The loss of 11 miners in the 7 August 1994 Moura No.2 Underground Mine Disaster was the catalyst for major change in the way safety was managed in the Australian Mining Industry. The impact was felt across all sectors not just underground coal. It was the catalyst for the overhaul of the regulatory frameworks, moving away from prescription to management systems and risk management. This had a substantial impact on the way not only the industry operated but also on how the regulator functioned. It heralded the introduction of competency-based training across all levels of the mining workforce. Since that time major improvements in safety performance have occurred. However, hiding within the statistics are some disturbing trends. This paper aims to analyse the progress made in the past 30 years and identify the current and emerging issues. Automation is bringing major production and safety benefits, but at the same time other factors such as the reduction in workforce numbers and ever-increasing production pressures are leading to high turnover rates. This in turn causes to a loss of experience and expertise. In addition, and of particular importance, is the recognition of psychosocial wellness on workforce safety. Many of these factors are not unique to the mining industry however they may be exacerbated by the scale of mining, the remoteness of the mines and family unfriendly mining rosters.

Martha Mine is an open pit gold-silver mine, located within the township of Waihi, 150km southeast of Auckland and is operated as a joint venture between Normandy Mining Ltd. 67 %) as Manager and Otter Gold Mines Ltd. (33%). The deposit was historically mined, by underground methods from 1888 to 1952, producing 5.5 moz of gold and 30 moz of silver, from 11 mt of ore. The current operation began in 1988, producing, to June 1999 - 867,245 oz of gold and 5.5 moz of silver from 9.5 mt of ore. The licensed reserves were due to be mined out by late 2000. Consents were granted in December 1998 to allow the expansion of the operation through to 2007 accessing an additional 7.5 mt of ore at 3.4 gpt Au and 26.0 gpt Ag for 800,000 oz of gold and 6.4 moz of silver. The key elements of the expansion are: 1. Pit enlargement 2. Upgraded crushing and material handling facilities 3. Construction of a second tailings storage facility 4. Upgraded water treatment capacity 5. Increased operating capacity This paper presents an update of expansion activities to date.

The Queensland Department of Natural Resources and Mines (NR&M) accepted the environmental liability for the Mount Morgan minesite in 1991. This gold and copper mine located 38 km southwest of Rockhampton had been in operation for more than 100 years. Mining leases are still active while the feasibility of a reprocessing operation is carried out. From 1993, NR&M have operated a seepage interception pumpback system which has reduced the chronic load of acid rock drainage (ARD) to the adjacent Dee River, a tributary of the Fitzroy River system. In early-2000, it was recognised that a ten-year plan for rehabilitation of the mine, along with significant funding would be required if a long-term sustainable rehabilitation strategy was to be implemented at this minesite, ultimately making the seepage interception system redundant. A rehabilitation planning workshop coordinated by NR&M was held in May 2000. This workshop brought to the mine a range of technical expertise and key stakeholder groups. This workshop provided a technical forum for review of studies undertaken and to identify priority projects, which needed to be undertaken in the future to more clearly define contaminant sources on the mine site and to prioritise the rehabilitation program. Stakeholder consultation enabled the project team to be clear on community and other government (eg Environmental Protection Agency) expectations. It is clear that the future of the economically depressed community of Mount Morgan will be reliant on the careful management of the significant heritage values at the minesite for tourism, education and research. In the first year (2000), priority studies were initiated, which included whole of site studies on water balance, contaminant sources and a review of occupational health and safety and environment of the minesite and conservation and heritage scoping. Baseline vegetation and soil materials surveys were also initiated. The outcomes of these studies helped to shape the work program for the following year, while providing a basis for an additional funding application, which was granted. The second year of studies focused on building upon the existing baseline studies completed. In addition, studies focussed on addressing the priority issue of contingency planning for overflow from the open cut pit in accordance with best practice management of release water and river monitoring strategies were completed. Completion of these projects over the next six months will enable the optimal rehabilitation strategy to be defined in 2003. This optimal strategy may require the use of a water treatment plant for part of the ten-year program to provide space in the open cut pit for the deposition of ARD contaminant sources (eg waste dumps, tailings). It is envisaged that some sources will be rehabilitated insitu while others will be relocated to the open cut pit. Implementation of this strategy will be dependent on subsequent funding.

In this paper a quantitative deterministic risk modelling approach (Quadrim) is introduced. The mathematical framework and equations for quantifying uncertainty within and aggregating across value chain nodes from error propagation techniques is proposed and discussed. A case study and worked examples, based on a hypothetical mine are then presented. This illustrates how uncertainty from the mining and economic value chains can be handled in a typical net cash flow calculation, and how this can be translated to a risk model. It is then illustrated that current valuation techniques do not just result in an information gap for decision makers. Traditional approaches such as discounted cash flow (DCF) analysis and truck and shovel productivity analysis, which do not take into account uncertainty in input values, can result in potential bias in estimates such as net present value (NPV) or equipment hours

A numerical model has been developed to simulate the effectiveness and costs of a number of conceptual remedial measures aimed at reducing acidity and metal concentrations in the Ngakawau River and its tributaries near the Stockton Coal Mine, situated on the West Coast of New Zealand. The Stockton Coal Mine has been in operation over the past 100 years. During that time, seepage from waste rock dumps has contributed to elevated acidity and metal concentrations in the Ngakawau River and some of its tributaries. The yearly mean rainfall at the mine site is 6000 mm. The model, developed using GoldSim software, simulates rainfall, run-off and stream discharge for 26 tributaries. It then calculates acidity and metal concentrations in the mine impacted tributaries and the dilution downstream from the mine. The model has been calibrated to measured flow and acidity and metal concentrations in the Ngakawau River and some of its tributaries. Acidity and metal loads are removed from the system in accordance with specified efficiencies and capacities of the respective conceptual remedial measures. The user can compare specific remedial measures, or a combination of conceptual remedial measures. The model predicts the acidity and metal concentrations at a number of monitoring stations for any remedial strategy selected by the user. It also calculates the capital and operational costs for that particular remedial strategy. This paper presents the development of the numerical model and describes how the end-user can use it to compare the efficiency and costs of various remedial strategies by running different æwhat ifÆ scenarios.

In this paper is given a description of the flotation plant recently erected by Broken Hill South Limited at the South Mine, Broken Hill, N.S.W. It has been built on the site of the old flotation plant, which was described in a previous paper published by the author. The present paper is supplementary to the former paper in that it replaced the following sections thereof, namely, those from end of the second paragraph, page 269, to the end of the first paragraph page 282, and from the end of the second paragraph, page 284, to the end of the third paragraph, page 302.The roll crushing, fine grinding, gravity concentration, filtration, disposal of products and sampling in the new plant are the same as described in the above mentioned paper.The reconstruction of the flotation section, described herein, completes the reconstruction and modernisation of the treatment plant which was begun in 1928. A description of these earlier alterations has already been published in the Proceedings of this Institute.

Privately-owned companies considering investing in the resources sector can optimise their investment decisions by adopting a systematic technical assessment of acquisition assets, similar to the approach commonly adopted by public financial institutions and publicly-listed companies.Technical due diligence provides a process to identify key geological, mining, geotechnical, metallurgical, environmental and social risks and opportunities and determine the most likely business case and valuation of assets. Technical due diligence is commonly carried out in parallel with legal, commercial and financial due diligence, often involving the acquirer, to maximise the understanding of the investment.There are significant advantages in investors conducting a comprehensive technical due diligence, which typically involves site visits and project assessment to international standards by an independent, multidisciplinary team of experts. The outcomes provide the opportunity for the investor to make early, informed decisions and to understand and manage risks.Technical due diligence may be carried out at several stages: when considering and weighing up a number of investment options, prior to and during a transaction or immediately post-transaction. In the first stage, the outcomes will inform the choice of investment and, more particularly, whether there are any fundamental flaws in the projects being considered. In the second stage, due diligence outcomes can inform the level of investment and approach to risk management and planning. Metallurgists operating Knelson Concentrators (KC) often rely on manufacturerÆs recommendations for selecting operating parameters, such as fluidising water flow rate and cycle time. Recent studies have shown that these parameters are not only dependent on the machine parameters but also on the feed characteristics, such as size distribution of the gold and gangue particles and the composition of its constituent minerals. It is known that a particle entering a KC initially traverses a circular path within the bowl. For a particle to maintain a given orbit, the required centripetal force must be supplied by external means. It has been argued that this centripetal force, which is dependent on the mass of the particle, its radial position and the rotational speed of the bowl, is provided by the fluid drag force created by inwardly moving fluidising water and the BagnoldÆs force created by the particle/particle collisions. Depending on the fluidising water flow rate, one of two situations can occur where the porosity of the bed increases or decreases, which influences the amount of material retained within the bowl. The amount of material of a given size and density retained in the bowl is thus dependent on the extent of the centripetal force provided. Based on the above concept, a criterion that can be used to predict the amount of material recovered in the bowl has been derived and validated by experimental data. It may also be construed that this criterion demarcates the transition of the bed from a packed-bed state to a fluidised state. By identifying the transition values for the different constituent mineral particles in the feed, it is possible to estimate the optimal fluidising water flow rate that would maximise gold recovery while minimising gangue recovery. In addition, the kinetics of gangue displacement by incoming heavy mineral particles were also studied using synthetic mineral mixtures. The experimental data suggests that this process follows first order kinetics and that the build-up of heavy mineral reaches a maximum. A model has been proposed to predict the optimal batch cycle time for a KC in terms of the feed characteristics and machine operating parameters.

The transportation of solids by pipeline is not new. In 1891 a United States patent broadly covering a method of pumping coal with water was granted to W. C. Andrews. His pilot plant was constructed on what is now the site of the New- York Public Library in Manhattan. His process was applied to pumping coal mine waste back into the worked out portion of coal mines. On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this 5.0 million dollar installation climaxed three years of development, testing, and construction and proved the Company's faith in pioneering' this unique transportation method for iron ore. This paper will discuss some of the more pertinent items in connection with that three-year period. Also to be discussed will be the operation of this line during the past eleven months.

Across the life-of-mine, water is both an essential commodity to mining, and one of the most significant hazards. In Australia, a land of drought and floods, availability of water is a critical strategic risk for mine sites and neighbouring stakeholders, with both insufficient water leading to curtailed operations and contested space, and extreme water closing operations through flooding of mine sites, transportation infrastructure and unplanned regulatory restrictions. In addition to these major strategic risks, water must be addressed in operational risk management activities in many different ways.This paper develops a set of categories for classification of water risks based on academic papers from the water in mining literature. These categories are applied to media content analysis of articles in International Longwall News (ILN) (an online coal industry news site) obtained with the search terms ‘water’, ‘rain’ and ‘flood’. Identified risks are discussed within the context of the life-of-mine. The paper uses these same categories to analyse the treatment of water risks in a new coal industry risk management body of knowledge called RISKGATE (http://www.riskgate.org, Minerals Industry Safety and Health Centre, The University of Queensland). The discussion of water risks in both INL and RISKGATE is compared and contrasted to pinpoint opportunities (and a roadmap) for further development of a specific RISKGATE water module for site-based operations. QNI Pty Ltd operates the Yabulu Refinery located 25 kilometres north of Townsville, North Queensland. The plant treats nickel laterite ores sourced from the Philippines, Indonesia and New Caledonia. The cobalt head grade and overall recovery expectations for the 2001/2002 financial year are 0.161 per cent and 53.8 per cent respectively. Cobalt is a valuable byproduct derived from the nickel refining operation which utilises the Caron Process. Any increases in cobalt recovery that are achieved from the existing relatively low level provide significant improvements to the bottom line of the operation. Towards the end of 2000, a project was undertaken to characterise cobalt losses with the sole purpose of improving cobalt recoveries using a variety of analysis techniques. The Time-of- Flight Secondary Ion Mass Spectrometry (TOF-SIMS û University of South Australia) method was used to verify the presence of surface bearing cobalt species, originating from either co-precipitation or adsorption mechanisms. Cross-section examinations were also performed using Scanning Electron Micrscopy (SEM) and Energy Dispersive X-ray Spectrometry (EDXS). These techniques indicated the presence of high cobalt concentrations (in the order of several per cent) within a select number of roasted and leached ore particles. The phenomenon of cobalt losses due to incomplete leaching within specific ore particles was not widely documented within the Refinery prior to these studies. In order to quantify losses via this mechanism, Mineral Liberation Analysis (MLA û JKTech Centre) was also performed on key samples. This paper serves to document a systematic approach in determining the source of significant valuable mineral losses in an established, operating plant. It discusses the use of a variety of analytical techniques, which have been adapted for the minerals processing industry, but are strongly relevant for plant investigations in the hydrometallurgical industry.

Since the 1950's drilling has been rapidly mechanised. First from hand held drills with air legs to pneumatic jumbos, then to more effective hydraulic jumbos. Development of underground drilling equipment naturally could not have stopped here. Hydraulic drilling saw an improvement in drilling capacity and efficiency after the introduction of second generation drifters in the early 1980's. Also in the early 1980's a few equipment suppliers started to study how to improve the efficiency in operating the rigs. The first computerised rigs for tunnelling were delivered to work sites in mid 1980's. At the same time a few computerised longhole drills started drilling in mines.

The distribution ratio of Pb (LPb s/m) between three types of slags (FeOx–SiO2, CaO–FeOx and FeOx– CaO–SiO2) and molten copper after equilibrium was measured at 1300°C and oxygen partial pressure (pO2) of 10-10–10-6 atm. Results showed that for FeOx–SiO2 slag, the LPb s/m increased from 0.024 to 2.57 with pO2 increased from 10-10 to 10-6 atm. The LPb s/m with CaO–FeOx slag was lower than the FeOx–SiO2 slag at the same pO2, ranging between 0.015 and 0.53. Using the FeOx–CaO– SiO2 slag generated LPb s/m values (0.02–1.6) in between. The oxygen partial pressure in the investigated range had no obvious effect on the activity coefficient of PbO (γPbO) which was averagely 0.44, 1.70 and 0.71 for FeOx–SiO2, CaO–FeOx and FeOx–CaO–SiO2 slags, respectively. The increases in the (CaO+MgO)/SiO2 mass ratio of the FeOx–CaO–SiO2 slag induced the decrease in the LPb s/m and the increase in the γPbO value. However, the variation in the Fe/SiO2 mass ratio didn’t exert obvious effects.

Gold mineralization at Kidston occurs in a semicontinuous zone near the margin of a large, late Palaeozoic breccia pipe. The pipe is ovoid in plan, funnel-shaped in cross section and straddles a contact between Proterozoic metamorphic and granitoid rocks which are intruded by a swarm of late Palaeozoic acid dykes. Rock fragments within the breccia pipe reflect the enclosing country rocks and mix in various proportions to form gradational lithological domains. Most of the gold is free and is located in the breccia matrix and in a set of inwardly dipping sheeted quartz veins which kink around the pipe margin. Sulphide minerals, dominantly pyrite, occur as disseminations in the breccia matrix and as aggregates in the cores of quartz veins. Hydrothermal altLration is pervasive within the breccia and is most intense in areas with the highest percentage of acid dyke fragments. Sericite and carbonate are the main alteration minerals. An empirically developed genetic theory for the formation of the breccia pipe and attendant mineralization involves magmatic and post-magmatic processes associated with the intrusion of a granitoid body to a shallow level in the crust. Economic evaluation of the deposit relied heavily on the results of diamond drilling. Both polygonal and geostatistical reserves were calculated and found to be in close agreement. Geostatistical reserves are considered to more closely reflect the tonnes and grade achievable during mining. "Tyres consumption is one of the costliest branches of the operation in a truck-based haulage mine. Off-the-road (OTR) tyres working within undesirable conditions have a considerable negative impact on the whole mine’s productivity. Only the rolling resistance due to underinflated tyres could increase truck fuel consumption by 15 per cent. The impact of other conditions such as road surface quality and temperature are difficult to estimate. Tyre management is a demanding activity that requires a high level of coordination between maintenance and production departments.The project is aimed to develop a smart decision tool to assist mine managers to optimise tyre resources. By identifying factors that have significant impact on tyres, managers are able to take timely action to mitigate undesirable working conditions.The proposed model utilises real-time tyre measurement of pressure, temperature, speed, load, deformation and surface profile to report tyre performance in terms of tonne-kilometre-per-hour (TKPH) and tyre longevity. Both indicators are permanently monitored in order to trigger a warning system designed to keep tyres under optimal working conditions.An interactive database ‘Octo-Mine’ wirelessly receives records from a programmable logic controller (PLC) deployed on the truck. PLC records are the integration of multiple sensor signals with a time stamp. Octo-Mine utilises real-time and historical tyre records to generate online performance and longevity reports, as well as preventative and corrective tyre maintenance scheduling, by comparing current tyre status with established standards.To validate the model, the prototype database was populated with hypothetical data to simulate ideal working conditions subject to comparison with real field observations. Additionally, a laser-based technology prototype device successfully measured a new 9 mm tyre tread and a 60 000 km rolled tyre tread in the laboratory.In conclusion, optimal tyre management contributes not only to reduction of tyre waste but also to truck energy efficiency. This project is a first step in proving these benefits under real field conditions. State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

There are a number of mineral processing operations which produce at some point a stream of hot particulates. At today's energy prices it becomes important to recover the energy held in the hot particulates. Sometimes it is convenient to use gas, e.g. in air pre- heating, and this will be appropriate in some circumstances. There are cases where it would be very useful if energy in the hot processed particles could be exchanged to the cold feed solids. This can be achieved within appropriate limitations by countercurrent heat exchangers comprised of parallel channels which contain, alternately, fluidized solids of 'hot' and 'cold' streams respectively. A pilot- plant has been built. Some calculations relating to industrial application will be Presented.

In the year 1926, Edie Creek, in the Morobe District of the Mandated Territory of New Guinea, saw the greatest gold rush of recent years. Situated 35 miles inland from the coast, and at an altitude of over 6000 feet, Edie Creek presented to the original prospectors a wet, jungle-clad uninhabited, and inhospitable region. There were no roads; and the only means of approach from the equally inhospitable coast was by an eight to ten days' tramp through coastal swamps and gorge-scarred mountains. All food supplies and equipment had to be carried on the backs of "kanakas," and in many cases through country occupied by hostile natives.Since the first discovery of payable gold at Edie Creek, mining on the Morobe Goldfield has shown remarkable progress, and in spite of the tremendous natural difficulties, the field today ranks as one of the most important in Australasia.Aeroplanes, more than any other factor, have been responsible for this rapid development. They provide the only means of transport from the coast, and at present serve the needs of over 600 Europeans and 3000 indentured native labourers engaged in the industry.

The Ekati Diamond MineÖ is CanadaÆs first diamond mine and is located 300 kilometres northeast of Yellowknife in the Northwest Territories. The development of the mine supports sustainable development through the integration of environmental, economic and social considerations with the broad aim of minimising environmental impacts while maximising opportunities and benefits to northern residents and northern businesses. The environmental assessment and regulatory processes for the Ekati Diamond MineÖ were the most extensive seen in the NWT to that date; in Canada only uranium mines receive more attention. In addition to the regulatory requirements, an Environmental Agreement was negotiated with the Governments of Canada and the Northwest Territories to address environmental concerns not covered by existing legislation and regulation. Under the agreement an Independent Environmental Monitoring Agency was set up to oversee the regulatory process and implementation of the Environmental Agreement. Environmental stewardship is implemented through an Operational Environmental Management Plan, part of which includes effects monitoring programs for wildlife and aquatics where available traditional ecological and scientific knowledge are integrated to broaden our understanding of the tundra environment. A Socio-economic Agreement was concluded with the Government of the Northwest Territories to maximise employment and business benefits to the north. Voluntary and confidential Impact Benefits Agreements (IBAs) were also negotiated with four Aboriginal groups who use the area where the mine is located. The intention of the IBAs is to foster development initiatives and a partnership thereby helping to insure that benefits from the project flowed to the Aboriginal groups despite a lack of settled land claims in the region. All these were completed before commercial production in October 1998. Employment targets of 62 per cent residents of the Northwest Territories and 31 per cent Northern Aboriginal have consistently been met thereby ensuring benefits flow to residents of the Northwest Territories. In 2000, $316 million was spent to support operations at the Ekati Diamond MineÖ. Of this, 82.2 per cent of total spending and 26.6 per cent total northern spending was northern and northern Aboriginal businesses, respectively. The environmental and socio-economic monitoring results are reported annually to the responsible government agencies and potentially affected Aboriginal groups. To date, there have not been any significant adverse environmental effects documented and socio-economic targets have been met.

Newcrest Mining LimitedÆs Telfer Mine is a world-class gold and copper producer, situated in the Great Sandy Desert, in the north west of Western Australia. The mine has a number of distinctive characteristics such as being one of AustraliaÆs most remote mine sites, being within 270 km of the hottest town in the southern hemisphere (Marble Bar) and having been shut down and reopened after a two-year feasibility study. The construction of a new plant and reopening of the mine gave Newcrest the opportunity to review their mining practices and systems including the opportunity to incorporate reconciliation as a core process. Telfer is now well on the way to being one of the largest gold and copper concentrate producers in Australia. When the mine reopened in June 2003, Telfer implemented SnowdenÆs Reconcilor software system to facilitate reconciliation of geological models, production data and plant measurements. The system was implemented on site in June 2004, as a web-based information management system, integrating other existing mining and plant software packages. It continues to provide an auditable process and consistency of data, providing ease of analysis with standard and customised reporting. This paper provides a case study of the reconciliation system implementation at Telfer. It outlines the consolidation of a number of management systems into one centralised system that can be used to compare and reconcile the tonnes and grades from the mine through to the mill. The authors outline the key estimates and measures that are used for reconciliation at Telfer, detailing the characteristics of the system used to capture the information and the benefits that have been gained through the use of a rigorous reconciliation process on a complex orebody.
