Face ventilation and water sprays are the primary controls used on continuous miner sections to protect workers from respirable coal and silica (quartz) dust. Laboratory tests were conducted by the U.S. Bureau of Mines to determine the impact on respirable dust concentrations when increasing airflow from 3000 to 9000 cfm (1.42 to 4.25 m3/sec), water flow from 15 to 35 gpm (0.057 to 0.132 m3/min) , and water pressure from 80 to 200 psi (5.52 x105 to 1.38 x106 pa). The effective limits for each control and interactions between these controls were of particular interest. Initial analysis concentrated on defining the impact of the control parameters on the respirable fraction of the feed dust, which was a blend containing 90% coal and 10% quartz. Gravimetric sampling indicated that airflow had the most significant individual impact on respirable dust levels and resulted in reductions of 99% at the operator and 57% in the return. Regression modeling was used to predict dust concentrations at the operator and in the return. Significant interactions were observed between control parameters and often, defined the level for a control parameter where increases above that level did not significantly benefit dust control. Increasing airflow to 8400 cfm (3.96 m3/sec), water flow to 25 gpm (0.095 m3/min), and water pressure to 140 psi (9.65 x105 Pa) typically provided respirable dust reductions at both sampling locations, while optimizing use of control resources. After determining these relationships for the total respirable fraction, selected filters were analyzed for quartz content to define the impact on the quartz component of the feed dust. For the individual control parameters, airflow again had the most significant impact and resulted in reductions of 98% at the operator and 26% in the return. Regression modeling of the quartz concentrations indicated that no significant interactions between control parameters were present. At the operators location, airflow was the only parameter identified as having a statistically significant reduction for quartz dust. A reduction in quartz approaching 95% was observed for increasing airflow to 6000 cfm (2.83 m3/sec). Increases above 6000 cfm had little additional impact. In the return, a linear relationship between control parameters and quartz levels was observed with reductions of approximately 27% predicted for increasing any one control parameter to its maximum level. The synergistic impact of increasing all control parameters to maximum levels resulted in a maximum predicted reduction of 81%.

At the outset, I believe reference should be made to comparatively recent world developments in copper which have an important bearing upon the Canadian position. COPPER SITUATION No one can doubt the marked change for the better compared with not so long ago when less than adequate attention was paid to marketing and to uses of the metal. I need not show you graphs of world copper prices, which except for relatively brief periods and war conditions were, until about three years ago, not unlike the topography of the Canadian Rockies. There remain, of course, some non-industry factors who yearn for the old days of "roller-coaster" copper prices.

One of the objectives of today's mine superintendent is to increase his equipment availability. To this end we have seen improved scheduling procedures, preventive maintenance programs and extensive drive training and operating procedures. However, until recently, one area that has changed little in the past twenty years is the method of refueling and servicing mine equipment. In looking at mines across the country continually one encounters the hazardous oil soaked ground, the hand held fuel nozzle and the maze of hoses of the "traditional" fuel stop. By adapting technology developed in the construction and aircraft industry, current fueling and servicing practices can be easily improved. The result will be less nonproductive time, less downtime from engine failures and increased security from major refueling fires. The time saved almost amounts to having another truck in the fleet! One feature of the improved servicing practice is the implementation of high flow fueling. For trucks now on the market, a flow rate between 120 and 150 gam is feasible, about 90 gam greater than current practice. This flow rate could be increased even further as larger trucks come into use. A second idea borrowed from the aircraft industry is the use of positive lock type connection nozzles that automatically shut off when flow stops. These may be used for fuel, water, oil and hydraulic systems to eliminate spillage and assure that clean fuel, oils, and water are delivered to the vehicles. The reduction of fuel spillage lessens the threat of major fires resulting: in equipment damage and loss. Eliminating fire hazards will become even more important as the turbine engine with its lighter, more volatile fuels come into common use.

During a period of six months in FY2018, a series of trials were conducted to compare drilling accuracy using two different methodologies and the subsequent impact this had on ore dilution. Testing was conducted at Cracow underground gold mine in Queensland, Australia. The drill rig’s existing alignment process was compared to a new technology system with the following observations: - Using the existing alignment process only 20% of holes surveyed recorded toe points within the +/-300mm (11.8in) tolerance blast-hole deviation. - The new technology was proven to limit rig alignment error, reducing average blast-hole deviation and increasing the number of holes drilled within tolerance by 160%. The increased accuracy reduced stope dilution by reducing over-break of subgrade ore: - Stopes drilled using the new technology recorded 62.6% less average dilution. - This contributed to an overall reduction in dilution for the full year (FY18) of 5 percentage points compared to FY17 - from 22% to 17% (a net decrease of 22.7%). A cost-benefit analysis extrapolated from the trials stipulates that if the new technology were in use for a full 12 months, when applied to FY17 full year data, a 10 percentage point reduction in dilution would represent a net 45.4% decrease, and would result in AUD8.2M (USD5.9) additional ore recovered, with AUD4.5M (USD3.2M) less spent on wasted cost of haulage and processing of diluted ore. As a result, return per tonne would increase 22%, from AUD87 (USD63) to AUD106 (USD77.1). INTRODUCTION Dilution – planned and unplanned – remains a significant cost impairment in the mining process. A series of trials were held over a six-month period in FY18 which established the cost-benefit of new technology as it applies to the alignment accuracy of production drilling rigs in underground mining, thus confirming its ability to limit drilling as one of the causes of dilution. The trials identified three underlying factors affecting drilling accuracy, measurable by blast-hole deviation surveys of planned vs actual toe data. These were; rig alignment error, collar location change/error, and in-hole deviation. The trials involved a comparison of existing rig setup processes and technology, with the new technology (Minnovare’s Production Optimiser system). The trials were undertaken in the same environment; an operating underground gold mine - Cracow Gold Mine. The comparison first revealed the extent to which rig alignment impacts blast-hole deviation. Secondly, the new technology was proven to limit rig alignment error, thereby reducing average blast-hole deviation and increasing the number of holes drilled within tolerance by 160%.

The natural lives of machines and components vary tremendously! Maintenance managers struggle constantly to maximize their equipment lives while minimizing their maintenance costs, but they normally lack the tools and techniques they need to do this properly. This paper proposes a methodology based on probabilities of failure and expected values for repairs that recognizes the variation among individual machines and components as well as the high costs associated with catastrophic failures. It enables a user to determine the optimum change-out intervals for many types of equipment. The approach proposed here is sophisticated enough to be reliable but simple enough to be applied by the maintenance staff on the shop floor. It will complement existing preventive and predictive maintenance programs.

Due to a tight ash constraint on the clean coal product and difficult middlings washability characteristics, a considerable amount of coal was being lost in the jig middlings at the Monterey No. 2 Mine. An investigation was conducted into circuitry to recover this lost coal with minimal effect on the total clean coal ash. A reverse two-stage hydrocyclone system cleaning at low specific gravities was selected. This system is currently recovering approximately 5.8 kg/s (23 tph) of 11.5% to 12.5% ash coal. The specific gravity of separation for the system is about 1.5 and the probable error is 0.13.

On May 21, 1990, EPA released its Strawman II draft program for mining wastes. It proposes to expand RCRA regulation of mining operations to include materials other than wastes. Strawman I1 would establish strict standards for the states to follow, rather than technical guidance. It proposes to establish performance standards; design criteria; monitoring requirements; and corrective action, closure, post-closure, and financial assurance requirements. It suggests "pollution prevention" concepts for mining operations. This paper explores the Strawman II proposals, particularly the technical criteria, and addresses several of the important concerns raised by industry.

Selective fatty acid flotation of carbonate gangue from sedimentary apatites was achieved under acidic pH's without a specific apatite depressant and without conditioning the pulp with the collector. Concentrates (35-38% P205, 0.8-1% MgO) with high recoveries (80-85%) were produced from Indian and Chinese dolomitic ores. The calcareous and/or dolomitic-siliceous phosphate ores of South Florida and Utah required two flotation stages: one for carbonate removal, as mentioned above, and the other for phosphate recovery from siliceous gangue. Preliminary tests on the South Florida ore gave concentrates analyzing 29% P205 and 0.8% MgO with a P205 recovery of 76%. Data are also included showing the applicability of the process to the dolomitic-calcareous-siliceous Western U.S. phosphate ore from Utah. A concentrate obtained from this ore assayed 30% P205 and about 1% MaO.

It involves a comprehensive ventilation survey in three deep and mechanized underground coal mines in India. Using VentSim software, 3D simulation models were developed to predict heat stress conditions and explore the application of auxiliary ventilation and spot coolers to reduce heat stress.

An interesting application of this movie technology is animation of computerized geological models. These movies, which can be most easily constructed along rows, columns, and benches of block models, allow an ore body to be more easily and quickly visualized than the traditional method of flipping back and forth through various sections.

Property sales and acquisition are prominent features of today's coal industry. Before selling or buying a site, a company must know the property's economic net worth. Any evaluation of economic net worth would be inadequate if determinations of a property's environmental liabilities and costs were omitted. Short-and long-term costs can result from liabilities related to reclamation, water treatment, subsidence, and hazardous waste disposal. A structured, interdisciplinary approach can aid in the delineation, summation, and scheduling of these costs and liabilities.

Many of the trace elements found in coal are associated with mineral matter, making it possible to remove them by physical coal cleaning. As part of work funded by the Electric Power Research Institute, both conventional and advanced coal cleaning processes were found to provide large reductions in the concentration of many trace elements that, if released into the atmosphere, are considered to be potentially toxic or environmentally harmful. Advanced physical cleaning technologies appear to provide greater reductions than conventional technologies. Chemical cleaning processes may also remove many trace elements, possibly including organically-bound elements such as beryllium. Care must be taken in the disposal of coal cleaning plant refuse because oxidation and leaching of this material can create highly acidic leachate and many trace elements are mobile in an acid environment. Laboratory leaching procedures are potentially useful in determining the degree of risk of water contamination by trace elements should an acid environment form.

Environmental considerations are extremely important in planning and carrying out mergers, acquisitions and real estate transfers. It is not inconceivable that potential or actual environmental liabilities could exceed the targeted company's net worth or the book value of the real estate of interest. It is therefore essential that an environmental due diligence investigation (DDI) be performed to quantify environmental liabilities before sales, mergers or acquisitions. This paper will discuss general procedures used in environmental due diligence investigations. The emphasis will be placed on mergers and acquisitions. It should be pointed out that the procedures discussed in this paper are general and must be modified to fit each particular merger or acquisition under consideration.

INTRODUCTION On April 14, 1994, the joint venture of Kiewit Construction Company and Kenny Construction Company was awarded a 76 million dollar contract for the construction of the New Hampshire Avenue Tunnels in Washington D.C. The Notice to Proceed was given on May16, 1994 and scheduled completion is September 1997. This project is one of five contracts for the Mid-City E Line as part of the Washington Metropolitan Area Transit Authority (WMATA)Greenbelt Route. Once completed, the Mid-City E Line subway tunnels will connect service between the U Street-Cardozo and Fort Totten stations (See Figure 1). The New Hampshire Avenue Tunnels project consists of approximately 6800 feet of twin single track subway tunnels, three vertical shafts, associated utility work and comprehensive restoration work. Section E4b involved two methods of tunneling along the project alignment. The first method consisted of the well known soft ground open face shield driven tunnel and the second method consisted of tunnels driven using the New Austrian Tunneling Method (NATM) . The NATM section of twin tunnels begins at the Buchanan Vent Shaft and proceeds approximately 2630 feet under Rock Creek Cemetery, including the Farragut Emergency Access Shaft and connects approximately 390 feet beyond to the existing Fort Totten running tunnels (See Figure 2). Special considerations had to be given to the portion of the tunnel alignment which passed beneath Rock Creek Cemetery. The analyses and subsequent selection of the tunnel support system were based on anticipated geological conditions and the sensitive tunnel alignment. The New Hampshire Avenue Tunnels project was the second soft ground NATM project in Washington D.C. The first, by no coincidence, was completed at the adjacent Fort Totten Station and Running Tunnels Project by Mergentime/Hochtief, AJV. Currently, on a nearby WMATA jobsite, the J.F. Shea Construction Company has started a third NATM soft ground tunnel. INTRODUCTION The simplest way to drill a hole into rock is to strike a steel chisel or drill bit with a hammer. Early miners used this elementary hand technique so successfully in "single jacking" and "double jacking" that the first mechanical rock-drill designers sought to duplicate it. However, in the early developments, the designers were forced to retreat to a construction known as the "piston drill," wherein the entire drilling element is tied to the piston and reciprocates with it. It took nearly 50 years to devise a method of divorcing the two elements and to achieve the original hammer principle used in hand drilling. The Mont Cenis tunnel, drilled through the French Alps in 1861, usually is considered the birthplace of the mechanical rock drill. The Hoosac tunnel in Massa¬chusetts was drilled at about the same time, and the success of these two ventures paved the way for innova¬tions that produced the Burleigh, Ingersoll, Sergeant, and Waugh piston drills between 1870 and the turn of the century. In 1897, George Leyner of Colorado introduced what has been considered the most significant development in rock-drill history. He devised the hollow drill steel for water flushing; when combined with his free-piston hammer drill, this became the first lightweight and dust¬free underground machine. In addition, Leyner's drills introduced improvements such as automatic rifle-bar rotation of the drill steel and chuck, automatic lubrica¬tion, and an enclosed throttle control. During the 1920s and 1930s, automatic feeds, centralizers, sliding cones, and the automatic water back head were developed, laying the groundwork for all pneumatic underground drills currently in use. Since these pioneering efforts, rock-drill development has been concerned primarily with refining the designs and improving the metallurgy to make faster, lighter, and more dependable machines. Fig. 1 illustrates the progress in drilling speed during the first 125 years of rock-drill development; that progress is a credit to the persistence and inventiveness of the designers in the rock-drilling industry. ROCK-DRILL CLASSIFICATIONS To meet the variety of conditions encountered in rock drilling, several distinct types of drills have been de¬veloped. In general, rock drills may be classified as either hand-held or mounted, with the hand-held ma¬chines including the jackhammer or sinker, the jackdrill or jackleg, and the stoper. The mounted drills are com¬monly known as "drifters." Table 1 shows that each type of drill is available in several sizes from different manufacturers. Fig. 2 illustrates a typical rock drill, showing the principal components. The jackhammer or sinker, shown in Fig. 3, is used primarily for general mine utility work such as drilling anchor holes (short vertical holes to bolt or anchor machinery), pin holes (short, usually horizontal holes to fasten sheaves, etc. to side walls), popholes (for blasting large boulders), and similar applications. They also are used for shaft sinking. Jackhammers are classified ac¬cording to weight, and they range from 7 to 30 kg (15 to 65 lb). The rock drill originally known as a jackleg was made by clamping a pneumatic cylinder or leg to a jack¬hammer, both to support the weight of the machine and to feed the tool forward in horizontal or uphole work. The more modern jackdrill refined this concept to make the hinged pivot for the leg integral with the drill cylinder and to group all drill and leg controls in the drill back head for convenience. Fig. 4 illustrates a typical jackdrill. Jackdrills are classified according to cylinder bore size, ranging from 60 to 83 mm (2.375 to 3.25 in.). Because of their light weight and versatility, jack drills are very effective in small drifts, small tunnel head¬ings, and stoping. Project-scale decisions in surface mining operations rely on the optimization and subsequent evaluation of pit limits. This process ignores the ability for mine plans to adapt as more information is gathered. Stochastic methods, which consider uncertainty in the pit optimization, generally act to refine the boundaries of the pit on a fine scale. This paper extends uncertainty-based methods to consider unique scenarios through a clustering of the realizations that are being optimized. This results in the generation of multiple sets of similar realizations. A separate pit is optimized on each set of realizations, resulting in the production of a series of planning scenarios. This accounts for the adaptability of mine planning as more information is gained. A decision-making framework is then applied to the resulting scenario plans to select the optimal choice. The improvements stem from the joint uncertainty considered when realizations are grouped that is not considered when the probability of a block being in any optimized pit is considered. Mining operations today can benefit from considering additional planning options as identified and evaluated in this workflow.

Pilot plant operations are described for the treatment of manganiferous zinc concentrates from the Gamsberg ore deposit in South Africa via conventional electrolytic zinc processing. Two methods were employed for the control of excess manganese ions in the pilot plant electrolyte involving (1) chemical oxidation and (2) anodic oxidation. The chemical oxidation method for manganese control was very successful. It also was found that the addition of manganese dioxide ore was not required for oxidation of ferrous iron during the neutral leach or jarosite precipitation steps. A new method (JAR process) for iron removal also was tested in the pilot plant.

The Second Narrows Water Supply Tunnel will ensure system reliability in the event of a major earthquake and increase the Greater Vancouver Water District’s capacity to meet a growing population’s longterm needs. It includes a bored tunnel between two deep shafts located in North Vancouver and Burnaby, BC, Canada. The support of excavation for the 16-meter-diameter (52.5 ft) TBM launch shaft consists of 83-meter-deep (272 ft) unreinforced concrete slurry walls. This paper discusses challenges encountered during construction of the launch shaft slurry walls, namely excavation methods and slurry loss, and mitigative solutions implemented to successfully complete the shaft with minimal impact to project schedule.

While a fleet of 100 t (110 st) haul trucks were busy removing overburden from the open pit mine in the distance, a host of dignitaries, including congressmen and California state representatives, gathered for Molycorp?s official groundbreaking ceremony at the Mountain Pass Mine on April 20. The mine, recognized as arguably one of the richest rare earths deposits in the world, is at the center of Molycorps? strategic ?Mine to Magnets? plan. It aims to secure America?s future supply of rare-earth-dependent technologies by developing a strong domestic rare earth industry. Molycorp identifies rare-earth-dependent technologies as those that cannot be produced without rare earth materials. The list of these technologies is long and growing. It encompasses everything from personal electronics and batteries for hybrid cars to permanent magnet generator wind turbines and national defense applications.

In the USA, risk-based decision making has not been a common approach to tunnel safety in the past, but this is changing, as concepts such as “equivalency” in the NFPA 502 framework gain acceptance in the USA and elsewhere. In other regions, in particular in Europe, risk assessment techniques have been used for nearly two decades in many jurisdictions as an additional tool to complement the application of prescriptive guidelines and support decisions related to tunnel safety. After some initial difculties these methods are meanwhile a well-established element of tunnel safety management. There are several tools available which have been practically applied and further developed over years, such as the Austrian tunnel risk model TuRisMo, or the PIARC owned DG-QRAM model. Whereas TuRisMo is a holistic, system-based model, which is best suited to quantify and assess re risk and associated mitigation measures, DG-QRAM focusses on the risks related to the transport of hazardous materials. Depending on the objectives and the scope of the investigation and the regulatory environment tunnel risk assessment tools are in use for different purposes, mainly to demonstrate a sufcient level of safety and to decide on and select additional risk mitigation measures. The international eperience substantiates that the general approach is eible and that the methods and tools are mature and can be applied for different problems in different environments. First case studies like the risk study on conditions and permissibility of the transport of hazardous materials through the Eisenhower-Johnson-Memorial Tunnel in Colorado demonstrate the applicability of a risk-based concept for decision making in the US-American environment.
