Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. The urban environment and geology create unique challenges for design and construction of deep foundations. The effect of these is prominently experienced in New York City. Three such project case histories are presented in this paper. The first project is a multi-use development. Relatively unusual glacial geology was observed at the site during the subsurface investigation phase. This played an important role in the selection of deep foundations as well as during construction. The design and construction aspects of the pile foundations, settlement estimates, a pile drive test program during design, piling equipment and production pile installation are discussed herein. A relatively smaller project is the second case history. A combination of drilled and driven deep foundations was employed in one area of the project due to its unique conditions. In another area of the project, an addition to a structure required the use of supplemental foundations to resist new additional loading. Tight space and load sharing with the existing foundations were important considerations in the design and construction. Finite element modeling of the existing and completed structure was performed which was an interesting aspect of the project. The third project case history involves a very large multi-billion dollar project in which various different types of deep foundation elements were used. The aspects requiring the use of such a variety of types and sizes of deep foundation elements included: geologic conditions, re-use of existing foundations, protection of adjacent infrastructure, construction staging, restricted space, loads, deep excavations, cost and schedule.

An investigation was conducted to study possible sources of Utah refractory and structural clays that could be used for the manufacture of refractories and light or buff burning heavy-clay products. A field study was made and the clay samples tested to determine their firing characteristics. Results of the Bureau's work indicate many small noncommercial deposits of hypogenic clay occur in igneous rocks. Commercial hypogenic deposits are mostly halloysite clay developed by hydrothermal replacement of limestone. The high firing shrinkage of halloysite precludes its use as a refractory, however, halloysite produced at the Dragon Mine south of Eureka, is used for making oil catalysts. Clays and shales suitable for low heat duty refractory products are found in the Manning Canyon shale, in shales associated with coal bearing rocks, and in the Dakota formation. Some of the clays from the Dakota formation are also suitable for high-duty refractory products.

Water sprays and water powered scrubbers have both been utilized in the mining and milling industry to suppress airborne dust. Unconfined water sprays operated at lower water pressures of ?689 kPa (?100 psig) can be very effective at wetting the mine product at the dust source and significantly reducing the amount of respirable dust that becomes airborne. However, unconfined waters sprays can be somewhat ineffective in actually removing airborne dust from the air. On the other hand, water powered scrubbers operating at higher water pressures of ?1,724 kPa (?250 psig) in physical enclosures or ducts have previously been demonstrated to be very effective in removing airborne dust from the air. These higher operating water pressures are uncommon in many mines and mills, so their use is limited. The National Institute for Occupational Safety and Health (NIOSH) recently investigated the performance of a lower-pressure, water powered inline series spray scrubber for removing localized airborne dust emitted at the source. Results showed noticeable improvements in airborne dust capture efficiency through the operation o f multiple inline series hollow cone spray nozzles within a round duct or pipe at the same water pressure as a single spray. Operating hollow cone spray(s) at higher water pressures noticeably improved airflow through the scrubber and yielded some additional scrubber efficiency improvements. Thus, in-line spray scrubber efficiency trade-offs were observed to be made by altering spray power components of water pressure and/or quantity (number of sprays). Results show that, on average, up to 0.23 and 0.32 m3/s (484 and 679 cu ft per min) of airflow at 0.81 and 0.69 dust capture efficiencies can be achieved with three 81° and 33°hollow cone inline series sprays, respectively, operating at 1,655 kPa (240 psig).

"In this research, image analysis technique, Kuz-Ram and KCO Models were used to examineefficiency of the quarry blasts. Investigations were performed in Cendere region, Istanbul. As a firststep, image analysis software was used to determine particle size distribution of muckpiles.Additionally, the results of KuzRam and KCO fragmentation models were compared to the results ofthe image analysis technique. The efficiency of KuzRam and KCO models was investigated and theimportant points to be considered were explained. Additionally, the effect of the rock factor valueson the size distribution curves was investigated. The blasthole diameter is 89 mm. (3.5 in) in thestudied quarry. Each measured blast has a different burden, spacing and stemming length. Blastholes was drilled in a staggered pattern. It is concluded that, KuzRam and KCO models can be successfully used to determine fragment size distribution in Cendere Region Quarries, Istanbul. Site engineers can predict blast fragmentation using the theoretical fragmentation models and they may change blast design parameters before blasting operation if necessary. It is possible to calibrate the Kuz-Ram and KCO fragmentation models using the measurements obtained by image analysis technique."

Researchers from the National Institute for Occupational Safety and Health have demonstrated that mine-wide ventilation in large-opening stone mines can be improved by using low-pressure, high-volume propeller fans and constructing stoppings in key locations to direct and control airflow. In light of these findings, a comparative study was conducted to determine if a portable diesel-powered propeller fan could per-form more efficiently for dust dilution and transport than an axial vane fan for localized ventilation. The objective of this study is to evaluate both fan types for ventilation efficiency at an underground dump/crusher facility in a limestone mine. Results showed an improvement with the propeller fan to dilute both the respirable dust and the respirable silica dust around the dump/crusher facility. Overall, an average reduction of 20% in respirable dust and silica was observed at the dump/crusher location with the propeller fan.

Clause 17 (1) of the Resource Management Act 1991 (duty to avoid, remedy, or mitigate adverse effects) provides the legislative basis for local authorities to impose resource consent conditions requiring land to be rehabilitated to approved uses during and after mining.

IRUP is an iron-rich ultramafic pegmatite rock that formed due to hot ironrich fluids and gases replacing local stratigraphic zones of the Bushveld Complex. This study focuses on the estimation of the probability of IRUP occurrence on the Merensky Reef at the Marikana Karee Mine. A 2.15 million centare IRUP-rich domain at the Karee Mine was initially defined from the interpretation of a surface aeromagnetic anomaly, and exposures in the mine workings. Surface boreholes (spaced 250-500 m apart) within this IRUP domain contain approximately equal numbers of IRUP-replaced and IRUP-free intersections. Owing to the uncertainty in the continuity of the IRUP alteration (a result of the wide borehole spacing), the risk associated with the development of mining infrastructure within this domain is unquantifiable. Semi-quantitative data comprising visual estimates of IRUP replacement from reef development mapping data and surface borehole reef intersections was interpolated into blocks using indicator kriging estimation. Comparative analyses of the estimate of IRUP occurrences were made by changing the block size and declustering the data systematically. Reconciliations of the probability of IRUP predicted from the block models derived from the different data-sets and sequential indicator simulation models were analysed for four mining study blocks. A quantitative approach to modelling the occurrence of IRUP can be an additional tool for refining the estimate of the geological losses that inform the mine plan in such high-risk zones.

Cement production in Australia approximates 6.5 million tonnes per year. Cement clinker is sourced from 15 plants which operate 28 kilns. Cement grinding is conducted at 14 of the clinker plants plus 7 grinding plants. Average annual capacity per kiln or plant is lower than in many overseas countries, but kilns introduced since 1970's have been of larger size more in keeping with size trends overseas, although still smaller than the large units overseas. Substantial economies in capital and labour costs can be achieved in large production units, particularly with dry process kilns using precalcination techniques in which part of the fuel is introduced in the static preheater section ahead of the kiln while the balance is added to the kiln in a conventional manner. Precalcination techniques have been introduced to the Australian cement industry but as cement transport costs form a major part of supplying diverse market areas, the size of kilns is likely to remain less than maximum owing to balance with distribution costs. The cement industry uses significant amounts of thermal and electrical energy which can be minimised by proper selection of equipment and technology. Labour costs are also significant and can be contained by automation and computer control of the process.

The Nutley Quarry Trunk Sewer Project is a good example of a tunnel that went through difficult and complex ground. The 2 m (7ft.) diameter and 840 m (2,750 ft.)long tunnel passed through soft ground, mixed face, and hard sandstone. The soft ground and mixed face tunneling provided several challenges. During excavation of the tunnel, the Contractor encountered a number of unanticipated large boulders. In addition, the length of the mixed face portion of the tunnel increased by 100%. The Contractor tried various construction techniques to overcome the difficult ground conditions and complete the project. The tunneling progress was slower than expected. The Contractor claimed extra costs for differing site conditions. Through discussions and negotiations between the Contractor, Engineer, and Owner, all of the changed condition claims were settled before the construction of the project was completed. This paper addresses the difficult ground conditions, claims evaluation, and how they were resolved by cooperative efforts between the Contractor and the Owner/Engineer.

[In the examination of bentonitic clay suspensions used for oil-well drilling fluids3/ (and for other purposes, such as a core binder for foundry sand) it is important to have comparative tests for evaluating them. A satisfactory clay for these and other purposes should have the property of forming what is commonly called a "gel," but the measurement of this property has been a real problem. To date the solution has not been satisfactory, and some of the difficulties are considered in, this, paper, which describes a simple form of instrument (identified as an eykometer) for measuring the yield point under hydrostatic conditions of non-Newtonian clay suspensions, including those muds that are thixotropic. An oil-well drilling mud serves several functions, many of which depend on the "gel" characteristics of the mud. Among the more important functions are: (a) To plaster the sides of the hole to prevent caving of the walls; (b) to prevent the loss of the circulating fluid out of the hole by seepage; (c) to carry sand and cuttings out of the hole to the surface as they are formed by the rotary drill; and (d) when circulation of the fluid stops for shut-down or other unavoidable cause, to hold the cuttings in suspension by the setting up of the gel, thereby avoiding the difficulties that result when these cuttings are allowed to fall through the fluid and pack at the bottom of the hole.]

An industry ? university consortium was set up to develop advanced tools necessary to understanding of the various phenomena occurring in the hearth of the modern iron making blast furnace. The major driver for this work was to provide the technological support required to extend campaign life of blast furnaces, which, by current agreement is tied to the life of the furnace hearth. The hearth wear is significantly affected by the hot metal velocity, temperature distribution and refractory temperatures. Due to the difficulty in making measurements inside the hearth, novel approaches to gain a fundamental understanding of the detailed physical and chemical processes in the hearth must be developed. The approach used in this project was to develop a 3-D CFD (Computational Fluid Dynamics) model coupled with extensive validation efforts. The CFD model is being utilized (1) to understand the phenomena in the hearth, (2) to understand the impact of changes in the internal conditions of the hearth on wear patterns; and (3) to design a monitoring/controlling system for prolonging campaign. In this paper, the results will be reviewed.

This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine's rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if' significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.

The mining sector is a major economic driver for Canadian, and British Columbian communities. In parallel strong commitments have been made by industry to the well-being and sustainability of associated communities. However, these dimensions are the least understood. Especially lacking are focused regional investigations that compare the well-being and sustainability of communities dependent on different resources sectors. It is hypothesized that this type of comparative analysis will help to foster a greater understanding of what makes a resource or mining community healthy and sustainable. This paper describes research that examined community-level indicators associated with well-being (e.g. education, income and employment) and sustainability (e.g. economic diversity). The indicators were derived from Canadian Census data for 31 British Columbia resource-based communities (with a focus on mining) during a period of time (1991 to 2001) when resource sectors experienced an economic downturn. Our findings identify that during this decade, mining communities differed significantly from other resource-based communities, and comparative analysis of census derived indictors illuminate challenges that mining communities in British Columbia face with respect to wellbeing and sustainability (such as economic diversity, unemployment, and population loss). To contribute to the mining sector?s efforts towards meeting their commitments to communities, this paper concludes by proposing strategic opportunities aimed at the enhancement of mining community sustainability for policy-makers, communities, and the mining industry to consider.

Available barrier pillar design methods do not adequately account for overburden caving characteristics, the timing and magnitude of associated load transfers, the occurrence of unusual geologic features, or the effects of multiple-panel/multiple-seam mining. To address this problem, the Bureau of Mines, in cooperation with Cyprus Plateau Mining Corporation, conducted a barrier pillar study in a multiple-seam mine setting. Insufficient barrier width resulted in excessive load transfer to an adjacent/underlying section. Consequent entry and pillar deterioration resulted in the section being prematurely abandoned. This paper proposes an approach based on in situ measurements, which includes mine-specific loading conditions in the barrier design process.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is ordinarily termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

A packed column (or static tube) flotation system is an innovative technology which utilizes a controlled dispersion reagent scheme and a new machine. The unique aspect of the machine is its packed-bed design permitting an unlimited froth bed height with countercurrent water washing for effective processing of fine particles. In operation, the conditioned ore slurry is fed into the middle section of the column where separation processes begin. Air, introduced at the bottom of the packed column, contacts the hydrophobic particles and floats them off continuously as the feed is added, while the gangue sinks to the base of the column. The system functions efficiently because intimate particle-bubble contact is achieved by the packing design which has no moving parts and requires no ancillary air-bubble generator. Other attractive features of the packed column flotation include high throughput, low power requirements, and simple control. Results from laboratory and pilot plant tests of this system show remarkable improvements over current industrial practices on a wide variety of ores and coals.
