These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 3291, to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Information and Analysis activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral- material production or consumption.

This report describes operations at the Rosiclare Fluorspar Works of the Aluminum Co. of America at Rosiclare, Hardin County, Ill. The works include the Fairview mine, the fluorspar mill, and related facilities. The publication covers exploration, development, mining and milling practices, mine-drainage problems, and other activities and is presented as part of the Bureau of Mines series of publications on mining and milling practices in various parts of the United States. The Rosiclare fluorspar area, for its size, has been the largest producer of high-grade fluorspar in the United States and probably in the world. The vein system in this area is over 5 miles long and 1/2 mile wide, and ore has been found as deep as 900 ft.

In This Chapter [Drill dust control: wet and dry Enclosed cabs on drills and mobile equipment Haul road dust control] Overburden drilling generates most of the respirable dust that affects workers at surface mines. Both wet and dry methods are available to reduce this drill dust. Overburden removal by mobile excavation equipment such as bulldozers, front-end loaders, and haulage trucks can be dusty, particularly under dry and windy conditions. Tightly enclosed cabs with dust filtration systems can substantially lower the dust exposure of both drill and mobile equipment operators. Haul road dust control can be achieved by water application or chemical application. DRILL DUST CONTROL [Drill dust is controlled with wet or dry systems. Wet systems can be more efficient, but may freeze in the winter. Dry systems require careful maintenance of the drill deck shroud. An improved deck shroud is shown.] Wet Suppression. Wet drilling systems pump water into the bailing air from a water tank mounted on the drill. The water droplets in the bailing air trap dust particles as they travel up the annular space of the drilled hole, thus controlling dust as the air bails the cuttings from the hole [Page 1991]. In wet drilling systems, typical water flow rates are 0.1 to 2.0 gpm depending on the size and type of drill and the moisture level of the overburden. The drill operator controls the flow using a control valve located in the cab. Some drills are equipped with a flow meter to give the opera-tor a visual sign of the flow rate. Raising the water flow will improve dust capture, but too much water causes operational problems. Because of this, the drill operator must exercise care in find-ing the best water flow rate.

The development and operation of "combination wells"5/ have created new and unusual problems, many of which can he solved only if information is available concerning the properties of the fluids produced. Data as to the characteristics of the fluids at the relatively high pressures that exist in the reservoirs are especially important, and there is growing economic concern to know what part, if any, of the liquid recovered at the surface was liquid in the reservoir, As an extension of this problem, it is important to know, whether liquid will be formed in the reservoir as a result of isothermal retrograde condensation when the reservoir pressure is reduced. The pressure range of such condensation, if it occurs, is significant in the design of gas-recycling plants for maintaining reservoir pressures. In connection with the operation of such plants, it is particularly important to know how pressure and temperature will affect the yield of the liquid phase and the composition of the gas to be returned to the reservoir. It has not been possible to predict the behavior of these fluids that have high ratios off gas to liquid by comparing them with the behavior of low gas-liquid ratio fluids at identical pressures and temperatures. Such comparison fails because the proportions in which a component will be distributed between the phases of a system at any given temperature and pressure depend increasingly on the composition of the mixture as the critical temperature and. pressure of the system are approached. Because many combination wells are producing from reservoirs that have temperatures near the critical point, experimental date on the properties of the Fluids under reservoir conditions are particularly important at this time, To meet the immediate requirements of the industry for such experimental information, an equilibrium cell has been constructed at the Petroleum Experiment Station of the Bureau of Mines, Bartlesville, Okla. When adequate experimental date have been accumulated, it may be possible to make dependable estimates of the phase relations for high gas-liquid ratio fluids at the pressures anti temperatures characteristic of "combination-well? reservoirs.

Approach A water resistant extensometer is made by enclosing a rod-actuated transducer in a telescoping tube which is enclosed within an oil-filled outer housing. How It Works To assemble a water resistant extensometer, a cylinder -shaped transducer and two support rings are pushed into the small-diameter section of the telescoping tube where the transducer is held in place by friction. The outside of the small-diameter section of the telescoping tube is then greased and slid into the slightly larger-diameter section. See drawing. The cylinder-shaped transducer contains a potentiometer whose actuating arm is attached to a stainless steel extension rod that passes through one end of the telescoping tube. A similar rod is attached to the opposite end of the transducer body, and extends through the other end of the telescoping tube. Work with hand-held power tools can be found in most industries all over the world. This type of work exposes the operators to different kind of loads like gripping-forces, feed-forces, exposure to vibration and noise, holding hot or cold surfaces and the exposure to dust. Designing a power tool with good ergonomics is a matter of finding the best compromise. As a simple example, increasing the mass is not acceptable because it will increase the forces needed to handle the tool. At the same time increased mass will in most cases reduce the vibrations. Vibration disorders related to the use of hand-held power tools has been known and reported since long. It is therefore essential that low vibrating tools are developed and used. The new vibration regulations in Europe, based on the Physical Agents (Vibration) Directive, have put increased focus on the vibration control in industry. Forces acting on the tool cause vibration Tools for industrial use must be of very robust design to withstand the very hard use they are exposed to. Industrial tools are therefore normally designed with the main parts made of metal. From a vibration point of view this means that most tools can be regarded as rigid bodies, especially because the dominating frequency normally is equal to the rotational frequency of the tool spindle or the blow frequency for a percussive tool. These frequencies are with few exceptions below 200 Hz. Handles however can not always be regarded as rigidly connected to the tool. There are several examples of weak suspensions designed to reduce vibration transmitted to the hands of the operator. There are also examples of designs where the handles just happened to be non-rigidly connected and in some cases even in resonance within the frequency region of interest. Oscillating forces act on the tool and the result is vibration. Design principals In all cases forces are the source of vibration. This leads to the three basic principles to control vibration: • Control the magnitude of the vibrating forces. Examples are the balancing unit on a grinder or the differential piston in a chipping hammer. • Make the tool less sensitive to the vibrating forces. Examples can be when the mass of the guard on a grinder is rigidly connected to the tool to increase the inertia of the tool. • Isolate the vibrations in the tool from the grip surfaces. Examples are vibration-dampening handles on grinders or pavement breakers, the air-spring behind the blow-mechanism in a riveting hammer or the mass spring system in a chipping hammer.

Preliminary laboratory experiments have been conducted by the Bureau of Mines to define the influence of bit geometry on methane ignitions as a step toward establishing safer mining-machine operating parameters. The experimental system was designed to simulate the operation of a continuous mining machine, using a drum-type cutterhead of normal diameter with a narrow cross section, permitting full-diameter drum cutting tests to be run on material representative of sandstone lenses (or inclusions) in coal seams. Two conical bit types were tested at shallow depths of cut with three drum speeds. Bits that rotated in the mounting block during testing did not produce ignitions. The ignition frequency for used bits was three to four times greater than for new bits at the same kerf depth.

The first steps in combating a dust problem are to take dust samples to pinpoint the source, check the ventilation system, and check the dust collector. If the ventilation system and dust collector are operating properly, then other dust controls such as water sprays and conveyor belt scrapers must be upgraded. For tunnels in the design stage, recommended air quantities are provided. FINDING THE DUST SOURCE AND LOOKING FOR VENTILATION MALFUNCTIONS [The first steps in fighting a dust problem are to take dust samples to pinpoint the source, check the ventilation system, and check the dust collector. Without knowing the exact source, efforts to reduce dust are hit-and-miss (mostly miss).] Taking samples to pinpoint the dust source. In tunnels with high levels of airborne dust, the first task is to pinpoint where the dust enters the airstream. Most dust originates from rock breakage at the tunnel face, but the location where this dust enters the airstream can vary. Dust can leak from behind the TBM face shield, from gaps in the ventilation duct, or from a mal-functioning dust collector. It can be entrained into the air from the muck on a moving conveyor belt. It can even be shaken loose from the underside of the belt as it passes over the idlers. The limits of flammability and minimum autoignition temperature of a fuel are important elements in assessing fire and explosion hazards that may exist when using or handling the fuel. The limits of flammability define the range of compositions of the fuel gas or vapor mixed with an oxidant through which a flame, initiated by an outside energy source such as an electrical spark, can propagate. The minimum autoignition temperature (M.A.I.T.) is the lowest temperature at which the fuel vapors ignite spontaneously in a specified medium; in this case the ignition energy is supplied by the heat content of tae environment. This temperature is also referred to as S.I.T. value by some authors. Because the autoignition of a fuel also depends on the time interval during which the fuel is subjected to heat, ignition delays are significant. Ignition delay is defined here as the total time elapsed between the introduction of the liquid fuel into the oxidizing atmosphere and the appearance of a flame. This time interval includes both the physical and chemical processes leading to ignition. The ignition delay is usually maximum at the M.A.I.T, and decreases as the temperature of the system is increased. The flash point and the fire point are also useful in assessing the fire and explosion hazards of a fuel. The flash point is the lowest temperature at which saturated, flammable fuel vapor-air mixtures are formed at atmospheric pressure and, therefore, it is essentially the lower limit of flammability

INJURY experience and employment data are presented in this chapter for metal and nonmetal mines, stone quarries, sand and gravel pits, iron blast-furnace slag plants, and metallurgical plants (including ore-dressing and nonferrous reduction plants and refineries) in the United States. Employment and injury experience data for all mineral industries are given in volume II. The 1962 figures are preliminary summations which are subject to revision. They were compiled from all reports from producers received by the Bureau of Mines through April 15, 1963. The data for metal, nonmetal (except well and brine operations), stone, and sand and gravel operations were collected by a mandatory reporting system under the provisions of the act of September 26, 1961, Public Law 87-300 (75 Stat. 649). The act authorized the Secretary of the Interior to study the various aspects of safety in metal and nonmetal mines (excluding coal mines) and report the findings 2 years sub-sequent to the enactment of the law. Data on nonmetal well and brine plants and nonferrous reduction plants and refineries were reported voluntarily by the operators. METAL MINES Preliminary data for the metal mining industry comprise reports on 1,871 mines and pits. The combined fatal and nonfatal injury-frequency rate was 31.95 per million manhours in 1962, a decrease of 8 percent from the similar rate of 34.54 in 1961. Metal operations reported a total of 61 fatal and 3,201 nonfatal injuries.

This cost bibliography, covering the period from January through December 1960, is a continuation of the series which began with the publication of Information Circular 7516 in October 1949. It is also the second report in the series to be prepared as a cooperative effort by the Bureau of Mines and the American Association of Cost Engineers. In this report, recommendations are made for programs to develop workable techniques to stop or prevent acid mine drainage formation in those underground coal mines where acid production could take place. These recommendations include development of mine closure technology, development of surface water infiltration control procedures, study of the effect of roof collapse on mine water characteristics, evaluation of the long-term effects of flooding underground mines above drainage, investigation of the effectiveness of section sealing in active mines, development of a simple model for predicting mine water quality and quantity, preparation of a manual on mine drainage abatement procedures, and development of a program to disseminate information on mine drainage abatement to the coal industry. These recommendations are based on an in-depth evaluation of information acquired over years of research on acid mine drainage formation, on numerous laboratory and field studies of methods of preventing or minimizing acid mine drainage formation, and on review of the geological, hydrological, and mineralogical factors involved. During 1986, the Government continued with efforts to ease the country's almost total reliance on coffee exports for trade revenues by allocating 45% of the Government's budget to commerce and industrial projects. The collapse in coffee prices in 1985 continued to exacerbate the country's growing trade deficit, weakened currency, and dwindling reserves of foreign exchange in 1986. Amoco Burundi Petroleum Corp., a subsidiary of Amoco International Oil Co., continued with plans to drill at least two exploration wells in Lake Tanganyika in 1987. Both offshore and onshore drilling exploration was planned by Amoco Burundi. Any oil or gas finds were expected to have substantial impact on the Burundian economy, as a major portion of the country's trade deficit was directly attributable to petroleum and gas imports.

Observations of pillar conditions in limestone mines showed that the presence of weak bands in the limestone can result in pillar damage at stresses that are lower than one would otherwise expect. The objective of this National Institute for Occupational Safety and Health study was to investigate the mechanism of failure caused by the presence of weak bands by using a series of numerical models based on realistic physical properties. The effect of the weak bands on pillar strength was also investigated by developing a series of pillar models with different width-to-height ratios and determining their strength by simulating a servo-controlled loading condition. The material properties of the bands and the limestone were varied and their effects on pillar strength were determined. Model results demonstrated failure development similar to the pillars observed in the field. The weak bands were seen to develop tensile stresses in the limestone as they extrude under increasing stress. The limestone fails in tension at a much lower stress than its expected uniaxial compressive strength. The results showed the load bearing capacity of the pillars can be reduced significantly by the presence of multiple thin weak bands. The degree of strength reduction is largely dependent on the compressive strength, the frictional resistance and the thickness of the weak bands. Single weak bands do not affect pillars as severely as multiple bands. However, the model results show that a single thick weak band, which comprises more than about 2 percent of the pillar height, can cause a significant reduction in pillar strength. The weakening effect of the bands become less severe as the pillar width-to-height ratio is increased. Field observation of spalling and failure associated with weak bands in limestone pillars show that the failure mechanism in the models resembles the observed failure. The model results provide insight into the important factors affecting pillar strength in the presence of weak banded materials.

Two samples of the Lower Hartshorne (Spadra) bed were collected: A sample of the raw coal with the machine cuttings excluded, and a sample of the machine cuttings exclusively. Analysis of the 5-inch by 200-mesh size fraction of the raw coal, excluding machine cuttings, showed that a product meeting minimum quality specifications could be produced by washing at 1.60 specific gravity, yielding a theoretical 93.7 percent of clean coal. A negligible amount of near-gravity material at the separation gravity indicated an easy washing problem. The sample of machine cuttings had a maximum size of 2 inches and contained about 50 percent ash. Washability tests of the 2-inch by 200-mesh size fraction indicated that a theoretical yield of 30.0 percent of specification-grade coal could be achieved by washing at 1.49 specific gravity. As the machine cuttings represent an estimated 10 percent of the total coal mined, their inclusion in the mine output would increase the theoretical net yield of salable coal by only 3.7 percent. Because the machine cuttings contained a high percentage of sink 1.80 specific-gravity material, they had neither an effect on the separating gravity required to clean the raw coal nor on the difficulty of separation. Gabbing underground versus transporting the cut-tings to the surface for disposal or washing either separately or combined with the raw coal involves a number of practical, economic; and intangible factors; hence, no specific recommendations could be made. A discussion of some of the factors involved in dealing with a similar problem is given by Gandrud and Riley.4

Two wetland simulation experiments were carried out in order to determine the effects on manganese retention of several wetland design parameters, including flow rate, inlet pH, carbon supplementation, substrate type, and surface free water depth. The primary aim in each experiment was to determine if sustained manganese retention could be accomplished under the specific experimental treatments. If successful, these experiments could recommend design parameters for the construction of field wetland systems for manganese treatment. Crushed limestone clearly was superior to spent mushroom compost with respect to manganese retention. The presence of free surface water detracted from manganese treatment, while lower flow rates enhanced manganese treatment. Sustained manganese retention was achieved using crushed limestone as the substrate coupled with an absence of surface free water, under inlet water conditions of pH 7.0 and no appreciable iron. Sustained manganese retention was not achieved under reducing conditions using spent mushroom compost while varying flow rate, inlet pH, and carbon supplementation regimes. However, lowering the flow rate resulted in many significant beneficial effects on outlet water chemistry: lower outlet manganese concentrations (over the short term), higher outlet pH, lower outlet acidity, higher outlet alkalinity, higher outlet sulfide, lower outlet sulfate, and lower outlet redox potential. Supplementation of the wetlands with dairy whey resulted in lower outlet manganese concentrations (over the short term), marginally higher outlet sulfide levels, and acted to lower the redox potential under the high flow regime. Wetlands receiving a neutral pH had lower outlet acidity, higher outlet alkalinity, lower outlet sulfate, but equivalent outlet manganese concentrations than wetlands receiving an acidic pH. When manganese is the primary mine water contaminant and a passive water treatment system is to be used, it is recommended that crushed limestone with negligible surface water be used in place of composted materials. This recommendation assumes a source water with circumneutral pH and an absence of other metals.

This publication describes a study by the Federal Bureau of Mines of devices and methods used for testing and splicing 4,160-volt and 440-volt cables and for providing ground-fault protection for 440-volt circuits, as developed and used by the electrical staff of the Tecumseh coal mine, an open-pit operation at Boonville, Ind. The testing and ground-fault devices described should find ready application in other open-pit mines, and, with suitable modifications for voltages involved, in underground mining. The devices and testing methods are based on sound engineering principles and are time-tested and economically feasible, Four devices are used: A high-voltage tester, and a low-voltage high- current tester, both for testing 4,160-volt cables; a tester for 440-volt cables; and, electronic ground-fault protective device for 440-volt cable circuits. All the cable testers and the grounding device were designed and built at the mine from standard parts. They are inexpensive, dependable, and job tested, An attempt has been made here to describe them in enough detail so that interested persons can assemble duplicate units.

MESA Corporation has completed a four-year program for the Bureau of Mines to develop a technique for measuring roof competence in underground coal mines. The preferred technique employs a tracer gas that is injected into a roof borehole drilled near the working face. The tracer gas performs the dual purpose of determining the pressure loss rate from the borehole and of marking the diffusion pattern of the the escaping gas. The primary detection technique relies upon observation of the rate of pressure drop in a hole drilled in the roof strata under test. If this measurement indicates a significant probability of roof collapse, the gas diffusion pattern is outlined with the Leak-gun tracer-gas detector. These two techniques provide a comprehensive method for predicting the relative probability of roof collapse in operating coal mines.

The southeastern phosphate industry is investigated to determine its role in supplying the United States and world phosphate demand. The report shows that the southeastern (Florida, Tennessee, and North Carolina) phosphate industry is the leading domestic and world producer of phosphate rock, The report emphasizes size and organization, production capacity, transportation, and marketing of the southeastern phosphate product, Factors affecting the supply- demand relationship of the southeastern phosphate industry and world phosphate production-consumption relationships are analyzed and related to the southeastern phosphate industry. Past trends are projected and the future role of the southeastern phosphate industry is analyzed to determine its ability to supply the United States and rest-of-the-world phosphate requirements in 1985 and 2000. The projections show that southeastern resources are ample to supply domestic and export requirements at the projected rates of consumption well beyond the year 2000.
