Many of the tailings storage facilities (TSFs) in Australia are upstream raised facilities for which the consolidation of the hydraulically deposited tailings is essential to the stability of the TSF. While much operational consideration is given to limiting the rate of rise of TSFs through careful management of deposition rates to achieve desired consolidation, the rate of embankment raise construction (RoC) is often not given the same level of consideration. Loading the tailings at too high a rate during construction could lead to upstream and potentially downstream failure of the embankment. The Tailings Retention System (TRS) at the BHP Olympic Dam Mine comprises upstream raised TSFs that are continually raised with a zoned embankment. Improving on 20 years of successful embankment raising, there was a desire to understand the acceptable RoC under varying operating conditions and assess upper construction limits to improve operational risk management. To understand the RoC, trial embankment raise construction pads were constructed at different rates and the pore pressure response of the underlying tailings material was monitored. The pore pressure data were used to calibrate the permeability and consolidation characteristics of the tailings in a finite element model (FEM) that replicated a typical embankment raise. The rate of material placement, location of the phreatic surface and construction load were varied in the FEM until failure was initiated. The results were presented as a period (in days) over which the various zones for the embankment raise could be safely constructed. The results indicate direct sensitivity to the depth to the phreatic surface prior to commencement of an embankment raise, as well as the point of application of the construction traffic load. This paper presents the study approach, challenges experienced in modelling the construction methodology, the study results and their relevance in the improvement of understanding of RoC at the BHP Olympic Dam TRS.

Resource rent tax is a form of taxation or royalty, which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax (APT). The implications of the current form of Additional Profits Tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine, if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of Additional Profits Tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation. Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional Profits Tax is both time and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory. A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with Additional Profits Tax. The review includes examples based on the structure of Additional Profits Tax which is levied in Papua New Guinea.

Reserves of high-grade quartz gravel, lignite, and timber suitable for the production of silicon metal and ferrosilicon on large scale occur within 40 miles of Bluff Harbour. Undeveloped hydroelectric power resources on the Clutha River are located within 50 miles of the most promising quartz gravel deposits while opencastable lignite, potentially suitable for electric power production, occurs in the same locality as the quartz gravels. A preliminary study of production economics indicates that the commercial feasibility of silicon/ferrosilicon production would depend mainly on the cost of electric power, total capital cost of plant, and the market value of the products. The proximity of Bluff Harbour is advantageous for the export of products.

Hydrometallurgy has a history of over 300 years with copper leaching and cementation having been exploited in Spain as far back as 1670. Since then, hydrometallurgy has become an integral, expanding branch of extractive metallurgy. This paper reviews major developments in hydrometallurgy over the past century with emphasis on recent commercial developments and their impact on the mining and metals industries. The environment in which these developments has taken place has changed significantly in the past two decades and many factors, often non-technical, have emerged as constraints on the operation of existing plants and the expansion and development of new hydrometallurgical operations. Finally, a number of possible new developments that will shape the future of hydrometallurgy in the new millennium are discussed, particularly as they relate to the assimilation of technical advances in other areas of science and engineering. The impact of current trends in the education of hydrometallurgists and the provision of research in support of these future developments is also addressed.

Australian wheat belt agriculture is causing a decline of its natural resource base. The major problem, salinity, arises from a small reduction in water consumption by agricultural crops compared to what prevailed under the prior native vegetation. This causes groundwater accumulation which, in the low relief landscapes of the wheat belt, is leading to extensive surface saturation in low landscape positions and dramatic, destructive change in the hydrological behaviour and habitat of streams and rivers. The ability of agriculture to invest in salinity control is severely limited by its long-term decline in its terms of trade. Extensive planting of perennial vegetation has the potential to increase water use and arrest the salinisation process. If these perennials were also commercially attractive, the cost of salinity treatment could be minimised. Given the difficult commercial position of food commodities, it is logical to develop ænon-foodÆ perennial crops, in particular woody crops suitable for industrial products. This paper looks at the example of Sweden, where there has been a generation of investment in developing forest harvest residue recovery, and short cycle woody crops for bioenergy, but with only limited success. In contrast, secondary residues (processing wastes) from forestry industry are readily saleable for low value uses like bioenergy. This suggests that the model woody crop must have a higher value fraction to facilitate delivery and commercial use of its lower value fractions. This model is being emulated in the development of native mallee eucalypts as short cycle woody crops in Western Australia. Some $50 million has been expended on mallee development in the past decade and this has culminated in an engineering demonstration of integrated processing. The putative high value products are activated carbon and eucalyptus oil and the residue (plus waste heat) will be converted to electricity. The potential scale on which crops of this type would be required to achieve salinity control means that many more high value and residue products will have to be developed. Metallurgical charcoal appears to be a promising product option.

Industry-sponsored research at the Julius Kruttschnitt Mineral Research Centre has produced models of high tension roll and electrostatic plate separators operating in mineral sands dry plants. The behaviour of mineral species has been characterised under a wide variety of operating conditions by extensive plant machine sampling and laboratory measurements. The effect of operating conditions on separator performance has been quantified by monitoring changes in the weight distribution of mineral species along the product splitter axis. The response of each mineral species has been modelled on a size-by-size basis using an average surface charge decay time and a variation in its surface properties. The models incorporate changes in machine, mineral and ambient conditions on the separation and predict all product flows, assays and size distributions. This paper outlines the structure of the models. These models are being implemented in JKSimSand, an user-friendly simulation software Package.

The relationship between the process variables and hydrodynamics of a downflow concurrent column (Jameson cell) was investigated in both two and three-phase systems. Gas holdups from 10 to -60 per cent were obtained at gas rates up to 15 cm/s (STP), liquid (slurry) rates up to 25 cm/s, frother concentrations of 5 and 25 ppm, and slurry density (silica) up to 1.23 g/cm3 ina 3.8 cm diameter, 190 cm high column with a 0.5 cm diameter nozzle. Gas holdup decreases with feed rate and increases with gas rate, reaching a maximum (-60 per cent) at a gas rate to feed rate ratio of about one. Gas holdups were higher with slurry compared to water as feed. Stable operation was difficult to maintain at high gas rates especially with low frother dosage; operation was not possible without some frother. Instability was characterised by loss of pool level or formation of slugs. The slugs could move up or down or remain oscillatory. A quantitative relationship between the variables and gas holdup or onset of instability was not identified. Conductivity and pressure-based techniques were successfully tested on-line for estimation of gas holdup and to judge the state of operation (eg formation of slugs).

The Geological Survey of the U.S. Department of the Interior is primarily a domestic agency whose responsibility is furnishing impartial data and analyses to the public, private, and academic sectors of the Nation. The Survey concentrates on earth-science issues, such as mapping the land surface, determining the quality and quantity of water resources, estimating the nation's endowment of fuel and nonfuel minerals, and predicting and mitigating geologic hazards, such as those inherent in the tectonically active Pacific Rim. One of the challenges to managing this program is striking a sustainable balance between concentrating on the problems society wants solved today and investing in the research that seeds our vitality for the future. The Geological Survey's role in the Pacific results from the Nation's geography and the Nation's long standing interest in and commitment to the region. The longest segment of the U.S. coastline borders the Pacific Ocean, one of our states is a Mid-Pacific island chain, our lands are 80 degrees--nearly one-fourth--of the Pacific perimeter, and our Exclusive Economic Zone (EEZ) underlies significant parts of the eastern, northern, and central Pacific waters. Thus, the program of marine and terrestrial science operating in these areas make substantial contributions to the world's growing understanding of the Pacific realm.

The Kanowna Belle gold mine in Western Australia has reached a depth of 1000 m on the way to 1300 m. A feasibility study undertaken in 2006 identified the mining of E-Block as both technically and commercially feasible. One of the major risks identified in the study was the ventilation capacity, as the existing primary ventilation system would not support the production schedule for mining and a major system upgrade would be required. Failure to provide the necessary airflow would put the project at risk. A review of the airflow requirements and infrastructure options detailed in the feasibility study was undertaken to ensure that the assumptions and design were optimised. This review recommended a minimum airflow of 206 m3/s, but by acknowledging the necessary constraints imposed by mining at depth and re-engineering the mine layout to optimise the primary ventilation circuit, this requirement was reduced to 160 m3/s. This represents a 22 per cent reduction in airflow and a reduction in capital cost that will see mining at depth become economically feasible at Kanowna Belle. This paper discusses the processes that led to a redesign of the mining layout and highlights the importance of including the ventilation network in the optimisation process.

AMC has completed a number of backfill options studies, including several in recent years for large, three-dimensional orebodies involving total extraction by longhole open stoping with backfill. This has led to the development of a thorough review methodology that assists in the selection of the most appropriate backfill system and the most economic mixes to achieve the required performance. A recently developed design tool has simplified the calculation of backfill strengths for various exposure dimensions and automatically determines strengths incrementally over the height of a stope. Using a generic orebody with a plan dimension of 120 m wide by 360 m long, several different stoping layouts have been analysed to determine the effect of stope dimensions and sequencing on backfill strength requirements. This has been done for stope heights from 50 m to 300 m, in 50 m increments. The required strengths have been calculated in slices and summarised for each stope in four equal layers. The average strength requirement for each layout at each stope height has been compared graphically. For all stope heights, a panel stope layout that minimises the proportion of primary stopes results in a lower average strength requirement than grid layouts on a checkerboard pattern. However, for very high stopes, smaller plan dimensions become more economic. The increase in required strength with stope height is non-linear, making taller stopes potentially more attractive. The main cost factor in most backfills is the rate of binder addition, which is closely related to the strength required. By choosing a layout that minimises the backfill strength requirement, significant savings in binder addition rates and overall costs can be achieved. These must, of course, be weighed against other factors to determine the optimum stoping layout and backfill system.

Raiseboring is a technique that has become popular in modem mining engineering since the early 1960s. A study has been undertaken at the University of Queensland to determine important factors affecting the optimum diameter of raisebored shafts, excluding local parameters such as the maximwn excavation size that a particular rock type can safely accommodate.This model is used to examine each of these factors and the results indicate that the optimum diameter for raisebored shafts is generally between four and six metres.

As copper reserves deepen, they are becoming increasingly less pure. Penalty elements such as arsenic, antimony and bismuth are occurring in increasing concentrations. Environmental issues with smelters are leading to increases in penalty rates for these elements such that some concentrates may become difficult to sell. Arsenic concentration in Rosebery copper concentrates during 2010 varied between 3000 and 8500 ppm. Arsenic levels above 5000 ppm can preclude import to some customer countries. Optical mineralogy has indicated that arsenic in Rosebery copper concentrates is most commonly associated with tennantite (Cu12As4S13) in solid solution with tetrahedrite (Cu12As4S13). In addition, silver reports to concentrate as freibergite (Cu12As4S13 ). A reduction in arsenic content will therefore lead to a concurrent reduction in the silver content.A literature review by Long, Peng and Bradshaw (2012) indicated that arsenic bearing minerals could be removed using potential controlled flotation. Some success in reducing the amount of arsenic had also been reported using either roasting or chemical depression using reagents such as lime and cyanide. Due to the location of the Rosebery concentrator adjacent to world heritage listed temperate rainforest, the use of a roaster or cyanide was immediately discounted. Lime is already used as a reagent in the Rosebery flow sheet, so could be considered as a potential arsenic depressant.In order to determine a method of separating out the high arsenic bearing minerals, two series of flotation tests were conducted. The first series investigated the effect of pulp potential on the recovery of copper, silver and arsenic minerals; a second series investigated the effect of pH, froth depth and regrind.CITATION:Long, G, Peng, Y and Bradshaw, D J, 2012. During the last century Allis-Chalmers has supplied many screens of various types to industry, from revolving screens to the large capacity highly efficient screen available today. The features incorporated over these years in horizontal and inclined screens are varied and numerous and include many innovations such as tri-and bi-sloped screen decks. Today the emphasis is on wide vibrating screens with good "G" value, with large "throw", to achieve high capacity. Larger screens lead the way to treating a somewhat neglected area of mining operations - that of concentrator mine flotation tailings to allow effective transportation and stacking by conveyor belt. The benefits from a cost, water saving and environment view point are discussed in this paper.

Concentration ranges are presented for 15 trace elements not previously reported in Australian bituminous coals. The results were obtained by instrumental neutron activation analysis, which has sufficiently high sensitivity to enable determination of many elements directly in coal at concentrations less than a few µg/g. The ranges found in Australian coal are similar to the ranges reported in North American bituminous coals.

Separator performance is evaluated by the so-called separation efficiency. The concept of efficiency in mineral dressing operations must be interpreted with considerable care. Although qualitative use of term efficiency is valid and useful, difficulties arise in expressing it quantitatively because two conflicting criteria, grade and recovery are normally involved in its evaluation. It is undesirable to express efficiency as a single value, even though this is frequently done in practice, since there are strictly speaking an infinite number of combinations of grade and recovery that can give that one value. Inefficiencies in processes can be attributed to three broad sources: mineral limitations as represented by the separability curves, equipment limitations (which prevent the maximum separation indicated by the separability curves), and human failure to minimise these inefficiencies. In the present paper, the efficiency of a two-constituent separation process has been examined. The separation process has been evaluated by comparing the sharpness factor of the actual, the absolutely efficient and the absolutely inefficient operations.

Until the early 1960s the world aluminium industry was dominated by six principle pro- ducers with integrated activities from bauxite mining to aluminium production. The growth in consumption of aluminium since that time and the emergence of additional producers has broadened the market for bauxite. In addition the increase in the optimum size of alumina refin- eries has influenced competing metal producers to unite in large joint ventures to minimize alumina costs. From these bases the paper examines present and likely future markets for Australian bauxite; differing marketing phil- osophies for serving those markets; factors influencing successful marketing; and the sources and relative strength of competition which Australia faces.

Glencore’s Mount Isa Mines Limited (MIM) operates the Mount Isa open cut and underground copper (Cu) and zinc-lead (Zn/Pb) mines near Mount Isa in Queensland, Australia. Tailings from processed Cu and Zn-Pb ore is contained in a 1,315 ha shallow (< 35 m deep) multi-cell valley fill tailings storage facility (TSF). Static geochemical testing conducted by MIM over the life of mine (LoM) verifies that the Cu, and Zn-Pb tailings has a wide range in sulfide content and diverse mineralogy with significant acid neutralising capacity (ANC) in some samples. The tailings are predominantly classified as potentially acid forming (PAF) using static analytical methods. Kinetic leach testing using free draining columns and humidity cell tests simulating tailings placed on the surface of the TSF suggest that the tailings samples are likely to remain non-acid forming (NAF) for 10 to 40 years under aerial exposure, and much longer than this under saturated conditions within the TSF. During this period of weathering, as ANC is depleted, the neutral pH drainage may contain elevated concentrations of some elements including sulfate, manganese and zinc. Improved process control can be achieved through the accurate and reliable on-line measurement of critical process parameters in real time. Over the past few decades on-line analysis techniques have been developed and applied in the mineral and energy industries for the measurement of process stream composition, mineralogy, particle size and flow rates. This has led to increased throughput and product quality while reducing processing costs and minimising emissions. The support of a sustainable mineral processing industry will require the further development of on-line analysis and control technologies. The application of developments in instrumentation combined with improved control strategies will lead to improvements in process efficiency resulting in large economic benefits to the industry, reduced energy usage and lower process emissions. There is a clear convergence of interests in being able to better measure and control minerals processing in terms of the triple bottom line of economic, social and environmental impacts. Technology is increasingly becoming available enabling measurement across the entire spectrum of minerals processing from mining to hydrometallurgy and pyrometallurgy. CSIRO is developing a range of these new technologies. A number of these developments are discussed in the present paper, namely: on-line particle size analysis and acoustic emission methods to enhance the control and optimisation of grinding circuits; on-line mineralogy of dry powders and slurries; on-line bulk elemental analysers for application on conveyor belts and in smelters; and the development of new sensing technologies for sorting base metal ores.

A number of cooperative studies have been carried out as preliminary work for drafting a standard for application of granulated slag sand for concrete, and the following conclusions were reached 1 The ten kinds of granulated slag sands pro- duced in Japan satisfy the national standard for fine aggregate in terms of physical and chemical properties. 2 Mortar and concrete tests conducted with granulated slag sand revealed that, although with slight differences in the extent, gran- ulated slag sands used in these tests were applicable'as fine aggregate for concrete, 3 The pumpability test by a concrete pump carried out on concrete with two kinds of now commercially available granulated slag sand demonstrated that the pump pressure feeding is applicable in the same manner as in the case of ordinary concrete. These tests permitted' preparation of a draft standard for application of granulated slag sand, and the results formed the first step toward utilizing this material as a sub- stitute for natural sand.

Although the conventional procedures for designing agitator flotation plants are well-known and reliable, little experience for designing modem pneumatic flotation plants has been gained up to now. A reliable procedure originating from graphic methods for the design of distillation columns is presented. Examples demonstrate on laboratory and semi-technical scale the application of this extremely practical method for designing a fly ash and a magnesite flotation plant.
