Bitumninous and semianthracite coal reserves underlie about 1,400 square miles of Arkansas, less than 2.7 percent of the state's total area. These deposits, located near the western border, contain an estimated 2.2 billion tons, of which about half are recoverable. This represents less than one-tenth of one percent of the national reserves. Most of the commercial coal is mined from thin beds that are at least 14 inches thick. In some locations, however, the coal beds can be as much as eight feet thick. Lignite was mined in southern Arkansas before the Civil War. Current estimates indicate that the reserves may be as high as 9 billion tons, which could be used in the state's coal-fired electric generating plants; however, these deposits are not being mined at present. Because many coal operations in Arkansas are small and the demand for coal is unsteady, the industry employs fewer than 25 miners on a daily basis. Arkansas gained primacy when its regulatory program was conditionally approved November 21,1980, subject to the correction of four minor program deficiencies. The regulatory program was fully approved January 22, 1982. Authority of the state to administer its Abandoned Mine Land Reclamation Program was granted upon approval of the Arkansas Reclamation Plan on May 2, 1983. Arkansas was the first state to assume responsibility for abandoned mine land emergency projects when its Reclamation Plan was approved.

In June 1929 the Bureau of Mines issued a 13-page Information Circular entitled "Mineral wool." This was one of the first publications to present to the public some technical aspects of the mineral-wool industry. Since that time several articles have appeared on the subject in the technical press as well as publications by State organizations. Inquiries for information on mineral wool have continued to be received by the Bureau of Mines in large numbers, and in 1935 it was decided, with the cooperation of the is industry, to make a field survey of the plants then producing and to collect therefrom technical data to be compiled in a paper for public distribution. As a first step, a brief questionnaire was mailed to the known producers asking if they would cooperate for publication. Favorable replies were received from of percent of the manufacturers, and the field work was started. As the study progressed and tie number of plants visited grew, it became more and more apparent that the industry had made rapid strides in technical operation and control of their product, as well as in increasing production during the mast decade.

This publication contains analyses and related source data for 310 natural gas samples from wells and pipelines in 16 States. All of the samples were obtained and analyzed during calendar year 1978 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis appara¬tus, which are described in Bureau of Mines Bulletins 4862/ and 576.3/ The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. Twenty previous publications have presented the results of 11,573 gas analyses made prior to 197R. As part of a national canvass of water use the Bureau of Mines compiled data on water requirements in the petroleum and natural gas industries for the calendar year 1962, specifically in well drilling, secondary-recovery operations, and natural gas processing plants. Total new water use in the petroleum industry of the United States, excluding refining, was 5.3 billion barrels. Secondary-recovery operations and natural gas processing plants required about 2.5 billion barrels of new water input; each of these requirements was about eight times greater than that for well drilling. Total use, including recirculated water, was 45.3 billion barrels of which 3.4 billion barrels was consumed. The greatest use of recirculated water was for natural gas processing, amounting to 38.2 billion barrels. Projections of total water use show that by 1975, 75.4 billion barrels will be used by the petroleum industry, of which 10.2 billion barrels will be new water. By 1985, the total use requirement will be 92.8 billion barrels, of which 13.1 billion barrels will be new water.

The U.S. Bureau of Mines conducted a water-jet-studies program using a single-bit, in-seam test unit to determine effects of a moderately high-pressure (up to 10,000 psi) water-jet-assisted cutting system on rock weakening. The in-seam test unit was used to obtain cutting force data in tangential, normal, and side force directions. Conical continuous miner and radial longwall miner bits were used to penetrate test samples of coalcrete, Berea sandstone, and Indiana limestone with unconfined compressive strengths of 4,600, 8,000 and 10,000 psi, respectively. Depth of cut in the coalcrete tests was 1 in, with 2-in cut spacing (2:1 ratio). Because of cutting equipment and instrumentation limitations, the Berea sandstone and Indiana lime-stone were cut using a 0.5-in depth of cut and 2-in spacing (4;1 ratio). Bit velocity was maintained at 25 ft/min for both bits. Each specimen and bit type was tested using 0.3-, 0.6-, 0.8-, and 1.0-mm-diam nozzles and water-jet pressures of 2,500, 5,000, 7,500, and 10,000 psig. Water-jet-assisted cutting decreased average resultant conical and radiallongwall bit cutting forces 6.4 and 8.4 pct in coalcrete, 5.5 and 1.4 pct in Berea sandstone, and 2.0 and 5.5 pct in Indiana limestone. Slight reductions of power requirements resulting from water-jet assist were ascertained during these experiments.

The Federal Bureau of Mines investigated the absorption of radium and thorium from waste uranium leach liquor by clays and other materials. This work was conducted in support of the Bureau's goal of minimizing the environ¬mental conflicts, impacts, and occupational hazards Associated with mining and mineral processing operations. Tailings and soil samples from Wyoming and Utah were contacted with tailings liquors to determine the degree of absorp¬tion. Absorption ranged from 0 to 99 percent for radium and from 0 to 31 per¬cent for thorium. Some samples, which readily absorbed radium, were contacted with various salt solutions that could be present in tailings solutions to determine their effectiveness as desorbents. The desorption of radium ranged from 0.06 to 100 percent. An alpha-spectrometric method was used to determine the radium and thorium, concentrations in the solutions and the solids.

This report summarizes all work performed under U.S. Bureau of Mines Contract J0377014, "Development and Evaluation of Noise Control Techniques for Taconite Processing Equipment." Three areas of taconite processing equipment, grinding mills, fine screens, and crusher screens have been investigated. Extensive noise and vibration measurements have been made on grinding mills in which the process parameters that affect mill noise have been identified, and the level of shell impact noise around the mill defined. A multiplexing telemetry system was used to obtain shell vibration measurements from a rotating mill. Mill noise control methods were investigated and a partial mill barrier was built and tested on a semi-autogeneous mill. A noise reduction of approximately 3 to 6 dBA was achieved on the falling side of the mill. The use of rubber mill liners on autogenous mills has been evaluated. The noise sources on fine screens have been quantified, and noise control treatments developed. Noise reductions of 11 to 13 dBA were achieved at positions around the fine screen and some in-service testing has been done. Noise measurents of crusher screens were obtained and noise control through resilient screen decks appears to hold the most promise. Additional benefits might be lower life-cycle cost, since the service life of resilient decks is claimed to be longer than steel.

LARGE-SCALE production of zirconium by the Northwest Electrodevelopment Laboratory of the Bureau of Mines at Albany, Oreg., is an anomaly that justifies some explanation. The reduction of titanium tetrachloride with magnesium in an inert atmosphere, as perfected by Dr. W. J. Kroll before 1940, aroused renewed interest in zirconium, and in 1945 development work on this metal was initiated at Albany under Dr. Kroll's technical direction. Preliminary results were promising, and in February 1947 a pilot plant with a weekly capacity of 60 pounds of zirconium-metal sponge was put in operation. Shortly thereafter the Oak Ridge National Laboratory of the Atomic Energy Commission requested production of 1 ton of zirconium-metal sheet, with the provision that it have a low hafnium content. The Bureau of Mines was furnished with a. supply of Brazilian baddeleyite ore, containing less than 1 percent hafnium with respect to zirconium, from which was made about. 2,700 pounds of relatively low hafnium zirconium sheet of 0.080-inch thickness for test purposes. This was accomplished by melting zirconium sponge in a graphite crucible, hot-rolling the ingot in an iron sheath, and finishing by cold rolling. Concomitantly the Oak Ridge Laboratory developed a method for separating hafnium from zirconium; and, in cooperation with the Atomic Energy Commission and the Bureau of Ships of the Department of the Navy, a, larger pilot plant was erected to produce zirconium from very low hafnium zirconium tetrachloride furnished by the Commission. Pilot-plant work on producing zirconium tetrachloride from zircon sand and baddeleyite was discontinued. Production of zirconium sponge in the larger pilot plant of 500 pounds per week capacity was begun in June 1949.

Through the hearty cooperation of the State coal-mine inspectors, the bureau is able to present in this paper a a complete statement of the coal-mine fatalities occurring throughout the United States during the calendar year 1919. The reports received from the inspectors for the year just closed show a reduction of 10.58 per cent in coal-mine fatalities as compared. with 1918, while in 1918 the reduction was 4.3 per cent from 1917 figures. The total number killed was 2,307 in 1919 and 2,580 in 1918, a reduction of 273. There was a decrease of 128, or 25 per cent, in fa tali ties resulting from mine cars and locomotives, and a decrease of 198, or 15 per cent, in the fa tali ties due to fall of coal or rock. Surface accidents show a decline of about 25 per cent as compared with the previous year. There were, however, increases in accidents due to gas and dust explosions and also explosives. There occurred during the year nine disasters in which five or more men were killed, representing a total of 201 fatalities. The worst disaster of the year was the one occurring at the Baltimore Tunnel No. 2, Wilkes-Barre, Pa., resulting from the explosion or burning of a number of kegs of powder, by which 92 lives were lost. This disaster emphasizes the need for stricter regulations relating to hauling men and explosives into the mine at the same time. The question of whether electricity was responsible or not does not affect the consideration of the various dangers which arise in underground transportation and handling of explosiveB. At best the handling and hauling of explo.sives is hazardous and such being the case, no one, other than the necessary attendants, should be permitted to ride in cars or cages transporting explosives. As a result of this disaster, the report b of the coroner's jury to the governor of Pennsylvania brings out some important dangers to be avoided in the use and transportation of explosives.

There are no producing or developing mines or active mining claims in the Deschutes Canyon RARE II study area. Only two prospects were found; they have no identified potential for mineral resources. Thin diatomite deposits occur in the Pliocene Madras Formation. Development of sand and gravel deposits in the area could not favorably compete with similar deposits in the surrounding area which are closer to points of use. By mid-1982, active oil and gas lease applications covered about 25 percent of the area, a reduction from nearly 100 percent in early 1981. No holes were drilled for oil and gas exploration. INTRODUCTION Personnel of the Bureau of Mines, Western Field Operations Center conducted a mineral investigation of the Deschutes Canyon RARE II area during the summer of 1982. The area, about 10 mi (16 km) southwest of Madras, Oregon, covers 10,890 acres (4,407 ha) in the Crooked River National Grasslands (fig. 1). The Deschutes River has incised a deep canyon into the north sloping elevated lava plain near the transitional boundary of the High Lava Plains and the Deschutes-Umatilla Plateau geomorphic divisions (Baldwin, 1964, p. 20).

This report describes the procedures and summarizes the results of an investigation of surface subsidence above caving blocks at the San Manuel mine, San Manuel, Ariz., in order to obtain quantitative information on subsidence and ground movement caused by mining large volumes of ore. This investigation is one part of an overall study of rock mechanics being undertaken by the Bureau of Mines. Attention was given to the improvement of a rapid and precise method of surveying a large number of subsidence pins and cracks in the surface terrain. Photogrammetric methods were used as an adjunct to the triangulation subsidence surveying as well as in ordinary topographic work Maps of various kinds were prepared to show the results obtained. The computation of the survey notes was programed for an electronic digital computer at a saving of time and expense over the use of a desk calculator and trigonometric tables.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. The use of consumable.-electrode arc melting as a production technology is growing. One advantageous feature of this process is that it avoids ingot contamination by soluble crucible materials by employing a chilled metal crucible. Because the thermal balance under these conditions is rather delicate and does not necessarily provide a favorable environment for solidification, catastrophic imbalances can occur. The effectiveness and mechanistic roles of various factors are mostly unknown, and more intelligent insight regarding the distribution of temperature and heat is needed. Experience has provided several pertinent observations, some of which are quite superficial. The most meaningful data have resulted from studies of molten pool shapes and sizes and from measurements of heat flow through crucible walls. Overall experience, intuitively interpreted and supplemented, is sufficient nevertheless as a basis for a boundary-value treatment of the problem. A mathematical analysis based on a separation of variables, using conventional differential equation methods, provides a useful solution. For a cylindrical ingot, the temperature varies as a Bessel function of an argument proportional to the radius and as an exponential function of longitudinal position. Trial calculations using the problem solution seem to verify the general correctness of the result as compared with experience. The role and nature of solution parameters are also clarified, though not entirely resolved. It is revealed that the barrier to heat flow at the ingot-crucible surface has a prominent influence. Utility of the model embodied in the problem solution is readily demonstrated by considering a variety of contemporary questions about arc melting, and it is hoped that utility can be enhanced by improvement of the model.

Unverified reports of rare earth element (REE) concentrations in gold placers and radioactive mineral prospects in the Zane Hills were investigated by the U.S. Bureau of Mines as part of the Alaska critical minerals program. REE is reported to occur in dredge concentrates at the Hogatza mine and up to 1.2 pct REE was previously analyzed in alkalic syenite (bostonite) dikes marginal to the pluton. In addition, numerous thorium-rich veins, explored for their uranium content but unevaluated for REE, occur on the western margin of the Zane Hills. The Bureau mapped and sampled all of the reported or suspected REE occurrences. Dredge concentrates contain abundant uranothorianite, a mineral species which incorporates cerium subgroup REE. Bostonite dikes occur in conjunction with a multi-phased zoned alkalic intrusion, however, no significant REE concentrations were found. Thorium-rich veins contain nil to 0.5 pct Y but resource potential is limited by this relatively low grade, the ultimate low tonnage potential, and the lack of uranium as a major economic element. The Zane Hills exhibit attractive exploration targets for uranium deposits, primarily in a sedimentary form. Gold may be found peripheral to the pluton in both placer and lode deposits. Resource potential of REE, however, appears limited to a placer by-product of REE-Zr-Ti that is recoverable only during large scale gold placer mining. Placer exploration of the lower Wheeler and Dakli Creeks is suggested.

This report presents the theory and design of a stiff loading machine used by the Bureau of Mines. The machine incorporates three high-strength steel columns as the restraining member in parallel with the specimen. The theory presented gives the basis of design and the dimensions of component parts of the machine. Laboratory verification of the theoretical stiffness is described using three different setups involving a hydraulic jack and spacers and confirms the stiffness calculations to within 1 percent. Experimental techniques, testing procedures, and special equipment designed for determining the complete stress-strain behavior of NX cores of both hard and soft rock are described. Typical test data are presented as force-displacement curves for two rock types, a marble and a granite.

The Bureau of Mines has programmed for publication a series of Reports of Investigations of studies it has undertaken on low-temperature phase equilibria of several helium-bearing natural gases. This report is the second of a series of papers of the same general title; it is anticipated that additional reports of this series will be published. The advent of a helium conservation program and the prospect of production of helium by private industry, make it especially desirable to publish these data. This report describes phase equilibria related to a natural gas that is processed for helium at the Bureau's Exell Helium Plant (located about 35 miles north of Amarillo, Tex.). Carbon dioxide and water in the gas were removed before making the study; hence the data obtained are representative of the gas stream immediately after similar preliminary treatment in the plant process. Phase equilibrium data were obtained for conditions from -50° to -275° F. and from 100 to 500 p.s.i.a. Analyses of samples were made as follows: For a given run at a selected temperature and pressure, samples of the vapor and liquid phases were analyzed by mass spectrometer, and an additional sample of the liquid phase was analyzed for helium by means of special apparatus (7). 4

The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral- material production or consumption.
