"This study explores froth flotation and selective flocculation methods to recycle waste phosphors containing several rare earth elements, namely, yttrium (Y), europium (Eu), cerium (Ce) and terbium (Tb). The effects of the presence or absence of collector and of flocculant and their dosages, as well as the pH, were investigated. Reverse flotation resulted in concentrates with grade of 27.03 percent and recovery rate of 71.36 percent, while flocculation resulted in concentrates with grade of 31.43 percent and recovery rate of 91.28 percent. The flotation and flocculation behaviors were further analyzed by X-ray diffraction analysis, zeta potential measurements, particle size distribution and other methods. The successful separation of rare earth minerals by flotation was attributed to the selective adsorption of the collector onto quartz, making it particularly recoverable by reverse flotation so as to be separated from the valuable materials. The analysis of the particle aggregation process indicated that its better flocculation performance was due to the selective adsorption of flocculants onto the unwanted materials, enlarging the flocculant sizes by forming aggregations and facilitating the separation of rare earth minerals from waste materials based on different settling rates. IntroductionBecause waste phosphors pose the problems of heavy environmental burden and high risk to human health (Hu and Cheng, 2012) as a result of containing heavy metals such as mercury and manganese (He et al., 2006; Lucas and Emery, 2006), they have received added attention as urban mining resources for extracting rare earth elements (REEs) like yttrium (Y), europium (Eu), cerium (Ce) and terbium (Tb).At present, chemical processes such as acid leaching, alkali fusion, roasting and extraction are the primary methods for recovering REEs from waste phosphors (De Michelis et al., 2011; Li et al., 2012; Li, 2010). With these strategies, phosphors can be effectively decomposed and their REEs extracted. After the removal of impurities, the REEs can be efficiently precipitated by adding an H2C2O4 solution (Porob et al., 2012). Although relatively high recovery rates are achieved, those processes entail high energy consumption and can cause severe environmental pollution."

Today, the coal mining industry is more knowledgeable on the potential negative economic consequences associated with improper management of hazardous substances and various types of solid waste. The practices evaluated during environ-mental audits are discussed and example situations are shared from previous audits of coal mines and analogous situations. The importance of assessing and understanding purchasing, warehousing, safety, maintenance, electrical, operations, and environmental management practices and procedures is highlighted as a key to a successful and practical program. A waste minimization approach is presented including strategies for screening product purchases, product substitutions, and testing and record keeping.

The process parameters for effective utilization of nitric acid as an oxidant for copper-iron sulfides have been developed. Leaching variables found to be important were acid concentration, temperature, time, atmosphere, pressure, mineral type, particle size, and percent solids. Particular attention was devoted to analysis and control of fumes evolved during the oxidation. Responses recorded were metal extraction, elemental sulfur formation and oxidation, product gas composition and evolution rate, reagent consumption, and residue flotation response. The paper concludes by laboratory testing a flow sheet based on the above observations. Ninety-eight percent of the copper contained in a chalcopyrite-bornite concentrate was recovered, requiring 1. 6 pounds of nitric acid to be regenerated externally per pound of copper extracted. Iron remained in the leach residue as hydrogen jarosite and was ultimately rejected from the system by froth flotation. Sixty percent of the sulfur contained, in the heading concentrate reported in the elemental form; the remainder was oxidized to sulfate and eliminated with the hydrogen jarosite in the flotation tails or by neutralization of the solvent extraction raffinate with lime. Nitrogen was evolved primarily as NO and NO2; up to 3 percent N2O was also present. Gases containing sulfur were absent except when pyrrhotite was solubilized in the absence of soluble copper. In this case, H2S was evolved.

Advances in the recovery of gold from heap leaching are being made daily, but of all the systems vital to the maximum recovery of gold from a leach pile, none is more important than the methods used to construct the pile in preparation for the leaching operation. The technology described in this paper illustrates the latest systems developed to minimize compaction in the pile during its construction and reduce the cost of placement of ore on the pile. The Florida Canyon Mine of Pegasus is evaluated in detail to show reasons for its high degree of success to date.

In 1960, the Kennecott Copper Corp. and the U.S. Bureau of Mines entered into a joint research program to determine the changes in stress, strain, and displacement created by changes in slope angles. The field site was the Kimbley Pit, located near Ely, Nevada; the supporting laboratory investigations were made at the Bureau's Denver Mining Research Center. Following a study to determine the rock stresses in the mining district, the strike and dip of geologic defects (fractures) in the rock, and the laboratory-determined strength of the rock, a new slope angle and pit configuration was selected, and instruments were installed to measure changes in stress, strain, displacement, microseismic noise rate, and sonic velocities at several points in the west wall of the pit. Between February and November 1966, the west slope was changed from an average angle of 45° to a new slope angle that started at 45° on the south wall, gradually increased to 57 ½ at the center of the west wall, and to 61° on the north wall. The pit was deepened from about 500 feet to about 550 feet. About 2.55 million tons of waste and ore were removed by stripping and mining.

The Sam Goosly or Equity silver deposit is fundamental- ly a discovery based on the analysis and interpretation of reconnaissance geochemical samples. The discovery was made by Kennco in an area of heavy forestation and wide- spread cover by thin glacial debris. No major mines had been discovered in the vicinity of the discovery prior to the geochemical reconnaissance, and the interpretation of the geochemical results therefore was based on data available through geologic mapping and the sample collection process. In the period 1959-1961, PE. Hirst and his crew, in 1962- 1965 P.T. Blackand his crew, and in 1966-1967 C.S. Ney and P.T. Black and their crew collected geochemical samples from the area of what is now the ore body. Several of these samples were compiled and reanalyzed in the winter of 1966- 1967 for various trace elements, including fluorine. A strong, almost 16-sq-km (10-sq-mile) fluorine anomaly was projected along with a very weak heavy metal anomaly. On the basis of this anomaly, a chalcopyrite-bearing quartz monzonite was discovered in 1967. This was a misleading, noneconomic discovery not associated with the Sam Goosly discovery. The interpretation of the geochemical data by Barakso that summer indicated that another source was responsible for the fluorine anomaly. The conclusion was based on the assemblage of trace elements. Therefore C.S. Ney recommended further regional soil sampling to check the original data. The early results of this follow-up sampling found over 33 ppm silver. First float, then ore outcrop was found in the area of the silver anomaly. The attached reprints complete the development of the property after the discovery of the outcrop of ore.

Mine ventilation is one of the most important aspects of mining operations in underground mines. It is critical to maintain and deliver required fresh air to the active areas to reduce the risk of overexposure to hazardous contaminants or explosive atmospheres. An unexpected or unknown event such as roof collapse, unexpected mine door closure/opening, a fire/explosion, or fan malfunction could adversely alter the airflow distribution within the mine ventilation network that could lead to a hazardous underground environment. Knowing the occurrence and location of such an incident is of critical importance. In this study, the authors developed a novel methodology to assist mine operators in quickly identifying the location of any abnormal airflow change within the network using the airflow changes at monitored airways. The concept is based on a direct derivative method developed by the authors. This paper provides the details of the developed method as well as numerical verification examples. The application of this method can benefit mine operators and safety personnel in making better decisions during a mine emergency response operation to mitigate hazardous conditions arising from an unexpected airflow disturbance

"Twin Creeks is a gold mining complex that is part of Newmont’s Nevada operations. The mining complex is composed of two openpits, Mega and Vista, external ore sources and a set of existing stockpiles, all of which provide ore for an autoclave, an oxide mill and a heap leach. Mega pit provides sulfide ore for the autoclave, whereas Vista pit provides oxide ore for the oxide mill and the heap leach. Both pits operate the same mining equipment and their extraction sequence must, therefore, be optimized simultaneously. Stringent blending requirements are associated with the operation of the autoclave for the sulfide ore. Strategic blending optimization on a large scale has brought significant value to the operation by increasing synergies. This paper presents the implementation of a stochastic optimization framework for the long-term production planning at Twin Creeks that simultaneously optimizes mining, stockpiling, blending and processing decision variables. The uncertainty and variability associated with the different sources of material are incorporated in the optimization model by means of stochastic simulations. The stochastic solution generated shows substantial benefits by increasing forecasted recoverable gold, leading to increased cash flows, while reducing the risk of not achieving forecasts by increasing the probabilities of meeting production and blending targets.IntroductionMine operations consist of multiple components such as mineral deposits, stockpiles, external sources, mills and autoclaves. These components represent a mineral value chain, also known in the literature as a mining complex (Montiel and Dimitrakopoulos 2015; Goodfellow and Dimitrakopoulos 2016). The material extracted from the mines flows through the different components and is transformed into sellable products. This flow of material in a mineral value chain involves complex, nonlinear transformations that render the use of industry-standard optimizers difficult. Furthermore, the optimization of a mining complex can be formulated as a mixed-integer, nonlinear optimization program with millions of integer variables representing mining, blending, stockpiling and processing decisions, prohibiting the use of conventional nonlinear optimization approaches. Previous methods that consider the joint optimization of multiple components of the mineral value chain are available (Hoerger, Seymour and Hoffman, 1999; Chanda, 2005; Stone et al., 2005; Wooller, 2005; Whittle, 2007, 2010; Bodon et al., 2010). Although these methods add value by increasing the synergy between the different components of the mining complex, they rely on simplifying assumptions that constrain their efficacy, while ignoring a most critical aspect. The latter aspect includes the geological uncertainty and actual variability of the materials in the mineral deposits mined and are supplied to the related mineral value chain, similarly to conventional life-of-mine planning methods used for individual mines (Dimitrakopoulos, Farrelly and Godoy, 2002; Godoy and Dimitrakopoulos, 2011; Spleit and Dimitrakopoulos, 2017). Additional simplifying assumptions may include: the consideration of a limited number of components, the combination of different methods, the aggregation of variables, fixed production schedules the definition of policies prior to optimization, such as cutoff- grade definition or destination of mining blocks, the linearization of nonlinear transformation functions and/or the disregard for the uncertainty of several critical parameters (Whittle, 2007). The simultaneous optimization of multiple components of a mining complex was introduced by Newmont. Hoerger, Seymour and Hoffman (1999) implemented a mixed-integer programming formulation to optimize Newmont’s Nevada operations. The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989, which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This paper reviews present diesel emission standards, available diesel exhaust aerosol measurement techniques, and the results of the occupational exposure surveys. In the surveys, diesel aerosol was emphasized because it is a major component of diesel exhaust, is suspected to contribute to the health hazard, and is readily measurable. Three primary aerosol measurement techniques were used: respirable combustible dust, size-selective sampling, and measurement of the elemental carbon fraction. Occupations surveyed included mine workers, railroad workers, forklift operators, fire fighters and truck drivers. The studies found mean diesel aerosol concentration levels in the range of 0.004 to 1.74 mg/m3? Highest aerosol exposures were in confined spaces such as mines where heavy diesel equipment is used. Polycyclic aromatic hydrocarbons typically are found at very low concentration levels and are not unique to diesel exhaust.

An attempt has been made to compile and code geologic data relating to twenty of the major porphyry copper districts of North America in such a manner as to permit the use of modern electronic digital computers to retrieve, compare, and build statistical mathematical models from the input. In the exploration process as part of his broader efforts to evaluate the potential of some prospective region, district, or ore body, the experienced geologist consciously or subconsciously compares and fits the observed geologic features to similar phenomena associated with known ore bodies with which he is acquainted. Thus an adequate conceptual "model" of the total geologic environment and type of ore body sought is an essential requirement for the successful exploration effort. Numerous such models of porphyry coppers already exist in the minds and notes of many experienced geologists today. These models are, of necessity, couched largely in qualitative terms and though they may be quite definite in the mind of the porphyry copper expert, the total concept of what constitutes a porphyry copper deposit and environment is difficult to convey in very precise terms. There probably is no such thing as a typical porphyry copper deposit. However, it is well understood that most of the deposits that have been studied have many geological characteristics in common. A logical question then might be: What characteristics are most common or how often do they occur in common, and what is their relationship to other common characteristics ?

To facilitate the installation of the longwall equipment for each extraction panel, West Elk mine develops set-up room roadways that are between 26.5 and 30.5 feet wide. Historically at the mine, the set-up room roadways have been driven in a single 20-foot-wide pass, then incrementally widened to the required width during installation of the longwall shields. The first pass roof is supported with a generic roof support plan consisting of partially encapsulated roof bolts and point-anchored cables. This ground support plan was utilized regardless of the geotechnical conditions encountered in the roadways or consideration of the required stand-up time of the roadway before the longwall shields were installed. This "blanket" approach tends to result in over-conservative or inappropriate roof support designs, particularly in changing geotechnical environments. Guided by the desire to optimize the ground support plans and increase mining efficiency for future set-up rooms, the West Elk mine and Agapito Associates, Inc. have developed and implemented a strata management program. Strata management, as a formal and structured process, allows ground support and mining methods to be tailored to the anticipated and encountered geotechnical environment in a con- trolled manner (Thomas 2007). To arrive at adequate site-specific ground support plans for the set-up rooms at the mine, several struc- tured processes were utilized. Firstly, the geotechnical environment was characterized by examining the roof lithology and geomechanical properties from nearby rock core obtained from exploration boreholes. To increase both mining efficiency and continuity, and to achieve longer stand-up times before the longwall shields are installed, a multi-pass approach was implemented into the design. During mining, the geotechnical conditions of the roadway are mapped, and the roof is strategically surveyed with a borescope. This process was used to ensure that the encountered ground behavior was in alignment with the design standards used for the roof support design. To support this process with measured data, roof extensometers were strategically installed throughout the roadway. This data was used to monitor the magnitude of roof displacement at various horizons and record displacement rates up until the longwall shields were installed. Lastly, a Trigger Action Response Plan (TARP) was used during mining to cater for any unforeseen changes in ground conditions that would warrant additional con- trols such as increased monitoring or the installation of additional ground support. This paper presents two case histories at the mine where the above strata management approach was implemented to arrive at a site-specific ground support plan. The main changes to the mine's ground control plan included a multi-pass mining approach, the utilization of fully encapsulated roof bolts, and the transition to a stiffer roof support system. The geotechnical mapping, the roof borescope results, and the roof extensometer data will be presented to demonstrate the effectiveness of the ground support system up until the longwall shields were installed in both presented cases.

Increasing consideration is being given to simplifying traditional methods of tracing pipelines and maintaining required temperatures of stored fluids. Because of their reduction in capital costs, virtual elimination of maintenance. ease of control and "cleanliness"; interest in electrical techniques has accelerated. 1,2 Resistance cable and other heaters have been given some attention. but less well known in the recent introduction of thermal conductive coatings. This paper is addressed to the use of thermal conductive coatings for heating fluid-transport piping and storage tanks. Emphasis will be given to the simplicity, efficiency, and versatility of design and application which their unique properties further contribute to the general economics of electrical heating.

Most statistical measures of mineral exploration continued downward in 1986. Prospects in 1987, however, appear to have brightened for exploration as the overall economic health of the mineral industry improved. The Society of Economic Geologists (SEG) survey of US and Canadian firms documents the marked decline in US mineral exploration since the early 1980's. From 1981 through 1986, the total exploration expenditure by US firms declined by more than 73% (Fig. 1). Exploration expenditures by US firms declined by 66%%. US based professional exploration staffs were slashed by 70% (Fig. 2). Also, many firms have written off some reserves because of weak markets or have not delineated new reserves to replace production. The Canadian government reported that between 1981 and 1986 Canadian molybdenum re¬serves had declined by 30%, lead and zinc reserves by 20%, and nickel and copper reserves by 15%. The SEG survey also shows the immediate impact of the decline in the dollar on US exploration expenditures abroad. Between 1981 and 1986 the share of the exploration dollar spent by US firms outside of the country declined by nearly one-half and exploration acreage abroad declined by 69%. The downward trend of the last six years may finally be near the end as a leaner and more efficient minerals industry starts to gear up for a period of increased activity. An industry survey reported to Mine Development Bimonthly (Metals Economics Group) indicates that mining firms were expected to increase exploration expenditures in 1987 by at least 10% above 1986 levels. Worldwide expenditures for 1987 by companies covered by the report were expected to top $800 million. It is the first time since 1984 that an increase in exploration expenditures was expected. Also, the US Bureau of Land Management reported a 30% increase in new mining claims for fiscal year 1987 over fiscal year 1986. The bulk of the increase in claims was in states having intense gold exploration, particularly Washington and Oregon. Much of the optimism is undoubtedly due to the increases in metal prices that occurred in 1987. Some of these increases include gold, average price up about 20%; copper, average price up 24%; aluminum, average price up 26%; and nickel, average spot price up 20%. The SEG survey shows precious and base metals accounting for 89% of the exploration expenditures in the US in 1986, up 52% from 1981. The US Bureau of Mines estimates that 80% of US exploration activity in 1986 was directed entirely at gold (1986 Minerals Yearbook). Worldwide exploration plans indicate the continued dominance of gold exploration. New programs were announced for Ghana, Malaysia, and Indonesia. Major new exploration programs were also launched for lead-zinc sulfides in Morocco, platinum and palladium in northwest Brazil, rare earth minerals in Greenland, diamonds in Indonesia, and heavy minerals off-shore Australia. In the Fort Union formation of western North Dakota, eastern Montana and northeastern Wyoming there are immense tonnages of lignite and subbituminous coal that have not yet been evaluated in terms of present economic conditions. Continued expansion of United States energy requirements has focused ever increasing attention on this tremendous resource, particularly as efficiency in mining and transporting of coal, as well as in electrical energy generation and transmission have improved and as hydrogenation and gasification of coal approach economic feasibility. This "total energy" concept for coal includes all of the energy uses that coal offers and has resulted in mergers of oil and coal companies and acquisition of coal re- serves by oil companies, as well as by coal companies and others. There is no doubt that these coals are entering an exciting new era of exploration and development that will result in greatly increased production. As a matter of fact, increased consumption for energy generation is well under way and recognition of the economic feasibility of high-Btu pipeline gas and synthetic petroleum products from coal is imminent. As coal is gradually displaced in steam electric generation by the more exotic fuels and processes, it will be increasingly used as raw material for the synthetic petro-chemical industry and the organic chemical industry.

Federal and State sulfur oxide emission and ambient air quality regulations have been implemented to fulfill the requirements of the Federal Clean Air Act Amendments of 1970. Primary and secondary air quality standards have been established at levels considered necessary to assure the protection of the health and welfare of the public. Standards of performance under this Act have been established to control the rate of sulfur oxide emissions from individual sources so as to protect and to improve the quality of the Nation's air. The new source standards of performance were made rigorous for large coal burning stationary sources. This has had a severe impact on the electric utilities that operate the coal fired steam electric plants which are the largest consumers of the Nation's coal production. States have taken different approaches in State Implementation Plans (SIPS) as approved by the Federal Environmental Protection Agency. Some states, such as Pennsylvania, have chosen to permit moderate SO2 emission rates from existing sources which are not in critical air basins. All are required to meet primary and secondary air quality standards and to limit sulfur oxide emissions from new large stationary sources to a minimum of 1.2 LBS of S02/MMBTU fired. This re- quires a fuel sulfur percentage of about 0.7 for a 12,000 BTU/lb coal. In an effort to develop strategies and technologies to conform to performance standards while continuing and hopefully expanding the utilization of the Nation's coal supply, the electric utilities, the Federal and State regulatory agencies, and other industries and government agencies are considering several alternatives. 1. Natural low sulfur coal 2. Flue gas desulfurization - (FGD) non-regenerative and regenerative 3. Coal gasification 4. Liquefaction and solvent refined coal 5. Fluidized bed combustion 6. Chemical coal cleaning 7. Physical coal cleaning Of these options, only the first and the last can be considered to be widely used in full commercial practice at this time. FGD has certainly demonstrated technical and operating feasibility and is close to being in full commercial practice but it remains to be seen if the large systems under construction are economically and environmentally optimum.

World demand for phosphate rock has increased significantly in the past fifteen years. Prior to the early 1960's, most of the world production was obtained from Florida, North Africa, and Kola. As the 1960's arrived, new mines in North Florida and Eastern North Carolina, as well as expanded production in the Western United States, .increased domestic production. Many new mines overseas have also become significant. This includes countries such as Senegal, Togo, Israel, Spanish Sahara, and Jordan. Limited production, often as by-products, has been noted in South Africa, Brazil, and other countries. In recent years, and even recent months, we have learned of many new areas being considered as potential sources of phosphate rock. This includes Australia, Saudi Arabia, Mexico, Colombia, and Brazil. Many other developing countries have discoveries and are considering their new deposits, often with difficult beneficiation problems, as potential sources of phosphate. These factors all relate to expanded world, population and the demand for more fertilizer products to produce food. In this paper, four areas of the world with different types of phosphate deposits are briefly reviewed to contrast the ore beneficiation problems to Florida procedures--long considered the "standard" of the industry, at least for most of the United States' domestic production. Agrico has three large operating mines in Florida with total production capacity exceeding seven million tons per year. Here, pebble phosphate (+14 mesh material) is produced without the use of flotation, whereas all of the material finer than 14 mesh is subjected to flotation beneficiation to upgrade into high grade concentrates.

The roasting process of copper concentrates containing variable quantities of arsenic in a fluidized bed regime was analyzed, considering the technical literature published on the topic in the last quarter century. Although emphasis has been given to the analysis in the fluidized bed regime, other processes have also been considered, under a reducing, neutral or oxidizing atmosphere. The kinetic mechanisms of roasting, as well as the models that have been applied or those likely to be used to explain the kinetics of arsenic removal, are analyzed. Regarding the kinetic mechanisms, those that have been applied to copper concentrates with both high and low arsenic content are included. The roasting kinetic model includes the kinetic data analysis techniques, general models, equations and an estimation of the conversion degree through dynamic, differential and integral methods, as well as particular models for mineralogical components, such as smelter dust and copper concentrates with low and high arsenic content.

Since the late 1970s, offshore mining of diamonds has gained more importance and now more than 60 percent of Namibia?s generally high-quality stones come from those offshore deposits, with a steady increase expected for the coming years. Diamonds in Namibia The mining industry is one of the three pillars of the Namibian economic development, along with tourism and fishing. Diamond mining is one of the two main mining activities in Namibia and diamond mining operations are rapidly moving from onshore to offshore deposits. This article provides a comprehensive overview of the current and future situation of the Namibian mining industry, with a special focus on the tasks and new technical developments for the successful excavation of beach and marine diamond deposits. The different deposits and the adequate applied mining technologies and methods are shown in examples.

A hydrogeologic characterization and impact analysis was performed for a proposed quarry at the Hitch Rack Ranch located in the Little Turkey Creek watershed southwest of Colorado Springs, Colorado. Continuous multiple channel tubing, nested piezometers, stream flow measurements, and mapping of known seeps were used to define the three-dimensional potentiometric distribution and areas of groundwater recharge and discharge. Water balance considerations, mass balance calculations, and potentiometric response to earth tides and barometric fluctuations confirmed that the granite fracture system in the ridge area of the proposed quarry has an extremely low bulk hydraulic conductivity resulting in minimal groundwater discharge to sustain the baseflow of Little Turkey Creek. The Little Turkey Creek valley forms the major conduit for groundwater flow exiting from the upper part of watershed underlain by granite. This conclusion has significant implications with respect to mine planning to minimize projected impacts to the hydrologic system and preserve this recharge component to downgradient Denver Basin sedimentary deposits.

Adaptive management can be described as a structured, iterative process of robust decision making in the face of uncertainty, with a goal of reducing uncertainty over time through system monitoring. Adaptive management is a tool which can be applied to not only change a system, but learn about the system (Holling, 1978). Adaptive management has been used in ecosystem management for years and guidance is provided in a variety of handbooks and publications. Adaptive management can be applied to industrial facilities and mines through the use of an adaptive environmental management plan (AEMP) and associated practices. The goal of this paper is to provide an explanation of how the plans and practices support regulatory agency approvals and permitting, span the life-cycle of mines, manage uncertainty, and assist in addressing mining impact and legacy issues. AEMPs and associated practices are useful tools to address the uncertainties in identifying, evaluating, and managing impacts of proposed new and modified mining facilities undergoing environmental review. Once a proposed project is approved, the AEMP continues as a living document, being informed, revised, and adapted by the operations. The AEMP can serve as an ongoing management tool for describing and evaluating environmental impacts, continuing in operations into post reclamation. If initiated during planning and environmental review of a project (and in some locations such as the United States [U.S.], the preparation of an Environmental Impact Statement (EIS)), the AEMP becomes a basis to identify, monitor, and manage potential project environmental impacts. Development of an AEMP for an operating mine is also beneficial since there are generally developing and ongoing environmental issues at those facilities as well. Over time, the AEMP is adapted to changing requirements and conditions including those anticipated and unanticipated. Ever increasing scrutiny of mining projects and the complexities of the EIS process highlight the uncertainties inherent in impact predictions. In making the momentous decision of initial project approval, these uncertainties can discourage the regulatory agencies? actions and create stakeholder anxiety and controversy about a project. A well-designed AEMP can support the decision to approve an EIS and enable a project to move forward. Additionally, an AEMP can inform financial assurance estimates and revisions over the life of a mine providing all parties including the citizens of the surrounding communities with greater confidence that potential environmental impacts and risks will be well managed.
