You wouldnÆt start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players canÆt produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International PowerÆs Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power HazelwoodÆs (IPRH) experience are: that the clear set of project principles and guiding values ensured delivery of a robust plan; a robust plan can withstand significant change; and value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

International mineral disclosure standards and guidelines aligned with the CRIRSCO (Committee for Mineral Reserves International Reporting Standards) template were developed to inform stakeholders about the relative accuracy and confidence levels of publicly reported information and to support investment decisions, particularly when advancing projects through different development stages. The traditional stages range from early to advanced exploration, through pre-development (with Mineral Resources and pre-feasibility and/or feasibility levels of study) before the final development stages, where a decision to proceed with construction or production (or both) is made. The traditional definition of Mineral Resource and Ore/Mineral Reserve classification categories and techno-economic study levels (including Preliminary Economic Assessment (PEA), Scoping Study (SS), Pre-Feasibility Study (PFS) and Feasibility Study (FS)) were defined with pre-development project assessment in mind. As such, these definitions are not necessarily well aligned to the reporting structures required by operating mines which need to consider a range of timelines spanning short to long-term operating conditions. However, the same terminology and definitions are used, or expected to be used, by both project developers and mine operators when reporting resources, reserves and techno-economic study outcomes. This paper discusses how various stakeholders in the minerals industry (including competent/qualified persons, mining company leaders, investors, lenders and regulators), generally interpret the definitions of Mineral Resource and Ore Reserve categories in terms of the relative accuracy of the estimates, their link to techno-economic study levels and their contribution to life-of-mine (LOM) schedules. The paper examines the degree to which mining companies recognise, and apply, enhanced operational knowledge to reflect short-term views of the relative accuracy and confidence levels associated with publicly reported Mineral Resource and Ore Reserve estimates and forecasts. Furthermore, this paper explores how this knowledge is applied to support ongoing Mineral Resource, and particularly Ore Reserve, generation and reporting. This paper is informed by public data and responses to an internal survey prepared by the authors and completed in 2021 by several mining companies.

It is imperative to be proactive in correctly identifying all stakeholders and initiating early contact. This builds trust relationships, which are essential to ensure future decision-making processes are streamlined.Often neglected is a company’s obligation to select the correct team to represent its values and mission. The company requires representation that demonstrates an understanding and commitment to its operations and people, the safety and health of the community and environment, and most importantly, represents the decision makers. Stakeholders need to believe that the engagement process is genuine and that the company representatives are aligned towards targeted outcomes that will benefit all stakeholders in some way.Among others, stakeholders include shareholders, staff, families, community, service and supply providers, regulators, land managers and the political/financial framework. Depending upon the mineral product, stakeholders may include ports, international offtake clients and those along the route. New stakeholders continually evolve during mine life, and the engagement process requires an investor–community–public relations (IR/CR/PR) team to anticipate change and actively scan perception and chatter.Successful communication is more than delivering a message; it is about engaging stakeholders and confirming the feedback loop to ensure the correct message is communicated and the relationship is strengthened.The nature of the mining company’s branding and the public’s perception of company intentions will dictate whether there is willingness to allow the company to follow its desired path. An in-depth process model was developed for the pyrometallurgical, off-gas systems and water balance of the Kalgoorlie Nickel Smelter. This model was used to assess plant capacity with changing concentrate grades, increased throughput and tighter environmental emissions under a range of potential future operating conditions. Comparison of modelled results allowed for flow sheet optimisation across a range of metrics including sustainability, processing capacity and costs. Process modelling software, METSIM® (ver 2020.06 by METSIM International), was used to simulate the flash furnace, integrated electric slag cleaning furnace, Pierce-Smith converters, matte granulation, waste heat boiler, hot gas handling equipment, wet gas cleaning plant and acid plant. The METSIM® model was divided into three separate, yet interconnected models: metals, off-gas and water balancing. This allowed for improved modelling efficiency and traceability while minimising manual error. The METSIM® model was supported by inputs from other specialised software. Chemical thermodynamics software, FactSage™ (ver 8.2 by GTT Technologies), was used to establish relationships for the flash furnace fluxing strategy and determine the operating temperature. Arena® (ver 16.0 by Rockwell Automation), a discrete event modelling software, was used to simulate material movements within the aisle as well as Pierce-Smith converter operation, allowing for integration with upstream and downstream systems. A dynamic data exchange (DDE) was used to connect the results of each software package, interfacing through Excel® (version 4203 by Microsoft). The integration between models provided a streamlined approach to test capacity, bottlenecks, water consumption and emissions under a range of operating conditions, enabling a more robust process. Further downstream modelling techniques were used to assess mechanical equipment. METSIM® outputs provided key parameters for combustion assessments using computational fluid dynamics and finite element analysis for the furnace mechanical design.

HPGRs (high pressure grinding rolls) have been developed within the last decades for energy efficient processing of a wide variety of ores. Special interest has been raised by projects increasing the capacities of processing plants by installing HPGRs prior to ball mills. Bond ball mill tests have been used for decades as a base for ball mill dimensioning in mineral circuits. For final CAPEXOPEX considerations of the processing circuit, one key question is about the level of grinding energy split between HPGR and downstream grinding stages. This is especially interesting if the downstream process comprises multiple grinding stages combined with separation steps. The paper presents investigations on grinding energy consumption, size distribution and microfracturing of HPGR products, which affect the efficiency of the whole comminution and sorting process.

The complexities of mining in current economic conditions, where ore extraction schedules are varied on a weekly basis so as to ensure constant supply to the process plant, can result in a number of scenarios that pose geotechnical challenges. This paper presents a case study where alterations in the mining schedule of a particular mine resulted in the necessity to mine under a large uncompacted embankment, ie integrated tailings and mine waste landform. To effectively ensure that ore recovery was maximised, a well-designed slope monitoring system to evaluate design performance and to provide timely warning of impending failures was imperative. In order for an appropriate slope monitoring strategy to be developed, a thorough understanding of the potential slope failure mechanisms, capabilities and limitations of available monitoring techniques is required. Communication of the monitoring results and response strategy to alarms generated by monitoring systems must also be carefully considered to maximise effectiveness. The results of preliminary stability modelling can be used to guide the design of a monitoring system, which in turn can then generate data which can be used to iteratively refine the geotechnical model. Bauxite mining on Cape York Peninsula (CYP) commenced in the early 1960s in the region surrounding the town of Weipa. Rio Tinto Alcan (RTA) operates its bauxite mines on the homelands of 11 Indigenous Traditional Owner groups. The mining activity currently operates under three Aboriginal Agreements including an Indigenous Land Use Agreement – the Western Cape Communities Coexistence Agreement (WCCCA) – which provides RTA with access to the land in return for a range of benefits to the Traditional Owners, including employment, training, royalty payments and future relinquishment of the land (Klimenko and Evans, 2009). Despite reports of some ‘good progress’ in meeting the terms of the WCCCA (Klimenko and Evans, 2009, p 5), many of the region’s Traditional Owners remain dissatisfied. "Large-scale mine reclamation has taken place recently in response to the implementation of mining regulations in China. Effective monitoring of the progress of reclaimed land is a critical procedure to assess the quality of reclamation program and to ensure that mining enterprises fulfill their reclamation responsibilities. The present paper reports a preliminary study that examines the situation of mine land reclamation monitoring. Based on the monitoring, some general requirements for mined land reclamation have been proposed, including: the monitoring should be systematic and comprehensive the monitoring should be adapted to specific local conditions the monitoring should be reasonably optimised via scientific methods and technology the monitoring should stick to a variety of national technical criteria.The aim of land reclamation monitoring is to evaluate changes of critical indicators closely reflecting the development trend of the reclaimed mined land, to develop or improve the criteria and technical parameters specific to the site, and to prevent secondary environmental degradation. Based on these requirements and aim, the monitoring should cover the progress of reclamation, establishment of vegetation and plant community development; and recovery of land and water quality in the reclamation area. In flotation, the selection of the size, number and type of cell for a particular duty depends on two important factors. Firstly, the required flotation residence time and secondly, the physical constraints of how much concentrate can be recovered for a given froth surface area and concentrate lip length. The residence time is influenced by ore type and characteristics such as liberation, kinetics and reagent dosage. The amount of concentrate that can be recovered for a given froth surface area and lip length depends on ore type and other characteristics such as particle size, specific gravity and mineral grade. Residence time is determined through a combination of laboratory-scale test work and design scale-up factors. However the critical froth transport parameters such as froth carry rate and froth lip loading cannot be determined in a laboratory. This is because the froth is scraped during a laboratory flotation test and thus does not exhibit natural behaviour, and it is not possible to scale-up froth transport distance or air rate. These values are generally compared via calculation to rule-of-thumb maximum values to establish if these values will be exceeded by the flotation cell selection.This paper first reviews these critical froth transport parameters and then discusses actual parameter values across diverse operating sites, with varying cell duties, cell sizes and types, orebodies and particle sizes. These values are compared against the industry rule-of-thumb to test the applicability of the rule-of-thumb to actual performance. The development of lithium-ion batteries, coupled with the global trend towards electrification of transportation, has led to a dramatic increase in the demand for lithium. The production of lithium from hard rock ores is increasing, and flotation has proved to be an effective means for the beneficiation of many pegmatitic lithium ores. Clariant Mining Solutions has developed a range of novel collectors for the flotation of spodumene and other lithium ores, and this paper presents examples of some of the most recent developments. Fatty acids are the typical collectors for lithium flotation, however the grade and recovery achieved with these collectors is often below the desired level. There are also some significant drawbacks associated with the use of fatty acid collectors, such as the formation of calcium soaps which give rise to filtration problems and the need for acid washing. Several FLOTINOR products have been developed as alternatives to fatty acids. These products offer equivalent or better metallurgical performance at significantly lower dosages than fatty acids. This offers benefits to the flotation circuit as well as potentially reducing the issues associated with downstream processing of the concentrate.

"This paper reflects on the author’s experiences in undertaking mining studies and reviewing mining projects and technical reports, particularly over the past five years, and the impact of recent changes in reporting standards and listing requirements pertaining to mining-related evaluation and valuation exercises. It also discusses contemporary changes in the expectations of the investment community and the implications for the role of the technical specialist in providing advice to such stakeholders.Not for the first time in history, the resources industry has experienced a significant downturn after a period of strong, sustained growth in line with the traditional view of the cyclical nature of commodity markets. The resource industry is currently faced with capital austerity in the wake of projects ‘failing’ (not delivering to expectations). In response, the industry has experienced changes in investment behaviour (slowing of investment) and an increasing regulatory burden as stakeholders seek a greater understanding of mining project risks.This paper discusses this response and uses case studies to highlight the key learnings (perhaps re-learnt) by the industry. In this paper a project to develop a joint optimisation/simulation model for production planning in a mine-mill complex is presented. The system involves a mill receiving ore from a number of different locations, each with a unique mineral composition. The mill consists of several crushing and grinding circuits that function in series and parallel. Scheduling the flow of materials through the mill is complex due to constraints on throughput imposed by the millÆs design, the length of time material can be stockpiled on the surface, varying input mineral composition, and throughput targets for a range of output products.An optimisation model is used to create a set of campaigns (ore feed rates) over a given planning horizon under the assumption of deterministic mill throughput. A simulation model is used to evaluate the production plan under assumptions of stochastic machine failure and operational losses created by the need to cycle between input feeds. Campaign scheduling has two important implications for the simulation. First, during any campaign, multiple ore types may need to flow through the mill. However, the mill must be controlled to ensure that only one type of ore can be in a crusher, a grinder or a storage bin at any point in time. Second, as the mill switches from one campaign to another, the set of ores being processed may differ. Thus, the flow of ore through the equipment during a campaign changeover must be controlled to ensure that one or more of the ores from the current campaign can be completely eliminated before the ores from the new campaign are introduced.The simulation architecture employed for this project is Visual Basic for Applications (VBA) combined with MS-Excel as a user interface. A fixed step discrete event orientation is assumed as the simulation framework. A set of model constructs was built for the project with a specific Canadian milling operation in mind, but was designed to be representative of a broad class of milling operations. The constructs are implemented as class objects within the VBA structure, each with a number of properties and methods. The collection of VBA objects forms a composable modelling toolkit. These objects can be linked together by users, via MS-Excel, to represent a broad range of milling operations.

Although the underground mining environment is arguably safer now than at any time in history, as underground mining operations across the globe increase in-depth, magnitude, and complexity, protecting workers from harm becomes increasingly challenging. In deep, stressed, seismic mines the development face is one of the most hazardous work areas. The active face is usually the furthest extent of the underground workings, so ventilation can be difficult to maintain, exposing workers to high temperature and humidity while working on foot and doing manual labour. While mechanisation has made many tasks easier in modern times, the reality of underground mining is that development charge-up workers still spend long periods directly exposed hazards at the face. In 2019, Orica and Epiroc partnered to co-develop the world’s first fully mechanised development charging unit using fully wireless initiation, called Avatel™. Built on Epiroc’s M2 Boomer carrier platform, the system is designed to allow one person to charge a development face from the safety of a fully enclosed cabin, thereby reducing exposure to hazards at the face. The system was prototyped in Europe before entering commercial introduction in 2022. This paper reviews earlier attempts to mechanise underground charge-up and describes the development journey and engineering challenges of building a mechanised development charging machine.

"Rio Tinto Iron Ore (RTIO) has an extensive history in the application of geometallurgy to the iron ore value chain. Fundamental to this has been the geological logging of material types which are assigned processing attributes such as lump per cent and density. Initially these were used for product (lump and fines) grade predictions in relation to grade blocks to be used within short-term planning horizons.More recently the predictive reach of the material types and their associated processing attributes has been extended due to their inclusion into geological block models. These predictions can now be used to influence mine plans across multiple planning horizons in such a way that the extremes of geometallurgical properties can be pre-empted and managed thus improving efficiency. Spatial material type domains are also used in the planning of metallurgical drill holes to ensure greater representivity of material than was typically obtained by chemical and/or stratigraphic criteria alone.Material type logging has also been enhanced by the introduction of modern, rapid mineralogical techniques that have complemented visual logging. This has enabled the identification and quantification of contaminant minerals and their relationships with host ore types to be established. This data is used to better manage product grade predictions and identify risks to the short-term plan.Work is ongoing in RTIO to further refine logging based predictions and in addition apply them to new areas of the business. Increasingly the community and government regulators are calling for æzero dischargeÆ mines. Some mining companies are beginning to explore ways in which they can transition to zero discharge. When striving to attain zero discharge, mines must consider multiple variables in addition to water quantity. These include climate regime, water quality and regional water budgets. Gravity recoverable gold (GRG) is largely distinguished from other gold by its non-mineralised, metallic form, its high degree of liberation from the ore and its appreciable particle size. The gold mining industry has so widely accepted the use of batch centrifugal concentrators (BCC) and intensive cyanidation (IC) systems for the recovery of GRG that these may well be considered requirements of any plant processing ore containing appreciable GRG. The recovery of gold by gravity is quick, easy and cheap by comparison to alternatives. However, there are cases where attributes of the ore make recovery of gold by gravity and IC unusually challenging. This paper describes three examples where such challenges have been encountered and met, including those where the ore contains cyanide soluble base metals and where fine GRG is to be recovered from flotation concentrate.CITATION:King, A and Carrillo, J, 2018. The selection and implementation of the right technology for a project is critical to the future development of the resource industry. It is essential for companies to ensure ongoing competitive viability that where practical new or alternative technology be adopted. Analysis of historical data relating to development of resource-based process plants provides an enlightening insight into the key factors which influence their success or failure. The adoption of new technology does not guarantee the success of a project. The outcomes of this analysis have been used to develop some general guidelines and principles the author believes are useful in the selection and implementation of new or alternative technology in resource projects. It would be a good thing when reviewing the challenges to be faced by the Australian gold industry to set the backdrop and scene for them, by briefly examining the history of this vital and dynamic industry in the Australian context. Gold mining in Australia had its official beginnings in 1851 when John Lister and William Tom discovered gold at YorkyÆs Corner, later renamed Ophir by Edward Hargraves. From that first tentative beginning, the ensuing rush of prospectors into New South Wales and Victoria meant that the annual gold production in those early years surpassed that of the next 40 years. This early rate of production was only eclipsed when AustraliaÆs production was once again lifted by the discovery of gold on the other side of the continent, in Western Australia. (Figure 1). The years leading up to the First World War saw Australian production peaking once again at over 115 tonnes of gold, a production rate that would not be surpassed until 1988. This renaissance in production at the beginning of the 1980s was achieved by the application of technology. The advent of bigger trucks and shovels meant that earth-moving costs dropped dramatically. This, coupled with the highly effective and efficient carbon-in-pulp processing route, stimulated the Australian gold mining industry into a state of frenetic activity. These two innovations were the principal factors that enabled the economic exploitation of the lower grade haloes left by the æold-timersÆ around the deposits exploited at the beginning of the last century-no high finding costs here. AustraliaÆs production through the 1980s and the early part of the 1990s was largely supported by the exploitation of these haloes. As these were depleted, the aggressive exploration effort stimulated by the strong cashflows of these early oxide deposits resulted in new æblindÆ discoveries which are now emerging as the backbone of the Australian industry (Figure 2). Gold production is a major contributor to the Australian economy. In 1998/99 the Australian gold industry accounted for approximately 16 per cent of the value of all mineral exports, which in turn accounted for over 35 per cent of AustraliaÆs total exports. As such, the Australian gold industry, by itself, accounts for just under six per cent of AustraliaÆs total exports (Figure 3). Consequently, the industry is responsible for over one per cent of AustraliaÆs gross domestic product. These statistics are all the more compelling when we consider that, at the beginning of the 1980s, goldÆs contribution to exports and GDP was insignificant (Figure 4). Within the Australian resources industry, gold mines and associated infrastructure account for ten per cent of all capital expenditure (Figure 5). From an employment point of view, in 1997/1998 the industry directly employed (excluding contractors) about 7700 people, approximately 15 per cent of all those employed in the minerals industry. Just under nine per cent of the workforce in the minerals industry are female, whereas in the gold industry over 16 per cent are female.
