The Ispat Mexicana SA de CV (IMEXSA) pelletising plant is located at Lazaro Cardenas on the west coast of Mexico. It is the primary source of feed stock for the adjacent direct reduction (DR) plants and steelmaking facilities. The initial design of the pellet plant began in 1981 for 3 Mtpa of DR grade pellets using local concentrate received by pipeline.' Several construction delays, an ownership change, and a decision to use imported concentrates delivered in 60 000 to 90 000 tonnes ship cargoes required flowsheet modifications and additions. The design concepts are described for the plant which includes concentrate regrind to final pelletising particle size.

This report summarizes the work performed on Bureau of Mines Contract J0199106, "Portable Trailing Cables, Splices, and Couplers - Design and Installation Considerations," from May 1, 1979 until December 31, 1981. Splice installations and considerations for the possible use of conductive-rubber shielding in low-voltage trailing cables as well as coupler installations in high-voltage cables were the principal tasks. Flammability measurements on cable components and general testing facilities for mine electrical equipment were secondary tasks. Theoretical and empirical data indicate that conductive rubber with high resistivity values is an unsatisfactory shield design for current-sensing fault detection. Elimination of partial discharge in coupler installations requires meticulous care.

West Virginia's basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

Data used for the analysis are actual plant data collected over the past two years of operation. Facts obtained from the study will be helpful for smelter management to control these components in the flash smelting furnace feed and slag, to levels which will enable better control of copper in slag, and smoother operation of the KCM slag-cleaning furnace.

THE following paragraphs, constituting the concluding portion of the Annual Report of the Council for 1903, have been withheld from publication until now, in order to make them as accurate and complete as possible. They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80's, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. AMONG the multifarious duties which fall to the lot of a mining engineer it is safe to say that there is none of more fundamental importance than the study of the ore-deposits on which it is thefunction of his profession to operate, inasmuch as the whole business of mining in all its complicated ramifications rests first of all on the existence of something to mine. -When the ore supplies in a mine fail, the enterprise comes to- an end, and nothing, therefore, is of more importance than a thorough understanding of the conditions under which the ore occurs, so that everything possible may be done to open up the mines well ahead of their immediate output requirements, and develop new ore reserves to take the place of that which is raised from day to day. The great aim which the mining engineer has to keep before him in his study of his ore-deposits is to obtain such a knowledge of them that he will have sound grounds for prediction as to how they will behave in parts of the mines which are well beyond the point of the pick. It is on his judgment of probabilities in this respect that mining operations are entered upon, and the more thorough his knowledge of all the factors affecting the problem, the more is the judgmentlikely to be a sound one. The test of any theory is experimental confirmation of the truth of predictions based upon it, and our aim should be to try to perfect our knowledge of the rules governing deposition of ores, so that our theories may prove themselves equal to the task of successful prediction.

[This is the sixth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative Agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of tines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935.-36.3/ The present report cover brands of gasoline represented by 1,490 samples plus thus: from the Pacific Coat, which ;sere averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. In some areas reports were received from 8 to 10 companies on the same brands of gasoline, Whereas in other areas only one Company reported on a brand. Thus, it can be seen that soma of the data are more representative than others. The inclusion of data from several cities within some of the districts has improved the report by reducing the number of brands reported by only one company. Severe changes have been made in the districts. A new district, Memphis, Tenn., has been formed to include Arkansas any western Tennessee. The Rocky Mountain area, have been divided into three sections. Salt Lake City and Denver form the Middle Rocky Mountain district; Laramie, Wyo., Idaho, Montana, and. Spokane, Wash., are included in the North Rocky Mountain district, and Arizona, New Mexico , and El Paso, Tex., have been combined to represent the South Rock Mountain district. The Cleveland district has been expanded to include Ohio ant. Indiana. Eastern Pennsylvania, Maryland, and northern Virginia are included in the Washington (D. C.) district. Approximation of Surface Area of Fines in Blast Induced Fragmentation The surface area of fragmentation, especially in the finer size fractions, is a useful property to characterise the mechanisms of rock breakage. In the past, researchers have made assumptions with regard to the shape of fragments in order to estimate surface area, such as that all fragments are the same shape or all fragments are spheres. Often these assumptions were developed with inappropriate measures and returned considerable variability and error for the calculation of surface area. This paper reports a model to estimate fragmentation surface area from sieve sized raw data and a density measurement, with experimental validation down to a size fraction of -45 + 38 ?m in a range of rock types. After characterisation of particle shape, a range of fragment shapes was found to be in each size fraction. Nevertheless, in the ?2 sieve series the average fragment mass, volume and the size fraction standard deviations could be predicted reasonably accurately. Ellipsoid geometry was used to describe particle shape. Using these parameters and the number of fragments (also predicted) in each sieve size the individual surface area of each fragment was simulated.

"To recover more valuable ore and considering the complexity of minerals, the needs to grind finer is increasing. To reach the desired fine grinding targets, using the existing grinding media size, the energy consumption is increasing exponentially. As already proved at this conference, small grinding media represents the best potential to improve grinding efficiency. How do the small grinding media perform in industrial grinding mills?The use of small grinding media in regrind mills proved that finer grinding can be achieved at lower energy consumption. In ball mills, smaller grinding media versus 25 mm media generate a power saving from 10% to 44%. In vertical stirred mills, the power saving increases from 20% to 60%. More potential savings have been identified.For the same operating conditions, how a vertical stirred mill is performing compared to ball milling? In regrind application, a vertical stirred mill with small media (5-12 mm Millpebs) will require at least 62% less energy than a ball mill charged with 25 mm grinding media.INTRODUCTIONIn some mining applications, fine grinding is needed to liberate further the valuable ore. The purpose of regrind mills is to achieve the last stage of grinding before final flotation stage: the cleaners. In part because of high prices of small grinding media as well as availability, the most widely used size of grinding media is 25 mm.When calculating the recommended ball top size from Bond’s formula (Bond, 1961), the size for regrind applications is much lower than 25 mm. Today, the barrier for small grinding media is broken. They are best suited in regrind application. The size of grinding media is one of the most important variables affecting the mill efficiency (McIvor, R., 1997; Nesset, J.E., Radziszewski, P., Hardie, C. & Leroux, D.P., 2006).Conventional ball milling was discarded for fine grinding because of its very poor energy efficiency (Zheng, J., Harris, C.C. & Somasundaran, P., 1994; Yan, D.S., Freeman, M. & Dunne, R., 1995). Therefore, new technologies as stirred mills were developed to grind finer more effectively. Three fundamental questions should be asked. What is the best fine grinding technology? What should be the best media size to use? Is it possible to grind finer by using less energy with the existing regrind equipment?"

Deep mining within the Sewell Coal member of the New River Formation in southern West Virginia has exposed several small-scale thrust faults and related features. The faults were en- countered in Westmoreland Coal Company's Eccles No. 6 Mine located near Beckley, West Virginia (Figure 1). The purpose of this paper is to: 1) describe the nature of these faults and the effect they have on mining, 2) discuss the roof support methods used in the fault zones, 3) establish a mechanism for the origin of the faults. and 4) demonstrate how the mechanism was used to forecast fault trends across the mine property.

"In mineral exploration and mining applications, it is sometimes necessary to reduce sampling error in order to improve representivity of individual sample assays. Historic efforts to reduce sampling error have relied on the belief that larger samples exhibit less sampling error. Justifications for this belief traditionally have coupled the binomial theorem with an ideal geological material consisting of ore and gangue particles of equal size and shape (an equant grain model) and empirical tests of geological materials, to illustrate an inverse relationship between sample size and sampling variance. To date, no proof exists of this sample size-sampling variance relationship in real geological materials exhibiting variations in grain size, shape, composition, and degree of liberation.Using first principles calculus and the formula for the mean, sample mass and sampling variance are proven to be inversely proportional in all geological materials. Distribution assumptions and physically ideal geological models are not used in this proof. Furthermore, algebraic manipulations of expressions describing the variances of equant grain models consistent with binomial, hypergeometric, and Poisson distributions reveal that these models also exhibit an inverse sample size-sampling variance relationship. Thus, the sampling behaviors of these models are numerically consistent with the sampling behaviors of real geological materials, and these models can be used to estimate sampling errors in real geological materials using simple sampling parameters."

A discrete element computer program named DMC-BLAST (Distinct Motion code) has been under development since. 1987 for modeling rock blasting (Preece & Taylor, 1989). This program employs explicit time integration and uses spherical or cylindrical elements that are represented as circles in two dimensions (2-D). DMC-BLAST calculations compare favorably with data from actual bench blasts (Preece et al, 1993).

Stirred milling using either horizontal or vertical mills has made a rapid entrance into PGM ore and tailings concentrator flow sheets. Currently there are in excess of 40 units installed in either mainstream, ?MIG? or intermediate concentrate regrind, ?UFG?, applications in PGM, primary ore treatment plants or in tailings scavenging and reclamation treatment plants. This represents a total of approximately 70 MW of installed fine grinding equipment. This paper outlines the reasons why the technology take-up has been rapid and illustrates the advantages of this technology over conventional milling. Quench and tempered Cr-Mo plate steel was found not to contain a fully martensitic structure as a result of either slow slack quenching or insufficient hardenability at the cooling rates used. The resulting microstructure contains bainite in combination with martensite. It is necessary to examine the implications of bainite for the toughness of the final product. Loss of toughness arises primarily from the inter-lath carbides that typically form in upper bainite. An investigation into the effect of upper bainite in a martensitic matrix of a steel grade containing 0.17% C, 0.1% Cr, 0.54% Mo, and 20 ppm Bindicated lower toughness than in a fully martensitic structure.

The outlook for suppliers of energy to the expanding economies of the Pacific Basin region is essentially positive, but particularly for exporters of high quality steam coal. This paper argues that economic growth in the Pacific Basin region has exceeded world economic growth for some years and that this will continue to be the case for the next decade at least. It looks briefly at the link between economic growth and energy demand and at the relationship between energy demand and the demand for electricity. Changing preferences in fuel mix for electrical generation in the region are noted and tentative forecasts made about variations in this mix. The pros and cons of various forms of fuel used to generate electricity are considered from the point of view of the consumer. Having concluded that steaming coal in particular is likely to become even more important as a generator of base load electricity, the paper looks at the opportunities this presents for exporters such as Australia, and touches on some factors that could prevent development of those opportunities. This paper will concentrate on electrical energy. For the purposes of this paper, the Pacific Basin refers essentially to Australia, New Zealand and the Asian countries bordering the Western Pacific. As a supplier, Siberia is not included because, although it has great potential, it is thought that problems of climate, infrastructure and political restructuring will delay the realisation of that potential until the next century. Although it deals with the Pacific Basin region, where many countries are industrialising rapidly from a predominantly agricultural base, it looks at the experience of mature industrial DECD economies where their experiences seem relevant.

Washington?s King County is constructing a new regional wastewater treatment facility, called Brightwater, in response to growth in the greater Seattle region. Planning conducted in the late 1950s identified the need for two regional treatment facilities. Constructed in the 1960s, these plants have served the region well. However, an eventual need for a third facility was also recognized. The Brightwater project implements the final phases of the long-term plan. The project includes a new treatment plant and an extensive conveyance system. When completed in 2010, the Brightwater facilities will treat sanitary sewer flows from growing populations living in northern King County and southern Snohomish County. The new system will fulfill commitments to provide wastewater services to local jurisdictions and sewer service providers in the King County Service Area. It will also provide more flexibility in the operation of the King County regional wastewater system. The Brightwater wastewater treatment plant will provide secondary treatment capacity using membrane bioractor technology in 2010 for 36 million gallons per day (mgd), with anticipated expansion in 2040 to 54 mgd, using membrane bioreactor technology. These capacities are for average wet-weather flows. The plant will also accommodate peak hourly flows of 130 mgd by 2010 and 170 mgd by 2040. Instantaneous outbursts of coal and gas have occurred at various times in several working districts of Metropolitan Colliery, N.S.W.They have occurred in headings only, under both hand and mechanised conditions, and with seam gas ranging from mainly methane to nearly pure carbon dioxide. A modification of inducer shotfiring using a shear cut was introduced in 1955, and in 1961 full face firing both to a machine cut shear and off the solid was introduced. The current series of outbursts -1961 to 1963 - has been induced under these systems with full control of the time of outburst, but without prediction, and with some disappointing production features.Various aspects of current conditions and practices at Metropolitan are considered singular, such as the coarse granulometry of outburst coal, the prevalence of floor heave, the absence of strong structures at outburst sites, the possibility of outburst at any stage in pillar formation up to the last few yards, the effect of rate of advance on outburst occurrence, and the mildness of many outbursts experienced.It is concluded that inducer shotfiring is a reliable control but it suffers by comparison with outburst-free conditions, and that control by preyention would be preferable.INTRODUCTIONThe phenomenon of instantaneous outbursts of coal and gas has been described in detail previously (Hargraves, 1958). Briefly, it is a combined gas and stress hazard of deep coal mining, usually occurring in virgin work and during active face advance, when coal and seam gas burst from the face into the workings.Instantaneous outbursts have occurred sporadically at Metropolitan Colliery, N.S.W., since 1895.
