Flotation of rare earths is complicated by the number of mineral classes that carry rare earth elements, including carbonates, phosphates, and silicates that often co-occur within the same deposit. Gangue constituents often belong to the same mineral classes as the rare earth minerals themselves. Chemical regimes developed for specific separations employ customized combinations of collectors, modifiers, and depressants that are not directly translatable to other operations. In this rougher flotation case study, a reagent suite including phosphate ester and sulfosuccinamate, originally developed for the recovery of bastnasite and monazite from silicate hosted ore, could not be applied to a synchysite ore hosted in carbonate gangue because the suite was aimed at silicate gangue rejection only. The separation of a fluorocarbonate mineral from carbonate gangue required a different chemical regime involving the use of hydroxamate and sodium silicate. Maximizing rare earth recovery was complicated by the presence of slimes. The effect of desliming and the increase in grind size was explored.

The discussion will highlight the implementation of the Codes to date, risk management principles embodied in the Codes and the use of risk registers as a projectmanagement tool and the management of risk.

"Falconbridge Copper's Lac Shortt gold mine is located in northern Quebec approximately 300 km northeast of Val D'Or and 100 km west of Chibougamau (Pig. 1). Engineering for the mill commenced in early 1983 with a feasibility study. The plant was commissioned in the fall of 1984 at a capital cost of approximately $12 million. Design capacity was 750 tpd which was increased in the fall of 1985 to the current level of 1200 tpd.The ore at Lac Shortt is free milling, grading an average of 5.5 g/t gold which is finely disseminated throughout the host rock. Pyrite at 3 to 5% by volume and traces of copper mineralization are also present.Some of the latest gold processing techniques known at the time of design were incorporated into the mill. These include carbon-in-pulp, pressure stripping, electrowinning of pregnant solution and induction furnace refining. The plant also features several innovations such as a unique interstage carbon retention screen in the CIP circuit and the outdoor location of the cyanidation feed thickener, mill solution tank and reagent storage silos despite -40° Celsius winter temperatures.This paper describes the current mill process and discusses some of the problems encountered during the first two years of the plant's operation. CRUSHINGThe Lac Shortt surface crushing facilities are located in a separate building, isolated from the wet processing circuits for dust and noise control reasons. The crushing plant equipment was originally utilized at the Manibridge operation in northern Manitoba where it had been designed to operate at 135 tph. However, at Lac Shortt a rate of only 80 tph has been achievable to date, mainly due to the hardness and frequently slabby breakage characteristics of the ore. Therefore, in order to meet fine ore requirements at the current mill throughput of 1200 tpd, the crushing circuit is run seven days a week. 24 hours a day. Availability has been averaging 65%."

Information exchange for mine process optimization is essential. Today, modern mining equipment uses the IREDES standard to exchange production plans and reports for easy management and storage. To gain further benefits from process optimization, a mine wide access to real-time information is needed as e.g.: The current status of a machine, operational details etc. Presently, real-time data exchange systems are developed by machine producers. Each machine producer uses its own way of gathering, managing, and storing production data. These proprietary mining processes increase the complexity of cross platform data exchange and management for mines which involves machines produced by different vendors. Casting and unifying the data requires much effort. For this purpose, ?IREDES On-line? currently is being introduced. The standard defines an open, web based method for the exchange of volatile real time machine information. Two different principles are used: Web Services for cross platform information exchange within the IT world and the optional OPC UA for use with automation and process control systems. With such a standard information from machines of different vendors may be managed by using one common platform without spending the effort for dedicated interface development. Additionally, information management and storage will become straight forward since all the data are of the same format. The IREDES On-line standard utilizes the latest IT technologies as well as the knowledge and experiences gained from the previous IREDES standard. The paper explains the benefits, the use, as well as the technical design of the standard and gives application examples from the practice.

In Kansas, almost every oil well drilled into a limestone formation is treated with hydrochloric (muriatic) acid upon completion. This is done to increase the potential capacity of the well and thereby increase its "daily allowable" production (see p. 9), to shorten the time required to produce the recoverable oil, and to increase the quantity of oil recovered ultimately from the reservoir. The porosity and. permeability of limestone formations seldom are uniform throughout the proved area, consequently the production capacities of completed wells vary considerably. Acid treatment of wells tends to increase production capacity and to equalize potential capacity. East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.

"This paper reviews the Falconbridge- SMRQ’s Raglan project in northern Quebec and the process that was used in developing its current long-term mine plan. Challenges were many and not only limited to the longevity of the project, numerous ore deposits (both underground and open pit), and a 40 km property strike length. As a result of its remote northern location, other factors such as progressive reclamation, leachable mine waste, water treatment, and waste management were also part of the plan. A combination of modern planning tools were used to formulate the plan including DataMine, Mine 2-4D, AutoMod Simulation, and an Excel-based financial spreadsheet to bring the total plan together. The focus of the paper is to show the complexity of modern mine planning and associated economic modelling of mine processes. IntroductionThe Raglan project is located 1660 km directly north of Quebec at the northern tip of the Quebec Peninsula in Nunavik. The main property is 40 km in length stretching from the Donaldson airport area at the eastern edge of the property to East Lake at the western edge. The Deception Bay port is 90 km north of the main complex/mill situated at Katinniq which lies approximately in the middle of the property (Fig. 1). The mine processes 1 000 000 tpy of ore from both open pit and underground sources. The mill is forecasted this year to produce more than 150 000 t of concentrate grading more than 18% nickel. All personnel and critical cargo are transported to the site via a company-leased 737 jet from Rouyn-Noranda where the main administration office is located. The majority of cargo is shipped to the site via Deception Bay from Quebec and on the return trip, nickel concentrate is shipped back. From Quebec, the nickel concentrate is sent by rail to the Falconbridge smelter in Sudbury and on the reverse rail haul, nickel matte from the smelter is sent to Norway via Quebec."

Mining engineers are ready to take a big step into a new field-oil mining. To understand the subject, one must look at the world's oil supply and demand as well as petroleum technology successes and failures. The US has an abundance of solid hydrocarbon and uranium energy resources, but 75% of its energy for industry, transportation, manufacturing, and space heating comes from liquid petroleum and natural gas. So there are increasing efforts to discover new oil reserves; today the number of drilling rigs operating in the US is at an all-time high. But with 80% of the world's wells already located in the US and Canada, good new exploration prospects are difficult to find. The cost of drilling deep new wells has also greatly increased. The US faced a similar situation in the early 1950s, when primary oil production declines began. During that time, the petroleum researcher introduced secondary recovery techniques such as water flooding and gas injection. This increased the average amount of extractable oil from discovered US reservoirs from 17% to 33%. Production soared and the world petroleum price remained stable until the end of the 1960s. Secondary recovery techniques were then supplemented by tertiary oil recovery technologies-increasing sweep efficiency with such things as CO2 injection-that are, so far, only partially successful in most petroleum fields. Even so, these technologies could raise cumulative recovery expectations to 35-38%. The "lost" oil in depleted US reservoirs equals 48 km3 (300 billion bbl) of conventional oil, or 12 times the current recoverable reserve base. At the present rate of US consumption-1 km3/a or 6 billion bbl/a-this is enough to run the US for 50 years without importing any oil. Moreover, there are 16-24 km3 (100-150 billion bbl) of as-yet unrecoverable heavy oil and tar sands in the US.

Flotation separation and recovery of value minerals from ores containing fibrous silicate minerals are known to be quite challenging. Earlier studies have established that the metallurgical challenges (poor selectivity and recovery, high energy consumption, etc.) arise from the impact of the fibrous minerals (with high aspect ratio) on pulp rheology, which was found be rather complex. The complex rheological behavior of ore suspensions containing particles with high aspect ratio and its influence on flotation outcome are investigated in this study. Flotation tests and rheological measurements were carried out with both ores (containing fibrous minerals) and a model system comprising nylon fibers (chemically inert) added to a copper ore that had no fibrous mineral. These studies allowed the determination of contributions of physical properties of the fiber to pulp rheological behavior. Optical microscopy images of the fiber pulp indicated that the fibers entangled to form two levels of microstructures: two-dimensional (2D) aggregates under semi-dilute (< 20% solids) conditions and three-dimensional (3D) microstructures at concentrations > 30% solids. The yield stress (σ) values determined for the fiber pulp were logarithmically related to the volume fraction of the 2D/3D structures. The relationships developed here for different ARs showed that the yield stress of a flotation pulp changes with respect to shape, size, and the concentrations of the microstructures. Implications to the effects of such entangle networks on selectivity of flotation separation are discussed.

The Corridor Sands deposits of heavy mineral sands represent the largest known economic resource of titanium dioxide minerals. The West Block of Deposit 1 alone contains Measured and Indicated Mineral Resources of 1.7 billion tonnes containing 4.14 per cent ilmenite, estimated in accordance with the JORC standard, sufficient for at least the first 20 years of mining. Total mineral resources are estimated to be approximately 17 billion tonnes at 5 per cent Total Heavy Minerals (THM). Test work was undertaken on the West Block of Deposit 1 over a period of two years in order to develop the process flow sheet to bankable standards. Geological, mineralogical and metallurgical test work was integrated from a pre-feasibility stage to the full bankable stage. The process flowsheet was developed with the central objective of the production of saleable products, of consistent quality and acceptable to the respective end-markets. The aim of this paper is to describe the way in which the various challenges for the project have been addressed by using integrated geological and mineralogical information, which has resulted in the development of a complete flow sheet. The process confirmed that material within customer specifications could be produced, once various metallurgical parameters were understood. This flow sheet development progressed from laboratory test work through to full field trials at pilot plant scale on large consignments of mineralized material. The flow sheet was developed to such a standard as to be used with confidence for both engineering design and cost estimates, and to determine the recovery factors to be used in financial evaluations. The range of environments which control the level of ground support required vary greatly in terms of rock type, rock structure and the mining method used. At the operating mines visited during this review the level of ground support was such that incidence of rock-fall- related accidents were rare. It was also found that methods existed to support most of the conditions encountered. The main problem areas were weak rock, major geological structures, areas of heavy jointing, high development density and areas affected by high mining-induced stresses and blasting. With stope support the level of success was much lower than that achieved in development; the larger spans and more rapid changes in geometry of open stopes compared with cut and fill stoping (where cables were originally used) led to significant problems. Before a useable design method for cable support of stope walls and pillars can be obtained the precise failure mode of the walls and pillars, and the interaction of the support and the rock mass must be investigated.

Ontario Power Generation is building a 10.4-km water diversion tunnel in Niagara Falls, Canada. The tunnel is a two-pass, cast-in-place prestressed concrete-lined pres-sure tunnel with a nominal internal diameter of 12.7 m. It is mostly situated within the Queenston formation which swells in contact with fresh water and has very aggressive groundwater. Tunneling in this material presents challenges in both design and construction. The tunnel design includes for a membrane to eliminate the potential for rock swelling and to protect the concrete liner from the ground conditions. A unique three-stage Geotechnical Baseline Report (GBR) is being used and is expected to provide an equitable method of dealing with any variations in subsurface conditions.

As mining progresses in the West, the depth of material has increased, making highwall stability a major factor in safety and production. The Jim Bridger Coal Mine’has made highwall stability a priority, concentrating on safety as well as increasing and improving production. Overburden depths are increasing dramatically; the geological environment consists of medium to sot? material, faulting, water, and current pit alignment not favorable to joint planes. Angle drilling the presplit at 20 degrees became necessaryas vertical presplit drilling produced wall failures.

This report describes the engineering feasibility and economic advantages of using a mobile bridge-type cross-pit belt conveyor system in conjunction with a large dragline to excavate and transport spoils in a typical Western surface coal mine. The studies show that such a system could be built to survive operational and climatic mining conditions, and that its implementation would offer a reduction in both acquisition and operating costs versus conventional mining units of comparable capacity. Reclamation costs can also be significantly reduced, and the total reclamation process accelerated, making the cross-pit conveyor system attractive to mine owners and environmentalists alike.

"This paper describes how to make advanced control choices when difficult processes need improvement. The decision-making process involves choosing between a rules-based approach and a model-based approach as well as weighing benefits and drawbacks, complexity and simplicity, investment and results. This paper will present briefly each solution: basic control, advanced regulatory control, model predictive control, and expert systems such as fuzzy logic controllers and neural networks. The article then proposes a decision tree for selecting the most appropriate approach. A table will compare usage, development, commissioning, maintenance and lifecycle costs for each approach. Finally, conclusions and suggestions will summarize the methodology.INTRODUCTION Advanced process control (APC) is a popular topic. How can one decide whether advanced control should be added to an existing system? Advanced control is used to improve performance, stabilize production, handle constraints, protect equipment and manage grade changes. Most plants use feedback controllers, usually PID (proportional, integral, derivative) controllers. It is common to develop special control schemes to handle more complex processes. In classic PID process control, a controller brings a single value close to a set point using a single manipulated variable. On the other hand, APC brings several values close to optimal targets simultaneously using several manipulated variables. APC's four main strategies are advanced regulatory control, model predictive control (MPC), fuzzy logic and neural networks. Simple solutions are always preferred. Complexity will be increased if performances (production, quality, etc.) are below par. Profitability analyses should be conducted to validate project viability. Needs—not trends—should dictate choices! Before increasing complexity, it is important to define needs, goals, technical support, budget, etc. All these approaches entail strengths and weaknesses. Building a project based on technology rather than needs spells trouble."
