"Canada's mining industry has reason to celebrate the federal government's budget which was tabled on February 26, 1986. The budget contains an important proposal to improve the flowthrough share rules by effectively eliminating the investor's liability to third parties. This proposed rule change and other important budget proposals are the subject of this month's edition of Tax Notes. IntroductionWhile Finance Minister Michael Wilson's February 26, 1986 budget received a mixed reaction from business and labour leaders, the budget was mainly ""good news"" for the mining industry. A long-standing bugaboo in the flow-through share rules will be cleared up, a permanent set of rules will be installed for the tax treatment of Northern allowances, and limited partnerships will apparently be able to continue to serve a useful role in financing exploration programs. Flow-Through SharesThe present rules which apply to an investment in flow-through shares are structured in such a way that the relevant Canadian exploration expense (""CEE"") must be incurred by the investor, and not by the issuing corporation. Obviously, in the case of most flow-through share issues, this requirement that the investor incur the CEE poses a practical problem-the investor typically does not have the expertise or organization to incur the CEE. As a result, an integral part of most flowthrough arrangements is an agreement whereby the investor appoints another party (usually the issuing corporation) as his agent to spend the flow-through funds on CEE on his behalf. Although the issuing corporation might consequently be the party which actually spends the flow-through share funds on CEE, nevertheless the legal structure is such that the investor is the ""principal"" who is incurring the CEE. As such, the investor is legally responsible for any third-party claims with respect to the exploration program. Third-party liability might arise, for example, in the case of property damage, personal injury, environmental infractions, and so on."

Many non-commercial operators are currently faced with the need to operate fleets of legacy gas turbine engines. How long such engines can be kept in service safely, without replacing a significant portion of their aging structural components, has become a growing concern to engine life-cycle managers, due to uncertainties in the remaining lives of critical components of these engines. This paper describes the application of the damage tolerance methodology to predict safe inspection intervals (SII) for critical components of gas turbine engines, using components of a turboprop engine for a transport aircraft as examples. High temperature components of this engine are made of advanced aerospace alloys. The methods of predicting three-dimensional fatigue crack growth at the critical location of turbine discs and spacers using both commercial and in-house developed algorithms are presented. Sensitivity analyses are performed to determine the effect of variations in material parameters on the predicted safe inspection intervals. In addition, spin rig tests performed for both turbine discs and spacers are described. Finally, crack growth rates predicted by numerical analyses are compared to those obtained from spin rig testing and the damage tolerance of the turbine components is assessed.

"The Atlantic Coal Institute illustrates the potential for high technology employment in Maritime Canada, by using local talent and the latest equipment to address a national market. Since I983, contract research for industry and government has generated 31 man-years of high-tech employment, added $2.3 million to the local economy and contributed new technology for Canadian coal. Industry now has access to new procedures for coal minerals analysis, pyrolysis, and geochemistry applied to industrial problems of exploration, beneficiation, conversion and combustion.Research at the Institute is market-driven, based on cost recoveries from contracts. The financial performance to date exceeds that of similar industrial research institutes in major cities and demonstrates that small isolated laboratories are cost-effective. Economic renewal of Canada's resource industries will require increased R&D which in turn can be a source of local employment and pride. Small research teams are more efficient but require an enlightened policy of contracting-out by big business and big government."

"Thickeners/clarifiers are widely used in coal preparation plants, potash processing and other mineral processing facilities. Thickeners play a very important role in slurry treatment systems to accomplish solid/liquid separation. The demand for larger plants and the increased thickener handling capacities sometime require thickener diameters as large as 200m. The development and use of high capacity thickeners makes it possible to increase the handling capacity of these thickeners by several to more than 10 times compared to conventional thickeners. Hence, for a given slurry rate, selection of a high capacity thickener will significantly reduce the footprint of the thickener. Much higher handling rate, higher concentration of underflow, clearer overflow and lower capital cost are obvious advantages of high capacity thickeners; however, some process requirements and the concerns of operational cost, especially the flocculant cost of a high capacity thickener operation, keep some engineers selecting conventional thickeners and staying away from the high capacity thickeners. Forty years after the first high capacity thickener was developed, there are still arguments in the selection of conventional thickeners or high capacity thickeners in mineral processing. The arguments will continue unless there is a clear picture of capital cost vs. operational cost for each of the thickener types. The purpose of this paper is to analyze these costs and to provide guidelines for selection of thickeners. INTRODUCTIONThickeners/clarifiers are widely used in various slurry treatment systems. For mining and mineral processing, thickeners are an integral part of the solid/liquid separation system. The feed to the thickeners are processing slurries. The fundamental mechanism for the solids/liquid separation is for the solid particles in the slurry to gravity settle inside the thickener tank. The clear water overflows from the top of the thickener tank and is typically reused in the processing circuit, and the concentrated underflow is discharged to different downstream process systems depending on the application of the thickeners. The general requirements for a thickener operation include high density of underflow and clear overflow. Since thickener operation consists of continuous feeding, overflow and discharge of underflow, the solid particles will gravity settle against an upward flow with its velocity dependent on the feed rate and the underflow discharge rate. Higher feed rates to a given thickener produce higher upward velocities. Underflow discharge is typically relatively small compared to the amount of overflow. The upward flow tends to take particles up to the overflow. Only those particles having a settling velocity greater than the upward flow velocity will possibly settle out. Hence, thickener feed rate has to be controlled so that the required overflow water clarity can be achieved."

Although the metal silver has been known and prized from very ancient times, it is in the New World that the greatest silver camps have been found. This is shown in the following comparison: [] For the last few years, the World's annual production of silver has averaged about 240 million ounces troy. Of this total, the North American Continent contributes approximately three quarters, Mexico leading with 38 per cent, followed by the United States with 27 per cent, and Canada with nearly 9 per cent.[] Of the largest silver producers in Canada, the Sullivan takes first place. Although primarily famous as a lead and zinc mine, it produced, in 1926, more than 4.5 million ounces of silver. The Premier mine, in northern British Columbia, produced more than 3 million ounces. In Ontario, the largest producers in 1926 were the Nipissing mine, .with 1.9 million ounces, and the Keeley mine, with 1. 7 million ounces. The Mining Corporation produced 1.1 million ounces from mines in the Cobalt district proper, and an equal amount in South Lorrain; while from the Castle-Trethewey mine, in Gowganda, there was an output of slightly less than one million ounces.

At the McIntyre mine, there are two distinct operations: a gold mine with narrow veins, mined by cut-and-fill methods, and a copper mine with large, open, long-hole stopes. The application of the Critical Path Method to scheduling work in the copper mine, where it has been used successfully for several years, is de-scribed briefly. This application is relatively simple. Use of C.P.M. has now been extended to the gold mine. To replace the former method of scheduling from bar-charts, a procedure was developed for scheduling automatically. To handle an operation of this size and complexity, a computer was essential. Improved schedules are now being produced, with a saving in time.

This paper reports on an energy efficiency analysis completed as part of a research project looking at energy reduction opportunities in minerals processing operations. The plant discussed is a gold production facility owned by Newmont Gold in the Tanami region of central Australia. Due to its remote location, lack of nearby gas pipeline or power grid, the operation has been completely dependent on diesel fuel for its electricity generation and transport needs. The mine and processing plant use electrical power at a rate of 12MW to 18MW, resulting in a monthly electricity cost of over US$1.5M. The high cost of diesel combined with an impending power generation capacity shortage drove Newmont to undertake the energy efficiency study. An energy audit of the plant showed opportunities for significant energy savings through the strategic use of waste heat, fuel replacement alternatives and renewable energy sources.

"Seas and oceans constitute about 70% of the earth’s surface. They contain an enormous stock of various mineral resources such as sedimentary (marine placers), massive sulfide ore deposits, manganese nodules and cobalt-rich ferromanganese crusts. Sea and ocean floor ore deposits could well contribute to the meeting of ever-rising demand for raw materials in the metal industry. In this regard, more research and development in science and technology appear to be required to ensure maximum benefit from the mineral resources of seas and oceans. Since the 1960s, a variety of mineral and metallurgical processes have been studied and developed to deal with marine ores and to extract metals such as gold, nickel, copper, cobalt, manganese, tin, platinum group metals (PGM), zirconium, thorium, etc.In marine environments, there are many parameters which can affect the selection of the mineral and metallurgical processes. These include the extent and grade of the deposit, mineralogical and chemical properties of the deposit, and physical properties of minerals present with particular reference to particle size distribution and mineral liberation size.In this paper, we briefly review the latest trends in processing and extraction of marine mineral resources. Mineral processing technology is mostly applied for recovery of precious metals i.e. gold and PGM, in particular, from marine placers. In general, pre-treatment (sizing, classification, dewatering), gravity concentration techniques (shaking tables, spirals, jigs, etc.,), flotation, magnetic, and electrostatic separation are the options for enrichment of marine placer ore deposits. In the case of massive sulfides, manganese nodules/cobalt-rich crusts, hydrometallurgical and pyrometallurgical methods (as proven technological methods) can be exploited for extraction of metals from concentrates after physical separation or directly from marine ores. The hydrometallurgical treatments involve acid (e.g., sulfurichydrochloric) and alkaline (e.g., ammonia) leaching with different reducing agents and pre-treatments such as roasting. Alternatively, pyrometallurgical treatments involve mostly smelting, chlorination and segregation processes."

The Antamina project, owned by BHP Billiton Plc, Mitsubishi Corporation, Noranda Inc., and Teck Cominco Ltd. , is a $2.3 billion copper/zinc project, located in the Ancash Department in Perú. The project consists of an open pit mine, a 70,000 ton per day concentrator, a 302 Km. long concentrate pipeline, port facilities, a new access road, power line, and town site. The project is designed to produce up to 1.5 million tonnes per year of copper and zinc concentrates over a 23-year project life, and will be the third largest producer of zinc and the seventh largest producer of copper in the world. This mega project is the largest mining investment in the country and, during its construction stage, was the most important construction project worldwide. On May 28th, 2001, Antamina commenced testing operations and four months later, it reached commercial production. Antamina was officially inaugurated on November 14th, 2001 by Peruvian president Alejandro Toledo. The construction stage of the project generated 8,000 direct jobs, with a peak of 10,000 employees, and 30,000 indirect jobs. The permanent workforce consists of approximately 1650 employees, the vast majority of which are Peruvian Nationals; around 30% of whom came from the department of Ancash where the deposit is located. Approximately 5,800 indirect jobs will be generated from the project. Independent sources state that Antamina will increase the Peruvian mining exports by 30% and Peruvian GDP by 1.4% within its first year of full operation in 2002. Since winning the privatization bid for the project in 1996, the company has implemented a successful approach to community development and environmental protection based on sustainable development principals. Throughout the development of the project, a number of initiatives have been undertaken to ensure full involvement of the local populations in community development activities and the company?s environmental program. Due to its size, difficult logistics, cultural considerations and financial aspects, the project has faced a number of unique challenges in the area of environmental protection and management of community interaction. Antamina has been innovative in its approach to these issues, and as a result, has set new standards in Perú for environmental and community management, and sustainable development.

"All gold deposits within the Tisdale Group are spatially associated with carbonate alteration zones; however, not all carbonate alteration zones are host to gold mineralization.Within the komatiitic and magnesium tholeiitic volcanic rocks at the base of the Tisdale Group, discordant and stratabound carbonate alteration zones occur throughout. The alteration zones consist of a ferroan dolomite - quartz inner assemblage which is enveloped by calcite-quartz and an outer chlorite-rich subzone. Factors which control the distribution of carbonate alteration include joint systems, flow contacts, synvolcanic faults and bulk composition of the host rock.Two environments of carbonate alteration can be recognized: 1) The subsea-floor alteration zones developed within the volcanic rock succession where hydrothermal fluids did not discharge directly onto the sea floor. Insignificant gold production has come from this alteration environment. 2) Seafloor zones, which represent points of hydrothermal fluid discharge into the hydrosphere, are spatially associated with felsic volcanic rock complexes and are host to syngenetic, auriferous cherty dolomite.Carbonatized, magnesium tholeiitic basalts, which are host to the auriferous, cherty dolomite, are enriched in antimony (>0.35 ppm), boron (>30 ppm), gold (>5 ppb) and lithium (> 35 ppm), but are depleted in copper ( < 70 ppm), with respect to carbonatized basalts not associated with gold. Orerelated, altered komatiitic flows can be screened using gold (>5 ppb), lead(> 10 ppm), arsenic(> 70 ppm) and antimony (>1 ppm).The habit, petrographic characteristics and certain geochemical characteristics of the altered volcanic rocks suggest that the hydrothermal fluid was of sea-water origin."

"The benefits of modern technology can readily be identified with energy availability. A clear correlation has been established between per-capita energy consumption and the GNP for various nations. The United States is an outstanding example of a nation which has benefited from vast energy reserves. The nation is now challenged, how¬ever, by dwindling reserves and the need to develop new sources consistent with the preservation of environmental quality. The development of new, virtually inexhaustible and environmentally acceptable sources cannot be expected for several decades. Meanwhile, we will have to depend on coal, nuclear energy and/or rigorous conservation measures.The net effect of environmental considerations has been to delay and perhaps ultimately eliminate the nuclear energy option as a national energy alternative. This forces a more positive move toward coal as the next major source of electrical power. Our coal resources are large, but the use and production of coal is also a threat to the environment. Thus, we seem to be moving from one major accessible source to another due to environmental concern only to face the probability that the alternative is also environ¬mentally unacceptable.Controversies revolving about energy choices must be resolved by an analysis of the relative benefits and impacts of these two sources and others. The pattern of changing energy sources is not new. We have moved from wood to coal to oil and gas in the past and must learn to adapt in the future. Rational decisions must be made relative to the utilization of intermediate energy sources pending development of promising future approaches. A collapse of current levels of energy supply could threaten our technological society and the means to develop a new energy base."

In today?s emerging economy, pooling resources is a growing trend to reduce overall system costs. Two important resources of every maintenance department are repair shops and spare parts. In this work, we consider a system consisting of mine drills at multiple areas in a mine. In each area, a number of identical drills are operational. When a failure occurs, the defective component should be repaired in a designated repair shop. The failed component can be replaced immediately if a spare part is available. Otherwise, the drill is down until a component is repaired and put back into service. In this paper, the effect of pooling resources is examined, and the conditions under which it is beneficial to pool the resources are investigated. In addition, determining the optimal number of stand-by units, equipment or spare parts, in each case is of interest.

In recent years the global mining industry has addressed its social and environmental responsibilities and numerous factors have contributed to this. Corporate Social Responsibility (CSR) is an important part of mining company strategy for practical implementation of the goals of sustainability, transparency, accountablity and good relationships with stakeholders:- investors, employees and communities. A key stakeholder for all mining companies is the local community which is affected by the mining operations. Companies must identify the emerging social and environmental trends, study the interests and concerns of various communities, address their needs and maintain a positive relationship. The CSR programmes of Czech coal mining companies are focused on surrounding community initiatives and sustainable responsible business. Mining in the Czech Republic is subject to strict rules and regulations and supervised by the State Mining Authority. Mining projects undergo rigorous approval procedures which encompass all operational measures at the different planning levels ? such as public participation in the authorisation process for mining projects, the application of the Environmental Impact Assessment Directive, environmental sustainability programmes, innovative solutions and flexible options offered by the mining company. One very important part is the preparation of the mining-technology preconditions and developing the integrated planning process in which all socially and politically relevant subjects in the mining operation surroundings are included. In an in-depth debate, all stakeholders may jointly develop the concept, in accordance with democratic principles. The optimally conducted dialogue process needs broad communication bases, including setting up theme-related joint taskforces, together with good moderation and the highly qualified support of technical experts. Using a case study of Severoceske doly a.s. Chomutov (SD Company) and the Czech Coal Group ? Czech leaders in the extraction of brown coal, this paper aims to examine the community development approaches and the CSR effectiveness of large scale mining companies. This paper brings a review of CSR and other such voluntary initiatives in the mining industry&apos;s proactive steps to contribute to societal well-being in a meaningful way. Key studies are provided by the projects ? Region with Better Perspective?, ?Stop Dust for Healthy Brezno Village?, ?Clever Heads for the North? and ?Coal Safari?. CSR issues are managed throughout all stages of the mine operation and beyond, long after the mine closes (e.g. post-closure programmes of new landscape, alternatives for reclamation including generation of lakes in former surface mines, conceptualization of industrial heritage). Communities need to be given the opportunity to help themselves through participation in CSR projects rather than being recipients of financial gifts from the company. A fair balancing of interests is the basis of any successful cooperation.

"This case study produced for the metal mine operating in Kazakhstan, which has ventilation controlled manually and working continuously at maximum speed to keep air flowing through each part of the mine 24 hours a day. The mine auxiliary ventilation has been designed with the maximum length of ducting systems with extra air volumes to compensate for potential leakage. The mine provided auxiliary ventilation to all production stopes even to those, which for various operating reasons become temporarily inactive. However, mine safety has to consider risks associated with the deficit of fresh air for mine gases dilution and removal. The mine needs additional investments for re-designing ventilation network and therefore needs to estimate financial risks associated with it. The aim of this study is to conduct risk analysis for ventilation network optimisation processes at the operational metal mine in Kazakhstan. Mine ventilation surveys were undertaken for validation of the computerised ventilation model. The mine ventilation network modelling has been undertaken to be compliant with Kazakhstan mining regulations. Results of the mine ventilation optimisation processes were analysed in terms of financial risks for investments into reconstruction of the ventilation shafts, extension of the ventilation network, variable speed fans and automated regulators. Savings were resulted from improving ventilation system efficiency by reduce airflow in areas without mining activity and redistributing existing ventilation capacity. Based on savings derived from the optimised ventilation network an additional NPV has been received. Stochastic modelling use Monte Carlo simulation producing representation of possible outcomes for the additional NPV considering electricity pricing as a major variability. As result probability distribution for the optimised ventilation network demonstrates the additional NPV in a range of 1.6 - 2.2 million US$ in the corresponding defined value of 90%. Moreover, there is only 5% chance that the additional NPV to be less than 1.5 million US$. Conducted risk analysis for ventilation network optimisation processes gives considerations on volume of investments into the mine ventilation system.INTRODUCTIONCosts for mine ventilation are typically increasing when mines expand to deep levels. "Australia has almost twenty per cent of the Western World&apos;s low-cost uranium reserves, located mostly in the Alligator Rivers region of the Northern Territory. At present, only one uranium mill is operating in Australia, but a number of new mills are planned for the early 1980s.Details are given of Australian uranium mining and milling proposals and the measures taken to minimize their environmental impact. Major factors affecting environmental impact are discussed, including treatment of liquid wastes, water management, control of radon and other airborne releases, and disposal of tailings. IntroductionAustralia is entering a new phase in uranium mining and milling activity . In the first phase of operations, between 1954 and 1971, about 10,000 tonnes of yellowcake was produced at five locations. Most of the production came from the mines at Rum Jungle in the Northern Territory and Mary Kathleen in Queensland. In the 1960s, the demand for uranium slumped, and much of the yellowcake produced at Rum Jungle was stockpiled by the Australian Atomic Energy Commission. The early uranium processing operations in Australia were typical of overseas practice at that time. Environmental problems were generally given low priority and pollution control measures were unacceptable by today&apos;s standards. There was little or no recycling of process water, acid waste streams were not neutralized and tailings dams were poorly designed. At Rum Jungle, oxidation of sulphides in waste heaps, tailings dumps and ore stockpiles subsequently led to destruction of vegetation and heavy metal pollution in a nearby river.In the early 1970s, major uranium deposits were discovered in the Alligator Rivers region of the Northern Territory. Significant orebodies were also located in the Great Artesian Basin in South Australia, in calcrete formations in Western Australia and at several locations in Northern Queensland. According to latest available estimates. Australia has about 160/0 of the Western World&apos;s uranium recoverable below $US 80 per kg U. Mining these orebodies will require pollution control measures more stringent than practised previously in Australia."

"To counter the recent uncertainty in the rare earths market, diversify the supply source, and help meet the future demand in this sector Canada initiated development of several new rare earth deposits. In the past few years, a number of various studies on rare earths plant design have taken place mainly covering process development, process selection, and flowsheet design. The purpose of this paper is to provide an overview of known domestic and potential resources and reserves of rare earths and their status quo with a focus on the metallurgical processes using the information available in the public domain. Plant designs currently under consideration in Canada are reviewed and evaluated. An outline of the areas of opportunity for selective innovation and technology development in the rare earths flowsheet development and the associated risks and rewards is provided.INTRODUCTIONThe rare earth elements (REE) have a very small annual market, but they are categorized as very strategic metals vital to global economic growth due to their indispensability to the development of modern defence system, green technologies and electronic applications. The International Union of Applied and Pure Chemistry (IUPAC) defines the REE as the 15 elements on the lanthanide series on periodic table of elements, plus yttrium and scandium. REE are classified as light rare earth elements (LREE; La to Gd), and heavy rare earth elements (HREE; Tb to Lu). Physical properties and chemical reactivity of yttrium is similar to those of HREE, thus it is categorized as such. Properties of scandium are not similar enough to classify it as either a LREE or HREE (Weng et al., 2015; Sappin & Beaudoin, 2015).
