This study investigates the mode of occurrence of uranium in a copper concentrate from the Prominent Hill mine. Mineralogical and liberation studies of a high grade Cu concentrate (monthly composite) containing uranium (U) were undertaken using QEM-Scan in combination with QXRD and ICP-MS. The study aimed at determining in what form U was recovered, and by which mechanisms. The deportment of U was studied in 3 size fractions; +20µm, -20+8µm and -8µm. QEM-Scan analysis showed that uranium was present as U(Cu)-silicates, U-silicates, UPbOx/FeOx or traces of UThOx and UTiOx, with the U-silicates present across the size fractions. The association of uranium bearing minerals with copper sulphides varied across the size ranges. Interestingly, most of the U (46% by weight) was distributed in the finest fraction (-8µm), in which the deportment of Cu was low (6%). Over 40% of the U mineralisation in the -8µm was liberated. In terms of the floatation response, while recovery of the uranium minerals as a result of their association with copper sulphides (as composite particles) was evident, recovery of UPbOx locked in hydrophilic haematite in the +20µm size fraction suggests, that other mechanisms (e.g. Inadvertent activation by Pb from radioactive U decay) are possible. Furthermore, the high amount of fine liberated U bearing particles in the concentrate points at entrainment as another major mechanism for uranium recovery, and therefore, a target for process optimisation.

Stone coal containing vanadium is an important vanadium resource in China. Roasting and oxidation of vanadium is the foundation for extracting vanadium from stone coal. This article takes stone coal vanadium ore in Tongshan of Hubei Province as research target to conduct oxidation roasting test on it by using a self-developed low-sodium compound additive and a new optimized technology. Firstly, use potentiometric titration, X diffraction, energy spectrum and electron probe to study valence change, occurrence and phase transition of vanadium during oxidation roasting process. On this basis, primary work is done on oxidation kinetics of vanadium by exploring the steps that control reaction rate during vanadium oxidation process and determining the related dynamic parameter ? apparent activation energy. The study shows that occurrence of vanadium in stone coal of Tongshan is mainly in illite, and that the result of phase transition in roasting process is disappearance of illite containing vanadium, formation of soluble vanadate and potassium feldspar, albite. It further demonstrates that oxidation process of vanadium is step by step (V(?)? V(?)? V(?)), and its oxidation reaction is controlled by diffusion kinetics whose dynamic apparent activation energy is E1=81.19kJ.mol-1.

Frothers play major roles in flotation through interaction at the air/water interface. A method of determining frother adsorption density (coverage), i.e., the number of molecules per unit of interfacial area of bubble surface, is introduced. The technique is based on mass balancing the frother around a continuously operated bubble column. The mass balance requires collection of bubbles before they burst. China is a country with abundant resources of tungsten, taking one of the world?s top-positions regarding both the total reserve and the amount of industrial production. China?s tungsten resources occur mostly in multi-metallic deposits rather than in single-metallic deposits. China?s multi-metallic tungsten ores have the characteristics of coexistence with other valuable components such as molybdenum, bismuth, copper, sulfur and fluorite. These ores are usually low in grade and difficult to process. The technological challenge in mineral processing lies in separation of multi-metallic components in these complex ores and a comprehensive utilization of natural resource. Several cases of industrial practice of processing China?s typical multi-metallic tungsten ores are presented.

"The problem of separation of copper minerals and arsenopyrite remains relevant because of environmental requirements. The selective action of reagents with the thioamide group (thioamides) is known in iron sulfide’s flotation of pyrite and pyrrhotite. The aim of this study was to reduce the arsenic content in the copper concentrate when using thioamides by reducing the flotation of arsenopyrite in the flotation of the sulfide part of the skarn scheelite-sulfide ores. We have chosen the most widely used thioamides for the study, such as Z-200. We also synthesized new reagents with the thioamide group. The most selective and the most powerful thioamide copper collector were used for further studies. Reduction of arsenic content in copper concentrates is achieved in the following way: You need to apply a strong thioamide collector with a selective but weak dialkyldithiophosphate collector, or vice-versa, a selective, but a weak thioamide collector should be used with the dialkyldithiophosphate reagent with strong collective properties. The proposed combination presents industrial interest because of its accessibility. The application of thioamides in copper minerals and arsenopyrite selection has showed that these reagents have fewer selective properties than dialkyldithiophosphates. To achieve the comparable recovery of copper using dialkyldithiophosphates requires markedly greater consumption of thioamides, due to their lower hydrophobic ability. The application of a composition of thioamides and dialkyldithiophosphates allows to increase the recovery of copper and to obtain a lower arsenic content in copper concentrates compared to their individual use. The lowest arsenic content in the copper concentrate is obtained in the composition consisting of the newly synthesized thioamide with strong collective properties and selective dialkyldithiophosphate. The addition of even small amounts of xanthate to the composition of thioamides and dialkyldithiophosphates causes a sharp increase in the arsenic content in the copper concentrate without a notable increase in copper recovery."

Variability of the quality of phosphate ore feed to the flotation plant has been of great concern for the industry. This variability sometimes resulted in 10% to 50% decrease of P2O5 recovery, a reduction of P2O5 concentrate grade and/or both due to depression of the system. For this investigation, samples of refractory ore and easy-to-float ore were obtained from the same mining area in Central Florida; and then submitted to bench flotation tests using fatty acids (FA). To understand the cause of difference in flotation behavior of these apparently similar ores (grade, mineralogy, and physical appearance), bulk and surface characterization studies were conducted. Based on the results of characterization studies and bench flotation tests on both refractory and easy-to-float samples, it was possible to determine FA surface coverage. It was found that the surface coverage for the refractory ore was between 6.9% and 9.8%, corresponding to 0% and 80% recovery, respectively; whereas the easy-to-float ore showed surface coverage of 17.2% (89% recovery) to 24.6% (98% recovery). Since size analysis, surface area and pore size measurements showed small differences, it was thought that the surface coverage differences could be caused by the ad-sorption of natural compounds onto the phosphate ore surfaces, depressing the system. SEM, EDS, and Leaching and Solvent Extraction (LSX) studies were performed on the phosphate ores to demonstrate the proposed mechanism. This paper summarized our characterization studies, flotation results, and findings. The study showed that the new identified compounds were responsible for the flotation behaviors of the Florida refractory phosphate ores.

Within the flotation community a belief has developed that some particle shapes are more ?floatable? than others. This is usually attributed to an influence of particle shape or roughness on the induction period required to achieve attachment between the particles and the air bubbles in the pulp. Up to now, such measurements have not been able to readily isolate the effect on individual flotation subprocesses. In contrast, our experimental apparatus, the CSIRO Milli-Timer, enables us to directly observe the process of particle?bubble interaction and attachment by means of a high-speed video recording, thus providing a direct measure of the induction period for attachment. To assess the influence of particle shape on induction time we used two varieties of methylated borosilicate glass particles ? spheres and angular ?frit? ? in a range of tightly-sized fractions. In doing this, we take care to account for the influence of other factors that could affect the induction time, such as the polar angle of sliding commencement, and approach velocity. These parameters are recorded as variables for each interaction, and corrected for using multiple nonlinear regression. Our results illustrate the importance of particle shape on induction period, with angular particles exhibiting induction periods that were an order of magnitude lower than those of spheres. Furthermore, the induction period was seen to decrease with increasing particle velocity, or kinetic energy on approach, but increased as the trajectory approached the limit of just grazing the bubble. Particle shape in mineral processing is a consequence chiefly of the mineral type and the type of grinding employed. The results presented herein indicate that attention should be paid to the shape of particles obtained from the grinding operation, besides particle size. The concentrated coal-water slurry has been receiving considerable attention recently due its ability to replace fossil fuels. Attainment of stable and concentrated slurry has been succeeded so far through several physical and chemical techniques. The present article reports the formulation and stabilization of a highly concentrated coal-water slurry formed from five varieties of non-coking coals with variable ash contents obtained from Eastern part of India, employing three varieties of starch esters, such as starch benzoate, starch formate, and starch carbamate as dispersant. The apparent viscosity of the modified coal-water slurry has been measured by varying coal loading, dispersant percentage, pH, temperature, etc. The apparent viscosity of the slurry has been found to be decreased substantially on addition of 0.8% of adsorbate in the slurry. The particle-particle interaction has been considerably decreased and stable concentrated coal-water slurry containing high weight fraction of coal (61.5-63.5%) has been achieved in each case. The slurries stay in a non-settling form for about a month with viscosity in a permissible low range. The coal-water slurry has been found to behave as a non-Newtonian liquid. Comparison of the zeta potentials of the naked and modified coals evidences that adsorption of the dispersants at coal-water interface results in inhibition of the agglomeration of coal particles through mostly steric repulsions.

The beneficiation test on low grade phosphate ore from a state of Russia is carried out. The rougher-cleaner ? re-cleaner system is used in the flotation process, The fineness of grind is 39.07% minus 200 mesh. The result indicates that concentrate containing 31.25% P2O5 can be obtained from the flotation feed assaying 6.18% P2O5, with 93.54% P2O5 recovery. The test result is also a guideline for further development of some currently operated phosphate beneficiation plants.

The ore studied occurred in the Three Rivers area in China and was a silver-lead-zinc complex ore containing 400.52 g/t silver, 4.77 % lead and 3.47 % zinc. Silver, lead and zinc were the major valuable elements in the ore and copper, cadmium and tin were the associated elements to be comprehensively recovered, whereas arsenic was the harmful element. The element silver occurred mainly in freibergite with small proportion in dyscrasite and other silver minerals. The carrier minerals for silver were mainly galena and oxidized lead minerals and then sphalerite, arsenopyrite and pyrite. The ore contained numerous minerals with complex mosaic texture and the lead and zinc minerals enclosed each other multiply, which made the separation of the minerals in the ore very difficult. Experimental investigation on the beneficiation of the ore indicated that with flotation separation process it was very hard to obtain single lead concentrate or single zinc concentrate that would meet the requirement of market. In the meantime, during the separation process of lead and zinc, silver tended to be dispersed, resulting in a low recovery of silver. Therefore, a rational utilization technique for the ore should be a combined process of bulk flotation to reduce arsenic? sulphating roasting of silver-lead-zinc bulk concentrate-leaching with diluted sulphuric acid to separate silver, lead and zinc. With this process quality lead concentrate containing silver and high grade zinc product and silver product could be obtained. The recovery of silver, lead and zinc in flotation was 85.10%, 84.48% and 82.48%, respectively. The total recovery of silver, lead and zinc in chemical processing was 97.07%(sum of recovery of silver ingot and lead concentrate), 99.61% and 90.93%, respectively.

Hydrocyclones have been used extensively for more than 100 years to classify mineral slurries for recirculation in grinding circuits. Sometimes hydrocyclone classification is carried out in more than one stage to improve the efficiency of classification. Factors affecting separation efficiency include fluid velocity, density, and viscosity as well as the mass, size, and density of the particles. The geometric configuration also affects its efficiency; it includes parameters like cyclone diameter, underflow and overflow diameter, position of vortex finder, height of the cyclone, feed inlet geometry, and diameter etc. Besides changes in the basic parameters some modifications in cyclone has also been introduced from time to time which have affected its efficiency, some of these are :-(i).Introduction of magnetic force along with the centrifugal and drag force to control the flow of the magnetic particles inside the chamber.(ii). Introduction of sparger, air is introduced in the chamber in the form of bubbles, to control the flow of fine particles and hydrophobic particles. (iii). Introduction of dilution technologies for the dilution of thickened underflow. (iv).Introduction of new model. In spite of wide use and simple geometry, the real working principle of hydrocyclone chamber is extremely complex because of the swirling turbulent flow inside the device. In order to get more knowledge about hydrocyclones and to increase its efficiency, past 10-15 years simulation techniques are being developed. The simulation models also enabled a deeper insight into the static and dynamic behavior of hydrocyclones. Therefore, more emphasis on simulations by methods like Computational Fluid Dynamics (CFD), Finite Element method (FEM) is given. Overall, a status review of the work carried out on the analysis of hydrocyclone performance, modeling approaches and its contribution in the efficiency of mineral processing operation is highlighted.

The extraction of nickel (Ni) and cobalt (Co) from the laterite deposit of Ramu nickel-cobalt Project in Papua New Guinea was performed in this study. Chemical analysis by Inductively Coupled Plasma (ICP-AES) atomic emission spectrometer, SPS-3000 (Seiko Instruments (Inc.), shows the ore contains 48% Fe, 1% Ni, 0.1% Co, 1.8% Al, 0.14% Mg, and 0.8% Mn. Characterization by X-ray diffraction (XRD) analysis of the laterite ore obtained from the mine site shows the ore contains 70 to 80% goethite (FeOOH), assuming Fe content of 48% is mainly from geothite. The main leaching parameters investigated include; slurry temperature, leaching time and sulphuric acid (H2SO4) concentration to evaluate nickel and cobalt extraction. For all experiments, 10g batch samples are put into 300 ml beaker containing 100 ml of sulphuric acid of varying concentrations (1M, 2M, 4M). During the leaching period, 5 ml slurry samples are withdrawn at different times and filtered to obtain filtrate for ICP analysis to monitor nickel and cobalt extraction. Solid samples at the end of all tests are also obtained by filtration and after drying, XRD and ICP tests are performed to monitor nickel and cobalt contents. According to the test results performed at normal atmospheric pressure, over 99% of nickel and over 50% cobalt were extracted into solution within 120 min at 95ºC in 2M H2SO4 solution. Similar results were obtained when only temperature was reduced to 90ºC, but cobalt extraction increased to over 70% when leaching time was increased to 240 min. Further reduction in temperature to 80 and 60ºC resulted in reduction of nickel and cobalt extraction. At the end of each leaching test, magnetite was seen to attach to magnetic stirrer. The study showed nickel can be completely leached into solution but cobalt only up to 70%. Keywords: atmospheric pressure, sulphuric acid leaching, nickel laterite

Low grade oxidized iron ores are usually not economic to utilize. However, the development of SLon magnetic separators and other new technologies make the process cost lower and lower. In this paper, several low-grade oxidized iron ore process flowsheets are introduced. The key procedure is that at the early stage, SLon magnetic separators are applied to discharge as more tails as possible with very low cost, only a small portion of rough concentrate going to the cleaning stage, showing the new technologies are profitable for such iron ores.

Mineral selective flash roasting (Steiner process) in oxidizing atmosphere was tested successfully for the efficient low intensity magnetic separation of siderite from ankerite and other gangue minerals within the ore of the Steirische Erzberg, Austria. The calcium, magnesium and manganese containing siderite turns selectively into a ferromagnetic oxide phase while ankerite remains paramagnetic. The expulsion of CO2 increases the volume specific surface depending on the selected temperature. Unlike pure iron oxides absorbing SO2 below 530°C, the calcined siderite (enriched in the magnetic product of the Steiner process) acts as a sorbent for SO2 between 500 and 820°C. The effect was studied by thermogravimetric analysis and particle bed tests complemented with neutron thermo diffractometry (D20/ ILL). The energy input was simulated with the help of a tube furnace. The composition of the artificial combustion gas permeating the bed was close to that measured in pilot scale tests (6 % CO2, 12 % O2, 700 vpm SO2). The evaluation of data relating the SO2 variation in the off gas monitored by electrochemical cells to the actual phase composition revealed an intermediate ferrite phase as absorber. During the rapid decomposition in oxidizing atmosphere starting at 500°C the occurring siderite alters to a (CaO, MgO, MnO)Fe2O3 ferrite as an intermediate phase accompanied with sudden SO2 absorption. SO2 disintegrates the ferrite structure forming MgSO4 and MnSO4, taking Fe2O3 as a catalyst. Ankerite (enriched in the non magnetics of the Steiner process) starts to absorb at temperatures above 1000°C forming gypsum. The findings support the SO2 controlled operation of the Steiner process by ?autodesulfurisation?. It explains aspects of the SO2 implementation reactions within off gas recycling in Austrian sinterstrands. A low volatile medium coking coal from Jharia coal field, India was used for this investigation. The proximate analysis of the sample shows that it contains about 25% ash, 21.4% volatile matter and 52.4% fixed carbon. The sizewise ash analysis of -0.5 mm coal indicates that -0.5+0.15 mm fraction contains lower ash (21.9%) than -0.15 mm fraction (29.7%). The flotation characteristics of the -0.5 mm coal were determined by release analysis. The study reveals that recovery of combustible at 15% ash is about 27% and 43% at 17% ash level. The low recovery is due to the presence of high ash in finer fraction. In order to improve the recovery, the -0.5 mm feed was classified into -0.5+0.15 mm and -0.15 mm fractions, and subjected to flotation separately. The recoverable combustible obtained from the release analysis of -0.5+0.15 mm at 15% ash level is 46%. The effect of collector dosage, frother dosage and aeration rate on flotation was studied. The responses of these variables in collectorless flotation of the -0.5+0.15 mm fraction containing low ash were also studied. A lower aeration and frother dosage favored the generation of clean coal with low ash. The ash content in the tailing stream from -0.5+0.15 mm flotation circuit is close to that of the original -0.15 mm fraction. The former is ground to -0.15 mm and the two fractions are processed together. As -0.15 mm fraction contains relatively higher ash, collector aided flotation using sodium silicate was performed to recover the clean coal with 17% ash. The products of the overall flotation circuit having different ash levels were recommended for use in different applications. The reject from -0.15 mm flotation circuit contained 56.4% ash which can be used for fluidized bed combustion (FBC). This eventually leads to complete utilization of coal.

"The study was conducted with the sulfide mineral from the province of Zamora Chinchipe. It was characterized physical, chemical and mineralogical, obtaining between its main results a copper concentration of head ore of 0,58 %. The mineral was homogenized and taken to direct closed circuit: rollers mill - vibratory sieve (mesh # 16). Flotation was carried out in two stages: the collective and selective where in each one were performed 6 water recirculation as suggested by the technique used to relate information of a batch flotation to a continuous circuit called cyclic flotation tests (LCT). In the collective flotation (bulk) 2 Kg of mineral were grinded with 10 Kg of balls for 30 minutes and 62.5% of solids, the pulp was taken to the flotation process with solids percentages of 33.3% and pH 7, it was conditioned with 45 g / t of KAX 1%, 50 g/t of Aerofloat 208 and 20 g /t of Pine oil. The concentrate and tailings bulk obtained were filtered separately for the recovery of water and it was recirculated to the next grinding of 2kg mineral. In the selective flotation 1Kg of bulk concentrate was carried to regrind for 40 min, 62.5% percent of solids, 10 g of lime and 5 g of tannin FLOATAN T5, the pulp was taken to the roughing-collection-refining flotation circuit controlling the pH between 10.5 and 11 where conditioning (60 g/t of Aerofloat 208 and 30 g/t of Pine oil) and adding lime to the circuit and FLOATAN according to the procedure. The four fractions obtained from the circuit were filtered; the water was recirculated to the regrind process of the bulk concentrate. In the collective flotation process tends to stability in the fourth recirculating water to obtain a copper content of 4.5% and a recovery of 87%, recirculated water represents 69.8% of all water used in the 6 recycles. In the selective flotation circuit the fifth recirculating of water is the optimal where obtaining a copper content of 13% and a recovery of 72%, recirculated water in the selective flotation circuit represents 95% of the total water used in the 6 recycles."

Multiple Attribute Decision Making (MADM) method is applied to select tailings site of the Gol-e-Gohar Iron Ore Processing Plant in the Kerman province, south-eastern of Iran. To select tailings site, screening is applied on eight location proposed by Binnie and Granges. Consequently three sites identified for further studies. Evaluation factors include only the most important factors such as efficiency ratio, elevation and distance to processing facilities, occurrence of faults and fractures. Crisp values such as efficiency ratio, elevation and distance can be determined by measurements and calculations, but some factors such as occurrence of faults and fractures are presented as linguistic values that can be described with triangular fuzzy numbers. Based on evaluation values obtained an optimal tailings site can be selected using a modified Technique of ranking Preferences by Similarity to the Ideal Solution (TOPSIS) given crisp data and linguistic variables as the alternatives of attributes. Each attribute?s weight is assigned using the analytic hierarchy process. The final ranking order aids in the selection of tailings site. Finally, the stages of modified TOPSIS method were applied and site No.2 situated in 5400m to the mill was selected as the best alternative.

"Magnetic seeding co-agglomeration, i.e. adding magnetic seeds, organic depressant (such as the starch), and pre-magnetization for co-agglomeration, was applied in the reverse flotation for hematite ore slimes. Samples of the hematite ore slimes and the pure hematite fines were investigated by the co-agglomeration, respectively. Flotation tests suggest that the depressing effect of starch in the flotation was further enhanced with the addition of magnetic seeds and the pre-magnetization. Following the laser size analysis and flotation tests, TOC adsorption analysis, VSM, surface charge measurement, AFM, FTIR study, and SEM imaging have been utilized to understand the depressing mechanism. Based on the results it was demonstrated that with the addition of magnetic seeds and the low field pre-magnetization, the adsorption of starch onto hematite minerals was strengthened through the magnetic seeding co-agglomeration. The co-agglomeration improved the flotation performance by introducing the magnetic interactions and acting the bridging adsorption of starch between fine hematite and magnetic seeds in a suspension, and then resulting in an intensified coverage of the starch onto hematite particles and positive action in the coagglomeration under the pre-magnetization.INTRODUCTIONFlotation is undoubtedly the most important and versatile mineral processing technique, and both its use and application are continually being expanded to treat greater tonnages and to cover new area. However, its influence was limited to a relatively narrow particle size range of 5–300 µm (Wills and Napier-Munn, 2006). The main reason behind this limitation lies in that fine particles have high specific surface area, so need relatively high dosage of reagents (collectors or depressants), and exhibit poor flotation performance while intermediate or properly-sized particles produce high flotation kinetics and need low consumption of reagents. In order to increase the recovery of fine particles, quite a few of flotation techniques have been investigated. Most of them are based on particle aggregation, namely, by enlarging the apparent particle size, such as carrier flotation (Valderrama and Rubio, 1998; Zhu et al., 2009), shear flocculation (Duzyola and Ozkan, 2010; Yin et al., 2011), selective polymer flocculation (Rubio et al., 2007; Song et al., 2012; Ng et al., 2015), oil agglomeration (Laskowski and Lopez- Vladivieso, 2004; Forbes, 2011), temperature responsive polymer flocculation flotation (Forbes et al, 2011), and etc. However, these techniques above-mentioned are mainly studied for the direct flotation of fine minerals, and most of these techniques have not found applications for iron ore slimes especially recovered by the reverse cationic or anionic flotation."

"In this paper, scheelite and scheelite coated with Pb2+ (SC) were synthesized by chemical precipitation with the help of ultrasonic. The role of the Pb2+ on scheelite was evaluated. Additionally, the dissolution behavior of minerals and the adsorption mechanism of collectors were investigated systematically via SEM, XRD, EDS. The results indicate that the ultrasonic cavitation can promote the formation of scheelite with large particle size and high crystallinity. Due to the exchange of WO4 2- and OH-, the dissolution of scheelite are not in a 1:1 equivalent amount by chemical formula and the concentration of WO4 2- is higher than that of Ca2+ in the solution because Pb2+ promotes the transfer of WO4 2- from scheelite surface into the solution. The dissolution of scheelite is an endothermic reaction and its enthalpy reaches the maximum value of 692.59J·mol-1 at pH=8~10. But the coating of Pb2+ changes the thermal effect of scheelite in the solution and the dissolution of SC is an exothermic reaction with the dissolution enthalpy of -262.30 J·mol-1. Because of its low vapor pressure, high melting point, good electrical and thermal conductivity properties, it is widely applied in high-temperature technology, lighting, machine and engine construction (Zhao,Z.W, 2013; Yan, W, 2017; Ilhan, S, 2013). Both scheelite and wolframite are the major tungsten deposits. With the depletion of easily-processed wolframite, scheelite has drawn a great deal of scientific and industrial attention. Scheelite can be recovered by flotation due to the metathesis of polarity and chargeability on minerals surface via adding regulators and collectors."

This paper will underpin the future development of intellectuals having greater understanding of patent law and legislation, IP rights, and innovation. To understand this idea, I present a case study of China?s progress in the last 31 years in the rare earth research, innovation, and simultaneously patents area. Rare earth elements (REE) are at the centre of high technology and are the next wave of world innovation. Much of modern society depends on rare earth elements through their use in computers, lasers, telecommunications, iPods, medical technology, military applications, and so on (Long et al, 2010). The rare earth research, a large research body is being provided by Chinese sources. China devoted three or four university centers to the study of rare earths (Lifton, 2009). These measures are all designed to keep China at the forefront of REE production, materials, technology, and innovation. As a result in the last fifteen years there has been a shift from a US-dominated REE industry patents to Chinese patents. The world must identify strategic areas of rare earth innovation and provide funding to firms and universities that conduct such research. Not only research and innovation is vital but filing patents and preserving IP rights for research and innovation is even more important. We (rest of the world) need a comprehensive strategy to guide the development of patent and IP rights for research and innovation.
