The theme of this paper is the development of-the project feasibility study which includes discussion of the work which is carried out in preparing the project feasibility study, the necessary evaluations and structures that are employed to ensure that not only does the feasibility study itself stand up to scrutiny and is sound, but also that the investment the company is proposing to develop, "the project", is an investment decision which will represent good returns to the company. This theme is particularly relevant when there are competing divisions within the company and only limited cash resources are available to make the correct investment decision. Thus various potential investments may be evaluated against each other to determine which project will be given the go ahead for development. This paper will particularly focus on the various investment analysis techniques that are used and discuss the work that is required in preparing the project feasibility study and specifically the interaction of the project team members and the thought process that must be undertaken to complete the project feasibility study. Finally comments will be made on tax planning issues particularly with respect to taxation of gold production to be introduced in January 1991. Some ideas are presented which may help and possibly improve the financial position of the projects being reviewed. Further, it is suggested that the thought process which goes with the financial engineering aspects of a resource project can be widened to take account of taxation issues and tax planning to ensure the rise of the project feasibility and hence the decision to proceed to development by the project sponsors.

INTRODUCTION The Premise Not much time has to be spent in a tunneling project to realize the tremendous interdependence that exists among the various unit operations. The research that is to be described attempts to examine one set of these linked operations, namely, the effect of cutters on muck handling properties. All too often research focuses on too minute an aspect of a problem for the results to be of much immediate, practical use. The goal of this research is to avoid this specificity. Apologies are tendered if this goal is missed. It is known that the mode of flow of bulk solids under the influence of gravity -- emptying a bin or hopper -- is dependent on several basic parameters. The size of the particles and the distribution of sizes (consist) determine whether the solids will first flow out of a given aperture; the cohesion of the solids will determine if flow will continue after the bin is opened; and the angle of internal friction determines the size of the flow regime (1,2,3). It is well understood that the latter two parameters affect the behavior of bulk material on a conveyor belt. Cohesion of material to a belt is always an undesired problem. Heaping of material on a belt depends on the material's internal friction. It is also known that varying the particle size, and the packing density of the material can affect the material's angle of internal friction (4,5). The upper amphibolite-grade mctasediments of thc rinaroo area, North Queensland, form part of a regional aurcole to the large Tinaroo Batholith and are the stratigraphic equivalents of the Hodgkinson Formation of gencrally low metamorphic grade. There is no evidence of any lithological unconformity.The higher grade metasediments have a more complex deformation history than is typical for thc surrounding region and this may bc due to one or a combination of two factors; an additional strain componcnt associated wilh the intrusion of Ihe Tinaroo Batholith, or a more marked finite strain response to the overall regional stress field within hotter. more ductile rocks.Four deformational events can be characterized within Ihc Tinaroo Area. Close to Ihe Tinaroo Batholith D1 and D2, arc so strongly developed that they disrupl the continuily of Ihe original Iithological layering. In the aureole region, D1 is strongly overprinted and its original fabric intensity is obscured, but both D2 and D3 display a mappable decrease in intensity away from the granite margin. These three deformations occurred during Carboniferous or early Permian time. D4 is later and only patchily developed.The broad, moderate pressure metamorphic aureole surrounding the Tinaroo Batholith is a typical of the CairnsCooktown group of Permo-Carboniferous granitoids. which usually develop narrow, lower pressure contact aureoles. Two periods of metamorphism are distinguishable. The first reached peak temperatures somewhat greater than 520°C, the second temperatures around 620-630° C immediately adjacent to the granite contact.Several cale-silicate lenses containing scattered scheelite mineralization occur within the area. Scheelite appears to have crystallized at the same time as the cale-silicate minerals, its appearance coinciding with the intrusion of the Tinaroo Batholith. Unlike many "skarn-type" scheelite deposits, the scheelite-bearing cale-silicates are Fe-poor, with no positive correlation between total Fe and W.

Large amounts of limestone fines co-produced during the processing of crushed lime-stone may be useful in the sequestration of carbon dioxide (CO2). Accelerated weathering of limestone (AWL) is proposed as a low-tech method to capture and sequester CO2 from fossil fuel-fired power plants and other point sources such as cement manufacturing. AWL reactants are readily available, inexpensive and environmentally benign. Waste CO2 is hydrated with water to produce carbonic acid. This reacts with and is neutralized by limestone fines, thus converting CO2 gas to dissolved calcium bicarbonate. AWL waste products can be disposed of in the ocean. Feasibility requires access to an inexpensive source of limestone and to seawater, thus limiting AWL facilities to within about 10 km (6 miles) of the coastline. The majority of U.S. coastal power-generating facilities are within economical transport distance of limestone resources. AWL presents opportunities for collaborative efforts among the crushed stone industry, electrical utilities, cement manufacturers and research scientists. There is a concern that CO2 generated from human activities is contributing to climatic and environmental changes. Approximately one-third of anthropogenic CO2 emissions come from burning fossil fuels to generate electricity. Each power plant is capable of emitting several million tons of CO2 annually. A variety of other industrial processes, such as cement manufacture, oil refining, and iron and steel production, also emit large amounts of CO2. The level of atmospheric CO2 can be reduced by capturing CO2 from point-source emissions and storing or sequestering it in isolation from the atmosphere (U.S. Department of Energy, 2003). It has long been known that ventilation is a cost-effective method to lower respirable dust concentrations in all types of mining applications. The National Institute for Occupational Safety and Health has been working on a number of different research techniques that use ventilation as a critical component to lower respirable dust levels at surface and metal/nonmetal operations in the United States. This article presents five such research efforts. The first research area discusses how improving the ventilation flow patterns in an iron ore mill facility lowered respirable dust concentrations by 31 pct throughout the primary grinding area. The second research area examines how respirable dust levels were lowered at a dimensional stone shop by using air cleaning units suspended from the ceiling. A third area discusses how improvements in ventilation at underground limestone mines lowered respirable dust concentrations. The fourth area examines how improvements in dust filtration and pressurization systems significantly impacted the air quality in enclosed cabs of surface mining equipment. The last area presents a newly developed clothes cleaning technique. This technique uses an air spray manifold to blow dust from a worker’s clothing in an enclosed booth, which confines the dust for capture and removal by a baghouse dust collector. These research areas represent an array of different control technologies to lower respirable dust concentrations. Ventilation is an integral part of these control technologies.

An evaluation of a pilot scale Delkor horizontal belt filter at Bellambi's South Bulli Colliery showed high productivities and low moisture contents for a range of feed slurries. When treating flotation concentrate, a productivity in excess of 1000 kg/m2/hr (dry) at a moisture content of less than 22 per cent was obtained. The results indicated the belt filter had a capacity twice that of conventional drum or disc filters, and was capable of dewatering a very fine, thickened, classifying cyclone overflow slurry to an acceptable moisture content. The superior performance of this filter is discussed in terms of the factors influencing cake formation and the stratification of solids in the filter bowl of a conventional rotary vacuum drum filter.

This is the ninth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for more than 30 new entries. Several articles and publications crossed the author's desk this past year that relate to mineral valuation and mineral royalty. Tom Loucks presented a paper, "The Valuation of Hard Rock Mineral Property," at the Rocky Mountain Mineral Law Foundation in Santa Fe, NM in July, 1990. His paper gives an indepth explanation of the definitions and concepts related to mineral valuation. It includes descriptions of numerous legal cases that have dealt with mineral valuation and proper reference is given for each case. Loucks works for the Denver Mining Finance Co. Gold royalties generally range from 5% to 7%, net smelter return. However, Severn Brown sent information that shows a much wider variation. Echo Bay Mines reported in its 1989 annual report royalties that range from 1.5 % to 30% for gold from various gold properties. Brown also sent a copy of an article that appeared in the Dec. 27, 1982, issue of Fortune magazine. This issue carried an article by Walter Guzzardi, Jr. "The Huge Find in Roy Ash's Backyard." The article gives the history of Newmont's leasing in Nevada on property that became the Carlin, Bootstrap and Blue Star Mines. The article states that the initial royalty was 10% that escalated to more than 16%. Another property, the site of Gold Quarry, provides an 18% royalty to the same own¬ers. The article makes interesting reading for those interested in mining history.

Some countries are infinitely poorer than others in mineral resources-despite the perfect equality of their political leaders ambitions. Compare the mineral poverty of Kenya and Tanganyika with the riches of Katanga Province and Northern Rhodesia. Compare Paraguay with Chile, There never has been any equality in the distribution of nature's wealth. Minerals cannot play any role at all in economic development where they don't exist, and there are bound to be differential rates of economic development where there are basic differences in the wealth of mineral resources available. Africa is my principal area of interest and I know that there is an unfortunate but widespread misconception about Africa's "vast mineral resources, "its "untapped mineral wealth." Why is it untapped? Why is it undeveloped?

"PID loops – also known as base layers or regulatory controls – form the foundation of any plant’s control layer and it is generally accepted that PID loop health has a direct impact on the plant’s bottom line. Keeping these thousands of control loops in good health has a direct impact on the plant’s bottom line: it reduces variability, improves quality and throughput, and decreases energy costs and raw material usage. This has been well proven and documented in many articles. In the last ten years, technology has evolved: control engineers can now keep track of control loop performance and link it to the root causes of variability. However, they lack industry-wide best practices and criteria for determining what can be considered as excellent, good, fair, or poor performance. To ensure that PID control loops continue to perform well and meet their objectives, control engineers need a combination of (a) an appropriate monitoring technology and (b) best practices for doing the maintenance of base layer controls.Most plants have limited resources and operate with an increasing number of constraints; therefore, using the right tools and including reports in daily workflow is key for success. This paper suggests roles and responsibilities of key players needed to work toward control performance best practices and discuss organisational changes to succeed.INTRODUCTIONAlthough PID controllers are reliable workhorses in the process industry, they are often underrated. Since the 1980’s, computer control has evolved and the control algorithms used by control engineers have become increasingly complex. However, PID controllers still handle over 90% of the control loops in operating plants. Table 1 shows the savings that can be realized by achieving best-practice in several different process control categories (Brisk, 2004). The savings are expressed as a percentage of production costs."

Paper written on project work carried out in partial fulfilment of Bachelor of Engineering-Mining Venetia Mine, an open-pit diamond mining operation in the Limpopo Province of South Africa, currently has a mixed haul truck fleet consisting of Caterpillar 785B and C; 789C; modified 793D and 793D. Even in an ideal situation these trucks have different cycle times, which causes queuing at the loading area and their different speeds cause bunching on the ramps, leading to higher overall cycle times and lower productivity. This problem was identified but the root causes of the problem were not investigated and quantified. A time and motion study on the haul trucks was thus undertaken to measure actual cycle times and compare them to ideal cycle times as well as to observe any reasons for deviations. Ideal cycle times are partly evaluated on the basis of simulation and partly from production optimization expert input. Several areas that affect production were identified and these include: haul road conditions, the control room, dispatching programme and dispatching data management, as well as truck-shovel matching. The investigation was important in establishing control parameters for haul fleet operation since time spent queuing is production time lost, which defers waste tonnes to later in the life of mine, thus decreasing the tempo at which kimberlite is exposed.

Cobalt mostly occurs as a minor, but valuable, constituent in most nickel and a few copper ores, however it is not generally found alone in commercially viable deposits. Its concentration and extraction are therefore intimately linked to the recovery of the primary metals and the major task for the metallurgist is to extract cobalt of commercial grade from a much larger mass of either nickel or copper and sometimes both. With a particular focus on Vale Inco?s operations, this paper provides a brief overview of the mineralogy of the main deposits being currently exploited that contain cobalt as a co or by-product. The concentration and then extraction to metal are reviewed and some advances released into the public domain are discussed.

Estimation of the axial side shear resistance of drilled shaft rock sockets is directly related to the unconfined compressive strength of the bedrock. Commonly, the mean unconfined compressive strength value is calculated from a range of laboratory test results and is used to estimate the side shear of the bedrock. This paper presents the results from a full scale axial load test performed on an 8.5-feet-diameter drilled shaft rock socket, and compares measured side shear values to estimated values for two different rock strata. Measured side shear values correlated well with the design value calculated for the "strong" rock stratum, but did not correlate well with the design value calculated for the "weak" rock stratum. The mean unconfined compressive strength was used to calculate the side shear in both strata, but review of the laboratory data indicates that this value may not have been appropriate for the weak stratum due to a large variation in the laboratory test results. Also included in this paper is a discussion of the subsurface conditions, the laboratory test results, and the methodology used to design the drilled shaft rock sockets for axial and lateral resistance.

In 1979 our company undertook the project of infra-structural work of White Swan Lake Hotel, (International class ) Guangzhou. Visit to the site showed that it was situated at the riverside, covering an area of 54,000 M2 with 30,000 M2 of which reclaimed from Pearl River. The material used for reclamation was black sand which was dredged from the nearby riverbed. The sand had the properties of high permeability and very low internal friction. The basement of the building was 6.2 m below ground level and 3 m lower than the riverbed. Apart from the pile foundation, a diaphragm wall was to be constructed prior to the commencement of excavation work for basement. A feasibility study was carried out to determine the method of construction which would maximize utilization of the plants and equipment that were available in the execution of the aforesaid foundation works. This report concerns only the construction of the diaphragm wall and the performance of the plants employed. A detailed delineation of the construction method is herein discussed

Simulation and Analysis of Media Behaviour in the Tower Mill by Discrete Element Method for Estimating the Power Draw and Spatial Distribution of Grinding Process The trends to the Tower Mill (TM) for grinding the materials are increased recently due to its unique merits. Among the various considerations of this machine, the main important items are increasing the efficiency of grinding as more as possible while keep the power consumption, manufacturing and maintenance costs as less as possible. Because this grinding process includes a huge numbers of media particles (ball or other shapes) that are interacted with each other and body of the machine, the DEM (Discrete Element Method) way is a very useful and essential step to getting confident evaluations. Because the DEM simulation is a very young scientific field and proper commercial software are very rare and still under modification, at first step, a FORTRAN code is developed for DEM simulation of two laboratory Tower Mill models (KM5 and KD5). The simulation and experimental results matched each other properly. Then one another DEM software was implemented to perform simulation of bigger models (huge numbers of balls), meanwhile could handle the complex 3D geometry data. The simulation and experimental results were compared and analysed in detail for not only laboratory but also for industrial models (KW5, KWD5, KWD50, KW300F, KW700F and KW1500) without any manipulation or compromising of the parameters of simulation. Some numeric data of industrial models are hidden here due to confidential reasons. The relative velocity of balls (ball-ball and ball-TM body), dissipate energy, interacted forces and stresses during the process are the key outputs of DEM simulation for design this machine. Therefore the main important processes in a Tower Mill machine are recognised and consequently some horizons of development of this machine are distinguished.

The Mathews et al (1981) stability graph was developed to provide guidance in the determination of stope sizes to control dilution in bulk mining of large orebodies. Longhole and sublevel open stoping (LHOS and SLOS) are the lower end in scale of underground mass mining with panel and block caving (PBC) at the higher end. Currently, the stability states of stopes in the stability graph are described qualitatively as stable, unstable or cave. The alternative quantitative option to the qualitative stability graph is the Equivalent Linear Overbreak Slough (ELOS) stability graph. The ELOS stability graph only applies to narrow vein orebodies. It is easy for the Mathews et al (1981) and the ELOS stability graphs to be applied outside the limits of their databases. What is currently referred to as ‘stable’ in the present stability graphs has diverse interpretations at different mines depending on their acceptable dilution values. In 2014, a research program was conceptually conceived at the UNSW Australia School of Mining Engineering to develop a quantitative dilution-based stability graph independent of orebody width to address some industry concerns on the use of the stability graphs. A dilution-based stability graph provides the mining engineer the flexibility to determine open stope sizes based on what dilution amounts are acceptable. The graph also unifies both the Mathews et al (1981) and ELOS stability graphs for wide and narrow vein orebodies, thus, eliminating their potential misapplications. To date, the concept is proven with case studies from metalliferous underground mining operations located across Australia. The investigations set forth in the following pages were made in the field in Newfoundland during the summer of 1927, and later in the laboratories and library of McGill University, and in the library of the Canadian Geological Survey at Ottawa, with the purpose of collating and adding to our knowledge of the geology of an area roughly wedge-shaped in outline, and nearly nine thousand square miles in extent, stretching across the centre of the island of Newfoundland, from the southwest to the northeast coasts. This paper reports on a study of 43 compression load tests (five fully instrumented) and ten pullout tests of auger cast-in-place (ACIP) piles in sand. Eight design methods reported in the literature were used to predict the measured pile capacities. Ultimate load capacities of the ACIP load tests were determined using two different definitions of ultimate capacity and compared with predictions. Load transfer behavior was determined from a study of the fully instrumented pile tests and compared to predicted values. Recommendations are made regarding the design approach most appropriate for these foundations and the best procedure for estimating ultimate capacity from pile load tests.

The Stawell Goldfield, the westernmost of the main Victorian fields, has produced over a million and a quarter ounces of gold from one and three-quarter million tons of ore. The lodes are quartz reefs and sulphide bodies occurring in sediments of lower Ordovician or upper Cambrian age. The lodes are confined to a relatively narrow suite of weak rocks lying between stronger ones above and below and there is a definite relationship between fold structure, pitch and strength of folding and ore.LOCATION HISTORY AND PAST PRODUCTIONThe town of Stawell, situated 150 miles north-westerly from Melbourne on the main railway and road to Adelaide, is the most westerly of the main gold areas of Victoria. Alluvial gold was found at Pleasant Creek (now Stawell West) in 1853 and the usual "rush" followed. Numerous alluvial leads, some surface, others buried under up to 100 ft. of Tertiary sediments were worked. The alluvial gold was soon exhausted, but in 1857 gold-bearing reefs were found on the slopes of a prominent ridge on the northern edgeof the present town. Early reef mining was by small working parties mining to shallow depths only and treating their ore at public crushing plants. Some of the early returns were very high grade. The next stage was the amalgamation of claims and the formation of companies, with their own treatment plants. This stage continued till the last mine closed in 1921. These companies had, by present standards, small holdings and far too many shafts were sunk, resulting in less efficient prospecting and operation.Since 1921 there have been one or two small scale attempts to revive mining but without success.
