The influence of Harold Hotelling?s work in the field of mineral economics is both unusual and outstanding. In the 66 years since its development, theory surrounding the economics of exhaustible resources has only been significantly researched since the early 1970s. At that time a wave of research into the economics of exhaustible resources arose from the threat of global resource scarcity and continued into the late 1990s. Current East Asian and global demand for natural resources as well as mineral and metal commodities, has stimulated interest in the optimal and sustainable exploitation of exhaustible resources to the point that the subject is worthy of review. Hotelling?s theory and the assumptions that he made in establishing a model for the optimal exploitation of mineral resources at the industry level and at the level of the individual mine owner, are examined. He showed that the rate of increase inexhaustible resource prices should be equivalent to the market rate of interest and that in a market with rising prices the rate of extraction should be constant. In markets where demand is stable optimal exploitation requires that the rate of extraction should decline over time, while in a monopoly market he showed that the rate of extraction is retarded. In addition, the effects of cumulative production on costs and prices, the uncertainty associated with estimates of the resource stock, the impact of exploration and issues of intergenerational equity are examined. An analysis of the optimal price path, extraction costs and mineral rents at an industry level is presented as a model. An analysis of the rates of production and optimal benefits at the individual mine level including total, average and marginal costs on the optimal rate of production, is considered. Optimal extraction rates for a mine with a clearly defined concave positive cost equation vary according to the position on the marginal cost curve. The influence of discount rates and the size of the ore reserves on the rates of mineral extraction are also examined and could define the frontier of usefulness for the ?economics of exhaustible resources?.

Anglo Platinum have perceived a need to increase the rate of reef development both for new mechanised stoping technology and on conventional new developing mines. The Research and Development Division of Anglo Platinum therefore initiated an experimental reef raise project with a tunnel boring machine (TBM) at Bafokeng Rasimone Platinum Mine (BRPM). The scope of the trial was for the boring of a reef raise 340 metres in length on the Merensky Reef. The boring phase of the trial took place over six months and the average rate of penetration of the TBM was 0,47 metres/hour. TBM utilisation was 22%. The TBM used in the trial was a Jarva MK6 manufactured in 1972 and its design with its backup system was not considered to be an ideal machine for reef development. However it was the intention of the trial to prove the concept of developing with a TBM on reef. In this respect the trial was unequivocally a success. There were many problems and long delays did occur during the boring phase. Nevertheless there is every confidence that a new TBM can be designed specifically for this type of work that will achieve high rates of advance up to (say) 400metres/month and with a more flexible steering system in order to negotiate reef changes. It can therefore be expected that TBMs will be used in the future for reef development on South African platinum mines.

The typical service life for a long distance slurry pipeline is15 to 25 years. Determination of wear rate for a pipeline could have a high economic impact on the pipeline project. Wear is a combination of chemical corrosion and mechanical abrasion. The contribution of each factor has to be determined project by project. Normally, chemical corrosion dominates the pipe wear in fine slurry pipelines. These pipelines have been designed with a velocity between 1.5 m/s and 2.5 m/s. Solids are suspended with high homogeneity across the pipeline section. Bottom wear is not much greater than the top wear and not sensitive to velocity. The wear pattern in the pipeline transporting medium coarse solids, such as milled ore and tailings, is different. Wear concentrates on the bottom of pipeline and the outer bends, and is more sensitive to flow velocity. Wear distribution along the pipelines is similar.

Mineral processing plants have complicated control strategies, with different control layers, multiple interacting loops, and feedforward disturbance rejection. The complicated control strategies mean that oscillations can arise and propagate to multiple loops and degrade the control performance. Oscillation detection techniques, such as the spectral envelope method, can be applied to detect oscillations within an observation window. However, the start- and end-points of the oscillations within the observation window cannot be identified with current oscillation detection techniques. The start- and end-points would be useful to label the oscillatory intervals, and then to use these labels to identify process conditions associated with the oscillation. In this paper, a pattern recognition technique, Density-Based Spatial Clustering of Applications with Noise (DBSCAN), was used to label oscillation intervals. An oscillation diagnosis workflow combining spectral envelope and DBSCAN was demonstrated on an industrial case study of oscillations in a flotation circuit concentrate sump. The workflow successfully detected the oscillation, labelled the oscillatory intervals, and enabled accurate root cause analysis. The impact of time series features, namely the signal power ratio () and the oscillation frequency, on the performance and optimal parameter selection of DBSCAN was also investigated. Low oscillation frequencies and low s negatively affected the performance of DBSCAN. Additionally, the results indicated that higher oscillation frequency was related to higher optimal values for the lag parameter. Held on the 22nd March 1972 at Kelvin House. Four papers were presented at this colloquium, which was attended by approximately 120 people. The first paper, 'Flotation Research Work at the N.I.M. research group, University of Natal on the modelling of a Flotation Process' was presented by Dr R. P. King, the leader of the N.I.M. Research Group in the Department of Chemical Engineering at the University of Natal. A discussion panel, under the chairmanship of Dr R. E. Robinson with Mr M. Dawson (PMC), Mr E. Roux (FOSKOR), and Dr B. K. Loveday (NIM), discussed the potential application of the theoretical work on flotation modelling to industrial processes, and alternative approaches to providing a way of control of flotation plants. The second paper, 'Fundamental Studies of the Flotation Process the Work of the National Institute) for Metallurgy', was presented by Dr N. P. Finkelstein. The discussion panel for this paper was under the chairmanship of Professor D. D. Howat,and had as its members Mr H. P. Carlisle (JCI), Professor D. le Roux (University of Pretoria), and Mr E. Rudolph (Anglo American Research Laboratories). A lively discussion on this paper ensued, with several contributions from the floor. After lunch, Mr S. K. de Kok, Assistant Consulting Metallurgist, Anglo Vaal, presented a paper on 'The Flotation of Copper and Zinc Sulphide from Prieska Ore'. The paper was discussed by a panel comprising Dr V. C. Lovell (NIM), Mr A. Gilbert (General Mining), and Dr D. Legge (Anglo Vaal), under the chairmanship of Dr L. Bushell. This discussion, in which many members of the audience participated, revolved around the difficulties associated with the production of copper and zinc concentrates and the lack of fundamental information on the behaviour of copper and zinc sulphides in flotation. The final presentati0n was a paper, 'The Recovery by Flotation of Cassiterite contained in Gravity Concentration Plant Tailings', presented by Mr E. B. Viljoen (Metallurgy Department, Goldfields South Africa Limited). The discussion, led by a panel consisting of Mr O. Tant (Goldfields Laboratories), Mr J. Levin (NIM), and Mr R. I. Shanks (NIM), under the chairmanship of Mr H. Cross (Goldfields South Africa Limited) referred particularly to the use of new reagents for the flotation of tin, with particular emphasis on the fundamental relationship between reagent composition and its ability to float this type of mineral.

In 2001 Platinum overtook gold in foreign revenue earnings for South Africa. The export sales from platinum group metals amounted to R29.3 billion as opposed to gold export sales of R28.6billion1. Organizations must undertake new ventures to replace old, worn-out and obsolete assets with new ones. These assets could be a building, a new product or process, a new mine, or anything that can help the organization to achieve its objective. These ventures are projects by their nature. When a project is pronounced a success, the judgement is usually based on some factual evidence, although not every one uses the same data. From the literature, it is obvious that there is a lack of consensus and objectivity as to what constitutes a successful project. The purpose of this paper is to address the following questions: ?What constitutes a successful project? ? How does one measure project success? ?How can one work toward project success? This paper addresses the requirements for project success of three of the primary stakeholders of a project, namely the business or client, the employees as far as the project team is concerned, and the local community. Indicators are developed into a work breakdown structure (WBS)-like chart to demonstrate success indicators. These indices take cognisance of all the constituents required for project success. The indicators are further developed to take cognisance of the requirements of the local communities. These indices are then weighted to arrive at a total score for the respective stakeholders. Using these WBS models, the success and performance of a project can be evaluated. This score is considered an objective measure of project success. Projects are evaluated more consistently across different projects and the project manager is provided with a management tool that can assist him/her in ensuring greater project success. The shortcoming of this approach is that the weights of the different indices have been estimated at this stage. Research will have to be conducted to more accurately reflect the weights assigned to the indices.

A study of fatigue-crack growth in a rail steel and an associated weld metal showed that fatigue cracks in the deformed rail steel had slightly higher growth rates than in undeformed rail steel. The crack growth in the weld metal was appreciably faster than either and exhibited plateaux that were above the upper bound reported for rail steels, The cyclic-life curves showed that, over an indicated service period of 8 years, both the deformed and the undeformed rail steels should not be prone to fatigue failures under the defined mechanical conditions, For the weld metal, the cyclic-life curves indicated the possibility of premature fatigue failures but, as al the input parameters represented a 'worst case' situation, this assessment could wel be ultra-conservative. In the rail steels at low levels, the extension of the fatigue cracks occurred by ductile striated growth. At a Kmax level of 35 MPa .J/n, cleavage facets formed initially on the surface of the fatigue fractures, and their incidence increased with Kmax until the onset of fast failure, The microstructure of the deformed rail steel exhibited cleavage facets at a slightly lower Kmaxvalue, and contained more cleavage facets at a given K level, than the microstructure of the undeformed rail steel. The average size of the cleavage facets agreed well with the pearlite nodule dimensions of 60 to 100 ILm. The microstructure of the weld metal was much coarser and contained columnar grains. At al f.K levels, the dominant fracture mode was cleavage, with small isolated regions of ductile striated fatigue cracks. The size of the cleavage facets varied from 150 to 600 ILm, and such a variation may be explained by the fact that cracking generally occurs in association with the pro-eutectoid ferite phase, and that this phase is distributed along some boundaries of prior austenite grains and the boundaries of the coarser columnar grains.

Although backfilling has been in operation for many years, the methods for selecting appropriate slurry dewatering aids have, in some cases, been rather unsophisticated. This has led to many misconceptions regarding the role of the dewatering aid and its various means of application. Testing procedures employed in the correct selection of any practically applied dewatering aid must mirror the actual working processes in which they are to be used. This constraint necessitates the development of complex testing methods when applied to backfilling. The current testing procedures were scrutinized and their various merits noted. From this study a series of testing methods was evolved which incorporate the best aspects of these testing procedures with novel ideas which would eventually result in the correct selection of the dewatering aid. A major consideration in the application of any of these methods is the modus operandi of the backfilling process, and the relevance of the tests to the process. This work attempts to consolidate the testwork performed in the past and suggest new approaches in the correct selection of acceptable dewatering aids for backfilling.

The paper ends with a description of various methods for the recovery of solvent, which is lost in the solvent-extraction process by entrainment and adsorption on solids and by dissolution.

P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility. Wire-arc additive manufacturing (WAAM) is a directed-energy deposition technology that uses arc welding procedures to produce computer-aided designed parts, such as three-dimensional printed metal components. A challenge of additive manufacturing is the anisotropy. Interstitial elements play a significant role in the mechanical properties of Ti6Al4V of different grades. In this research, the mechanical properties of Grade 5 and Grade 23 Ti6Al4V were compared for this application. Samples were extracted from WAAM-produced Ti6Al4V walls in different directions (horizontal and vertical) and at different positions (top and bottom). The samples were subjected to optical microscopy and tensile and hardness tests. Grade 5 Ti6Al4V samples were found to have greater strength, greater hardness, and lower ductility, owing to the higher content of interstitial elements compared with Grade 23. The bottom samples had higher strength than the top samples, which is attributed to thermal cycling during manufacturing, resulting in different microstructures.

It is well known that job-related hazards and individual factors influence occupational injuries. However, research involving coalminers has been limited. This case-control study assessed the relationships of job-related hazards and individual/life style factors with injuries among underground coal miners. It compared 245 cases with at least one injury during the previous two-year period with 245 matched controls with no injury. The data were gathered via personal interview and analysed using the conditional logistic model. The significant risk factors were materials handling (adjusted OR 5.15), poor environmental/working conditions (2.63), geological/strata control-related hazards (2.35), lack of formal education (3.00), sleep disorders (1.86), alcohol consumption (2.32), disease (2.23), having a large family (5.40), and risk-taking behaviour (9.40). Machine-related hazards, sleep disorders and alcohol consumption primarily affected workers aged less than 45 years; whereas, environment/working condition-related hazards, presence of disease, smoking, risk-taking behaviour and large family size were more likely among workers aged 45 or over. Electrowinning is one of the nickel recovery processes from solutions obtained from the leaching of nickel sources. Every year significant amounts of nickel products are used in various industrial processes and daily life, such as catalysts or batteries, which are a valuable source of nickel for recovery. Nickel purity is also very important in the electrowinning process, because the amount of impurities in nickel such as sulphur, if greater than 100 ppm, make it unsuitable for use in catalysts and plating. Because sulfur is intrinsic to the sulphate electrowinning system, we needed to investigate parameters that can affect the quality and purity of nickel. In this regard, experiments were performed in static and circulating electrowinning processes. A monitoring and circulation system was designed and built to measure voltage, current and temperature as well as to circulate the solution in the system at a specified rate. It was then observed that nickel ion concentration, pH, using the circulation system and additives, were factors affecting the purity and quality of nickel, and in the best case the amount of sulphur in nickel was below 100 ppm. Quadrilátero Ferrífero is an important mineral province located in Minas Gerais state, responsible for a substantial amount of iron production in Brazil. Among the concentration methods for iron ore practised by the mining companies in this region, the most important is the reverse cationic flotation. Dolomite iron formations, with the presence of hematite, quartz and dolomite, occur in several areas of mining and, with the deepening of the deposits, this type of ore, with low iron content and more complex mineralogy occurs frequently. Carbonaceous minerals, mainly dolomite, present a technological challenge for the concentration of iron ore by flotation. In the present study, the concentration of iron ore with 6% of dolomite content was evaluated. Bench flotation trials indicated that conventional iron ore flotation is not selective to float dolomite, thus compromising the iron content in the final concentrate. Alternative flotation routes were evaluated, and a selective condition was reached to float both quartz and dolomite using the combination of the cationic collector Flotigam 16424 with an anionic collector Flotinor 16551. It was demonstrated that the flotation of dolomite was improved with the combined use of both collectors in the cleaner stage, and by a previous quartz flotation in the rougher stage. Zeta potential analysis indicated specific adsorption as the adsorption mechanism between Flotinor 16551 and dolomite, confirming the high selectivity observed in the bench flotation tests. A critical comparison of specific cooling power and the wet kata thermometer in hot mining environments By J. de V. Lambreehts. D.Sc. (Eng.) (Rand) A new formula for the wet kata thermometer has been established in place of the currently used one which is believed to be fundamentally wrong and the new formula is compared with the recently proposed specific cooling power concept. Apart from a constant multiplier, it is concluded that the difference between. the two concepts lies solely in the value of 'n' in the function vn and that this value for the cooling power of air on the sweating human body remains to be established reliably. The kata thermometer might yet be found to be a reliable predictor of heat stress in hot environments.
