Guidelines for publication of information defining the amount and grade of resource material available in a deposit are well established in Australasia?s JORC Guidelines, Canada?s National Instrument 43-101 and similar documents in South Africa, Peru, Chile and elsewhere (Table 1). These guidelines provide standards to apply regarding the geologic and geostatistical basis for describing the level of confidence to be assumed for an estimate of the amount and grade of material. All of them provide for a strict distinction between material that has been demonstrated to be economically mineable and that which has not, and all of them provide terms such as ?resource? or ?exploration information? to be applied to data regarding material that has not been demonstrated to be economically mineable. It is not until an economic study has been completed that we are allowed to apply the powerful terms ?reserves? and ?ore? to our deposit material. Indeed, the application of these eye-catching labels immediately tells the reader that an economic study has been completed by a qualified person, and that the results of the study were positive. While extensive guidelines are established for describing the level of confidence in published geologic data, and the nature of the economic study that should be accomplished before using the terms ?reserves? or ?ore?, surprisingly little guidance is provided regarding the process to use, and the level of detail to attain, for estimating capital and operating costs for the study. The intent of this paper is to lay the groundwork for development of suitable guidelines for the cost estimating process. While the codes do not provide specific instructions for the cost estimate, they do provide numerous hints and clues to help determine the level of detail expected and the type of procedure to apply in preparing the estimate. This paper will first review the various codes to gain an insight into the thinking of the drafters of the codes regarding their unstated expectations for the cost estimating process. Based on this review, a series of guidelines are proposed for this purpose.

INTRODUCTION A 100 ft long, 20 ft high and 18 ft wide NATM tunnel was excavated through grouted clean sands beneath a busy city street, including a variety of existing utility lines. The new tunnel associated with a hospital expansion will serve as a pedestrian tunnel connecting a parking structure with a new hospital facility. Tunnel construction started on December 15, 2005 when drilling for the grouting program started and was completed on May 26, 2006 when the tunnel final lining was completed. The tunnel was constructed by Kiewit Construction Company as a tunnel subcontractor to The Christman Company who is constructing the hospital facility for Spectrum Health in Grand Rapids, Michigan. URS was the project designer. GallZeidler Consultants, LLC were the contractor’s NATM consultant. PROJECT DESCRIPTION The Michigan Street Pedestrian Tunnel is a component of the Michigan Street Development located along the north side of Michigan Street NE between Coit Avenue NE and North Division Avenue in the downtown area of the Grand Rapids, Michigan. The Michigan Street Development includes a parking deck and four new towers to be constructed over the proposed parking deck. The tower planned furthest east is being developed by Spectrum Health as the Lemmen-Holton Cancer Pavillion. The purpose of the pedestrian tunnel is to connect the proposed Lemmen-Holton Cancer Pavillion with the future Spectrum building to be located on the south side of Michigan Street NE. The southern end of the tunnel was constructed with a bulkhead until the future Spectrum building is constructed at which time interconnection will be required. The tunnel site plan and profile are shown in Figure 1, Site Plan, and Figure 2, Tunnel Profile. Several challenges were faced during the design and construction of the Michigan Street Pedestrian Tunnel. These challenges included compressed design and construction schedule, maintenance of traffic and protection of old underground utilities. The tunnel was being constructed as part of the Michigan Street Development and coordination with other concurrent construction activities was required. The tunnel was constructed within a specified window of time to allow other associated construction activities to take place without compromising the overall project schedule. The design started in June 2005 and construction was completed by June 2006.

Staying competitive in the highly aggressive Powder River Basin is a challenge facing all operators. Any advantage that a mine utilizes to improve productivity and reduce costs could mean the difference in the tight spot coal market. Technological advances in mining equipment and data acquisition at the Eagle Butte Mine in Gillette, Wyoming result in productivity gains and increased maintenance awareness. A new overburden haulage truck fleet with an onboard payload and fault monitoring system interacts via telemetry with the loading shovel and PC's located in production and maintenance offices, enabling staff to monitor production and maintenance on a real-time basis. This paper will describe the system and highlight the benefits realized as a result of its implementation.

Many mining companies apply ergonomic principles, but it is done either informally and/or reactively. Examples of an informal approach include replacing worn equipment, such as seats, with models that have ergonomic features, or modifying tasks to eliminate safety hazards that will also reduce risk factor exposures that may result in musculoskeletal disorders (MSDs). A reactive approach is followed when modifying a task/equipment after an MSD occurs. Neither one of these approaches involves a systematic method of proactively applying ergonomic principles to actually prevent injuries or illnesses. This paper will discuss how Vulcan Materials Company applied ergonomic principles and the interventions implemented to reduce risk factor exposures.

Even though the economy of the United States remains in recession ? or not, depending on which economist you listen to ? muicipalities still need improved transportation, water and wastewater transit systems. And they are willing to spend the necessary funds on those systems, provided they are affordable, environ-mentally friendly and sustainable. From June 20-23, professionals in the tunneling and underground construction industry from around the world gathered in Portland, OR to learn new ways of providing those systems using the latest technology available. The North American Tunneling (NAT) conference attracted 803 attendees and 108 exhibiting suppliers of equipment and services.

1967 will be remembered as the year the world realized it was running out of silver. In May of this year a new era in tin the history of the white metal was begun as the power of the U.S. Treasury to regulate world .silver markets was staggered by one of the most intense speculative flurries in recent times. In the past few months the price of silver has risen from $1, 29 to over $1.80 per troy ounce and with it have spiraled the prices of a host of silver-bearing consumer items. Legislation has, been enacted to conserve our coinage and meager silver stocks and today large quantities of non-existent silver are trading hands at a fast pace on the commodity exchanges throughout the world. Now that the price of silver has been set loose, forces are in motion to dull the world's appetite for silver. At the same time there is strong incentive to provide greater quantities of silver to satisfy the world's hunger' for the metal.

Minerals have been critical to human society from the earliest and their use has been intertwined with the development of civilization. In the Western World, the mining, processing and extractive metallurgy associated with ores was first described in detail by Agricola in the 16th century. He considered these collective activities to be the most necessary and the most profitable of professions, and wrote, "without doubt, none of the arts is older than agriculture, but that of the metals is not less ancient; in fact they are at least equal and coeval, for no mortal man ever tilled a field without implements. In truth, in all works of agriculture, as in the other arts, implements are used which are made from metals, or which could not be made without the use of metals; for this reason the metals are of the greatest necessity to man." Ours is still a materials-dependent society that relies heavily on minerals for raw materials. Today our dependence on minerals is exceptionally great. To meet the need for fuel and non-fuel minerals in a representative year, in the United States alone, about one billion tons of coal and 2.7 billion tons of ore are mined. These mineral products are essential for fertilizers, for construction materials, metals and alloys, for manufacturing household and industrial items, for transportation, and for the generation of electric power. It is instructive to consider the diversity of uses found in our society for a single mineral product - silver, for example. Experts believe that in the past 5000 years we have mined about a million tons, or 31.9 billion troy ounces of silver. In 1988, 133 million troy ounces of silver were used in the Unites States. Most of the silver used was for techno- logical, medicinal and industrial purposes, Table 1. X-ray films, for example, carry comparatively large amounts of silver to lessen patient's radiation exposure. Silver does not prevent tooth decay, but each year about two million troy ounces of silver is used for dental work in the United States. In small quantities it is used in medicine. No metal - not even copper conducts heat and electricity so efficiently as silver. Silver wires lace solar cells, and silver oxide batteries power hearing aids, calculators, submarines and satellites. Hardened with tungsten or molybdenum, miniature discs of silver pass current from wire to wire in cars, telephones and computers. A dish- washer timer alone may have 50 such electrical contacts, which open and close without excessive heat or friction. Silver is an important component of solar reflectors, since no other material reflects light so well or uniformly. In our personal lives, silver remains in high esteem to adorn our tables, provide precious objects and jewelry. In many parts of the world, silver in the form of coins, jewelry and bullion is used for financial independence and security against the vagaries of paper currency. In India, silver is used in its purest form as thin foils to decorate sweets and other edibles. It is obvious that this mineral product, silver, is of great value and utility in our society. Minerals and Environment The benefits of minerals do not come without problems. Much of the silver, for example, lies locked up in copper, lead-zinc or precious metal ores; to extract it creates vast quantities of waste material. On the average, in order to recover one ounce of silver about a quarter ton of ore must be mined. To meet the world's annual demand for silver, approximately 100 million tons of waste is generated every Year. The problem with silver is repeated with all minerals. Conversion of mineral ores into usable materials necessitates the generation of large quantities of waste products that create tremendous disposal problems. In addition to waste material discarded during mining, wastes may be generated during processing as gases, liquids or solids that must be subsequently converted into forms more acceptable for disposal. Associated with the handling, treatment and management of waste products are a number of environmental problems. Environmental problems are not new to the minerals industry. A common problem during the operation of the Kaldo furnace is the formation of accretions and blockage of the injection lance due to splashing. This typically occurs during the processing of anodic slimes for the production of doré. In this work, a 1:7 scale model of the Kaldo furnace currently in operation at Metalúrgica de Cobre, Mexico, was built in transparent acrylic plastic. Water and colored oil were used to represent the doré and slag, respectively. The model was used to determine the maximum penetration distance of the injection lance under a variety of experimental conditions at room temperature. Input variables included two types of oil, rotation speed, inclination angle, and the fraction of the vessel volume occupied by the liquids (φ). A mathematical correlation for the dimensionless maximum penetration distance of the injection lance d ∗ as a function of φ, the Froude number of the liquids in the vessel (Fr), the Reynolds number of the gas jet (Re), and the oil-to-water kinematic viscosity ratio (η)was developed. Reasonable agreement between the calculated and experimental values was obtained. Digital images showed that splashing was caused by the turbulent gas jet impinging upon the free surface of the liquids, whereas the cascade effect was negligible. The results of this work have been useful to improve the operation of an industrial Kaldo reactor.

The proposed 1.83km long twin bore A3 Hindhead road tunnel planned for contruction in 2008 is being delivered under a Highways Agency Early Contractor Involvement (ECI) contract. The proposed construction methodology is progressive mechanical excavation of a horseshoe shaped tunnel with shotcrete installed close behind the face using robotic spraying equipment. The tunneling medium is a ‘soft rock’ sandstone for which there was little previous tunneling experience, requiring extensive geotechnical investigations and an innovative approach to lining design. A 240m long portal section though sandy material utilising a steel pipe umbrella is also required. This paper describes the development of the tunnel planning and design including the most recent developments in UK road tunnels, and the innovation included in the ‘permanent’ primary lining design.

With the revolutionary progress in information and computer technologies applying the latest technologies in metallurgical complexes has become a serious challenge to both management and technical teams. Objects and components are changing the way everyone relates to their computer and networks. Goals of real time performance monitoring includes maximizing the profitability by maximizing production, improving efficiency, attending product quality, costs, maintenance, environmental and safety regulations. Designers must consider the greatly expanded desktop computing, Microsoft object technology, Internet and how to build these systems. This paper discusses some opportunities and challenges using objects, components in designing applications and integrating intelligent systems tools. Two examples using performance equations and IS technologies applied to mineral processing are presented.

Longwall mining has existed in Utah for more than half a century. Much of this mining occurred at depths of cover that significantly exceed those encountered by most other U.S. longwall operations. Deep cover causes high ground stress, which can combine with geology to create a coal burst hazard. Nearly every longwall mine operating within the Utah’s Book Cliffs coalfield has been affected by coal bursts.

Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. Now, coal marketing must be recognized in its "true leadership role," Daniel said. Marketing people must know when to use spot sales to balance production objectives and maintain cost-effective-

Cordilleran metamorphic core complexes in the southwestern United States are areas where middle to late Tertiary low-angle normal faulting has uncovered rocks that were at temperatures sufficient for mylonitization during the early part of Tertiary extensional faulting. Large-displacement low-angle normal faults that separate upper-and lower-plate rocks in metamorphic core complexes are termed detachment faults. The significance of Tertiary detachment faulting in the Basin and Range Province has only become apparent in the past 6-8 years, and the association of mineral deposits with detachment faults has only been recognized in the past few years as well. Crystalline rocks below detachment faults have typically undergone chloritic alteration and brecciation over a distance of a few to a few hundred meters below the fault surface (Fig. 1). Chloritic alteration and brecciation overprinted mylonitic fabrics formed during earlier ductile shearing along the down-dip projection of detachment faults. Rocks that underwent pre-Tertiary ductile deformation and prograde metamorphism were subjected, in rapid succession, to middle to late Tertiary mylonitization, brecciation and chloritic alteration, microbrecciation immediately adjacent to the fault, and subaerial exposure. Lower-plate rocks thus experienced rapid decompression and cooling as a result of tectonic denudation and isostatic uplift (Wernicke, 1981; Davis, 1983; Davis et al., 1986).

Germany as an industrial nation is highly dependent on the import of mineral or metal resources. Sources which have not been considered until now are the marine mineral resources (MMR), which in recent times are enjoying more and more increasing interests and which might provide in the future a considerable contribution to the supply security on metal resources not only for the industrial countries. Backed up by the German government’s "National Masterplan Maritime Technologies" (NMMT) and corresponding industrial R&D-activities, the idea and the advantages of deep-sea mining is gaining more and more interests and supporters with respect to industrial and political considerations on strategic raw material resources as well as on the development of deep-sea mining technologies. The NMMT aims to initiate growth and increase the competitiveness of the German maritime industry on international markets and covers about 10 different marine and ocean technology sectors including deep-sea mining.

Minor subsidence damage to the Burgettstown Junior-Senior High School building and grounds near Burgettstown, Washington County, Pennsylvania, prompted an investigation of the site in early 1985 by the Bureau of Abandoned Mine Reclamation of the Pennsylvania Department of Environmental Resources. The investigation determined that subsidence over an abandoned coal mine was occurring and that additional damaging subsidence would occur if reclamation measures were not taken. A Pittsburgh Coal Seam Mine which was abandoned in the 1920's underlies the school at a depth of sixty-five (65) feet. This sixty-five foot section is comprised of five (5) feet of unconsolidated overburden and sixty (60) feet of thinly bedded, highly fractured shale. Approximately five and one-half (5-1/2) feet of Pittsburgh Coal was extracted at the school site. A thin shale binder and one (1) to one and one-half (1-1/2) feet of roof coal were left in place. Within the Contractor's Underground Working Area (See Figure 1) approximately thirty (30) percent of the coal was extracted. It appears that the mine was just being developed in the vicinity of the school when it was abandoned for no known reason. Other nearby portions of the mine show extraction approaching sixty-five (65) percent.

What is the preferred electrolytic cell design and why? Hall: Considerable research remains to be done on electrolytic cell design. Studies are presently being conducted to determine optimum voltage and amperage. Zadra cells, which were used in some of the first carbon plants, are efficient when properly installed. Gold and silver are deposited on large-capacity, cylindrical steel wool cathodes. At times high value sludge falls from the cathode to the bottom of the cell. Rectangular cells, which were developed at some smaller operations in Nevada, require less floor space and have some desirable features in that cathodes can be moved and sludge can be removed from cell bottoms without actually shutting down the circuit. In South Africa two types of cells using graphite and diaphragm configurations are being tested. Duncan: The rectangular cell has one problem it's easy for shortcircuiting to occur. If you don't have a good seal on the side of the tank and on the bottom, the solution is going to want to flow around the bottom and sides of the cathodes and you're going to get poor performance in the cell. That is the advantage the Zadra cell has over the rectangular cell. With good sealing, which is a must, you should be able to get a ratio of the value of the solution going in to the value of the solution coming out of 10 to 1. Ken, can you tell me what you're attaining on the Zadra? Hall: At the Homestake gold operation in Lead, the cathode in the No. 1 electrowinning cell is loaded to about 600 ounces when it is moved to the refinery. At this time the No. 2 cathode is moved to the No. 1 cell. The No. 3 cathode is moved to the No. 2 cell and a cathode with new steel wool is placed in the No. 3 cell. In rectangular cells this sometimes is not possible because the loading on the cathode in the last cell may be as high as that in the No. 1 cell. As Don has pointed out this can probably be prevented by good seal design between cathodes. Potter: At the risk of sounding as though I'm straddling the fence, I really believe that either the round cell, as developed by Jack Zadra, or the rectangular cell will do an acceptable job. The Zadra is a fine unit. Leaks are not unknown but there are not very many. However, the rectangular cell is very saving of floor space. Plastics have been greatly improved during the past year or two and there is a very efficient design for the rectangular cell. It would have six cathodes in it and contain about 25 ft of steel wool. The body of this rectangular cell would be reinforced fiberglass plastic but with an integral lining of a high temperature plastic. I think either cell is so efficient and reliable that I would almost be tempted to flip a coin depending on floor space requirements. Either cell can be used to pull a loaded cathode and to advance the lesser loaded cathodes. Don, what is the configuration of your cell? Duncan: The Pinson rectangular cell has dimensions 2 ft wide, 30 in deep, and 10 ft long-long enough to take a dozen cathodes and anodes. We are currently using six of each but are not up to full capacity as yet. It's a steel tank coated with rubber. We have copper bus bars, which brings to mind that the last cathode in the tank, in one instance, was loaded heavier than the first one. That was probably a function of poor contact between cathodes and the bus bar. You can have erosion of the bus bar and if you don't get current flowing into the anode and out of the cathode, the cells will not function properly. Kappes: Just a few comments on cell design. In an alcohol stripping circuit we are running in Beatty„ NV, we are using PVC pipes for all circuitry piping and a commercial polypropylene electrolytic cell. They seem to be working quite nicely. The cell itself has eight cathodes measuring 18 in2. At six gallons per minute flow into the cell, at an average gold content of about 500 ppm, we seem to get good loading on the first three to four cathodes and not much on the end cathodes. At 12 gallons a minute flow we seem to be seeing gold uniformly along all eight cathodes. We are running at quite a high amperage level, about 400 amps into that cell. Gene McClelland, US Bureau of Mines, Reno Research Center (from the floor): I was associated with a company where the packing density of their steel wool cathodes was much too high and created some short-circuiting problems in their electrowinning circuit. I would like to ask the panel if they can recommend a packing density for cathodes in pounds of steel wool per cubic foot. Hall: The weight of steel wool put on one of our cathodes is 10 lb and the dimensions of the cathode are such that density would be about 0.75 lb/ft3. Duncan: I made a rough calculation and I'm estimating about 2 lb/ft3. Potter: In checking over a number of electrowinning operations, I found apparently very satisfactory operation within the limits that have been mentioned. I have come to a figure of about 0.5-1.0 lb of medium grade steel wool per cubic foot packed as uniformly as possible, of course. One consideration in packing is the fact that there should be good contact between the steel wool and the conductor. Operators tend to compact the steel wool more than would be desirable just to try to maintain good contact.

Thousands of miners, construction workers, and truck drivers are exposed to diesel exhaust particles. Diesel Particulate Matter (DPM) is a probable human carcinogen and stringent occupational and environmental standards have been established or are planned worldwide. Modifications in fuels and diesel engine designs have reduced emissions, but may not be enough to comply with the tightest standards. Post-combustion aftertreatment devices are likely necessary for many engine operators. However, even the most common and well studied aftertreatment devices fail from time to time. The objective of this study was to design, construct, and test an electrostatic aftertreatment device to treat DPM. An electrostatic precipitator (ESP) was designed and constructed to capture DPM from diesel exhaust, and different configurations were tested to optimize its performance. DPM was produced by a 6 kW diesel-powered electric generator and directed to the ESP through a short section of galvanized steel pipe after the muffler. Number and mass removal efficiencies were measured with a condensation particle counter (CPC) and by sampling through a stainless steel cassette and collecting the DPM on Teflon filters. Particle size distributions were measured with and without control using a 6-stage cascade impactor. The experiments were performed with the engine running at idle and also at medium load. The results show that our first generation ESP provides 60 percent mass removal efficiency, and up to 80 percent number removal efficiency. Power consumption was generally low, about 20 to 30 watts, to achieve these levels of performance.

Proximity detection systems (PDSs) for mobile machines have the potential to decrease injuries and fatalities. The current research study applied the task-technology fit framework to investigate the fit between mobile PDS technology and mining relative to health and safety, from the perspective of leaders at two coal mines. Quantitative results from the study show that mine leaders evaluated mobile PDS favorably for training and ease of use, system feedback, user authorization and experience, and less favorably for safety, compatibility, task completion, and reliability. Qualitative results reveal specific task, mine, and system characteristics that may have influenced leaders’ evaluations.
