The purpose of these opening remarks is to establish a viewpoint, which will form part of the basis for later discussion between panel members and between the panel and the audience. Important issues will be identified. These ideas in the form of questions and answers, hopefully, will provide the necessary background for the ensuing dialogue. Is There An Urgency? We do not believe there is the urgency for immediate control legislation that has been depicted by some Congressional sources, environmental groups, and certain segments of the press. Emissions of sulfur oxides in the United States have decreased 15% during the 19701s, even though the use of coal by electrical utility power plants increased nearly 80%. That trend will continue as the older plants are phased out of operation and are replaced with newer plants, which must meet the New Source Performance Standards (NSPS) requiring the use of "scrubbers" to reduce sulfur dioxide emissions by 70% or 90%. The present Clean Air Act Amendments of 1977, by allowing the logical progression of economic events- -depreciation, retirement, replacement, and growth--will produce approximately a 50 % reduction in SOX emissions by the year 2015.

Heap leaching efficiency is reduced by poor solution flow characteristics (channeling and ponding), which result from compaction and fines migration. Agglomeration of the ore can prevent compaction and immobilize fines, but copper leaching requires an acid-resistant binder to stabilize the agglomerates. Until now, there has not been a satisfactory way to evaluate whether a binder was effective, other than squeezing a handful to see if it ?feels right.? Procedures have been developed to quantitatively determine whether a binder produces agglomerates that can withstand compaction in an acidic solution, and have identified several binders that will provide sufficiently compaction-resistant agglomerates for copper heap leaching. "Pyrrhotite (Po) is one of the most abundant sulfide minerals in processing industry and must be rejected in most cases. Particularly, Po rejection and its selectivity against pentlandite (Pn) have long been a challenge due to similarities in the mineral composition of the two minerals and the collectorless flotation characteristics of Po. Xanthates have been widely used to promote sulfide mineral flotation; however, in the presence of xanthates, the redox potential established at the mineral/solution interface is most important, determining the flotation performance. In this paper, the importance of electrochemistry in Po and Pn flotation has been demonstrated and a comprehensive study was conducted on two different feed streams (i.e., magnetic concentrate and scavenger cleaner streams, containing magnetic and nonmagnetic forms of Po, respectively), from Vale’s Clarabelle Mill in Sudbury, Ontario, with an objective to determine if improvements in Po rejection and Pn recovery could be achieved by controlling pulp electrochemistry. By conducting a series of flotation tests under different Eh conditions and reagent usage schemes, it was revealed that higher Po content in the magnetic stream may protect Pn from being oxidized, improving Pn recovery. The results indicated that at low oxidizing pulp chemistry, the rest potential for the Pn is still high enough to allow the formation of dixanthogen to promote its flotation. Using a Pt electrode, it was found that by controlling pulp potential at -50<Eh< +50 mV, the Pn recovery and Po depression would be satisfactory. The results, using mineral electrodes (Outotec Chena analyzer), indicated that selective separation can be achieved if low-to-moderate oxidation potentials (0 to 100 mV) or reduction (0 to -100 mV) potentials are monitored using Pn and Po electrodes. Mixing two streams at 50:50 wt % would be possibly beneficial in selective separation.IntroductionPyrrhotite (Po), Fe1-xS, is one of the most abundant sulfide minerals in the processing industry. It is an iron-deficient sulfide that occurs either in monoclinic or hexagonal form. The monoclinic one is richer in sulfur and is ferromagnetic, whereas the hexagonal Po is poorer in sulfur and has no magnetic properties. In general, the ferromagnetic properties of natural Po increase with increasing sulfur content. Although Po holds significant iron content, it is not used as a feedstock for the iron and steel industry due to the difficulty in achieving complete removal of sulfur. The common availability of iron oxide ores makes the iron sulfides irrelevant for the steel industry."

Crystallization of ammonium paratungstate (APT) is frequently the last effective purification step in producing high-purity tungsten. However, crystallizer mother liquors are often several times higher in tungsten than predicted by the solubility of APT. The formation of heteropoly anions, particularly those containing phosphorus and silicon, is largely responsible. Solubility of tungsten in APT mother liquor can be linearly correlated with the concentration of these and other impurities. The problem can be overcome by direct treatment of the crystallizer feed solution with alum. By appropriate treatment, the aluminum hydroxide flocculates and is easily filtered, resulting in a purified low-aluminum crystallizer feed from which high APT yields can be attained.

"Phosphate rock contains traces of rare earth elements (REEs) and can be a secondary source of these critical materials as large tonnages of phosphate rock are mined annually. Attention has mostly focused on the extraction of REEs from phosphogypsum, which contains more than 70 percent of the REEs reporting to phosphate concentrate, with only limited work conducted on REE extraction from sand tailings and slime even though they account for 16 percent and 15 percent, respectively, of REEs mined with phosphate matrix.In this work, phosphate flotation tailings were upgraded by gravity separation and froth flotation. Gravity separation was conducted using a laboratory shaking table, while flotation was conducted in a Denver D-12 flotation cell. The concentrated tailings were then leached by nitric acid followed by REE extraction with solvent and ion-exchange resin.The sand tailings were assayed as having 2.6 percent phosphate (P2O5 ) and 198.1 µg/g REEs. It was found that the shaking table could produce tailing concentrate assayed as having 8.6 percent P2O5 and 616 µg/g REEs but with only 20 percent REE recovery, while the froth flotation produced froth concentrate assayed as having 8.1 percent P2O5 and 368.2 µg/g REEs with 63.5 percent REE recovery. Leaching the flotation concentrate with 5.2 M (25 percent) nitric acid followed by extraction with solvent and ion-exchange resin yielded precipitates with REE contents of 0.926 and 0.314 percent, respectively, compared with 0.716 and 0.213 percent when table concentrate was used.IntroductionRare earth elements (REEs) consist of a group of 17 elements: the 15 lanthanides along with yttrium (Y) and scandium (Sc). They are rare not because of their scarcity in the Earth’s crust but because they are rarely found in economic and mineable deposits. REEs are called “seeds of technology” because of their importance to some critical technological industries such as renewable energy, hybrid cars, electronics and batteries. On average, an electric car or a hybrid car contains about 10 kg of REEs (Grasso, 2012; Radhika et al., 2011).REEs are usually categorized into light (LREE) and heavy (HREE). LREEs consist of lanthanum (La), cerium (Ce), praseodymium (Pr), neodymium (Nd), promethium (Pr), samarium (Sm), europium (Eu), gadolinium (Gd) and scandium (Sc), while HREEs consist of terbium (Tb), dysprosium (Dy), holmium (Ho), erbium (Er), thulium (Tm), ytterbium (Yb), lutetium (Lu) and yttrium (Y). About 200 minerals contain traces of REEs, but only three are considered economically significant: bastnasite, with the formula La,Ce(CO3)F; monazite, with the formula(Ce,La,Nd,Th)PO4; and xenotime, with the formulaYPO4 (Jordens, Cheng and Waters, 2013)."

The purpose of this paper is to point out some of the ways in which heat is gained or lost in the tailing basin operation and the problems that can result if too much heat is lost.

Discussion by A.E Agnew Strachan&apos;s paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan&apos;s use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan&apos;s important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). "The two track road sector between Cisneros-Loboguerrero (having a length of 14 km and 11 short unidirectional tunnels) is a new highway still on construction located along the existing Highway Buga – Buenaventura (Colombia). Due to the steep topography, difficult geological/geotechnical conditions, the traditional portal construction approach was impossible to be implemented in eleven (11) of the twenty two (22) portals. In this specific project, the skewed portal approach was developed as the optimal and more effective solution. The construction time and costs of portals were reduced in 21 months and 75%, respectively. At the same time, the natural equilibrium of the slopes was maintained, thus, facilitating adequate safety factors along the useful life of the project. This document pretends to show a detailed design experience (and the construction of the entry portal of tunnel 11 (left)). INTRODUCTION The Cisneros-Loboguerrero project is a 14 km length dual lane highway, connecting productive zones with the Pacific Ocean along the current Bogota-Buenaventura highway as shown in Figure 1. The project is located at the northern side of the Dagua River Valley. The preliminary design suggested constructing portals under challenging topographical conditions, i.e., slope cuts having heights between 50 to 100 m (some having slopes > 100%) requiring complex developments and having very high risks.The entry portal of tunnel 11 (left) was the first portal successfully built by implementing the skewed portal approach. Later, this approach was used as a model for the construction of the other ten (10) portal having similar topographic and geotechnical conditions. The development of this new alternative provided a considerable reduction on the construction time of portals, thus relieving a critical path in this project."

There is much interest in the automation of entire comminution circuits, At the present technological level it is possible to automate a circuit but to date it has not been done, To successfully automate a circuit, a number of problems must be solved. Not all of them are engineering problems. The purpose of this paper is to discuss some of these problems, as certain the implications of these problems and indicate solutions to them. In this paper the term "automation" is used loosely but in the popular sense. Namely, that a plant is automated if a computer is used to control the basic flow of the materials as well as setting the critical parameters in the process. Specifically, the discussion will concern itself with the control of comminution circuits from the dumping of the ore into the primary crusher until the final interface between the comminution circuit and say, the flotation mill in the case of a sulfide ore.

The Allegheny County Sanitary Authority (ALCOSAN) adopted its Clean Water Plan (CWP) in May 2020, as part of a federal consent decree to comply with the USEPA’s Combined Sewer Overflow (CSO) Control Policy. Planned improvements include constructing a new regional storage/conveyance tunnel system, promoting green infrastructure/ source control, and expanding the treatment plant. Preliminary planning for the tunnel system was completed in October 2020. The Ohio River Tunnel (ORT) project is the first of three tunnel projects that make up the regional tunnel system. The ORT project began final design in 2021. This paper discusses the advancements made to the ORT preliminary planning concepts considering property availability, alignment optimization, tunnel boring machine evaluation, contract packaging and delivery schedules.

Tailings are made of ground rock that is left over from removing valuable minerals. The tailings are usually fine particles that cause environmental issues for storage and disposal. Disposal of tailings is a growing concern, as more tailings are produced from the increasing demand for mined material (ITRC, 2008). This project proposes a way to convert the mine waste to a useful product. Tailings were selected from a South Carolina crushed stone quarry, the products of which are used for road beds, sidewalks, asphalt and driveways. These tailings were processed to generate synthetic aggregates for construction applications. The synthetic aggregate creates a product that could be used for many purposes, including aggregate for sidewalks, driveways, roads and building materials. Testing methods followed the North Carolina Department of Transportation (NCDOT) guidelines for physical testing of coarse natural aggregate, which are sieve analysis, Los Angeles abrasion, absorption, specific gravity and soundness test. The synthetic aggregate produced passed all tests for NCDOT and, in some instances, rated better than a natural aggregate. Using the tailings from the crushed stone and mining industry would convert the waste into a valuable, marketable product.

"The Soudan Mine was Minnesota’s first iron mine, operating from 1882 to 1962. The mine was donated to the State of Minnesota in 1963 and became a state park in 1965. The mine discharge contains elevated copper and cobalt concentrations and has been treated with an ion-exchange-resin-based system since 2009. The system includes flow equalization tanks, bag and cartridge filters, a carbon tank and two commercial ion exchange tanks. Although effective, the system’s high cost, inefficient removal of suspended material and substantial maintenance have been ongoing and troublesome issues.In November 2012, we initiated a pilot test using a peat-based sorption media. This media is produced from raw reed-sedge peat through a patented, low-temperature carbonization process that produces a hardened granular sorption material. The granules are uniform, have high hydraulic conductivity and maintain the high metal affinity of natural peat.Mine water was pumped through the peat-based sorption media without any pretreatment. Copper input concentrations typically ranged from 30 to 60 µg/L but increased to a high of 364 µg/L in the summer of 2013. Since startup, more than 60 million L (16 million gal or 32,000 bed volumes) have been treated, with average removal rates of 75 percent for particulate copper and 60 percent for dissolved copper. Backwash is required at about 4,000 bed volumes, but with a combination of air sparging and high-flow backwash, the suspended material is removedfrom the media.One tank of the peat-based sorption media was found to remove copper similarly to the first four components of the existing system. By reducing size and complexity, reductions in operation and maintenance costs are possible. A comparison of the estimated costs indicate that replacing the four initial components with the single media tank has the potential to reduce annual operating costs by more than half from around $163,000 to $70,000."

Underground mine roof bolting is a crucial operation for miners’ safety and mine sustainability. Since roof bolting is a manual or human-supervised operation, miners’ safety is at risk due to dust or rock falls. Traditional machine learning algorithms have shown limitations to detecting drillable areas, mainly due to harsh lighting conditions. The authors propose an adaptive deep-learning framework for autonomous roof bolting. The proposed framework is based on implementing a binary semantic segmentation algorithm on color images to classify pixels that belong to rock from those that belong to non-rock. Significantly, the proposed framework implements deep learning semantic segmentation on images from traditional and neuromorphic vision sensors in underground mines. The performance of the proposed model shows an impressive accuracy level of at least 98% at a low number of training epochs with smooth learning curves. The high accuracy enables the implementation of autonomous roof bolting, greatly improving miners’ safety and operational efficiency while reducing human exposure to safety hazards. This research will advance the use of deep learning in mining automation and has the potential to revolutionize the traditional mining industry.

Middelburg mine is an opencast export mine operating in the Eastern Transvaal Coalfields of the Republic of South Africa (Figure 1). The mine was commissioned in 1983, to its original design capacity of 4.25 million sales tonnes which was subsequently raised to 5.5 million sales tonnes in 1989. This increase in export tonnage was brought about through an increase in the mines export allocation and the revision of management strategies. The maintenance of this increased tonnage with minimal additional capital has been achieved through improved operational efficiencies and the upgrading of planning operations through the purchase of an Enhanced Mine Scheduling Software Package (EMSSP/MINESTAR). Simultaneously with this requirement were additional factors that contributed to the implementation of the EMSSP. The mine was owned by a joint venture of two partners and is operated by Middelburg Mine services (Rand Mines Pty. Ltd) (Figure 2). This structure of ownership required the evaluation of numerous planning options to be under-taken concurrently and hence the need for an efficient streamlined scheduling pack-age that could fulfill this requirement. Compounding the EMSSP needs further, were the problems experienced in the export market, these being the external pressure from current and new suppliers in the market place which obliged management to provide solutions to rapidly changing market conditions. These fluctuating market conditions have had a direct effect upon the mine&apos;s planning strategies because of the large percentage of the mine?s sales sold on the international spot market. The sanction factor for all South African exporters has had a negative effect upon price and this was compounded further through internal competition in 1987 via suppliers attempting to maintain the market position.

First of all, I want to thank John Dunlap for asking me to this AIME meeting in Denver. I was first introduced to Denver and The Rocky Mountains more than ten years ago and immediately decided it was one of the most attractive spots in the world. I&apos;ve come back many times since and still welcome any opportunity to return, even if it means I have to prepare and give a paper on potash. When John Dunlap gave me this assignment, he told me that the program would include papers on the geology of potash, papers on new discovered potash deposits and new mines and asked me to discuss potash from the commercial point of view. He also asked me to include a supply/demand outlook for potash. However, one thing he did not mention was "how far into the future he wanted me to look" and it seems to me the time element is a crucial factor to you who are both geologists and miners as well as to me. In your case, you have to look far enough into the future to give you time to explore, find, evaluate, develop, and bring into production a commercial deposit. My mining associates and friends don&apos;t agree on how long that takes but it&apos;s probably somewhere in the range of eight to fifteen years. But, they all agree on one thing and that is that the time required is continually getting longer. Now my time problem is just the opposite. It is "relatively" easy, and I stress relatively, to identify and evaluate the importance of the various factors that impact on both the supply of and demand for a commodity such as potash if the time period is today. It gets a little tough if one has to project into tomorrow or next week or next month. And when we start talking in terms of a year, five years or ten or fifteen years, things really get sticky and the old crystal ball becomes mighty cloudy. But we economists and forecasters are not known for our temerity so let me get on with the job at hand and take a look at the world potash supply/demand outlook.

In-situ mining of hard rock deposits will only become successful as we understand the engineering parameters involved and the design limitations they impose. As recognized by Wadsworth1 the most critical area is the enhancement of permeability in a hard rock mass. Along with creating permeability, the appropriate flow and fragment size conditions must be generated to insure economic rates of mineral recovery. In this article our interest is confined to true in-situ processes in which boreholes are drilled from the ground surface or a mine drift to deeper strata. We assume that fractures and permeability enhancement will be due to explosives detonated in boreholes. Other techniques such as hydraulic fracturing do not produce the necessary size distribution to promote economic extract ion rates unless the medium is already highly fractured and interconnected. Notable exceptions where hydraulic fracturing is applicable are many oil, gas and salt deposits. For many in-situ processes, an array of explosive charges offers the opportunity of creating a distribution of many fractures not achievable by other techniques. Such a situation would be suitable, for example, to in-situ mine hard rock gold, uranium, copper or oil shale deposits and may enhance oil and gas recovery in certain situations. The purpose of our article is to review and extend the explosive permeability theory of McKee and Hanson 3,4,5 and to apply its results to derive design parameters suitable for in-situ mining.

With the increasing need to exercise better control over mill circuits has come a requirement to develop rapid, accurate means of measuring circuit parameters. One of the most important parameters is the assay of the material in the circuit (or about to be introduced to the circuit). To date, most on-stream analysis has been performed using X-ray fluorescence equipment. Neutron activation offers an alternative method in certain circumstances, and one which has several interesting advantages. Recognizing the need for a simple, safe neutron activation unit suitable for on-stream analysis in the mineral industries, Atomic Energy of Canada Limited has designed, built and tested the SHERLOCK system. One prototype (SHERLOCK I) is located in Ottawa and is now used primarily in research. A second prototype (SHERLOCK III) is located in Vancouver at the laboratories of B.C. Research. This unit is being used for some development research and for evaluating the unit in specific applications. Most of the work completed to date has been aimed at proving the technique and in developing some of the parameters needed to design systems for a milling plant. Funding for the work has been through research grants and through sponsor¬ship by interested companies.

Exploration of new resources and development of new equipment and designs are an ever changing facet of mining. New equipment to handle specialized operations is being developed and new techniques for its use explored. One such system is reviewed. Another is a potential system for handling the thinner stray coal seams between the more profitable thick seams. The availability of federal coal leases in the West is reviewed and current planning discussed. Gulf Coast lignites have been of much interest in recent months and are overviewed.

The reclamation of an open dragline pit (Pond A3P-2) at the Gibbons Creek lignite mine in east-central Texas required neutralization of acid mine pit water. At the start of treatment with hydrated lime (Ca(OH)2) on March 28, 2000, the pond had partially filled with 913,000 m3 (740 acre ft) of pH 4.9 water. Another 666,600 m3 (540 acre ft) of pH 3.3 water was pumped in from an adjacent pit (PitA3P- 1). By the end of the project (July 5, 2000), a combined volume of 1,579,000m3(1,280ac-ft or 417milliongal) in PondA3P-2 had been successfully treated to pH 8.2 with 431 t (475 st) of lime. This was two to three times more neutralizer than laboratory trials and detailed chemical titration had predicted. The main reasons for the difference are thought to be the inadequate representation in a laboratory setting of some of the chemical reactions that occurred in the field, including incomplete mixing of reactants, reactions with clay minerals in the pit walls, the kinetics of biologically-mediated reactions and the kinetics of aluminum oxyhydroxide polymerization (aging).

Millions of mechanical anchor roof bolts are used each year for mine structural support. The benefit of this bolting depends on a number of factors including rock density, bolt length, in situ stresses, time elapsed between mining and installation, rock properties, bolt patterns, and tension (Lang, et al., 1979). Installation tension is a major determinant of support quality. Postinstallation tensions indicate both the usefulness of the individual bolts and the behavior of the reinforced rock structure. The importance of short- and long-term bolt tension measurements is well recognized, and such measurements are required by regulations (Fed. M/NM Nine Safety and Health Reg.). These regulations also take into account the difficulty of practical tension measurements. Only a statistical sample of the bolts installed is required to be measured using current torque wrench technology. Drawbacks to this practice are that the anchorage is disturbed and perhaps weakened, accuracy is limited by friction to about 30% (Lang, et al, 1979, and Barry, et al., 1956), and the procedure is relatively time intensive.
