite veins, and pervasive silicification represented by quartz-perthite-albite-rutile ¦ pyrite-siderite-sericite assemblages overprints the earlier alteration stages. Lamprophyre is altered to a siderite-chlorite-sericite assemblage. Stage III sulphide veins are composed of arsenopyrite + pyrite ¦ gold ¦ galena ¦ sphalerite ¦ chalcopyrite ¦ pyrrhotite ¦ graphite, deposited by low fO2 H2S fluids. The gold contains 18-30 wt% Ag and up to 1 wt% Bi. Temperature of vein formation was estimated from vein quartz fluid inclusion homogenisation temperatures (Th 260-355oC, average 330oC), arsenopyrite-sphalerite thermometry (310-365oC) and quartz-albite stable isotope thermometry (340oC). The altered granite and the veins have been deformed, and recrystallised and competent sulphide minerals are fractured and brecciated. Alteration and mineralisation are confined to the granite porphyry and adjacent lamprophyre.

Reconciliation at large iron ore operations is a complex and time- consuming process. Often the volume of data and the large range of different stakeholders makes the process almost impossible. Up until recently geologists and engineers at these operations would spend hours cutting and pasting data in and out of monster spreadsheets, diligently comparing how resource/reserve models, grade control and survey pick-ups compare to what was actually produced. In 2003 the Sishen Iron Ore Mine in South Africa broke this cycle by implementing SnowdenÆs Reconcilor software. The implementation of a dedicated reconciliation system required a number of existing practices to be changed, with the involvement of stakeholders right across the mine. Data sources had to be clarified and validated, terminology had to be standardised, processes needed to be documented and some methodologies needed to be updated. This was a task that required significant effort by Kumba personnel so that the system could be successfully implemented. This paper provides a case study of the reconciliation system implementation at Sishen. It is a story of an operation that evolved from using a number of fragmented reconciliation processes to using a unified automated system. This paper outlines the key estimates and measurements that are used for reconciliation, details the characteristics of an automated web-based information management system to facilitate the process and provides some insights about the benefits that have been gained though the use of a rigorous reconciliation process.

To enable ammonium nitrate-fuel oil (AN-FO) to be used on an equal weight basis with nitroglycerine explosives, smaller diameter bore holes became necessary with consequent modifications to drill steel and burden on holes. Detonation of AN-FO in small diameter holes proved successful both with and without primer charges but some alterations were required to adapt anoloders to the smaller holes.Important factors in training all operators in the new charging method were the retention of improved fragmentation, avoidance of excessive overbreak and keeping wall rock dilution to an absolute minimum. The successful storage of ammonium nitrate in climatic conditions with daily temperature fluctuations above and below the critical 90°F has been achieved.INTRODUCTIONTechnical aspects of ammonium nitrate-fuel oil (AN-Fa) blasting agent are well covered in recent literature. This paper deals primarily with the manner of its introduction as the principal explosive underground at Great Boulder Gold Mines Ltd. and with the many problems encountered in the process. Following reasonably successful experimental firings in June 1962', using granular ammonium nitrate and an anoloder, permission was granted by theWestern Australian Mines Department to carry out test work in selected areas of the mine. The explosives demolition of a post-stressed, steel reinforced, concrete road bridge in Australia’s capital city, Canberra. The bridge was 50 m from the new replacement bridge, 320 m from community structures and within five kilometres of the national parliament buildings. The job required multiple overlays of risk assessment, public relations, safe work procedures, specialised blast design, environmental predictions and flyrock controls. Project stakeholders included Worksafe, Roads ACT, bridge owners, consulting structural engineers, community groups and road users. The bridge precincts, including a major road underneath, had to remain operational to peak traffic in the days leading up to the demolition. The break-up and removal of debris had to be executed in just two days from Friday to have the road beneath re-opened for Monday morning city-bound traffic.In Canberra, all explosives demolitions are now viewed with particular caution after a demolition in 1997, during which a young girl was killed. Any approval requires that Explosives Regulations, AS2187 2006 and Worksafe processes are satisfied, and a convincing case presented for blasting as a safe and viable option.Our design used specialised shaped cutting and blasting charges to sever in situ concrete beams and tendons and to shatter components of the stressed concrete bridge assembly. We include comments on structural engineering reports dealing with pre-weakening mechanisms. The benefit of pre-weakening is that it reduces the amount of explosives needed to safely complete the job and facilitates quick removal of debris after the shot. The complementary skills of the team, each one an expert in his field, resulted in a highly successful demolition, praised by authorities as an outstanding example of controlled use of explosives.

The current status of battery collection and recycling schemes in Australia are explored in light of current developments in product stewardship and increasing pressure to decrease materials going to landfill by originating equipment manufacturers. Used consumer batteries, both single cycle and rechargeable contain a mixture of valuable metals and potentially toxic materials that may become a resource/revenue stream to offset the cost of disposal/recycling. Although the volume of batteries discarded in Australia is modest compared to other global population centres, the expected increase in battery use with increasing equipment portability and future developments in the automotive industry, provide an opportunity to recycle. The requirements for a battery recycling facility in Australia and the most promising processing platforms that may exploit the resource with enough flexibility to cope with battery developments and market trends, are explored.

It is well known that the ability to influence project value reduces significantly as planning progresses and decisions regarding project parameters are made. However, at the prefeasibility stage in particular, where one of the main aims should be to evaluate a wide range of options in order to select the best for more detailed further study, there is often a reluctance to spend the time and money needed to do this rigorously. This paper demonstrates, by a number of case study examples, how significant increases in value may be obtained by fully evaluating the combinations of alternatives for various project design parameters, including (though not limited to) mining methods, haulage methods, mining rates, processing methods and rates, sequencing of mining, and cut-off grades, with changes and upgrades over time where applicable. The additional value unlocked is typically orders of magnitude greater than the additional cost of the more comprehensive study. The dangers of misuse of simplistic sensitivity analyses and failure to identify how strategies might change in response to changes in external factors are also illustrated, and the importance of selecting the best ægrade descriptorÆ is discussed.

Anglo PlatinumÆs Potgietersrust Platinums (PPRust) operates three open pits and plans to excavate 90 Mt of rock in 2007. With pit slopes expected to reach a height of 400 m, the geotechnical department has a key role to play. Over the last four years PPRust has successfully implemented new geotechnical strategies and tactics to reduce risk, improve safety and maximise profitability. A large database of core logging, face mapping and rock testing data has been assembled and used for failure analysis, geotechnical zoning and rock mass ratings. The data has also been used for optimising blast designs on a daily basis through the use of a geotechnical block model. This greatly improves blast fragmentation and therefore loading and milling efficiencies. The slope design process involves limit equilibrium analysis, numerical modelling, rock fall analysis and block modelling. Slope management includes comprehensive limit blasting and visual inspections, and state-of-the-art slope monitoring equipment, namely the GroundProbe radar, Riegl lasers and GeoMoS automated prism monitoring. The risk-consequence approach has been used in slope optimisation, where all the slope analyses, operational controls, costs of failure, economic analyses of various slope designs and fault tree analyses are used to determine the ideal slope designs. These activities added over $25 million of value to the operation and also ensured compliance with Anglo AmericanÆs acceptable risk level. The successful mining of the optimised slopes is to due to the greatly improved geotechnical knowledge and slope management. PPRustÆs geotechnical work is used as a benchmark for Anglo American open pit operations. The focus of the paper will be on the value added to the operation by all aspects associated with slope management.

Both primary and secondary ventilation is important in underground mining. Secondary ventilation refers to the provision of ventilation to development ends, stopes and services facilities, which constitute secondary circuits tapped off the primary circuit or main through flow of air.An unbalanced primary and secondary combination can cause re-circulation, which is inefficient and potentially hazardous. These inefficiencies extend into operational and other considerations, such as power.Most cost justification analysis covers capital and physical consumables. These analyses are often not comprehensive or holistic. For too long we, as an industry, have borne the brunt of irrational claims, poor science and even worse, journalism with regards to our affect on the environment. To some of us, the overwhelming media attention on greenhouse warming, the polluting outputs of mineral processing or unthinkable depletion of natural resources has left us embarrassed and more unfortunately has turned bright young people away from a career in the minerals industry.This paper shows the hypocrisy associated with an element of the green movement and dispels some general myths on mining disseminated by radical environmentalists.The fallacy of the greenhouse warming effect will be scrutinised by common sense and the mining industryÆs use of land will be discussed and put in proper perspective.Problems associated with safety and emissions and the means to overcome such are discussed briefly.

Ernest Henry Mining commenced operations on its copper-gold project in August 1997, some two months ahead of schedule and ten per cent ($35 million) under budget. The mine is located in the highly prospective Mount Isa/Cloncurry mineral district in north-west Queensland, approximately 38 km north-east of Cloncurry. The developer and operator of the project is Ernest Henry Mining Pty Ltd (EHM), an incorporated joint venture between MIM Holdings Limited (51 per cent) and Savage Resources Limited (49 per cent). The deposit is located approximately 40 km north of Cloncurry in North West Queensland and lies beneath a featureless black soil plain with no significant creeks or gullies cutting across the site. Vegetation is sparse and consists essentially of Mitchell grass with occasional low shrubs and trees. Up to nine million tonnes of ore and over 43 million tonnes of waste will be extracted each year from an open pit operation to produce approximately 350 000 tonnes of concentrate when in full production.

Societal influences, needs, and uses for recyclable materials are becoming increasingly important business and economic factors in the traditional natural resource companies. Several metals (such as steel, aluminium, zinc, lead and cadmium) are amenable ro recycle which eliminates solid waste generation and decreases the depletion of natural resources. In recent years, the non-ferrous industries have begun to recycle more materials and the next decade will see even larger recycle efforts. In addition to the traditonal recyclable materials, existing metallurgical plants are, or should be, able to handle and recycle materials viewed as 'hazardous'. Unfortunately, some national and regional regulations hinder, and in some cases prevent, the recycling of certain materials. Zinc Corporation of America (ZCA) is currently the largest producer of zinc metal in the USA and one of the world's largest producers of value-added zinc products. Over the last few years, ZCA has become one of the world's largest recyclers of zinc from various diverse materials. ZCA considers these recyclable materials as valuable 'land mines' that provide economic alternatives to the depletion of natural resources while serving society in the minimisation of solid waste disposal. Using the current production facilities of ZCA as a model, this paper overviews the recycling of zinc-bearing materials with special emphasis on: 1. the amenability for recycle within ZCA's pyrometallurgical and hydrometallurgical operations, 2. the quantities and economics of recycle, 3. the problems of recycling hindered by current national and regional regulations, 4. the concepts of total recycle rather than just recovering zinc while generating a modified solid waste, and 5. the motivators for recycling.

A major challenge for closure planning at mining operations below the water table is evaporation from final void pit lakes and concentration of salts, which can impact on downstream groundwater (and surface water) flows and quality. Where such impacts are deemed unacceptable, the closure approach that is often adopted is to infill the final voids with waste rock to above the pre-mining water table to prevent the development of a pit lake and subsequent evaporative losses. BHP Billiton Iron OreÆs Marillana Creek (Yandi) mining operations face these issues. The orebody is a channel iron deposit that forms the major aquifer in the region, which will be completely mined as a series of elongated open pits over tens of kilometres. The major constraint on mine closure planning was the stripping ratio of less than one, which means that there is insufficient waste rock to infill all areas to the pre-mining water table. Hydrogeological investigations and groundwater modelling indicated that standard mine closure approaches would result in pit void lakes becoming saline sinks unless the residual void geometry was optimised to minimise evaporation and maximise throughflow. The solution developed is a cost-effective long-term mine plan that meets all mine closure objectives, and involved:the selective infilling of all pits, largely using run-of-mine waste dumping with limited re-handling; the diversion of the major part of up-catchment creek flows around the mining operations to allow mining of the resource under Marillana Creek crossings, which in turn restricted overall aquifer recharge and reduced the elevation of the long-term water table; the diversion of some minor creek tributary flows into specific locations within the mine path to induce hydraulic gradients to maintain groundwater throughflow and water quality; and close integration of mine plan optimisation (mining and waste dumping schedules) with groundwater modelling scenarios to achieve acceptable environmental outcomes. This approach is designed to result in no reduction in downstream surface water flows or quality, maintenance of adequate downstream groundwater throughflow to support groundwater dependent ecosystems, and no reduction in the beneficial use status of the downstream groundwater resource.

Infrared spectroscopy has the ability to accurately measure mineralogy of drill cores, allowing for better spatial characterisation of iron ore deposits and potentially improving the prediction of key mining and processing parameters at the deposit scale. BHP Billiton Iron Ore is using infrared spectroscopic drill core logging to provide fast and accurate mineralogy for diamond cores and reverse circulation (RC) samples.Mineralogy can be predicted from infrared spectroscopic drill core data with errors on estimates ranging from six to 12 weight per cent. The error on the clay estimates is significantly lower than for hematite and goethite content estimates. This manuscript presents the results from a study on a bedded iron ore deposit, hosted in the Brockman iron formation, for which infrared spectroscopic data were collected on all of the diamond and RC drilling. The lower orebody (LOB) at Chingola Divi- sion of Nchanga Consolidated Copper Mines Limited (NCCM) accounts for approximately 30 per cent of the total copper production for the company. The uniformity of the geology of the orebody lends itself readily to a computer based ore reserve calculation and accounting system. The mining units are physically defined such that a hierarchical type of com- puter file organisation can reflect the existing physical interdependencies. In 1972, a project team consisting of one representative from each of the mine planning, operational research, and computer services departments was formed to investigate and to define the technical mining requirements of the dynamic ore reserve system (DORS). Mines, after becoming operational, often retain the same support and reinforcement designs developed in the feasibility study. These designs are conceived from limited drilling data and regional experience, thus having an empirical flavour. Empirical designs are perceived to be conservative, catering for a variety of failure mechanisms, which are not always present in mine development drives.This begs the question: If you were to invest in the necessary resources to obtain sufficient data and complete the required analyses for the different development drives in the mine, to engineer a support and reinforcement scheme with the capacity to match the demand of the rock mass, what is the difference in cost when comparing an empirical design to an engineered design?To answer this question, mine tunnels with different geometries and orientations, where detailed structural data was available, were selected for a comparative design exercise. Material cost, development cost, cycle time and professional fees for engineered and empirical designs were estimated. The outcome is summarised in the following paper that discusses the process followed and the results of the design comparison.

Safety and health at work is about people. It is about people who plan for work, organise work and perform work. It is about those who come in contact with the workplace and those who are responsible for the workplace. There are wider ranging safety and health obligations that are imposed on the industry stakeholders that span all phases of the production process. In all cases, those responsible for discharging the obligations must ask the questions: Is what we propose safe?, can it be done safer? and are we sure? What we learn from recent legal cases before the courts is that it is essential that all stakeholders work together in a collaborative way when discharging these obligations. Safety and health at work cannot become an issue that is viewed only through the eyes of a single stakeholder group. The reason for this is quite simple. The interrelatedness of the responsibilities that are imposed on each of the stakeholder groups, means that the performance based legislation simply wont work, where an active model of communication and consultation is not in place.

Avoca Resources LimitedÆs Higginsville Gold Project has a resource base of over 1 300 000 oz of gold. The Trident underground mine, which forms the basis of the project development, has a resource base of 927 000 oz of gold. Avoca is building the Higginsville Gold Project based on a minimum ten year vision, producing over 150 000 oz per annum. The project development has taken less than three years from the Trident discovery hole in October 2004 to the first ore production in June 2007. This paper discusses the background work associated with the development of the Trident underground mine in a difficult period for new project development in Western Australia. The resources boom, led by the iron ore industry in the Western Australian Pilbara region, is creating cost pressures and, combined with a lack of people and equipment, is placing cost and timing stress on a small developing project. Avoca Resources has developed a project execution management strategy aimed at mitigating cost blow outs and schedule delays.
