GOLD AND SILVER, the monetary metals, have presented in the last year a striking contrast; gold has experienced unusual prosperity, while silver has been depressed more severely than ever before. Gold mining has been hailed as the only basic industry that is able to thrive on depression; the new gold produced is thought by many to be the most important material for the reconstruction of prosperity. Silver production, meanwhile, has been sinking to its level of 40 years ago, and its price to a level never before recorded. These factors have reduced the value of silver produced in 1932 to about the value of the average annual production more than a century ago, that of the decade 1801-1810. No other major commodity in world trade appears to have suffered a greater decline during the present depression.

"The Sturgeon Lake Joint Venture volcanic massive sulpide deposit was discovered in 1970. Milling was started by Falconbridge Copper Ltd. at Sturgeon Lake in September 1974. The Sturgeon Lake pit and mill are located 88 kilometers by road northeast of Ignace, Ontario. IgnE1ce is a town of some 2800 people located on the Trans-Canada Highway, 241 kilometers west-northwest of Thunder Bay. The mill is treating an average of 1100 TPD producing separate concentrates of copper, lead and zinc. Initially, difficulties were experienced in achieving accept-able concentrate grades and recoveries but these were eventually overcome. This presentation describes current metallurgical strategy as practiced at the Sturgeon Lake mill.But first, a few words about the type of ore being treated. In geological terms the ore is classified into two main categories. They are the massive sulphides with underlying zones of stringer sulphides as illustrated in Fig. 1. The plan view is shown in Fig. 2. The areas of East-limb and North-limb are as shown. These last two ores have suffered enough alteration to cause problems during treatment. The massive sulphides consist of chalcopyrite, sphalerite, galena, tetrahedrite and small amounts of pyrrhotite among other gangue materials. The stringer ore is comprised of predominantly chalcopyrite intrusions into rhyolite and has lesser amounts of sphalerite and tetrahedrite. At present we are treating a predetermined blend of massive and stringer ores from zones that have been metallurgically tested to ensure compatibility with current treatment procedure in the plant. Ore responding to this treatment is classified as normal ore while the ore proving incompatible is classified as north-limb ore or east-limb ore."

Chemical alteration of the compressive strength of sandstone has been investigated by the U.S. Bureau of Mines (USBM). Successful development of this technology would offer an attractive alternative to the methods now used for stress control in mines. Sandstone cores were stressed to failure under uniaxial compression at two different strain rates. Specimens saturated with either distilled or tap water showed an average 14% reduction in stress at failure compared with those dried in vacuum. Samples saturated with dilute solutions of aluminum chloride, hydrochloric acid, and polyethylene oxide showed no statistically significant difference in failure stress compared with those saturated with water. By contrast, compressive strength of the cores was increased some 7% by saturation with the nonpolar solvent carbon tetrachloride. No correlation was found between zeta potential and compressive strength.

Studies were made on the projectile impact sensitivity of explosives by subjecting explosive samples to the impact of metal projectiles fired from a 0.50- caliber gun . The projectiles , in the form of right cylinders , made plane surface to plane surface contact with the explosives . Pressures in the explosive were investigated with an expendable pressure transducer in some instances . The physical model of the projectile - explosive interaction describes , in principle , the duration of the peak shock pressure in terms of the projectile and explosive geometry and the steady- state penetration of the explosive . Of the explosives studied , liquid hydrogen- solid oxygen and liquid oxygen - solid or liquid hydrocarbon fuel were the most shock sensitive ( requiring an initiating shock of about 1.0 kb or 987 atmospheres pressure ) ; cast TNT was the least sensitive ( requiring an initiating shock of more than 110 kb pressure ) . Measurements of pressure in the explosive showed some moderate space resolution by the transducer and gave pressure distributions in agreement with expectations from the model of the shock processes . The appearance of the recovered projectiles and the calculated initiation shock pressures suggest that the solid explosives were initiated directly to high- order detonation , whereas the liquid explosives were probably initiated to low- order detonation-- with a subsequent , later transition to high- order detonation .

An exploratory laboratory work was carried out on microbial leaching of poor non-sulphide nickel ores, not amenable to conventional mineral processing operations. The results have shown that domestic low-grade lateritic ores of limonitic or haematitic type are amenable to bioleaching by fungal strains of Aspergillus sp and Penicillium sp. Maximum nickel and cobalt recoveries achieved were 60 per cent and 50 per cent respectively. Losses of soluble nickel in the fungal biomass were found in the range 3 - 11 per cent. Chemical analysis of the leach liquors showed the presence of significant amounts of citric, oxalic and other organic acids, indicating the role which certain metabolic products of fungal activity may play in the process. Possibilities for future investigations are discussed.

This report describes the development of an electronic system which detects unsafe slack and overload conditions in underground mine hoist ropes. The Slack and Overload Rope Protection System (SORPS) includes a fail-safe load cell inserted between the rope and the conveyance, and an accelerometer mounted on the conveyance. Signals from these transducers are telemetered via a radio link to the hoist control room, where they are combined with drum speed and chair status in a microprocessor-based decision and display unit. Abnormally high external force levels are detected as discrepancies between rope tension and cage acceleration; conveyance weight is inferred continuously. Hazardous conditions are displayed to the hoist operator, along with general hoist status. The system has been tested in a working mine for approximately two years. The report contains specifications, design data and field test experience generated under the SORPS program. It also includes information on dynamic modeling, vibration environment, the status of existing slack detection systems, and applicable control strategies.

That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

A record $19.7 billion in minerals was produced by United States industries in 1963. This was some $800 million above the previous high established in 1962. Preliminary statistics compiled by the U.S. Bureau of Mines show that most metals, nonmetals, and fuels gained both in value and volume of production. The 1963 total represents the largest value increase since 1956 and continues an upward trend begun in 1959. Product.ion and value of all mineral fuels rose, with anthracite registering a remarkable 20% value increase. Nonmetals advanced 591 in value, gains exceeding losses by 213 to 1 among individual commodities. Heavier industrial demand and the settling of labor difficulties were among the factors contributing to increased output of such materials as iron ore, bauxite, molybdenum, lead, and zinc, which accounted for most in€ the growth in metal output. Silver prices continued to rise and, as a result, production value of that metal gained 132,.

The uppermost subsoil profiles of the Bangkok plain can be divided into four layers, namely: weathered clay, soft clay, stiff clay, and dense sand layers. The soft Bangkok clay is a normally consolidated marine clay with built-up preconsolidation effects and overlain by a weathered crust. Up to the present, a large number of full-scale tests on excavations and pile foundations has been made by numerous investigators. Based on these results, the available data are reviewed and evaluated. The results show that for test excavations, the excess pore pressures were overpredicted by the existing theories. The vertical and lateral movements in the excavations can be predicted by the bilinear and non-linear finite elements using appropriate modulus values. Relationships among probability of failure, safety factor, and safety margin of the excavation were also obtained. In the case of pile foundations, good agreement between the measured and predicted ultimate pile capacities were obtained for long piles. The adhesion factors ranged from 0.4 to 1.0 while the average skin friction factor was found to be 0.33. The ultimate capacity of the pile was also predicted successfully by using the Dutch cone data. For lateral deflection of piles, Davisson and Gill's theory predicted well in the low deflection zone while Poulos' theory agreed well in the high deflection zone. From the probabilistic analysis of ultimate pile capacity, the probability of failure was related to the central factor of safety. "AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. Pebble grinding was used at Lake Shore Mines in 1949. A full description of experimental evidence and test plant results was published in 1952 1 and further operating details in 1954 2.' In more recent years the term autogenous grinding has been coined and is now frequently seen in the technical literature. Autogenous crushing and/or grinding covers any grinding mill in which the larger pieces of ore are made to grind the fine pieces; the crushing and grinding may be either dry or wet. This discussion deals only with wet autogenous grinding, and only in the fine grinding part of the circuit, i.e., from 6 mesh to 92 pct —325 mesh. The term pebble milling could apply to fine autogenous grinding in which the pebbles are made from the ore itself, or it could also refer to grinding with pebbles, such as flint pebbles, from a source outside the mine. The first mill to use screened ore to grind the ore (1949) was Lake Shore Mines, Kirkland Lake, Ont. Pebbles were screened from the jaw crusher discharge and used in 5x16-ft tube mills which had been converted to 6 ft 8 in. by 16-ft grate discharge pebble mills. The same general practice was adopted the following year by the Wright-Har-greaves Mine in Kirkland Lake. Shortly after that the Neptune Mines in Nicaragua started correspondence with the writer concerning the possibility of using screened ore for grinding in their plant. They first ran some plant-scale tests which confirmed the Lake Shore findings, with the ultimate result that their plant was successfully converted in 1956 to an autogenous grinding plant. In 1957-1958 the writer was successful in converting the grinding plant of Renabie Mines in northern Ontario to autogenous grinding. In all these plants the existing grinding equipment was converted, usually by expanding the diameter of the shell to make the change from steel grinding to ore pebble grinding mills. In all the above plants primary grinding was done in either small rod mills or ball mills. These mills first reduced the pebble mill feed to about 6 mesh. The final grinding in the pebble mills varied from 75 pct —200 mesh to 92 pct —325 mesh. At Lake Shore three stages of pebble milling were used, with a different size pebble in each stage. In other parts of the world interest was being shown in this form of grinding, and in March 1952 the writer had some correspondence with the mill staff at Outokumpu in Finland, with regard to the pebble system used at Lake Shore. At Stockholm in 1957 the account of the crushing and grinding system at Outokumpu was presented in a paper by H. Tanner and T. Heikkinen.V his is the only ore grinding plant that does not use grate discharges on its pebble mills; trunnion discharges equipped with heavy reverse spirals retain the pebble load. The first new mill designed to use screened ore as a grinding medium was the Bicroft mill at Bancroft, Ont., which began operation in the fall of 1956. In 1957 this plant was followed by similar installations at Faraday Mines, also in the Bancroft area, and the North Rankin Nickel Mines in the North West Territories. In 1958 the Dyno Mill at Bancroft was converted, using the same type of grinding. Since all these plants, designed by Kilborn Engineering (1954) Ltd., were originally planned as pebble grinding mills, they were able to take full advantage of the latest design and technique. They are neat in appearance and very efficient and easy to operate. Effect of Ore Hardness: It is often commented that this type of autogenous grinding applies only to hard siliceous ores. Experience has shown that this is not so. In the past ten years the author has had an opportunity to test more than a dozen ores, several of which were quite soft. One of these was shale. The softer ores actually make better looking pebbles than the hard ores. These soft ores produced no particles in the intermediate size range which could not be ground by the largest pebbles in the mill charge. Slabby ores, such as shales, make a suitable pebble for the —6 mesh grinding. It is not generally recognized that for fine grinding a spherical medium is not essential or more efficient. Another frequent objection to pebble grinding is the belief held by some operators that there is too much variation in the hardness of their particular ore to make it acceptable as a source of pebble media. Experience has also shown that this is not a serious problem at all. The variation in pebble load due to changes in the ore hardness is nothing like as great as most people would expect, and the method used for feeding the ore and controlling the the load in the mills is more than sufficient to take care of daily variations in ore hardness. The recovery of cyanide from a gold mill solution containing high levels of copper (400 mg/L to 900 mg/L) using the AVR process was evaluated. It was determined that acidification to pH 2 to 3 provides a suitable balance between HCN generation, copper precipitation and acid consumption. A short pilot plant campaign showed that ~75% of the feed WAD cyanide was recovered while the remainder precipitated along with copper upon acidification. The acid consumption averaged 3.5 g H2SO4 per litre of solution. The copper precipitate, consisting mostly of CuCN and CuSCN, was readily separated from the solution by gravity. The volatilization of HCN in countercurrent packed columns averaged 98.7% efficiency. Reabsorption of HCN was practically 100% in NaOH solutions and slightly lower in a lime slurry. Basic volatilizer design parameters applicable to a large-scale operation were determined, including the Henry’s Law constant and the mass transfer coefficient of HCN gas.

This report summarizes the results of a research project entitled "Fatal Accident Data Base Development." This project is the last project under Contract No. S0110601. Volumes I and 1I, "Industrial Engineering Study of Hazards Associated with Underground Coat Mine Production," summarize the original industrial engineering project and the Fatal Accident Report Analysis project. These projects were completed and accepted by the U.S. Bureau of Mines on December 10, 1971. Both volumes of the report have been made available by the Bureau to the public through the U. S. Department of Commerce technical information service. Another project under the same con tract, entitled "Equipment Operations Safety Study, ' was completed in January 1972 and the report was accepted by the U. S. B. M. at that time. The analysis in this Natal Accident. Data Lose Development report is closely related to analysis in both of the earlier reports. The original project involved an industrial engineering and safety of production operations for a representative sample of underground bituminous coal mines. The contactor was required to make recommendations 'in work practices, mining methods, equipment, and safety practices which can effectively reduce the fatality rate from rib and roof falls.' (Longwall mining methods were excluded from the study.) Time study and work element analyses were performed in over 50 mines as part of the field data gathering effort. Another requirement of the study was to develop sets of multiflow. Process charts, which are diagrammatic illustrations of the time-related interaction of mining, cycle job elements.

The problems inherent in sampling low- grade deposits have long been recognized. As economic grades become lower with increasing metals prices and improvements in recovery technology then the previously difficult sampling problem has consequently become even more demanding. The breakdown of the sample process and error is illustrated by describing in the remainder of the paper some sampling practices that have been utilized on mining and exploration properties and by describing some problems that have been encountered, providing a series of cautionary tales to those involved in any aspect of mine or exploration sampling.

IT is a great honor to be asked by. the Board of Directors of this Institute to deliver the Henry Marion Howe lecture. The invitation carries with it a great responsibility, which I accept with considerable hesitation and with a feeling of unworthiness to perform the duties expected of me in this hour devoted to the memory of the life, character, and work of the late Professor Howe. Many of you recall the scholarly address delivered here a year ago by Prof. Albert Sauveur, and the beautiful tribute he paid-to his friend and colleague of many years in the great work of changing the art of iron making into the science of iron. My association with Professor Howe, was of brief duration-only one year-and the relation was that of pupil to teacher. My feeling toward him in later years was always that of a humble disciple at the feet of a master. He attained his third academic degree in the year that I was born. I recall the pride I felt when, after entering the, steel industry, I received from him, from time to time, letters asking for information or, perchance, asking my opinion, and he was always most punctilious in acknowledging the source of such bits of information in his writings. It was also my good fortune to sit at the feet of another great teacher-Sir William Roberts-Austen, at the Royal School of Mines. I mention him because his name was used by Osmond in coining the word "austenite," which is the subject of this address, and Osmond's suggestion was heartily approved by Howe. These three international metallurgists were the best of friends and delighted to honor the achievements of one another. There are other reasons for mentioning Roberts-Austen at this time. It was an introduction from Howe that opened to me the door of his -laboratory as well as of his heart. It was while at Roberts-Austen's laboratory that I .worked side by side with William Campbell

Lithium-ion batteries (LIBs) find wide range of applications from portable electronics to electric cars and stationary storage or renewable energy. LIB electrode fabrication is done through mixing the active material (Li-ion host) with carbon (conductive component) and polyvinylidene fluoride (PVDF), which acts as a binder. These components are dissolved in N-methyl-2-pyrrolidone (NMP) to form a paste which is then doctor bladed onto the aluminum current collector. NMP is a toxic chemical and the overall fabrication process remains costly. Efforts are made of eliminating NMP by (1) replacing the binder and (2) using a new fabrication method. Of particular interest among these new methods is electrophoretic deposition (EPD). Via the application of DC potential, particles in suspension can be electrophoretically deposited on different conductive substrates in a relatively fast rate rendering EPD feasible for industrial application. A key aspect for successful application of EPD is the formulation of a stable suspension. Within the McGill HydroMET group, we explore the potential of EPD in fabricating LIB electrodes having demonstrated its effectiveness in the case of P25 nanotitania/carbon anodes. The performance of EPD fabricated TiO2/C electrodes is compared to standard PVDF-based electrodes and shown to have comparable charge capacity. This method is now being extended to other electrode materials. In this paper an introduction to the EPD method will be made and subsequently its use in fabricating LIB electrodes will be described. The performance of the fabricated batteries is evaluated via galvanostatic charging/discharging and cycling tests.

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

Lithium minerals occur predominantly in pegmatites that contain mineral assemblages derived from the crystallization of post- magmatic fluids or from the metasomatic action of residual peg- matitic fluids. They have been the traditional sources of raw material for ceramic and chemical industries. With the discovery of the Searles Lake deposits, brines became new sources of lithium, and, today, two brine deposits satisfy nearly one-half of the free world demand for lithium chemicals. Indeed, lithium production from pegmatites has been superseded by brines sources. In the United States, the brines of Clayton Valley, NV, have been exploited since 1964 by Cyprus Foote Mineral Company, a subsidiary of Cyprus Minerals Company. In Chile, Sociedad Chilena de Litio Ltda., an affiliate of Cyprus Minerals Company, is now producing lithium carbonate from the brines of the Salar de Atacama. Recently identified brine deposits suggest that these may well become the prime sources of lithium chemicals. In Bolivia, the government is negotiating the rights to exploit the brines of the Salar de Uyuni. The Salar del Hombre Muerto in Argentina is being evaluated as a future center of chemical production. The brines of the Great Salt Lake of Utah, the Smackover Formation, and the Imperial Valley geothermal field have been defined as important resources of lithium. In Tibet, high concentrations of lithium have been reported in several saline lakes. In the People's Republic of China, lithium may be produced from the brines of the Dabusan playa in the Qinghai Basin. The 1950s saw a great number of lithium companies develop. However, following the termination of the Atomic Energy Commission purchase program in 1959, several companies, such as Maywood Chemical Co., American Lithium Chemicals, and Quebec Lithium Corp., were forced to close their operations. Nevertheless, with the development of new applications in glass ceramics, air conditioning systems, synthetic rubber, and metallurgy (aluminumpotlines), the lithium industry grew steadily. With the potential application of lithium metal in batteries, nuclear reactors, and fuel cells, a steady growth can be foreseen. New products and new applications are likely to stimulate exploration for expanded reserves as well as the search for new sources from which lithium could be extracted economically. Presently identified reserves and production capacity are sufficient to satisfy the conventional market growth of lithium.

A state of the art computer simulation package, named UTAH-MODSIM is being developed. This package can run on a mainframe (eg. UNIVAC) as well as on a microcomputer (eg. IBM/PC with at least 512 kBytes of core memory). Friendliness was the major concern in developing this software. The user simply generates a complete flowsheet by presenting the flowsheet on a graphics terminal. This flowsheet defines the circuit to be simulated. With the minimum required data, the user can obtain a complete mass and water balances within a few minutes. Moreover, this package will provide scale-up and capital cost information of specified equipment relevant to design. In order to illustrate the utility of this software, three design examples are given. They are: a) A typical multistage crushing plant. b) A reverse closed grinding circuit comparing one stage with two stage classification. c) A standard closed grinding circuit suitable to liberate a specified fraction of chalcopyrite from a copper ore.

EARLY in 1936, when the American Petroleum Institute issued -J "American Petroleum Industry," which was a survey of the current position of the petroleum industry, and its future outlook, and the figures for petroleum requirements .for 1950 and 1960 were widely publicized by the several oil journals, the impression was given that the petroleum- industry must be nearing maturity and would by 1950 have passed the high' point of its obligations to business progress in the United States.`' Let -us look at the figures which might conduce, this thought. Referring to p. 32 of the report, the total indicated crude-oil requirements in 1940 are 1,099,000,000 bbl-; for 1950, the peak, 1,109,800,000 bbl.; for 1960 a decline to 1,071,020,000 bbl. This downward trend, then established, is probably expected to continue. And this in the face of a crude production in 1935 of 993,942,000 bbl., 38,858,000 bbl.
