University education in Australia is changing, driven by greater market orientation, reduced funding available per student, especially in the higher-cost minerals industry disciplines, and the call for more flexible delivery of subjects and courses to meet changing lifestyles and expectations. The opportunity exists for a true partnership to develop between industry, government and academia that will reshape minerals education in Australia and secure the future supply of the specialists industry needs to maintain international competitiveness. If this partnership does not emerge, it is anticipated that AustraliaÆs somewhat fragmented and unstable higher education system, especially in the disciplines of particular relevance to the minerals industry, will be put under further pressure so decreasing its effectiveness to produce quality graduates. The Minerals Council of Australia in 1998 published æBack from the BrinkÆ, a discussion paper which proposed strategies to build a world class minerals tertiary education system in Australia. Those strategies are now being implemented collaboratively with principal emphasis on the disciplines of mining engineering, metallurgy and earth science and as far as process is concerned, on the necessity to æcooperate to competeÆ. For metallurgy, the challenge is to integrate more closely undergraduate teaching with the existing world-class research centres and to link the tertiary institutions in such a manner that the strengths of all components are harnessed and then made available nationally in major population centres and at remote sites where appropriate. For industry the challenge is to build effective partnerships with the academic community that will enable and assist the agreed course of action to take place.

Mining and beneficiation can be described as sequential processes of separation of valuable minerals from waste. There is a great deal of interest in how the industry can be more effective – and efficient – with these processes. In particular, many mining companies are looking towards digital technologies to improve precision mining practices; that is, the targeted identification and separation of valuable ore from waste during the mining process. Operations in an underground drill site have to co-exist within the mineÆs ventilation and operational system. The space requirements of a drilling operation have to be adapted to the limitations provided in available site space, which is usually defined by standard mining operations and geotechnical influences. These limitations affect borehole design, equipment positioning in the site layout and possible interactions with mining equipment and services such as water and power supply.The ventilation requirements for drill sites and the means employed vary with depth of the site, space and likely presence of gas. All drilling operations provide a particular service for the mine and in each case, drilling must operate in a manner which controls all gas, water and cuttings returning from the borehole. The various standpiping systems employed have evolved under differing influences and must cater for conditions during and after the drilling operations.The influences that gas content, pressure and flow, rib stability, cleat direction, borehole length, potential water pressure and flow have on a mineÆs operation and ventilation systems have to be considered in the design of standpipe length, diameter and fittings. Past history has a strong influence on common practice while worst case effects of a possible in-hole event should be catered for.This paper describes the early drilling systems and their limitations in ventilation and gas management. The drill site dimensions and set-up are discussed in the context of roadway conditions, equipment layout, ventilation and logistics. The use of standpiping to control all returns from the borehole is illustrated by referring to likely scenarios in a drilling site to achieve the most effective sealed depth to accommodate the worst case possibility of intersecting high pressure gas or water during the drilling operation. Mining is an activity which has, in the past, been regarded as often leaving land in a condition unfit for further use. As the need for development that is both economic and ecologically sustainable has grown, so the issue of re-use of land after mining has become significant. During operation it is usual that mine environmental conditions which minimise unnecessary or avoidable environmental impact are agreed with the regulatory authorities . These conditions are usually set down in such a way that they can be interpreted reasonably well by both miners and regulators. However, the conditions to be met by a mining company before it can be absolved of responsibility of a site are often less clear. The close-out criteria by which the success of rehabilitation programs will be judged have received little attention in the past. These conditions are now growing in importance as the costs of rehabilitation of a mine site to an agreed post-mining land use assume greater significance in the economics of mining. This paper briefly describes the status of close-out criteria presently being applied across Australia. A comparison is made with similar guidelines from other countries.

Mining activity has been an integral component in the New Zealand economy since the early days of European settlement. Recently in common with other Pacific Rim countries there has been a resurgence of investment in gold. A sustained and increasing exploration effort has resulted in the rapid development of alluvial gold mining operations, a number of hard rock gold discoveries, and a general optimism about New Zealand's prospectivity. New Zealand's attitude to mining development, in particular hard rock gold mining is influenced by high environmental values and a concern, largely through absence of examples, that modern mining may not perform to community standards. While these environmental concerns are wide spread there is a growing realisation that gold mining, if properly managed, can take place within acceptable environmental standards and that it has the potential to contribute significantly to New Zealand's economy. New mining developments have an important role to play in this process. The mining industry in New Zealand is now at a crossroads. Having invested substantially and confirmed the potential for gold mining developments it has found itself in a rapidly changing economic environment as the Labour Government puts in place a number of fundamental economic reforms. The reforms are intended to free up the economy removing the rafts of subsidies and protective measures which have stultified initiative and growth. A fundamental reform of the public service has been initiated including corporatisation of trading activities and the establishment of a Department of Conservation to administer estensive areas of Crown land. Both petroleum and mining taxation are being reviewed with the intention of creating a more neutral competitive environment. Mining legislation is also being re-examined with both efficiency and equity objectives. While the current environment is characterised by uncertainty and rapid change, the outcome will be a more market-oriented stable policy environment, to the mutual benefit of the industry itself and the New Zealand Community.

The installation of on-line analysis systems in the open-pit mines of the Public Power Corporation SA (PPC, the state-owned electricity entity of Greece) is considered to be the key-parameter for performing improved quality control and blending/homogenisation of the produced lignite. In order to investigate the accuracy of these systems under the site-specific conditions of the Greek lignite deposits, a research project was carried out. This was necessary since there is lack of experience in using on-line analysers in mines that produce a fuel of such a poor and largely fluctuating quality. After thorough market research, a dual energy gamma ray transmission on-line ash analyser was installed in Kardia mine of Ptolemais û Amynteon Lignite Centre, which is located in West Macedonia, Greece. The initial results obtained after the realisation of a series of dual-comparison trials (ie using two series of reference values that allow three-way comparisons) pointed out several problems that obstacle the achievement of high accuracy on-line measurements. More specifically, the measurements obtained by the analyser were higher than the concentrations determined by the two laboratories when the ash content was lower than 12 per cent (in wet basis). On the contrary, when the ash content was higher than 12 per cent, the measurements of the on-line analyser were lower than the concentrations determined by the laboratories. In other words, the range of the measurements obtained by the analyser was narrower than that corresponding to the lab analyses results. Therefore, the use of this on-line analysis system under the site-specific operating conditions of Kardia mine does not guarantee improved quality control of the lignite fed to the mine-mouth located power plant. Most probable reasons that explain the above-mentioned problems are the following: The frequent and widely ranging fluctuations of the chemical and mineralogical composition of the lignite transported by the conveyor belt, especially as far as its calcium content is concerned. This result from the nature and the origin of the mineral matter co-excavated with the lignite, which varies from calcareous marls to sands and clays rich in aluminium and silica minerals. The fluctuations of the lignite quantity transported by the conveyor belt. The change of the linear concentration of iron contained in the fabric of different belt parts.

A system of decline mine entries and ore haulages has been designed for the Mt. Windarra mine. This choice was controlled by the nature of the ore- bodies, the mining method chosen and the capital cost of development re- quired for production. Mine entries are being driven 4 metres high and 5.5 metres wide and decline at 11%, to accommodate diesel haulage vehicles of 35 tonnes capacity. The.Mount Windarra haulage system and the design parameters used in its selection and design are discussed, and general design and selection parameters are proposed.

The placement of sulfidic waste below the groundwater table ensures limited interaction with the hydrosphere and suppression of sulfide oxidation. However, if sulfidic waste is placed above the groundwater table and remains uncovered, the backfill becomes part of the unsaturated zone and is exposed to atmospheric oxygen and leaching. This study aims to establish the leaching behaviour of sulfidic waste placed above the groundwater table and the impact of such leachate on the local aquifer at the Thalanga base metal mine. Mining of the Thalanga copper-lead-zinc deposit resulted in a large final mining void (600 m + 150 m + 70 m) and extensive underground workings. The underground workings were partly filled with tailings and the open pit was partly backfilled with acid producing sulfidic waste rock. In addition, the pit serves as a sink for acidic run-off from adjacent waste rock piles and mine workings. To date, the backfill of sulfidic waste rock placed into the pit has not been capped with benign materials and for most of the dry season, the surface of the backfill is covered by melanterite-type efflorescences. Results of kinetic column leach experiments conducted on the sulfidic waste indicate that Cd, Cu, Zn and SO4 rich waters migrate from the backfilled sulfidic waste into the local unconfined aquifer. However, the seepage of alkaline (pH 7.3 - 8.0), high conductivity (>10 000 ¦S/cm) tailings waters into the remaining pit void clearly shows that the acid leachate originating from the sulfidic waste rock does not impact beyond the waste repository and its immediate environment. Geochemical modelling implies that minimal or no mixing occurs between the acid waste rock leachate and the alkaline tailings waters.

The volcanic successions that host massive sulphide deposits are diverse in composition, facies types and facies relationships. They also show a variety of spatial and temporal relationships to mineralisation. In many examples, such as the Koongie Park Formation in Western Australia, the host succession includes more or less conformable syn-volcanic sills with peperitic contacts. Such sills can be an important source of heat for fluid circulation, influencing patterns of hydrothermal alteration and the location of co-eval and later mineralisation. The impact of syn-volcanic sills on the host succession depends in part on the initial porosity and permeability of the enclosing facies. The special properties of glassy pumice û being highly porous, permeable, and reactive û allow pumice-rich facies to preferentially focus hydrothermal fluid flow. However, the same properties promote early alteration and porosity reduction. Hence, the diagenetic and compaction history of pumiceous facies strongly influences their potential to host massive sulphide mineralisation. In contrast to pumice, dense glass has relatively low porosity, at least initially, and does not compact. Non-vesicular glass is a major component of submarine lavas, syn-volcanic intrusions and some volcaniclastic facies. However, especially in submarine settings, dense glass is commonly intensely perlitically fractured soon after eruption. The fractures greatly increase the porosity and permeability, locally accelerating diagenetic and hydrothermal alteration. In addition to false pyroclastic textures, altered perlite may exhibit false porphyritic textures. Silica- or feldspar-altered perlite kernels surrounded by intensely altered phyllosilicate domains can resemble phenocrysts in a fine grained groundmass.

High specification Prompt Gamma Neutron Activation Analysis (PGNAA) has been successfully applied to conveyed flows at iron ore operations since 2002 to representatively measure ore quality for improved quality management and process control. While the PGNAA technique has changed little since that time, significant improvements have been made in measurement capability. Elements previously unable to be measured well or at all using this technique are now measurable and one of these is phosphorus. Aluminium and magnesium are also key elements in addition to calcium and silicon in determining sinter basicity in ironmaking. Other elements measured routinely in iron ores include iron, carbon, potassium, sulfur and manganese. The benefits of representative measurement cannot be overstated as iron ore mining operations in South Africa, Europe, Australia, Asia and the Americas have discovered. The technology is applicable to any conveyed flow where elemental analysis in real time assists with quality management, from raw materials in ironmaking through to scrap steel in steelmaking and coal quality for coke-making. Major benefits are realised when raw material processing is optimised and this often includes diversion of material meeting a required quality so it can bypass unnecessary processing. This includes waste rock which can be diverted from a plant feed stream in 30 sec increments or ore that meets product quality being diverted to bypass beneficiation. Analysers are successfully utilised to identify ore types that assist with upgrade optimisation in jig plants; measuring feed, product and discard flows to also account for metal content. Product flows to stockpiles help manage production flows and stockpile qualities for different products and assist in blending ores into trains or ships to confirm specification compliance. Technologies can be used in magnetite processing but are predominantly used in hematite and goethite ore processing operations. The paper details examples of the above applications at various operational sites providing estimates of economic benefit as well as operational improvements.

Previous papers at Metplant conferences have covered the options for crushing and grinding circuit selection. High Pressure Grinding Rolls (HPGR) may have considerable advantages over autogenous milling circuits but test work and evaluating different grinding circuits must be done to establish which circuit provides the best option. The Hawsons low grade magnetite project provides a specific example in using thorough test work, careful simulations and detail in design to allow the evaluation of grinding circuit performance. Fortunately tools are available for this evaluation and the test work for the Hawsons iron ore is detailed in this paper. The results of the test work and simulation indicates that although the Hawsons iron ore is competent in terms of autogenous milling given the medium hardness of the ore in the Drop Tests, the HPGR testing indicates that the use of HPGR is likely to use half the energy requirement. This is a characteristic of the Hawsons iron ore and is likely to be valid for other iron ores in the Braemer Iron Formation which stretches from the Hawsons lease in New South Wales to Razor Back and South Dam in South Australia. The Hawsons magnetite iron ore resource has been known from the early 1960s when CRA explored the area. However, the Pilbara region was discovered in this era and this led to development of high grade direct shipping grade hematite ores. Carpentaria Exploration (Capex) rediscovered the magnetite whilst undertaking multi-commodity exploration in the Broken Hill district during 2009. The magnetite grade was found to be low at around 16% Davis Tube mass recovery (DTR) but despite this, the project provides a positive business case as a result of the following key factors:• The mineralisation is particularly soft for crushing and grinding with a Bond Work Index of 6.3.• The mineralised rock fractures easily preferentially along grain boundaries.• The location is close to mining infrastructure and a skilled workforce in Broken Hill, 60km to the North East.• It is close to road and rail infrastructure for access to the resource.• The only contaminant in concentrate is silica.• The resource contains many billions of tonnes of magnetite mineralisation.The low Bond Work index is a key characteristic of the Hawsons iron ore and the use of autogenous milling and HPGR circuits is compared to other iron ores indicating why the plant energy requirement may be just as important as iron ore grades.

A regional scale prospectivity model was developed for Papua New Guinea (PNG) to identify areas of porphyry Cu-Au mineralisation. Weights of evidence modeling techniques were used to determine spatial correlations between porphyry Cu-Au mines and predictive maps created from available spatial data. These predictive maps were then combined into a final prospectivity map. Despite limited regional scale data the model has successfully identified areas of known porphyry mineralisation as prospective and has also identified areas where new mineralised systems may be discovered with further exploration. The Port of Port Hedland is the largest bulk export terminal in the world and is one of Australia’s most important pieces of economic infrastructure. BHP is the largest Port user to support the export of iron ore products from mines located within the Pilbara region of Western Australia (WA). BHP’s priority is the safety and well-being of its workforce and the communities where it operates. In a recent regulatory application to increase export capacity, BHP committed to the deployment of wind fences to reduce wind erosion from stockpiled ore. Wind erosion from stockpiles was identified through inverse modelling as the most significant dust source compared to other sources such as stackers, reclaimers, shiploaders and transfer stations. The primary cause of dust emissions from stockpiles is dust lift-off during high wind conditions. BHP proposed the installation of wind fences across its Port Hedland operations, targeted at reducing emissions from wind dependent sources, primarily stockpiles, by reducing the wind speed downwind of the wind fence. Modelling predicts that installation of the wind fence will significantly reduce emissions from stockpiles, particularly at BHP’s western operations (Finucane Island). To be effective in shielding stockyards and reducing wind speeds, the wind fences are located upwind and as close as practical to the open stockyards. BHP’s wind fence design incorporates learnings from other existing installations and has been tailored for Port Hedland’s cyclonic conditions. The wind fence will be higher than the stockpile height, with a mesh porosity of approximately 50 per cent. The mesh porosity allows some of the wind to pass through the mesh. This reduces the wind turbulence downstream of the wind fence, as opposed to a solid wind fence, which increases downwind turbulence, resulting in increased dust.

Traditional methods of resource modelling and mine planning rely upon geostatistical methods applied to exploration drill core data to derive a three dimensional model of the distribution of metal grades, quantised into rectangular prisms or blocks. The resulting block model is a primary input into short, medium and long term mine planning. However, block attributes are averaged or interpolated over a complete block, meaning that information at smaller scales is lost to the mine planning process. Grade engineering for new mining methods, such as the development of more accurately controlled blast designs, continuous miners for hard rock and sensors for rock properties that can be distributed along the operations process and value chain, allows excavation to be much more selective than traditional blasting, and provides data for driving earlier separation of waste from ore. This selectivity can be optimised if the resolution of resource models can match or exceed the spatial resolution of selective mining technologies. Opportunities for selective mining increase as a deposit becomes more heterogeneous. This leads to an interest in methods for estimating the distribution and characteristics of mineral heterogeneity within the ore-body. The new South Australian Mining Act be came operative in July, 1972. It provides appropriate updated legislation covering pro- specting, exploration and development of mining properties. Anomalies inherent in earlier legislation which provided for the private ownership of minerals in certain areas have been overcome by the vesting of the property in. all minerals in the Crown. Appropriate transition- al and long term provisions protect the right of individuals thereby divested of their former property in minerals. In the matter of pro- specting for and quarrying of extractive minerals, the rights of landowners have been formally recognized, and the concept of rehab- ilitation of quarried areas has been introduced utilizing money provided from a royalty fund especially established for this purpose. Con- temporary company exploration practice is catered for under a new exploration tenement and at the same time the legislation makes provision for the interests of individual pro- spectors. Special provisions have been enacted to cope with the rapidly developing opal mining industry. A feature of the new Act is the introduction of legislation which recognizes enlightened contemporary thinking on the matter of environmental considerations. While international coal trading operations often involve relatively small contract quantities, delivered over short periods or even in single shipments, most coal is supplied under long term arrangements. In entering into these arrangements the customer needs to be assured that coal of suitable and consistent quality can be supplied for their duration in the volume required. A detailed knowledge of the mine and transport system is required and must be presented from the customer's perspective.

Passive systems for the treatment of acid mine drainage (AMD) are typically more economic in the long term than active systems. Various flow charts for treatment selection have been prepared by scientists in the USA, however, they have typically not included a variable important at New Zealand AMD sites on the West Coast: topography and available land area. Very steep topography, dense and often protected vegetation (and animals such as snails), and a high-rainfall climate result in AMD with very high flow rates in locations with very limited space for remediation. Flow charts specific to New Zealand have been prepared which accommodate topography and available land area. Parameters necessary to use the flow charts are iron and aluminium concentrations, pH, ferrous to ferric iron ratio, dissolved oxygen concentration, topography and available land area. Prior to full scale construction, is it recommended that flow rates be quantified, small-scale trials be conducted, and cost, effectiveness, limitations, and risk of failure be reviewed for various options. One full-scale remediation system has been installed in New Zealand based on this methodology and another is planned. The performance of these systems, as well as future systems to be installed, will be used to validate these treatment system flow charts.

EARLY HISTORYIt is 91 years since the epic discovery of gold at the eastern end of Kalgoorlie's main street appropriately named Hannan's Street after the prospector who found the first gold here on17 June, 1893.The Spirit that motivated the early prospectors in their search for gold in this thirsty sun-burned land, unmapped, uncompromising and difficult is characteristic of gold prospectors the world over. Conditions have changed since then substituting comparative comfort for previous austerity and privation, but the quest-ing spirit, the everlasting optimism, the perseverance in the face of frustration .and disappointment still exists.It exists with the prospector who more often than not is a company geologist; it exists with the shareholder enjoying through his investment a vicarious participation in this wonderful, exciting industry and not the least with those people who have chosen the goldmining industry as their career.
