Changes in the pattern of computer systems for mine planning and geologic evaluation are occurring as a consequence of the introduction of 3-D high performance graphics terminals. The VULCAN system is described and an outline of its functionality is discussed. Increasingly, the integration of both database systems and graphics and databases will occur, allowing a greater degree of information access to mine operators. The system covers areas of database, drillhole graphics, mine design and layout, surface and solid modelling as well as reserve inventory generation. The design of the software is such that it is fairly commodity-independent and entirely menu-driven, to enable non computer-trained personnel easily to access the system.

This paper reports on a test that was conducted underground in a mine for two years on the following: pipes coated with paint, fusion-bonded powder, metal, or impregnated tape; and aluminium, stainless-steel, 3CR12, and plastic pipes. It was found that the degree of corrosivity and mechanical damage increases substantially from the shaft of a mine towards the stope. Thus, the range of coatings that can be used successfully is fairly large in the shaft and haulageways, but corrosion-resistant materials, especially corrosion-resistant steels, need to be used close to the stope. A study of the relative costs involved showed the costs of pipes of low-carbon steel and unplasticized polyvinyl chloride to be lowest, and those of epoxy-coated steel pipes to be highest.

The theory of firing of electric detonators is developed insofar as it affects the design of blasting circuits. Practical values for the firing conditions suited to detonators of local manufacture are tabulated. The design principles of blasting circuits are outlined. This information can be used by mine management to ensure that electric blasting will be done efficiently and economically.

You will appreciate that, in the eighty odd years since the Institute was founded, the diversity of subjects has been very great. In almost all cases it is quite natural that the speaker should have chosen a topic of special interest to him and one in which he was particularly knowledgeable.

In the mining method used at O'Okiep Copper Company (OCC), vertical crater retreat, the prime requirement for the fill is that it should be sufficiently strong to be free-standing to a height of 150 m. Other requirements are minimal decant and drainage water, and high pulp density to allow large tonnages to be placed quickly and alleviate transport problems. The excessively high cost of cement precluded the use of a cement-based fill, and after three years of extensive investigations a backfill based on the smelter slag was produced. Currently a fill with a uniaxial compressive strength of greater than 1 000 kPa after one month is being produced. This is in excess of the design specification of 850 kPa after 2 - 3 months. The research and development which went into the slagfill is briefly covered; the production of the fill from the various raw materials is described; and the design and control systems of the backfill plant, the reticulation system and its monitoring are examined. Finally, the implications of this high- quality fill for the mining programme are assessed.

The phases in a project, particularly the early phases, are examined, and project organization is described and contrasted with a functional line-management type of organization. Emphasis is placed on comprehensive definition, which is vitally important to the achievement of the goals of time, cost, and quality set for a project.

COLLOQUIUM The President welcomed everyone present and mentioned that this was the first of the Colloquia which are to replace the Institute's monthly meetings. He stressed that discussion at Colloquia would be completely informal and would not be recorded unless the contributor requested publication. In conclusion, he thanked the organising committee, the authors and the contributors, and introduced the author of the first paper. The following papers were presented:- 'The future development of the Iron and Steel Industry' by J. P. Coetzee (Published in the Journal March 1971). Among those who contributed to the paper were Dr Bleloch, Dr K. Gebhard, Dr Way and Professor Müller. The main point made by Dr Bleloch related to the reserves of coking coal and of coal for power generation this in country and he deduced that in South Africa we are critically short of coking coal. On the basis that 4 million tons per year of coking coal are consumed for our present steel production, over 16 million tons would be required to meet the anticipated expansion in steel output by A.D. 2000. This must be set against the grim forecast made by the Coal Advisory Board in 1967 that our national reserves of coking coal will be exhausted before A.D. 2000. This gives tremendous significance to the development work presently being carried out by Iscor on alternative methods for coke production. On the other hand the blast furnace may have to be replaced by an alternative process for the reduction of iron ores, e.g., the use of rotary kilns followed by electric arc smelting. Dr Bleloch also expressed grave forebodings about the reserves of bituminous coal, pointing out that with present methods of mining the recoverable coal in any given reserve is in general only 50 per cent of that reserve. He stated that in the past seventy years great quantities of coal have been forever placed beyond the reach of mining by being undermined by extraction of lower seams or lost by being burned. A final point made by Dr Bleloch was the fast rise in the capital investment in a fully integrated steel plant, the figure having risen in the past decade from just over R200 to R350 per ton of finished steel per annum. Dr Gebhard spoke of the direct reduction processes for iron making pointing out the difficulties of securing a high percentage of reduction and the relatively high cost of smelting in electric arc furnaces. The concept of underground ore processing, in which valuable ore and waste are separated at a coarse particle size to improve the economics of operations and minimise the environmental impact, seems attractive from a sustainability perspective. Perceived benefits of such an operation include energy and cost savings due to a reduced hoisting load, a reduced footprint of surface operations, and using material for backfill that has not been contaminated by process chemicals. Progress in the South African mining industry in this area has however been below expectation, and opportunities for underground processing in deep, narrow reef operations were therefore explored by an Excel-based simulation with sensor-based sorting (SBS) as concentration technology. Various PGM mining scenarios incorporating factors such as the mining rate, depth of operation, and effects of dilution and particle size on the metallurgical efficiency, were compared. Whilst these initial results can be regarded as indicative only, they have shown that the economics of such an operation are driven by selective mining at significantly higher rates than achievable with conventional methods. Also, the cost of preparing, conveying and placing rock backfill will need to be lower than that of hoisting waste and depositing it on a surface dump. Another aspect to be addressed is whether ore sorting machines would be able to operate under harsh conditions underground and what provision would need to be made to ensure their efficient operation. Further investigations should focus on refining costs, incorporating environmental considerations in the modelling of economics and sustainability, and compare greenfields with brownfield scenarios. The acoustic means of gas flow rates measurement is considered with particular reference to the equations of acoustic waves propagation in aerodynamic fields. The paper defines how it is possible to minimize the error of integrating acoustic anemometers.

Exceptionally low yields in the coking-coal fields of the Soutpansberg area in the northern Transvaal, are taxing the skill and ingenuity of preparation engineers. The coals are highly intergrown, and a series of crushing and washing steps may be required to extract the maximum usable tonnage. In addition, novel preparation techniques may have to be employed. This paper, which is a case study of work recently undertaken, gives a general account of raw coal properties, emphasizing those related to maximum recoveries, and outlines the steps involved in the design of appropriate flow sheets based on laboratory studies.

Kamoto Copper Company is a copper cobalt mining company established in Lualaba Province of Democratic Republic of Congo under a Joint Venture between Glencore PLC and Gecamines (the state-owned mining company). Operations consist of underground and open pit mines, a concentrator producing sulfide concentrate and oxide ores milled slurry, and a hydrometallurgy plant producing copper cathode and cobalt hydroxides from concentrate and ores. The production capacity is 300 k/a of copper cathode and 35 kt/a of cobalt hydroxide. Since Q4 2020, the Luilu hydrometallurgy plant has experienced operational instabilities due to increase in proportion of dolomite in the ore mined and fed to the plant. This was diagnosed by the significant increase in calcium grade in ore and acid consumption, continuous foaming, and overflow of tanks with subsequent adverse impact on equipment availability due to corrosion caused by acidic spills, structure integrity, and safety concerns around the acidic slurry spills. Production was adversely impact due above equipment availability and often throughput restriction to mitigate the foaming and overflows. A high gangue-acid-consuming ore management programme was developed with the aim of mitigating these impacts. The programme included: (i) use of defoamer agent in leach to stop foaming and overflow, (ii) design of a mechanical solution to leach foaming and overflow, and (iii) froth flotation for copper and cobalt minerals separation from dolomite. Only option (i) is presented in this paper. Through laboratory testwork, pilot-plant testing, plant trial, and full plant implementation, Kamoto Copper successfully implemented a defoamer agent (Kemfoam X9980) dosing at leach, resulting in significant reduction in foaming and overflow of leach reactors and countercurrent decantation thickeners. The optimum defoamer dose rate obtained was 20 mg/L. Since then, the Luilu recovered its operational stability, the corrosion of critical equipment ceased, and availability improved as the acidic leach slurry spills ceased. The constraint on throughput due to leach foaming was addressed and the frequency of sliming events in the thickeners was significantly reduced as the foaming on the supernatant surface ceased, with subsequent significant reduction in interfacial crud in solvent extraction.

"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."

This paper describes how a 'mined out' coalfield is being mined successfully by opencast methods. The coalfield is that at New Vaal Colliery, which is situated in the Vereeniging-Vanderbijlpark-Sasolburg industrial complex. Al three coal seams at New Vaal had been mined previously, when the better-quality coal had been removed. The coal-preparation plant at New Vaal, which is also described, supplies coal to the 3600 MW Lethabo Power Station. The Colliery has been designed to supply 600 million sales tons of coal over its forty-year life.

"Reliable and accurate metal transfer information during silicon tapping from an EAF is invaluable for decision-making and process optimization, while obtaining such information safely is a necessity.Elkem Thamshavn Norway, a producer of metallurgical-grade silicon, identified inherent safety problems with gauging fill levels in ladles using dip bars while molten metal was continuously pouring from a rotating EAF. Operator safety was a paramount concern, and an alternative automatic method of controlling the tapped fill level needed to be found.It was also considered that further benefits could be achieved such as monitoring the tapping flow from the EAF in order to identify any clogging, as well as the potential to use the live feed from such a system to assist decision-making regarding work around the taphole area.Agellis Group AB, Sweden, a company with over 30 years of experience in gauging molten metal levels in the metals industry, was able to design a solution for Elkem Thamshavn that would provide the required real-time process data while enhancing operator safety.This paper shows how the Agellis AB EMLI-L system was successfully installed at Elkem Thamshavn’s EAF continuous tapping area, how ladle fill levels were constantly monitored, and how full ladles were replaced by empty ones without the need for operators to be in the tapping area to take level readings. The results were used to compare the accuracy and reliability of Elkem Thamshavn’s current measuring methods with that of the EMLI-L system. The paper also covers how problems such as how to connect, run, and protect cables in and around the EAF tapping area, as well as connector and cabling survivability during the three day refractory pre-bake period, were solved. Finally, the paper discusses the potential production improvements, maintenance requirements, and data integration attainable through the installation of the system, as well as the major safety improvements that have been achieved."

The development of a post-mining economy is generally framed as accessible and desirable and something that mining companies, consultants, and the government can, and should, plan for. It is indeed possible. Yet, most mining regions, other than the big metropolitan municipalities, find economic diversification after mining challenging, despite their grand plans, consultant reports, and company intentions. Their efforts blind them to other ideas that are often prerequisites to diversification. This paper highlights some economic and social misconceptions about economic diversification and explains where planning goes wrong. Mistakes typically stem from ignorance and misunderstandings. Planners and policy makers fail to grasp the essential requirements for economic diversification. They underestimate the structural constraints created by mining. They do not see how mine rehabilitation is linked to economic diversification. They generally do not understand the South African space economy or the nature of new economies. The paper also proposes a more careful consideration of those economic aspects that mining cities have control over, such as land use management and infrastructure. The paper further explains how understanding long-term dependencies can help prevent governance failures. The social disruption that accompanies mine decline and closure must be recognised and dealt with. The mines must plan for decline as a way to resuscitate the economy. It concludes with a framework for assessing and developing a post-mining economy.
