"INTRODUCTIONThe majority of studies on the genesis of ferromanganese crusts focus on the adsorption and accumulation of metals, and therefore cations, especially those of economic interest. From these studies, a first-order electrochemical model has been proposed based on the zero point of charge of the manganese and iron oxides at typical seawater pH, which assumes that positively charged ions will bind to the negatively charged manganese oxide phase and neutral and negatively charged ions will bind to the slightly positively charged iron oxide phase (e.g. Koschinsky and Halbach,1995; Hein et al., 2013). While the theory behind this model is sound, and it has been consistent for many elements, other elements may not follow the model (Koschinsky and Hein, 2003), and thus requires additional investigation and validation. As a new approach to understanding element accumulation in ferromanganese crusts and to test the proposed electrochemical model, this study investigates the surface chemistry of the halogens, which occur as negatively charged ions in seawater and have high and consistent concentrations in seawater.ResultsBulk Halogen ConcentrationsTo determine the distribution of halogens in ferromanganese crusts, an initial dataset of 24 FeMn crusts (24 bulk and 19 layer samples) from throughout the global ocean, including the Arctic and the Southern Oceans, has been analyzed for chlorine and fluorine content using ion-selective electrode. Although both Cl and F are conservative in seawater, their content in crusts shows striking variability (Cl: 326 - 13310 ppm; F: 146 – 1048 ppm for non-phosphatized crusts) and has no obvious geographic relationship to ocean basin and no correlation with water depth, latitude, or longitude. We plan to have bromine concentration data to present at the time of this conference."

Within the frame of the German-Indonesian cooperative Bandamin research project two short cruises (7 station days each) were carried out which led to the Flores-Banda basin located north of the active volcanic arc. This basin is part of a large island-arc subduction-collision system resulting from a complex plate tectonic situation in which three major plates collide with each other. The eastern part of the Sunda-Banda convergent margin also includes the transition from subduction of oceanic lithosphere to collision of the Australian continental crust with the arc. This transitional part is cut and displaced by various large obliquely striking fault systems. Thus, the south eastern and eastern arc segments represent geological conditions which are suitable for the development of hydrothermal convection and potential mineral precipitation. Our study area lies north of the transitional section between Flores and Wetar. We started with a high-resolution bathymetric mapping of 240 km2 in a region some 36 km north of the island of Lomblen. A small submarine neovolcanic ridge was discovered striking approximately NW-SE and consisting of several submarine volcanic structures. In the northwest of the study area, the active subaerial Komba Volcano (Batu Tara) marks the youngest continuation of the ridge system examined. From the ridge we collected fresh and hydrothermally altered volcanics with disseminated sulfides (pyrite, pyrrhotite, markasite, and chalcopyrite), together with ferrugenous gossans.

The Neptune Group was established in 1999 to apply for exploration permits within New Zealand’s 200nm EEZ. These applications were to investigate and commercialise hydrothermal Seafloor Massive Sulphide (SMS) deposits identified by international researchers and to locate others. SMS are volcanically related seafloor accumulations of copper, lead and zinc with high levels of gold and silver. Neptune has three granted exploration licenses within the New Zealand EEZ and has application in other jurisdictions. Neptune undertook the world’s first commercial drilling exploration work of SMS in December of 2005.

The land phosphate deposits of the U.S. southeastern coastal plain have long been a major factor in the world trade of phosphate rock (Fig. 1). As recently as 1979, deposits of North Carolina and Florida alone accounted for about 33 percent of the entire world's phosphate exports. This situation is changing, however. World production increased by ~9 %, yet the U.S. share was down to ~28% in 1984. A complex interaction of economic and political factors combined with increasing costs of raw materials, production, and transportation have led to this systematic erosion of the U.S. market share. Changing land-use patterns within the southeast, environmental pressures, exhaustion of shallow high-grade resources in Central Florida, and the increased pressure from expanding low-cost production in other countries throughout the world account for much of the present difficulty in the U.S. phosphate industry. Considering this depressed environment -- what are the prospects for development of offshore resources? A summary of new research on offshore phosphorite within the U.S. Exclusive Economic. Zone (EEZ), as well as an attempt to place possible development of these resources within the current economic setting, is the purpose of this presentation. We will emphasize work in progress on a major offshore deposit along the U.S. Atlantic Margin as well as new research on Pacific Ocean occurrences of phosphorite on seamounts and insular slopes within U.S. waters.

Investigations of the Gorda Ridge within the proclaimed U.S. Exclusive Economic Zone off northern California and southern Oregon, and the Mid-Atlantic Ridge extending along the center of the Atlantic Ocean, have received new impetus from the discovery of hot black smokers, sizeable polymetallic massive sulfide deposits, and vent animals at the Mid-Atlantic Ridge by the NOAA VENTS Program in 1985. Prior to that time, the oceanographic community focused investigations of seafloor venting at the faster-spreading oceanic ridges of the Pacific Ocean including the East Pacific Rise, the Galapagos spreading center and the Juan de Fuca Ridge because a consensus held that the faster spreading rates at these ridges were necessary to supply the heat to drive black smoker-type venting. As the only oceanic ridge in the Pacific with slow-spreading characteristics, the Gorda Ridge is an outlier of the slow-spreading ridge system that extends through the Atlantic Ocean and western Indian Ocean comprising more than half the 55,000-kilometer-length of the globe-encircling oceanic ridge system. In response to recent discoveries at the Mid-Atlantic Ridge the oceanographic community is shifting more of its activity to investigation of hydrothermal venting and related processes at slow-spreading oceanic ridges. This abstract discusses selected recent technology developments at the Deep Submergence Lab at the Woods Hole Oceanographic Institution aimed at fundamentally changing the nature and scope of AUV operations in the deep ocean. The Autonomous Underwater Vehicle (AUV) Sentry is described in its current configuration with discussion of emerging capabilities. Telepresence enhanced AUV operations are discussed including moving both operations and data processing personnel off the vessel. Autonomous Surface Vessel (ASV) aided AUV operations are discussed including recent experiments where an ASV provided both navigational aiding and a satellite based relay for acoustic communication of telemetery and mission redirection. New flexible communications strategies to perform intervention and manipulation tasks from an untethered vehicle are discussed. The abstract concludes with a brief discussion of industrial collaborations, including the newly launched Center for Marine Robotics.

INTRODUCTION Starting in February 2014, 19 partners from EU industry, research institutions and academia joined forces and formed the Blue Mining consortium. In the following four years, they have set out to work on the development of deep sea mining technology, looking into exploration, identification, economic assessment and vertical transport systems for the mining of seafloor massive sulphides and polymetallic nodules. In the beginning 2018 this research & development project has come to an end. The Blue Mining project was one of the first EU subsidised projects embracing the TRL system. This system describes a method of de-risking technology using a simple 9-step approach. This method requires experimental testing in laboratory and relevant environments to be able to reach the higher levels (TRL>5) This paper will discuss the progress in development of the vertical transport system, with a focus on the performed experimental work. This paper will discuss three topics: • Booster station technology • Riser dynamics • Vertical hydraulic transport process. BOOSTER STATION TECHNOLOGY Deep knowledge of transport processes is a prerequisite for a clog free vertical transport One of the key technologies in the VTS is the booster station. The centrifugal pump booster station concept is developed in Blue Mining, it consists of two centrifugal pumps and multiple valves, assembled in member-type frame. Deep sea conditions pose special requirements on all components due to the extreme pressures at large water depths. In the Blue Mining project a Deep Sea Special Motor has been developed and tested in laboratory and in the field. The motor is completely filled, lubricated and cooled using seawater due to its unique open structure, furthermore it does not require any lubricants minimizing the environmental pressure of the motor. The motor is first extensively tested in a laboratory, after these tests have been concluded successfully, the motor is shipped to Norway where it has been successfully tested for more than 100 hours at 425 meter water depth.

INTRODUCTION For the last decades, deep-sea marine resources such as seabed massive sulfides (SMS), polymetallic nodules and ferromanganese crusts (Fe-Mn crusts) have received an ever- increasing amount of attention worldwide for their abundance in critical metals and potential commercial value. This interest has mostly been driven by the growing world demand for raw materials, in particular for high- and green-technology applications (e.g., hybrid and electric cars, batteries, photovoltaic solar cells, cell phones, super magnets), as well as by industrialized countries governments other than BRICS states need to secure a more diversified supply of metals, resulting in a new deep ocean exploration boom. Since the oceans and its resources are increasingly seen as indispensable for humans needs and their challenges in the decades to come, this boom increments pressure on marine areas, either in international or within countries economic exclusive zone (EEZ). Since 2002, the International Seabed Authority (ISA) has signed up 29 contracts with several entities and national governments from multiple countries (e.g., Japan, China, Germany, France, Russia, India, Rep. of Korea, UK, Canada, Brazil) for exploration for deep-sea mineral resources in international waters, either for scientific or commercial proposes, which together cover over 1.3 million km2 [1]. In turn, over 300 exploration licenses, covering more than 650,000 km2, have been granted within the EEZ of Pacific countries such as Papua New Guinea, Tonga, Fiji, Solomon Islands and Vanuatu [2, 3]. This number is expected to increase very rapidly, as 77 countries have proposed to the United Nations the extension of their continental shelf in order to extend their EEZ and jurisdiction over potential deep-sea mineral resources [4]. Its estimated that 42% of the potential areas for SMS occurrences, 54% for cobalt-rich Fe-Mn crusts, and 19% for polymetallic nodules lie within the EEZ of coastal countries [5]. In addition, a huge amount of seafloor is yet to be explored and evaluated. Combined, the size of the granted exploration areas represents less than 10% of the overall area thought as most favorable for the occurrence of the 3 types of deep-sea mineral resources above mentioned. This means that today’s assessments on deep-sea mineral resources are only a rough approximation.

The Government of India started its deep seabed exploration programme during 1982. This programme was started as one of national importance and several national laboratories were involved to realize the development of requisite technologies for deepsea mining and processing. After a concentrated effort on surveying, using its own as well as hired ships, India succeeded by mid 1980s in identifying a prospective site in the Indian Ocean as an exclusive claim for development. India was registered as a Pioneer Investor and became the first country to obtain this status on 17th August 1987. India has been allocated an exclusive mine site of 150,000 km2 in the Central Indian Ocean. Our country also developed considerable expertise in the metallurgical processing for extracting metals from these nodules. The Department of Ocean Development, Government of India, the organization which is designated as the nodal agency responsible for implementing the deep seabed mining programme has drawn up a long term plan which will enable it to fulfill its obligations as a Pioneer Investor. The work toward the design and development of a mining system has been entrusted to the Central Mechanical and Engineering Research Institute, Durgapur. As a part of this programme they have developed a nodule collector and a riser system which have been tested in very shallow waters only. Since this technology development for deep sea mining applications is highly time consuming and very expensive, this programme is also being used to develop components for intermediate applications. In view of the long timeframe required for perfecting a deepsea nodule mining technology, the Government of India is also keen on developing shallow water mining systems for utilizing the placer deposits. One of the richest heavy mineral deposits in the Indian Exclusive Economic Zone is available on the west coast of South India in the state of Kerala. The coastal stretch between Kanyakumari, on the southern tip of India, and Alleppey along the west coast at a distance from the tip of approximately 210 km, there is a good multimineral reserve. The initial survey indicates that the estimated reserves in the surveyed areas are approximately as follows: Ilmenite 1.4 million tonnes Rutile 0.14 million tomes Zircon 0.13 million tomes Sillimanite 0.53 million tonnes

The traditional method of deep sea manganese nodule exploration is to conduct grid survey and sampling on successively finer scales until a suitable deposit has been delineated. Clearly this is both time consuming and ultimately self-defeating if large areas of the ocean floor are to be explored on a human timescale. A conceptual deductive approach would be preferable if one could be found, as it would aim to outline areas of potentially economic nodules on the basis of easily measurable oceanographic parameters. An attempt to achieve this aim in the Central Pacific is outlined below. Nodule Distribution in the Central Pacific Ocean Maps of ore grade nodules in the Central Pacific show that they are confined to two zones trending roughly east-west which are well separated in the eastern Pacific but which tend to converge towards 170-180ºW. They follow the isolines of intermediate biological productivity in the surface waters, strongly suggestive of a biological control on their distribution. Within these zones the nodules preferentially occupy basin areas. Thus they are found in the Penrhyn Basin, Tokelau Basin, Central Pacific Basin, Clarion Clipperton Zone and Tiki Basin. Nodules in all these areas have features in common and are thought to have obtained their distinctive composition by similar processes.

"A deposit of phosphate nodules is on the Chatham Rise approximately 450 kilometres to the east of Christchurch in the South Island of New Zealand. The deposit contains sufficient rock phosphate to supply New Zealand’s phosphate fertilizer needs for at least 20 years. It was first investigated commercially 50 years ago by Global Marine, followed by JBL Minerals in the early 1970’s. NZ and German government research and industry groups then took it up again, with major field programs in 1978 and in the early 1980s.Due to difficult global and local economic conditions the project ground to a halt in 2004.The project was resurrected in 2007 when Chatham Rock Phosphate applied for a prospecting licence. This was granted in 2010 and a successful subsequent mining permit approval followed in 2013. The initial application for the separately required environmental permit was declined in February 2015.A lot has changed then and the significance of this will be the subject of the presentation. Chatham Rock Phosphate is confident that an environmental permit will be successfully granted next time."

INTRODUCTION High tellurium contents in the ancient volcanogenic massive sulfides (VMS) and modern seafloor massive sulfides (SMS) have been reported by V.Maslennikov (Maslennikov et al., 2013). However findings of tellurium minerals in SMS are rather rare. The only reported coloradoite and bi-melonite, have been found in massive sulfides from Rainbow hydrothermal field (Fouquet, 2010). Here we present data about Te - minerals in sulfide chimneys of different ages (up to 84.7 kyr - Cherkashov et al., 2010 ) from Semyenov-2 hydrothermal field. The obtained results The Semyenov hydrothermal cluster was discovered and studied in the course of cruises 30 and 32 of R/V Professor Logachev (2007 and 2009) at 13º31´ N, MAR. This area is associated with an oceanic core complex and associated with serpentinized gabbro- peridotites and basalts. Plagiogranites and tonalites have been dredged on seafloor in the Semyenov cluster area (Cherkashov et al., 2013; Pertsev et al., 2012). In total, 25 sulfides samples have been studied. The major and minor mineralogical phases were identified using reflected light microscope. Major element compositions of ore- forming minerals were analyzed on a Hitachi S3400N scanning electron microscope at the Geomodel Center, St. Petersburg State University (St. Petersburg, Russia) with an AzTec Energy 350 (EDX) detector and an INCA 500 (WDX) detector.

In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. This paper discusses operational environmental threshold levels for exploitation of mineral resources in the deep sea. Such criteria are needed to be able to monitor and control deep sea mining with respect to the stringent environmental requirements that are needed. It is recommended to use existing environmental threshold levels for comparable underwater activities. Fields of application are mainly but not exclusively seabed mining operation activities under the governance of the International Seabed Authority (ISA). The threshold levels and limits mentioned in this paper are proposed recommendations based on other activities than seabed mining but are a proven and accepted approach in other maritime industry activities. An example of such other activities with proven and accepted environmental threshold levels are Oil & Gas exploitation activities in the sea. Background The first exploitation of mineral resources in international waters is coming closer. Presently regulations for exploitation for mineral resources in the Area are being developed by the International Seabed Authority (ISA). The ISA regulations will contain the framework related to environmental monitoring of exploitation. However, the regulations will not contain operational environmental threshold levels for the Contractor.

INTRODUCTION One of the major concerns for deep seabed mining is its environmental impact, from the disturbance of benthic communities due to the mining activity to the disposal of mine tailings back to the ocean. Yet a significant amount of waste materials would be produced from the on-deck processing on the mining platform, all the materials that produced on the mining platform are to be shipped to the land unless the related regulation and guidelines are developed by IMO and ISA (ISA, 2018). Still, ecotoxicology data for the deep seabed minerals from case studies in deep-sea tailings disposal (DSTD) and submarine tailings disposal (STD) sites are lacking and all other related aspects are also largely unknown. This year, the Republic of Korea has started a research project for the more comprehensive understanding of chemical and physical properties of mine tailings from the on-deck processing and the possible environmental impacts on the marine organisms after its disposal. Based on the scientific data collected from this project, Korea would be able to make recommendations for the methods and technical standards for the deep seabed mining discharges. The subjects of this project are threefold: to understand the physical/chemical properties of the tailings, to model the dispersion of particulates after the disposal, and to assess its impact on the marine ecology. Laboratory Experiments Producing Mine Tailings First, the possible waste materials are produced by mimicking the collecting and dressing processes at sea. The polymetallic nodules (PN) would be mined by using a collector lifting the crushed nodules out of the bottom sediment, and the bottom water, accompanying sediment, and the fine nodule particles which are too small to be recovered would be discharged to the ocean and thus are considered as tailings (Schriever and Thiel, 2013). In the laboratory, PN is crushed into the fragments smaller than 2 cm, abraded in the water using the rock mill, and then sieved to obtain the fine particles to be disposed.

The United Nations Law of the Sea (LOS) Convention includes provisions (Article 76) for establishing the outer limits of a coastal State's continental shelf and for denoting the seaward extent of sovereign rights over natural resources. Determination of a coastal State's continental margin, according to Article 76, must consider eight factors: 1. The territorial sea baseline 2. The 2,500-meter isobath 3. The foot of the continental slope 4. A line 200 nautical miles seaward of the territorial sea baseline 5. A line seaward of the foot of the continental slope connecting the points where sediment thickness divided by distance to the foot of the slope equals .01 6. A line 60 nautical miles seaward of the foot of the continental slope 7. A line 100 nautical miles seaward of the 2,500-meter isobath 8. A line 350 nautical miles seaward of the territorial sea baseline Figure 1 shows the preliminary limits for each of the Article 76-based definitions for a portion of the U.S. Atlantic continental shelf. The additional areas gained beyond the 200- nautical mile Exclusive Economic Zone (EEZ) are highlighted. The first three factors are baselines from which the distance provisions of Article 76 are measured. Factors 4-8 are distance- from-baseline provisions for establishing the continental shelf limits. Factor 5, also known as the Depth of Sediment Limit or "Irish Formula", was calculated using sediment thickness data from seismic linesand isopach maps. All other factors were determined from digital hydrographic data. The Depth of Sediment Limit is the most advantageous method for the area shown in Figure 1. It is especially useful for introverted coastlines such as the Georgia Embayment and New York Bight areas. Ferromanganese oxyhydroxide crusts (Fe-Mn crusts) precipitate out of cold ambient seawater onto hard-rock surfaces at water depths of about 600-4000 m throughout the ocean basins. Fe-Mn crusts concentrate most elements in the Periodic Table above their mean concentration in the earth's crust (continental plus oceanic crust), except for the major rock-forming oxides and also notably gold and palladium. Tellurium is concentrated greater than any other element relative to its earth's crust mean (about 1 ppb). For example, mean contents of the elements heretofore known to be most enriched in crusts, Mo, Tl, Sb, Co, Mn, Bi, As, Se, and Pb are enriched 100 to 1000 times over their earth's crust mean, whereas the mean Te content in Fe-Mn crusts is enriched about 50,000 times. However, the distribution of Te in the earth is poorly known. Estimates of the mean Te content of the earth's crust range from 0.36 to 10 ppb, with 1 ppb being the most commonly cited mean content (compilations in Levinson, 1974 and Govett, 1983). If we took the highest estimate of 10 ppb, then Te would be enriched in Fe-Mn crusts five times more than the next most enriched element, or 5000 times the estimated maximum mean earth's crust.

Present study was stemmed from the survey associated with deep-sea mining in the KODOS area between Clarion Fracture Zone and Clipperton Fracture Zone located in the North Pacific Ocean. The study area, which is located in the southeastern part of North Pacific gyre, is oligotrophic waters with low nutrients and chl-a concentrations below 1µg/l (MOMAF, 1996). This area is also characterized by divergence at 8°N and convergence at 6°N, which moved northward or southward in the range of a few kilometers with seasonal and climate changes. If the waste materials related to deep-sea mining are intruded into the surface waters continuously, unexpected effects to water column ecosystem are anticipated negatively. In order to assess the impact on the planktonic ecosystem, natural variation need to be distinguished from anthropogenically induced variation in terms of the abundance and species composition of plankton. In this study, mesoscale variation of zooplankton community was reported in relation to the physical conditions in the northeastern Pacific during 1998 and 1999. Temperature and salinity were determined using a CTD from surface to 200m depth in July 3-20, 1998 and in June 22-July 1, 1999. Zooplankton samples were collected from two different depths (0-50m, 50-200m) by vertical towing using an opening-closing net (100cm diameter and 300 µm mesh size). The samplings were carried out at every one degree between 5° and 12°N (1998), between 5° and 11°N (1999) along the meridional lines of 131°30´ W. The net was lowered to the depth of interest from a stationary research vessel and towed upward to collect zooplankton at a speed of 25~30 m per minute. Zooplankton samples were transferred to 1-l sampling bottles and immediately fixed with neutralized formalin into the final concentration of 5%. Considering the characteristics of zooplankton such as diurnal vertical migration, all samplings were done during the nighttime. The volume filtered by the net was calculated from the readings of flow meter (Hydro-Bios Model 438-115). Zooplankton were identified to the genus level and enumerated under a microscope. The abundance of zooplankton at each station was expressed as the numbers/100 m3.

This study examines the possible relationships between compositional variability in non-hydrothermal manganese nodules and large-scale environmental parameters. In the central SW Pacific (145-180° W and 20-O° S) the level of primary productivity, the rates and proportions of carbonate, silica and organic matter supply to the sediments, and the position of the seafloor relative to the Calcium Carbonate Compensation Depth (CCD) appear to directly influence nodule composition. Four zones of nodule composition are apparent. These zones correlate fairly well with the level of primary productivity in surface waters, as estimated by satellite-based measurement of chlorophyll content. The observed correlations between surface productivity and nodule composition are consistent with the contention that the dominant source of several transition metals in these deposits (i.e , Mn, Ni, Cu. and Zn) is provided by removal of fine-grained particulate matter from the water column by biological means. Subsequent decay of organic matter in sediments augments the content of these metals in the nodules through oxic and sub-oxic diagenesis. The opposite behavior of Fe and Co content may in part result from mineralogical and dilution effects.

One of the primary responsibilities of the International Seabed Authority?s Secretariat (the Secretariat) is to assess the quantities of metals present in seabed polymetallic nodules in the International Seabed Area under the Authority?s jurisdiction. To carry out this responsibility, the Secretariat periodically undertakes an assessment of the reserved areas in the Clarion-Clipperton region of the northeastern Pacific (CCZ) using the data submitted by the registered Contractors and maintained in the Authority?s POLYDAT database. The results of its most recent assessment demonstrated that the information submitted by the Contractors, though satisfactory for some purposes, does not permit the in situ quantities of metals in these areas to be estimated with a degree of confidence that is comparable to many land-based mineral resource estimates. Our strategy is to divide the work into two distinct but closely related efforts; one to draft a Prospector?s Guide that provides a narrative description of the key geological and oceanographic data that may be related to deposit abundance and metal content, and another that we call the Geological Model, that summarizes and documents the quantitative resource assessments accomplished in the project.
