There are a couple of dozen junior platinum mining companies coming into existence in Southern African and most intend to mine, concentrate the PGM?s in a flotation product and sell the concentrate to one of the major producers in South Africa. The price they will receive for their product and hence the return they achieve for their investment will depend upon the large number of factors that influence the market for such a product. Unfortunately the number of buyers is severely limited as it is dominated by the two major local producers, Impala Platinum and Anglo Platinum. Furthermore the current smelting technology has limited capacity for UG2 concentrates and high nickel concentrates will quickly fill any available base metal refining capacity. Few if any overseas buyers can compete for the bulky flotation concentrate produced. This paper will explore those factors such as metal recoveries, metal prices, operating costs, capacity constraints, deleterious elements, transport issues, metal premiums and discounts that are in play, types of flotation concentrates, processing capital costs, PGM grades, etc and their impact up on what smelters and refiners might be prepared to pay for such PGM concentrates. Ultimately simple graphs and equations can be developed for probably payment terms for such concentrates. Those who negotiate well will move to the higher return section of the envelope and those who use the concentrator facilities to produce the most saleable combination of flotation concentrates will enhance their returns. A deep and firm understanding of the issues surrounding this market is necessary in order to negotiate the best possible price for the seller.

"South Africa’s Northern Cape Province hosts semi-precious and gemstone occurrences that are sporadically mined on a small scale by local communities. Tiger’s eye, a gemstone known for its chatoyancy properties, is found in important deposits located near the town of Prieska, where is it intermittently mined. Challenges faced by small-scale and informal mining include mining without proper permits, risky mining practice in dangerous terrain, and illegal export of raw material without concerted effort at domestic beneficiation. As part of a study aimed at job creation and social upliftment in the region, tiger’s eye deposits in the Prieska area were assessed to assist small-scale miners to understand tiger’s eye grades and their distribution. This will allow not only more efficient and safer mining of these deposits, but also beneficiation of the raw product into tumbled stones, cabochons, jewellery, and other small artefacts for sale. A hub established in Prieska by Mintek trains locals in the beneficiation of tiger’s eye. Supply to the hub must make use of a consistent grading system, which is discussed in this paper. Together with proper mine licensing, such an approach will develop mining and beneficiation skills, and create and sustain employment for the local community. IntroductionTiger’s eye is a semi-precious stone known for its chatoyancy property, which is caused by parallel, silicified asbestos fibres that impart a silky lustre to specimens. Deposits of tiger’s eye in the surrounds of the town of Prieska, Northern Cape Province, formed the focus of a study aimed at small-scale mining and beneficiation of this commodity. The Prieska tiger’s eye deposits are located along the N10 route to Upington (Figure 1). Tiger’s eye is unevenly distributed and occurs as lenses of various sizes, interbedded in gently folded metasedimentary rocks of mostly banded iron formation (BIF). The tiger’s eye occurrence in the Northern Cape Province, especially in the Prieska area, has not been extensively researched. There is thus limited information available in the public domain. The lack of knowledge on tiger’s eye distribution has resulted in local small-scale miners adopting a trial-and-error method of mining. Basic geological mapping and field evaluation of the deposit, coupled with professional judgement, are important aspects of any small-scale mining operation and can contribute significantly to the formulation of various acceptable and equally viable mining methods and practices."

Processing of copper-cobalt orebodies in Africa?s Copper Belt has received much recent attention with various flowsheet options being developed specifically for the refining of cobalt. The upfront leach and copper refining routes are well understood whereas the refining of cobalt is more complex, requiring numerous impurity removal steps to produce high purity metal. This paper describes an investigation into one of the possible processing steps in the refining of cobalt, namely, cobalt solvent extraction. The paper emphasizes the importance of upstream impurity removal to achieve the required cobalt solvent extraction feed composition. 18% (v/v) Cyanex 272 in an aliphatic diluent is used as the organic phase. The pH profiles in the various stages are evaluated in order to obtain a raffinate containing <10 mg/[l] cobalt and with a low magnesium content reporting to the stripping section. The pH profile is also used to minimize the impurity deportment to the cobalt electrolyte. The effect of adding a preneutralization stage before feeding the organic phase to the extraction circuit is investigated. Zinc build-up in the stripping stages is also looked at. It is recommended for the purpose of this study that four extraction stages at an O:A ratio of 1 with a pH profile from 4.9 to 5.7 be employed. The pH is controlled with 40 g/[l] NaOH. A preneutralization stage is required, where the organic phase is contacted with 10 M NaOH. Two scrubbing stages are recommended at an O:A ratio of 40, using the cobalt electrowinning advance electrolyte as the scrub liquor. Three strip stages are to be employed at an O:A ratio of 0.67.

The Great Dyke of Zimbabwe constitutes the world&apos;s second largest reserve of platinum group elements (PGE) after the Bushveld Complex in neighbouring South Africa. Within the Great Dyke, economic concentrations of PGE are restricted to sulphide disseminations of the Main Sulphide Zone (MSZ), which are currently mined at the Ngezi, Unki, and Mimosa mines. Near-surface oxidized MSZ ores have a large potential. Their total resources are in the range of 160-250 Mt; however, all previous attempts to extract the PGE from this ore type have proved uneconomic due to low PGE recoveries (<< 50 per cent) achieved by conventional metallurgical methods. Within the ores of pristine, sulphide-bearing MSZ, the PGE are bimodally distributed. Platinum occurs mainly in the form of discrete platinum group mineral (PGM) grains (mainly bismuthotellurides, sulphides, and arsenides), whereas approximately 80 per cent of the Pd (and some Rh) is hosted in pentlandite. Within the oxidized MSZ ores, the PGE are polymodally distributed. Whereas the arsenide- and sulphide-PGMs that make up approximately 25 per cent of the original Pt content of the ore largely remain stable (relict PGMs), the remaining PGMs are disintegrated. The base metal sulphides are destroyed, partly releasing their base metal and PGE contents, and are replaced by iron oxides or hydroxides. Unspecified amounts of the PGE are redistributed and either form secondary PGMs, are found in chemically and mineralogically ill-defined (Pt/Pd) -oxides or hydroxides, or in iron-hydroxides, Mn-Co-hydroxides, and in secondary silicates. The problematic processing of oxidized MSZ ores is attributable to their complex nature and polymodal distribution of the PGE, prohibiting a significant upgrading of the ores by conventional metallurgical methods. Therefore, only bulk leaching methods are viable for ore treatment, and novel metallurgical methods have to be developed for the processing of these ores. Our ongoing work aims at locating the PGE in their mineralogical form in order to understand the mineralogical balance of the PGE in the ores and thereby facilitate the evaluation of metallurgical options for their recovery. A short overview on options and recent advances regarding the recovery of the PGE from oxidized ores is given.

Over many decades, numerous feasibility studies have demonstrated, that the production of sulphuric acid remains the most viable option of sulphur recovery from smelter off gas and abatement of SO2 emissions to the atmosphere. This is particularly more pronounced as smaller but more concentrated off-gas flows are to be treated from smelters, and enhanced sulphuric acid processes be-come available. Off-gas handling systems represent a significant capital and operating cost burden to the metallurgical operation. Modern pyrometallurgical smelter processes for sulphide ores based on the use of oxygen-enriched air, produce relatively small off-gas flows with high SO2 concentrations in the smelter gas of 30?60 %-vol. of SO2. This is a prerequisite for substantial cost reductions in the smelter off-gas handling and treatment system. As an alternative to sulphuric acid production, numerous scrubbing concepts with alkali or dual-alkali combinations as well as organic absorbents have been proposed. Also the reduction of the SO2 to elemental sulphur has frequently been studied. Very few of those alternative processes have been built in industrial scale, but all were generally characterized by none sustainable operation due to cost reasons, problems with issues related to chemicals used and by-products or poor availability. Thus the traditional concept of converting the SO2 to sulphuric acid is most common, although regarded as un-economic, but is at least a proven, environmentally sustainable and reliable way of sulphur gas processing. With the high acid price levels these days, operating companies are even able to generate significant revenue with their otherwise ?fatal? acid. Even though smelter gas is available at high SO2 concentrations, in a conventional acid plant one would add large amounts of air to dilute the gas down to a suitable concentration of 12?13 (14) %-vol. SO2. Dealing with higher SO2 concentrations in smelter acid plants is not feasible, as the gas exit temperature of the catalytic oxidation step would exceed the allowable limit for the catalyst. Hence those conventional acid plants are characterised by the use of large equipment, i.e. high capital cost, high energy consumption and limited flexibility. The newly developed LUREC® process can handle off-gas with significantly higher gas concentrations, even in excess of 25 %-vol. SO2. It is entirely based on well-proven equipment and unit operations. The first industrial application, operating with 16?18 %-vol. SO2 will be presented in this paper, along with the fundamentals of the process. It will be demonstrated that the process requires inherently lower capital cost, fewer operating cost, offers better energy recovery and lower emissions as compared to conventional design. While most existing smelter acid plants would have some built-in spare capacity, any significant increase of smelter capacity, say of 30%, can basically not be accommodated without installing an additional parallel new acid plant unit. An add-on LUREC® module can remove any such restriction, while simultaneously de-bottlenecking the existing acid plant. The paper also discusses the present status of the add-on technology for smelter acid plant expansions with respect to technical boundary conditions of different process alternatives as well as economic and environmental aspects. Application of the LUREC® process to modern smelter acid plants operating with high SO2 gas concentration, will lead to a substantial reduction of the specific size of the gas processing equipment and equivalent savings in capital and operating cost. The mixing characteristics of industrial flotation columns were investigated using computational fluid dynamics (CFD). Particular emphasis was placed on the clarification of the relationship between the liquid and solids mixing parameters such as the mean residence time and axial dispersion coefficients. The effects of particle size and bubble size on liquid dispersion in the column were also studied. An Eulerian-Eulerian method was applied to simulate the multiphase flow, while additional scalar transport equations were introduced to predict the liquid residence time distribution (RTD) and particle age distribution inside the column. The results obtained show that particle residence time decreases with increasing particle size. The residence time of the coarser particles (112.5 μm) was found to be at least 60% of the liquid residence time, while the finer particles (19 μm) had a residence time similar to the liquid. The results also show that an increase in the particle size of the solids results in a decrease in the liquid vessel dispersion number, while a decrease in the bubble size increases liquid axial mixing. Finally, the simulated axial velocity profiles confirm the similarity between the liquid and solids axial dispersion coefficients in column flotation.

Heavy mineral deposits often contain relatively high levels of radioactive elements (thorium and uranium in particular).It is difficult to obtain clean separation of ilmenite and monazite (the main impurity mineral containing radioactive elements), and physical intergrowths of the two minerals are, in fact, not uncommon. As a result, ilmenite concentrates obtained from such deposits often contain high levels of thorium and uranium. Because of the large negative free energies of formation of ThO2and U3O8boththorium and uranium report to the slag during smelting and if an ilmenite concentrate contaminated with monazite is used to make high titania slag, the concentrations of these elements in the slag end up about 40% higher than in the ilmenite feed. Previous work, patented by RGC Mineral Sands Limited, and subsequently confirmed by Mintek, showed that radioactivity may be reduced by roasting an ilmenite concentrate with borax at 1000°C to 1100°C and leaching it with hydrochloric acid1. It is evident that the cost of an ilmenite roast/leach process will be high and there may be economic benefits in removing the radioactive elements from the slag instead (the volume of slag to be treated is smaller than the volume of ilmenite feed). To remove radioactive elements from the slag it is necessary to know how these elements occur in the slag. Inother words, the distribution of uranium and thorium between the various oxide, silicate and metallic phases in high titania slag must be determined. Once the deportment of thorium and uranium between the various phases ha sbeen determined, an appropriate process for slag purification can be developed. Test samples High-titania slag was prepared in a pilot-scale DC furnace from ilmenite concentrates with different levels of uranium and thorium. Subsequently, ten slag samples representing a range of compositions were selected for bulk chemical analysis, scanning electron microscopy and micro-analysis. The samples were crushed to a maximum particle size of 1 mm and from each sample a 20-kg batch was riffled out for analysis. Bulk chemical composition Chemical compositions of the samples selected for test work are given in Table I. TiO2, Al2O3, SiO2, MgO, MnO, FeO and V2O5were analysed by ICP-OES, Na2O, CaO andCr2O3by atomic absorption spectroscopy and U and Th by XRF (the XRF detection limit for U and Th was around 4 ppm). The ?B? series has a higher silica content than the others as a result of small silica additions that were made during smelting. All samples have elevated alumina levels as a result of furnace refractory contamination during smelting. As expected, there is an inverse relationship between the concentrations of TiO2and FeO in the samples (Figure 1).The TiO2and FeO levels are similar to the levels found in industrial slags2. Extreme conditions of reduction under which reduction of more ?refractory? oxides (e.g., chromia, magnesia, silica, alumina and even urania and thoria) might take place were not explored in the study. Note that BB1and BBB1 contain more than 7% combined silica and alumina (SiO2as a flux addition during smelting, and Al2O3from refractory contamination) and they do not fall on the general trend defined by the other samples. The U and Th concentrations of sample E2 is noteworthy. In the preparation of slag E2, monazite concentrate was added to the ilmenite to increase the concentrations of radioactive elements in the slag. This was done primarily to facilitate the detection of Th and U during the phase chemical characterization of the slag. The main purpose of this paper is to introduce the main strategic restructuring aspects of companies that are directly (coalmines) or indirectly (companies that depend on coalmines) linked to coalmining. An attempt is also made to determine the principal factors required for the successful execution of a restructuring process in companies focused on the basic activities of coalmining, such as companies that provide supporting activities. The restructuring process exerts an influence on the whole area that relies on coalmining. So coordination of activities among the government, the local community, and the coalmine is very important. This is the major premise of this paper. The first section of the paper focuses on identifying and analysing the key factors in restructuring and a selection of key methods, drawing on past and present practice. The key factors to be considered in a model of enterprise restructuring in the coalmining sector are considered. The second section is dedicated to the actual design of the model of enterprise restructuring in the coal industry. The proposed model is based on positive experiences in the restructuring of coalmining companies in Europe, with an emphasis on Slovenia, successful approaches to crisis management in corporations, and identifying key areas in bringing about a strategic turnarounds in company operation. To support the argument for the key business areas, a brief summary of empiric findings has been included to demonstrate the applicability of the proposed model and the restructuring process. The summary is based on the survey done in both Slovenian coalmining companies (especially in Velenje Coal Mine) and their subsidiaries. Flotation involves the selective levitation of mineral and its transfer from cell to launder. The flotation rate is the rate of this transfer. It may be defined by the slope of a recovery-time curve for any cell in a bank or at any time in a batch operation. The objective in flotation rate study is an equation expressing the rate in terms of some measurable property of the pulp. This can be either the concentration of floatable mineral in weight per unit volume or a relative concentration, which will be a function of the recovery. A rate equation for an actual flotation pulp will contain at least two constants, both to be determined from the collected data. The data used in this paper were collected from bench-scale flotation tests on Konkola primary mill cyclone overflow at various pulp densities and pre-flotation thickener underflow at a pulp density of 35% solids by weight.

A major mud push occurred on the 870 m production level, scraper drift block cave at Dutoitspan diamond mine in November 2011, during which it is estimated that more than 4 400 m3 of mud engulfed the west cave. The production level was successfully evacuated during the mud push with no loss of life or injury to personnel, thanks largely to mine employees being well trained in and adhering to on-mine mud rush evacuation procedures. All access to the west cave was lost as a result of the mud push. Clean-up operations are currently under way to regain access to the production level, to establish the extent of damage to scraper drifts and equipment, and to evaluate what remedial works may be required to resume production. The magnitude of the Dutoitspan mud push necessitated a detailed investigation into the key contributing factors leading up to the incident, which are discussed in this paper. Mud rush mitigation measures in place on scraper drift block caving operations at Dutoitspan, Bultfontein, and Wesselton diamond mines in the Kimberley area are critically reviewed. Recommendations are furthermore made for enhanced mitigation based on mud rush risk profiles derived for different production areas in these old scraper drift block caves. The minerals industry is committed to the principles of sustain-ability. Reducing water consumption is a priority area, especially for regions of water scarcity. This paper presents a systemic optimization of the water balance of the Skorpion Zinc refinery with the aim of reducing water consumption. An Aspen Plus simulation of the process is used. The validity of the simulation is tested by measuring key output variables and comparing results to plant data. A number of water minimization scenarios are investigated, Including unit operation and circuit configuration changes. The scenarios leading to the largest reduction in water consumption are through the full recycle of treated effluent water, which results in water savings of up to 19%. Reducing process water and/or recycling of untreated water is prohibited by the build-up of trace elements, which affect product purity. The Skorpion process already features a highly optimized water balance, with unit operational changes merely resulting in a shift in the water balance. "Notwithstanding the provisions of section 23(a) and (b), there shall be allowed to be deducted from the income of any person who is a dentist or medical practitioner or practises any profession referred to in paragraph (a), so much as the Secretary may allow of any expenditure incurred by such person in the circumstances contemplated in paragraph (c), if the Dental Association of South Africa in the case of a dentist, or the Medical Association of South Africa in the case of a medical practitioner, or the "Suid-Afrikaanse Akademie vir Wetenskap en Kuns" or the Associated Scientific and Technical Societies of South Africa in any other case, certifies in such form as the Secretary may prescribe that such person- (a) if he is not a dentist or medical practitioner, is the holder of a degree in engineering or allied technology or natural sciences awarded by a recognized university on completion of a prescribed minimum period of study of not less than four academic years or the equivalent thereof and enabling the holder thereof to practise the profession of an engineer or a profession for which advanced and specialised scientific knowledge is required which relates directly to- (i) the development or exploitation of natural resources; (ii) mining or prospecting for minerals; (iii) the production of pastoral, agricultural or forest produce ; (iv) the breeding or care of farm animals; (v) any industrial process; or (vi) the training of specialists in any branch of science or technology connected with any aforementioned profession; (b) has practised his profession for not less than three years; and (c) has incurred such expenditure during the year of assessment in respect of the attendance by him of any postgraduate study course approved by such body to improve his qualifications for carrying on his profession in the Republic". (2) The amendments effected by subsection (1) shall first take effect in respect of assessments for the year of assessment ending on the twenty-eighth day of February, 1970. From this section it is clear that the concession will only be granted if the application is accompanied by a certificate, which certificate must be either signed by the Chairman of Die Akademie or the President of the Associated Societies. In terms of the authority granted such certificates must certify that: (i) the taxpayer concerned has practised his profession for not less than three years; (ii) the expenditure was incurred by the taxpayer during the year of assessment indicated in the certificate; (iii) the expenditure was incurred by the taxpayer in respect of the attendance by him of a post-graduate study course approved by the Associated Scientific and Technical Societies of South Africa or Die Suid-Afrikaanse Akademie vir Wetenskap en Kuns, as the case may be, to improve his qualifications for carrying on his profession in South Africa; (iv) the taxpayer is the holder of a degree in engineering or allied technology or natural sciences, which degree was awarded by a recognized university,

The variety and sources of sampling errors have been studied since the late 1800s, but the pioneering work of Pierre Gy in the 1950s provided insights into sampling as an error generating process. Total sampling variance is a measure of the total sampling error, but disaggregating the variance into its component parts is problematical. Ten sources of error and error generating processes have been identified, some of which can be eliminated through rigorous application of the principle of correct sampling. Others can only be minimized but never eliminated. Three principal questions relating to the appropriate mass of a sample, the fragment size of the sample and the size of the associated error are addressed. These questions relate principally to the Fundamental Error (FE), the only error that can be estimated before the sampling event. Aspects of constitutional and distributional heterogeneity are examined, as are the essential components of Gy?s formula including the shape factor (?), the granulometric factor (g), the mineralogical composition factor (c), and the liberation factor, l. Applications of Gy?s equation to the problems of sampling in the minerals industry are explained using real-life examples. The approach to sampling taken by Pierre Gy provides an excellent inferential relationship between the mass of material to be sampled, the size of the fragments being sampled, and the relative variance of the sampling error. It also provides solutions for three of the main problems associated with the Theory of Sampling.

"Rockbursts continue to be a major contributor to mine accidents and cause of damage to mine excavations, particularly at great depth. The problem of rockbursts has also escalated in civil engineering tunnels driven at depth, due to high levels of in situ stress at such depths. Attempts have been made in the past to mitigate the impact of rockbursts, with rock support remaining the ultimate method for providing stability in rockbursting environments. However, records show that, on many occasions, conventional support elements such as rockbolts, wire mesh, shotcrete, and lacing fail to withstand severe rockburst events.Recently, a support method termed ‘sacrificial’ support was proposed as a potential additional method to prevent rockburst damage, based on observations made after rockburst events in a mine. The philosophy behind a sacrificial support system is that, under dynamic loading conditions, support in the form of a liner must fail; leaving behind, undamaged, what was previously supported rock mass. The sacrificial support concept reported herein is applicable in situations where the source (i.e. seismic event) of the rockburst is located remote from where rockburst damage is likely to occur.Spalling tests based on the split Hopkinson pressure bar (SHPB) technique were conducted to study some aspects of dynamic rock fracturing in tension at high strain rates and the role a sacrificial layer plays in combating dynamic rock failure. A single Hopkinson pressure bar, with a long cylindrical intact rock specimen attached at the bar free end, was impacted by a striker on the opposite free end in order to generate a dynamic stress pulse responsible for spall failure upon reflection from the specimen free end. Different liners and liner combinations were then introduced at the specimen free end as support. Such a simple, yet robust, experimental set-up allowed the potential benefits and failure mechanisms associated with sacrificial support under dynamic loading to be demonstrated and compared with ‘sacrificial support’ behaviour observed in real rockburst events in a mine. Analysis of the results revealed that varying liner thickness and mechanical impedance between rock and support liner play a significant role in limiting rockburst damage."

Determination of mineral composition is of significant importance for the mineral sands industry as this information is required for orebody evaluation, the control of mineral processing plants and the determination of product quality. Mineral processing is made more difficult by the presence of pseudorutile, leucoxene, altered-ilmenite and particle inclusions. The paper investigates the properties of such elements from a single product stream using an MLA approach.

South Africa has produced more than a third of the total gold mined throughout history and remains a major although, until recently, no longer the largest producer of gold. South African gold production peaked in 1970 with an output of 1 000 t, a major component of the western world?s gold production, with the development of the country?s economy having been based largely on this mineral wealth. The costs and difficulties of increasingly deep-level mining, coupled with increasing labour costs and the low gold price until relatively recently, have seen production fall steadily since then, with the closure of many mines including those of the Central Rand Goldfield in the mid seventies. Thus in 1998, only 464 t were produced, with 342 tons being produced in 2004. In 2006, 275 tons of gold were produced and after more than 100 years was the last year as the world?s largest gold producer. In 2008 gold production was 221 tons, making South Africa the third largest gold producer after China (292 t) and the USA (234 t). Gold production would have been lower if it had not been for massive tailings dam retreatment operations that started in the late seventies, including in the Central Rand Goldfield. Mining of a remaining deep and lower grade shallow resources has now also become a major focus and has recently lead to a rebirth of reef mining on the Central Rand Goldfield.

One of the most critical and complicated steps in mine design is a suitable mining method selection based upon geological, geotechnical, geographical and economical parameters. Since there are many factors involved in mining method selection, the decision-making process is very difficult. In this paper, the Analytical Hierarchy Process, with 13 criteria, is used to develop a suitable mining method for the Golbini No. 8 deposit in Jajarm (Iran). Six alternatives (conventional cut and fill, mechanized cut and fill, shrinkage stoping, sublevel stoping, bench mining, and stull stoping) are evaluated. The studies show that the suitable mining method for this deposit in the present situation is the conventional cut and fill method.

Within the technology field generally known as biological heap leaching or percolation leaching, lies a wealth of technological knowhow that is potentially patentable and therefore can form the subject matter of patent applications. An organization often overlooks the potential for generating intellectual capital during its research by dismissing the possibility that what it is working on may be novel and inventive and therefore patentable. The organization labours under the misconception that there is nothing patentable in its work mainly because the novel aspect is overlooked against the general background state of the art or, if identified, is not recognized as having sufficient inventive merit. In the field of biological heap leaching, patents have issued on inventions that extend across a large range of technology, including microbiological inventions-for example a particular strain of microbe used in a heap leach application, electro-mechanical inventions, for example a column simulator that simulates the heap leach environment, and thermodynamic inventions such as methods of generating and maintaining heat in a heap.

Environmental impact assessment (EIA) in South Africa is administered by the Department of Minerals and Energy (DME) for the mining industry, and the Department of Environmental Affairs and Tourism (DEAT) for all other sectors. Thus far, EIA research has focused on the process under the auspices of DEAT but none has focused on the EIA process that has been mandatory in the South African mining industry since 2004. Using the Lee and Colley(Lee et al.13) review package as a basis, a review model specifically tailored to the needs of the mining industry was applied to review the quality of a sample of 20 environmental impact reports (EIRs)approved by the DME. Results reveal that 85% of the EIRs are of a satisfactory quality. Presentational and descriptive components generally achieved higher quality grades than the analytical components such as impact magnitude and alternatives. The results show that in spite of some areas of weakness, and in spite of being conducted in terms of different legislation, EIR quality in the mining sectors appears to conform to the overall standard of quality of EIRs in other sectors in South Africa, and is also on a par with quality abroad. Hence, despite the criticism that DME is usurping the role of DEAT, it is concluded that EIRs of comparable standard are being produced, and that the quality of EIRs in the mining sector do not provide supporting evidence for this criticism. However, EIR quality is only a single aspect of EIA effectiveness, others including action and implementation of EIA proposals and mitigation measures.
