This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

Analyses of accident records show that a better understanding of very basic strata control principles and practices, by production personnel, will improve worker safety. Workers, lack of knowledge, with respect to aspects of strata control, increases their exposure to such strata control risks. The primary objective of the Safety in Mines Research Advisory Committee (SIMRAC) project 02 02 07 was to develop tools for the transfer of strata control knowledge. Four such tools were developed, three of which focused on illiterate underground mine team members who are not yet able to take advantage of the Mining Qualifications Authority (MQA) learning process (see project outcomes 2, 3 and 4 below). The tools were designed to equip these workers with sufficient knowledge and ability to work safely underground until such time as they can take advantage of the MQA system. Project outcomes: 1 A four-minute video using animation to illustrate the causes and prevention of falls of roof in South African collieries. 2 Software to demonstrate the capability of reconstructing, interactively, accident scenes and actions that have taken place underground in stopes. 3 A strata control bridging course for illiterate mine team workers. 4 Small-scale wooden models that will be used to design life-size mock-up facilities to assist with the above mentioned bridging course. 5 Workshops and presentations to demonstrate the outcomes 1to 4 above.

While ring-blasting techniques offer substantial benefits, there are intrinsic problems that are exacerbated when large blocks of ore are mined in attempts to improve the production economics. These problems relate to both the convergence of holes around the ring drive and the charging of up-holes. The size and shape of the ore block concerned should be carefully considered so that good drilling, patterns can be achieved. The hole diameters chosen, both affect and are affected by the size of the ore block. The explosive selected depends on the hole diameter and together with the diameter, determines the nominal drilling pattern. Ring-drilling patterns are best derived through the use of computer software together with engineering judgement. The loading of explosive is necessarily high, and charging patterns require careful thought if overcharging is to he minimised and adequate energy is to be available at all parts of the ore block. Initiation systems are critical to the blasting results, but sub-optimal systems must be adopted if collar priming is practised. In view of all these factors, idealised guidelines can be given for ring design, but it should be recognised that developments in technology may in time change some of these parameters.

The bulk of high carbon ferromanganese produced in India continue to have more than 0.35% phosphorus since they are produced by carbothermic reduction process. The low phosphorus manganese ores are depleting fast and ferromanganese manufacturers will have no option but to use medium and low grade ores having high phosphorus content resulting in high phosphorus in the product. A systematic study was taken up at NML to solve this problem. Initially, a thermodynamic analysis was carried out for which Ba-P-O ternary predominance diagrams were constructed at several temperatures to predict the most suitable conditions for selective removal of phosphorus from high carbon ferromanganese. These conditions required a usage of a flux having a high level of basicity, moderate oxygen potential as well as low melting temperature. The experimental results showed that it was possible to remove phosphorus from high carbon liquid ferromanganese from 0.56%to 0.18% using BaCO3 based fluxes at the rate of 16-wt% of the ferromanganese charged. However, the Mn loss varied in the range of 2-5%. The objective of the subsequent study carried out at the laboratory scale was to optimize the flux consumption as well as minimize the Mn loss with effective dephosphorization by using BaO based calcined pellets instead of BaCO3 based powders. It was felt that the handling of pellets under plant conditions would be easier and also eliminate the loss of flux as a dust, which occurs when powder is added. These pellets were forced towards the bottom of the melt for better efficiency. For this purpose, a plunging system was designed and fabricated in-house that helped in reducing the flux consumption to less than 5% and also improved the kinetics of the process. The desired results were achieved within 10 minutes of the addition of the flux. The know-how is ready for transfer to interested parties and authors are willing to conduct large scale trials with them.

This report describes the loading and transportation practices employed at the zinc-lead mines of The Eagle-Picher Co., Jo Daviess County, Ill., and Lafayette County, Wis. The report also gives a brief history of the Illinois-Wisconsin zinc-lead district and the operations of the company in the area. The diesel-powered, rubber-tired loading and haulage equipment is described and illustrated from the operational point of view only, and an analysis is made of the materials-handling system without going into health and safety factors. The costs per ton of the various components of mechanical loading, underground haulage, underground crushing, and hoisting for fiscal year 1960 are tabulated.

The extension of Montparnasse Station in Paris required the construction of supports of very high unit capacity to support a particularly rigid super-structure. The majority of the site is characterized by the existence of old limestone quarries at a depth of approximately 20 metres. These workings have been backfilled in some places, have collapsed in some places and have given rise to local subsidences in the marne layers above them. This paper addresses the steps taken by the group of companies and their consultants to evaluate the equivalent stiffnesses of the supports necessary for the design of the superstructure, and gives details of the construction techniques chosen by the foundations specialist to adapt to the particular conditions encountered on this site.

Over 400,000 tonnes of kaolin, sillimanite, mica, kyanite, feldspar and rutile have been mined from the unique Williamstown orebodies since their discovery in the early 1900's. Numerous companies; both large and small were associated with the early development of these deposits but since the formation of Australian Industrial Minerals in 1947, this company has been the only significant producer. A combination of mining and management problems almost forced closure of the mine in the late 1970's but this was averted by a changed attitude towards mine planning. Mine development is now based on detailed geological and technical investigations, exploration for additional ore reserves is being conducted and laboratory and pilot scale studies are being undertaken to utilise both low grade ores and waste materials. The professional approach to mine and market development will ensure that Williamstown mineral products will continue to be available for many years.

"The Rabbit Lake Operation is located in Northern Saskatchewan on the western shore of Wollaston Lake approximately 800 km north of Saskatoon, Saskatchewan.The Operation is owned by a joint venture of Cameco Corporation and Uranerz Exploration and Mining Limited. Cameco is the operator.The Mill started production in June 1975 under the ownership of Gulf Minerals Canada Limited and over the past twenty years has increased the rated production capacity to over twice the original design.The Mill was originally designed to process 485,000 tonnes per year of ore with an annual production of 2.0 million kg of U308 (yellowcake). During the past ten years changes in ore sources and process modifications have led to increased milling capacity and production targets. The Mill has treated a total of 8.6 million tonnes of ore and produced over 40 million kg of U308 in the twenty year period, despite the shutdown and cutbacks in operating time since 1989.The 1995 tonnage throughput was 206,000 tonnes per year. Annual production though has risen to 3.6 million kg of yellowcake despite the departure from full-time to half-time operation in 1991 (7 up-7 down). The forecast for the coming years will see tonnage rising from 300,000 to 570,000 tonnes, production of 4.5 to 5.4 million kg of yellowcake and an anticipated return in the year 1998 to full time operation.This paper will give a brief history of the Mill and focus on the present flowsheet and recent improvements to the process."

This publication is one of a series prepared by the Federal Bureau of Mines on methods and costs of producing uranium ore on the Colorado Plateau. The information it contains was gathered in 1955-58 and applies to eight small operations. (See fig. 1.) Mining costs have increased since the data were I collected, but the information should be helpful in estimating future costs I at similar deposits. The Bureau of Mines had early experience in the production of carnotite-type ores on the Colorado Plateau.3 4/ Under a cooperative agreement with the National Radium Institute in 1914-16, the Bureau mined and concentrated carnotite ore for recovery of radium, uranium, and vanadium. The ore was taken from claims in or near Long Park Montrose County, Colo., about 3 mi. south of La Salle Mining Co.'s La Salle mine, which is one of the mines described in this report. The Bureau leased the claims from Crucible Steel Mining & Milling Co., a subsidiary of Crucible Steel Co. of America, and from 1914 to 1916 produced 990 tons of high-grade ore, containing 2.6 pct. U308, and about 2,000 tons of mill-grade ore, containing 0.85 pct. U308. The high-grade ore was shipped directly to a radium-recovery plant built in Denver in 1914 under the cooperative agreement. There, commercial methods of extracting uranium, vanadium, and radium from carnotite ores were developed by Bureau personnel. The lower grade ore was concentrated at a small mill in Long Park before being shipped to Denver. The final recovery was 69,000 lb. of U308 and 8.8 g. of radium. The direct mining cost of producing the high-grade ore, including the labor to hand sort and sack it, was $35.96 per ton. Freighting the ore 58 miles to Placerville, Colo., the nearest rail point on the Rio Grande Southern Railway, cost $25.28 per ton, which included $4.55 per ton for ore bags and twine. This coal basin is a fore-deep basin with a lot of similarities with the Appalachian basin in the U.S.A., where throughout the 1990s, the research in coalbed methane grew rapidly due to a combination of factors, including the high prices for gas and electricity. In the Asturian Central Coal Basin 129 coal beds with thickness ranging from 0.8 to 1.5 m have been recognised in the productive carboniferous in an area bigger than 1500 km2. The maturation grade of these coals varies from the external zones of the basin where the volatile content ranges from 35%-40% to 20%-30%, to the internal zones of the basin where the volatile content ranges from 20% to 10%. In this context a sustainable exploration for fossil fuel is currently being undertaken in the most favourable areas of the basin in order to evaluate the real possibilities for coalbed methane (CBM) resources.

Ernest Henry Mine (EHM), located in north-western Queensland, is an underground copper/gold sublevel caving operation currently producing over 6 Mt/a of ore. The mass mining method of sublevel caving (SLC) used at EHM involves systematically blasting a series of uphole rings in parallel ore drives and drawing the broken ore using a top-down approach. Each ore drive contains multiple precharged rings to prevent having to charge in close proximity to the brow of the previously fired ring; however, the current initiation system still involves ‘hooking up’ all detonator lead cords of the first precharged ring. The unstable nature of a rill and working close to a brow presents hazards to personnel completing the hook-up process. There is also a business risk of ore loss when damaged ground support completely prevents access to the next precharged ring. If the hook-up step could be eliminated, the risk to personnel and the business would be significantly reduced.EHM engaged Orica Mining Services in 2016 to trial their WebGenTM 100 – wireless electronic blasting system (WEBSTM) for the first time in an underground mining environment. Having successfully signal-tested the equipment, two test holes were initiated, followed by a single production ring and then multiple production rings. In total, 30 production rings were successfully fired underground at EHM in 2017. To do this, WEBSTM was successfully integrated into EHM’s current charging and firing process, resulting in no business delays or loss to production. None of the 30 rings required hooking up and all were initiated from the surface with no personnel underground. A high level of ownership from all personnel involved ensured the trial was a success, and provided scope for wireless detonators to be used successfully on a large scale – both at EHM and other sublevel caving operations. As part of a long-term study of titanium minerals processing being undertaken by the Julius Kruttschnitt Mineral Research Centre (JKMRC), techniques have been developed to measure the electrical properties of the various minerals. The measured values will be used to model the behaviour of the various minerals in high-tension roll and electrostatic plate separators. The resistivities of ilmenite, rutile and zircon from a number of Australian producers have been measured by applying a DC voltage across a test sample and measuring the resulting very small current flow. By appropriate design of the measurement cell and attention to the experimental procedure, reproducible resistivity values have been obtained, ranging from 106Ωm for ilmenite to 1013Ωm for zircon. However, the conditions of measurement are radically different from those under which electrical separation takes place. It is not certain that the measured values reflect the resistivities seen under high-tension separation, during which the particles are subject to a high intensity corona field. Consequently, an alternative technique for measurement of resistivity under conditions of corona bombardment has been developed. It is based on the experimental procedure of Castle and Yelle (1979) used to measure the resistivity of fly ash under the conditions occurring in electrostatic precipitators. This paper describes the development of the segmented ground plane measurement surface and a high-voltage switched resistor network which comprises the in situ resistivity apparatus. Results are presented comparing the measurements made under corona bombardment with those made using the DC measurement cell. The equipment has also been used to study the current distribution from a corona wire, as a function of high-tension voltage and wire-to-plane spacing.

At the previous MassMin conference held in Sudbury in 2012, the authors proposed a new framework going beyond dilution and equivalent linear overbreak sloughing (ELOS) for stope reconciliation in relation to the planned stope design. More specifically, the new process investigates performance outcomes including rock overbreak (OB) and fill overbreak (FOB), rock underbreak (UB) as well as geomechanical and operational aspects such as blasting, fragmentation and other production data.Based on the findings of the original 2012 study, a comprehensive data gathering program has been undertaken involving design and reconciliation data from 43 stopes mined between September 2012 and October 2014 at BHP Billiton’s Olympic Dam (OD) operation. The new database structure was based on four types of data:stope definition and performance datastope geometrygeotechnical parametersoperational parameters.The new database allows a more in-depth investigation of stope performance. It is now possible to quantify and analyse UB and OB performance from each wall individually as well as the crown. In this paper, the influence of several parameters on recent stope performance at OD is analysed. Effective chemical grouting represents a technical and economic solution to many challenges related to soil stabilization and blocking the flow of water. Chemical grouts are facing increasing demands in durability, environmental impact and value. To better meet these challenges, a novel and cost effective process was developed to produce a sodium silicate that increases the ratio (i.e. silica to alkali) beyond what has been used in traditional silicate-based grouts. The move to a lower sodium form of silicate was anticipated to have two desirable performance enhancements; a reduction in leachable sodium and improvement in the durability of the silicate grout. An in-depth study was performed at the University of Western Ontario Geotechnical Research Centre to quantify improvement in durability as well as other performance properties such as compressive strength. The study began by first modelling the gelation time and reaction kinetics of the high ratio sodium silicate over a range of silicate concentrations using two different setting agents as well as with/without a hardener. As expected, reducing the level of sodium produced a much more water resistant grout. These same formulations also showed a four order magnitude reduction in permeability. Somewhat surprising, test results showed the higher ratio silicate having much higher compressive strength. At the time of this abstract, the high ratio silicate was moving to the trial stage for geotechnical applications while the petroleum industry was further along with several successful field trials for water blocking as well as cement remediation. This paper will review the chemistry, testing and features of this next generation form of sodium silicate. Introduction Sodium silicate based grouts have been used for decades for soil stabilization and water control. Over the years, several silicate-based systems have been tailored for specific application conditions to maximize performance and reduce cost. Past research has also focused on the selection of setting agents and hardeners for silicate grouts. A constant in the development effort has been the grade of sodium silicate. The vast majority of chemical grouts have been formulated using a ~3.2 ratio sodium silicate. As a very brief overview on the meaning of “ratio” and why it is so important to performance properties. The ratio describes the proportion of sand to alkali or SiO2:Na2O used to make different grades of sodium silicate. Comparing a 2.2 ratio to a 3.2 ratio, it is easier to polymerize and set the 3.2 ratio. Upon setting and forming a silica gel, the system has higher compressive strength values and improved durability with a reduced level of syneresis (i.e. shrinkage). This leads to the question if 3.2 is better than 2.2 why not go to 4.2 or higher?

The majority of SAG and ball mill design methodologies are applied using a single design value for mill selection, such as the 80th percentile ball mill work index or SMC value. Inherent in the selection of this design value is a desire for the mill to accommodate unfavourable, but not absolute worst case, feed conditions. It has been observed in numerous “post-mortems” of unsuccessful designs and also in many optimisation studies, that the selection of the design value has been poor. Statistical analysis of testwork data sets shows that inherent variability in the data can, by itself, lead to design errors. Metallurgical testing is an attempt to measure the characteristics of millions of tonnes of ore using only a few kilograms of sample. In this paper some realistic but synthetic test work data sets are used to explore old and new methods of defining the design envelope and subsequently selecting a reliable point. The aim of the paper is to provide practitioners with tools that reveal the adequacy (or otherwise) of metallurgical test programs intended to support various levels of project design. It also provide guidance as to how it is possible to statistically justify a comparatively high design point in the absence of adequate test data.CITATION:David, D, 2015. Pennsylvania has ample reserves of high-alumina clays which are potential sources of alumina, but many of these clays contain large amounts of iron, which makes them unsuitable for treatment by acid processes(1). The purpose of this investigation was to determine the optimum conditions for the selective hydrochloric acid leaching of iron (2-4) prior to the sulfuric acid extraction of alumina from Pennsylvania ferruginous high-alumina clays. This was accomplished by first testing the iron-bearing minerals and the clay minerals most often encountered in Pennsylvania clays to determine their rate of dissolution in hydrochloric acid solutions. The results of individual minerals were then based for leaching Pennsylvania clays with a 19% hydrochloric acid solution at the boiling point of the acid for approximately 30 minutes to achieve as high as 90% iron removal and only 2-5% alumina losses.

Along with other phases of mining , the ventilation of metal mines has been affected by the business depression of 1930. As might be expected , some of the results are favorable , and some are distinctly disadvantageous to progress . Probably the worst effect of the recession of mining activity is that , as usual , one of the first departments of almost any industrial establishment ( and this is especially true of mining ) to be curtailed is that which concerns what might be called welfare work , such as safety , health , etc. , and ventilation : in consequence , a number of men who were employed mainly on ventilation work in metal mines are now out of employment and their former duties either are being handled by others as only part of a crowded routine or are being allowed to lapse . On the bright side of the picture is the following paragraph from a letter by the ventilation and sarety engineer of the United Verde Copper Co. , Jerome , Ariz . , indicating that money and effort expended on ventilation during " flush " times give results which aid in money savings when depression comes : The desirability of absolute control over the ventilation system has again been demonstrated at this mine . Under full operation we have been using approximately 500 hp . to drive our big fan . Under curtailed operations we naturally do not require as much air , so by sending the air only where needed and airing out all other places periodically to keep timber , etc. , in good condition we have been able to economize in the quantity of air required . The fan speed has been reduced and the power dropped to 300 hp . , thus effecting a material saving in the power bill , and still maintaining an efficient ventilating system . "

"Mine waste storages including tailings dams and waste rock dumps represent arguably the biggest risk on a mine site from both physical and geochemical viewpoints, related firstly to structural stability and the consequences of failure and secondly from potential on-going seepage or run-off of acid and metalliferous drainage (AMD). The risks are most likely to increase during operations and continue through the closure and post-closure phases, with the waste storages likely to be the most difficult features to resolve in the mine closure process. Contaminated water quality from tailings dams and waste rock dumps can require treatment "in perpetuity" at a cost of hundreds of millions of dollars. The problem is increasing with ever larger mine operations and waste generation volumes. This paper identifies leading practice methodologies in planning and operating mines and process plants to minimise the risks from tailings storages and how this might also affect waste rock management and even the design of mine excavations. These methodologies require a "big-picture" approach to develop an understanding of the overall issues and identify synergies between the different operational areas on a mine site that can reduce overall risk. With a conservative approach and realistic allowance for future costs it is possible to facilitate decisions at the mine planning stage that can reduce risk and save cost over the long term. This is in contrast to the common approach where each operational area is looking to minimise its own costs with a short-term view. Incorrect mine methodologies can be developed by allowing net present value (NPV) accounting methods to trivialise future closure issues.Methodologies discussed include: Integrated Waste Management - Significant structural improvements to tailings dams can be achieved if the structures can be incorporated into the waste rock dumps. Risk of AMD can also be reduced by utilising the tailings and waste rock effectively. This could go even further to consider the placement of wastes to limit mine void environmental issues; Process Optimisation - Water quality and the nature of potential tailings dam structures can be highly influenced by the geo-chemistry of the tailings. This can be modified by processing, where simple changes such as maintaining separate streams of geo-chemically different tailings rather than recombining them or by initiating further processing to remove problematic minerals such as sulphides; Enhancing Geophysical Properties - The geochemical performance of waste repositories can be greatly influenced by the geophysical properties of the stored materials, particularly the air-water characteristics, which are influenced by particle size, density and permeability. The geotechnical properties can be enhanced by strategic paddock dumping, blending and compaction.These methodologies are demonstrated by case histories.CITATION:Brett, D, 2013.
