A hydrogeologic characterization and impact analysis was performed for a proposed quarry at the Hitch Rack Ranch located in the Little Turkey Creek watershed southwest of Colorado Springs, Colorado. Continuous multiple channel tubing, nested piezometers, stream flow measurements, and mapping of known seeps were used to define the three-dimensional potentiometric distribution and areas of groundwater recharge and discharge. Water balance considerations, mass balance calculations, and potentiometric response to earth tides and barometric fluctuations confirmed that the granite fracture system in the ridge area of the proposed quarry has an extremely low bulk hydraulic conductivity resulting in minimal groundwater discharge to sustain the baseflow of Little Turkey Creek. The Little Turkey Creek valley forms the major conduit for groundwater flow exiting from the upper part of watershed underlain by granite. This conclusion has significant implications with respect to mine planning to minimize projected impacts to the hydrologic system and preserve this recharge component to downgradient Denver Basin sedimentary deposits.

The past decade has seen revolutionary advances in communications and information-handling techniques which have been stimulated by "cold war" military requirements and by current programmes for probing into outer space. The tools used in exploration for petroleum and minerals have been improved significantly as a result of this new space age technology and even greater improvements are on the way.Two areas of technical activity have been particularly fruitful in enhancing the effectiveness of exploration methods. These are1. the development of new approaches, based on information theory,for extracting signal from noise more efficiently than before, and2. the use of high-speed digital computers for storing and processing all kinds of exploration information, not only geophysical but geological as well.In seismic prospecting, use of information theory has led to new techniques such as time-domain filtering, wave-number filtering and correlation methods which have made it possible to obtain usable reflection data from areas which were previously considered non reflective. Complex playback and other data processing facilities have been developed to apply these approaches.Digitization of geophysical data for handling by high-speed electronic computers facilitates many of these techniques for signal-to-noise improvement. Direct digital recording of seismic data in the field is now being d'one on an experimental basis in the United States, and this should become a standard procedure, at least for problem areas.The increased dynamic range, flexibility of filtering and other data processing, and convenience of information storage and retrieval make digital recording attractive in spite of its high cost compared to conventional analogue methods. Digital computers are being programmed to carry out many operations in data reduction and interpretation with substantial savings in time and cost over conventional procedures.INTROPUCTIONIn the years that have passed since the end of the Second World War, the western world has witnessed a technological revolution which may be as far reaching in its ultimate impqct as the Industrial Revolution of the last century.

Steel fiber reinforced concrete segmental rings are the final tunnel lining for approximately 85% of the alignment for a 6.706-meter (22-foot) internal diameter tunnel being built as part of the East Side Combined Sewer Overflow Tunnel Project. This paper describes the approach adopted for the design of the steel fiber reinforced concrete segments, the development of the performance criteria for the segments, and the testing program used to confirm the performance of the materials and segments in the laboratory and in the field.

May I, at the very outset of this second gathering, congratulate the Institute on the great progress that has been made in the interval. At the first meeting in New Zealand in the year 1903, I understand that less than 20 persons were present, and now in the large concourse before me I believe there are not fewer than 140 persons, while if every member of the Institute to-day where here there would be over 500 with usagreat change from a membership of only 250 in 1903. I feel deeply appreciative of the honour you have conferred upon me by electing me your President for the year 1911. In 1990, Freeport Exploration began regional reconnaissance exploration programs in Irian Jaya, the easternmost province of the republic of Indonesia (Fig. 1). Irian Jaya occupies the western half of the island of New Guinea. Freeport was awarded an initial contract of work that totaled 2.6 million hm2 (6.4 million acres). The company was subsequently awarded additional concessions that added 1 million hm2 (2.5 million acres). The concessions require work commitments and periodic relinquishments. Due to these relinquishments, Freeport’s current land position totals 1.9 million hm2 (4.7 million acres). Freeport began the exploration program to locate additional Grasberg deposits, the largest deposit in the Ertsberg district. But the company recognized that other types of deposits could be present in the largely unexplored area of Irian Jaya.

Four mining alternatives for exploiting an ultra-deep orebody were assessed through a multidisciplinary evaluation process which involved: the generation of a 3D geological model; the design and scheduling of life-of-mine layouts; the analysis of anticipated ventilation and cooling conditions; the study of rock-related risks of mining in ultra-deep stress environments; the logistic implications of transporting men, rock and materials; and, lastly, the economic implications of each option. Once results from the integrated mine design assessment were available, mine planners were faced with an important problem to solve: how to identify the optimal mine design alternative when numerous assessment measures and multiple decision criteria needed to be considered simultaneously? To address this ‘multiple-attribute decision problem’ and arrive at the ‘optimal layout for ultra-depth’, a generic decision methodology that uses principles of ‘utility’ was applied. The methodology assumes that ‘single-value risk estimators’ do not account for the inherent variability of real conditions. Therefore, risk estimators were represented by statistical distributions of their incremental changes, where applicable. The stochastic variables, once defined, are used as inputs in the ‘utility’-based layout decision scheme. This ‘utility’-based decision methodology offers a framework for mine design decisions to be made objectively, when complex trade-offs between multiple risk domains need to be considered simultaneously. In 1995, Louvicourt mine started one of the first paste backfill operations in Canada. From 500 000 t in 1995, the annual paste backfill tonnage produced reached 800 000 t in 1999. The maximum throughput of the surface plant (including binders) is 3500 tpd with a final density of 75% to 76% solids which gives a slump of 15 cm to 17 cm. Following the start-up of the paste backfill plant, the backfill strength performance levels were well below the pilot plant’s predictions. The introduction of ferrous slag, laboratory tests on various binder ratios with or without additives, and the desliming of the tailings enabled us to optimize the mix and operation costs. Primary and secondary stopes are filled respectively with a paste containing 4.5% and 2% binders in a mixture of 20% cement to 80% ferrous slag. In certain stopes, the binder ratio may vary from 2% to 7%, but always in a ratio of 80/20. Six years after start-up, or 4.5 Mt of paste backfill later, this paper discusses the present operation and the major changes that have occurred over the years to optimize both the operation and the paste fill quality.

"The tungsten-bismuth-molybdenum deposit in southwestern New Brunswick occurs in greisenized and silicified tuffite * and feldspar porphyry in and adjacent to volcanic necks. The ore minerals occur as veins and veinlets and as disseminated grains in gangue. These minerals can be grouped into three assemblages. Assemblage 1 consists of oxides and phosphates of W, Ti, Fe, Nb, Sn, Ta and rare-earth elements, with the main minerals being deposited in the sequence wolframite, rutile, cassiterite. Assemblage 2 consists of arsenopyrite, molybdenite and bismuth, and assemblage 3 of sulphides with minor cassiterite and arsenopyrite. Sphalerite is the main sulphide mineral, but it contains minute inclusions of copper-tin- and indium-bearing minerals. Textural relations suggest that most of the elements can be recovered from this ore by conventional mineral beneficiation and extraction methods, but a variety of techniques must be employed. It is expected that the wolframite and molybdenite can be recovered satisfactorily, but poor recoveries are expected for bismuth and cassiterite. A sphalerite concentrate can be readily obtained by flotation, but it would contain a wide variety of elements. It is suggested that leaching be used to recover the bismuth and the elements in the sphalerite concentrate."

The investigation to evaluate the reserves of coking coal in the United States suitable for the manufacture of metallurgical coke is being made by the Bureau of Mines in three parts: (1) To estimate known measured and indicated recoverable reserves of all coking coal; (2) to upgrade marginal coals through effective preparation; and (3) to study the carbonizing properties of coals and coal blends not now widely used for metallurgical coke making. This is the eighth of a series of reports giving the results of studies by counties under part (1) of the investigation. (See appendix.) This report covers Jefferson County, Pa., which comprises parts of Marienville, Hallton, Ridgway, Brookville, DuBois, Penfield, Smicksburg, and Punxsutawney quadrangles. (See fig. 1.) A short resume of the chemical and carbonizing properties of the coals is included. Data on the coal beds in the county were obtained from mining companies, land companies, individual landowners, and other sources of authentic information. A base map for each bed in each quadrangle was made to the scale 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all available data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds 0 to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick, These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

"Kinross Gold Corporation’s Mantos de Oro (MDO) gold/silver mine in northern Chile currently processes 15,000 tpd of oxide ores through a mill, whole ore cyanide leach plant followed by a Merrill-Crowe refinery. With the expected depletion of these oxide ores in a few years a new sulphide mineral deposit, Ladera-Farellón has been identified to potentially replace existing ore reserves. The deposit contains approximately 0.5g/t Au, 6g/t Ag and 0.5% Cu. The principal sulphide mineral in the deposit is enargite (Cu3AsS4) which hosts the majority of gold and silver and the copper. Direct cyanidation testwork has shown the sulphide mineral is refractory with a low gold recovery of 36% and silver recovery of 45%. Oxidation of the sulphides is required to liberate gold and silver and allow recovery of copper as an important pay-metal. Therefore, at MDO a new metallurgical process route with oxidation as a pretreatment step is required for viable treatment of such new sulphide mineralized material with acceptable recoveries of pay-metals.Analysis of flowsheet options was completed based on bench-scale and pilot scale metallurgical testwork as well as with reference to existing studies and operations. The process options investigated assume concentration of sulphides by flotation, followed by either pressure oxidation, bacteriological oxidation or roasting. Preliminary evaluation of flowsheet options focused on process risk, operability, technology availability and the economics of the project with emphasis on use of the existing metallurgical plant to reduce capital cost. Operating costs for each process option were also included in the relative analysis.The challenges of treatment of MDO sulphides, principally enargite and pyrite for recovery of gold, silver and copper center on fixation of arsenic and sulphur capture with environmentally acceptable disposal of residue tailings. This environmental focus was included in the process option selection and comparative analysis.This paper presents a review of the process options considered and highlights comparative advantages/disadvantages of each process with associated environmental issues. Preliminary conclusions are drawn on roasting as a potentially favorable process option for the treatment of MDO sulphides."

M-30, Madrid’s inner ring, covers 42 sq km of the city centre where one million people reside. It was constructed in several phases during the sixties and the eighties. The design criteria applied to those phases were different and were not always homogeneous with urban roads with lighting regulation as well as speedways. These areas had a heavy concentration of access and exits and there had been made many changes on the number of traffic lanes which has caused heavy traffic congestions and high accident rates. The environmental impact and noise pollution in residential areas are also consequences of M-30. The Madrid Major took a decision at the beginning of the present legislation, based on socio economic and environmental evaluation; rebuild the M-30 with the following sustainable mobility principles: Underground transfer of a considerable portion of the main ring and some of its links replacing some parts of the surface with new green areas in order to reduce the environmental impact. Increase the traffic capacity, improving the traffic continuity and fluidity and eliminating the lighting regulation areas, which is one of the main congestion problems currently. Increase the traffic safety with clear signalling information panels and avoiding difficult maneuvering. Redesign the links with the high capacity radial highways and other connecting lanes of the city. The project is worth 3.7 billion Euros. In 2007, when the construction is completed, it is expected will save 14 million of journey hours that represent 4.5 million Euros saved in fuel consumption per annum, There will be a very significant reduction of 35,000 tons of CO2 in terms of pollution and 400 less car accidents. Those values will increase even more in the following years. The areas beside Manzanares River, running parallel to the M-30 on the western side of Madrid, will be highly enhanced. Better water quality and the recovering of the green areas existing in old times will also return for the citizen’s enjoyment. TUNNEL CROSS SECTION OF CALLE 30 SOUTH BY PASS One of the major challenges of the new Calle 30 is actually not only the related to the main road but also to the link with the A-3, with highway to Valencia. This link is currently the most congested area and has one of the highest traffic densities of Spanish roads, with more than 250,000 vehicles/day. The remodelling of this area is the principle objective of the South by-pass. The tunnel is the only answer for this by-pass as the road alignment will go among buildings. All aspects of precious metals processing were featured at a symposium held Oct. 3-6, 2007, at Loews Ventana Canyon Resort in Tucson, AZ. Although billed as "Precious Metals Processing: Advances in Primary and Secondary Operations," the symposium also looked at economic, regulatory and environmental issues affecting the precious metals industry. The symposium was sponsored by SME; The Minerals, Metals & Materials Society (TMS); and the International Precious Metals Institute (IPMI). It included workshops, technical presentations, guest speakers and social activities. Mining industry management, process engineers, equipment manufacturers, consultants, metals marketers, academics and others involved in the precious metals industry attended the conference. Needless to say, with gold nearing $25.721g ($800/oz) and platinum pushing $41.801g ($1,300/oz) at the time of the meeting, the mood among the attendees could not have been more positive. The symposium was privileged to have Father Ernest S. Sweeney, professor of Latin American History at Loyola Marymount University, as a guest speaker. Sweeney, a Jesuit priest, provided a colorful account of the history of mining in Arizona and the surrounding region of North America (Fig. 1). He described the importance of the mining industry and said, "To go down into the bowels of the earth to extract its riches for the benefit of all of us is an awesome task deserving our sincere respect and gratitude." However, he warned the industry that: "The ever increasing de¬mands on the mining community for the protection of the environment calls for endless efforts to maintain ethical standards in a business filled with risk, uncertainty and frustrations." Sweeney noted that the Spanish conquest of the Americas was driven by the three fundamental motives of "God, glory and gold." He noted that gold was the basic, most powerful driving force of the conquest and occupation of the Spanish empire. The first European to explore Arizona was the Franciscan missionary Marcos de Niza. He came to Arizona in 1539 in search of the fabled Seven Golden Cities of Cíbola. Sweeny noted that Spanish explorers were consumed, as Cortes himself described it, "with a burning fever that only gold could cure." Sweeney told the story of some of these early explorers, including Francisco Vázquez de Coronado who "mounted an expedition in pursuit of gold and rich empires to conquer." Coronado passed through Arizona and discovered the Grand Canyon. "Coronado returned to Mexico exhausted, bankrupt and disillusioned, but with a wealth of new knowledge of the borderlands of the Spanish empire," said Sweeney. He then described the colorful history of early gold, silver and copper exploration and mining in Arizona, including the famous tale of the Lost Dutchman's Mine. The recent seismic events have shown that earthquakes have an immense destructive power. Chile was hit in February 2010 with a seismic intensity of 8.8 on the Richter scale, and had loss of about 700 killed persons, while Haiti was hit in January 2010 with 7.0 killing about 220?000 people. The event in Haiti showed that the seismic events can lead to a disaster if no preventive measures are taken. On the other side, the seismic event in Chile has hit a well-prepared country with moderate consequences. The earthquake with 6.6 Richter in Japan in March 2011, have further shown how severe the consequences can be if critical equipment is involved. Fortunately, the equipment in a mine has not the potential hazard as a nuclear power plant. Anyway, we are diligent and it is obvious that the seismic risk may lead to a real disaster even if the probability is small. The GMD is an important component in the grinding circuit of a mine. This paper maps out earthquake-prone areas including expected earthquake magnitude calculated according to relevant standards, focusing mainly on the building code IBC 2009. An overview is provided on how this standard is applied to mining equipment to minimize damage and aid large mills in operation to successfully withstand seismic effects. The differences in stresses and forces on the GMD and foundation are shown based on a turning and stopped mill simulation during an earthquake. The results demonstrate the need to maintain active and operating earthquake detection systems. Aside from detecting an earthquake?s magnitude, the sensor information can also be used to reduce the harmful effects that an earthquake has on mining equipment. As follows the earthquake requirements are defined. The last part of this paper explains how to fullfill these requirements.

A new method of constructing retaining walls, in-situ, prior to excavation has been developed. This "Vertical Earth Reinforcement Technique" VERT, has been demonstrated at a full scale test wall at the National Geotechnical Experimentation Site at Texas A&M University. This 10 meter high wall, was constructed of elements of soil mixing in an array that forced composite behavior between the soil mixed elements and the in-situ soils. Inclinometers and extensometers were used to verify the performance of the wall. The construction and results of the testing are presented.

A rotating disc geometry was used to provide a uniformly accessible surface for a kinetic study of the cementation of cadmium, lead, and silver from dilute aqueous solutions. This work is an extension of studies carried out on the Cu-Zn and Cu-Fe systems for which the reaction rate was found to be completely solution phase mass transfer controlled.When the amount of material deposited was greater than 0·2 to 0·4 mg/cm2 there was an apparent enhancement in rate which is attributed to the formation of a roughened deposit. This same phenomenon was observed in the Cu-Zn and Cu-Fe systems. Again, the rate of reaction of each system investigated was found to be solution-phase mass transfer controlled.

"INTRODUCTIONThe renaissance in gold and silver recovery technology has continued to unfold and it is appropriate to review some of the useful new technologies as well as try to identify some of the industry's future needs and frontiers.The remarkable strengthening in the US dollar has resulted in a relatively low gold price in US Dollars of around $310/oz at the time of writing and silver at $6.25/oz. This general softening in the dollar prices and the recent confusion as to environmental compatibility of cyanidation tailings and effluents, has led to a slowdown in announcements of new operations. Another reason for the slackening off in the USA is that in the past few years a large part of the capital has come from oi I and gas companies that now seem to be losing interest in mineral ventures, and foreign investors for whom the dollar is becoming out of reach. In the author's opinion this represents an unprecedented window of opportunity.Elsewhere in the world where local currencies have weakened, the price of gold is at or close to its all time high.For example, in South African Rands, the gold price was R571.00/oz when the rand was US$1.47 and the gold price reached US$800. Now at US $309/oz and with the Rand at US$0.51 = Rl .00, the local gold price is R600. The price of si Iver in Mexican pesos is not much less than it was when silver reached US$50/oz. Gold, and silver prices in local currencies outside North America are still buovant and at levels where additional investment in new projects is more encouraging.Even in Canada where the dollar is worth about US$0. 75, this provides a smaller but significant cushion compared with US operations. Considering the present strength of the US dollar and even the Canadian dollar relative to many other gold producing countries, there should be significant investment opportunities at today's prices. Mining companies have started to descend on Brazil, for example, where in a matter of just a few years annual gold production has increased from 10 to 70 tons. In South Africa, a Canadian company backed by Swiss financing has been able to take over a Witwatersrand gold mining operation and is installing a huge new tailin9s retreatment plant to process about 1 million tons per month of tailings."

It is a great honour to be privileged to address The Institute for a second time as President and I appreciate it more than I can say. Eight years ago in Hobart I tried to cover the development of the mineral industry in Tasmania. That was a general subject. Tonight I want to be more specific - I propose to talk to you about rutile.The choice of subject for a Presidential Address is never easy. One is addressing an informed audience and the best one can do is to try to crystallize a particular subject and to present it in a form that willbe of interest to those who listen.I looked carefully at the addresses given by our Presidents over the past seven or eight years. The titles are impressive, the content excellent, and the length, as published, much greater than I had hoped.It is therefore with some trepidation that I have chosen as a subject one only of the three crystal forms of titanium dioxide. This subject is not as limited as may at first appear.There are two aspects with which I can deal - the mineral itself, which has become familiar as the major product of the East Coast beach sand operations, and the lesser-known "synthetic" product, which is the major pigment in almost all the white paints in common use today, and in cosmetics and white-walled tyres and toothpaste, and even the better types of fine papers. The synthetic form of rutile is' the "whitest"of white pigments.

For establishing sustainable material cycle process in human system, a brand new concept should be created, which could recycle the waste materials, which are land-filled and discarded under present economical situation. The concept of 'RtoS' (Reserve (of waste) to Stock) to create 'artificial deposit' of the materials concentrate is one of the best ideas to be applied. From this viewpoint, separation technology, in especial, solid phase separation such as mineral processing technology contributes much to the concentration, making 'artificial deposit' with less energy consumption compared with melting and/or dissolving technologies. Results of rare metals concentration in the e-waste are also introduced as an example with combining novel comminution and parts/powder separation.

The following notes apply more especially to the purchase of silverlead ores produced in the neighbourhood of Zeehan and Dundas; for it is this class of ore that is principally mined in those parts, and which creates competition among the ore buyers.In the early days of this field, most of the ore passed through the hands of the first buyer who had sufficient enterprise to establish himself at Zeehan but in more recent times, competition has been so keen that there are generally three or four buyers tendering. lf the output was large this would not matter so much from the buyers' point of view but when we consider that the output of the field is only some 1,650 tons per month, and that of this 70 odd tons are produced by the Western and Montana mines, aud being sent home for realization, is withdrawn from local purchasers, there is really not enough for four buyers, especially at the present exorbitant prices they pay the miners.Some of the mines have a fixed sampling day, on which it is tacitly understood that the ore buyers will attend. Others, such as Grubb's Silver Mining Oompany, No-Liability, send round a printed reminder, stating the quantity of ore, and the date of sampling.

Several mineral process modeling and simulation packages are currently available for use in evaluating the performance of alternative process flowschemes. A critical link that has been missing from these packages is the ability to quantitatively model the effect of size reduction on the liberation of the valuable and waste minerals in the ore being processed. Although there have been several approaches taken to this problem over the past 25 years, none has led to a satisfactory conclusion. A technique has been developed for measuring the effective liberation characteristics of magnetic taconite ores, and a program has been constructed which makes use of these liberation characteristics in simultaneously simulating both size reduction and mineral liberation as it occurs in tumbling mills. This is an especially important step in the modeling of magnetic taconite processes, where magnetic rejection of low grade wastes between grinding stages mandates that a predictive capability be available. The current application is specific to magnetic taconite, but it is possible that a similar approach could be used for other types of mineral systems.
