This paper is one of a series dealing with mining problems and summarizing the data contained in the Information Circulars on individual mines that have been prepared by the managers or superintendents and published by the Bureau of Mines. The purpose of this paper is to present the problems encountered in the development of an efficient mine organization and to show the means used by certain mining companies in promoting efficiency. There is also a discussion of the advantages and disadvantages of the various systems of paying and handling labor and a description of their application at the individual mines.

This report briefly describes the broad program of research and technologic work conducted by the Bureau of Mines on coal and related subjects during 1966. In addition to n description of investigations on mining, preparation, and utilization of coal, an account is given of the Bureau's work in mine health and safety, coal resources, mine explosives, and environmental conditions relating to coal mining and utilization. Details of most of the projects are reported in publications cited throughout this report. Centers and laboratories conducting the coal research and related investigations appear in appendix A; organizations, institutions , and companies contributing to the Bureau's coal research and technologic program are listed in appendix B.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Com¬mittee of the Coordinating Research Council (CFC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further re¬ports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of l941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. The present report presents analytical data for 3,011 samples, representing the products of 113 companies. Most of the samples represented in this report were obtained during July and August 1946. As in previous surveys the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows: Regular-price, 1,585 samples, 311 items, and 99 -brands; premium-price, 1,422 samples, 280 items, and 94 brands; third-grade, 4 samples, 4 items, and 4 brands. Owing to the need for additional sources of supply of both zinc and lead following World War II, the Bureau of Mines investigated many abandoned lead-zinc mines in the eastern United States. A series of shallow veins in south-western St. Lawrence County has long been a subject of speculation. These veins, which average about 4 feet in width and cut across the bedding of the country rock at right angles, are filled with calcite-carrying galena and sphalerite. The deposits have been worked sporadically during the last 115 years. From 1837 to 1852 the Coal Hill, the North, and the Victoria mines near the village of Rossie were at their peak of activity. Other calcite veins were prospected and a small production was realized. The Bureau of Mines began diamond drilling May 1, 1950, under the general supervision of McHenry Mosier, chief, Mining Branch, Bureau of Mines, Region VIII, and under the immediate supervision of the author) who was project engineer, following the preliminary examination by Robert S. Sanford. A total of 3,870.2 feet was drilled in 18 holes on four of the numerous deposits scattered over Macomb and Rossie townships. Drilling was completed September 21, 1950.

"In this report, we demonstrate that NF-KB, a ubiquitous transcription factor, plays an essential role in silica-induced inflammatory mediator production in the mouse macrophage cell line RAW 264.7. Compared to the effect of lipopolysaccharide (LPS), silica mediated a stronger activation of NF-KB p50/p50 homodimer at early phase of poststimulation. Furthermore, activation of NF-xB by silica and LPS appears to be mediated by different signal transduction pathways. Both silica and LPS increased mRNA expression in these cells for cyclooxygenase II, inducible nitric oxide synthase, tumor necrosis factor-a and interleukin- I a. This expression was attenuated along with the inhibition of NF-KB activation. It is well documented that exposure of alveolar macrophages to silica can initiate excessive production of inflammatory mediators and cytokines from several early response genes (1-3). At the DNA level, a common structural characteristic of these genes is the presence of one to five NF-lCB binding sequences (KB) in the 5'-flanking region (4-6). In resting cells, NF-KB is retained in the cytoplasm in an inactive form by binding to inhibitory protein known as hcBcx, hcB~. p 105 (precursor of p50) and p 100 (precursor of p52) (7-9). Upon cellular stimulation, these inhibitory proteins are proteolytically degraded or processed by certain proteases, which allows the liberated NF-KB to translocate into the nucleus as an activated form to initiate or regulate early response gene transcription by binding to its consensus element (GGGRNNYYCC)(7).In this report, we demonstrate that silica can efficiently induce NF-lCB activation in RAW 264.7 cells, and that silica displays different characteristic from LPS in the activation of NF-KB, both with respect to NF-KB subtype composition and the signal transduction pathway that leads to the activation of NF-KB. In addition, abrogation of NF-KB activation by inhibiting the protease can dramatically reduce the mRNA expression of cyclooxygenase II, inducible nitric oxide synthase, tumor necrosis factor-ex (TNF-o.) and interleukin-lex (IL-lex). These findings strongly suggest that NF-KB plays an essential role in silica-induced inflammatory mediator production in the monocyte/ macrophage cells."

This report presents the results of a task to complete a final design of a remote controlled hi-roof bolting machine for high roof areas in coal mines. The project was begun by visiting several coal mines to become familiar with roof fall areas. Several machine concepts were generated and presented to the design committee for criticism. A preliminary design was completed, as covered by this report. A Final Design and Final Report will be issued incorporating the committee comments at the Preliminary Design review and comments received concerning this Preliminary Design Report.

The Iron Mountain tungsten deposits first were visited by a field party of the Federal Geological Survey in May 1942 while beryllium deposits in that district' were being examined . Later they were examined by F. A. Rutledge , an engineer of the Bureau of Mines , and an exploration project was recommended , work upon which began in March 1943 and was terminated in April 1943 after intensive trenching and sampling had been completed .

"INTRODUCTION In the course of a general investigation of mines and mineral deposits in the Upper Mississippi lead and zinc field, attention of the Bureau of Mines was first directed to the Coker mines area by the presence of large tonnages of old mill tailings containing economically recoverable percentages of lead and zinc. Later, the results of extensive geologic studies of the area were presented to the Bureau of Mines by the Federal Geological Survey, directing attention to the possibility of extending the known ore limits of the area to the north and northeast of the old Coker No. 1 mine workings.With this end in view, the Bureau of Mines undertook a program of churn drilling and sampling. This report describes the work done and presents the data obtained during the period of the Bureau of Mines investigation.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Ten proposed processes for the recovery of manganese from domestic resources as a high-grade oxide product are described. Nine of the processes employ sulfur dioxide, sulfuric acid, or a combination of both for leaching. The tenth process utilizes sulfur dioxide to sulfatize the ore at 600° to 850°C before water leaching. In addiction to these ten complete processes, six processes from the patent literature are described. Methods for receovering MnSO4?H2O are also reviewed.

The Bureau of Mines has completed an underground degasification project in which an underground piping system was used to transport methane from the coalbed to the surface. In a la-month period four horizontal holes were drilled to an average depth of 1,450 feet. All four holes were surveyed vertically and azimuthally. In 991 days of degasification, 255 MMcf of gas was drained from the coalbed. The underground piping system proved to be a safe and effective means of transporting methane from the coalbed to the surface.

In 192b, there wore 47 fatal accidents in the California petroleum industry, 14.6 per cent more than occurred in 1927 when 41 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. This increase in the number of fatal accidents for 1928 has caused the first upward trend in the fatality curve of the California petroleum industry since 1923. In no other year during the 6-year period have the fatalities in any one year been greater than those for the preceding year. This fact should be given serious consideration and study by the petroleum industry, and an endeavor should be made to cause the number of fatalities again to decrease and conform to the previous gradual declining trend of the fatality curve. The following chart shows the trend of fatal accidents during the past six years:

Investigation of the discharge duration power and current relation required for ignition. The current and power amplitude-discharge time curve was found to flatten out over 3 ms. It is concluded that discharges having at least 3 ms power maximum are required for reliable testing of the ignition limit for resistive circuits. Investigation of the effect of molten cathode on the discharge duration and igniting ability of the discharge. The surface tension of the liquid metal causes a very fast separation and consequently a much shorter discharge duration than the solid electrode would have. The minimum discharge voltage effect overrides the effects of the temperature of electrode, material, or atmosphere. Investigation of the effect of different surface layers on the discharge duration. Oxides and sulfates were found to give significantly longer duration than the "clean" metal itself in most cases. The lowest ignition current was obtained with CdS04 coatings. Ignition was obtained with 0.7A at 30V, which is below the corresponding minimum igniting current obtained from the BASEEFA curve for circuits containing Cd, Zn or Mg.

To assist the anthracite industry obtain technical data on pneumatic packing, the Federal Bureau of Mines imported a pneumatic packing machine from Germany and installed it in a mine of a cooperating company in the Northern anthracite field of Pennsylvania. This report covers the second in a series of experiments in applying pneumatic packing for controlling strata movement (subsidence) above mine workings in the Pennsylvania anthracite region. The first experiment2/ was begun in January 1950, in a section of the mine where about 50 percent of the original coal remained in the form of pillars; since the company did not plan to mine the pillars in this particular area, pneumatic packing of the chamber voids was done for test purposes only. During this initial test the machine was operated on 204 shifts, and 652,400 cubic feet of breaker refuse material (22,834 tons) was packed into the voids of 16 chambers. The work was completed in December 1951.

This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

In the Unfederated Malay States, with the exception of Johore, the rights of suzerainty, protection, and administration were transferred by giam to the British Government in 1909. In the States of Kelantan, Trengganu, Kedah, and Perlis, the rulers are assisted by State Councils and by British advisers appointed by the British Government.3 With respect to Johore, the largest, richest, and most highly organized of the Malay States not in the Federation, the treaty of December 11, 1885, with Great Britain, defined the relations of the State to the British Govern- ment and allowed the Maharaja to assume the title of "Sultan"; an amendment to this treaty (May 12, 1914) provided that the Sultan should be advised by a British officer, the General Adviser. ...... The political organization of the States is reflected in the mining legis- lation, Johore being the only one having a comprehensive code. Six different chemical explosives were detonated in a test series to com-pare their relative performance in granite. From 5 to 255 feet from the detonation point, strain, acceleration, and particle velocity were recorded and analyzed for amplitude and pulse shape. Strain energy was calculated from strain data, and displacement data were obtained from particle velocity data by integration. The results show that explosives which have a characteristic impedance more closely matching that of the rock generate larger peak amplitudes than explosives with a lower characteristic impedance. The results also show that as the ratio of characteristic impedance of exp1osive-to-rock approaches unity, more rock is crushed and a larger percentage of the avail-able explosive energy is transferred to the rock as seismic energy. The effect of characteristic impedance is shown to be greater than the effect predicted from acoustic theory and is believed to be indicative of shock wave effects at the explosive-rock boundary.

"Experiments in the determination of friction factors for fan-pipe installations were carried on in a Butte mine during the fall and winter of 1922-23, under a cooperative agreement between the Bureau of Mines and the Anaconda Ccpper Mining Co. The results have been summarized in a separate paper,*** and this report, which is one of several giving more detailed data, discusses the methods used and the application of the results to fan-pipe practice.The use of canvas and galvanized-iron pipe, 8 to 20 inches in diameter, with small fans, usually electrically driven blowers, is an important factor in the ventilation of metal mines and is increasing in coal mines and long tunnels. In the Matte district the standard installation is an electrically driven small blower fan and 8 to 16 inch canvas pipe.The application of available data on friction losses in sheet-metal pipe to mine installations was doubtful, and very little has been published on canvas pipe, except general statements that the friction looses are greater than in galvanized-iron pipe. Experiments by Weeks and others,**** who determined friction losses under laboratory conditions for a few typical materials used in mine equipment, supported the statements.In 1918, one of the authors (Richardson) conducted tests for the Anaconda Copper Mining Cc. on the friction losses in canvas-pipe systems and the beet type of centrifugal blower for use with such pipe lines. He obtained the average total resistance per unit of length in use, without reference to the variable conditions of the lines. The results were of great value in developing more efficient equipment for average service conditions, and indicated that average friction losses for the commercial canvas tubing then used by the company were equal to or lees than these given for galvanized-iron pipe. Later on, the particular canvas tested was discarded for a heavier and more service-material."
