One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability o mine safety management personnel to apply analytical techniques to Injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objectives and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. In this volume, the application of the quantitative procedures to mine-specific accident/injury experience data is discussed in detail in the form of case studies. The accident data from three mines are analyzed, and recommendations for training are proposed for each of the mines on the basis of this analysis. The procedures to apply cost-benefit analyses are described along with the cost benefit ratios for the training program/policies for the mines.

The Bureau of Mines is in the process of degasifying a virgin area in northern West Virginia from the base of an 839-foot-deep vertical borehole¬. An in situ gas pressure hole 199 feet long, and seven degasification holes ranging in depth from 500 to 850 feet (average 618 feet) were drilled in an 8-foot-thick virgin Pittsburgh coalbed from the enlarged (14-foot-diameter) bottom of this borehole. The in situ pressure at the back end of the hole and the range of gas and water flows from degasification holes as they were completed and closed off were 203 psi, 79,000 to 257,000 cfd (average 160,000 cfd), and 5 to 8 gpm per hole (average 6.8 gpm), respectively. Twenty-four hours after the seven holes were connected through individual water traps to a common collector for natural venting of the gas through pipes to the atmos¬phere, the total gas and water flows and the in situ pressure dropped, respec¬tively, to 971,000 cfd, 1.3 gpm, and 18 psi. Eighty days later the correspond¬ing values dropped to 529,000 cfd, 0.50 gpm, and 13 psi. After 180 days of degasification, 91 million cubic feet of gas had been removed from the affected virgin area. This represents 60 to 70 percent of the gas calculated to be contained in the area of coal affected by the holes.

Five different types of drilling systems were developed under the flexible drill program that was initiated by the Federal Bureau of Mines to protect roof bolter operators. The systems were designed for underground coal mines with seams as low as 30 inches, and with roof bolts longer than the height of the seam opening. Four of the developed systems were true flexible drills; the fifth was a remote-controlled, automatic rod changer concept. Only two of the five firms successfully completed testing requirements under the original contracts: BendixCorp.,4 with a true-flex drill; and Ingersoll-Rand Research, Inc., with the rod changer concept. The Bendix drill was rated best, and the Ingersoll-Rand drill was rated second. Because of the closeness of the ratings and the vast differences in the two development concepts, both systems had sufficient potential to justify further development funding for design updating and testing. Also, both systems warranted consideration for inclusion into other ongoing development projects under both safety and energy directed programs.

Forage plots were established on agricultural lands contaminated by acid mining waste. The acid produced through oxidation of pyrite and other sulfides caused elevated solubility and plant availability of copper, zinc, and arsenic which killed vegetation and polluted surface and groundwater. Soil amendments including agricultural lime (CaCO3), hydrated lime (Ca(OH)2), phosphorus, and organic matter were used to reduce the toxicity of metals. Several acid-tolerant grasses were used to vegetate the amended soils. Various soil extraction techniques were used to see which best correlated with vegetation performance. The extractions corresponded to three "forms" of metals in soil including soluble (water-saturation extract); plant-available/weakly adsorbed (DTPA extract); and total (HNO3/H202 extract). Of the extractants tested the DTPA levels appeared to correlate best with metal levels in plant tissue. The DTPA soil extractant serves as a useful tool in predicting potential phytotoxicity of mine waste materials.

The objective of this project was to investigate the feasibility of analytical techniques potentially capable of determination of Mg, Al, Si, S, Ca and Fe in 1 to 2 mg samples of respirable coal mine dust, in a total analysis time of not more than 10 minutes per sample, using equipment capable of being truck mounted for field-laboratory operation. It was not essential that the technique be non-destructive, but the chosen technique is, and this enables the analysis to be performed directly on the 37 mm diameter membrane filter on which the respirable dust sample is normally collected. The sensitivity requirements are therefore quoted in terms of the units of measurement, µg/cm2. The detection limit (3o of the background criterion) should be 0.5 µg/cm2 or less. The precision should be 5% or better, at concentrations above which the detection limit is not the determining factor.

Efforts to win an enriched manganiferous product from the Missouri Valley deposits of South Dakota have included an application of most known ore-dressing devices and have been largely unsuccessful. At least two methods showed some promise of success and were the subjects of detailed Investigation by the Bureau of Mines during the period from July 1945 to August 1947. A series of mining and beneficiation tests were undertaken to determine conditions under which the most feasible concentration methods could be employed and to define the limits of such applications in terms of the character of the final beneficiated product. In the absence of a significant current market for any conceivable product of beneficiation, the extent to which applied methods might be considered successful was measured in terms of ratios of recoveries to grade, regardless of the adaptability of such beneficiated products to further metallurgical or direct usage. The results of all investigations show that production of a shale-free, concretionary, manganese-bearing product by any known method requires great sacrifices in manganese recovery. Products of beneficiation, with specifications permitting some inclusion of shale, can probably be most effectively produced by methods employing specialized jigging equipment as the principal functional unit of a process.

The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. (a) The system design of hydrostatic drives for mine hoists, usually of special nature, is considered along with oil hydraulic component selection suitable for the application; (b) The criteria for head frames of steel and/or concrete are developed with full consideration of all operating and environmental conditions.

A procedure, which can be performed in the field by nonanalytical personnel, is given for sensitive spot tests for detecting tellurium or selenium. The expressed need of a field test for detecting small amounts of tellurium, which may be accompanied by relatively large amounts of selenium, has led to the development of this method. Tellurium search has been impeded by the lack of a satisfactory test from the standpoint of sensitivity and specificity. A quantitative laboratory method exists, but it is expensive and relatively laborious. Several other qualitative tests are known, but they require unstable solutions, which must be freshly prepared for use, and a greater variety of laboratory equipment. The particular advantages of the test described are its simplicity and the stability of the reagents required, there-fore is is well adapted for field use. Also, this test was found to be of practical use in the analytical laboratory when screening samples, thereby reducing analytical costs. The roughly quantitative interpretation of the results can save time by indicating the approximate size of the sample taken for a quantitative determination.

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. This study was conducted to determine the feasibility of using large tractor dozers in land reclamation of strip-mined areas. The procedures used are patterned after engineering models developed for evaluation of military ground vehicles in cross-country operations. Tractor dozer manufacturers furnished information on capabilities of existing equipment and ideas on the practicability of using dozers larger than those currently available Generally, they believe that current dozers in the 500? to 700-horsepower range are about as large as can be built and remain economically feasible. However, one manufacturer has a wheeled dozer rated at 1200 horsepower, and another is testing a tracked dozer of about the same horse-power.

This report summarizes a study conducted by The Service Bureau Corporation for the Bureau of Mines. Evaluations reflected herein are the result of an independent investigation by The Service Bureau Corporation of methane considerations during coal mining. The study is oriented toward a systematic analysis of methane control problems during coal mining. Throughout this study an attempt has been made to ensure considerations consistent with the recently enacted Federal Coal Mine Health and Safety Act of 1969. References to reports by The Bureau of Mines and others are made for the purposes of establishing identification between the evaluations contained in this report and on-going research efforts.

As part of a U.S. Bureau of Mines program to develop a more continuous titanium metal extraction process that uses domestic resources, a study was made to determine the extraction of titanium (Ti) and iron (Fe) from New York rock ilmenite using fluosilicic acid (H2SiF6). The effects of leach temperature, acid concentration, and particle size were investigated for the rate at which Ti and Fe are extracted from the ilmenite. Within the leach time studied, the extraction data fit a shrinking-core model; the rate-controlling step was diffusion of H2SiF6 through an ash layer resulting from a heterogeneous leaching reaction. The rate is linearly dependent on the H2SiF6 concentration and is inversely proportional to the square of the particle diameter. Using 2.6M H2SiF6 at 85°C, 49% of the Ti and 53% of the Fe in 44-to 74-µm New York rock ilmenite were extracted in 3 h.

"INTRODUCTION An extensive test program is in progress by the Bureau of Mines to determine ways and means of recovering ferromanganese-grade ore 6/ from the wide-spread domestic manganese and manganiforous iron deposits. Samples for testing were received from the Interstate Manganese Co. in northeastern Tennessee, 11 miles west of Mountain City and 10 miles southwest of Damascus Va. The ore deposit occurs in the residual material of the Shady dolomite 7/ as an unconsolidated mixture of hard and soft manganese oxides and clay.Numerous tunnels and pits have developed a large reserve of ore in an area of about 15 acres. One pit 250 by 50 by 20 feet is being mined by rower shovels. The ore is hauled to a washing plant for log-washing, hand-sorting, and jigging. Coarse concentrates from the washing plant are marketed without further beneficiation.ACKNOWLEDGMENTSThe authors wish to acknowledge the assistance of R. F. Plots were established on regraded abandoned mine spoil to determine if nearby good quality spoil could be used in place of topsoil for the reclamation of these sites. Gypsum, calcium chloride, and power plant ash were also tested to determine the effectiveness of these materials in reclaiming these sites. Two sites were selected on which very little vegetation was growing on highly sodic spoil material. Gypsum, calcium chloride, and ash were added to the spoil at a rate designed to reduce the (sodium adsorption ratio) SAR in the surface 15 cm to 10 or less. The good quality spoil (replacement soil) was then laid on the swface at rates of 0, 5 or 15 cm of material. The plots were seeded to a mixture of smooth bromegrass (Bromus enennis Leyss.), crested wheatgrass (Agropyron desertorum (Fisch. Ex Link) Schult.) and alfalfa (Medicago sativa L.). The addition of 5 or 15 cm of replacement spoil significantly improved vegetative growth on these sites. Chemical treatments had no effect on vegetative growth. Weathered ash showed no adverse effects on plant growth or soil properties.

This report presents the results of evaluating a longwall mining system specifically designed to extract a very deep web (60 inches or deeper) from a longwall panel. The report includes a productivity and cost analysis comparing the new mining sys-tem with a high capacity conventional longwall operation taking a 30-inch wide web. The analysis shows the new system will increase annual production 44 percent and decrease cost per ton off the face 21 percent. The report also includes conceptual drawings and specifications for a high capacity four-drum shearer and a unique shield type of roof support specifically designed for very wide web operation. The advantages and problems associated with wide web mining are discussed in general and as they relate specifically to the equipment selected for the new mining system. The study concludes by recommending that surface coal loading tests be conducted as the follow-on work.

The Bureau of Mines investigated a selective flocculation-flotation technique to remove insoluble slimes from low-grade potash ore in a continous 45-kilogram-per-hour (100-pound-per-hour) process investigation unit (PIU). This research is part of the Bureau's program to improve resource recovery from low-grade ores. Results showed that 84 percent of the insoluble slimes were removed from an ore containing 5.5 percent water-insolubles and 14 percent K20 using a Bureau-developed, cationic flocculant-glycol ester-diesel oil reagent. Subsequent potash flotation recovered 75 percent of the potash in a cleaner concentrate assaying 56 percent K20. Concentrate leaching upgraded the product to market specifications of 60 percent K2O. An economic evaluation by the Bureau suggested that the rate of return on investment, after taxes, should be about 20 percent for such an enterprise.

The purpose of this investigation was to develop an alloy of columbium for use at high temperatures and for nuclear applications. The properties of possible alloys were determined, and the more promising ones were selected for further improvement. Criteria for selection were machinability, hardness, workability, tensile strength, and oxidation resistance. Thirteen 100-gram ingots, ranging from 100 percent columbium to 100 percent vanadium, were prepared and subjected to various tests. Also included for comparison were zirconium and the zirconium alloy, zircaloy-2. Test results showed that a columbium alloy, containing 10 atomic percent vanadium merits further development. Besides being workable at room temperature, the columbium-10 atomic percent vanadium alloy has oxidation resistance superior to the other alloys of the series and is also superior to zirconium or zircaloy-2. The latter two materials have comparable neutron-absorption cross sections. The strength and hardness values of the alloys tested were found to increase with increasing vanadium content, reaching a maximum at 50 atomic percent vanadium and decreasing with further increase in vanadium. This behavior is typical of binary alloys wherein each element will retain any proportion of the other in solid solution. INTRODUCTION There is an increasing need for alloys for service at high temperatures. Since current world reserves of columbium metal approximate 1,500,000 tons (1),4 this metal is now readily available. Columbium can ties; be considered a practical base material for high-temperature alloys required in nuclear reactors and in aircraft and space vehicles. General requirements chosen are: (1) Workability, (2) satisfactory mechanical properties at temperatures approaching 1,000° C., and (3) resistance to oxidation at such temperatures.

This appendix documents the mathematical approach to deriving the components of change presented in this report. The formulation closely follows that contained in Chapter IV of the documentation for the BEA 1977 Input-Output Tables.' The basic elements for the calculations include the "use" matrix (U), the "make" matrix (M), and any of the ten columns of final demand (generically represented by the symbol y). The use matrix contains information about changes in the technological processes of production, while the make matrix describes the nature of secondary product production in each industry. We adhere to BEA conventions in maintaining careful distinctions between commodity output (c) and industry output (x). The industry-by-industry 1-0 tables supplied by NYU for use in this analysis are square matrices, with the number of commodities and the number of industries both equal to 85. The BLS table for 1982 (commodity by industry) was aggregated and adjusted to be consistent with the earlier tables. The three basic steps for estimating components of change proceed as follows for each column of final demand. 1) Calculate the actual change in output of each commodity for each of the four time periods: 1963-72, 1972-77, 1977-82, and 1963-82.

The Federal Bureau of Mines has conducted research in support of the National Aeronautical and Space Administration's (NASA) Apollo program to acquire fundamental scientific and engineering knowledge of lunar-mineral resources for NASA's Office of Advanced Research and Technology. Equipment and techniques were developed to conduct soil shear tests in a simulated lunar environment. Shear tests performed with this equipment in ultrahigh vacuum and controlled laboratory atmosphere showed that simulated lunar soil increased in strength in the simulated lunar environment.

This chapter summarizes data on crude mineral production for the United States, its island possessions, and the Common- wealth of Puerto Rico. Included also are tables that show the principal mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables 'were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the production of auxiliary processing at or near the mines.
